    Good morning. I wanted to follow up on our discussion regarding Section 4.4 of the briefing document used for the QER event on Energy Infrastructure Financing. Per my earlier comments, information in that section does not accurately reflect the business model of pipelines, and particularly for the "midstream" sector, or those gathering and processing activities and intrastate pipelines. Further, it does not accurately describe the "utility" designation of these lines or how or why these designations are used. It is also important to note that the reference to "take-or-pay" contracts is particularly concerning as those types of contracts are prohibited in many states as I understand it. I have attached an updated redline version of that section that addresses the issues. I would be more than happy to work with someone to correct the language if the suggested language does not work for any reason. Thank you for your consideration of the comments and proposed changes. Please let me know if you have any questions or if I can be of further assistance.

    Recently, Marzlin and Sanders (2004) demonstrated an inconsistency when the adiabatic approximation was applied to specific, "inverse" time-evolving systems. Following that, Tong et al. (2005) showed that the widely used traditional adiabatic conditions are insufficient to guarantee the validity of the adiabatic approximation for this class of systems. In this article we explore the origin of these observations by a perturbative approach and find that in first order approximation certain nonzero terms appear in the solution which gives rise to the breakdown of the adiabatic approximation (despite the fact that the traditional adiabatic conditions are satisfied). We argue that in this case the Hamiltonian of Marzlin and Sanders' inverse time evolving system cannot be written in terms of t/T, where T denotes the total evolution time. It is further demonstrated that the new qualitative adiabatic condition of Ye et al. (2005) performs well in some cases when the traditional conditions fail to describe properly non-adiabatic evolution.

    BPA proposes to purchase the conservation easements on the Sanders (307 acres) and Seabaugh (449 acres) parcels of the Weaver Slough to ensure that current fisheries and natural resource values remain protected, and that no development or human encroachment would occur on these parcels, in perpetuity. No planned construction or improvements are currently proposed and the project does not involve fee title land acquisition. Protection will sustain quality aquatic habitats, water quality, and fish and wildlife habitat. Wetlands protected by this easement are priority wetlands in the basin, according to the Flathead Lakers Critical Lands Study. A ''Grant of Agricultural Conservation Easement'' has been prepared for both the Sanders parcel (Nov. 21, 2003) and Seabaugh parcel (December 4, 2003) which provide the parameters, rights and responsibilities, prohibitions, contingencies, and other provisions for the granting these properties for the above purpose and intent. In addition, a Memorandum of Agreement (among the Montana Department of Fish, Wildlife and Parks; Flathead Land Trust; and BPA) has also been established to protect and conserve the Sanders and Seabaugh parcels.

    The character and reservoir quality of six different Mississippian (Chesterian) sandstone units in frontier areas of the Black Warrior basin of Mississippi have been determined by core inspection, thin-section examination, and x-ray diffractometry. A total of 113 samples from ten wells was taken from cores of the following sandstones: the Lewis, a calcareous sandstone at the top of or just above the Lewis that the authors refer to as the Lewis limestone, the Evans, the Rea, the Sanders, and the Carter. Hydrocarbon production from the basin, which is located in northeastern Mississippi and northwestern Alabama, is mostly shallow gas (with minor gas condensate and oil) from the units. Sample depths range from about 2500 ft (762 m) in northern Chickasaw County to about 5500 ft (1676 m) in Monroe and Lowndes Counties, with the deepest samples coming from almost 11,000 ft (3353 m) in northern Clay County.

    Vapor-liquid equilibrium data of the water + 1,3-propanediol and water + 1,3-propanediol + lithium bromide systems were measured at 60, 160, 300, and 760 mmHg at temperatures ranging from 315 to 488 K. The apparatus used in this work is a modified still especially designed for the measurement of low-pressure VLE, in which both liquid and vapor are continuously recirculated. For the analysis of salt-containing solutions, a method incorporating refractometry and gravimetry was used. From the experimental measurements, the effect of lithium bromide on the VLE behavior of water + 1,3-propanediol was investigated. The experimental data of the salt-free system were successfully correlated using the Wilson, NRTL, and UNIQUAC models. In addition, the extended UNIQUAC model of Sander et al. was applied to the VLE calculation of salt-containing mixtures.

  19. Mathematical Proofs of Two Conjectures: The Four Color Problem and The Uniquely 4-colorable Planar Graph

    The famous four color theorem states that for all planar graphs, every vertex can be assigned one of 4 colors such that no two adjacent vertices receive the same color. Since Francis Guthrie first conjectured it in 1852, it is until 1976 with electronic computer that Appel and Haken first gave a proof by finding and verifying 1936 reducible unavoidable sets, and a simplified proof of Robertson, Sanders, Seymour and Thomas in 1997 only involved 633 reducible unavoidable sets, both proofs could not be realized effectively by hand. Until now, finding the reducible unavoidable sets remains the only successful method to use, which came from Kempe's first "proof" of the four color problem in 1879. An alternative method only involving 4 reducible unavoidable sets for proving the four color theorem is used in this paper, which takes form of mathematical proof rather than a computer-assisted proof and proves both the four color conjecture and the uniquely 4-colorable planar graph conjecture by mathematical method.

    The Chan, Karolyi, Longstaff and Sanders (CKLS) model is a popular one-factor model for describing the spot interest rates. In this paper, the four parameters in the CKLS model are regarded as stochastic. The parameter vector ?{sup (j)} of four parameters at the (J+n)-th time point is estimated by the j-th window which is defined as the set consisting of the observed interest rates at the j?-th time point where j?j??j+n. To model the variation of ?{sup (j)}, we assume that ?{sup (j)} depends on ?{sup (j?m)}, ?{sup (j?m+1)},…, ?{sup (j?1)} and the interest rate r{sub j+n} at the (j+n)-th time point via a four-dimensional conditional distribution which is derived from a [4(m+1)+1]-dimensional power-normal distribution. Treating the (j+n)-th time point as the present time point, we find a prediction interval for the future value r{sub j+n+1} of the interest rate at the next time point when the value r{sub j+n} of the interest rate is given. From the above four-dimensional conditional distribution, we also find a prediction interval for the future interest rate r{sub j+n+d} at the next d-th (d?2) time point. The prediction intervals based on the CKLS model with stochastic parameters are found to have better ability of covering the observed future interest rates when compared with those based on the model with fixed parameters.

Finally, a series of appendices provide more detailed information regarding architecture and testing activities.Summarizing the project results, the OPSAID architecture was defined, which includes modular security functionality and corresponding component modules. The reference implementation, which includes the collection of component modules, was tested extensively and proved to provide more than acceptable performance in a variety of test scenarios. The primary challenge in implementation and testing was correcting initial configuration errors.OPSAID industry outreach efforts were very successful. A small group of industry partners were extensively involved in both the design and testing of OPSAID. Conference presentations resulted in creating a larger group of potential industry partners.Based upon experience implementing and testing OPSAID, as well as through collecting industry feedback, the OPSAID project has done well and is well received.     The construction of Grand Coulee and Chief Joseph dams on the Columbia River resulted in the complete extirpation of the anadromous fishery upstream of these structures. Today, this area is totally dependent upon resident fish resources to support local fisheries. The resident fishing is enhanced by an extensive stocking program for target species in the existing fishery, including kokanee (Oncorhynchus nerka kennerlyi) and rainbow trout (O. mykiss). The kokanee fishery in Lake Roosevelt has not been meeting the return goals set by fisheries managers despite the stocking program. Investigations of physical and biological factors that could affect the kokanee population found predation and entrainment had a significant impact on the fish population. In 1999 and 2000, walleye (Sander vitreum) consumed between 15% and 9%, respectively, of the hatchery kokanee within 41 days of their release, while results from a study in the late 1990s estimated that entrainment at Grand Coulee Dam could account for up to 30% of the total mortality of the stocked fish. To address the entrainment loss, the Bonneville Power Administration commissioned a study to determine if fish would avoid areas illuminated by strobe lights in the forebay of the third powerplant. This work was conducted by Pacific Northwest National Laboratory (PNNL) in conjunction with the Confederated Tribes of the Colville Reservation (Colville Confederated Tribes). From 2002 through 2004, six strobe lights were suspended in the center of the opening to the third powerplant forebay during summer months. Results from those studies indicated that fish appeared to be attracted to the illuminated area but only at night and when flow conditions within the third powerplant forebay were minimal. However, small but consistent results from these studies indicated that under high flow conditions, fish might be avoiding the lights. The 2005 study was designed to examine whether, under high flow conditions near the penstock openings, fish would avoid the lighted regions. Four omnidirectional strobe lights were deployed on the one trash rack directly in front of one turbine penstock. Seven splitbeam transducers were deployed to monitor fish approaching three penstock openings either from in front of the trash racks or moving down the dam behind the trash racks. Four key results emerged from the 2005 study. The results provide insight into the current level of entrainment and how fish respond to strobe lights under high flow conditions. First, very few fish were detected inside the trash racks. Of the more than 3,200 targets identified by the data processing, less than 100 were detected inside the trash racks. Only 23 fish were found inside the trash racks behind the strobe lights. Of those 21 fish, 13 were detected when the lights were on. Most of the fish detected behind the trash racks were above the turbine penstock but were headed downward. No fish were detected at night when minimal flows occurred between midnight and 4:00 a.m. Second, significantly more fish (P < 0.001) were detected in front of the trash racks when the lights were on at night. On a count-per-hour basis, the difference between lights off and lights on was apparent in the early morning hours at depths between 25 m and 50 m from the transducers. The lights were approximately 34 m below the splitbeam transducers, and fish detected at night with lights on were found at a median depth of approximately 35 m, compared to a median depth of from 20.6 to 23.5 m when the lights were off. The differences in depth between lights on and off at night were also significant (P < 0.001). Additionally, the increase in fish occurred only in front of the trash rack where the strobe lights were mounted; there was no increase in the number of detections by the transducers aimed away from the lights. Third, fish clearly manifested a behavioral response to the strobe lights during the day.
