    The Objective Supply Capability Adaptive Redesign (OSCAR) project is designed to identify and develop programs which automate requirements not included in standard army systems. This includes providing automated interfaces between standard army systems at the National Guard Bureau (NGB) level and at the state/territory level. As part of the OSCAR project, custom software has been installed at NGB to streamline management of major end items. This software allows item managers to provide automated disposition on excess equipment to states operating the Standard Army Retail Supply System Objective (SARSS-O). It also accelerates movement of excess assets to improve the readiness of the Army National Guard (ARNG)--while reducing excess on hand. The purpose of the End-User Manual is to provide direction and guidance to the customer for implementing the ARNG Excess Management Program.

    The OSCAR (Oxidation and Scavenging Characteristics of April Rains) experiment, conducted during April 1981, was a cooperative field investigation of wet removal in cyclonic storm systems. The high-densiy component of OSCAR was located in northeast Indiana and included sequential precipitation chemistry measurements on a 100 by 100 km network, as well as airborne air chemistry and cloud chemistry measurements, surface air chemistry measurements, and supporting meteorological measurements. Four separate storm events were studied during the experiment. This report summarizes data taken by Pacific Northwest Laboratory (PNL) during the first storm event, April 8-9. The report contains the high-density network precipitation chemistry data, air chemistry data from the PNL aircraft, and meteorological data for the event, including standard National Weather Service products and radar data from the network. 4 references, 72 figures, 5 tables.

    The OLiMPS projects goal was the development of an OpenFlow controller application allowing load balancing over multiple switched paths across a complex network topology. The second goal was to integrate the controller with Dynamic Circuit Network systems such as ESnets OSCARS. Both goals were achieved successfully, as laid out in this report.

    We intend to implement a Coordinated Multi-layer Multi-domain Optical Network (COMMON) Framework for Large-scale Science Applications. In the COMMON project, specific problems to be addressed include 1) anycast/multicast/manycast request provisioning, 2) deployable OSCARS enhancements, 3) multi-layer, multi-domain quality of service (QoS), and 4) multi-layer, multidomain path survivability. In what follows, we outline the progress in the above categories (Year 1, 2, and 3 deliverables).

    In this paper we have studied slightly modified water reactors and their applications to transition scenarios. The PWR and CANDU reactors have been considered. New fuels based on Thorium have been tested: Thorium/Plutonium and Thorium/Uranium- 233, with different fissile isotope contents. Changes in the geometry of the assemblies were also explored to modify the moderation ratio, and consequently the neutron flux spectrum. A core equivalent assembly methodology was introduced as an exploratory approach and to reduce the computation time. Several basic safety analyses were also performed. We have finally developed a new scenario code, named OSCAR (Optimized Scenario Code for Advanced Reactors), to study the efficiency of these modified reactors in transition to Gen IV reactors or in symbiotic fleet.     In this project, developed scheduling frameworks for dynamic bandwidth demands for large-scale science applications. In particular, we developed scheduling algorithms for dynamic bandwidth demands in this project. Apart from theoretical approaches such as Integer Linear Programming, Tabu Search and Genetic Algorithm heuristics, we have utilized practical data from ESnet OSCARS project (from our DOE lab partners) to conduct realistic simulations of our approaches. We have disseminated our work through conference paper presentations and journal papers and a book chapter. In this project we addressed the problem of scheduling of lightpaths over optical wavelength division multiplexed (WDM) networks. We published several conference papers and journal papers on this topic. We also addressed the problems of joint allocation of computing, storage and networking resources in Grid/Cloud networks and proposed energy-efficient mechanisms for operatin optical WDM networks.

    Various flue gas desulfurization processes - physicochemical, biological, and chemobiological - for the reduction of emission of SO{sub 2} with recovery of an economic by-product have been reviewed. The physicochemical processes have been categorized as 'once-through' and 'regenerable.' The prominent once-through technologies include wet and dry scrubbing. The wet scrubbing technologies include wet limestone, lime-inhibited oxidation, limestone forced oxidation, and magnesium-enhanced lime and sodium scrubbing. The dry scrubbing constitutes lime spray drying, furnace sorbent injection, economizer sorbent injection, duct sorbent injection, HYPAS sorbent injection, and circulating fluidized bed treatment process. The regenerable wet and dry processes include the Wellman Lord's process, citrate process, sodium carbonate eutectic process, magnesium oxide process, amine process, aqueous ammonia process, Berglau Forchung's process, and Shell's process. Besides these, the recently developed technologies such as the COBRA process, the OSCAR process, and the emerging biotechnological and chemobiological processes are also discussed. A detailed outline of the chemistry, the advantages and disadvantages, and the future research and development needs for each of these commercially viable processes is also discussed.
