Estimation of English and non-English Language Use on the WWW

The World Wide Web has grown so big, in such an anarchic fashion, that it is difficult to describe. One of the evident intrinsic characteristics of the World Wide Web is its multilinguality. Here, we present a technique for estimating the size of a language-specific corpus given the frequency of commonly occurring words in the corpus. We apply this technique to estimating the number of words available through Web browsers for given languages. Comparing data from 1996 to data from 1999 and 2000, we calculate the growth of a number of European languages on the Web. As expected, non-English languages are growing at a faster pace than English, though the position of English is still dominant.

The potential for distributed generation in Japanese prototype buildings: A DER-CAM analysis of policy, tariff design, building energy use, and technology development (English Version)

The August 2003 blackout of the northeastern U.S. and CANADA caused great economic losses and inconvenience to New York City and other affected areas. The blackout was a warning to the rest of the world that the ability of conventional power systems to meet growing electricity demand is questionable. Failure of large power systems can lead to serious emergencies. Introduction of on-site generation, renewable energy such as solar and wind power and the effective utilization of exhaust heat is needed, to meet the growing energy demands of the residential and commercial sectors. Additional benefit can be achieved by integrating these distributed technologies into distributed energy resource (DER) systems. This work demonstrates a method for choosing and designing economically optimal DER systems. An additional purpose of this research is to establish a database of energy tariffs, DER technology cost and performance characteristics, and building energy consumption for Japan. This research builds on prior DER studies at the Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) and with their associates in the Consortium for Electric Reliability Technology Solutions (CERTS) and operation, including the development of the microgrid concept, and the DER selection optimization program, the Distributed Energy Resources Customer Adoption Model (DER-CAM). DER-CAM is a tool designed to find the optimal combination of installed equipment and an idealized operating schedule to minimize a site's energy bills, given performance and cost data on available DER technologies, utility tariffs, and site electrical and thermal loads over a test period, usually an historic year. Since hourly electric and thermal energy data are rarely available, they are typically developed by building simulation for each of six end use loads used to model the building: electric-only loads, space heating, space cooling, refrigeration, water heating, and natural-gas-only loads. DER-CAM provides a global optimization, albeit idealized, that shows how the necessary useful energy loads can be provided for at minimum cost by selection and operation of on-site generation, heat recovery, cooling, and efficiency improvements. This study examines five prototype commercial buildings and uses DER-CAM to select the economically optimal DER system for each. The five building types are office, hospital, hotel, retail, and sports facility. Each building type was considered for both 5,000 and 10,000 square meter floor sizes. The energy consumption of these building types is based on building energy simulation and published literature. Based on the optimization results, energy conservation and the emissions reduction were also evaluated. Furthermore, a comparison study between Japan and the U.S. has been conducted covering the policy, technology and the utility tariffs effects on DER systems installations. This study begins with an examination of existing DER research. Building energy loads were then generated through simulation (DOE-2) and scaled to match available load data in the literature. Energy tariffs in Japan and the U.S. were then compared: electricity prices did not differ significantly, while commercial gas prices in Japan are much higher than in the U.S. For smaller DER systems, the installation costs in Japan are more than twice those in the U.S., but this difference becomes smaller with larger systems. In Japan, DER systems are eligible for a 1/3 rebate of installation costs, while subsidies in the U.S. vary significantly by region and application. For 10,000 m{sup 2} buildings, significant decreases in fuel consumption, carbon emissions, and energy costs were seen in the economically optimal results. This was most noticeable in the sports facility, followed the hospital and hotel. This research demonstrates that office buildings can benefit from CHP, in contrast to popular opinion. The Linguistic Norms of Hong Kong English in Computer-mediated Communication

Hong Kong is widely known as a bilingual city. In addition to the locally spoken Cantonese, the vast majority of Hong Kong Chinese people are also able to speak English, the ex-colonial and the international language which has played an important role in the community since the colony was founded. This linguistic situation has given rise to a local variety of English. Recognising the distinct form and function of this variety, scholars (e.g. Bolton 2002, Joseph 2004: 132-161) have argued that the linguistic features in the English spoken by Hong Kong people should be identified as Hong Kong English (HKE)....Observing that certain Hong Kong English features specific to computer-mediated communication (CMC) have been developed through communication among bilingual Hong Kong Chinese on the internet, I believe that Hong Kong English in CMC should be seen... of Hong Kong English, and its linguistic features are analysed. Then, the nature of computer-mediated communication is explored. I look at how this context has affected the use of language in general, and HKE specifically. The distinctive HKE features...In order to argue that CHKE is a variety of its own, I look at how various scholars define ‘variety’ and similar notions such as ‘language’, ‘dialect’, ‘sociolect’, and ‘register’. Seeing that the concept of norms is essential in determining whether a variety is ‘systematically different’, I explore the nature of social norms and linguistic norms. A model of norms is proposed, identifying three kinds of linguistic norms: formal norms, contextual norms and identity norms....I present the results of a survey I conducted that aims to elicit Hong Kong people’s attitudes towards CHKE. Analysis of the data obtained from the survey shows that linguistic norms of CHKE have emerged. Not only is CHKE recognised by its users as a distinct variety, this variety also has an identity marking function that is not seen in other forms of written HKE....

In this paper, we explore the role of data science in the public policy lifecycle. We posit policy documents (bills, acts, regulations and directives) as forms of social objects and present a methodology to understand interactions between prior context in professional and personal social networks to a given public policy document release. We employ natural language processing tools along with recent advances in semantic reasoning to formulate document-level proximity metrics which we use to predict the relevance (and impact) of the policy artifacts. Human languages employ constructions that tacitly assume specific properties of the limited range of phenomena they evolved to describe. These assumed properties are true features of that limited context, but may not be general or precise properties of all the physical situations allowed by fundamental physics. In brief, human languages contain `excess baggage' that must be qualified, discarded, or otherwise reformed to give a clear account in the context of fundamental physics of even the everyday phenomena that the languages evolved to describe. The surest route to clarity is to express the constructions of human languages in the language of fundamental physical theory, not the other way around. These ideas are illustrated by an analysis of the verb `to happen' and the word `reality' in special relativity and the modern quantum mechanics of closed systems.

Language universals have been longly attributed to an innate Universal Grammar. An alternative explanation states that linguistic universals emerged independently in every language in response to shared cognitive, though non language-specific, biases. A computational model has recently shown how this could be the case, focusing on the paradigmatic example of the universal properties of color naming patterns, and producing results in accurate agreement with the experimental data. Here we investigate thoroughly the role of a cognitive bias in the framework of this model. We study how, and to what extent, the structure of the bias can influence the corresponding linguistic universal patterns. We show also that the cultural history of a group of speakers introduces population-specific constraints that act against the uniforming pressure of the cognitive bias, and we clarify the interplay between these two forces. Several states are pursuing policies to foster renewable energy as part of efforts to restructure state electric power markets. The primary policies that states are pursuing for renewables are system benefits charges (SBCs) and renewable portfolio standards (RPSs). However, the eligibility of biomass under state RPS and SBC policies is in question in some states. Eligibility restrictions may make it difficult for biomass power companies to access these policies. Moreover, legislative language governing the eligibility of biomass power is sometimes vague and difficult to interpret. This paper provides an overview of state RPS and SBC policies and focuses on the eligibility of biomass power. For this paper, the authors define biomass power as using wood and agricultural residues and landfill methane, but not waste-to-energy, to produce energy.

This chapter briefly revisits the constraints and opportunities of mitigation and adaptation, and highlights and the multiple linkages, synergies and trade-offs between mitigation, adaptation and urban development. The chapter then presents future policy directions, focusing on local, national and international principles and policies for supporting and enhancing urban responses to climate change. In summary, policy directions for linking climate change responses with urban development offer abundant opportunities; but they call for new philosophies about how to think about the future and how to connect different roles of different levels of government and different parts of the urban community. In many cases, this implies changes in how urban areas operate - fostering closer coordination between local governments and local economic institutions, and building new connections between central power structures and parts of the population who have often been kept outside of the circle of consultation and discourse. The difficulties involved in changing deeply set patterns of interaction and decision-making in urban areas should not be underestimated. Because it is so difficult, successful experiences need to be identified, described and widely publicized as models for others. However, where this challenge is met, it is likely not only to increase opportunities and reduce threats to urban development in profoundly important ways, but to make the urban area a more effective socio-political entity, in general - a better city in how it works day to day and how it solves a myriad of problems as they emerge - far beyond climate change connections alone. It is in this sense that climate change responses can be catalysts for socially inclusive, economically productive and environmentally friendly urban development, helping to pioneer new patterns of stakeholder communication and participation.

This report presents a discussion of directory-enabled policy-based networking with an emphasis on its role as the foundation for securely scalable enterprise networks. A directory service provides the object-oriented logical environment for interactive cyber-policy implementation. Cyber-policy implementation includes security, network management, operational process and quality of service policies. The leading network-technology vendors have invested in these technologies for secure universal connectivity that transverses Internet, extranet and intranet boundaries. Industry standards are established that provide the fundamental guidelines for directory deployment scalable to global networks. The integration of policy-based networking with directory-service technologies provides for intelligent management of the enterprise network environment as an end-to-end system of related clients, services and resources. This architecture allows logical policies to protect data, manage security and provision critical network services permitting a proactive defense-in-depth cyber-security posture. Enterprise networking imposes the consideration of supporting multiple computing platforms, sites and business-operation models. An industry-standards based approach combined with principled systems engineering in the deployment of these technologies allows these issues to be successfully addressed. This discussion is focused on a directory-based policy architecture for the heterogeneous enterprise network-computing environment and does not propose specific vendor solutions. This document is written to present practical design methodology and provide an understanding of the risks, complexities and most important, the benefits of directory-enabled policy-based networking.
