    Between 1980 and 2000, China's energy efficiency policiesresulted in a decoupling of the traditionally linked relationship betweenenergy use and gross domestic product (GDP) growth, realizing a four-foldincrease in GDP with only a doubling of energy use. However, during Chinas transition to a market-based economy in the 1990s, many of thecountry's energy efficiency programs were dismantled and between 2001 and2005 China's energy use increased significantly, growing at about thesame rate as GDP. Continuation of this one-to-one ratio of energyconsumption to GDP given China's stated goal of again quadrupling GDPbetween 2000 and 2020 will lead to significant demand for energy, most ofwhich is coal-based. The resulting local, national, and globalenvironmental impacts could be substantial.In 2005, realizing thesignificance of this situation, the Chinese government announced anambitious goal of reducing energy consumption per unit of GDP by 20percent between 2005 and 2010. One of the key initiatives for realizingthis goal is the Top-1000 Energy-Consuming Enterprises program. Thecomprehensive energy consumption of these 1000 enterprises accounted for33 percent of national and 47 percent of industrial energy usage in 2004.Under the Top-1000 program, 2010 energy consumption targets wereannounced for each enterprise. Activities to be undertaken includebenchmarking, energy audits, development of energy saving action plans,information and training workshops, and annual reporting of energyconsumption. This paper will describe the program in detail, includingthe types of enterprises included and the program activities, and willprovide an analysis of the progress and lessons learned todate.

    In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

    This case study looks at the results of a DOE energy assessment at U.S. Steel’s Minntac plant in Mt. Iron, Minnesota, to analyze the efficiency of the plant’s process heating systems and determine energy savings opportunities. The assessment confirmed the energy savings from recently installed burners and determined the potential savings from retrofitting the kilns in the plant's other process lines with such burner systems. The new burners are yielding annual cost and energy savings of $760,000 and 95,000 MMBtu respectively. Additionally, the plant saves $30,000 in annual maintenance labor costs. With project costs of approximately $1.2 million, the plant achieved a simple payback of 1.5 years.

    We present constraints on the mean matter density, {Omega}{sub m}, dark energy density, {Omega}{sub DE}, and the dark energy equation of state parameter, w, using Chandra measurements of the X-ray gas mass fraction (fgas) in 42 hot (kT > 5keV), X-ray luminous, dynamically relaxed galaxy clusters spanning the redshift range 0.05 < z < 1.1. Using only the fgas data for the 6 lowest redshift clusters at z < 0.15, for which dark energy has a negligible effect on the measurements, we measure {Omega}{sub m}=0.28{+-}0.06 (68% confidence, using standard priors on the Hubble Constant, H{sub 0}, and mean baryon density, {Omega}{sub b}h{sup 2}). Analyzing the data for all 42 clusters, employing only weak priors on H{sub 0} and {Omega}{sub b}h{sup 2}, we obtain a similar result on {Omega}{sub m} and detect the effects of dark energy on the distances to the clusters at {approx}99.99% confidence, with {Omega}{sub DE}=0.86{+-}0.21 for a non-flat LCDM model. The detection of dark energy is comparable in significance to recent SNIa studies and represents strong, independent evidence for cosmic acceleration. Systematic scatter remains undetected in the f{sub gas} data, despite a weighted mean statistical scatter in the distance measurements of only {approx}5%. For a flat cosmology with constant w, we measure {Omega}{sub m}=0.28{+-}0.06 and w=-1.14{+-}0.31. Combining the fgas data with independent constraints from CMB and SNIa studies removes the need for priors on {Omega}{sub b}h{sup 2} and H{sub 0} and leads to tighter constraints: {Omega}{sub m}=0.253{+-}0.021 and w=-0.98{+-}0.07 for the same constant-w model. More general analyses in which we relax the assumption of flatness and/or allow evolution in w remain consistent with the cosmological constant paradigm. Our analysis includes conservative allowances for systematic uncertainties. The small systematic scatter and tight constraints bode well for future dark energy studies using the f{sub gas} method.

Domestic energy sources in the Baltics are limited to oil shale mines in Estonia, small oil deposits in Lithuania, peat, and some very small hydroelectric power plants. A RBMK nuclear power station, similar to Chernobyl, operates at Snieckus in Lithuania, but the reactor fuel is also imported from Russia. However, Lithuania and Estonia are net exporters of electricity despite their reliance on primary fuels imports. The major power stations in these two Republics are the Ignalina Nuclear Power Station and the two thermal power plants at Narva in Estonia which are fueled by oil shale. The only oil refinery in the Baltics is also located in Lithuania, at Mazeikiai. This refinery has the capacity to satisfy the demand for selected refined products of the entire region, including the Kaliningrad oblast, a noncontiguous part of Russia. The Mazeikiai refinery has operated at only forty to sixty percent capacity since 1990 due to halts in crude oil supplies from Russia. The Baltic Republics also import one hundred percent of their coal and natural gas supplies. Russia is the main trading partner for all the Baltic states, accounting for more than half of their trade flow. Mutual trade within the Baltics has been surprisingly low. Other Baltic states contribute less than ten percent to each Republic`s exports or imports, even less than Belarus or Ukraine. Aside from Russia, Ukraine, and Belarus, only Kazakhstan contributes more than two percent to Baltics trade.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    The Regional Energy Deployment System (ReEDS) is a deterministic optimization model of the deployment of electric power generation technologies and transmission infrastructure throughout the contiguous United States into the future. The model, developed by the National Renewable Energy Laboratory's Strategic Energy Analysis Center, is designed to analyze the critical energy issues in the electric sector, especially with respect to potential energy policies, such as clean energy and renewable energy standards or carbon restrictions. ReEDS provides a detailed treatment of electricity-generating and electrical storage technologies and specifically addresses a variety of issues related to renewable energy technologies, including accessibility and cost of transmission, regional quality of renewable resources, seasonal and diurnal generation profiles, variability of wind and solar power, and the influence of variability on the reliability of the electrical grid. ReEDS addresses these issues through a highly discretized regional structure, explicit statistical treatment of the variability in wind and solar output over time, and consideration of ancillary services' requirements and costs.

    More than half of the electricity produced in the southeastern states is fuelled by coal. Although the region produces some coal, most of the states depend heavily on coal imports. Many of the region's aging coal power facilities are planned for retirement within the next 20 years. However, estimates indicate that a 20% increase in capacity is needed over that time to meet the rapidly growing demand. The most common incentives for energy efficiency in the Southeast are loans and rebates; however, total public spending on energy efficiency is limited. The most common state-level policies to support renewable energy development are personal and corporate tax incentives and loans. The region produced 1.8% of the electricity from renewable resources other than conventional hydroelectricity in 2009, half of the national average. There is significant potential for development of a biomass market in the region, as well as use of local wind, solar, methane-to-energy, small hydro, and combined heat and power resources. Options are offered for expanding and strengthening state-level policies such as decoupling, integrated resource planning, building codes, net metering, and interconnection standards to support further clean energy development. Benefits would include energy security, job creation, insurance against price fluctuations, increased value of marginal lands, and local and global environmental paybacks.

    This paper reports on the largest Taiwan single-point mooring (SPM) terminal. Chinese Petroleum Corp. (CPC) last year installed and commissioned Taiwan's SPM terminal. This, the third of four planned SPM terminals, is unloading 100,000-300,000 dwt crude-oil tankers 5 miles offshore Kaohsiung, Taiwan, on the southwest coast of the Republic of China. Construction on the fourth SPM terminal, for unloading naphtha and diesel gas oil from 20,000 -100,000 dwt tankers, began late last year. The third terminal consists of a catenary anchor leg mooring (CALM) system, a 56-in, (1,422 mm) OD crude-oil pipeline and a 16-in. (406 mm) OD fuel-oil pipeline. The subsea pipelines extend from the CALM installed in a water depth of 118 ft to an existing shore tank farm tie-in valve station.

    The report was prepared as part of the Ohio River Basin Energy Study (ORBES), a multidisciplinary policy research program. It describes projected socioeconomic impacts of the ORBES energy futures, defined as scenarios, on the region. The region consists of all of Kentucky, most of West Virginia, and substantial portions of Illinois, Indiana, Ohio, and Pennsylvania. The major impact areas considered are employment impacts of coal-fired power plants and of coal mining; population impacts of coal-fired power plants and coal mining; and public service impacts (e.g., water and sewer systems). The analyses of power plant impacts was aided by use of the ORBES Labor Impact Model (OLIM), which projects total county employment over time by scenario. For coal-mining employment impacts, a set of employment multipliers was developed using existing data to enable county- and regional-level employment changes. The mining employment data also are used in conjunction with other forecasts to look at general migration trends within the study region.

The northwest states include AK, ID, MT, OR, and WA. The key aim/outcome of the Center is to promote and support implementation of clean energy projects. Implemented projects result in a number of benefits including increased energy efficiency, renewable energy development (when using opportunity fuels), reduced carbon emissions, improved facility economics helping to preserve jobs, and reduced criteria pollutants calculated on an output-based emissions basis. Specific objectives performed by the NW CEAC fall within the following five broad promotion and support categories: 1) Center management and planning including database support; 2) Education and Outreach including plan development, website, target market workshops, and education/outreach materials development 3) Identification and provision of screening assessments & feasibility studies as funded by the facility or occasionally further support of Potential High Impact Projects; 4) Project implementation assistance/trouble shooting; and 5) Development of a supportive clean energy policy and initiative/financing framework.

    Using production-cost model (PLEXOS), we simulate the Western Interchange (WECC) at several levels of the yearly renewable energy (RE) generation, between 13% and 40% of the total load for the year. We look at the overall energy exchange between a region and the rest of the system (net interchange, NI), and find it useful to examine separately (i) (time-)variable and (ii) year-average components of the NI. Both contribute to inter-regional energy exchange, and are affected by wind and PV generation in the system. We find that net load variability (in relatively large portions of WECC) is the leading factor affecting the variable component of inter-regional energy exchange, and the effect is quantifiable: higher regional net load correlation with the rest of the WECC lowers net interchange variability. Further, as the power mix significantly varies between WECC regions, effects of ‘flexibility import’ (regions ‘borrow’ ramping capability) are also observed.

    Using a recently proposed nonlinear force-free method designed for single-vector magnetograms of solar active regions, we calculate the instantaneous free magnetic energy and relative magnetic helicity budgets in 162 vector magnetograms corresponding to 42 different active regions. We find a statistically robust, monotonic correlation between the free magnetic energy and the relative magnetic helicity in the studied regions. This correlation implies that magnetic helicity, in addition to free magnetic energy, may be an essential ingredient for major solar eruptions. Eruptive active regions appear well segregated from non-eruptive ones in both free energy and relative helicity with major (at least M-class) flares occurring in active regions with free energy and relative helicity exceeding 4 Multiplication-Sign 10{sup 31} erg and 2 Multiplication-Sign 10{sup 42} Mx{sup 2}, respectively. The helicity threshold agrees well with estimates of the helicity contents of typical coronal mass ejections.

    The village of Elim, Alaska is 96 miles west of Nome, on the Seward Peninsula. The Darby Mountains north of the village are rich with hydrothermal systems associated with the Darby granitic pluton(s). In addition to the hot springs that have been recorded and studied over the last 100 years, additional hot springs exist. They are known through a rich oral history of the region, though they are not labeled on geothermal maps. This research primarily focused on Kwiniuk Hot Springs, Clear Creek Hot Springs and Molly’s Hot Springs. The highest recorded surface temperatures of these resources exist at Clear Creek Hot Springs (67°C). Repeated water sampling of the resources shows that maximum temperatures at all of the systems are below boiling.

  9. Relationship of regional water quality to aquifer thermal energy storage

    Ground-water quality and associated geologic characteristics may affect the feasibility of aquifer thermal energy storage (ATES) system development in any hydrologic region. This study sought to determine the relationship between ground-water quality parameters and the regional potential for ATES system development. Information was collected from available literature to identify chemical and physical mechanisms that could adversely affect an ATES system. Appropriate beneficiation techniques to counter these potential geochemical and lithologic problems were also identified through the literature search. Regional hydrology summaries and other sources were used in reviewing aquifers of 19 drainage regions in the US to determine generic geochemical characteristics for analysis. Numerical modeling techniques were used to perform geochemical analyses of water quality from 67 selected aquifers. Candidate water resources regions were then identified for exploration and development of ATES. This study identified six principal mechanisms by which ATES reservoir permeability may be impaired: (1) particulate plugging, (2) chemical precipitation, (3) liquid-solid reactions, (4) formation disaggregation, (5) oxidation reactions, and (6) biological activity. Specific proven countermeasures to reduce or eliminate these effects were found. Of the hydrologic regions reviewed, 10 were identified as having the characteristics necessary for ATES development: (1) Mid-Atlantic, (2) South-Atlantic Gulf, (3) Ohio, (4) Upper Mississippi, (5) Lower Mississippi, (6) Souris-Red-Rainy, (7) Missouri Basin, (8) Arkansas-White-Red, (9) Texas-Gulf, and (10) California.

    The U.S. Department of Energy Pacific Region Clean Energy Application Center (PCEAC) was formed in 2009 by the U.S. Department of Energy (DOE) and the California Energy Commission to provide education, outreach, and technical support to promote clean energy -- combined heat and power (CHP), district energy, and waste energy recovery (WHP) -- development in the Pacific Region. The region includes California, Nevada, Hawaii, and the Pacific territories. The PCEAC was operated as one of nine regional clean energy application centers, originally established in 2003/2004 as Regional Application Centers for combined heat and power (CHP). Under the Energy Independence and Security Act of 2007, these centers received an expanded charter to also promote district energy and waste energy recovery, where economically and environmentally advantageous. The centers are working in a coordinated fashion to provide objective information on clean energy system technical and economic performance, direct technical assistance for clean energy projects and additional outreach activities to end users, policy, utility, and industry stakeholders. A key goal of the CEACs is to assist the U.S. in achieving the DOE goal to ramp up the implementation of CHP to account for 20% of U.S. generating capacity by 2030, which is estimated at a requirement for an additional 241 GW of installed clean technologies. Additional goals include meeting the Obama Administration goal of 40 GW of new CHP by 2020, key statewide goals such as renewable portfolio standards (RPS) in each state, California’s greenhouse gas emission reduction goals under AB32, and Governor Brown’s “Clean Energy Jobs Plan” goal of 6.5 GW of additional CHP over the next twenty years.
