    LAS VEGAS EXECUTIVE SUMMARY The Las Vegas, Nevada DOE Tribal Roundtable convened on March 16th, at the Las Vegas Hilton. The meeting was hosted by the Department of Energy (DOE) Office of Indian Policy and Programs (DOE Office of Indian Energy) and facilitated by JR Bluehouse, Program Manager, Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Mr. Bluehouse was assisted by Tamara, Underwood, Program Assistant, U.S. Institute.  Tribal leaders and representatives from multiple tribal governments and communities attended the roundtable. Tracey LeBeau, newly appointed Director of the Office of Indian Energy attended.    LaMont Jackson from DOE’s Office of Electricity attended. Also attending from the administration and federal agencies were Kim Teehee, Senior Policy Advisor for Native American Affairs, The White House; Charlie Galbraith, Associate Director of the Office of Public Engagement and Deputy Associate Director of the Office of Intergovernmental Affairs, The White House; Jodi Gillette, Deputy Assistant Secretary for Policy and Economic Development, the Bureau of Indian Affairs.

    The Las Vegas 1/sup 0/ x 2/sup 0/ quadrangle, Nevada, Arizona, and California, contains rocks and structures from Precambrian through Holocene in age. It lies within the Basin and Range physiographic province adjacent to the westernmost portion of the Colorado Plateau. Miocene nonmarine sedimentary rocks of the Horse Spring Formation contain in excess of 100 tons U/sub 3/O/sub 8/ in deposits at a grade of 0.01% or greater, and therefore meet National Uranium Resource Evaluation base criteria for uranium favorability. One favorable area lies in the South Virgin Mountains at the type locality of the Horse Spring Formation, although the favorable environment extends into the unevaluated Lake Mead National Recreation Area and Desert National Wildlife Range. Environments within the Las Vegas Quadrangle considered unfavorable for uranium include the Shinarump Conglomerate member of the Triassic Chinle Formation, Mesozoic sediments of the Glen Canyon Group, Precambrian pegmatites, Pliocene and Quaternary calcrete, Laramide thrust faults, and a late Precambrian unconformity.

  7. SOURCE AND PATHWAY DETERMINATION FOR BERYLLIUM FOUND IN BECHTEL NEVADA NORTH LAS VEGAS FACILITIES

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical

The focus of the review was to identify measures that could be incorporated into the final design and operating specification that would result in additional energy savings for the FAA that would not have otherwise occurred.

    In 2009, the state of Nevada received nearly $40 million in Neighborhood Stabilization Funds from the Department of Housing and Urban Development to use to stabilize communities that have suffered from foreclosures and abandonment. In order to provide guidance to local officials and maximize how effectively this NSP funding is used in retrofitting homes, the CARB team provided design specifications, energy modeling, and technical support for the BARA team and its local partners—Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada—for two retrofit test homes. One home demonstrated a modest retrofit and the other a deep energy retrofit. This report describes the retrofit packages, which were used as an educational experience for home performance professionals, building trades, remodelers, and the general public.

    The goal of the 6th International Meshing Roundtable is to bring together researchers and developers from industry, academia, and government labs in a stimulating, open environment for the exchange of technical information related to the meshing process. In the pas~ the Roundtable has enjoyed significant participation born each of these groups from a wide variety of countries. The Roundtable will consist of technical presentations from contributed papers and abstracts, two invited speakers, and two invited panels of experts discussing topics related to the development and use of automatic mesh generation tools. In addition, this year we will feature a "Bring Your Best Mesh" competition and poster session to encourage discussion and participation from a wide variety of mesh generation tool users. The schedule and evening social events are designed to provide numerous opportunities for informal dialog. A proceedings will be published by Sandia National Laboratories and distributed at the Roundtable. In addition, papers of exceptionally high quaIity will be submitted to a special issue of the International Journal of Computational Geometry and Applications. Papers and one page abstracts were sought that present original results on the meshing process. Potential topics include but are got limited to: Unstructured triangular and tetrahedral mesh generation Unstructured quadrilateral and hexahedral mesh generation Automated blocking and structured mesh generation Mixed element meshing Surface mesh generation Geometry decomposition and clean-up techniques Geometry modification techniques related to meshing Adaptive mesh refinement and mesh quality control Mesh visualization Special purpose meshing algorithms for particular applications Theoretical or novel ideas with practical potential Technical presentations from industrial researchers.

    In 2009, the state of Nevada received nearly forty million dollars in Neighborhood Stabilization Funds from the Department of Housing and Urban Development. The purpose of this funding was to stabilize communities that have suffered from foreclosures and abandonment. In an effort to provide guidance to local officials and maximize how effectively this NSP funding is utilized in retrofitting homes, CARB provided design specifications, energy modeling, and technical support for the Building America Retrofit Alliance (BARA) team and its local partners - Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada - for two retrofit test homes. One home was to demonstrate a modest retrofit and the other a deep energy retrofit. Through this project, CARB has provided two robust solution packages for retrofitting homes built in this region between the 1980s and early 1990s without substantially inconveniencing the occupants. The two test homes, the Carmen and Sierra Hills, demonstrate how cost-effectively energy efficient upgrades can be implemented in the hot, dry climate of the Southwest. In addition, the homes were used as an educational experience for home performance professionals, building trades, remodelers, and the general public. In-field trainings on air-sealing, HVAC upgrades, and insulating were provided to local contractors during the retrofit and BARA documented these retrofits through a series of video presentations, beginning with a site survey and concluding with the finished remodel and test out.

    The primary objective of this part of the project is to develop and implement a method that compensates for the inefficiency of the green LED. The proposed engineering solution which will be the backbone of this project will be to use RGBW combination in every pixel to save energy. Two different RGBW geometrical pixel configurations will be implemented and compared against traditional LED configurations. These configurations will be analyzed for energy efficiency while keeping the quality of the display the same. Cost of the addition of white LEDs to displays along with energy cost savings will be presented and analyzed.

    The Government-University-Industry Research Roundtable was created just over a decade ago to provide a unique forum for dialogue among top government, university, and industry leaders of the national science and technology enterprise. The purpose is to facilitate personal working relationships and exchange of ideas about issues, problems, and promising opportunities that are facing those charged with developing and deploying science and technology resources. The open dialogue and informal exchange of ideas preclude a process of making formal recommendations or offering specific advice. Instead, the Roundtable seeks to stimulate new approaches by dissemination of its discussions, and pro-active contacts with organizations that may want to build on the idea base it establishes. After introductory material on the structure and operation of the Roundtable, accomplishments on current projects are described. Projects include: Stresses on research and education at colleges and universities; Formulating US research policies within an international context; The Federal Demonstration project, designed to improve the management of federally-funded research; Analysis of the costs of research in industrial, academic, and federal labs; Industry-university research collaborations; and Public stakeholding in America`s investment in science and technology.

    The major accomplishment of the past year in the Roundtable`s continuing work on issues of concern to the academic enterprise is the preparation of two documents - Science and Technology in the Academic Enterprise: Status, Trends, and Issues and Perspectives on Financing Academic Research Facilities: A Resource for Policy Formulation. The significance of these two publications is that they both organize a large amount of complex and often controversial material in a way that is useful for further discussions and, in some cases, action by the government and higher education communities. The test for the Roundtable now is whether it can stimulate these follow-on activities. The model in this regard is the Federal Demonstration Project, where the Roundtable stimulated specific government-university joint actions in streamlining research grant administration. All of these activities are described below in greater detail.

    The Government-University-Industry Research Roundtable was created just over a decade ago to provide a unique forum for dialogue among top government, university, and industry leaders in the national science and technology enterprise. The purpose is to facilitate personal working relationships and exchange of ideas about issues, problems, and promising opportunities facing those charged with developing and deploying science and technology resources. In 1996, Council meetings focused on the following: (1) the impact of information technology on the structure of research and educational organizations; (2) ways to improve communication between the science and engineering community and the public; and (3) new approaches both to measuring the results of research investments, and to communicating those metrics to non-technical decision-makers and to the public. Significant milestones were also achieved in four major projects, representing, impart, follow-up activity from previous Council Meeting discussions: (1) facilitating the Federal Demonstration Partnership, designed to maximize the efficiency of the federal research support system; (2) compiling results of a regional workshop on experiences in industry-university collaborative organization; (3) publishing the results of a study comparing the cost structures for research performed in the industrial, academic, and government laboratory sector; and (4) catalyzing, and participating in, a series of campus-based convocations on stresses being experienced in the research university environment.

    Computation in its many forms is the engine that fuels our modern civilization. Modern computation—based on the von Neumann architecture—has allowed, until now, the development of continuous improvements, as predicted by Moore’s law. However, computation using current architectures and materials will inevitably—within the next 10 years—reach a limit because of fundamental scientific reasons. DOE convened a roundtable of experts in neuromorphic computing systems, materials science, and computer science in Washington on October 29-30, 2015 to address the following basic questions: Can brain-like (“neuromorphic”) computing devices based on new material concepts and systems be developed to dramatically outperform conventional CMOS based technology? If so, what are the basic research challenges for materials sicence and computing? The overarching answer that emerged was: The development of novel functional materials and devices incorporated into unique architectures will allow a revolutionary technological leap toward the implementation of a fully “neuromorphic” computer. To address this challenge, the following issues were considered: The main differences between neuromorphic and conventional computing as related to: signaling models, timing/clock, non-volatile memory, architecture, fault tolerance, integrated memory and compute, noise tolerance, analog vs. digital, and in situ learning New neuromorphic architectures needed to: produce lower energy consumption, potential novel nanostructured materials, and enhanced computation Device and materials properties needed to implement functions such as: hysteresis, stability, and fault tolerance Comparisons of different implementations: spin torque, memristors, resistive switching, phase change, and optical schemes for enhanced breakthroughs in performance, cost, fault tolerance, and/or manufacturability.

    On September 12, 2003, the University of Maryland School of Law's Intellectual Property and Law & Health Care Programs jointly sponsored and convened a roundtable discussion on the future public policy and ethical issues that will likely face the agricultural and microbial genomics sectors of the biotechnology industry. As this industry has developed over the last two decades, societal concerns have moved from what were often local issues, e.g., the safety of laboratories where scientists conducted recombinant DNA research on transgenic microbes, animals and crops, to more global issues. These newer issues include intellectual property, international trade, risks of genetically engineered foods and microbes, bioterrorism, and marketing and labeling of new products sold worldwide. The fast paced nature of the biotechnology industry and its new developments often mean that legislators, regulators and society, in general, must play ''catch up'' in their efforts to understand the issues, the risks, and even the benefits, that may result from the industry's new ways of conducting research, new products, and novel methods of product marketing and distribution. The goal of the roundtable was to develop a short list of the most significant public policy and ethical issues that will emerge as a result of advances in these sectors of the biotechnology industry over the next five to six years. More concretely, by ''most significant'' the conveners meant the types of issues that would come to the attention of members of Congress or state legislators during this time frame and for which they would be better prepared if they had well researched and timely background information. A concomitant goal was to provide a set of focused issues for academic debate and scholarship so that policy makers, industry leaders and regulators would have the intellectual resources they need to better understand the issues and concerns at stake.     We report on high contrast near-infrared ({approx}2.2 {mu}m) observations of Vega obtained with the Palomar Fiber Nuller, a dual sub-aperture rotating coronagraph installed at the Palomar Hale telescope. The data show consistent astrophysical null depth measurements at the {approx_equal} 10{sup -3} level or below for three different baseline orientations spanning 60 deg in azimuth, with individual 1{sigma} uncertainties {<=}7 x 10{sup -4}. These high cancellation and accuracy levels translate into a dynamic range greater than 1000:1 inside the diffraction limit of the 5 m telescope beam. Such high contrast performance is unprecedented in the near-infrared and provides improved constraints on Vega's immediate ({approx_equal}20 to 250 mas, or {approx_equal}0.15 to 2 AU) environment. In particular, our measurements rule out any potential companion in the [0.25-1 AU] region contributing more than 1% of the overall near-infrared stellar flux, with limits as low as 0.2% near 0.6 AU. These are the best upper limits established so far by direct detection for a companion to Vega in this inner region. We also conclude that any dust population contributing a significant ({>=}1%) near-infrared thermal excess can arise only within 0.2 AU of the star, and that it must consist of much smaller grains than in the solar zodiacal cloud. Dust emission from farther than {approx_equal}2 AU is also not ruled out by our observations, but would have to originate in strong scattering, pointing again to very small grains.

    A superposition of the monochromatic charts transmitted by Vega 2's three-channel spectrometer during its approach of Comet P/Halley in March, 1986, has yielded composite images of the inner coma with moderate spatial resolution which cover a sector of angle 50 deg converging to the nucleus. Images of the CN, C3, C2 Delta-v = 1 and C2 Delta-v = 0 emissions show evidence of two well-contrasted jets, one of which is in the direction of the sun while the other lies in the perpendicular direction; they are separated by a valley-shaped low-intensity zone. Radial and transverse profiles of the emissions are presented. 28 refs.

    Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energy’s Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining “who owns” and “who maintains” the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts (agencies, foundations, pri- vate sector), membership, fees for services (consulting, training, customization, ‘app’ development), repository services (data, services, apps, models, documents, multimedia), advertisements, fees for premier services or applications, subscriptions to value added services, licenses, contributions and donations, endow- ments, and sponsorships.
