    Dear QER Review Task Force & DOE Analysis Team: My name is Larry Goodman. I am a resident of Hebron NH and I am very aware of the significant energy issues facing New England. First of all, thank you for this well timed and necessary conference. The points raised in your 11 page "energy constraints" document are basically identical to the points raised by ISO-NE in their comprehensive January, 17th 2014 letter to Secretary Bose of FERC. Clearly the issues of reliability, affordability and the ability to perform during scarcity conditions are critical to NE'S energy future. As ISO-NE's document to FERC stated: "a structural bias in the FCM to clear less reliable resources is eroding reliability over time." I am particularly concerned with non-dispatchable "renewable" generation sources that require huge transmission resources and are unable to ever replace baseload power generation anywhere in the IS0-NE footprint. You are undoubtedly very familiar with the New England Wind Integration Study { NEWIS }. As you know this very comprehensive document looked at wind's potential role in New England and it was authored by three companies directly involved, financially, with industrial scale wind. Now that both you and ISO-NE have focused on performance metrics as they impact dispatchable and predictable reliability, allow me to highlight the following from the NEWIS: "The capacity value of wind is dominated by the wind performance during just a few hours of the year when load demand is high." "Wind delivers minimum production in peak load months." "No conventional generation is eliminated as wind is added." And, since natural gas is clearly the baseload source that NE relies on most, please consider the following: "Although displacement of fossil fuel generation might be one of the objectives of regional energy policies, a consequence is that it { wind } may radically change the market economics for all resources on the system but especially for the natural gas fired resources that are displaced." "Capacity prices from these {gas} plants will likely need to increase if they are to remain economically viable. Higher onpeak/offpeak price differential is created." The impact of more emphasis on a non-dispatchable "renewable" that can only displace gas, not coal or oil in NE, is expected to result in higher prices for gas and/or gas plant closings. {NEWIS} You know better than I do obviously that we can't afford higher prices or to lose any natural gas capacity. ISO-NE's letter to FERC was clear in its purpose and intent. There are plenty of renewable options in New England that can deliver dispatchable baseload power. " Increased wind generation will displace {minimally} other supply side resources {gas} and reduce the flexibility of the dispatchable generation mix." This is exactly what we don't need in New England! Wind is, apparently, the most expensive and least effective way to reduce carbon in New England. There are more effective and efficient renewable options that can deliver during scarcity conditions and do not play havoc with the reliability and affordability of the Grid. Industrial scale wind in NE is a dinosaur. Please do not allow it to continue to receive preferential treatment at the expense of the ratepayers in NE and at the expense of the safety and reliability of the grid itself. Thank you.     In 2010, the National Renewable Energy Laboratory (NREL), Southern California Edison (SCE), Quanta Technology, Satcon Technology Corporation, Electrical Distribution Design (EDD), and Clean Power Research (CPR) teamed to analyze the impacts of high penetration levels of photovoltaic (PV) systems interconnected onto the SCE distribution system. This project was designed specifically to benefit from the experience that SCE and the project team would gain during the installation of 500 megawatts (MW) of utility-scale PV systems (with 1-5 MW typical ratings) starting in 2010 and completing in 2015 within SCE's service territory through a program approved by the California Public Utility Commission (CPUC). This report provides the findings of the research completed under the project to date.

    South Carolina Electric and Gas, Co. (SCE&G) commissioned a detailed engineering study evaluating flue gas desulphurization (FGD) equipment for three coal fired generating stations in 1993. Raytheon Engineers and Constructors performed the study evaluating wet and dry FGD processes at three of SCE&G`s generating stations. This paper presents the results and conclusions from the study. The following areas are discussed: (1) Station Descriptions; (2) Process Design Criteria; (3) Study Goals and Methodology; (4) Results from the Economic and Kepner-Tregoe Analysis; and (5) Study Recommendations. The paper concludes with a lessons learned section discussing issues which arose during the study.

The anticipated increase of 1555 megawatts by renewable or alternate sources will be matched with a similar decline in fossil fuel capacity. This policy does not threaten conventional utilities because the impact will not be felt until the next century, while coal and nuclear will be the primary fuels used during a transition period. While not a major change in policy, the announcement will stimulate outside investment by notifying energy entrepreneurs that the utility is receptive to joint projects. (DCK)

    The National Renewable Energy Laboratory/Southern California Edison High-Penetration PV Integration Project is (1) researching the distribution system level impacts of high-penetration photovoltaic (PV) integration, (2) determining mitigation methods to reduce or eliminate those impacts, and (3) seeking to demonstrate these mitigation methods on actual high-penetration PV distribution circuits. This report describes a field demonstration completed during the fall of 2013 on the Fontana, California, study circuit, which includes a total of 4.5 MW of interconnected utility-scale rooftop PV systems. The demonstration included operating a 2-MW PV system at an off-unity power factor that had been determined during previously completed distribution system modeling and PV impact assessment analyses. Data on the distribution circuit and PV system operations were collected during the 2-week demonstration period. This demonstration reinforces the findings of previous laboratory testing that showed that utility-scale PV inverters are capable of operating at off-unity power factor to mitigate PV impacts; however, because of difficulties setting and retaining PV inverter power factor set points during the field demonstration, it was not possible to demonstrate the effectiveness of off-unity power factor operation to mitigate the voltage impacts of high-penetration PV integration. Lessons learned from this field demonstration are presented to inform future field demonstration efforts.

SCE assays are very sensitive measures of genotoxic damage to chromosomes. SCE toxicological studies analyzing vinyl carbamate, nerve gas, tritium, chlorofluorocarbons, sewage sludge, arsenic, ionizing radiation, ethylene oxide, microwave radiation, coal and oil fly ash, heavy metals, and sodium azide are discussed. SCE studies using both human and animal tissue cultures are described. SCE studies in the developing fetus, and improved SCE techniques are also described.     The authors have approached the study of the ability of different types of lesions produced by DNA-damaging agents to develop sister-chromatid exchanges (SCEs) by analyzing SCE levels observed in Allium cepa L cells with BrdU-substituted DNA and exposed to visible light (VL), an irradiation which produces uracil residues in DNA after debromination of bromouracil and enhances SCE levels but only above a certain dose. They have partially purified an uracil-DNA glycosylase activity from A. cepa L root meristem cells, which removes uracil from DNA, the first step in the excision repair of this lesion. This enzyme was inhibited in vitro by 6-amino-uracil and uracil but not by thymine. When cells exposed to VL, at a dose that did not produce per se an SCE increase, were immediately post-treated with these inhibitors of uracil-DNA glycosylase, a significant increase in SCE levels was obtained. Moreover, SCE levels in irradiated cells dropped to control level when a short holding time elapsed between exposure to VL and the beginning of post-treatment with the inhibitor. Thus, our results showed that inhibitors of uracil-DNA glycosylase enhanced SCE levels in cells with unifilarly BrdU-substituted DNA exposed to visible light; and indicated the existence of a very rapid repair of SCE-inducing lesions produced by visible light irradiation of cells with unifilarly BrdU-containing DNA.

    Sister chromatid exchange (SCE) induction by ultraviolet (UV) light was studied in both human and pig whole blood cultures (WBC) and plasma leukocyte cultures (PLC). No variation in SCE frequency was observed between pig WBC and PLC in control as well as in treated cells. Conversely, SCE frequencies of human PLC were consistently higher than those of WBC in control and UV-exposed cells. Thus, red blood cells (RBCs) do not influence the sensitivity of lymphocytes to UV LIGHT exposure, and there must be some different culture condition(s) in the inducation of SCEs between human WBC and PLC but not in swine lymphocyte cultures. Since the BrdUrd/lymphocyte ratio of WBC was halved in PLC, the effect of BrdUrd concentration in inducing the SCE baseline frequency of PLC may be ruled out. Neither the cell separation technique nor polymorphonuclear leukocytes had a significant role in the elevated SCE frequency of human PLC or MLC. Experiments where human RBCs were titrated into human PLC showed that the induction of an elevated SCE frequency of PLC was suppressed in a dose-dependent manner by the presence of RBCs in the culture medium. Since the incorporation of pig or human RBCs into human PLC as well as into MLC reduced the SCE frequency to that of WBC, a common component and/or function existing in these cells is suggested. Analysis of different RBC components showed that RBCs, specifically RBC ghosts, release a diffusible but not dialyzable corrective factor into culture medium that is able to reduce the SCE frequencies of PLC.

    Carbon flux data are reported as Net Ecosystem Exchange (NEE), Gross Ecosystem Exchange (GEE), Ecosystem Respiration (ER), and Methane (CH4) flux. Measurements were made at 82 plots across various polygon geomorphic classes at research sites on the Barrow Environmental Observatory (BEO), the Biocomplexity Experiment site on the BEO, and the International Biological Program (IBP) site a little west of the BEO. This product is a compilation of data from 27 plots as presented in Lara et al. (2012), data from six plots presented in Olivas et al. (2010); and from 49 plots described in (Lara et al. 2014). Measurements were made during the peak of the growing seasons during 2006 to 2010. At each of the measurement plots (except Olivas et al., 2010) four different thicknesses of shade cloth were used to generate CO2 light response curves. Light response curves were used to normalize photosynthetically active radiation that is diurnally variable to a peak growing season average ~400 umolm-2sec-1. At the Olivas et al. (2010) plots, diurnal patterns were characterized by repeated sampling. CO2 measurements were made using a closed-chamber photosynthesis system and CH4 measurements were made using a photo-acoustic multi-gas analyzer. In addition, plot-level measurements for thaw depth (TD), water table depth (WTD), leaf area index (LAI), and normalized difference vegetation index (NDVI) are summarized by geomorphic polygon type.

    This report discusses research efforts from the first year of a project analyzing the impacts of high penetration levels of photovoltaic (PV) resources interconnected onto Southern California Edison's (SCE's) distribution system. SCE will be interconnecting a total of 500 MW of commercial scale PV within their service territory by 2015. This Year 1 report describes the need for investigating high-penetration PV scenarios on the SCE distribution system; discusses the necessary PV system modeling and distribution system simulation advances; describes the available distribution circuit data for the two distribution circuits identified in the study; and discusses the additional inverter functionality that could be implemented in order to specifically mitigate some of the undesirable distribution system impacts caused by high-penetration PV installations.

    We reported previously that the homologous recombinational repair (HRR)-deficient Chinese hamster mutant cell line irs3 (deficient in the Rad51 paralog Rad51C) showed only a 50% spontaneous frequency of sister chromatid exchange (SCE) as compared to parental wild-type V79 cells. Furthermore, when irradiated with very low doses of alpha particles, SCEs were not induced in irs3 cells, as compared to a prominent bystander effect observed in V79 cells (Nagasawa et al., Radiat. Res. 164, 141-147, 2005). In the present study, we examined additional Chinese hamster cell lines deficient in the Rad51 paralogs Rad51C, Rad51D, Xrcc2, and Xrcc3 as well as another essential HRR protein, Brca2. Spontaneous SCE frequencies in non-irradiated wild-type cell lines CHO, AA8 and V79 were 0.33 SCE/chromosome, whereas two Rad51C-deficient cell lines showed only 0.16 SCE/chromosome. Spontaneous SCE frequencies in cell lines defective in Rad51D, Xrcc2, Xrcc3, and Brca2 ranged from 0.23-0.33 SCE/chromosome, 0-30% lower than wild-type cells. SCEs were induced significantly 20-50% above spontaneous levels in wild-type cells exposed to a mean dose of 1.3 mGy of alpha particles (<1% of nuclei traversed by an alpha particle). However, induction of SCEs above spontaneous levels was minimal or absent after {alpha}-particle irradiation in all of the HRR-deficient cell lines. These data suggest that Brca2 and the Rad51 paralogs contribute to DNA damage repair processes induced in bystander cells (presumably oxidative damage repair in S-phase cells) following irradiation with very low doses of alpha particles.

    The Demand Response Spinning Reserve project is a pioneering demonstration showing that existing utility load-management assets can provide an important electricity system reliability resource known as spinning reserve. Using aggregated demand-side resources to provide spinning reserve as demonstrated in this project will give grid operators at the California Independent System Operator (CA ISO) and Southern California Edison (SCE) a powerful new tool to improve reliability, prevent rolling blackouts, and lower grid operating costs.In the first phase of this demonstration project, we target marketed SCE?s air-conditioning (AC) load-cycling program, called the Summer Discount Plan (SDP), to customers on a single SCE distribution feederand developed an external website with real-time telemetry for the aggregated loads on this feeder and conducted a large number of short-duration curtailments of participating customers? air-conditioning units to simulate provision of spinning reserve. In this second phase of the demonstration project, we explored four major elements that would be critical for this demonstration to make the transition to a commercial activity:1. We conducted load curtailments within four geographically distinct feeders to determine the transferability of target marketing approaches and better understand the performance of SCE?s load management dispatch system as well as variations in the AC use of SCE?s participating customers;2. We deployed specialized, near-real-time AC monitoring devices to improve our understanding of the aggregated load curtailments we observe on the feeders;3. We integrated information provided by the AC monitoring devices with information from SCE?s load management dispatch system to measure the time required for each step in the curtailment process; and4. We established connectivity with the CA ISO to explore the steps involved in responding to CA ISO-initiated requests for dispatch of spinning reserve.The major findings from the second phase of this demonstration are:1. Demand-response resources can provide full response significantly faster than required by NERC and WECC reliability rules.2. The aggregate impact of demand response from many small, individual sources can be estimated with varying degrees of reliability through analysis of distribution feeder loads.3. Monitoring individual AC units helps to evaluate the efficacy of the SCE load management dispatch system and better understand AC energy use by participating customers.4. Monitoring individual AC units provides an independent data source to corroborate the estimates of the magnitude of aggregate load curtailments and gives insight into results from estimation methods that rely solely on distribution feeder data.

    A model for acidity within pores within corrosion products on anodically-dissolving UO{sub 2} was developed using Comsol Multiphysics 3.2 to complement ongoing electrochemical measurements. It was determined that a depression of pH within pores can be maintained if: electrochemically measured dissolution currents used in the calculations are attenuated to reflect very localized pores; corrosion potentials exceed -250 mV (vs. SCE); and pore depths are >1 {mu}m for 300 mV or >100 {mu}m for -50 mV (vs. SCE). Mixed diffusional-chemical equilibria control is suggested through deviations in the shapes between pH-potential and pH-pore depth plots. (authors)

    The n-CdS flatband potential in the solid-state cell n-CdS/Nafion 117 + redox species/Au was shifted progressively in a cathode directed upon the introduction of FeCp2, FeCp2 + Ru(bpy)3(2+) into the SPE. This cathodic shift was consistent with that for the oxidation potentials seen for Ru(bpy)3(2+) (E1/2 = 1.25V vs SCE) and FeCp2 (0.285V vs SCE) in acetonitrile. Such perturbations of semiconductor properties can be expected to form the basis of a detector technology when the semiconductor/SPE junction is exposed to selected chemical species.
