This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

Final Technical Report: Residential Fuel Cell Demonstration by the Delaware County Electric Cooperative, Inc.

This demonstration project contributes to the knowledge base in the area of fuel cells in stationary applications, propane fuel cells, edge-of-grid applications for fuel cells, and energy storage in combination with fuel cells. The project demonstrated that it is technically feasible to meet the whole-house electrical energy needs of a typical upstate New York residence with a 5-kW fuel cell in combination with in-home energy storage without any major modifications to the residence or modifications to the consumption patterns of the residents of the home. The use of a fuel cell at constant output power through a 120-Volt inverter leads to system performance issues including: relatively poor power quality as quantified by the IEEE-defined short term flicker parameter relatively low overall system efficiency Each of these issues is discussed in detail in the text of this report. The fuel cell performed well over the 1-year demonstration period in terms of availability and efficiency of conversion from chemical energy (propane) to electrical energy at the fuel cell output terminals. Another strength of fuel cell performance in the demonstration was the low requirements for maintenance and repair on the fuel cell. The project uncovered a new and important installation consideration for propane fuel cells. Alcohol added to new propane storage tanks is preferentially absorbed on the surface of some fuel cell reformer desulfurization filters. The experience on this project indicates that special attention must be paid to the volume and composition of propane tank additives. Size, composition, and replacement schedules for the de-sulfurization filter bed should be adjusted to account for propane tank additives to avoid sulfur poisoning of fuel cell stacks. Despite good overall technical performance of the fuel cell and the whole energy system, the demonstration showed that such a system is not economically feasible as compared to other commercially available technologies such as propane reciprocating engine generators.

The purpose of this report is to give a final accounting of the costs and benefits derived from the first two years of operation of the Cherokee Falls, Broad River Hydroelectric Demonstration Project which was built at Cherokee Falls, South Carolina. Prior to construction, Broad River Electric Cooperative, Inc. (BREC) executed a Cooperative Agreement with the US Department of Energy (DOE) Number FC07-80ID12125 which provided $1,052,664 toward the construction of the facility. This agreement requires that BREC document for DOE a summary of the complete operating statistics, operating and maintenance cost, and revenues from power sales for a two-year operating period. A complete reporting covering the design, technical, construction, legal, institutional, environmental and other related aspects of the total project was furnished to DOE previously for publication as the ''Final Technical and Construction Cost Report''. For this reason these elements will not be addressed in detail in this report. In order to make this account a more meaningful discussion of the initial two-year and four month production period, it is necessary to detail several unique events concerning the project which set Cherokee Falls apart from other projects developed under similar Cooperative Agreements with DOE. Accordingly, this report will discuss certain major problems experienced with the design, operation and maintenance, energy production, as well as the operation and maintenance cost and value of the power produced for the first 28 months of operation. 3 figs.

The purpose of this report is to fulfill part of the requirement of the US Department of Energy (DOE) Cooperative Agreement Number FC07-80ID12125 of the Small Scale Hydropower Program and is submitted on behalf of the Broad River Electric Cooperative, Inc. of Gaffney, South Carolina. The project was initially studied in 1978 with construction commencing in January, 1984. The primary work elements of the project consisted of the renovation of an existing dam and a new powerhouse. The dam was rehabilitated and flashboards were installed along the top of the structure. The powerhouse was supplied with a single open pit turbine and a new substation was constructed. The project generated power in December of 1985 but has been plagued with numerous problems compounded by a flood in March, 1987 causing extensive damages. The flood of March, 1987 resulted in filing of litigative action by the developers against their project managers and engineers which has yet to reach settlement and will possibly culminate in court sometime during the fall of 1988.

The large scale dust lanes of the Galactic bar

(abridged) By comparing the distribution of dust and gas in the central regions of the Galaxy, we aim to obtain new insights into the properties of the offset dust lanes leading the bar's major axis in the Milky Way. On the one hand, the molecular emission of the dust lanes is extracted from the observed CO l-b-V distribution according to the interpretation of a dynamical model. On the other hand, a three dimensional extinction map of the Galactic central region constructed from near-infrared observations is used as a tracer of the dust itself and clearly reveals dust lanes in its face-on projection. Comparison of the position of both independent detections of the dust lanes is performed in the (l, b) plane. These two completely independent methods are used to provide a coherent picture of the dust lanes in the Milky Way bar. In both the gas and dust distributions, the dust lanes are found to be out of the Galactic plane, appearing at negative latitudes for l > 0 deg and at positive latitudes for l reformation downstream. Due to the decrease in velocity caused by the shock, this occurs at lower z. The second assumes that the gas and dust remain on a common tilted plane, but that the molecular gas decouples from the Milky Way's magnetic field, itself strong enough to resist the shear of the bar's shock. The diffuse gas and dust remain coupled to the field and are carried further downstream. This second scenario has recently been suggested in order to explain observations of the barred galaxy NGC 1097.

This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy. The technological description includes trends in system configuration as well as a review of the most relevant components including the fuel cell stack, batteries, and hydrogen storage. Results from fuel cell vehicle demonstration projects around the world and an overview of the successful implementation of fuel cells in specific transport niche markets will also be discussed. The final section of this report provides a detailed description of national research, development, and demonstration (RD&D) efforts worldwide.

At the request of the Western Area Power Administration (Western), an audit of 17 areas was conducted with respect to possible overcharges on a power contract between Western and Basin Electric Power Cooperative (Basin), Contract No. DE-MP65-82WP-19001. The contract for Western`s purchase of electric power from Basin was entered into on April 15, 1982, and was in effect from January 1, 1986, through October 31, 1990. During this 58-month period, Basin billed Western approximately $197.6 million. Overall, it was found that Basin overcharged Western approximately $23.8 million. These overcharges occurred because Basin: (1) did not recognize or amortize as gain its overestimate of completion and correction costs for Antelope Valley Station (AVS) Unit 2; (2) did not amortize the gain on the sale/leaseback of AVS Unit 2 as an offset to lease costs; (3) billed Western prematurely for lease and interest costs; (4) overcharged for the cost of coal by including administrative and general expenses and profit, as well as incorrectly calculating discounts, royalty payments, and imputed interest costs; (5) made faulty calculations of amortization rates for deferred costs; (6) used a shorter depreciation period for AVS common facilities than it had used for other power plants; (7) retained tax benefit transfers; and (8) charged Western for interest and depreciation that had been paid by others. In addition to the $23.8 million in overcharges, interest accrued on the overcharges through December 31, 1996 was estimated to be approximately $22.1 million, resulting in a total of $45.9 million due Western.

Nearly 50 years elapsed between the discovery of superconductivity and the emergence of the microscopic theory describing this zero resistance state. The explanation required a novel phase of matter in which conduction electrons joined in weakly bound pairs and condensed with other pairs into a single quantum state. Surprisingly, this Cooper pair formation has also been invoked to account for recently uncovered high-resistance or insulating phases of matter. To address this possibility, we have used nanotechnology to create an insulating system that we can probe directly for Cooper pairs. I will present the evidence that Cooper pairs exist and dominate the electrical transport in these insulators and I will discuss how these findings provide new insight into superconductor to insulator quantum phase transitions.

Flow of autonomous traffic on a single multi-lane street

We investigate the behaviour of an original traffic model. The model considers a single multi-lane street, populated by autonomous vehicles directed from either end to the other. Lanes have no intrinsic directionality, and the vehicles are inserted at random at either end and any lane. Collision avoidance is fully automatic and, to enhance the transport capacity of the street, vehicles form_trains_ in which they may travel at high speed quite close to the vehicle in front. We report on the transit times for vehicles under a wide variety of conditions: vehicle insertion probability & imbalance and their maximum speed distribution. A listing of Federal agencies and programs with potential funding for community-scale cooperatives using conservation measures and solar technologies is presented in Section 1. Section 2 presents profiles of existing community energy cooperatives describing their location, history, membership, services, sources of finance and technical assistance. A condensed summary from a recent conference on Energy Cooperatives featuring notes on co-op members' experiences, problems, and opportunities is presented in Section 3. Radiological survey results at 1 Shady Lane, Lodi, New Jersey (LJ095)

The US Department of Energy (DOE) conducted remedial action at the Stepan property in Maywood, New Jersey and several vicinity properties in Lodi, New Jersey as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are in the vicinity of the DOE-owned Maywood Interim Storage Site (MISS), adjacent to the former Maywood Chemical Works facility. The property at One Shady Lane, Lodi, New Jersey was not one of these vicinity properties but was surveyed by DOE at the request of the owner. At the request of DOE, a team from Oak Ridge National Laboratory conducted a radiological survey at this property. The purpose of the survey, conducted in November 1994, was to confirm whether remedial actions were to be performed on the property in order to be in compliance with the identified Guidelines. The radiological survey included surface gamma scans and gamma readings at 1 meter, and the collection of soil samples for radionuclide analysis. Results of the survey demonstrated that all radiological measurements on the property at One Shady Lane, Lodi, New Jersey, were comparable to background levels in the area, and well within the limits prescribed by DOE radiological guidelines. Based on the results of the radiological survey data, this property does not meet guidelines for inclusion under FUSRAP.

Design and Implementation of a Radiation Portal Monitor Multi-Lane Simulator

Abstract - Deploying radiation portal monitors (RPMs) at U.S. ports of entry requires an understanding of an RPM systems performance at sites with a large number of RPMs. This paper describes an RPM Multi-Lane Simulator that has been designed and implemented to simulate vehicle traffic at these sites. The Simulators flexible architecture simulates vehicle traffic with its associated radiation profiles and emulates each RPMs radiation sensor panels. The RPM vendors embedded control computer firmware and supervisory software are left unchanged, thereby enabling hardware-in-the-loop testing of RPM system performance in configurations that exceed what is experienced in the field. The Simulator has proven to be a valuable and cost effective performance testing tool used by both Pacific Northwest National Laboratory and U.S. Customs and Border Protection systems integration and testing staff.

In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOEs Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics eW Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical illuminance measurements taken on the walls, indicating better lateral dispersion of the light. The undercabinet fixtures light output was midway between the low and high power halogen undercabinet fixture light outputs (35.8 foot candle versus 13.4 fc and 53.4 fc) but it produced a more uniform light (max/min ratio of 7.0 versus 10.8). The color correlated temperature (CCT, the blue or yellowness) of the LED light correlated well with the halogen and incandescent lights (2675 K vs 2700 K). The color rendering of the LED downlight also correlated well at 92 CRI compared to 100 CRI for the halogen and incandescent lamps. The LED undercabinet fixture had measures of 2880 K CCT and 71 CRI compared to the 2700 K and 100 CRI scores for the halogen undercabinet fixture. Builders who toured the homes were surveyed; they gave the LED downlight high marks for brightness, said the undercabinet improved shadows and glare and said both products improved overall visibility, home appearance, and home value. Paybacks on the LED downlight ranged from 7.6 years (assuming electricity cost of 11 c/kWh) to 13.5 years (at 5C/kWh). Paybacks on the LED undercabinet fixture in a new home ranged from 4.4 years (11c/kWh electricity) to 7.6 years (5c/kWh) based on product costs of $95 per LED downlight and $140 per LED undercabinet fixture at 3 hrs per day of usage for the downlight and 2 hrs per day for the undercabinet lighting.

Flathead Electric Cooperative Facility Geothermal Heat Pump System Upgrade

High initial cost and lack of public awareness of ground source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This paper highlights findings of a case study of one of the ARRA-funded GSHP demonstration projects, which is a heating only central GSHP system using shallow aquifer as heat source and installed at a warehouse and truck bay at Kalispell, MT. This case study is based on the analysis of measured performance data, utility bills, and calculations of energy consumptions of conventional central heating systems for providing the same heat outputs as the central GSHP system did. The evaluated performance metrics include energy efficiency of the heat pump equipment and the overall GSHP system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of GSHP system compared with conventional heating systems. This case study also identified areas for reducing uncertainties in performance evaluation, improving operational efficiency, and reducing installed cost of similar GSHP systems in the future. Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

A TRANSIENT SUB-EDDINGTON BLACK HOLE X-RAY BINARY CANDIDATE IN THE DUST LANES OF CENTAURUS A

We report the discovery of a bright X-ray transient CXOU J132527.6-430023 in the nearby early-type galaxy NGC 5128. The source was first detected over the course of five Chandra observations in 2007, reaching an unabsorbed outburst luminosity of (1-2) Multiplication-Sign 10{sup 38} erg s{sup -1} in the 0.5-7.0 keV band before returning to quiescence. Such luminosities are possible for both stellar-mass black hole and neutron star (NS) X-ray binary transients. Here, we attempt to characterize the nature of the compact object. No counterpart has been detected in the optical or radio sky, but the proximity of the source to the dust lanes allows for the possibility of an obscured companion. The brightness of the source after a >100-fold increase in X-ray flux makes it either the first confirmed transient non-ultraluminous X-ray black hole system in outburst to be subject to detailed spectral modeling outside the Local Group, or a bright (>10{sup 38} erg s{sup -1}) transient NS X-ray binary, which are very rare. Such a large increase in flux would appear to lend weight to the view that this is a black hole transient. This Staff Report suggests a modified approach designed to significantly increase the ability of all customer classes to participate and share in the benefits of competition. The concepts discussed in this Report are designed to ensure that rates are not increased for any customers as a result of restructuring and, where possible, rates are reduced through the use of rate reduction bonds. The program outlined in this Report is designed to fulfill five objectives. First, it protects the interests of smaller customers, including low-income residential customers and senior citizens. Second, the program provides opportunities to strengthen Michigan`s business community. Third, the program includes funding for employee retraining to assure that utility employees are not negatively impacted by restructuring. Fourth, the phase-in program provides the utilities with the opportunity to prepare for competition so that they remain Michigan-based companies. Fifth, the program is designed to foster competition upon a level playing field. The Commission has jurisdiction over all investor electric utilities and rural electric cooperatives in Michigan. Municipal electric utilities are not subject to Commission jurisdiction. Although this Report discusses details regarding Consumers Power and Detroit Edison, its concepts and principles are intended to apply to all jurisdictional electric utilities.

This is a lab demonstration program, with no provision for on-truck testing of the system. The goal is to demonstrate the level of fuel efficiency improvement attainable with the electric turbocompound system. The effects of cooperativity are studied within Go-Lennard-Jones models of proteins by making the contact interactions dependent on the proximity to the native conformation. The kinetic universality classes are found to remain the same as in the absence of cooperativity. For a fixed native geometry, small changes in the effective contact map may affect the folding times in a chance way and to the extent that is comparable to the shift in the folding times due to cooperativity. The contact order controlls folding scenarios: the average times necessary to bring pairs of amino acids into their near native separations depend on the sequential distances within the pairs. This dependence is largely monotonic, regardless of the cooperativity, and the dominant trend could be described by a single parameter like the average contact order. However, it is the deviations from the trend which are usually found to set the net folding times.

This document is an analysis of options for unilateral and cooperative action to improve the security of Jordan's borders. Sections describe the current political, economic, and social interactions along Jordan's borders. Next, the document discusses border security strategy for cooperation among neighboring countries and the adoption of confidence-building measures. A practical cooperative monitoring system would consist of hardware for early warning, command and control, communications, and transportation. Technical solutions can expand opportunities for the detection and identification of intruders. Sensors (such as seismic, break-wire, pressure-sensing, etc.) can warn border security forces of intrusion and contribute to the identification of the intrusion and help formulate the response. This document describes conceptual options for cooperation, offering three scenarios that relate to three hypothetical levels (low, medium, and high) of cooperation. Sandia National Laboratories performed an assessment of the benefits of energy storage for the Kauai Island Utility Cooperative. This report documents the methodology and results of this study from a generation and production-side benefits perspective only. The KIUC energy storage study focused on the economic impact of using energy storage to shave the system peak, which reduces generator run time and consequently reduces fuel and operation and maintenance (O&M) costs. It was determined that a 16-MWh energy storage system would suit KIUC's needs, taking into account the size of the 13 individual generation units in the KIUC system and a system peak of 78 MW. The analysis shows that an energy storage system substantially reduces the run time of Units D1, D2, D3, and D5 - the four smallest and oldest diesel generators at the Port Allen generating plant. The availability of stored energy also evens the diurnal variability of the remaining generation units during the off- and on-peak periods. However, the net economic benefit is insufficient to justify a load-leveling type of energy storage system at this time. While the presence of storage helps reduce the run time of the smaller and older units, the economic dispatch changes and the largest most efficient unit in the KIUC system, the 27.5-MW steam-injected combustion turbine at Kapaia, is run for extra hours to provide the recharge energy for the storage system. The economic benefits of the storage is significantly reduced because the charging energy for the storage is derived from the same fuel source as the peak generation source it displaces. This situation would be substantially different if there were a renewable energy source available to charge the storage. Especially, if there is a wind generation resource introduced in the KIUC system, there may be a potential of capturing the load-leveling benefits as well as using the storage to dampen the dynamic instability that the wind generation could introduce into the KIUC grid. General Electric is presently conducting such a study and results of this study will be available in the near future. Another study conducted by Electric Power Systems, Inc. (EPS) in May 2006 took a broader approach to determine the causes of KIUC system outages. This study concluded that energy storage with batteries will provide stability benefits and possibly eliminate the load shedding while also providing positive voltage control. Due to the lack of fuel diversity in the KIUC generation mix, SNL recommends that KIUC continue its efforts to quantify the dynamic benefits of storage. The value of the dynamic benefits, especially as an enabler of renewable generation such as wind energy, may be far greater than the production cost benefits alone. A combination of these benefits may provide KIUC sufficient positive economic and operational benefits to implement an energy storage project that will contribute to the overall enhancement of the KIUC system.

The Cooperative Monitoring Center at Sandia National Laboratories, whose aim is to help individual countries and regions acquire the tools they need to develop their own solutions to regional problems, is discussed briefly. Molecular and atomic gas in dust lane early-type galaxies - I: Low star-formation efficiencies in minor merger remnants

In this work we present IRAM-30m telescope observations of a sample of bulge-dominated galaxies with large dust lanes, which have had a recent minor merger. We find these galaxies are very gas rich, with H2 masses between 4x10^8 and 2x10^10 Msun. We use these molecular gas masses, combined with atomic gas masses from an accompanying paper, to calculate gas-to-dust and gas-to-stellar mass ratios. The gas-to-dust ratios of our sample objects vary widely (between ~50 and 750), suggesting many objects have low gas-phase metallicities, and thus that the gas has been accreted through a recent merger with a lower mass companion. We calculate the implied minor companion masses and gas fractions, finding a median predicted stellar mass ratio of ~40:1. The minor companion likely had masses between ~10^7 - 10^10 Msun. The implied merger mass ratios are consistent with the expectation for low redshift gas-rich mergers from simulations. The Financial Statistics of Major US Investor-Owned Electric Utilities publication presents summary and detailed financial accounting data on the investor-owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for making policy and decisions relating to investor-owned electric utility issues. The US electric power industry is a combination of electric utilities (investor-owned, publicly owned, Federal, and cooperatives) and nonutility power producers. Investor-owned electric utilities account for over three-fourths of electric sales and revenue. Historically, the investor-owned electric utilities have served the large consolidated markets. There is substantial diversity among the investor-owned electric utilities in terms of services, size, fuel usage, and prices charged. Most investor-owned electric utilities generate, transmit, and distribute electric power. Investor-owned electric utilities operate in all States except Nebraska; Hawaii is the only State in which all electricity is supplied by investor-owned electric utilities. 5 figs., 57 tabs.

A portable, hand held electric arc saw has a small frame for supporting an electrically conducting rotary blade which serves as an electrode for generating an electric arc to erode a workpiece. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

UAV Cooperation Architectures for Persistent Sensing

With the number of small, inexpensive Unmanned Air Vehicles (UAVs) increasing, it is feasible to build multi-UAV sensing networks. In particular, by using UAVs in conjunction with unattended ground sensors, a degree of persistent sensing can be achieved. With proper UAV cooperation algorithms, sensing is maintained even though exceptional events, e.g., the loss of a UAV, have occurred. In this paper a cooperation technique that allows multiple UAVs to perform coordinated, persistent sensing with unattended ground sensors over a wide area is described. The technique automatically adapts the UAV paths so that on the average, the amount of time that any sensor has to wait for a UAV revisit is minimized. We also describe the Simulation, Tactical Operations and Mission Planning (STOMP) software architecture. This architecture is designed to help simulate and operate distributed sensor networks where multiple UAVs are used to collect data.
