    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme. Its expanded mission is to provide high quality information on renewable energy resources for countries and regions around the world, along with the tools needed to apply these data in ways that facilitate renewable energy policies and investments.[from the SWERA Guide at http://swera.unep.net/index.php?id=sweraguide_chp1] DOE and, in particular, the National Renewable Energy Laboratory, has been a functioning partner from the beginning. NREL was part of the original technical team involved in mapping, database, and GIS activities.     Background, Aim and Scope. In 2005 a comprehensive comparison of LCIA toxicity characterisation models was initiated by the UNEP-SETAC Life Cycle Initiative, directly involving the model developers of CalTOX, IMPACT 2002, USES-LCA, BETR, EDIP, WATSON, and EcoSense. In this paper we describe this model-comparison process and its results--in particular the scientific consensus model developed by the model developers. The main objectives of this effort were (i) to identify specific sources of differences between the models' results and structure, (ii) to detect the indispensable model components, and (iii) to build a scientific consensus model from them, representing recommended practice. Methods. A chemical test set of 45 organics covering a wide range of property combinations was selected for this purpose. All models used this set. In three workshops, the model comparison participants identified key fate, exposure and effect issues via comparison of the final characterisation factors and selected intermediate outputs for fate, human exposure and toxic effects for the test set applied to all models. Results. Through this process, we were able to reduce inter-model variation from an initial range of up to 13 orders of magnitude down to no more than 2 orders of magnitude for any substance. This led to the development of USEtox, a scientific consensus model that contains only the most influential model elements. These were, for example, process formulations accounting for intermittent rain, defining a closed or open system environment, or nesting an urban box in a continental box. Discussion. The precision of the new characterisation factors (CFs) is within a factor of 100-1000 for human health and 10-100 for freshwater ecotoxicity of all other models compared to 12 orders of magnitude variation between the CFs of each model respectively. The achieved reduction of inter-model variability by up to 11 orders of magnitude is a significant improvement.Conclusions. USEtox provides a parsimonious and transparent tool for human health and ecosystem CF estimates. Based on a referenced database, it has now been used to calculate CFs for several thousand substances and forms the basis of the recommendations from UNEP-SETAC's Life Cycle Initiative regarding characterization of toxic impacts in Life Cycle Assessment. Recommendations and Perspectives. We provide both recommended and interim (not recommended and to be used with caution) characterisation factors for human health and freshwater ecotoxicity impacts. After a process of consensus building among stakeholders on a broad scale as well as several improvements regarding a wider and easier applicability of the model, USEtox will become available to practitioners for the calculation of further CFs.

    Energy problems faced by developing countries are explored and opportunities for saving energy and for using fuels other than petroleum in the modern sector are assessed. Specific resources assessed include oil and gas, coal, hydropower, and traditional fuels. Trends in commercial energy consumption by the developing countries are assessed and the domestic fuel resources of these countries are examined. Patterns of commercial energy use in several LDCs including Sri Lanka, Haiti, India, Kenya, Egypt, the Phillippines, the Republic of Korea, and Brazil are examined. Sri Lanka and Haiti are the subjects for case studies reported in the appendixes. Opportunities for conservation in the modern sector, which include most industrial activities, transportation, and electric power generation as well as some agricultural activities and large residential and commercial buildings, are discussed. The concluding section explores policies which might be initiated by LDC governments to encourage energy conservation. (MCW)

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    Owing to Oman's geographic position and long coastal line, the coastal areas of Oman are particularly vulnerable to oil pollution from normal tanker operations, illegal discharges, and accidental spills as well as local sources of oil input. UNEP carried out a survey on the coasts of Oman to determine the major sources of oil pollution and concluded that the major shoreline pollution problems in Oman arose from operational discharges of oil from passing vessels traffic. The oil, because of the high sea and air temperatures in the area, was subjected to relatively high rates of evaporation and photo-oxidation and tended to arrive at the coast as heavy petroleum particulate residues (tar balls). The aim of the present study was to measure the loads of tar balls in Omani coastal areas and to identify the source of oil pollutants on beaches.

    Argues that without considering data for igneous carbon (carbonatites) or for ultrahigh metamorphic calcareous gneisses such as are found in the Grenville province of North America, the conclusion that the source of carbon for vein graphite is magmatic or carbonate carbon is not justified. Points out that marbles and calc-silicate gneisses occur with the graphite-bearing granulite facies rocks in Sri Lanka. Calcite may also be seen in the veins with the graphite. Concludes that whether the graphite in epigenetic veins in high grade schists and gneisses has variable carbon isotope ratios depends on whether it was derived from organic material in carbonate or noncarbonate metasediments.

This approach was the basis of the Brookhaven Reference Energy System. It provided a framework for summing total effects over an explicitly defined fuel cycle. This concept was computerized and coupled with an extensive data base in ESNS -- the Energy Systems Network Simulator. As an example, ESNS was the analytical basis for a comparison of health and environmental effects of several coal conversion technologies. With advances in computer systems and methods, however, ESNS has not been maintained at Brookhaven. The RES approach was one of the bases of the OECD COMPASS Project and the UNEP comparative assessment of environmental impacts of energy sources. An RES model alone has limitations in analyzing complex energy systems, e.g., it is difficult to handle feedback in the network. The most recent version of a series of optimization models is MARKAL, a dynamic linear programming model now used to assess strategies to reduce greenhouse gas emissions from the energy system. MARKAL creates an optimal set of reference energy systems over multiple time periods, automatically incorporating dynamic feedback and allowing fuel switching and end-use conservation to meet useful energy demands.

    The United Nations Environment Program (UNEP)/SETAC Life Cycle Initiative aims at putting life cycle thinking into practice and at improving the supporting tools for this process through better data and indicators. The initiative has thus launched three programs with associated working groups (see http://www.uneptie.org/pc/sustain/lcinitiative/). The Task Force on Toxic Impacts was established under the Life Cycle Impact Assessment (LCIA) program to establish recommended practice and guidance for use in human toxicity, ecosystem toxicity, and related categories with direct effects on human health and ecosystem health. The workshop consisted of three elements. (A) presentations summarizing (1) the goals of the LCIA Task Force (2) historical approaches to exposure and toxic impacts in LCIA (3) current alternative proposals for addressing human health impacts.     Neglecting health effects from indoor pollutant emissions and exposure, as currently done in Life Cycle Assessment (LCA), may result in product or process optimizations at the expense of workers? or consumers? health. To close this gap, methods for considering indoor exposure to chemicals are needed to complement the methods for outdoor human exposure assessment already in use. This paper summarizes the work of an international expert group on the integration of human indoor and outdoor exposure in LCA, within the UNEP/SETAC Life Cycle Initiative. A new methodological framework is proposed for a general procedure to include human-health effects from indoor exposure in LCA. Exposure models from occupational hygiene and household indoor air quality studies and practices are critically reviewed and recommendations are provided on the appropriateness of various model alternatives in the context of LCA. A single-compartment box model is recommended for use as a default in LCA, enabling one to screen occupational and household exposures consistent with the existing models to assess outdoor emission in a multimedia environment. An initial set of model parameter values was collected. The comparison between indoor and outdoor human exposure per unit of emission shows that for many pollutants, intake per unit of indoor emission may be several orders of magnitude higher than for outdoor emissions. It is concluded that indoor exposure should be routinely addressed within LCA.

    In 1989, a study of farmers' tree breeding objectives was carried out in 31 villages in 7 countries of Asia. These conference proceedings contain discussion of the study's findings and its methodology and recommendations for follow-up activities. The primary aim of the study was to describe 'ideotypes' (plant models designed to yield products of greater quality and quantity than a conventional cultivar or wild plant) of multipurpose trees desired by farmer respondents. The study's main conclusion is that farmers' tree-breeding objectives can be elicited by the methodology used, and factors related to local situations. Recommended follow-up activities include: (1) consultation which extends beyond farmers to include other interest groups within the community; and (2) a small-scale study of processes by which farmers improve trees, with consideration of a larger scale study if warranted. Individual reports discuss tree breeding in Thailand, Sri Lanka, Indonesia, the Philippines, and Nepal.

    A worldwide study of markets for U.S. equipment and systems for the production of energy from rice husks was conducted in 1995-96 by a team based at the Louisiana State University (LSU) Agricultural Center in Baton Rouge, Louisiana. The project was carried out in cooperation with Agrilectric Power Inc. and Riceland Foods, Inc., and funded by the U.S. Department of Energy through the National Renewable Energy Laboratory. The study included: (a) a global overview of the rice industry, rice husk availability and utilization, and husk-to-energy technologies, and (b) case studies of husk utilization and potential markets for husk-to-energy systems and equipment in five countries - the United States, Italy, China, Thailand, and Sri Lanka. The case studies in Italy, China, and Thailand were based in each case on a field trip to the country by a member of the project team. The study covered the following husk-to-energy technologies: furnace and boiler systems, steam engine systems, steam turbine systems, and gasifier/engine systems.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    As an ongoing part of the collaborative efforts between the Cooperative Monitoring Center (CMC) at Sandia National Laboratories, the United States Arms Control and Disarmament Agency (ACDA), and U.S. Department of Energy (DOE), staff from the CMC served as faculty in conducting a workshop in Shanghai, China. Sponsor of the workshop was the Regional Centre for Strategic Studies (RCSS) based in Colombo, Sri Lanka. The workshop included participants from throughout South Asia and China. The CMC presented four sessions related to the role of monitoring technologies in promoting regional security and building confidence among nations. Participation in these workshops supports U.S. efforts to further regional cooperation and promote arms control, nonproliferation and other cooperative securily measures and supplements efforts funded by DOE and ACDA over the past four years. The RCSS Shanghai meeting permitted a continued CMC involvement in regionally conducted training for anew generation of leaders in government, the military, and academia throughout South Asia and China. Nuclear issues are clearly a dominant South Asian concern since the nuclear tests of May 1998. However, there remains a strong interest in identifying opportunities for increased trade and reduced tensions in other areas. The RCSS and other regional organizations are enthusiastic about continued CMC involvement in future regional courses.

    Forests in the developing world are in crisis. Nowhere is this more acute than in Asia: though one-third of the land mass is covered with forests, this ratio is shrinking rapidly at the rate of 2 million hectares per year. By current trends, half of the original 725 million hectares will disappear by the year 2000. The dramatic declines will occur in India, Nepal, Philippines, Sri Lanka and Thailand. Some of the economic costs of deforestation are obvious. Timber export has long been an important income earner (eg, it is a second major export after oil earning $4.2 billion in 1991 for Indonesia and $3.8 billion in 1992 for Malaysia). Some of the losses from deforestation are of concern to the world community. China, India, Indonesia, and Malaysia are among the 12 'mega-diversity' countries in which half of the earth's plant and animal species are to be found.     The cessation of hostilities between India and Pakistan is an immediate need and of global concern, as these countries have tested nuclear devices, and have the capability to deploy nuclear weapons and long-range ballistic missiles. Cooperative monitoring projects among neighboring countries in South Asia could build regional confidence, and, through gradual improvements in relations, reduce the threat of war and the proliferation of weapons of mass destruction. This paper discusses monitoring the trans-border movement of flow and sediment in the Indian and Pakistani coastal areas. Through such a project, India and Pakistan could initiate greater cooperation, and engender movement towards the resolution of the Sir Creek territorial dispute in their coastal region. The Joint Working Groups dialogue being conducted by India and Pakistan provides a mechanism for promoting such a project. The proposed project also falls within a regional framework of cooperation agreed to by several South Asian countries. This framework has been codified in the South Asian Seas Action Plan, developed by Bangladesh, India, Maldives, Pakistan and Sri Lanka. This framework provides a useful starting point for Indian and Pakistani cooperative monitoring in their trans-border coastal area. The project discussed in this paper involves computer modeling, the placement of in situ sensors for remote data acquisition, and the development of joint reports. Preliminary computer modeling studies are presented in the paper. These results illustrate the cross-flow connections between Indian and Pakistani coastal regions and strengthen the argument for cooperation. Technologies and actions similar to those suggested for the coastal project are likely to be applied in future arms control and treaty verification agreements. The project, therefore, serves as a demonstration of cooperative monitoring technologies. The project will also increase people-to-people contacts among Indian and Pakistani policy makers and scientists. In the perceptions of the general public, the project will crystallize the idea that the two countries share ecosystems and natural resources, and have a vested interest in increased collaboration.

    Petroleum activity throughout the Far East region was on the upswing during 1980. In spite of increased interest in many parts of the Far East, no major new discoveries were reported. From India to Indonesia, old fields are being rehabilitated and previously uneconomic areas are being looked at again. Indonesia set a new record in 1980 for the number of exploratory wells drilled. Peninsular Malaysia set a record for oil production. Overall, however, 1980 was a banner year for petroleum exploration in the Far East. Sri Lanka saw its first foreign contractor interest in several years. India made major moves toward increasing exploration by offering offshore and onshore blocks to foreign contractors . Bangladesh and even Burma signed exploitation contracts with Japanese investors in order to increase production. Malaysia offered new acreage blocks for the first time in several years. Indonesia and the Philippines also actively encouraged exploration by offering new contract areas. One country in the Far East that did not participate in the 1980 oil boom was China. Taiwan also carried on, as in previous years with the Chinese Petroleum Corporation as the only operator. Japanese and South Korean activities were at approximately the same level as in previous years, although drilling did start in the joint development zone. Total production of the Far East reporting region declined slightly. One significant aspect of 1980 petroleum activities throughout the Far East region is the growing acceptance by various Far East countries of Asian investment for developing and exploring for hydrocarbons. Japan is the major investor, but South Korean interests and the Chinese Petroleum Corporation also began to invest in petroleum rights in other Asian countries.     Although the emergence of markets for high efficiency off-grid lighting technologies holds promise, realizing the potential of this opportunity on a long-term, sustainable basis requires careful attention to issues of product quality, consumer protection, and the potential for significant 'market spoiling', in anticipation of increases of sales of low cost, low performance off-grid lighting products. The goal of the Lighting Africa quality assurance workshop was to articulate strategies to mitigate the dangers of market spoiling and to explore ways to protect consumers from misleading advertising for sales of inferior, off-grid lighting products in the context of Lighting Africa's overarching objective to support the industry in developing a robust off-grid lighting market in Africa. The workshop resulted in the identification of two strategic approaches for meeting Lighting Africa quality assurance programmatic needs. The first strategy is intended to meet a short-term programmatic need for quality associated with requests for lighting products by bulk procurement agents, such as in a World Bank-financed project. The development of procurement specifications and test procedures that could be used in a quality/usability screening method in order to provide guidance for forthcoming large volume purchases emerged as the best solution to meet this need. Such approaches are used in World Bank-financed solar home systems (SHSs) projects in Bangladesh, Sri Lanka, and China, among others. However, unlike the SHSs which have multiple balance-of-system (BOS) components warranting the need for an array of specifications for individual components, stand alone lighting systems require specifications that are amenable to individual light points. To test this approach, Lighting Africa elected to use the technical specifications issued by the Photovoltaic Global Approval Program for solar lanterns that use CFL bulbs (PVRS11A) as the basis of qualifying such products. A contract has been competitively awarded to the Global Approval Program for Photovoltaics (PV GAP) under the Lighting Africa Program to select and test ten solar lantern product models. Lantern selection will be determined based on a number of criteria, among them, the ability to provide a daily duty cycle of at least 3 hours of light, the number of days of autonomy of battery, the volume of sales (especially in Africa), and whether or not the manufacturing facility is ISO 9000 certified. Those that are confirmed as meeting the specifications may be eligible to receive a PVGAP quality seal. The work is being carried out in partnership with the Photovoltaic and Wind Quality Test Center in Beijing, China and TUV Rhineland in Koeln, Germany. As off-grid LED-based stand-alone lighting products is in a nascent stage of development compared to CFL-based lanterns, Lighting Africa will support the development of a 'Quality Screening' approach to selecting LED lighting, in order not to delay consumers benefiting from such advances. The screening methodology could be used by procurement agencies to qualify LED lighting products for bulk or programmatic procurements. The main elements of this work comprises of developing a procurement specification and test procedure for undertaking a 'quick' quality/usability screening to be used for procuring LED lights and to test up to 30 LED-based lights to screen products that meet the requirement. The second strategy is intended to meet a longer-term need associated with creating a self-sustaining product quality assurance program that will effectively protect the African consumer, prevent significant market spoiling, adapt with expected technological advancements over the long-term--in other words, give consumers the ability to detect quality products and the information needed to find products that meet their specific needs from among the myriad of lighting products that become available commercially.     The South Asian Regional Initiative for Energy (SARI/Energy) calls for a series of activities to promote Energy Efficiency Standards and Labeling (EES&L) of end use appliances in the region. In pursuit of this goal, the project supports several seminars and meetings that bring together policymakers and stakeholders from throughout the region. The purpose of these gatherings is to encourage a dialogue among participants as to the benefits and barriers associated with EES&L programs. In addition, it is the role of the program organizers to provide participants with the technical details necessary to make progress towards effective efficiency programs. One component of the initiative is to encourage the harmonization (alignment) of existing program components, and the pursuit of new programs coordinated at the regional level. In support of this goal, the report provides information aimed at motivating and enabling cooperative activities which will provide concrete benefits to programs in each country, whether well developed, or still in the initial planning stage. It should be emphasized that the underlying objective of the harmonization component of the SARI/Energy project is to increase the potential for success of EES&L programs of all countries involved, and to reduce burdens on manufacturers, exporters and importers in each country. Harmonization ''for it's own sake'' is not desirable, nor is it suggested that policymakers should bring their programs in line with international norms if doing so would present a disadvantage to their own efficiency programs, or to commercial interests within their country. If there is no such disadvantage, however, the program encourages alignment of policies and provides a forum at which this alignment can be pursued. The report covers several main topics, with varying emphasis. First, a general discussion of the motivation for an explicit policy of regional harmonization is given. Next, the current status of existing programs in the region are discussed in some detail. The section that follows covers the harmonization of efficiency test procedures. Special attention is given to this component of an EES&L program because it is the most critical element in terms of harmonization--having incompatible test procedures between trade partners can greatly impact the effectiveness of a program, and it can also unduly impact trade. Currently, policymakers in India and Sri Lanka are collaborating with the goal of aligning refrigerator test procedures used in their respective programs. For this reason, the section on test procedures of refrigerators goes into a significant amount of technical detail, in order to provide the clearest possible articulation of issues to be resolved in bringing the procedures into alignment. Following the discussion of test procedures, the report contains a section each on harmonization of efficiency rating levels, development of label designs, and enforcement issues. The report is organized such that the sections covering current programs and test procedures are subdivided by target appliance. These sections are further divided by country, where applicable. Each section is concluded with recommendations.

A geographic information system (GIS) was used to incorporate spatial databases of climatic, edaphic, and geomorphological indices and vegetation to estimate potential (i.e., in the absence of human intervention and natural disturbance) carbon densities of forests. The resulting map was then modified to estimate actual 1980 carbon density as a function of population density and climatic zone. The database covers the following 13 countries: Bangladesh, Brunei, Cambodia (Campuchea), India, Indonesia, Laos, Malaysia, Myanmar (Burma), Nepal, the Philippines, Sri Lanka, Thailand, and Vietnam. The data sets within this database are provided in three file formats: ARC/INFOTM exported integer grids, ASCII (American Standard Code for Information Interchange) files formatted for raster-based GIS software packages, and generic ASCII files with x, y coordinates for use with non-GIS software packages. This database includes ten ARC/INFO exported integer grid files (five with the pixel size 3.75 km x 3.75 km and five with the pixel size 0.25 degree longitude x 0.25 degree latitude) and 27 ASCII files. The first ASCII file contains the documentation associated with this database. Twenty-four of the ASCII files were generated by means of the ARC/INFO GRIDASCII command and can be used by most raster-based GIS software packages. The 24 files can be subdivided into two groups of 12 files each. These files contain real data values representing actual carbon and potential carbon density in Mg C/ha (1 megagram = 10{sup 6} grams) and integer-coded values for country name, Weck's Climatic Index, ecofloristic zone, elevation, forest or non-forest designation, population density, mean annual precipitation, slope, soil texture, and vegetation classification. One set of 12 files contains these data at a spatial resolution of 3.75 km, whereas the other set of 12 files has a spatial resolution of 0.25 degree. The remaining two ASCII data files combine all of the data from the 24 ASCII data files into 2 single generic data files. The first file has a spatial resolution of 3.75 km, and the second has a resolution of 0.25 degree. Both files also provide a grid-cell identification number and the longitude and latitude of the center-point of each grid cell.
