    Studies of arms control and disarmament tend to focus on political, military, and diplomatic processes. Recently, in the context of the conversion of defense activities to civilian use, the economic aspects of arms control have also received renewed interest. The legal dimension, however, is in need of fresh examination. Both international and domestic law are sailing increasingly in uncharted waters. Recent arms control agreements and related developments in international peacekeeping have expanded the scope of international law and altered how one perceives certain fundamentals, including the principle of national sovereignty. Still, the nation state is largely unchallenged as the primary actor in international affairs. National governments retain near absolute sovereign rights and responsibilities even in an age of trans-national economic integration and codified international norms for human rights, freedom of the press, and the peaceful resolution of disputes. Indeed, the role of domestic law in arms control and disarmament may be more significant now than ever before. A brief review of relationships between arms control and domestic law should illustrate ways in which ones thinking has been underestimating the importance of domestic law. Hopefully, this survey will set the stage properly for the excellent, more detailed case studies by Elinor Hammarskjold and Alan Crawford. Toward that end, this paper will highlight a number of more general, and sometimes provocative, themes. These themes should be kept in mind when those two complementary presentations are considered.

    In a world with water resources severely impacted bytechnology, science must actively contribute to water law. To this end,this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. Remarkably, jusgentium continues to be relevant in our contemporary society in whichscience plays a pivotal role in exploiting vital resources common to all.This paper examines the historical roots of modern water law, followstheir evolution through the centuries, and examines how the spirit ofscience inherent in jus gentium is profoundly influencing evolving waterand environmental laws in Europe, the United States and elsewhere. In atechnological world, scientific knowledge has to lie at the core of waterlaw. Yet, science cannot formulate law. It is hoped that a philosophicalunderstanding of the relationships between science and law willcontribute to their constructively coming together in the service ofsociety.

    We prove that potential conservation laws have characteristics depending only on local variables if and only if they are induced by local conservation laws. Therefore, characteristics of pure potential conservation laws have to essentially depend on potential variables. This statement provides a significant generalization of results of the recent paper by Bluman, Cheviakov and Ivanova [J. Math. Phys., 2006, V.47, 113505]. Moreover, we present extensions to gauged potential systems, Abelian and general coverings and general foliated systems of differential equations. An example illustrating possible applications of proved statements is considered. A special version of the Hadamard lemma for fiber bundles and the notions of weighted jet spaces are proposed as new tools for the investigation of potential conservation laws.

    We propose an extension of the Dubrovin-Zhang perturbative approach to the study of normal forms for non-Hamiltonian integrable scalar conservation laws. The explicit computation of the first few corrections leads to the conjecture that such normal forms are parameterized by one single functional parameter, named viscous central invariant. A constant valued viscous central invariant corresponds to the well-known Burgers hierarchy. The case of a linear viscous central invariant provides a viscous analog of the Camassa-Holm equation, that formerly appeared as a reduction of a two-component Hamiltonian integrable systems. We write explicitly the negative and positive hierarchy associated with this equation and prove the integrability showing that they can be mapped respectively into the heat hierarchy and its negative counterpart, named the Klein-Gordon hierarchy. A local well-posedness theorem for periodic initial data is also proven. We show how transport equations can be used to effectively construct asymptotic solutions via an extension of the quasi-Miura map that preserves the initial datum. The method is alternative to the method of the string equation for Hamiltonian conservation laws and naturally extends to the viscous case. Using these tools we derive the viscous analog of the Painlev\\'e I2 equation that describes the universal behaviour of the solution at the critical point of gradient catastrophe.

The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c).     The conservation laws of electromagnetism, and implicitly all theories built from quadratic Lagrangians, are extended to a continuum of nonlocal versions. These are associated with symmetries of a class of equal time field correlation functions and give results for both connected and disconnected branches of the general linear group of the space. It is generally assumed that manifestly covariant Lagrangians are the necessary starting point for physical theories. Here we show that the EOM derived from any of these can also follow from a broad class of nonlocal ones and each generally gives a different nonlocal Noether current. When the equations are put into a linear form and evaluated on a flat spacetime, a simple ansatz exists to give a class of conservation laws corresponding to all affine transformations of the underlying space. A general procedure is given to generate a class of nonlocal conservation laws for solutions to a very large class of nonlinear PDEs.

    We investigate the nature of the star formation law at low gas surface densities using a sample of 19 low surface brightness (LSB) galaxies with existing H I maps in the literature, UV imaging from the Galaxy Evolution Explorer satellite, and optical images from the Sloan Digital Sky Survey. All of the LSB galaxies have (NUV - r) colors similar to those for higher surface brightness star-forming galaxies of similar luminosity indicating that their average star formation histories are not very different. Based upon four LSB galaxies with both UV and far-infrared (FIR) data, we find FIR/UV ratios significantly less than 1, implying low amounts of internal UV extinction in LSB galaxies. We use the UV images and H I maps to measure the star formation rate (SFR) and hydrogen gas surface density within the same region for all the galaxies. The LSB galaxy star formation rate surface densities lie below the extrapolation of the power law fit to the SFR surface density as a function of the total gas density for higher surface brightness galaxies. Although there is more scatter, the LSB galaxies also lie below a second version of the star formation law in which the SFR surface density is correlated with the gas density divided by the orbital time in the disk. The downturn seen in both star formation laws is consistent with theoretical models that predict lower star formation efficiencies in LSB galaxies due to the declining molecular fraction with decreasing density.

    The major objective of the baseline glass formulation work was to develop and select glass formulations that are compliant with contractual and processing requirements for each of the LAW waste streams. Other objectives of the work included preparation and characterization of glasses with respect to the properties of interest, optimization of sulfate loading in the glasses, evaluation of ability to achieve waste loading limits, testing to demonstrate compatibility of glass melts with melter materials of construction, development of glass formulations to support ILAW qualification activities, and identification of glass formulation issues with respect to contract specifications and processing requirements.

    In this paper, the non-generalized or restricted second law blackhole dynamics as given by Bekenstein in the beginning is restated, with a rigid proof, in a different form akin to the statement of the second law of thermodynamics given by Clausius. The various physical possibilities and implications of this statement are discussed therein. This paper is a mere venture into the restricted second law of blackhole dynamics pertaining to blackholes emitting Hawking radiation. The paper thus considers a didactically interesting reformulation of the second law of blackhole thermodynamics after some revisions.

    The most usual formulation of the Laws of Thermodynamics turns out to be suitable for local or simple materials, while for non-local systems there are two different ways: either modify this usual formulation by introducing suitable extra fluxes or express the Laws of Thermodynamics in terms of internal powers directly, as we propose in this paper. The first choice is subject to the criticism that the vector fluxes must be introduced a posteriori in order to obtain the compatibility with the Laws of Thermodynamics. On the contrary, the formulation in terms of internal powers is more general, because it is a priori defined on the basis of the constitutive equations. Besides it allows to highlight, without ambiguity, the contribution of the internal powers in the variation of the thermodynamic potentials. Finally, in this paper, we consider some examples of non-local materials and derive the proper expressions of their internal powers from the power balance laws.

    A simple, highly accurate, mathematical model of heat-to-electricity conversion is developed from Planck's law for the distribution of the radiant exitance of heat at a selected temperature. An electrical power curve is calculated by integration of the heat law over a selected range of electromagnetic wavelength corresponding to electrical voltage. A novel wavelength-voltage conversion factor, developed from the known wavelength-electron volt conversion factor, establishes the wavelength ({lambda}) for the integration. The Planck law is integrated within the limits {lambda} to 2{lambda}. The integration provides the ideal electrical power that is available from heat at the emitter temperature. When multiplied by a simple ratio, the calculated ideal power closely matches published thermionic converter experimental data. The thermal power model of thermionic conversion is validated by experiments with thermionic emission of ordinary electron tubes. A theoretical basis for the heat law based model of thermionic conversion is found in linear oscillator theory.

    We introduce a method to construct conservation laws for a large class of linear partial differential equations. In contrast to the classical result of Noether, the conserved currents are generated by any symmetry of the operator, including those of the non-Lie type. An explicit example is made of the Dirac equation were we use our construction to find a class of conservation laws associated with a 64 dimensional Lie algebra of discrete symmetries that includes CPT.

For a simple chaotic scattering system (the open quantum baker's map), we compute the "long-living resonances" in the semiclassical r\\'{e}gime, and show that they satisfy a fractal Weyl law.     Late-time power law expansion has been proposed as an alternative to the standard cosmological model and shown to be consistent with some low-redshift data. We test power law expansion against the standard flat $\\Lambda$CDM cosmology using goodness-of-fit and model comparison criteria. We consider Type Ia supernova (SN Ia) data from two current compilations (Union2.1 and JLA) along with a current set of baryon acoustic oscillation (BAO) measurements that includes the high-redshift Lyman-$\\alpha$ forest measurements from BOSS quasars. We find that neither power law expansion nor $\\Lambda$CDM is strongly preferred over the other when the SN Ia and BAO data are analyzed separately but that power law expansion is strongly disfavored by the combination. We treat the $R_\\text{h} = ct$ cosmology (a constant rate of expansion) separately and find that it is conclusively disfavored by all combinations of data that include SN Ia observations and a poor overall fit when systematic errors in the SN Ia measurements are ig...

    Simulated dark matter profiles are often modelled as a `NFW' density profile rather than a single power law. Recently, attention has turned to the rather rigorous power-law behaviour exhibited by the `pseudo phase-space density' of the dark matter halo, which is defined dimensionally in terms of the local density and velocity dispersion of the dark matter particles. The non-power-law behaviour of the density profile is generally taken to exclude simple scale-free, in-fall models; however the power-law behaviour of the `pseudo-density' is a counter indication. We argue in this paper that both behaviours may be at least qualitatively understood in terms of a dynamically evolving self-similarity, rather than the form for self-similar infall that is fixed by cosmological initial conditions. The evolution is likely due to collective relaxation such as that provided by the radial-orbit instability on large scales. We deduce, from a distribution function given by first order coarse-graining, both the NFW-type density profile and the power-law pseudo-density profile. The results are not greatly sensitive to variation about 3 in the power of the velocity dispersion used in the definition of the phase space pseudo-density. We suggest that the power 2 may create the more physical quantity, whose deviations from a power-law are a diagnostic of incomplete relaxation.

    Liu procedure is applied to a first order weakly nonlocal special relativistic fluid. It is shown, that a reasonable relativistic theory is and extended one, where the basic state space contains the momentum density. This property follows from the structure of the energy-momentum balance and the Second Law of thermodynamics. Moreover, the entropy depends on the energy density and the momentum density on a given specific way, indicating that the local rest frame energy density cannot be interpreted as the internal energy, the local rest frame momentum density should be considered, too. The corresponding constitutive relations for the stress and the energy flux are derived.

    We study a toy model for "partially open" wave-mechanical system, like for instance a dielectric micro-cavity, in the semiclassical limit where ray dynamics is applicable. Our model is a quantized map on the 2-dimensional torus, with an additional damping at each time step, resulting in a subunitary propagator, or "damped quantum map". We obtain analogues of Weyl's laws for such maps in the semiclassical limit, and draw some more precise estimates when the classical dynamic is chaotic.

    In an effort to locate potential law enforcement-related standards that support incident management, a team from the Pacific Northwest National Laboratory (PNNL) contacted representatives from the National Institute of Standards-Office of Law Enforcement Standards (NIST-OLES), National Institute of Justice (NIJ), Federal Bureau of Investigation (FBI), Secret Service, ASTM International committees that have a law enforcement focus, and a variety of individuals from local and regional law enforcement organizations. Discussions were held with various state and local law enforcement organizations. The NIJ has published several specific equipment-related law enforcement standards that were included in the review, but it appears that law enforcement program and process-type standards are developed principally by organizations that operate at the state and local level. Input is provided from state regulations and codes and from external non-government organizations (NGOs) that provide national standards. The standards that are adopted from external organizations or developed independently by state authorities are available for use by local law enforcement agencies on a voluntary basis. The extent to which they are used depends on the respective jurisdictions involved. In some instances, use of state and local disseminated standards is mandatory, but in most cases, use is voluntary. Usually, the extent to which these standards are used appears to depend on whether or not jurisdictions receive certification from a governing entity due to their use and compliance with the standards. In some cases, these certification-based standards are used in principal but without certification or other compliance monitoring. In general, these standards appear to be routinely used for qualification, selection for employment, and training. In these standards, the term Peace Officer is frequently used to refer to law enforcement personnel.     Using Pearson correlation coefficient a statistical analysis of Duane-Hunt and Kulenkampff's measurement results was performed. This analysis reveals that empirically based Duane-Hunt's law is not entirely consistent with the measurement data. The author has theoretically found the action of electromagnetic oscillators, which corresponds to Planck's constant, and also has found an alternative law based on the classical theory. Using the same statistical method, this alternative law is likewise tested, and it is proved that the alternative law is completely in accordance with the measurements. The alternative law gives a relativistic expression for the energy of electromagnetic wave emitted or absorbed by atoms and proves that the empirically derived Planck-Einstein's expression is only valid for relatively low frequencies. Wave equation, which is similar to the Schr\\"odinger equation, and wavelength of the standing electromagnetic wave are also established by the author's analysis. For a relatively low energy this wavelength becomes equal to the de Broglie wavelength. Without any quantum conditions, the author made a formula similar to the Rydberg's formula, which can be applied to the all known atoms, neutrons and some hyperons.
