    LAS VEGAS EXECUTIVE SUMMARY The Las Vegas, Nevada DOE Tribal Roundtable convened on March 16th, at the Las Vegas Hilton. The meeting was hosted by the Department of Energy (DOE) Office of Indian Policy and Programs (DOE Office of Indian Energy) and facilitated by JR Bluehouse, Program Manager, Udall Foundations U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Mr. Bluehouse was assisted by Tamara, Underwood, Program Assistant, U.S. Institute.Tribal leaders and representatives from multiple tribal governments and communities attended the roundtable. Tracey LeBeau, newly appointed Director of the Office of Indian Energy attended. LaMont Jackson from DOEs Office of Electricity attended. Also attending from the administration and federal agencies were Kim Teehee, Senior Policy Advisor for Native American Affairs, The White House; Charlie Galbraith, Associate Director of the Office of Public Engagement and Deputy Associate Director of the Office of Intergovernmental Affairs, The White House; Jodi Gillette, Deputy Assistant Secretary for Policy and Economic Development, the Bureau of Indian Affairs.

  5. SOURCE AND PATHWAY DETERMINATION FOR BERYLLIUM FOUND IN BECHTEL NEVADA NORTH LAS VEGAS FACILITIES

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical records indicate that there are locations at the NTS which contain hazardous quantities of beryllium; however, because beryllium was not always considered a contaminant of concern, complete characterization was not performed prior to remediation efforts. Today, it is not practical to characterize Area 25 for beryllium due to the successful remediation. Analysis of sample data collected in B-1 for the BIAT was performed for the purpose of confirming past results and identifying a source of beryllium through the use of markers. The results confirmed the presence of man-made beryllium contamination in the B-1 High Bay at levels consistent with the NNSA Report. No source markers were found that would be associated with NTS historical nuclear rocket or weapons-related operations. Beryllium contamination was identified in the southwest area of the B-1 High Bay in characteristic association with materials handled during historic metal-working operations. Use of source marker analysis suggests a contributor of beryllium found in carpeted areas of the B-Complex may be naturally occurring. Naturally occurring beryllium is not regulated by Title 10 Code of Federal Regulations Part 850 (10 CFR 850) (see Appendix A). No current uncontrolled beryllium source or transport pathways have been identified as available for spread of contamination to uncontrolled areas from the NTS.

In order to provide guidance to local officials and maximize how effectively this NSP funding is used in retrofitting homes, the CARB team provided design specifications, energy modeling, and technical support for the BARA team and its local partnersBetter Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevadafor two retrofit test homes. One home demonstrated a modest retrofit and the other a deep energy retrofit. This report describes the retrofit packages, which were used as an educational experience for home performance professionals, building trades, remodelers, and the general public.

    In 2009, the state of Nevada received nearly forty million dollars in Neighborhood Stabilization Funds from the Department of Housing and Urban Development. The purpose of this funding was to stabilize communities that have suffered from foreclosures and abandonment. In an effort to provide guidance to local officials and maximize how effectively this NSP funding is utilized in retrofitting homes, CARB provided design specifications, energy modeling, and technical support for the Building America Retrofit Alliance (BARA) team and its local partners - Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada - for two retrofit test homes. One home was to demonstrate a modest retrofit and the other a deep energy retrofit. Through this project, CARB has provided two robust solution packages for retrofitting homes built in this region between the 1980s and early 1990s without substantially inconveniencing the occupants. The two test homes, the Carmen and Sierra Hills, demonstrate how cost-effectively energy efficient upgrades can be implemented in the hot, dry climate of the Southwest. In addition, the homes were used as an educational experience for home performance professionals, building trades, remodelers, and the general public. In-field trainings on air-sealing, HVAC upgrades, and insulating were provided to local contractors during the retrofit and BARA documented these retrofits through a series of video presentations, beginning with a site survey and concluding with the finished remodel and test out.

    The primary objective of this part of the project is to develop and implement a method that compensates for the inefficiency of the green LED. The proposed engineering solution which will be the backbone of this project will be to use RGBW combination in every pixel to save energy. Two different RGBW geometrical pixel configurations will be implemented and compared against traditional LED configurations. These configurations will be analyzed for energy efficiency while keeping the quality of the display the same. Cost of the addition of white LEDs to displays along with energy cost savings will be presented and analyzed.

    Waste disposal site selection and facility design in regions dominated by carbonate bedrock must carefully consider karst development and the factors which contribute to subsidence activity. The Department of Energy's (DOE) Oak Ridge National Laboratory has completed a three phase study of karst subsidence in East Tennessee to quantify historical subsidence activity. The purpose of the study was to determine the principal factors which cause karst subsidence in the region. Techniques used and results obtained in this study form a basis for more detailed risk assessment at the local scale within the region. As development pressures diminish available land for various uses, risk-based land use decisions must be made to site critical facilities. To fulfill the study objectives a three phase study was designed including, (1) collection of subsidence data and compilation of a database, (2) performance of detailed studies of subsidence in three, two-to-five square-mile areas, and (3) synthesis of data obtained to; quantify the predominant sinkhole collapse dimensions, and identify events prior to subsidence or collapse events which may have caused the event, and estimate the intensity of subsidence as a function of geologic unit within subregional areas of higher and lower subsidence risk. 4 refs., 7 figs., 2 tabs.

    An analysis of the observed data for the tropospheric ozone at mid latitudes in east Asia is done. There are three ways by which the tropospheric ozone is calculated, namely: (1) Ozonesonde measurements, (2) Fishman`s method of Residual Ozone and (3) TOMS measurements - an indirect method of calculating tropospheric ozone. In addition the surface ozone values at the network sites in Japan is also considered. The analysis of data is carried out for a period of twelve years from 1979 to 1991. In general it is observed that the tropospheric ozone is more in summer than winter, obviously because of the larger tropopause height in summer. On an average for the period of the analysis, the ozone values are at a high of about 60 DU (dobson units). While in winter the values go down to around 30 DU. Also a time series analysis shows an increasing trend in the values over the years. The ozonesonde values are correlated more to the TOMS tropospheric ozone values. For the stations analyzed in Japan, the TOMS tropospheric ozone values are generally greater than the ozonesonde values. The analysis of the average monthly surface ozone in Japan shows highs in spring and lows in summer. This can be attributed to movement of pollutant laden fronts towards Japan during spring. The highs for surface ozone are about 50 DU while the lows are around 20 DU.

    Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energy’s Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining “who owns” and “who maintains” the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts (agencies, foundations, pri- vate sector), membership, fees for services (consulting, training, customization, ‘app’ development), repository services (data, services, apps, models, documents, multimedia), advertisements, fees for premier services or applications, subscriptions to value added services, licenses, contributions and donations, endow- ments, and sponsorships.

    Selected fuel elements stored in both ``good fuel`` and ``bad fuel`` canisters in K East Basin were extracted and visually examined full length for damage. Lower end damage in the ``bad fuel`` canisters was found to be more severe than expected based on top end appearances. Lower end damage for the ``good fuel`` canisters, however, was less than expected based on top end observations. Since about half of the fuel in K East Basin is contained in ``good fuel`` canisters based on top end assessments, the fraction of fuel projected to be intact with respect to IPS processing considerations remains at 50% based on these examination results.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010. Future gas production levels are less predictable despite the ambitious plans to export gas from Sakha to South Korea. 14 refs., 1 fig., 1 tab.

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting. Thermal comfort is also monitored, with temperature and humidity measured in all conditioned zones, attics, crawlspaces, and unconditioned basements. In some homes, heat flux transducers are installed on the basement walls to help determine the insulating qualities of the technologies and practices. EnergyGauge is used to estimate the pre-retrofit and post-retrofit home energy rating system (HERS) index and reduction in energy consumption and energy bill. In a follow-up report, data from the installed sensors will be presented and analyzed as well as a comparison of the post-retrofit energy consumption of the home to the EnergyGauge model of the post-retrofit home. Table ES1 shows the retrofits that were completed at the eight households where some or all of the recommended retrofits were completed. Home aliases are used to keep the homeowners anonymous. Some key findings of this study thus far are listed as follows. Some homeowners (50%) are not willing to spend the money to reach 30 50% energy savings. Quality of retrofit work is significantly variable among contractors which impact the potential energy savings of the retrofit. Challenges exist in defining house volume and floor area. Of the five homes that completed all the recommended retrofits, energy bill savings was not the main driver for energy retrofits. In no case were the retrofits cost neutral given a 15 year loan at 7% interest for the retrofit costs.

    East Germans are working hard on a strategy to improve their polluted environment. Industrial plants are largely responsible for this pollution. A shroud of haze veils the suburbs of East Berlin. Far to the south the giant power plants around Leipzig pour more dust and sulfur dioxide into the air than in any other country in Europe. More than 90% of the country's electricity comes from brown coal, accompanied by prodigious quantities of dust and sulfur dioxide: almost 6 million tones of sulfur dioxide and more than 2 million tones of dust in 1988. East Germany enjoys some of the cheapest energy in the world, and the world's third highest energy consumption per capita, behind the United States, and Canada. Naturally, is also suffers air quality and health problems. The country is trying to cut down on consumption and clean up on generation. Actually, water quality is the number one priority, which unlike air is in very short supply.

  6. East Spar: Alliance approach for offshore gasfield development

    East spar is a gas/condensate field 25 miles west of Barrow Island, offshore Western Australia. Proved plus probable reserves at the time of development were estimated at 430 Bcf gas and 28 million bbl of condensate. The field was discovered in early 1993 when the Western Australia gas market was deregulated and the concept of a gas pipeline to the gold fields was proposed. This created a window of opportunity for East Spar, but only if plans could be established quickly. A base-case development plan was established to support gas marketing while alternative plans could be developed in parallel. The completed East Spar facilities comprise two subsea wells, a subsea gathering system, and a multiphase (gas/condensate/water) pipeline to new gas-processing facilities. The subsea facilities are controlled through a navigation, communication, and control (NCC) buoy. The control room and gas-processing plant are 39 miles east of the field on Varanus Island. Sales gas is exported through a pre-existing gas-sales pipeline to the Dampier-Bunbury and Goldfields Gas Transmission pipelines. Condensate is stored in and exported by use of pre-existing facilities on Varanus Island. Field development from approval to first production took 22 months. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``.     The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

    As the most populated region of the world, Asia is a major source of aerosols with potential large impact over vast downstream areas. Papers published in this special section describe the variety of aerosols observed in China and their effects and interactions with the regional climate as part of the East Asian Study of Tropospheric Aerosols and Impact on Regional Climate (EAST-AIRC). The majority of the papers are based on analyses of observations made under three field projects, namely, the Atmospheric Radiation Measurements (ARM) Mobile Facility mission in China (AMF10 China), the East Asian Study of Tropospheric Aerosols: an International Regional Experiment (EAST-AIRE), and the Atmospheric Aerosols of China and their Climate Effects (AACCE). The former two are US-China collaborative projects and the latter is a part of the China’s National Basic Research program (or often referred to as “973 project”). Routine meteorological data of China are also employed in some studies. The wealth of general and specialized measurements lead to extensive and close-up investigations of the optical, physical and chemical properties of anthropogenic, natural, and mixed aerosols; their sources, formation and transport mechanisms; horizontal, vertical and temporal variations; direct and indirect effects and interactions with the East Asian monsoon system. Particular efforts are made to advance our understanding of the mixing and interaction between dust and anthropogenic pollutants during transport. Several modeling studies were carried out to simulate aerosol impact on radiation budget, temperature, precipitation, wind and atmospheric circulation, fog, etc. In addition, impacts of the Asian monsoon system on aerosol loading are also simulated.

    The blackout that impacted the U.S. and Canada on August 14, 2003, was notable for its extent, complexity, and impact. It triggered a massive review of operating records to determine what happened, why it happened, and how to avoid it in future operations. Much of this work was done at NERC level, through the U.S.-Canada Power System Outage Task Force. Additional background information concerning the event was gathered together by a group of utilities that, collectively, have been developing a wide area measurement system (WAMS) for the eastern interconnection. Like its counterpart in the western interconnection, "WAMS East" has a primary backbone of synchronized phasor measurements that are continuously recorded at central locations. Operational data have been critical for understanding and responding to the August 14 Blackout. Records collected on WAMS East demonstrate the contributions that well synchronized data offer in such efforts, and the value of strategically located continuous recording systems to facilitate their integration. This paper examines overall performance of the WAMS East backbone, with a brief assessment of the technology involved.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits.   4. Impacts of global warming on climate change over East Asia as simulated by 15 GCMs

    About 15 GCMs (GFDL1, GISS, LLNL, MPI, OSU, UKMOL, UKMOH, GCMs90-92, GFDL2, NCAR, OPYC, LSG, HADL, GCMs95) obtained from the IPCC WG 1 1990, 1992 and 1995 reports have been chosen to examine the impacts of global warming, on the climate chance over East Asia. Although the models scenarios of the human activities were different for the different GCMs, the climate change over East Asia (70E-140E, 15N-60N) for tile doubled CO{sub 2} as simulated by about 15 GCMs have been analysed. The Simulations shown that the temperature might increased by about 0.5 - 1.5 C over East Asia, especially in winter and northwestern parts of East Asia. The precipitation might increase in northwestern and northeastern parts of East Asia and decrease in the central part of East Asia. The evaluations and assessments of the GCMs over East Asia have indicated that the GCMs have the abilities to simulate the climate change over East Asia, especially for the temperature and the winter season. There are some uncertainties for the simulations to compare with the observations, especially for tile precipitation and tile summer season.

    The Lawrence Livermore National Laboratory (LLNL) Comprehensive Nuclear-Test-Ban Treaty Research and Development (CTBT R and D) program has made significant progress populating a comprehensive seismic research database (RDB) for seismic events and derived research products in the Middle East and North Africa (MENA). Our original ME/NA study region has enlarged and is now defined as an area including the Middle East, Africa, Europe, Southwest Asia, the Former Soviet Union and the Scandinavian/Arctic region. The LLNL RDB will facilitate calibration of all International Monitoring System (IMS) stations (primary and auxiliary) or their surrogates (if not yet installed) as well as a variety of gamma stations. The RDB provides not only a coherent framework in which to store and organize large volumes of collected seismic waveforms and associated event parameter information, but also provides an efficient data processing/research environment for deriving location and discrimination correction sur faces and capabilities. In order to accommodate large volumes of data from many sources with diverse formats the RDB is designed to be flexible and extensible in addition to maintaining detailed quality control information and associated metadata. Station parameters, instrument responses, phase pick information, and event bulletins were compiled and made available through the RDB. For seismic events in the MENA region occurring between 1976 and 1999, we have systematically assembled, quality checked and organized event waveforms; continuous seismic data from 1990 to present are archived for many stations. Currently, over 11,400 seismic events and 1.2 million waveforms are maintained in the RDB and made readily available to researchers. In addition to open sources of seismic data, we have established collaborative relationships with several ME/NA countries that have yielded additional ground truth and broadband waveform data essential for regional calibration and capability studies. Additional data and ground truth from other countries are also currently being sought. Research results, along with descriptive metadata are stored and organized within the LLNL RDB and prepared for delivery and integration into the Department of Energy (DOE) Knowledge Base (KB). Deliverables consist of primary data products (raw materials for calibration) and derived products (distilled from the organized raw seismological data). By combining travel-time observations, event characterization studies, and regional wave-propagation studies of the LLNL CTBT research team for ground truth events and regional events, we have assembled a library of ground truth information, event location correction surfaces, tomographic models and mine explosion histories required to support the ME/NA regionalization program. Corrections and parameters distilled from the LLNL RDB provide needed contributions to the KB for the MENA region and will enable the United States National Data Center (NDC) to effectively verify CTBT compliance. The LLNL portion of the DOE KB supports critical NDC pipeline functions in detection, location, feature extraction, discrimination, and analyst review in the Middle East and North Africa.

    Extreme climate events can have significant impacts on both natural and human systems, and therefore it is important to know if and how climate extremes are changing. Analysis of extremes requires long-term daily station data and, unfortunately, there are many regions in the world where these data are not internationally exchanged. The Intergovernmental Panel on Climate Change (IPCC) Third Assessment Report (Folland et al. 2001) relied heavily on the multinational analysis of Frich et al (2002). However, Frich et al. had no results from all of Central and South America, and most of Africa and southern Asia, including the Middle East. To remedy this situation for the IPCC Fourth Assessment Report, the joint World Meteorological Organization Commission for Climatology/World Climate Research Programme (WCRP) project on Climate Variability and Predictability (CLIVAR) Expert Team on Climate Change Detection, Monitoring, and Indices (Zwiers et al. 2003) internationally coordinated a series of five regional climate change workshops and a set of indices for analyses of extremes. Two workshops covered the Americas, one in Brazil and one in Guatemala. One workshop addressed southern Africa. A workshop in India involved south and central Asia, while the workshop for the Middle East sought to address the region from Turkey to Iran and from Georgia to the southern tip of the Arabian Peninsula. The key to a successful workshop is a collaborative approach between outside experts and regional participants. The participants here broght long-term daily precipitation and maximum and minimum temperature data, station history information, an understanding of their country's climate, and a willingness to analyze thse data under the tutelage of outside experts. The outside experts brought knowledge of the crucial data and climate change issues, presentations to explain these issues, and user-friendly software to aid the analyses. Xuebin Zhang of Environment Canada wrote the workshop software to perform quality control (QC) on the data, tst the time series homogeneity, and calculate the indices. The participants created presentations on how extremes were changing in their countries. The workshop is making a direct contribution to climate change research by initiating a peer-review paper on how extremes are changing in a region never before analyzed and where data exchange is rare.

    Parasitic extraction of a small fraction of the 20-TeV circulating beam of the Superconducting Super Collider can be done using a bent crystal situated in the halo of the orbiting beam. The authors present a design of a crystal extraction system that is compatible with current plans for momentum scraping in the east utility straight. The only modification to the collider tunnel is the addition of a 160-m-long alcove in the east utility straight to mate the extracted beam line microtunnel with the collider tunnel. No other changes to the east utility straight tunnel are needed.

    Over a one-year period, measurements of indoor air pollutants (CO/sub x/, NO/sub x/, formaldehyde, volatile organics, particulates, and radon) were made in 40 homes in East Tennessee. The houses were of various ages with different types of insulation and heating. Over one-half of the houses exceeded the ASHRAE indoor ceiling guideline of 0.1 ppM for formaldehyde on at least one occasion. Over the duration of the study, older houses averaged 0.04 ppM of formaldehyde while houses less than 5 years old averaged 0.08 ppM (P < 0.01). The highest concentration of formaldehyde measured was 0.4 ppM in a new home. Diurnal and seasonal fluctuations in levels of formaldehyde in some homes were as much as twofold and tenfold, respectively. The highest levels of formaldehyde were usually recorded during summer months. The concentration in indoor air of various organics was at least tenfold higher than in outdoor air. Carbon monoxide and nitrgen oxides were usually <2 and <0.02 ppM, respectively, except when gas stoves or kerosene space heaters were operating, or when a car was running in the garage. In 30% of the houses, the annual indoor guideline for radon, 4 pCi/L, was exceeded. The mean radon level in houses built on the ridgelines was 4.4 pCi/L, while houses located in the valleys had a mean level of 1.7 pCi/L (P < 0.01). The factor having the most impact on infiltration was operation of the central duct fan of the heating, ventilation, and air conditioning system. The mean rate of air exchange increased from 0.39 to 0.74 h/sup -1/ when the duct fan was operated (measurements prior to December 1982). This report presents the study design and implementation, describes the monitoring protocols, and provides a complete set of the data collected during the project. 25 references, 29 figures, 42 tables.

    The rapid development of natural gas and condensate reserves in the Middle East results from a simple motivation: the desire of governments to earn revenues. For the past decade, Middle East governments have run budget deficits, which they funded by drawing down foreign assets and issuing debt. Now in the process of structural economic reform, they have begun to use an under-utilized resource--natural gas, of which Middle East governments own about one third of the world`s reserves. Governments receive revenues from several sources in natural gas developments, which makes the projects very attractive. Revenue comes from the sale of the natural gas in the domestic market and, if exported, the international market; the sale of associated condensates; the additional exports of crude oil or refined products if natural gas is substituted for refined products in domestic markets; the increased sale of crude oil if natural gas is injected into reservoirs to maintain pressure; and the sale of petrochemicals where natural gas is used as feedstock. Large projects under way in the Middle East highlight the consequences of multiple revenue sources and interlinked costs of natural gas and condensate development. Other countries in the region are undertaking similar projects, so examples cited represent only a portion of what is occurring. The paper describes Abu Dhabi, Qatar, Saudi Arabia, and Iran.

    This is the AmeriFlux version of the carbon flux data for the site US-Tw4 Twitchell East End Wetland. Site Description - The Twitchell East End Wetland is a newly constructed restored wetland on Twitchell Island, CA. This site and the surrounding region are part of the San Joaquin - Sacramento River Delta drained beginning in the 1850's and subsequently used for agriculture. The site was previously a corn field. The wetland was designed to have a mix of vegetated and open water channels and ponds (due to surface elevation differences). Flooding of the wetland was done gradually beginning in January, 2014. Berms wind throughout the wetland to allow vehicle access. Tule and Cattail plant material from a nearby wetland were spread along the berms immediately prior to flooding to facilitate plant establishment and stabilization of the berms from wind/water erosion. The tower was installed on November 25, 2013.

    Tropospheric O3 columns retrieved from OMI and MLS measurements, CO columns from MOPITT, and tropospheric O3 and CO concentrations from TES from May to August in 2006 are analyzed using the Regional chEmical and trAnsport Model (REAM) to investigate the impact of the East Asian summer monsoon on the air quality over China. The observed and simulated migrations of O3 and CO are in good agreement, demonstrating that the summer monsoon significantly affects the air quality over southeastern China and this influence extends to central East China from June to July. Enhancements of CO and O3 over southeastern China disappear after the onset of the summer monsoon and re-emerge in August after the monsoon wanes. The pre-monsoon high O3 concentrations over southern China are due to photochemical production from pollutant emissions and the O3 transport from the stratosphere. In the summer monsoon season, the O3 concentrations are relatively low over monsoon-affected regions because of the transport of marine air masses and weak photochemical activity. We find that the monsoon system strongly modulates the pollution problem over a large portion of East China in summer, depending on its strength and tempo-spatial extension. Model results also suggest that transport from the stratosphere and long-range transport from East China and South/Central Asia all make significant contributions to O3 enhancements over West China. Satellite observations provide valuable information for investigating the monsoon impact on air quality, particularly for the regions with limited in situ measurements.

    This study aims to provide a first comprehensive evaluation of WRF-Chem for modeling aerosols and anthropogenic aerosol radiative forcing (RF) over East Asia. Several numerical experiments were conducted from November 2007 to December 2008. Comparison between model results and observations shows that the model can generally reproduce the observed spatial distributions of aerosol concentration, aerosol optical depth (AOD) and single scattering albedo (SSA) from measurements at different sites, including the relatively higher aerosol concentration and AOD over East China and the relatively lower AOD over Southeast Asia, Korean, and Japan. The model also depicts the seasonal variation and transport of pollutions over East Asia. Particulate matter of 10 um or less in the aerodynamic diameter (PM10), black carbon (BC), sulfate (SO42-), nitrate (NO3-) and ammonium (NH4+) concentrations are higher in spring than other seasons in Japan due to the pollutant transport from polluted area of East Asia. AOD is high over Southwest and Central China in winter, spring and autumn and over North China in summer while is low over South China in summer due to monsoon precipitation. SSA is lowest in winter and highest in summer. The model also captures the dust events at the Zhangye site in the semi-arid region of China. Anthropogenic aerosol RF is estimated to range from -5 to -20 W m-2 over land and -20 to -40 W m-2 over ocean at the top of atmosphere (TOA), 5 to 30 W m-2 in the atmosphere (ATM) and -15 to -40 W m-2 at the bottom (BOT). The warming effect of anthropogenic aerosol in ATM results from BC aerosol while the negative aerosol RF at TOA is caused by scattering aerosols such as SO4 2-, NO3 - and NH4+. Positive BC RF at TOA compensates 40~50% of the TOA cooling associated with anthropogenic aerosol.

    The Nevada Test Site (NTS) is operated by the US Department of Energy's Nevada Operations Office (DOE/NV) as the site for nuclear weapons testing, now limited to readiness activities and experiments in support of the national Stockpile Stewardship Management Program. It is located in Nye County, Nevada, with the southeast corner about 105 km (65 mi) northwest of Las Vegas, Nevada. The NTS covers about 3,561 km{sup 2} (1,375 mi{sup 2}), an area larger than Rhode Island. Its size is about 46 to 56 km (28 to 35 mi) east to west and from 64 to 88 km (40 to 55 mi) north to south. The NTS is surrounded, except on the south side, by public exclusion areas (Nellis Air Force Range [NAFR]) that provide another 24 to 104 km (15 to 65 mi) between the NTS and public lands. The NTS is characterized by desert valley and Great Basin mountain topography, with a climate, flora, and fauna typical of the southwest deserts. Population density within 150 km (93 mi) of the NTS is only about 0.2 persons per square kilometer, excluding the Las Vegas area. Restricted access, low population density in the surrounding area, and extended wind transport times are advantageous factors for the activities conducted at the NTS. Surface waters are scarce on the NTS and there is great depth to slow-moving groundwater.

    The program to investigate the suitability of salt domes in the east Texas Basin for long-term nuclear waste repositories addresses the stability of specific domes for potential repositories and evaluates generically the geologic and hydrogeologic stability of all the domes in the region. Analysis during the second year was highlighted by a historical characterization of East Texas Basin infilling, the development of a model to explain the growth history of the domes, the continued studies of the Quaternary in East Texas, and a better understanding of the near-dome and regional hydrology of the basin. Each advancement represents a part of the larger integrated program addressing the critical problems of geologic and hydrologic stabilities of salt domes in the East Texas Basin.

    Under the Resource Conservation and Recovery Act of 1976 guidelines and requirements from the Tennessee Department of Environment and Conservation (TDEC), the Y-12 Plant initiated investigation and monitoring of various sites within its boundaries in the mid-1980s. The entire Oak Ridge Reservation (ORR) was placed on the National Priorities List of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) sites in November 1989. Following CERCLA guidelines, sites within the ORR require a remedial investigation (RI) to define the nature and extent of contamination, evaluate the risks to public health and the environment, and determine the goals for a feasibility study (FS) or an engineering evaluation/cost analysis (EE/CA) of potential remedial actions. Data from monitoring wells at the east end of the Y-12 Plant have identified an area of groundwater contamination dominated by the volatile organic compound (VOC) carbon tetrachloride; other VOCs include chloroform, tetrachloroethene, and trichloroethene.

  11. Managing Floods and Resources at the Arroyo Las Positas

    Engineers and water resource professionals are challenged with protecting facilities from flood events within environmental resource protection, regulatory, and economic constraints. One case in point is the Arroyo Las Positas (ALP), an intermittent stream that traverses the Lawrence Livermore National Laboratory (LLNL) in Livermore, California. Increased runoff from post-drought rainfall, upstream development, and new perennial discharges from LLNL activities have resulted in increased dry weather flows and wetland vegetation. These new conditions have recently begun to provide improved habitat for the federally threatened California red-legged frog (Rana aurora draytonii; CRLF), but the additional vegetation diminishes the channel's drainage capacity and increases flood risk. When LLNL proposed to re-grade the channel to reestablish the 100-year flood capacity, traditional dredging practices were no longer being advocated by environmental regulatory agencies. LLNL therefore designed a desilting maintenance plan to protect LLNL facility areas from flooding, while minimizing impacts to wetland resources and habitat. The result was a combination of structural upland improvements and the ALP Five Year Maintenance Plan (Maintenance Plan), which includes phased desilting in segments so that the entire ALP is desilted after five years. A unique feature of the Maintenance Plan is the variable length of the segments designed to minimize LLNL's impact on CRLF movement. State and federal permits also added monitoring requirements and additional constraints on desilting activities. Two years into the Maintenance Plan, LLNL is examining the lessons learned on the cost-effectiveness of these maintenance measures and restrictions and reevaluating the direction of future maintenance activities.

  12. Simulation of aerosol direct radiative forcing with RAMS-CMAQ in East Asia

    The air quality modeling system RAMS-CMAQ is developed to assess aerosol direct radiative forcing by linking simulated meteorological parameters and aerosol mass concentration with the aerosol optical properties/radiative transfer module in this study. The module is capable of accounting for important factors that affect aerosol optical properties and radiative effect, such as incident wave length, aerosol size distribution, water uptake, and internal mixture. Subsequently, the modeling system is applied to simulate the temporal and spatial variations in mass burden, optical properties, and direct radiative forcing of diverse aerosols, including sulfate, nitrate, ammonium, black carbon, organic carbon, dust, and sea salt over East Asia throughout 2005. Model performance is fully evaluated using various observational data, including satellite monitoring of MODIS and surface measurements of EANET (Acid Deposition Monitoring Network), AERONET (Aerosol Robotic Network), and CSHNET (Chinese Sun Hazemeter Network). The correlation coefficients of the comparisons of daily average mass concentrations of sulfate, PM2.5, and PM10 between simulations and EANET measurements are 0.70, 0.61, and 0.64, respectively. It is also determined that the modeled aerosol optical depth (AOD) is in congruence with the observed results from the AERONET, the CSHNET, and the MODIS. The model results suggest that the high AOD values ranging from 0.8 to 1.2 are mainly distributed over the Sichuan Basin as well as over central and southeastern China, in East Asia. The aerosol direct radiative forcing patterns generally followed the AOD patterns. The strongest forcing effect ranging from -12 to -8 W m-2 was mainly distributed over the Sichuan Basin and the eastern China's coastal regions in the all-sky case at TOA, and the forcing effect ranging from -8 to -4 W m-2 could be found over entire eastern China, Korea, Japan, East China Sea, and the sea areas of Japan

  13. DATA QUALITY OBJECTIVE SUMMARY REPORT FOR THE 105 K EAST ION EXCHANGE COLUMN MONOLITH

    The 105-K East (KE) Basin Ion Exchange Column (IXC) cells, lead caves, and the surrounding vault are to be removed as necessary components in implementing ''Hanford Federal Facility Agreement and Consent Order'' (Ecology et al. 2003) milestone M-034-32 (Complete Removal of the K East Basin Structure). The IXCs consist of six units located in the KE Basin, three in operating positions in cells and three stored in a lead cave. Methods to remove the IXCs from the KE Basin were evaluated in KBC-28343, ''Disposal of K East Basin Ion Exchange Column Evaluation''. The method selected for removal was grouting the six IXCs into a single monolith for disposal at the Environmental Restoration Disposal Facility (ERDF). Grout will be added to the IXC cells, IXC lead caves containing spent IXCs, and in the spaces between the lead cave walls and metal skin, to immobilize the contaminants, provide self-shielding, minimize void space, and provide a structurally stable waste form. The waste to be offered for disposal is the encapsulated monolith defined by the exterior surfaces of the vault and the lower surface of the underlying slab. This document presents summary of the data quality objective (DQO) process establishing the decisions and data required to support decision-making activities for the disposition of the IXC monolith. The DQO process is completed in accordance with the seven-step planning process described in EPA QA/G-4, ''Guidance for the Data Quality Objectives Process'', which is used to clarify and study objectives; define the appropriate type, quantity, and quality of data; and support defensible decision-making. The DQO process involves the following steps: (1) state the problem; (2) identify the decision; (3) identify the inputs to the decision; (4) define the boundaries of the study; (5) develop a decision rule (DR); (6) specify tolerable limits on decision errors; and (7) optimize the design for obtaining data.

    Sacramento, CA The California Department of Education Headquarters, Block 225 was the first of the five buildings to make up the Capitol Area East End Complex. The entire project is being developed by the California Department of General Services Real Estate Division. At 336,000 square feet and six stories high, Block 225 was the most ambitious green-building initiative to have been undertaken by the State at that time and the largest office building project ever undertaken by the State.     A performance assessment analysis was completed for the 200 East Area Low-Level Burial Grounds (LLBG) to satisfy compliance requirements in DOE Order 5820.2A. In the analysis, scenarios of radionuclide release from the 200 East Area Low-Level waste facility was evaluated. The analysis focused on two primary scenarios leading to exposure. The first was inadvertent intrusion. In this scenario, it was assumed that institutional control of the site and knowledge of the disposal facility has been lost. Waste is subsequently exhumed and dose from exposure is received. The second scenario was groundwater contamination.In this scenario, radionuclides are leached from the waste by infiltrating precipitation and transported through the soil column to the underlying unconfined aquifer. The contaminated water is pumped from a well 100 m downstream and consumed,causing dose. Estimates of potential contamination of the surrounding environment were developed and the associated doses to the maximum exposed individual were calculated. The doses were compared with performance objective dose limits, found primarily in the DOE order 5850.2A. In the 200 East Area LLBG,it was shown that projected doses are estimated to be well below the limits because of the combination of environmental, waste inventory, and disposal facility characteristics of the 200 East Area LLBG. Waste acceptance criteria were also derived to ensure that disposal of future waste inventories in the 200 East Area LLBG will not cause an unacceptable increase in estimated dose.

    This paper connects the science of sustainability theory with applied aspects of sustainability deployment. A suite of 35 sustainability indicators spanning six environmental, three economic, and three social categories has been proposed for comparing the sustainability of bioenergy production systems across different feedstock types and locations. A recent demonstration-scale switchgrass-to-ethanol production system located in East Tennessee is used to assess the availability of sustainability indicator data and associated measurements for the feedstock production and logistics portions of the biofuel supply chain. Knowledge pertaining to the available indicators is distributed within a hierarchical decision tree framework to generate an assessment ofmore » the overall sustainability of this no-till switchgrass production system relative to two alternative business-as-usual scenarios of unmanaged pasture and tilled corn production. The relative contributions of the social, economic and environmental information are determined for the overall trajectory of this bioenergy system s sustainability under each scenario. Within this East Tennessee context, switchgrass production shows potential for improving environmental and social sustainability trajectories without adverse economic impacts, thereby leading to potential for overall enhancement in sustainability within this local agricultural system. Given the early stages of cellulosic ethanol production, it is currently difficult to determine quantitative values for all 35 sustainability indicators across the entire biofuel supply chain. This case study demonstrates that integration of qualitative sustainability indicator ratings may increase holistic understanding of a bioenergy system in the absence of complete information.« less

  8. Examination of the surface coating removed from K-East Basin fuel elements

    This report provides the results of studies conducted on coatings discovered on the surfaces of some N-Reactor spent nuclear fuel (SNF) elements stored at the Hanford K-East Basin. These elements had been removed from the canisters and visually examined in-basin during FY 1996 as part of a series of characterization tests. The characterization tests are being performed to support the Integrated Process Strategy developed to package, dry, transport, and store the SNF in an interim storage facility on the Hanford site. Samples of coating materials were removed from K-East canister elements 2350E and 2540E, which had been sent, along with nine other elements, to the Postirradiation Testing Laboratory (327 Building) for further characterization following the in-basin examinations. These coating samples were evaluated by Pacific Northwest National Laboratory using various analytical methods. This report is part of the overall studies to determine the drying behavior of corrosion products associated with the K-Basin fuel elements. Altogether, five samples of coating materials were analyzed. These analyses suggest that hydration of the coating materials could be an additional source of moisture in the Multi-Canister Overpacks being used to contain the fuel for storage.

  9. Faults and gravity anomalies over the East Mesa hydrothermal-geothermal system

    Detailed interpretations of gravity anomalies over geothermal systems may be extremely useful for mapping the fracture or fault systems that control the circulation of the thermal waters. This approach seems to be particularly applicable in areas like the Salton Trough where reactions between the thermal waters and the porous sediments produce authigenic-hydrothermal minerals in sufficient quantity to cause distinct gravity anomalies at the surface. A 3-D inversion of the residual Bouguer gravity anomaly over the East Mesa geothermal field was made to examine the densified volume of rock. We show that the data not only resolve a north-south and an intersecting northwest structure, but that it may be possible to distinguish between the active present-day hydrothermal system and an older and cooler part of the system. The densified region is compared spatially to self-potential, thermal and seismic results and we find a good concordance between the different geophysical data sets. Our results agree with previous studies that have indicated that the main feeder fault recharging the East Mesa reservoir dips steeply to the west.

Nearly 33,000 wells are known to have been drilled in the field. The field has been undergoing water injection for pressure maintenance since 1938. As of today, 104 Class II salt-water disposal wells, operated by the East Texas Salt Water Disposal Company, are returning all produced water to the Woodbine producing reservoir. About 69 of the presently existing wells have not been subjected to US Environmental Protection Agency Area-of-Review (AOR) requirements. A study has been carried out of opportunities for variance from AORs for these existing wells and for new wells that will be constructed in the future. The study has been based upon a variance methodology developed at the University of Missouri-Rolla under sponsorship of the American Petroleum Institute and in coordination with the Ground Water Protection Council. The principal technical objective of the study was to determine if reservoir pressure in the Woodbine producing reservoir is sufficiently low so that flow of salt-water from the Woodbine into the Carrizo-Wilcox ground water aquifer is precluded. The study has shown that the Woodbine reservoir is currently underpressured relative to the Carrizo-Wilcox and will remain so over the next 20 years. This information provides a logical basis for a variance for the field from performing AORs.
