The author discusses how Latin American countries have grown up buying technology, transferring technology from more developed nations, and attempting to adapt it to their own countries for their own environment. Although this is the approach that was and is necessary, there are still some shortfalls that have occurred in the process of licensing and acquisition of technology. Governments around the world also have had powerful impacts on technology transfer. Those in Latin America are no exception.

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work. The author`s intention here today is to describe things as they are, not as they might be, to tell about what is already happening in the sphere of business and growth of the economies in Latin America.

In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration. The high level of regional integration in the scientific community reached thanks to this kind of major projects, has led to the recent formation of the CLES (Consorcio Latinoamericano de Experimentos Subterr\\'{a}neos). Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.

  9. RECENT DEVELOPMENTS OF THE IRIS PROJECT OF INTEREST FOR LATIN AMERICA

    Carelli, M.D.; Petrovic, B.

    2004-10-03T23:59:59.000Z

The IRIS (International Reactor Innovative and Secure) reactor design is being developed by an international consortium of 21 organizations from ten countries, including three members from Brazil and one from Mexico. This reflects the interest that Latin America has for a project which addresses the energy needs of the region. Presented here are some of the most recent developments in the IRIS project. The project's highest priority is the current pre-application licensing with the US NRC, which has required an investigation of the major accident sequences and a preliminary probabilistic risk assessment (PRA). The results of the accident analyses confirmed the outstanding inherent safety of the IRIS configuration and the PRA analyses indicated a core damage frequency due to internal events of the order of 2E-8. This not only highlights the enhanced safety characteristic of IRIS which should enhance its public acceptance, but it has also prompted IRIS to consider the possibility of being licensed without the need for off-site emergency response planning which would have a very positive economic implication. The modular IRIS, with each module rated at {approx} 335 MWe, is of course an ideal size for developing countries as it allows to easily introduce a moderate amount of power on limited electric grids. IRIS can be deployed in single modules in regions only requiring a few hundred MWs or in multiple modules deployed successively at time intervals in large urban areas requiring a larger amount of power increasing with time. IRIS is designed to operate ''hands-off'' as much as possible, with a small crew, having in mind deployment in areas with limited infrastructure. Thus IRIS has a 48-months maintenance interval, long refueling cycles in excess of three years, and is designed to increase as much as possible operational reliability. For example, the project has recently adopted internal control rod drive mechanisms to eliminate vessel head penetrations and the possibility of corrosion cracking as in Davis-Besse and other plants. Latin America, as many other regions on the earth, needs water as much as electricity. IRIS has developed a water desalination co-generation design which can employ a variety of processes as dictated by local and economic conditions. Applications to the arid Brazilian Nord-Este and Mexican Nord-Oeste are being considered.

  16. Regional overview of Latin American and Caribbean energy production, consumption, and future growth. Report series No. 1

    SciTech Connect (OSTI)

    Wu, K.

    1994-07-01T23:59:59.000Z

The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

In this paper we introduce quantum Latin squares, combinatorial quantum objects which generalize classical Latin squares, and investigate their applications in quantum computer science. Our main results are on applications to unitary error bases (UEBs), basic structures in quantum information which lie at the heart of procedures such as teleportation, dense coding and error correction. We present a new method for constructing a UEB from a quantum Latin square equipped with extra data. Developing construction techniques for UEBs has been a major activity in quantum computation, with three primary methods proposed: shift-and-multiply, Hadamard, and algebraic. We show that our new approach simultaneously generalizes the shift-and-multiply and Hadamard methods. Furthermore, we explicitly construct a UEB using our technique which we prove cannot be obtained from any of these existing methods.

    1996-06-01T23:59:59.000Z

Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. This report is no more than a first step down the road.

This conference was designed to provide a national and international forum to support the development of a viable biomass industry. Although papers on research activities and technologies under development that address industry problems comprised part of this conference, an effort was made to focus on scale-up and demonstration projects, technology transfer to end users, and commercial applications of biomass and wastes. The conference was divided into these major subject areas: Resource Base, Power Production, Transportation Fuels, Chemicals and Products, Environmental Issues, Commercializing Biomass Projects, Biomass Energy System Studies, and Biomass in Latin America. The papers in this third volume deal with Environmental Issues, Biomass Energy System Studies, and Biomass in Latin America. Concerning Environmental Issues, the following topics are emphasized: Global Climate Change, Biomass Utilization, Biofuel Test Procedures, and Commercialization of Biomass Products. Selected papers have been indexed separately for inclusion in the Energy Science and Technology Database.

A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

A procedure for extending the size of a Latin hypercube sample (LHS) with rank correlated variables is described and illustrated. The extension procedure starts with an LHS of size m and associated rank correlation matrix C and constructs a new LHS of size 2m that contains the elements of the original LHS and has a rank correlation matrix that is close to the original rank correlation matrix C. The procedure is intended for use in conjunction with uncertainty and sensitivity analysis of computationally demanding models in which it is important to make efficient use of a necessarily limited number of model evaluations.

    1991-01-01T23:59:59.000Z

The nuclear test Dalhart, U4u, was executed at a depth of 2100 ft on October 13, 1988. This test has multiple radioactive isotopes or fission products associated with it and knowledge of the distribution of these isotopes is desirable for the Nuclear Test Program. A slant post shot hole was drilled in late August 1990 to sample the geologic material from the collapsed zone or chimney above Dalhart. This 9 7/8 inch borehole was drilled at approximately 19 degrees from the vertical toward the Dalhart executive depth. This borehole started at approximately 734 ft due south of the Dalhart event. Drilling circulation was lost at a slant depth of 1030 ft (980 ft True Vertical Depth, TVD). Drilling was completed to 2280 ft (2156 ft TVD). The water level was encountered at a depth of 1063 ft (1513 ft TVD). A Halliburton 1 11/16 in diameter TracerScan gamma-ray-spectroscopy log was run inside the drill string at a speed of 10 ft/min. Spectra were obtained from TD to the surface. Radioactive material produced by the test was present from TD to 1850 ft (1746 ft TVD). Spectra were acquired at .025 ft depth intervals and averages recorded digitally every ten ft and thirty ft were displayed on the blue line log together with the total observed gamma ray and casing collar locater signal. Also a DOE high intensity gamma log was run by Atlas Wireline Services from TD to the surface. This log did not detect any radioactive activity in the hole. The gamma-ray photo peaks on the spectroscopy log were used to determine the depths for sampling with the Hunt sidewall sampling tool. Eleven samples were acquired from the depth interval 2212 ft to 1823 ft (2089 to 1721 ft TVD). None of these samples contained enough activity to be measured with normal drillback survey instruments. 7 refs., 8 figs., 3 tabs.

Countries in this report include Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.

Latin hypercube sampling (LHS) has long been used as a way of assuring adequate sampling of the tails of distributions in a Monte Carlo analysis and provided the framework for the uncertainty analysis performed in the NUREG-1150 risk assessment. However, this technique has not often been used in the performance of regulatory analyses due to the inability to establish confidence levels on the quantiles of the output distribution. Recent work has demonstrated a method that makes this possible. This method is compared to the procedure of crude Monte Carlo using order statistics, which is currently used to establish confidence levels. The results of several statistical examples demonstrate that the LHS confidence interval method can provide a more accurate and precise solution, but issues remain when applying the technique generally. " discovery (or even unconventional sex) do not have to be limited to one city. Other critics have noted the pedagogical impulse in O'Brien. Always the teacher, he wants his countrymen to learn about aspects of the life of other nations which could benefit... that the quality of work at the Guthrie Theater in Minneapolis had declined, or whether he just had had bad luck in the productions he had been able to see in recent years. He was plainly concerned. He believes when he is in such places that he is in "America...
