Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

  4. From upstream to downstream: Megatrends and latest developments in Latin America`s hydrocarbons sector

Wu, Kang; Pezeshki, S.; McMahon, J.

    1995-08-01T23:59:59.000Z

In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

The author discusses how Latin American countries have grown up buying technology, transferring technology from more developed nations, and attempting to adapt it to their own countries for their own environment. Although this is the approach that was and is necessary, there are still some shortfalls that have occurred in the process of licensing and acquisition of technology. Governments around the world also have had powerful impacts on technology transfer. Those in Latin America are no exception.

Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work. The author`s intention here today is to describe things as they are, not as they might be, to tell about what is already happening in the sphere of business and growth of the economies in Latin America.

Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.

  13. RECENT DEVELOPMENTS OF THE IRIS PROJECT OF INTEREST FOR LATIN AMERICA

The IRIS (International Reactor Innovative and Secure) reactor design is being developed by an international consortium of 21 organizations from ten countries, including three members from Brazil and one from Mexico. This reflects the interest that Latin America has for a project which addresses the energy needs of the region. Presented here are some of the most recent developments in the IRIS project. The project's highest priority is the current pre-application licensing with the US NRC, which has required an investigation of the major accident sequences and a preliminary probabilistic risk assessment (PRA). The results of the accident analyses confirmed the outstanding inherent safety of the IRIS configuration and the PRA analyses indicated a core damage frequency due to internal events of the order of 2E-8. This not only highlights the enhanced safety characteristic of IRIS which should enhance its public acceptance, but it has also prompted IRIS to consider the possibility of being licensed without the need for off-site emergency response planning which would have a very positive economic implication. The modular IRIS, with each module rated at {approx} 335 MWe, is of course an ideal size for developing countries as it allows to easily introduce a moderate amount of power on limited electric grids. IRIS can be deployed in single modules in regions only requiring a few hundred MWs or in multiple modules deployed successively at time intervals in large urban areas requiring a larger amount of power increasing with time. IRIS is designed to operate ''hands-off'' as much as possible, with a small crew, having in mind deployment in areas with limited infrastructure. Thus IRIS has a 48-months maintenance interval, long refueling cycles in excess of three years, and is designed to increase as much as possible operational reliability. For example, the project has recently adopted internal control rod drive mechanisms to eliminate vessel head penetrations and the possibility of corrosion cracking as in Davis-Besse and other plants. Latin America, as many other regions on the earth, needs water as much as electricity. IRIS has developed a water desalination co-generation design which can employ a variety of processes as dictated by local and economic conditions. Applications to the arid Brazilian Nord-Este and Mexican Nord-Oeste are being considered.

Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

Successful exploration and development efforts were most intense in Colombia and Venezuela, where activity centered around the Cano Limon field area. Initial production of 30,000 BOPD from Cano Limon started in December, raising Colombia again to the ranks of an exporting nation. Another significant discovery in Colombia was San Francisco field in the Upper Magdalena basin. Argentina reported significant discoveries by YPF in the Northwest Cretaceous and Neuquen basins and by Total offshore Tierra del Fuego. Brazil continued to discover major reserves in the offshore Campos basin in ever-increasing water depths. At year end, Venezuela was drilling Furrial-1 in eastern Venezuela. The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

    1996-06-01T23:59:59.000Z

Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. This report is no more than a first step down the road.

The boilers of Amercian industries presently consume about 40 % of the used lubricating oils collected. In Ontario, the percentage varies from 20 to 30%. Road oiling is the other major use of collected waste oils. Five to seven million gallons (50-70 % of the waste oil col1ected)is spread on dusty Ontario roads each summer. The practice is both a wasteful use of a dwindling resource and an environmental hazard. The waste oil, with its load of heavy metals, particularly lead, additives including dangerous polynuclear aromatics and PCBs, is carried into the natural environment by runoff and dust to contaminate soils and water courses.2 The largest portion of used oils is never collected, but disappears into sewers, landfill sites and backyards. In Ontario alone, approximately 22 million gallons of potentially recyclable lube oil simply vanish each year. While oil recycling has ad-114 Oil

The Crude Oil Futures presentation shows their concept of the quantity of oil possibly present (the combination of conventional demonstrated reserves plus undiscovered recoverable resources) within the areas outlined. The Crude Oil Futures is not as an exploration map but as a perspective on the distribution of world oil. The occurrence of oil is, after all, a function of particular geologic factors that are not everywhere present. Furthermore, large amounts of oil can occur only where the several necessary independent variables (geologic factors) combine optimally. In the Western Hemisphere, similar minimal crude oil futures are shown for North America and South America. This similarity is a reflection not of similar geology but rather of the fact that most of the oil has already been produced from North America, whereas South America as a whole (except for Venezuela) possesses a geology less likely to produce oil. In Europe, Africa, and Asia, four regions are dominant: the Middle East, Libya, North Sea, and west Siberia. Paleogeography and source rock distribution were keys to this distribution - the Middle East and Libya reflecting the Tethyan association, and the North Sea and west Siberia benefitting from the Late Jurassic marine transgression into geographic environments where ocean circulation was restricted by tectonic events.

The Utah Heavy Oil Program (UHOP) was established in June 2006 to provide multidisciplinary research support to federal and state constituents for addressing the wide-ranging issues surrounding the creation of an industry for unconventional oil production in the United States. Additionally, UHOP was to serve as an on-going source of unbiased information to the nation surrounding technical, economic, legal and environmental aspects of developing heavy oil, oil sands, and oil shale resources. UHOP fulGilled its role by completing three tasks. First, in response to the Energy Policy Act of 2005 Section 369(p), UHOP published an update report to the 1987 technical and economic assessment of domestic heavy oil resources that was prepared by the Interstate Oil and Gas Compact Commission. The UHOP report, entitled 'A Technical, Economic, and Legal Assessment of North American Heavy Oil, Oil Sands, and Oil Shale Resources' was published in electronic and hard copy form in October 2007. Second, UHOP developed of a comprehensive, publicly accessible online repository of unconventional oil resources in North America based on the DSpace software platform. An interactive map was also developed as a source of geospatial information and as a means to interact with the repository from a geospatial setting. All documents uploaded to the repository are fully searchable by author, title, and keywords. Third, UHOP sponsored Give research projects related to unconventional fuels development. Two projects looked at issues associated with oil shale production, including oil shale pyrolysis kinetics, resource heterogeneity, and reservoir simulation. One project evaluated in situ production from Utah oil sands. Another project focused on water availability and produced water treatments. The last project considered commercial oil shale leasing from a policy, environmental, and economic perspective.

In this paper we introduce quantum Latin squares, combinatorial quantum objects which generalize classical Latin squares, and investigate their applications in quantum computer science. Our main results are on applications to unitary error bases (UEBs), basic structures in quantum information which lie at the heart of procedures such as teleportation, dense coding and error correction. We present a new method for constructing a UEB from a quantum Latin square equipped with extra data. Developing construction techniques for UEBs has been a major activity in quantum computation, with three primary methods proposed: shift-and-multiply, Hadamard, and algebraic. We show that our new approach simultaneously generalizes the shift-and-multiply and Hadamard methods. Furthermore, we explicitly construct a UEB using our technique which we prove cannot be obtained from any of these existing methods.

These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.

Crude oil occurs in many different forms throughout the world. An important characteristic of crude oil that affects the ease with which it can be produced is its density and viscosity. Lighter crude oil typically can be produced more easily and at lower cost than heavier crude oil. Historically, much of the nation's oil supply came from domestic or international light or medium crude oil sources. California's extensive heavy oil production for more than a century is a notable exception. Oil and gas companies are actively looking toward heavier crude oil sources to help meet demands and to take advantage of large heavy oil reserves located in North and South America. Heavy oil includes very viscous oil resources like those found in some fields in California and Venezuela, oil shale, and tar sands (called oil sands in Canada). These are described in more detail in the next chapter. Water is integrally associated with conventional oil production. Produced water is the largest byproduct associated with oil production. The cost of managing large volumes of produced water is an important component of the overall cost of producing oil. Most mature oil fields rely on injected water to maintain formation pressure during production. The processes involved with heavy oil production often require external water supplies for steam generation, washing, and other steps. While some heavy oil processes generate produced water, others generate different types of industrial wastewater. Management and disposition of the wastewater presents challenges and costs for the operators. This report describes water requirements relating to heavy oil production and potential sources for that water. The report also describes how water is used and the resulting water quality impacts associated with heavy oil production.

A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    SciTech Connect (OSTI)

    Not Available

    2012-03-01T23:59:59.000Z

This fact sheet provides an overview of the U.S. Department of Energy's Vehicle Technologies Program. Today, the United States spends about $400 billion each year on imported oil. To realize a secure energy future, America must break its dependence on imported oil and its volatile costs. The transportation sector accounts for about 70% of U.S. oil demand and holds tremendous opportunity to increase America's energy security by reducing oil consumption. That's why the U.S. Department of Energy (DOE) conducts research and development (R and D) on vehicle technologies which can stem America's dependence on oil, strengthen the economy, and protect the environment. Hybrid-electric and plug-in hybrid-electric vehicles can significantly improve fuel economy, displacing petroleum. Researchers are making batteries more affordable and recyclable, while enhancing battery range, performance, and life. This research supports President Obama's goal of putting 1 million electric vehicles on the road by 2015. The program is also working with businesses to develop domestic battery and electric-drive component plants to improve America's economic competitiveness globally. The program facilitates deployment of alternative fuels (ethanol, biodiesel, hydrogen, electricity, propane, and natural gas) and fuel infrastructures by partnering with state and local governments, universities, and industry. Reducing vehicle weight directly improves vehicle efficiency and fuel economy, and can potentially reduce vehicle operating costs. Cost-effective, lightweight, high-strength materials can significantly reduce vehicle weight without compromising safety. Improved combustion technologies and optimized fuel systems can improve near-and mid-term fuel economy by 25% for passenger vehicles and 20% for commercial vehicles by 2015, compared to 2009 vehicles. Reducing the use of oil-based fuels and lubricants in vehicles has more potential to improve the nation's energy security than any other action; even a 1% improvement in vehicle fuel efficiency would save consumers more than $4 billion annually.

The U.S. transportation sector is almost totally dependent on liquid hydrocarbon fuels, primarily gasoline and diesel fuel from conventional oil. In 2002, the transportation sector accounted for 69 percent of the U.S. oil use; highway vehicles accounted for 54 percent of the U.S. oil use. Of the total energy consumed in the U.S., more than 40 percent came from oil. More significantly, more than half of this oil is imported and is projected by the Energy Information Agency (EIA) to increase to 68 percent by 2025 [1]. The supply and price of oil have been dictated by the Organization of Petroleum Exporting Countries (OPEC). In 2002, OPEC accounted for 39 percent of world oil production and this is projected by the EIA to increase to 50 percent in 2025. Of the world's oil reserves, about 80 percent is owned by OPEC members. Major oil price shocks have disrupted world energy markets four times in the past 30 years (1973-74, 1979-80, 1990-1991, and 1999- 2000) and with each came either a recession or slowdown in the GDP (Gross Domestic Product) of the United States. In addition, these market upheavals have cost the U.S. approximately $7 trillion (in 1998 dollars) in total economic costs [2]. Finally, it is estimated that military expenditures for defending oil supplies in the Middle East range from $6 billion to $60 billion per year [3] and do not take into account the costs of recent military operations in Iraq (i.e., Operation Iraqi Freedom, 2003). At the outset of his administration in 2001, President George W. Bush established the National Energy Policy Development (NEPD) Group to develop a national energy policy to promote dependable, affordable, and environmentally sound energy for the future in order to avert potential energy crises. In the National Energy Policy report [4], the NEPD Group urges action by the President to meet five specific national goals that America must meet--''modernize conservation, modernize our energy infrastructure, increase energy supplies, accelerate the protection and improvement of the environment, and increase our nation's energy security.'' It is generally recognized that energy security can be achieved partially by reducing importation of oil from sources that are less politically stable.

A procedure for extending the size of a Latin hypercube sample (LHS) with rank correlated variables is described and illustrated. The extension procedure starts with an LHS of size m and associated rank correlation matrix C and constructs a new LHS of size 2m that contains the elements of the original LHS and has a rank correlation matrix that is close to the original rank correlation matrix C. The procedure is intended for use in conjunction with uncertainty and sensitivity analysis of computationally demanding models in which it is important to make efficient use of a necessarily limited number of model evaluations.

North America faces an energy crossroads. With the world fast approaching the end of cheap, plentiful conventional oil, we must choose between developing ever-dirtier sources of fossil fuels -- at great cost to our health and environment -- or setting a course for a more sustainable energy future of clean, renewable fuels. This report explores the full scale of the damage done by attempts to extract oil from liquid coal, oil shale, and tar sands; examines the risks for investors of gambling on these dirty fuel sources; and lays out solutions for guiding us toward a cleaner fuel future. Knutson, C.F.; Smith, R.P.; Russell, B.F. (Idaho National Engineering Lab., Idaho Falls, ID (USA))

    1989-01-01T23:59:59.000Z

The utilization of oil shale as a cement component is discussed. It was investigated in America and Europe during World War I. Additional development occurred in Western Europe, Russia, and China during the 1920s and 1930s. World War II provided further development incentives and a relatively mature technology was in place in Germany, Russia, and China prior to 1980. The utilization of oil shale in cement has taken a number of different paths. One approach has been to utilize the energy in the oil shale as the principal source for the cement plant and to use the combusted shale as a minor constituent of the plant's cement product. A second approach has been to use the combusted shale as a class C or cementitious fly-ash component in portland cement concrete. Other approaches utilizing eastern oil shale have been to use the combusted oil shale with additives as a specialty cement, or to cocombust the oil shale with coal and utilize the sulfur-rich combustion product.

    1998-04-01T23:59:59.000Z

The 1998 Oil Heat Technology Conference will be held on April 7--8 at Brookhaven National Laboratory (BNL) under sponsorship by the US Department of Energy, Office of Building Technologies, State and Community Programs (DOE/BTS). The meeting will be held in cooperation with the Petroleum Marketers Association of America (PMAA). The 1998 Oil Heat Technology Conference, will be the twelfth since 1984, is an important technology transfer activity and is supported by the ongoing Combustion Equipment Technology (Oilheat R and D) program at BNL. The reason for the conference is to provide a forum for the exchange of information and perspectives among international researchers, engineers, manufacturers and marketers of oil-fired space-conditioning equipment. They will provide a channel by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the Conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; and (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

  8. Crude Oil Analysis Database

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    Shay, Johanna Y.

The composition and physical properties of crude oil vary widely from one reservoir to another within an oil field, as well as from one field or region to another. Although all oils consist of hydrocarbons and their derivatives, the proportions of various types of compounds differ greatly. This makes some oils more suitable than others for specific refining processes and uses. To take advantage of this diversity, one needs access to information in a large database of crude oil analyses. The Crude Oil Analysis Database (COADB) currently satisfies this need by offering 9,056 crude oil analyses. Of these, 8,500 are United States domestic oils. The database contains results of analysis of the general properties and chemical composition, as well as the field, formation, and geographic location of the crude oil sample. [Taken from the Introduction to COAMDATA_DESC.pdf, part of the zipped software and database file at http://www.netl.doe.gov/technologies/oil-gas/Software/database.html] Save the zipped file to your PC. When opened, it will contain PDF documents and a large Excel spreadsheet. It will also contain the database in Microsoft Access 2002.

Oil shale is undoubtedly an excellent energy source that has great abundance and world-wide distribution. Oil shale industries have seen ups and downs over more than 100 years, depending on the availability and price of conventional petroleum crudes. Market forces as well as environmental factors will greatly affect the interest in development of oil shale. Besides competing with conventional crude oil and natural gas, shale oil will have to compete favorably with coal-derived fuels for similar markets. Crude shale oil is obtained from oil shale by a relatively simple process called retorting. However, the process economics are greatly affected by the thermal efficiencies, the richness of shale, the mass transfer effectiveness, the conversion efficiency, the design of retort, the environmental post-treatment, etc. A great many process ideas and patents related to the oil shale pyrolysis have been developed; however, relatively few field and engineering data have been published. Due to the vast heterogeneity of oil shale and to the complexities of physicochemical process mechanisms, scientific or technological generalization of oil shale retorting is difficult to achieve. Dwindling supplied of worldwide petroleum reserves, as well as the unprecedented appetite of mankind for clean liquid fuel, has made the public concern for future energy market grow rapidly. the clean coal technology and the alternate fuel technology are currently of great significance not only to policy makers, but also to process and chemical researchers. In this book, efforts have been made to make a comprehensive text for the science and technology of oil shale utilization. Therefore, subjects dealing with the terminological definitions, geology and petrology, chemistry, characterization, process engineering, mathematical modeling, chemical reaction engineering, experimental methods, and statistical experimental design, etc. are covered in detail.

Balancing Oil and Environment…Responsibly As the price of oil continues to skyrocket and global oil production nears the brink, pursuing unconventional oil supplies, such as oil shale, oil sands, heavy oils, and oils from biomass and coal has become increasingly attractive. Of particular significance to the American way is that our continent has significant quantities of these resources. Tapping into these new resources, however, requires cutting-edge technologies for identification, production, processing and environmental management. This job needs a super hero or two for a job of this size and proportion…

Commercial processing of oil shale is currently being carried out in two countries, these being Manchuria and Estonia. Germany, Israel, Australia, Brazil and the United States are planning commercial development of oil shale during the 1980's. In the United States, developers currently pursuing production facilities in the Piceance Basin in Colorado are the Union Oil Company; Colony Development Company, now owned by Tosco and Exxon; Occidental Oil Shale Inc.; The Rio Blanco Shale Company (Amoco and Gulf) CA Tract; The Cathedral Bluff's Oil Shale Company (Oxy and Tenneco) at CB tract; The Anvil Points Bureau of Mines Site under the direction of DOE which has been leased to the Paraho Development Company to optimize their process; and Superior Oil. Superior Oil plans to recover Negcolite and Dowsonite that are associated with their oil shale. The processes used by these companies are described briefly. These are the Union B process, Tosco II process, Paraho process, and Occidental process. It is estimated that between 400,000 to 500,000 barrels per day (63,600 to 79,500 m/sup 3//day) production would be achieved by 1990 if all of the effects on the infrastructure are planned for and constructed in an orderly manner.

An oil/gas collector/separator for recovery of oil leaking, for example, from an offshore or underwater oil well. The separator is floated over the point of the leak and tethered in place so as to receive oil/gas floating, or forced under pressure, toward the water surface from either a broken or leaking oil well casing, line, or sunken ship. The separator is provided with a downwardly extending skirt to contain the oil/gas which floats or is forced upward into a dome wherein the gas is separated from the oil/water, with the gas being flared (burned) at the top of the dome, and the oil is separated from water and pumped to a point of use. Since the density of oil is less than that of water it can be easily separated from any water entering the dome.

    1991-01-01T23:59:59.000Z

This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

This report documents the status of the US Department of Energy's (DOE) Oil Shale Program as of the end of FY 86. The report consists of (1) a status of oil shale development, (2) a description of the DOE Oil Shale Program, (3) an FY 86 oil shale research summary, and (4) a summary of FY 86 accomplishments. Discoveries were made in FY 86 about the physical and chemical properties and behavior of oil shales, process chemistry and kinetics, in situ retorting, advanced processes, and the environmental behavior and fate of wastes. The DOE Oil Shale Program shows an increasing emphasis on eastern US oil shales and in the development of advanced oil shale processing concepts. With the award to Foster Wheeler for the design of oil shale conceptual plants, the first step in the development of a systems analysis capability for the complete oil shale process has been taken. Unocal's Parachute Creek project, the only commercial oil shale plant operating in the United States, is operating at about 4000 bbl/day. The shale oil is upgraded at Parachute Creek for input to a conventional refinery. 67 refs., 21 figs., 3 tabs.

The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

Chokepoints are narrow channels along widely used global sea routes, some so narrow that restrictions are placed on the size of vessel that can navigate through them. They are a critical part of global energy security due to the high volume of oil traded through their narrow straits.

An oil pan for an internal combustion engine includes a body defining a reservoir for collecting engine coolant. The reservoir has a bottom and side walls extending upwardly from the bottom to present a flanged lip through which the oil pan may be mounted to the engine. An oil cooler assembly is housed within the body of the oil pan for cooling lubricant received from the engine. The body includes an oil inlet passage formed integrally therewith for receiving lubricant from the engine and delivering lubricant to the oil cooler. In addition, the body also includes an oil pick up passage formed integrally therewith for providing fluid communication between the reservoir and the engine through the flanged lip.
