    Studies of arms control and disarmament tend to focus on political, military, and diplomatic processes. Recently, in the context of the conversion of defense activities to civilian use, the economic aspects of arms control have also received renewed interest. The legal dimension, however, is in need of fresh examination. Both international and domestic law are sailing increasingly in uncharted waters. Recent arms control agreements and related developments in international peacekeeping have expanded the scope of international law and altered how one perceives certain fundamentals, including the principle of national sovereignty. Still, the nation state is largely unchallenged as the primary actor in international affairs. National governments retain near absolute sovereign rights and responsibilities even in an age of trans-national economic integration and codified international norms for human rights, freedom of the press, and the peaceful resolution of disputes. Indeed, the role of domestic law in arms control and disarmament may be more significant now than ever before. A brief review of relationships between arms control and domestic law should illustrate ways in which ones thinking has been underestimating the importance of domestic law. Hopefully, this survey will set the stage properly for the excellent, more detailed case studies by Elinor Hammarskjold and Alan Crawford. Toward that end, this paper will highlight a number of more general, and sometimes provocative, themes. These themes should be kept in mind when those two complementary presentations are considered.

    In a world with water resources severely impacted bytechnology, science must actively contribute to water law. To this end,this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. Remarkably, jusgentium continues to be relevant in our contemporary society in whichscience plays a pivotal role in exploiting vital resources common to all.This paper examines the historical roots of modern water law, followstheir evolution through the centuries, and examines how the spirit ofscience inherent in jus gentium is profoundly influencing evolving waterand environmental laws in Europe, the United States and elsewhere. In atechnological world, scientific knowledge has to lie at the core of waterlaw. Yet, science cannot formulate law. It is hoped that a philosophicalunderstanding of the relationships between science and law willcontribute to their constructively coming together in the service ofsociety.

    Zipf's law is just one out of many universal laws proposed to describe statistical regularities in language. Here we review and critically discuss how these laws can be statistically interpreted, fitted, and tested (falsified). The modern availability of large databases of written text allows for tests with an unprecedent statistical accuracy and also a characterization of the fluctuations around the typical behavior. We find that fluctuations are usually much larger than expected based on simplifying statistical assumptions (e.g., independence and lack of correlations between observations).These simplifications appear also in usual statistical tests so that the large fluctuations can be erroneously interpreted as a falsification of the law. Instead, here we argue that linguistic laws are only meaningful (falsifiable) if accompanied by a model for which the fluctuations can be computed (e.g., a generative model of the text).     Many who speak of the end of the Cold War emphasize the warming of international relations when they speak of the momentous consequences of this event. According to this image, the half century since Trinity has been a period of sparse international communication during which the Eastern and Western blocs hibernated in their isolated dens of security alliances. Yet it is equally valid to consider the implications of the end of the war footing that has underlain the policies of all of the major military powers during the last fifty years. While meaningful international dialogue was in a state of relative lethargy during much of this period, the military establishments of the Great Powers were actively engaged in using as much force as possible in their efforts to control world affairs, short of triggering a nuclear holocaust. International discourse, at least in English, was rife with such military images as appeasement, containment, crisis stability, and tripwires. From the military posture of the U.S. and Russia a tense peace ironically emerged, but the terms by which decisions were made about controlling weapons of mass destruction (i.e., nuclear, chemical, and biological weapons) were the terms of war. The thesis of this paper is that the end of the Cold War marks a shift away from reliance on military might toward an international commitment to control weapons of mass destruction through the rule of law developed by John Rawls. The progression of agreements during this century to limit weapons of mass destruction testifies to this new development. A review of arms control agreements that the U.S. is a part of show clear growth of the rule of law as the world has left the Cold War.

The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The IEO94 projections are based on US and foreign government policies in effect on October 1, 1993-which means that provisions of the Climate Change Action Plan unveiled by the Administration in mid-October are not reflected by the US projections.

Our approach avoids collisions that are not easy to teach without mnemonic aids.     The results from a second law analysis of a constant temperature diesel combustion process are presented and show that this process is not significantly more reversible than conventional combustion. In addition to quantifying the total availability destruction in combustion, the magnitudes of the combustion irreversibilities attributable to each irreversible subprocess (mixing, oxidation and internal heat transfer) were determined. The primary contributor to combustion irreversibilities is the thermal interaction of reacting and non-reacting species during the oxidation and internal thermal energy transfer subprocesses. Increasing combustion temperature significantly decreases availability destruction by making the oxidation and internal thermal energy transfer processes more reversible. While increasing combustion temperature decreases combustion irreversibility, it also results in an increase in exhaust temperature. A tradeoff exists between large availability destruction at low combustion temperatures and large amounts of availability discarded in the exhaust at high combustion temperatures. The optimum amount of work was found to occur for a combustion temperature of approximately 1600 K.

    The major objective of the baseline glass formulation work was to develop and select glass formulations that are compliant with contractual and processing requirements for each of the LAW waste streams. Other objectives of the work included preparation and characterization of glasses with respect to the properties of interest, optimization of sulfate loading in the glasses, evaluation of ability to achieve waste loading limits, testing to demonstrate compatibility of glass melts with melter materials of construction, development of glass formulations to support ILAW qualification activities, and identification of glass formulation issues with respect to contract specifications and processing requirements.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

    In this paper, the non-generalized or restricted second law blackhole dynamics as given by Bekenstein in the beginning is restated, with a rigid proof, in a different form akin to the statement of the second law of thermodynamics given by Clausius. The various physical possibilities and implications of this statement are discussed therein. This paper is a mere venture into the restricted second law of blackhole dynamics pertaining to blackholes emitting Hawking radiation. The paper thus considers a didactically interesting reformulation of the second law of blackhole thermodynamics after some revisions.

    Newton' viscosity law for the momentum flux and Fourier's law for the heat flux define Navier-Stokes hydrodynamics for a simple, one component fluid. There is ample evidence that a hydrodynamic description applies as well to a mesoscopic granular fluid with the same form for Newton's viscosity law. However, theory predicts a qualitative difference for Fourier's law with an additional contribution from density gradients even at uniform temperature. The reasons for the absence of such terms for normal fluids are indicated, and a related microscopic explanation for their existence in granular fluids is presented.

    The most usual formulation of the Laws of Thermodynamics turns out to be suitable for local or simple materials, while for non-local systems there are two different ways: either modify this usual formulation by introducing suitable extra fluxes or express the Laws of Thermodynamics in terms of internal powers directly, as we propose in this paper. The first choice is subject to the criticism that the vector fluxes must be introduced a posteriori in order to obtain the compatibility with the Laws of Thermodynamics. On the contrary, the formulation in terms of internal powers is more general, because it is a priori defined on the basis of the constitutive equations. Besides it allows to highlight, without ambiguity, the contribution of the internal powers in the variation of the thermodynamic potentials. Finally, in this paper, we consider some examples of non-local materials and derive the proper expressions of their internal powers from the power balance laws.

    This paper summarizes the literature on US laws and international agreements, experimental and monitoring data, and ongoing studies to provide background information for environmental assessment and regulatory compliance activities for ocean dumping of low-level radioactive waste. The Marine Protection, Research, and Sanctuaries Act is the major US legislation governing ocean disposal of radioactive waste. The major international agreement on ocean dumping is the Convention on the Prevention of Marine Pollution by Dumping of Wastes and other Matter. The United States ended its ocean dumping of radioactive wastes in 1970, but other countries have continued ocean dumping under international supervision in the northeast Atlantic. Monitoring of former US disposal sites has neither revealed significant effects on marine biota nor indicated a hazard to human health. Also, no effects on marine organisms have been found that could be attributed to routine discharges into the Irish Sea from the Windscale reprocessing plant. We must improve our ability to predict the oceanic carrying capacity and the fate and effects of ionizing radiation in the marine environment.

    The purpose of the intern project was to write a comprehensive booklet on all state legislation proposed in 1995 on Native American issues. A second purpose was to contact tribal governments and request an ordinance, law or resolution on hazardous and nuclear waste transportation. This intern report contains a summary of bills proposed in 37 state legislatures pertaining to Native American issues. Time ran out before the second project objective could be met.

    A simple, highly accurate, mathematical model of heat-to-electricity conversion is developed from Planck's law for the distribution of the radiant exitance of heat at a selected temperature. An electrical power curve is calculated by integration of the heat law over a selected range of electromagnetic wavelength corresponding to electrical voltage. A novel wavelength-voltage conversion factor, developed from the known wavelength-electron volt conversion factor, establishes the wavelength ({lambda}) for the integration. The Planck law is integrated within the limits {lambda} to 2{lambda}. The integration provides the ideal electrical power that is available from heat at the emitter temperature. When multiplied by a simple ratio, the calculated ideal power closely matches published thermionic converter experimental data. The thermal power model of thermionic conversion is validated by experiments with thermionic emission of ordinary electron tubes. A theoretical basis for the heat law based model of thermionic conversion is found in linear oscillator theory.

For a simple chaotic scattering system (the open quantum baker's map), we compute the "long-living resonances" in the semiclassical r\\'{e}gime, and show that they satisfy a fractal Weyl law. We can prove this fractal law in the case of a modified model.

    Benford's Law states that the frequency of first digits of numbers in naturally occurring systems is not evenly distributed. Numbers beginning with a 1 occur roughly 30\\% of the time, and are six times more common than numbers beginning with a 9. We show that Benford's Law applies to social and behavioral features of users in online social networks. We consider social data from five major social networks: Facebook, Twitter, Google Plus, Pinterest, and Live Journal. We show that the distribution of first significant digits of friend and follower counts for users in these systems follow Benford's Law. The same holds for the number of posts users make. We extend this to egocentric networks, showing that friend counts among the people in an individual's social network also follow the expected distribution. We discuss how this can be used to detect suspicious or fraudulent activity online and to validate datasets.

    Late-time power law expansion has been proposed as an alternative to the standard cosmological model and shown to be consistent with some low-redshift data. We test power law expansion against the standard flat $\\Lambda$CDM cosmology using goodness-of-fit and model comparison criteria. We consider Type Ia supernova (SN Ia) data from two current compilations (Union2.1 and JLA) along with a current set of baryon acoustic oscillation (BAO) measurements that includes the high-redshift Lyman-$\\alpha$ forest measurements from BOSS quasars. We find that neither power law expansion nor $\\Lambda$CDM is strongly preferred over the other when the SN Ia and BAO data are analyzed separately but that power law expansion is strongly disfavored by the combination. We treat the $R_\\text{h} = ct$ cosmology (a constant rate of expansion) separately and find that it is conclusively disfavored by all combinations of data that include SN Ia observations and a poor overall fit when systematic errors in the SN Ia measurements are ig...
