Texas State Lands oil and gas resources are estimated at 1.6 BSTB of remaining mobile oil, 2.1 BSTB, or residual oil, and nearly 10 Tcf of remaining gas. An integrated, detailed geologic and engineering characterization of Texas State Lands has created quantitative descriptions of the oil and gas reservoirs, resulting in delineation of untapped, bypassed compartments and zones of remaining oil and gas. On Texas State Lands, the knowledge gained from such interpretative, quantitative reservoir descriptions has been the basis for designing optimized recovery strategies, including well deepening, recompletions, workovers, targeted infill drilling, injection profile modification, and waterflood optimization. The State of Texas Advanced Resource Recovery program is currently evaluating oil and gas fields along the Gulf Coast (South Copano Bay and Umbrella Point fields) and in the Permian Basin (Keystone East, Ozona, Geraldine Ford and Ford West fields). The program is grounded in advanced reservoir characterization techniques that define the residence of unrecovered oil and gas remaining in select State Land reservoirs. Integral to the program is collaboration with operators in order to deploy advanced reservoir exploitation and management plans. These plans are made on the basis of a thorough understanding of internal reservoir architecture and its controls on remaining oil and gas distribution. Continued accurate, detailed Texas State Lands reservoir description and characterization will ensure deployment of the most current and economically viable recovery technologies and strategies available.

This environmental baseline survey (EBS) report documents the baseline environmental conditions of a land parcel referred to as 'ED-4' (ED-4) at the U. S. Department of Energy's (DOE's) East Tennessee Technology Park (ETTP). DOE is proposing to transfer the title of this land to the Heritage Center, LLC. Parcel ED-4 is a land parcel that consists of two noncontiguous areas comprising a total of approximately 18 acres located east of the ETTP. The western tract of ED-4 encompasses approximately 8.5 acres in the northeastern quadrant of the intersection of Boulevard Road and Highway 58. The eastern tract encompasses an area of approximately 9.5 acres in the northwestern quadrant of the intersection of Blair Road and Highway 58 (the Oak Ridge Turnpike). Aerial photographs and site maps from throughout the history of the ETTP, going back to its initial development in the 1940s as the Oak Ridge Gaseous Diffusion Plant (ORGDP), indicate that this area has been undeveloped woodland with the exception of three support facilities for workers constructing the ORGDP since federal acquisition in 1943. These three support facilities, which were located in the western tract of ED-4, included a recreation hall, the Town Hall Camp Operations Building, and the Property Warehouse. A railroad spur also formerly occupied a portion of Parcel ED-4. These former facilities only occupied approximately 5 percent of the total area of Parcel ED-4. This report provides supporting information for the transfer of this government-owned property at ETTP to a non-federal entity. This EBS is based upon the requirements of Sect. 120(h) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). In order to support a Clean Parcel Determination (CPD) in accordance with CERCLA Sect. 120(h)(4)(d), groundwater and sediment samples were collected within, and adjacent to, the Parcel ED-4 study area. The potential for DOE to make a CPD for ED-4 is further supported by a No Further Investigation (NFI) determination made on land that adjoins ED-4 to the east (DOE 1997a) and to the south (DOE 1997b).

The United States Department of Energy (DOE) is proposing to transfer a land parcel (hereinafter referred to as 'the Property') designated as Land Parcel ED-8 at the East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee, by deed, and is submitting this Covenant Deferral Request (CDR) pursuant to Section 120(h)(3)(C) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, and applicable U. S. Environmental Protection Agency (EPA) guidance. The Oak Ridge Reservation (ORR), which includes ETTP, was placed on the National Priorities List (NPL) in November 1989. Environmental investigation and cleanup activities are continuing at ETTP in accordance with CERCLA, the National Contingency Plan (NCP), and the Federal Facility Agreement (FFA). The FFA was entered into by the DOE-Oak Ridge Office (ORO), EPA Region 4, and the Tennessee Department of Environment and Conservation (TDEC) in 1991. The FFA establishes the schedule and milestones for environmental remediation of the ORR. The proposed property transfer is a key component of the Oak Ridge Performance Management Plan (ORPMP) for accelerated cleanup of the ORR. DOE, using its authority under Section 161(g) of the Atomic Energy Act of 1954 (AEA), proposes to transfer the Property to Heritage Center, LLC, a subsidiary of the Community Reuse Organization of East Tennessee (CROET), hereafter referred to as 'Heritage Center.' CROET is a 501(c)(3) not-for-profit corporation established to foster the diversification of the regional economy by re-utilizing DOE property for private-sector investment and job creation. The Property is located in the southern portion of ETTP and consists of approximately 84 acres proposed as the potential site for new facilities to be used for office space, industrial activities, or other commercial uses. The parcel contains both grassy fields located outside the ETTP 'main plant' area and infrastructure located inside the 'main plant' area. No buildings are included in the proposed ED-8 transfer. The buildings in ED-8 have already been transferred (Buildings K-1007, K-1580, K-1330, and K-1000). These buildings are not included in the transfer footprint of Land Parcel ED-8. A number of temporary structures, such as trailers and tents (non-real property), are located within the footprint. These temporary structures are not included in the transfer. DOE would continue to be responsible for any contamination resulting from DOE activities that is present on the property at the time of transfer but found after the date of transfer. The deed transferring the Property contains various restrictions and prohibitions on the use of the Property that are subject to enforcement pursuant to State Law Tennessee Code Annotated (T.C.A.) 68-212-225 and state real property law. These restrictions and prohibitions are designed to ensure protection of human health and the environment.

Heavy metal escapement associated with ore trucks is known to affect the DeLong Mountain Regional Transportation System (DMTS) haul road corridor in Cape Krusenstern National Monument, northwest Alaska. Tissue concentrations in Hylocomium splendens moss (n = 226) were used to determine the extent and pattern of airborne heavy metal deposition on Monument lands. A stratified grid-based sample design was used with more intensive sampling near mining-related activities. Spatial predictions using geostatistical models were employed to produce maps of depositional patterns, and to estimate the geographic area affected above various thresholds. Spatial regression analyses indicated that heavy metal deposition decreased with the log of distance from the DMTS haul road and the DMTS port site. Analysis of subsurface soil demonstrated that observed patterns of heavy metal deposition reflected in moss tissue concentrations were not attributable to local subsurface lithology. Based on comparisons with regional background data from arctic Alaska, deposition of airborne heavy metals related to mining activities appears to affect the northern half of the Monument. The affected area extends northward (beyond Monument boundaries) through the Kisimilot/Iyikrok hills (north of the Wulik River), and possibly beyond. South of the DMTS haul road, airborne deposition appears to be constrained by the Tahinichok Mountains. Moss tissue concentrations were highest immediately adjacent to the DMTS haul road (Cd > 24 mg/kg dw; Pb > 900 mg/kg dw). The influence of the mine site was not studied.

The National Park Service (NPS) protects the pristine resources at Channel Islands National Park by conserving, recycling, using alternative fuel vehicles, applying renewable energy, and using resources wisely. It also seeks to replace conventional fuels with renewable energy wherever possible. This applies especially to diesel fuel and petroleum, which must be shipped in from the mainland to generate electricity.

Newcomer countries expected to develop new nuclear power programs by 2030 are being encouraged by the International Atomic Energy Agency to explore the use of shared facilities for spent fuel storage and geologic disposal. Multinational underground nuclear parks (M-UNPs) are an option for sharing such facilities. Newcomer countries with suitable bedrock conditions could volunteer to host M-UNPs. M-UNPs would include back-end fuel cycle facilities, in open or closed fuel cycle configurations, with sufficient capacity to enable M-UNP host countries to provide for-fee waste management services to partner countries, and to manage waste from the M-UNP power reactors. M-UNP potential advantages include: the option for decades of spent fuel storage; fuel-cycle policy flexibility; increased proliferation resistance; high margin of physical security against attack; and high margin of containment capability in the event of beyond-design-basis accidents, thereby reducing the risk of Fukushima-like radiological contamination of surface lands. A hypothetical M-UNP in crystalline rock with facilities for small modular reactors, spent fuel storage, reprocessing, and geologic disposal is described using a room-and-pillar reference-design cavern. Underground construction cost is judged tractable through use of modern excavation technology and careful site selection. (authors)

Park superintendants themselves cite increasing threats of irreversible damage. Uranium and its associated trace elements and radionuclides are ubiquitous in the South Texas Tertiary environment. Surface mining of this resource from the 1960s through the early 1980s at over sixty locations has left an extensive anthropological footprint (Fig. 1) in the lower Nueces and San Antonio river basins. Reclamation of mining initiated after 1975 has been under the regulatory authority of the Railroad Commission of Texas (RCT). However, mines that were active before the Texas Surface Mining Act of 1975 was enacted, and never reclaimed, are now considered abandoned. The Abandoned Mine Land Section of the RCT is currently reclaiming these pre-regulation uranium mines with funding from the federal government. The RCT monitors the overall effectiveness of this process through post-reclamation radiation and vegetative cover surveys, water quality testing, slope stability and erosion control monitoring. Presently a number of graduate and postgraduate students are completing research on the watershed and reservoir distribution of trace elements and radionuclides downstream of the South Texas Uranium District. The question remains as to whether the elevated levels of uranium, its associated trace elements and radiation levels in the South Texas environment are due to mining

The Federal action addressed by this Environmental Assessment (EA) is joint funding the retrofitting of a heating and hot water system in a hospital at Marlin, Texas, with a geothermal preheat system. The project will be located within the existing hospital boiler room. One supply well was drilled in an existing adjacent parking lot. It was necessary to drill the well prior to completion of this environmental assessment in order to confirm the reservoir and to obtain fluids for analysis in order to assess the environmental effects of fluid disposal. Fluid from operation will be disposed of by discharging it directly into existing street drains, which will carry the fluid to Park Lake and eventually the Brazos River. Fluid disposal activities are regulated by the Texas Railroad Commission. The local geology is determined by past displacements in the East Texas Basin. Boundaries are marked by the Balcones and the Mexia-Talco fault systems. All important water-bearing formations are in the cretaceous sedimentary rocks and are slightly to highly saline. Geothermal fluids are produced from the Trinity Group; they range from approximately 3600 to 4000 ppM TDS. Temperatures are expected to be above 64/sup 0/C (147/sup 0/F). Surface water flows southeastward as a part of the Brazos River Basin. The nearest perennial stream is the Brazos River 5.6 km (3.5 miles) away, to which surface fluids will eventually discharge. Environmental impacts of construction were small because of the existing structures and paved areas. Construction run-off and geothermal flow-test fluid passed through a small pond in the city park, lowering its water quality, at least temporarily. Construction noise was not out of character with existing noises around the hospital.

The four phases of ongoing work at SERI that examines many unresolved questions regarding the purpose, solar applicability, economics, and energy modeling of industral parks are presented. The first phase involved site visits to approximately 300 parks in 12 major metropolitan areas of 9 states. Phase 2 entails an analysis of four parks selected from those parks surveyed. Phase 3 narrows the focus to two parks to be examined for detailed technical and engineering analysis. Phase 4 incorporates all of the work of the earlier phases with economic criteria to produce an energy allocation model describing energy delivery and consumption within the park.

The weatherization and insulation of a presently unheated frame park building and the installation of a Trombe wall on the south side of the structure for passive solar heating are planned. The major objectives of the project are to increase the exposure of local residents and visitors to passive solar technology and to demonstrate the applicability of passive solar technology to residential, commercial and recreational buildings. The Arid Lands Ecology (ALE) facility is a 312-sq-km tract of land that lies on the western side of the Hanford Site in southcentral Washington. The US Atomic Energy Commission officially set aside this land area in 1967 to preserve shrub-steppe habitat and vegetation. The ALE facility is managed by Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE) for ecological research and education purposes. In 1971, the ALE facility was designated the Rattlesnake Hills Research Natural Area (RNA) as a result of an interagency federal cooperative agreement, and remains the largest RNA in Washington. it is also one of the few remaining large tracts of shrub-steppe vegetation in the state retaining a predominant preeuropean settlement character. This management plan provides policy and implementation methods for management of the ALE facilities consistent with both US Department of Energy Headquarters and the Richland Field Office decision (US Congress 1977) to designate and manage ALE lands as an RNA and as a component of the DOE National Environmental Research Park System.

This report addresses the land use impacts of past and future energy development and summarizes the major federal and state legislation which influences the potential land use impacts of energy facilities and can thus influence the locations and timing of energy development. In addition, this report describes and presents the data which are used to measure, and in some cases, predict the potential conflicts between energy development and alternative uses of the nation's land resources. The topics section of this report is divided into three parts. The first part describes the myriad of federal, state and local legislation which have a direct or indirect impact upon the use of land for energy development. The second part addresses the potential land use impacts associated with the extraction, conversion and combustion of energy resources, as well as the disposal of wastes generated by these processes. The third part discusses the conflicts that might arise between agriculture and energy development as projected under a number of DOE mid-term (1990) energy supply and demand scenarios.

Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International “offsets” are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.

This Environmental Assessment (EA) addresses the U.S. Department of Energy (DOE) proposed action regarding an upgrade of the Pantex Plant Wastewater Treatment Facility (WWTF). Potential environmental consequences associated with the proposed action and alternative actions are provided. DOE proposes to design, build, and operate a new WWTF, consistent with the requirements of Title 30 of the Texas Administrative Code (TAC), Chapter 317, ''Design Criteria for Sewage Systems,'' capable of supporting current and future wastewater treatment requirements of the Plant. Wastewater treatment at Pantex must provide sufficient operational flexibility to meet Pantex Plant's anticipated future needs, including potential Plant mission changes, alternative effluent uses, and wastewater discharge permit requirements. Treated wastewater effluent and non-regulated water maybe used for irrigation on DOE-owned agricultural land. Five factors support the need for DOE action: (1) The current WWTF operation has the potential for inconsistent permit compliance. (2) The existing WWTF lies completely within the 100-year floodplain. (3) The Pantex Plant mission has the potential to change, requiring infrastructure changes to the facility. (4) The life expectancy of the existing facility would be nearing its end by the time a new facility is constructed. (5) The treated wastewater effluent and non-regulated water would have a beneficial agricultural use through irrigation. Evaluation during the internal scoping led to the conclusion that the following factors are present and of concern at the proposed action site on Pantex Plant: (1) Periodic wastewater effluent permit exceedances; (2) Wetlands protection and floodplain management; (3) Capability of the existing facility to meet anticipated future needs of Pantex (4) Existing facility design life; and (5) Use of treated wastewater effluent and non-regulated water for irrigation. Evaluation during the internal scoping led to the conclusion that the following conditions are not present, nor of concern at the proposed site on Pantex Plant, and no further analysis was conducted: (1) State or national parks, forests, or other conservation areas; (2) Wild and scenic rivers; (3) Natural resources, such as timber, range, soils, minerals; (4) Properties of historic, archeological, or architectural significance; (5) Native American concerns; (6) Minority and low-income populations; and (7) Prime or unique farmland. In this document, DOE describes the proposed action and a reasonable range of alternatives to the proposed action, including the ''No-Action'' alternative. The proposed action cited in the ''U.S. Department of Energy Application for a Texas Pollutant Discharge Elimination System Permit Modifying Permit to Dispose of Waste, No. 02296,'' December 1998, included the construction of a new wastewater treatment facility, a new irrigation storage pond, and the conversion of the current wastewater treatment facility into an irrigation storage pond. Although a permit modification application has been filed, if a decision on this EA necessitates it, an amendment to the permit application would be made. The permit application would be required for any of the alternatives and the filing does not preclude or predetermine selection of an alternative considered by this EA. This permit change would allow Pantex to land-dispose treated wastewater by irrigating agricultural land. This construction for the proposed action would include designing two new lagoons for wastewater treatment. One of the lagoons could function as a facultative lagoon for treatment of wastewater. The second lagoon would serve as an irrigation storage impoundment (storage pond), with the alternative use as a facultative lagoon if the first lagoon is out of service for any reason. The new facultative lagoon and irrigation water storage pond would be sited outside of the 100-year flood plain. The existing WWTF lagoon would be used as a storage pond for treated wastewater effluent for irrigation water, as needed. The two new lagoons would be li

The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

The U.S. Environmental Protection Agency (EPA) Region 5, in accordance with the RE-Powering America's Land initiative, selected the Atlas Industrial Park in Duluth, Minnesota, for a feasibility study of renewable energy production. The EPA provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of solar renewable energy generation at the Atlas Industrial Park. NREL provided technical assistance for this project but did not assess environmental conditions at the site beyond those related to the performance of a photovoltaic (PV) system. The purpose of this study is to assess the site for a possible PV installation and estimate the cost, performance, and site impacts of different PV configurations. In addition, the study evaluates financing options that could assist in the implementation of a PV system at the site.
