    The Las Vegas 1/sup 0/ x 2/sup 0/ quadrangle, Nevada, Arizona, and California, contains rocks and structures from Precambrian through Holocene in age. It lies within the Basin and Range physiographic province adjacent to the westernmost portion of the Colorado Plateau. Miocene nonmarine sedimentary rocks of the Horse Spring Formation contain in excess of 100 tons U/sub 3/O/sub 8/ in deposits at a grade of 0.01% or greater, and therefore meet National Uranium Resource Evaluation base criteria for uranium favorability. One favorable area lies in the South Virgin Mountains at the type locality of the Horse Spring Formation, although the favorable environment extends into the unevaluated Lake Mead National Recreation Area and Desert National Wildlife Range. Environments within the Las Vegas Quadrangle considered unfavorable for uranium include the Shinarump Conglomerate member of the Triassic Chinle Formation, Mesozoic sediments of the Glen Canyon Group, Precambrian pegmatites, Pliocene and Quaternary calcrete, Laramide thrust faults, and a late Precambrian unconformity.

The meeting was hosted by the Department of Energy (DOE) Office of Indian Policy and Programs (DOE Office of Indian Energy) and facilitated by JR Bluehouse, Program Manager, Udall Foundations U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Mr. Bluehouse was assisted by Tamara, Underwood, Program Assistant, U.S. Institute.Tribal leaders and representatives from multiple tribal governments and communities attended the roundtable. Tracey LeBeau, newly appointed Director of the Office of Indian Energy attended. LaMont Jackson from DOEs Office of Electricity attended. Also attending from the administration and federal agencies were Kim Teehee, Senior Policy Advisor for Native American Affairs, The White House; Charlie Galbraith, Associate Director of the Office of Public Engagement and Deputy Associate Director of the Office of Intergovernmental Affairs, The White House; Jodi Gillette, Deputy Assistant Secretary for Policy and Economic Development, the Bureau of Indian Affairs.

  7. SOURCE AND PATHWAY DETERMINATION FOR BERYLLIUM FOUND IN BECHTEL NEVADA NORTH LAS VEGAS FACILITIES

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical

    In 2009, the state of Nevada received nearly $40 million in Neighborhood Stabilization Funds from the Department of Housing and Urban Development to use to stabilize communities that have suffered from foreclosures and abandonment. In order to provide guidance to local officials and maximize how effectively this NSP funding is used in retrofitting homes, the CARB team provided design specifications, energy modeling, and technical support for the BARA team and its local partnersBetter Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevadafor two retrofit test homes. One home demonstrated a modest retrofit and the other a deep energy retrofit. This report describes the retrofit packages, which were used as an educational experience for home performance professionals, building trades, remodelers, and the general public.

    In 2009, the state of Nevada received nearly forty million dollars in Neighborhood Stabilization Funds from the Department of Housing and Urban Development. The purpose of this funding was to stabilize communities that have suffered from foreclosures and abandonment. In an effort to provide guidance to local officials and maximize how effectively this NSP funding is utilized in retrofitting homes, CARB provided design specifications, energy modeling, and technical support for the Building America Retrofit Alliance (BARA) team and its local partners - Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada - for two retrofit test homes. One home was to demonstrate a modest retrofit and the other a deep energy retrofit. Through this project, CARB has provided two robust solution packages for retrofitting homes built in this region between the 1980s and early 1990s without substantially inconveniencing the occupants. The two test homes, the Carmen and Sierra Hills, demonstrate how cost-effectively energy efficient upgrades can be implemented in the hot, dry climate of the Southwest. In addition, the homes were used as an educational experience for home performance professionals, building trades, remodelers, and the general public. In-field trainings on air-sealing, HVAC upgrades, and insulating were provided to local contractors during the retrofit and BARA documented these retrofits through a series of video presentations, beginning with a site survey and concluding with the finished remodel and test out.

    The primary objective of this part of the project is to develop and implement a method that compensates for the inefficiency of the green LED. The proposed engineering solution which will be the backbone of this project will be to use RGBW combination in every pixel to save energy. Two different RGBW geometrical pixel configurations will be implemented and compared against traditional LED configurations. These configurations will be analyzed for energy efficiency while keeping the quality of the display the same.   1. NEW CONSTRAINTS ON COMPANIONS AND DUST WITHIN A FEW AU OF VEGA

    We report on high contrast near-infrared ({approx}2.2 {mu}m) observations of Vega obtained with the Palomar Fiber Nuller, a dual sub-aperture rotating coronagraph installed at the Palomar Hale telescope. The data show consistent astrophysical null depth measurements at the {approx_equal} 10{sup -3} level or below for three different baseline orientations spanning 60 deg in azimuth, with individual 1{sigma} uncertainties {<=}7 x 10{sup -4}. These high cancellation and accuracy levels translate into a dynamic range greater than 1000:1 inside the diffraction limit of the 5 m telescope beam. Such high contrast performance is unprecedented in the near-infrared and provides improved constraints on Vega's immediate ({approx_equal}20 to 250 mas, or {approx_equal}0.15 to 2 AU) environment. In particular, our measurements rule out any potential companion in the [0.25-1 AU] region contributing more than 1% of the overall near-infrared stellar flux, with limits as low as 0.2% near 0.6 AU. These are the best upper limits established so far by direct detection for a companion to Vega in this inner region. We also conclude that any dust population contributing a significant ({>=}1%) near-infrared thermal excess can arise only within 0.2 AU of the star, and that it must consist of much smaller grains than in the solar zodiacal cloud. Dust emission from farther than {approx_equal}2 AU is also not ruled out by our observations, but would have to originate in strong scattering, pointing again to very small grains.

    In the transport of radioactive material (RAM), e.g., spent nuclear fuel (SNF), stakeholders are generally most concerned about risks in high population density areas along transportation routes because of the perceived high consequences of potential accidents. The most significant portions of a transcontinental route and an alternative examined previously were evaluated again using population density data derived from US Census Block data. This method of characterizing population that adjoins route segments offers improved resolution of population density variations, especially in high population density areas along typical transport routes. Calculated incident free doses and accident dose risks for these routes, and the rural, suburban and urban segments are presented for comparison of their relative magnitudes. The results indicate that modification of this route to avoid major metropolitan areas through use of non-Interstate highways increases total risk yet does not eliminate a relatively small urban component of the accident dose risk. This conclusion is not altered by improved resolution of route segments adjoining high density populations.

    Ozone in the main air pollutant in Mexico City Metropolitan Area (MCMA). This kind of pollution is induced by the emissions of nitrogen oxides and hydrocarbons. According to Official Statistics National Air Pollution Quality Standard is exceeded over 300 days a year. Volatile hydrocarbons are generated in the cycle of storage transport and distribution of fuel (Gasoline Distribution Cycle). Above 17 millions of liters are handled daily in MCMA. Evaporative emission control is a complex task involving: floating roof tanks and vapor recovery units installation at bulk terminals and implementation of Phase 1 and Phase 2 vapor recovery systems at service stations. Since 1990, IMP has been involved in researching vapor emissions associated to gasoline storage and distribution cycle. Besides, the authors evaluate several technologies for bulk terminals and service stations. In this job, the authors present the results of an evaluation according to Mexican Official Standard of 500 vehicles. The gasoline vapors are trapped during refueling of cars and they are conduced to an equipment that includes an activated charcoal canister in order to adsorb them. Another Activated charcoal canister adsorbs ambient air as a reference. Experimental results showed that refueling hydrocarbon emissions are between 0.4 and 1.2 grams per liter with averages of 0.79 and 0.88 grams per liter according with two different gasoline types.     Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energy’s Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining “who owns” and “who maintains” the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts (agencies, foundations, pri- vate sector), membership, fees for services (consulting, training, customization, ‘app’ development), repository services (data, services, apps, models, documents, multimedia), advertisements, fees for premier services or applications, subscriptions to value added services, licenses, contributions and donations, endow- ments, and sponsorships.

  11. The influence of coyotes on an urban Canada goose population in the Chicago metropolitan area

    Canada geese (Branta canadensis) have become common in many urban areas, often creating nuisance problems for human residents. The presence of urban geese has raised concerns about the spread of disease, increased erosion, excessive noise, eutrophication of waterways, and general nuisance problems. Goose populations have grown due to an increase in urbanization resulting in an abundance of high quality food (urban grass) and suitable nesting sites, as well as a decrease in some predators. I monitored nest predation in the Chicago suburbs during the 2004 and 2005 nesting seasons using 3 nest monitoring techniques to identify predators: video cameras, plasticine eggs, and sign from nest using a classification tree analysis. Of 58 nests monitored in 2004 and 286 in 2005, only raccoons (Procyon lotor) and coyotes (Canis latrans) were identified as nest predators. Raccoons were responsible for 22-25% of depredated nests, but were rarely capable of depredating nests that were actively defended by a goose. Coyotes were responsible for 75-78% of all Canada goose nest depredation and were documented killing one adult goose and feeding on several others. The coyote is a top-level predator that had increased in many metropolitan areas in recent years. To determine if coyotes were actively hunting geese or eggs during the nesting season, I analyzed coyote habitat selection between nesting and pre-nesting or post-nesting seasons. Coyote home ranges (95% Minimum Convex Polygon) were calculated for 19 coyotes to examine third order habitat selection related to goose nest abundance. A 100 m buffer (buffer habitat) was created and centered on each waterway edge and contained 90% of all nests. Coyotes showed selection for habitats during all seasons. Buffer habitat was the top ranked habitat in both pre-nesting and nesting seasons, but dropped to third ranked in post-nesting season.     The volatile organic compound (VOC) distribution in the Mexico City Metropolitan Area (MCMA) and its evolution as it is uplifted and transported out of the MCMA basin was studied during the 2006 MILAGRO/MIRAGE-Mex field campaign. The results show that in the morning hours in the city center, the VOC distribution is dominated by non-methane hydrocarbons (NMHCs) but with a substantial contribution from oxygenated volatile organic compounds (OVOCs), predominantly from primary emissions. Alkanes account for a large part of the NMHC distribution in terms of mixing ratios. In terms of reactivity, NMHCs also dominate overall, especially in the morning hours. However, in the afternoon, as the boundary layer lifts and air is mixed and aged within the basin, the distribution changes as secondary products are formed. The WRF-Chem (Weather Research and Forecasting with Chemistry) model and MOZART (Model for Ozone and Related chemical Tracers) were able to reproduce the general features of the daytime cycle of the VOC OH reactivity distribution showing that NMHCs dominate the distribution except in the afternoon hours and that the VOC OH reactivity peaks in the early morning due to high morning emissions from the city into a shallow boundary layer. The WRF-Chem and MOZART models showed higher reactivity than the experimental data during the nighttime cycle, perhaps indicating problems with the modeled nighttime boundary layer height. In addition, a plume was studied in which air was advected out of the MCMA and intercepted downwind with the DOE G1 on March 18 and the NCAR C130 one day later on March 19. A number of identical species measured aboard each aircraft gave insight into the chemical evolution of the plume as it aged and was transported as far as 1000 km downwind. Ozone and many OVOCs were photochemically produced in the plume.     The Metropolitan Region of Sao Paulo (Brazil) has a population 16.322 million people (1995 estimate) living in an area of 8,051 km2 with most of them concentrated in the city of Sao Paulo with 9.8 million people and 4.6 million cars. Although with an air quality better than some other Latin American megacities such as Mexico and Santiago do Chile, the air quality still exceeds the national air quality standards. In 2/17/1993 Brazilian Petroleum Company (PETROBRAS) and the Bolivian Petroleum Company (Yacimientos Petroliferos Fiscales Bolivianos -- YPFB) signed an agreement to bring natural gas from Bolivia to the south and southeast of Brazil. The end of the construction of the gas pipeline will be in 1999, and it will deliver 4 million Nm3/day of natural gas to COMGAS Sao Paulo State Gas Company. This amount will increase to 8.1 million Nm3/day by the year 2006, that will be sufficient to supply the Sao Paulo Metropolitan Region market need at that time. In this study an estimate of the influence in the air quality was performed supposing the substitution of fuel oil by natural gas in industry and also in diesel buses. The results showed that there will be benefits in relation to sulfur dioxide, PM10, greenhouse gases and trace elements, and negligible effects in relation to NO{sub x}, NMTOC and carbon monoxide.

    An article of similar title was published in the International Journal of Radioactive Materials Transport in 1999. The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    One of the main problems found in air pollution in the Metropolitan Area of Mexico City (MAMC) is the presence of high concentrations of ozone at ground level in the atmosphere. The official Mexican standard for ozone concentration in the air (0.11 ppm, one hour, once every 3 years) has been exceeded more than 300 days per year. Ozone is formed due to the emissions of nitrogen oxides and hydrocarbons originated from either combustion processes or vapors emanating from fuel handling operations. The results of an evaluation of several domestic devices like stoves and water heaters with L.P. gas as fuel are presented. A method for the evaluation of hydrocarbon emission was developed. A prototype of domestic installation was constructed. The prototype includes L.P. gas tank, domestic stove, water heater, piping and instrumentation. Several combinations of stoves and water heaters were evaluated. The sampling and analysis of hydrocarbons were performed using laboratory equipment originally designed for the evaluation of combustion and evaporative emissions in automobiles: a SHED camera (sealed room equipped with an hydrocarbon analyzer) was used to measure leaks in the prototype of domestic installation and a Constant Volume Sampler (CVS) for the measurement of incomplete combustion emissions. Emission factors were developed for each domestic installation.

    This project was one of three collaborating grants funded by DOE/ASP to characterize the fine particulate matter (PM) and secondary PM precursors in the Mexico City Metropolitan Area (MCMA) during the MILAGRO Campaign. The overall effort of MCMA-2006, one of the four components, focused on i) examination of the primary emissions of fine particles and precursor gases leading to photochemical production of atmospheric oxidants and secondary aerosol particles; ii) measurement and analysis of secondary oxidants and secondary fine PM production, with particular emphasis on secondary organic aerosol (SOA), and iii) evaluation of the photochemical and meteorological processes characteristic of the Mexico City Basin. The collaborative teams pursued the goals through three main tasks: i) analyses of fine PM and secondary PM precursor gaseous species data taken during the MCMA-2002/2003 campaigns and preparation of publications; ii) planning of the MILAGRO Campaign and deployment of the instrument around the MCMA; and iii) analysis of MCMA-2006 data and publication preparation.

The collaborative teams pursued the goals through three main tasks: i) analyses of fine PM and secondary PM precursor gaseous species data taken during the MCMA-2002/2003 campaigns and preparation of publications; ii) planning of the MILAGRO Campaign and deployment of the instrument around the MCMA; and iii) analysis of MCMA-2006 data and publication preparation. The measurement phase of the MILAGRO Campaign was successfully completed in March 2006 with excellent participation from the international scientific community and outstanding cooperation from the Mexican government agencies and institutions. The project reported here was led by the Massachusetts Institute of Technology/Molina Center for Energy and the Environment (MIT/MCE2) team and coordinated with DOE/ASP-funded collaborators at Aerodyne Research Inc., University of Colorado at Boulder and Montana State University. Currently 24 papers documenting the findings from this project have been published. The results from the project have improved significantly our understanding of the meteorological and photochemical processes contributing to the formation of ozone, secondary aerosols and other pollutants.
