    This report describes the results of an in-depth analysis of markets for US-developed, advanced coal-combustion technology (ACT) in the residential, commercial, and industrial sectors of three countries -- Spain, Italy, and Turkey. These countries were chosen in a previous study, in which member countries of the Organization for Economic Cooperation and Development (OECD) were rated on eight factors influencing their propensity to use small-scale, US-developed ACT. 76 refs., 16 figs., 14 tabs.

    This report discusses the examination of potential overseas markets for using small-scale, US-developed, advanced coal-combustion technologies (ACTs). In previous work, member countries of the Organization for Economic Cooperation and Development (OECD) were rated on their potential for using ACTs through a comprehensive screening methodology. The three most promising OECD markets were found to be Spain, Italy, and Turkey. This report provides in-depth analyses of these three selected countries. First, it addresses changes in the European Community with particular reference to the 1992 restructuring and its potential effect on the energy situation in Europe, specifically in the three subject countries. It presents individual country studies that examine demographics, economics, building infrastructures, and energy-related factors. Potential niches for ACTs are explored for each country through regional analyses. Marketing channels, strategies, and the trading environments in each country are also discussed. The information gathered indicates that Turkey is a most promising market, Spain is a fairly promising market, and Italy appears to be a somewhat limited market for US ACTs. 76 refs., 16 figs., 14 tabs.

    Turkey becomes more dependent on the external countries in energy production every year. As an average of the period 1994-2002 the total primary energy production has been 27.9 Mtoe, and consumption has been 73.06 Mtoe, so Turkey is dependent on external countries in petroleum, natural gas, and hard coal consumption. The external dependency rate of these fuels has been at levels of 89.3%, 96.6%, and 82%, respectively. In the projections of Turkey for 2020, the primary energy consumption is estimated to be 298 Mtoe, production is estimated to be 70 Mtoe, the ratio of production to consumption will be reduced to 23.5%, and this situation will cause serious risks for sustainable development. In other words, Turkey will have to import 76.5% of the energy that it consumes in the 2020s.

    There is increasing consensus in both the scientific and political communities that significant reductions in greenhouse gas (GHG) emissions are necessary to limit the magnitude and extent of climate change. Renewable energy systems already reduce GHG emissions from the energy sector, although on a modest scale. Turkey is heavily dependent on expensive imported energy resources (oil, gas, and coal) that place a big burden on the economy, and air pollution is becoming a great environmental concern in the country. In this regard, renewable energy resources appear to be one of the most efficient and effective solutions for clean and sustainable energy development in Turkey. Turkey's geographical location has several advantages for extensive use of most of these renewable energy sources. This article presents a review of the energy related environmental policies in Turkey.

    Turkey's growing power market has attracted investors and project developers for over a decade, yet their plans have been dashed by unexpected political or financial crises or, worse, obstructed by a lengthy bureaucratic approval process. Now, with a more transparent retail electricity market, government regulators and investors are bullish on Turkey. Is Turkey ready to turn the power on? This report closely examine Turkey's plans to create a power infrastructure capable of providing the reliable electricity supplies necessary for sustained economic growth. It was compiled with on-the-ground research and extensive interview with key industrial and political figures. Today, hard coal and lignite account for 21% of Turkey's electricity generation and gas-fired plants account for 50%. The Alfin Elbistan-B lignite-fired plant has attracted criticism for its lack of desulfurization units and ash dam facilities that have tarnished the industry's image. A 1,100 MW hard-coal fired plant using supercritical technology is under construction. 9 figs., 1 tab.

    This work summarizes the efforts in Turkey to build a laboratory capable of building and testing high energy astrophysics detectors that work in space. The EC FP6 ASTRONS project contributed strongly to these efforts, and as a result a fully operational laboratory at Sabanci University have been developed. In this laboratory we test and develop Si and CdZnTe based room temperature semiconductor strip detectors and develop detector and electronics system to be used as a payload on potential small Turkish satellites.

    This paper reports that a 23 sq mile oil slick along Spain's northwest coast, spreading form the wreckage of the Greek oil tanker Aegean Sea, was for the most part under control as of Dec. 10, Spanish authorities reported. Various press reports put the total spill volume at 490,000 bbl, about double that leaked by the Exxon Valdez supertanker off Alaska in 1989. If initial reports of the spill volume are borne out, the Aegean Sea spill would rank at least as one of the 10 biggest tanker spills.

    Marginal land provides an alternative potential for food and bioenergy production in the face of limited land resources; however, effective assessment of marginal lands is not well addressed. Concerns over environmental risks, ecosystem services and sustainability for marginal land have been widely raised. The objective of this study was to develop a hierarchical marginal land assessment framework for land use planning and management. We first identified major land functions linking production, environment, ecosystem services and economics, and then classified land resources into four categories of marginal land using suitability and limitations associated with major management goals, including physically marginal land, biologically marginal land, environmental-ecological marginal land, and economically marginal land. We tested this assessment framework in south-western Michigan, USA. Our results indicated that this marginal land assessment framework can be potentially feasible on land use planning for food and bioenergy production, and balancing multiple goals of land use management. We also compared our results with marginal land assessment from the Conservation Reserve Program (CRP) and land capability classes (LCC) that are used in the US. The hierarchical assessment framework has advantages of quantitatively reflecting land functions and multiple concerns. This provides a foundation upon which focused studies can be identified in order to improve the assessment framework by quantifying high-resolution land functions associated with environment and ecosystem services as well as their criteria are needed to improve the assessment framework.

    Pre-treatment of radioactive waste is the first step in waste management program that occurs after waste generation from various applications in Turkey. Pre-treatment and characterization practices are carried out in Radioactive Waste Management Unit (RWMU) at Cekmece Nuclear Research and Training Center (CNRTC) in Istanbul. This facility has been assigned to take all low-level radioactive wastes generated by nuclear applications in Turkey. The wastes are generated from research and nuclear applications mainly in medicine, biology, agriculture, quality control in metal processing and construction industries. These wastes are classified as low- level radioactive wastes. Pre-treatment practices cover several steps. In this paper, main steps of pre-treatment and characterization are presented. Basically these are; collection, segregation, chemical adjustment, size reduction and decontamination operations. (author)

    This is the AmeriFlux version of the carbon flux data for the site CA-TPD Ontario - Turkey Point Mature Deciduous. Site Description - The forest is approximately 90 years old. Naturally regenerated on sandy terrain and abandoned agricultural land. Predominantly hardwood species with a few scattered conifers. Site has been managed (thinned) in the past. It has a high biodiversity with 573 tree and plant species, 102 bird species, 23 mamal species and 22 reptile and amphibian species (SWALSREP Report, 1999). The dominant tree species is white oak (Quercus alba), with other scattered broadleaf Carolinian species including sugar and red maple (Acer saccharum, A. rubrum), American beech (Fagus grandifolia), black and red oak (Q. velutina, Q. rubra) and white ash (Fraxinus americana) . There are also scattered conifers, mostly white and red pine (Pinus strobes, P. resinosa), comprising about 5% of the trees. Average tree height is 25.7 m with a stand density of 504 ± 18 trees per hectare. Average tree diameter at breast height is 22.3 cm and basal area is 0.06 m2 or approximately 29 square meters per hectare.

    The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

    Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International offsets are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.

    This report provides estimates of the amount of land required by past and future energy development in the United States and examines major federal legislation that regulates the impact of energy facilities on land use. An example of one land use issue associated with energy development - the potential conflict between surface mining and agriculture - is illustrated by describing the actual and projected changes in land use caused by coal mining in western Indiana. Energy activities addressed in the report include extraction of coal, oil, natural gas, uranium, oil shale, and geothermal steam; uranium processing; preparation of synfuels from coal; oil refineries; fossil-fuel, nuclear, and hydro-electric power plants; biomass energy farms; and disposal of solid wastes generated during combustion of fossil fuels. Approximately 1.1 to 3.3 x 10/sup 6/ acres were devoted to these activities in the United States in 1975. As much as 1.8 to 2.0 x 10/sup 6/ additional acres could be required by 1990 for new, nonbiomass energy development. The production of grain for fuel ethanol could require an additional 16.9 to 55.7 x 10/sup 6/ acres by 1990. Federal laws that directly or indirectly regulate the land-use impacts of energy facilities include the National Environmental Protection Act, Clean Air Act, Federal Water Pollution Control Act, Surface Mining Control and Reclamation Act, and Coastal Zone Management Act. The major provisions of these acts, other relevant federal regulations, and similar state and local regulatons are described in this report. Federal legislation relating to air quality, water quality, and the management of public lands has the greatest potential to influence the location and timing of future energy development in the United States.

    To achieve meaningful sustainable development, Environmental Impact Assessment (EIA) should avoid the net losses in the environment resource base. But EIA practice does not always avoid the losses caused by the implementation of the projects under EIA regulation. Some environmental impacts are, simply, admitted, even without enforcing any form of compensation. When applied, compensation is sometimes just a monetary payment to offset the environmental loss. This paper looks for evidence on the role that compensation is given at present in EIA practice in Spain, and for some of its conceptual and regulatory roots. Specifically, it explores how compensation is addressed in 1302 records of decision (RODs) on those projects subject to the Spanish EIA regulation published during the years 2006 and 2007, to know how far Spain is from preserving the environmental resource base managed through this particular aspect of EIA practice. As a result, it is concluded that the practice of ecological compensation in EIA in Spain is much lower than it could be expected in a theoretical sustainability context committed to avoid net losses in the environment resource base, mainly due to an EIA practice focused on on-site mitigation that allows these net losses.

    The peanut is grown in Osmaniye where located in southern Turkey. Due to it is grown underground, the measurements of natural radioactivity of peanuts become important. For this reason some peanut samples have been collected from different places of Osmaniye and the measurements of natural activity concentrations for {sup 40}K, {sup 226}Ra and {sup 232}Th in some peanuts samples have been carried out using a NaI(Tl) gamma-ray spectrometer. Activity of {sup 40}K was measured from its intensive line at 1460 keV, for {sup 226}Ra activity peak from {sup 214}Bi at 1760 keV and {sup 232}Th activity, peak from {sup 208}Tl at energy of 2610 keV was used.

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. Nevertheless, the methods for assessing the TCC are not sufficiently standardized; there is a lack of uniformity in the cartographic information sources and methodologies for the TCC valuation. -- Highlights: We explore 22 road-corridor planning studies subjected to the Spanish EIA regulation.     Municipal solid waste (MSW) is one of the most important environmental problems arising from rapid urbanization and industrialization. The use of alternative fuels in rotary kilns of cement plants is very important for reducing cost, saving fossil fuels and also eliminating waste materials, accumulated during production or after using these materials. Cement industries has an important potential for supplying preferable solutions to the waste management. Energy recovery from waste is also important for the reduction of CO{sub 2} emissions. This paper presents an investigation of the development of refuse derived fuel (RDF) materials from non-recycling wastes and the determination of its potential use as an alternative fuel in cement production in Istanbul, Turkey. RDF produced from MSW was analyzed and its effects on cement production process were examined. For this purpose, the produced RDF was mixed with the main fuel (LPG) in ratios of 0%, 5%, 10%, 15% and 20%. Then chemical and mineralogical analyses of the produced clinker were carried out. It is believed that successful results of this study will be a good example for municipalities and cement industries in order to achieve both economic and environmental benefits.

    The Environmental Impact Assessment (EIA) Directive first entered into force in the United States in 1969, and began to be implemented in many other countries by 1990. The first Environmental Impact Assessment (EIA) Directive in Turkey was published on February 7, 1993, under the Environmental Law No. 2872. The EIA Directive was revised seven times on June 23, 1997, June 6, 2002, December 16, 2003, July 17, 2008, October 3, 2013, and November 25, 2014. Several amendments were made during this process. The first EIA Directive dated 1993 was narrow in scope and its procedure was long, while the amendments in 2003, 2008, 2013, and 2014 widened the scope of the EIA, and shortened the EIA assessment procedures. In this study, the amendments to the Turkish EIA Directive were analysed, and their effect on the number of EIA decisions made was addressed. It was concluded that the uncertainties in EIA procedures were removed, procedures were shortened, and as a result, the number of EIA decisions increased thanks to the revisions made in line with harmonisation with European Union (EU) acquis. - Highlights: • Demonstrates the Environmental Impact Assessment practices in Turkey. • Demonstrates the application of the EIA in Turkey by sector. • Demonstrates the amendments of the EIA by-laws in Turkey. • Demonstrates the changes in EIA practices and EIA decisions.

    Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as 'master plan' of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose -built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Inter-ministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA's R and D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose Cabrera NPP. (authors)

    Since Turkey is a developing country with tremendous economic growth, its energy demand is also getting increased. Of this energy, about 70% is supplied from fossil fuels and the remaining 30% is from renewable sources. Among the fossil fuels, 90% of oil, natural gas, and coal are imported, and only 10% is from domestic sources. All the lignite is supplied from domestic sources. The total share of renewable sources and lignite in the total energy production is 45%. In order for Turkey to have sufficient and reliable energy sources, first the renewable energy sources must be developed, and energy production from fossil fuels, except for lignite, must be minimized. Particularly, scarcity of fossil fuels and increasing oil prices have a strong effect on economic growth of the country.

    In this study, some building materials regularly used in Turkey, such as concrete, gas concrete, pumice and brick have been investigated in terms of mass attenuation coefficient at different gamma-ray energies. Measurements were carried out by gamma spectrometry containing NaI(Tl) detector. Narrow beam gamma-ray transmission geometry was used for the attenuation measurements. The results are in good agreement with the theoretical calculation of XCOM code.

    The high energy demand in Turkey is closely linked to economic growth, industrialization, and population increase. Turkish general energy policies are designed to support economic and social development. Natural conditions of Turkey are favorable for utilization of new and renewable energies, such as hydraulic energy, geothermal energy, wind energy, biomass energy, solar energy, and, probably, nuclear energy. As the use of hydraulic and coal in Turkey will reach its full capacity by 2020, imported natural gas, coal, and other resources will be used to meet the energy demand. By 2020, approximately 75% of final energy demand and 67% of electricity supply will be met by coal, oil, and natural gas. Energy investments, which are closely related with the environmental protection, require massive financial resources. It is also important to use standardized equipment and materials in all areas of energy generation, transmission, distribution, and trade. For a sustainable development, the next investments on industry should be made for the clean technologies in regard with being environment-friendly.

  7. Wind Development on Tribal Lands

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

    This study establishes a basis for long-range land-use planning to accommodate both present and projected DOE program requirements in Oak Ridge. In addition to technological requirements, this land-use plan incorporates in-depth ecological concepts that recognize multiple uses of land as a viable option. Neither environmental research nor technological operations need to be mutually exclusive in all instances. Unique biological areas, as well as rare and endangered species, need to be protected, and human and environmental health and safety must be maintained. The plan is based on the concept that the primary use of DOE land resources must be to implement the overall DOE mission in Oak Ridge. This document, along with the base map and overlay maps, provides a reasonably detailed description of the DOE Oak Ridge land resources and of the current and potential uses of the land. A description of the land characteristics, including geomorphology, agricultural productivity and soils, water courses, vegetation, and terrestrial and aquatic animal habitats, is presented to serve as a resource document. Essentially all DOE land in the Oak Ridge area is being fully used for ongoing DOE programs or has been set aside as protected areas.

    Turkey's demand for energy and electricity is increasing rapidly. Since 1990, energy consumption has increased at an annual average rate of 4.3%. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. With respect to global environmental issues, Turkey's carbon dioxide (CO2) emissions have grown along with its energy consumption. Emissions in 2000 reached 211 million metric tons. With GDP projected to grow at over 6% per year over the next 25 years, both the energy sector and the pollution associated with it are expected to increase substantially. This is expected to occur even if assuming stricter controls on lignite and hard coal-fired power generation. All energy consuming sectors, that is, power, industrial, residential, and transportation, will contribute to this increased emissions burden. Turkish Government authorities charged with managing the fundamental problem of carrying on economic development while protecting the environment include the Ministry of Environment (MOE), the Ministry of Energy and Natural Resources (MENR), and the Ministry of Health, as well as the Turkish Electricity Generation & Transmission Company (TEAS). The World Bank, working with these agencies, is planning to assess the costs and benefits of various energy policy alternatives under an Energy and Environment Review (EER). Eight individual studies have been conducted under this activity to analyze certain key energy technology issues and use this analysis to fill in the gaps in data and technical information. This will allow the World Bank and Turkish authorities to better understand the trade-offs in costs and impacts associated with specific policy decisions. The purpose of Task 7-Energy Sector Modeling, is to integrate information obtained in other EER tasks and provide Turkey's policy makers with an integrated systems analysis of the various options for

Zonguldak Hard Coal Basin is the major power for development of the Turkish steel-making industry.     Land classified as contaminated and disturbed across the United States has the potential to host developments of utility-scale solar power. This report examines the prospect of developing utility- and commercial-scale concentrated solar power (CSP) and solar photovoltaics (PV) technologies on degraded and environmentally contaminated lands. The potential for solar development on contaminated anddisturbed lands was assessed, and for the largest and highest solar resource sites, the economic impacts and feasibility were evaluated. Developing solar power on contaminated and disturbed lands can help create jobs and revitalize local and state economies, and selecting these sites over greenfield sites can potentially have permitting and environmental mitigation advantages. The U.S.Department of Energy (DOE) SunShot goals call for 632 GW of PV and 83 GW of CSP to be deployed by 2050. Conservative land-use estimates of this study (10 acres per megawatt) show that there are disturbed and environmentally contaminated lands throughout the country that could be suitable for utility-scale solar power, and, that there is sufficient land area to meet SunShot solar deployment goals. The purpose of this assessment is to improve the understanding of these sites and facilitate solar developers' selection of contaminated and disturbed sites for development.

    The objective of this project is to calibrate regional travel-times and propagation characteristics of seismic waves in Turkey and surrounding areas in the Middle East in order to enhance detection and location capabilities in the region. Important data for the project will be obtained by large calibration shots in central and eastern Turkey. The first, a two-ton shot, was fired in boreholes near Keskin in central Anatolia on 23 November 2002. The explosives were placed in 14 holes, each 80 m deep, arranged in concentric circular arrays. Ninety temporary seismic stations were deployed within a 300 km radius around the shot. The permanent stations of the Turkish National Seismic Network provided a good azimuthal coverage as well as three radial traverses. Most stations within a radius of 200 km recorded the shot. Travel-time data have been analyzed to obtain a detailed crustal model under the shot and along the profiles. The model gives a 35 km thick crust, characterized by two layers with velocities of 5.0 and 6.4 km/s. The P{sub n} velocity was found to be 7.8 km/s. The crustal thickness decreases to the north where the profile crosses the North Anatolian fault. There is a slight increase in crustal velocities, but no change in crustal thickness to the west. Data analysis effort is continuing to refine the regional velocity models and to obtain station corrections.

    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

    KamLAND-Zen reports on a preliminary search for neutrinoless double-beta decay with 136Xe based on 114.8 live-days after the purification of the xenon loaded liquid scintillator. In this data, the problematic 110mAg background peak identified in previous searches is reduced by more than a factor of 10. By combining the KamLAND-Zen pre- and post-purification data, we obtain a preliminary lower limit on the 0??? decay half-life of T0?1/2 > 2.61025 yr at 90% C.L. The search sensitivity will be enhanced with additional low background data after the purification. As a result, prospects for further improvements with future KamLAND-Zen upgrades are also presented.

    Land models, which have been developed by the modeling community in the past few decades to predict future states of ecosystems and climate, have to be critically evaluated for their performance skills of simulating ecosystem responses and feedback to climate change. Benchmarking is an emerging procedure to measure performance of models against a set of defined standards. This paper proposes a benchmarking framework for evaluation of land model performances and, meanwhile, highlights major challenges at this infant stage of benchmark analysis. The framework includes (1) targeted aspects of model performance to be evaluated, (2) a set of benchmarks as defined references to test model performance, (3) metrics to measure and compare performance skills among models so as to identify model strengths and deficiencies, and (4) model improvement. Land models are required to simulate exchange of water, energy, carbon and sometimes other trace gases between the atmosphere and land surface, and should be evaluated for their simulations of biophysical processes, biogeochemical cycles, and vegetation dynamics in response to climate change across broad temporal and spatial scales. Thus, one major challenge is to select and define a limited number of benchmarks to effectively evaluate land model performance. The second challenge is to develop metrics of measuring mismatches between models and benchmarks. The metrics may include (1) a priori thresholds of acceptable model performance and (2) a scoring system to combine datamodel mismatches for various processes at different temporal and spatial scales. The benchmark analyses should identify clues of weak model performance to guide future development, thus enabling improved predictions of future states of ecosystems and climate. The near-future research effort should be on development of a set of widely acceptable benchmarks that can be used to objectively, effectively, and reliably evaluate fundamental properties of land models

    Land models, which have been developed by the modeling community in the past few decades to predict future states of ecosystems and climate, have to be critically evaluated for their performance skills of simulating ecosystem responses and feedback to climate change. Benchmarking is an emerging procedure to measure performance of models against a set of defined standards. This paper proposes a benchmarking framework for evaluation of land model performances and, meanwhile, highlights major challenges at this infant stage of benchmark analysis. The framework includes (1) targeted aspects of model performance to be evaluated, (2) a set of benchmarks as defined references to test model performance, (3) metrics to measure and compare performance skills among models so as to identify model strengths and deficiencies, and (4) model improvement. Land models are required to simulate exchange of water, energy, carbon and sometimes other trace gases between the atmosphere and land surface, and should be evaluated for their simulations of biophysical processes, biogeochemical cycles, and vegetation dynamics in response to climate change across broad temporal and spatial scales. Thus, one major challenge is to select and define a limited number of benchmarks to effectively evaluate land model performance. The second challenge is to develop metrics of measuring mismatches between models and benchmarks. The metrics may include (1) a priori thresholds of acceptable model performance and (2) a scoring system to combine data model mismatches for various processes at different temporal and spatial scales. The benchmark analyses should identify clues of weak model performance to guide future development, thus enabling improved predictions of future states of ecosystems and climate. The near-future research effort should be on development of a set of widely acceptable benchmarks that can be used to objectively, effectively, and reliably evaluate fundamental properties of land models

  7. Coastal land loss in Texas - An overview

    Each year in Texas more than 1,500 acres of prime real estate and productive wetlands are destroyed along the Gulf shoreline and near the bay margins primarily as a result of coastal erosion and submergence. Wetland losses constitute about half of the total land losses. Historical analyses of maps and aerial photographs since the mid-1800s indicate that land losses are accelerating and that human activities are either directly or indirectly responsible for the increased losses, Natural decreases in sediment supply since the modern sea-level stillstand have been exacerbated by (1) river basin projects that reduce the volume of sediment transported to the coast and (2) coastal structures and navigation projects that prevent redistribution of littoral sediments along the coast. Erosion is primarily caused by high wave and current energy combined with an inadequate supply of sediment. Erosion is responsible for higher local rates of land loss than submergence, and the erosion losses are more perceptible, especially after major storms when the greatest losses occur. The principal components of submergence are subsidence and the eustatic rise in sea level. Together these components are recorded by tide gauges as a relative rise in sea level. Submergence converts uplands to wetlands and wetlands to open water. These surficial changes occur mostly on the coastal plain but are also observed on barrier islands and bayhead deltas and within entrenched valleys. Although compactional subsidence is a natural process operating in the Gulf Coast basin, most of the accelerated land-surface subsidence in Texas is attributed to extraction of shallow ground water or production of hydrocarbons at moderate depths. Faults activated by the withdrawal of these fluids concentrate the subsidence near the fault planes. Coastal land losses caused by dredging are less than those caused by erosion and submergence, but they constitute a growing percentage of total land losses.

  9. Economic consequences of land surface subsidence

    Overdraft in the Santa Clara Valley, Calif., groundwater basin caused land surface subsidence over an area of 63,000 ha with a maximum depression of 3.6 m from 1912-67. Since cessation of overdraft and replenishment of groundwater levels in 1969, there has been no significant land surface subsidence. During the period of active subsidence, water well casings buckled, sewers lost capacity as a result of changes in slope, and roads and railroads had to be raised.   10. Global climate change and maize production in Spain: Risk assessment and impacts of weather on yields

    The study evaluates the potential effect of climate change on maize production in Spain, combining climate models, a crop productivity model, a decision support system and a yield-response model. The study was carried out for two agricultural regions that include the largest areas of Spain where maize is grown as a high input crop. The paper combines the output from a crop model with different techniques of analysis. The scenarios used in this study were generated from the output of two General Circulation Models (GCMs): the Goddard Institute for Space Studies model (GISS) and the Canadian Climate Change Model (CCCM). The study also includes a preliminary evaluation of the potential changes in monetary returns taking into account the possible variability of grain yields and prices, using mean-Gini stochastic dominance (MGSD). A yield response model was estimated using simulated data from the crop model. Weather variables are included. Typically, temperature and precipitation are the only weather variables included in these models. However, solar radiation is another important climate factor for plant growth and development and were included in the yield response model.

  11. A proposal to improve ecological compensation practice in road and railway projects in Spain

    To reduce ecological impacts caused by development projects, avoidance, minimization and compensation techniques have to be taken together into consideration along Environmental Impact Assessment (EIA) procedures. This paper explores the particular role that ecological compensation has had in recent road and railway EIA procedures in Spain, as seen through the review of a set of recent EIA Records of Decision (RODs) that confirms precedent findings. Noticing that residual impacts are not paid much attention, and that there is no evidence of a solid public participation in ecological impact evaluation, it proposes to increase the awareness on residual impacts, as a way to make easier public access to the allegedly most sensitive moment of EIA implementation: (residual) impact evaluation. -- Highlights: ► Ecological compensation practice in Spain is much lower than avoidance or mitigation. ► Residual impacts are overlooked in EIA processes and public participation is low. ► An increased awareness of residual impacts may also promote public participation. ► Current context needs these small steps to move towards better compensation practice.

  12. Lessons learned from the Siting Process of an Interim Storage Facility in Spain - 12024

    On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision. Only in November 30, 2011, the new government elected on 20 November 2011 officially selected a non-nuclear municipality, Villar de Canas, for hosting this facility. This paper focuses on analysing the factors facilitating and hindering the siting of controversial facilities, in particular the interim storage facility in Spain. It demonstrates that involving all stakeholders in the decision-making process should not be underestimated. In the case of Spain, all regional governments where there were candidate municipalities willing to host the centralised interim storage facility, publicly opposed to the siting of the facility.   13. Ecological perspectives of land use history: The Arid Lands Ecology (ALE) Reserve

    The objective of this study was to gather information on the land use history of the Arid Land Ecology (ALE) Reserve so that current ecological research could be placed within a historical perspective. The data were gathered in the early 1980s by interviewing former users of the land and from previously published research (where available). Interviews with former land users of the ALE Reserve in Benton County, Washington, revealed that major land uses from 1880 to 1940 were homesteading, grazing, oil/gas production, and road building. Land use practices associated with grazing and homesteading have left the greatest impact on the landscape. Disturbed sites where succession is characterized by non-native species, plots where sagebrush was railed away, and sheep trails are major indications today of past land uses. Recent estimates of annual bunchgrass production do ALE do not support the widespread belief that bunchgrass were more productive during the homesteading era, though the invasion of cheatgrass (Bromus tectorum), Jim Hill mustard (Sisymbrium altissium), and other European alien plant species has altered pre-settlement succession patterns. 15 refs., 6 figs., 1 tab.

  14. Climate Effects of Global Land Cover Change

    There are two competing effects of global land cover change on climate: an albedo effect which leads to heating when changing from grass/croplands to forest, and an evapotranspiration effect which tends to produce cooling. It is not clear which effect would dominate in a global land cover change scenario. We have performed coupled land/ocean/atmosphere simulations of global land cover change using the NCAR CAM3 atmospheric general circulation model. We find that replacement of current vegetation by trees on a global basis would lead to a global annual mean warming of 1.6 C, nearly 75% of the warming produced under a doubled CO{sub 2} concentration, while global replacement by grasslands would result in a cooling of 0.4 C. These results suggest that more research is necessary before forest carbon storage should be deployed as a mitigation strategy for global warming. In particular, high latitude forests probably have a net warming effect on the Earth's climate.

    The Arid Lands Ecology (ALE) facility is a 312-sq-km tract of land that lies on the western side of the Hanford Site in southcentral Washington. The US Atomic Energy Commission officially set aside this land area in 1967 to preserve shrub-steppe habitat and vegetation. The ALE facility is managed by Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE) for ecological research and education purposes. In 1971, the ALE facility was designated the Rattlesnake Hills Research Natural Area (RNA) as a result of an interagency federal cooperative agreement, and remains the largest RNA in Washington. it is also one of the few remaining large tracts of shrub-steppe vegetation in the state retaining a predominant preeuropean settlement character. This management plan provides policy and implementation methods for management of the ALE facilities consistent with both US Department of Energy Headquarters and the Richland Field Office decision (US Congress 1977) to designate and manage ALE lands as an RNA and as a component of the DOE National Environmental Research Park System.

    Hourly irradiation data recorded on vertical surfaces at north, east, south, and west orientations during the winter period going from December 1989 to March 1990 in Valencia, Spain, have been compared with estimated solar irradiation from several tilted-surface models. The isotropic-, Temps' and Coulson's-, Klucher's-, Hay's-, Shartveit's and Olseth's, Gueymard's-, and Perez' (simplified) models have been considered for this comparison. Root-mean-square-difference (RMSD), mean-bias-difference (MBD) and mean-absolute-difference (MAD) estimators have been used to measure the departure of models from experimental data. Modeled values are evaluated with the original coefficients proposed by the authors. Results of comparison show that the south orientation is less prone to modeling errors. Perez' 25{degree} circumsolar simplified model being the less affected by errors in north, eat and south orientations; for west orientation Klucher's model gives a lesser error. These results are consistent with those reported in previous studies.

    Currently, in those four states` primary coal counties, some 5,000 to 6,000 acres are surface-mined each year. Since 1977, when Congress passed the landmark Surface Mining Control and Reclamation Act (SMCRA), coal-mining companies have been required to refill the cuts they make and return the earth`s surface to approximately its original contours. Reclamation here means to aggressively-and literally-lay the groundwork for future cultivation of these lands. SMCRA calls for detailed reclamation plans before mining takes place, backed later by evaluations of how vegatation progresses up until the time of bond release-five years after mining ends. And though SMCRA has succeeded in improving the aesthetic appeal of post-mined sites, it does nothing to ensure that the most appropriate land use will be implemented for the long run.

  8. Mined land reclamation in Wisconsin since 1973

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

    Through many years of research and technical interchange both at home and abroad, it is commonly recognized that paddy fields possess the functions of micro-climate adjustment, flood detection and prevention, soil and water conservation, river-flow stabilization, soil salinization prevention, water purification, groundwater recharge, rural area beautification and environmental protection which are all beneficial to the public. In recent years, the global environmental problems have become a series concern throughout the world. These include the broken ozone layer, green house effects, acid rain, land desertion, tropical rain forest disappearing etc. Among them, rain forest disappearing draws great attention. Both rain forests and paddy fields are in tropical areas. They have similar functions and are disappearing because of economic pressure. This paper describes the special functions of paddy fields on water purification, ground water recharge and prevention of land subsidence, and reiterates groundwater utilization and land subsidence prevention measures. In view of the importance of groundwater resources, paddy fields, which can not be replaced by any other artificial groundwater recharge facilities, should not be reduced in acreage, nor can they be left idle. Paddy fields shall be properly maintained and managed in order to strengthen their special functions in the years to come even under heavy pressure from foreign countries.
