    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

    The Arid Lands Ecology (ALE) facility is a 312-sq-km tract of land that lies on the western side of the Hanford Site in southcentral Washington. The US Atomic Energy Commission officially set aside this land area in 1967 to preserve shrub-steppe habitat and vegetation. The ALE facility is managed by Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE) for ecological research and education purposes. In 1971, the ALE facility was designated the Rattlesnake Hills Research Natural Area (RNA) as a result of an interagency federal cooperative agreement, and remains the largest RNA in Washington. it is also one of the few remaining large tracts of shrub-steppe vegetation in the state retaining a predominant preeuropean settlement character. This management plan provides policy and implementation methods for management of the ALE facilities consistent with both US Department of Energy Headquarters and the Richland Field Office decision (US Congress 1977) to designate and manage ALE lands as an RNA and as a component of the DOE National Environmental Research Park System.

This Act transferred the responsibility for the management of the WIPP Land Withdrawal Area (WILWA) from the Secretary of the Interior to the Secretary of Energy. In accordance with sections 3(a)(1) and (3) of the Act, these lands {open_quotes}{hor_ellipsis}are withdrawn from all forms of entry, appropriation, and disposal under the public land laws{hor_ellipsis}{close_quotes}and are reserved for the use of the Secretary of Energy {open_quotes}{hor_ellipsis}for the construction, experimentation, operation, repair and maintenance, disposal, shutdown, monitoring, decommissioning, and other activities, associated with the purposes of WIPP as set forth in the Department of Energy National Security and Military Applications of Nuclear Energy Act of 1980 and this Act.{close_quotes}. As a complement to this LMP, a MOU has been executed between the DOE and the BLM, as required by section 4(d) of the Act.     With rising concern about the increase of the CO{sub 2} concentration in the earth`s atmosphere there is considerable interest in various land-use based mitigation options, like afforestation of surplus agricultural land with or without subsequent harvest; improved forest management; strategies that rely on wood plantations managed in short rotation or agricultural crops with high yields to produce bioenergy, timber and other biomass products. In the first step of this study, the net carbon benefits of such strategies will be calculated per unit of land, i.e., per hectare, because it is assumed that land is the limiting resource for such strategies in the future, and thus, the benefits per unit land need to be optimized. For these calculations a computer model has been developed. The results take into account the time dependence of carbon storage in the biosphere and are shown graphically both for land and for plantation systems with constant output of biomass over time. In the second step, these results will be combined with data on available land for Austria. The potential contribution of each of the above strategies towards mitigating the Austrian CO{sub 2} emissions will be demonstrated. A comparison to other renewable mitigation options, like solar thermal or photovoltaics, will be drawn in terms of available land resources and overall CO{sub 2} reductions.

    This report provides information on surface water and groundwater management for use in the mined-land reclamation planning process in California. Mined-land reclamation, as defined by the California Surface Mining and Reclamation Act, is the combination of land treatments which prevent or minimize water degradation, air pollution, damage to aquatic or wildlife habitat, and erosion resulting from a surface mining operation. Surface water and groundwater management play an integral role in nearly every reclamation plan. Groundwater and surface water runoff (both onto and off of the site) must often be evaluated (1) to design flooding and erosion protection measures such as drainage channels, levees, culverts, or riprap; (2) to prepare and carry out a successful revegetation program; (3) to design stable final slopes; (4) to maximize potential available water for the operation and reclamation stages; (5) to prevent the discharge of contaminants from mine processes or from mined areas; and (6) to limit long-term leachate formation and movement from tailings, pit, or waste rock disposal areas. This report is a guide for mine operators, local government, planners, and plan reviewers.

    Livestock grazing is the post-mining use for reclaimed land at Navajo Mine, a large surface coal mine on the Navajo Nation in northwest New Mexico. The Navajo Mine Grazing Management Program (GMP) uses holistic management on approximately 2,083 ha of reclaimed land to plan for final liability release and return of the land to the Navajo Nation, and to minimize the potential for post-release liability. The GMP began in 1991 to establish that livestock grazing on the reclaimed land is sustainable. Assuming that sustainability requires alternatives to conventional land management practices, the GMP created a Management Team consisting of company staff, local, Navajo Nation, and Federal government officials, and technical advisors. Community members contributed to the formation of a holistic goal for the GMP that articulates their values and their desire for sustainable grazing. Major decisions (e.g., artificial insemination, water supply, supplemental feed) are tested against the goal. Biological changes in the land and the grazing animals are monitored daily to provide early feedback to managers, and annually to document the results of grazing. To date, the land has shown resilience to grazing and the animals have generally prospered. Community participation in the GMP and public statements of support by local officials indicate that the GMP`s strategy is likely to succeed.

    Livestock responses dining grazing of reclaimed land were monitored at the Navajo Mine since 1994. The Navajo Mine Grazing Management Program (GNP) began in 1991 to prepare for bond release and return of reclaimed land to the Navajo Nation by demonstrating the ability of the land to sustain the post-mining land use of livestock grazing. Local Navajos, whose livestock are used in the GMP, are interested in the ability of the land to sustain their livestock. Sustainable livestock grazing implies the ability of animals to thrive, successfully reproduce and maintain the health of the land. Daily care and monitoring of livestock health was carried out by herders hired by the mining company. General animal health parameters including blood selenium levels were monitored quarterly. Livestock responses to grazing reclaimed land have been largely positive. Cows have produced healthy offspring and owners indicate satisfaction with calf size, and overall performance of the cows. Selenium and other blood testing parameters indicate no adverse effect on animal health to date. Hazards associated with reclamation and ongoing mining activities are important considerations for lands being reclaimed for livestock grazing as a post-mining land use and must be monitored carefully during any grazing program. Preliminary results indicate that planned grazing by cattle on reclaimed land at Navajo Mine is feasible and does not adversely affect animal health.

The Community Land Model (CLM) provides a useful tool to explore how land use and management impact the soil carbon pool at regional to global scales. CLM was recently updated to include representation of managed lands growing maize, soybean, and spring wheat. In this study, CLM-Crop is used to investigate the impacts of various management practices, including fertilizer use and differential rates of crop residue removal, on the soil organic carbon (SOC) storage of croplands in the continental Unitedmore » States over approximately a 170 year period. Results indicate that total US SOC stocks have already lost over 8 Pg C (10%) due to land cultivation practices (e.g., fertilizer application, cultivar choice, and residue removal), compared to a land surface composed of native vegetation (i.e., grasslands). After long periods of cultivation, individual plots growing maize and soybean lost up to 65% of the carbon stored, compared to a grassland site. Crop residue management showed the greatest effect on soil carbon storage, with low and medium residue returns resulting in additional losses of 5% and 3.5%, respectively, in US carbon storage, while plots with high residue returns stored 2% more carbon. Nitrogenous fertilizer can alter the amount of soil carbon stocks significantly. Under current levels of crop residue return, not applying fertilizer resulted in a 5% loss of soil carbon. Our simulations indicate that disturbance through cultivation will always result in a loss of soil carbon, and management practices will have a large influence on the magnitude of SOC loss.« less

    The Surface Mining Control and Reclamation Act of 1977 promotes the reclamation of areas severely damaged in the past by coal mining operations. GAO reviewed the reclamation programs in Colorado, Kentucky, Pennsylvania, West Virginia, and Wyoming and found that they implemented financial control procedures and practices to ensure that the expenditures of reclamation funds are proper. Only one state, however, is complying with all related grant payment, audit, and inventory requirements. The states are generally reclaiming eligible, high priority projects as required under the act and are managing their reclamation projects in compliance with federal requirements.

    Land stewardship is one of nine sustainability programs in the U.S. Department of Energy's Environmental Management System. Land stewardship includes maintaining and improving ecosystem health. At the Rocky Flats Site near Westminster, Colorado, land stewardship is an integral component of the Office of Legacy Management's post-closure monitoring and management at the site. Nearly 263 hectares (650 acres) were disturbed and re-vegetated during site cleanup and closure operations. Proactive management of revegetation areas is critical to the successful reestablishment of native grasslands, wetlands, and riparian communities. The undisturbed native plant communities that occur at the site also require active management to maintain the high-quality wetlands and other habitats that are home to numerous species of birds and other wildlife such as elk and deer, rare plant communities, and the federally listed threatened Preble's meadow jumping mouse. Over the past several decades, an increase of Noxious weeds has impacted much of Colorado's Front Range. As a result, weed control is a key component of the land stewardship program at Rocky Flats. Thirty-three species of state-listed Noxious weeds are known to occur in the Central and Peripheral Operable Units at Rocky Flats, along with another five species that are considered invasive at the site. Early detection and rapid response to control new invasive species is crucial to the program. An integrated weed control/vegetation management approach is key to maintaining healthy, sustainable plant communities that are able to resist Noxious weed invasions. Weed mapping, field surveys, and field-staff training sessions (to learn how to identify new potential problem species) are conducted to help detect and prevent new weed problems. The integrated approach at Rocky Flats includes administrative and cultural techniques (prevention), mechanical controls, biological controls, and chemical controls. Several species of biocontrol insects have been released to assist with control of different target weed species. Monitoring is conducted to evaluate the effectiveness of control efforts and to provide information for future control efforts. The effective implementation of this integrated approach has reduced the infestation levels of many species and has kept several newly discovered invasive species from spreading and becoming larger problems at the site.     The post-mining land use for Navajo Mine, a large surface coal mine in northwest New Mexico, is livestock grazing. Reclamation began in the early 1970`s and has been primarily directed toward the development of a grassland with shrubs. However, none of these lands were grazed before 1994 and none have been released back to the Navajo Nation. Therefore, it is not known how these reclaimed lands will respond to livestock impacts once the lands are released. Livestock impacts include grazing, trampling, and adding feces and urine. Cattle impacts were applied in 1994 to a land that had been reclaimed in 1978, 1991 and 1992. Vegetation monitoring procedures were implemented to detect and document successful and unsuccessful impact practices for both impacted areas and areas excluded from cattle. After three impact seasons, there were similar levels of perennial plant cover, production, and density on impacted lands compared to excluded lands. Based on age structure analysis, there is a trend that establishment of seedlings is stimulated by cattle. Cattle also decrease the amount of previous years` growth of standing phytomass with a trend to stimulate new growth. It is possible that some of the previous year`s growth was reduced by cattle trampling as much as by grazing because cattle generally prefer to eat the current year`s growth before it cures. No differences in number of seedheads per plant, animal sign, plant pedestals, and soil rills could be detected after three seasons of impacting.

    At the request of the Department of Energy and Westinghouse Hanford Company, the Bureau of Mines has investigated the flammability of mixtures of hydrogen, ammonia, nitrous oxide, and air. The tests were performed in a spherical chamber under quiescent and turbulent conditions. This paper describes combustion calculations using the GASFLOW code and compares the calculated pressure ratios with experiments mentioned above. GASFLOW is a finite-volume computer code that solves the transient, three-dimensional, compressible fluid, Navier-Stokes equations with multiple species coupled with finite-rate chemical kinetics. The computational results show good agreement with the experimental data and confirm GASFLOW to be a valuable tool for evaluating the above combustion process.

    Hydrologic and geologic site characterization is a critical phase in development of shallow land-burial sites for low-level radioactive-waste disposal, especially in humid environments. Structural features such as folds, faults, and bedding and textural features such as formation permeability, porosity, and mineralogy all affect the water balance and water movement and, in turn, radionuclide migration. Where these features vary over short distance scales, detailed mapping is required in order to enable accurate model predictions of site performance and to provide the basis for proper design and planning of site-disposal operations.

    The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

  8. Land-Use History and Contemporary Management Inform an Ecological Reference Model for Longleaf Pine Woodland Understory Plant Communities.

    Ecological restoration is frequently guided by reference conditions describing a successfully restored ecosystem; however, the causes and magnitude of ecosystem degradation vary, making simple knowledge of reference conditions insufficient for prioritizing and guiding restoration. Ecological reference models provide further guidance by quantifying reference conditions, as well as conditions at degraded states that deviate from reference conditions. Many reference models remain qualitative, however, limiting their utility. We quantified and evaluated a reference model for southeastern U.S. longleaf pine woodland understory plant communities. We used regression trees to classify 232 longleaf pine woodland sites at three locations along the Atlantic coastal plain based on relationships between understory plant community composition, soils lol(which broadly structure these communities), and factors associated with understory degradation, including fire frequency, agricultural history, and tree basal area. To understand the spatial generality of this model, we classified all sites together. and for each of three study locations separately. Both the regional and location-specific models produced quantifiable degradation gradientsi.e., progressive deviation from conditions at 38 reference sites, based on understory species composition, diversity and total cover, litter depth, and other attributes. Regionally, fire suppression was the most important degrading factor, followed by agricultural history, but at individual locations, agricultural history or tree basal area was most important. At one location, the influence of a degrading factor depended on soil attributes. We suggest that our regional model can help prioritize longleaf pine woodland restoration across our study region; however, due to substantial landscape-to-landscape variation, local management decisions should take into account additional factors (e.g., soil attributes). Our study demonstrates the utility of quantifying degraded states and provides a series of hypotheses for future experimental restoration work. More broadly, our work provides a framework for developing and evaluating reference models that incorporate multiple, interactive anthropogenic drivers of ecosystem degradation.

    Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.

    This program management plan covers the development, demonstration, testing, and evaluation efforts necessary to identify treatment methods for all the waste listed in Appendix B of the ORR`s LDR/FFCA as well as any new wastes which meet Appendix B criteria. To successfully identify a treatment method, at least a proof-of-principle level of understanding must be obtained: that is, the candidate processes must be demonstrated as effective in treating the wastes to the LDR; however, an optimized process is not required. Where applicable and deemed necessary and where the budgets will support them, pilot-scale demonstrations will be pursued. The overall strategy being adopted in this program will be composed of the following activities: Scoping of the study; characterization; development and screening of alternatives; treatability investigations; and detailed analysis of alternatives.

    Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International offsets are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.

    This report addresses the land use impacts of past and future energy development and summarizes the major federal and state legislation which influences the potential land use impacts of energy facilities and can thus influence the locations and timing of energy development. In addition, this report describes and presents the data which are used to measure, and in some cases, predict the potential conflicts between energy development and alternative uses of the nation's land resources. The topics section of this report is divided into three parts. The first part describes the myriad of federal, state and local legislation which have a direct or indirect impact upon the use of land for energy development. The second part addresses the potential land use impacts associated with the extraction, conversion and combustion of energy resources, as well as the disposal of wastes generated by these processes. The third part discusses the conflicts that might arise between agriculture and energy development as projected under a number of DOE mid-term (1990) energy supply and demand scenarios.

    This document contains summary reports of stream habitat-surveys, conducted in the Willamette River basin, by the Bureau of Fisheries (BOF, now National Marine Fisheries Service) from 1934-1942. These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead (Rich, 1948). The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950). Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986). Recently, the field notebooks from the BOF surveys were discovered. The data is now archived and stored in the Forest Science DataBank at Oregon State University (Stafford et al., 1984; 1988). These records are the earliest and most comprehensive documentation available of the condition and extent of anadromous fish habitat before hydropower development in the Columbia River Basin. They provide the baseline data for quantifying changes and setting a benchmark for future restoration of anadromous fish habitat throughout the Basin. The summaries contained in this book are exact replicates of the originals. Due to discrepancies between the field data and the summaries, the database should be used to assess pool and substrate conditions. This data is available from the Bonneville Power Administration. The Bureau of Fisheries survey is unique because it is the only long-term data set that quantifies fish habitat in a manner that is replicable over time; no other similar work is known to exist. Other surveys, such as Thompson and Haas (1960), inventoried extensive areas in a manner that was mostly qualitative, subjectively estimating physical characteristics like bank cover and stream shading. Spawning, rearing, and resting habitat were not systematically quantified to allow comparisons over time. Knowledge of past and present quantity and quality of anadromous fish habitat in the Columbia River Basin is essential to any effort to enhance fish populations. Habitat condition is a key element in monitoring and evaluating progress towards the doubling goal. Integration of this information into the Columbia River Fish and Wildlife Plan can provide the basis to greatly enhance understanding of past, present, and future habitat conditions in the basin to provide for improved management decisions.

    Land and facility use planning and decisions at the Idaho National Laboratory (INL) Site are guided by a comprehensive site planning process in accordance with Department of Energy Policy 430.1, 'Land and Facility Use Policy,' that integrates mission, economic, ecologic, social, and cultural factors. The INL Ten-Year Site Plan, prepared in accordance with Department of Energy Order 430.1B, 'Real Property Asset Management,' outlines the vision and strategy to transform INL to deliver world-leading capabilities that will enable the Department of Energy to accomplish its mission. Land use planning is the overarching function within real property asset management that integrates the other functions of acquisition, recapitalization, maintenance, disposition, real property utilization, and long-term stewardship into a coordinated effort to ensure current and future mission needs are met. All land and facility use projects planned at the INL Site are considered through a formal planning process that supports the Ten-Year Site Plan. This Comprehensive Land Use and Environmental Stewardship Report describes that process. The land use planning process identifies the current condition of existing land and facility assets and the scope of constraints across INL and in the surrounding region. Current land use conditions are included in the Comprehensive Land Use and Environmental Stewardship Report and facility assets and scope of constraints are discussed in the Ten-Year Site Plan. This report also presents the past, present, and future uses of land at the INL Site that are considered during the planning process, as well as outlining the future of the INL Site for the 10, 30, and 100-year timeframes.

    The U.S. Department of Energy (DOE) Office of Legacy Management is responsible for administering the DOE Uranium Leasing Program (ULP) and its 31 uranium lease tracts located in the Uravan Mineral Belt of southwestern Colorado (see Figure 1). In addition to administering the ULP for the last six decades, DOE has also undertaken the significant task of reclaiming a large number of abandoned uranium (legacy) mine sites and associated features located throughout the Uravan Mineral Belt. In 1995, DOE initiated a 3-year reconnaissance program to locate and delineate (through extensive on-the-ground mapping) the legacy mine sites and associated features contained within the historically defined boundaries of its uranium lease tracts. During that same time frame, DOE recognized the lack of regulations pertaining to the reclamation of legacy mine sites and contacted the U.S. Bureau of Land Management (BLM) concerning the reclamation of legacy mine sites. In November 1995, The BLM Colorado State Office formally issued the United States Department of the Interior, Colorado Bureau of Land Management, Closure/Reclamation Guidelines, Abandoned Uranium Mine Sites as a supplement to its Solid Minerals Reclamation Handbook (H-3042-1). Over the next five-and-one-half years, DOE reclaimed the 161 legacy mine sites that had been identified on DOE withdrawn lands. By the late 1990's, the various BLM field offices in southwestern Colorado began to recognize DOE's experience and expertise in reclaiming legacy mine sites. During the ensuing 8 years, BLM funded DOE (through a series of task orders) to perform reclamation activities at 182 BLM mine sites. To date, DOE has reclaimed 372 separate and distinct legacy mine sites. During this process, DOE has learned many lessons and is willing to share those lessons with others in the reclamation industry because there are still many legacy mine sites not yet reclaimed. DOE currently administers 31 lease tracts (11,017 ha) that collectively contain over 220 legacy (abandoned) uranium mine sites. This contrasts to the millions of hectares administered by the BLM, the U.S. Forest Service, and other federal, tribal, and state agencies that contain thousands of such sites. DOE believes that the processes it has used provide a practical and cost-effective approach to abandoned uranium mine-site reclamation. Although the Federal Acquisition Regulations preclude DOE from competing with private industry, DOE is available to assist other governmental and tribal agencies in their reclamation efforts.     A multiphase program was initiated in 1994 to test commercially available melter technologies for the vitrification of the low-level waste (LLW) stream from defense wastes stored in underground tanks at the Hanford Site in southeastern Washington State. Phase 1 of the melter demonstration tests using simulated LLW was completed during fiscal year 1995. This document is the melter offgas report on testing performed by the U.S. Department of the Interior, Bureau of Mines, Albany Research Center in Albany, Oregon. The Bureau of Mines (one of the seven vendors selected) was chosen to demonstrate carbon electrode melter technology (also called carbon arc or electric arc) under WHC Subcontract number MMI-SVV-384216. The report contains description of the tests, observation, test data and some analysis of the data as it pertains to application of this technology for LLW vitrification. Testing consisted of melter feed preparation and three melter tests, the first of which was to fulfill the requirements of the statement of work (WHC-SD-EM-RD-044), and the second and third were to address issues identified during the first test.     The Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation and Recovery Act (RCRA) enacted in 1984 required the Environmental Protection Agency (EPA) to evaluate all listed and characteristic hazardous wastes according to a strict schedule and to develop requirements by which disposal of these wastes would be protective of human health and the environment. The implementing regulations for accomplishing this statutory requirement are established within the Land Disposal Restrictions (LDR) program. The LDR regulations (40 CFR Part 268) impose significant requirements on waste management operations and environmental restoration activities at DOE sites. For hazardous wastes restricted by statute from land disposal, EPA is required to set levels or methods of treatment that substantially reduce the waste`s toxicity or the likelihood that the waste`s hazardous constituents will migrate. Upon the specified LDR effective dates, restricted wastes that do not meet treatment standards are prohibited from land disposal unless they qualify for certain variances or exemptions. This document provides an overview of the LDR Program.

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

It is one component of the U.S. Fish and Wildlife Service Lands Biomonitoring Operations Manual. The Volume contains the Introduction to the Manual, background information on monitoring, and procedures for developing a biomonitoring strategy for Service lands. The purpose of the Biomonitoring Operations Manual is to provide an approach to develop and implement biomonitoring activities to assess the status and trends of U.S. Fish and Wildlife Service trust resources. It also provides field sampline methods and documentation protocols for contaminant monitoring activities. The strategy described in the Manual has been designed as a stand alone process to characterize the presence of contaminants on lands managed by the Service. This process can be sued to develop a monitoring program for any tract of real estate with potential threats from on- or off-site contaminants.     This document contains summary reports of stream habitat surveys, conducted in Idaho, by the Bureau of Fisheries (BOF, now National Marine Fisheries Service) from 1938-1942.. These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead (Rich, 1948). The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. The Idaho portion of the survey consisted of extensive surveys of the Clearwater, Salmon, Weiser, and Payette River Subbasins. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950). Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986). Recently, the field notebooks from the BOF surveys were discovered. The data is now archived and stored in the Forest Science DataBank at Oregon State University (Stafford et al., 1984; 1988). These records are the earliest and most comprehensive documentation available of the condition and extent of anadromous fish habitat before hydropower development in the Columbia River Basin. They provide the baseline data for quantifying changes and setting a benchmark for future restoration of anadromous fish habitat throughout the Basin. The summaries contained in this book are exact replicates of the originals. Due to discrepancies between the field data and the summaries, the database should be used to assess pool and substrate conditions. This data is available from the Bonneville Power Administration. The Bureau of Fisheries survey is unique because it is the only long-term data set that quantifies fish habitat in a manner that is replicable over time; no other similar work is known to exist. Other surveys, such as Thompson and Haas (1960), inventoried extensive areas in a manner that was mostly qualitative, subjectively estimating physical characteristics like bank cover and stream shading. Spawning, rearing, and resting habitat were not systematically quantified to allow comparisons over time. Knowledge of the past and present quantity and quality of anadromous fish habitat in the Columbia River Basin is essential to any effort to enhance fish populations. Habitat condition is a key element in monitoring and evaluating progress towards the doubling goal. Integration of this information into the Columbia River Fish and Wildlife Plan can provide the baseline information to greatly enhance understanding of past, present, and future habitat conditions in the basin to provide for improved management decisions.

    Approximately 70 percent of all U.S. military training lands are located in arid and semi-arid areas. Training activities in such areas frequently adversely affect vegetation, damaging plants and reducing the resilience of vegetation to recover once disturbed. Fugitive dust resulting from a loss of vegetation creates additional problems for human health, increasing accidents due to decreased visibility, and increasing maintenance costs for roads, vehicles, and equipment. Under conventional technologies to mitigate these impacts, it is estimated that up to 35 percent of revegetation projects in arid areas will fail due to unpredictable natural environmental conditions, such as drought, and reclamation techniques that were inadequate to restore vegetative cover in a timely and cost-effective manner. New reclamation and restoration techniques are needed in desert ranges to help mitigate the adverse effects of military training and other activities to arid-land environments. In 1999, a cooperative effort between the U.S. Department of Energy (DOE), the US. Department of Defense (DoD), and selected university scientists was undertaken to focus on mitigating military impacts in arid lands. As arid lands are impacted due to DoD and DOE activities, biological and soil resources are gradually lost and the habitat is altered. A conceptual model of that change in habitat quality is described for varying levels of disturbance in the Mojave Desert. As the habitat quality degrades and more biological and physical resources are lost from training areas, greater costs are required to return the land to sustainable levels. The purpose of this manual is to assist land managers in recognizing thresholds associated with habitat degradation and provide reclamation planning and techniques that can reduce the costs of mitigation for these impacted lands to ensure sustainable use of these lands. The importance of reclamation planning is described in this manual with suggestions about establishing project objectives, scheduling, budgeting, and selecting cost-effective techniques. Reclamation techniques include sections describing: (1) erosion control (physical, chemical, and biological), (2) site preparation, (3) soil amendments, (4) seeding, (5) planting, (6) grazing and weed control, (7) mulching, (8) irrigation, and (9) site protection. Each section states the objectives of the technique, the principles, an in-depth look at the techniques, and any special considerations as it relates to DoD or DOE lands. The need for monitoring and remediation is described to guide users in monitoring reclamation efforts to evaluate their cost-effectiveness. Costs are provided for the proposed techniques for the major deserts of the southwestern U.S. showing the average and range of costs. A set of decision tools are provided in the form of a flow diagram and table to guide users in selecting effective reclamation techniques to achieve mitigation objectives. Recommendations are provided to help summarize key reclamation principles and to assist users in developing a successful program that contributes to sustainable uses of DoD and DOE lands. The users manual is helpful to managers in communicating to installation management the needs and consequences of training decisions and the costs required to achieve successful levels of sustainable use. This users manual focuses on the development of new reclamation techniques that have been implemented at the National Training Center at Fort Irwin, California, and are applicable to most arid land reclamation efforts.

    This Final ''Hanford Comprehensive Land-Use Plan Environmental Impact Statement'' (HCP EIS) is being used by the Department of Energy (DOE) and its nine cooperating and consulting agencies to develop a comprehensive land-use plan (CLUP) for the Hanford Site. The DOE will use the Final HCP EIS as a basis for a Record of Decision (ROD) on a CLUP for the Hanford Site. While development of the CLUP will be complete with release of the HCP EIS ROD, full implementation of the CLUP is expected to take at least 50 years. Implementation of the CLUP would begin a more detailed planning process for land-use and facility-use decisions at the Hanford Site. The DOE would use the CLUP to screen proposals. Eventually, management of Hanford Site areas would move toward the CLUP land-use goals. This CLUP process could take more than 50 years to fully achieve the land-use goals.

    In order to evaluate the transfer of certain Federal lands at Los Alamos National Laboratory (LANL), the US Department of Energy (DOE) determined that the proposed action had the potential to result in environmental impacts and required the preparation of an Environmental Assessment under the National Environmental Policy Act (NEPA). The specific proposed action evaluated by DOE with support from LANL was the transfer of approximately 28 contiguous acres of underutilized Federal land to the County. This tract was locally referred to as the DP Road tract. Although the land was underutilized, it functioned as part of a larger buffer area between potentially hazardous operations at LANL and the general public. The tract was covered with scrub vegetation. There were no government buildings located on the site. The tract of land had two Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) located within the tract boundary as well as a buried but active liquid radioactive waste pipeline that crossed the site. The tract of land was adjacent to several other DOE SWMUs as well as a public road. In addition, there were ownership issues pertaining to the transfer of the land to persons and agencies other than the County. This particular tract of land was being considered for transfer to the County at the same time DOE and LANL began evaluating another large Federal land tract for lease to the County to be developed as a private research park.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

    The Land Information System (LIS) was developed to use advanced flexible land surface modeling and data assimilation frameworks to integrate extremely large satellite- and ground-based observations with advanced land surface models to produce continuous high-resolution fields of land surface states and fluxes. The resulting fields are extremely useful for drought and flood assessment, agricultural planning, disaster management, weather and climate forecasting, water resources assessment, and the like. We envisioned transforming the LIS modeling system into a scientific cloud computing-aware web and data service that would allow clients to easily setup and configure for use in addressing large water management issues. The focus of this Phase 1 project was to determine the scientific, technical, commercial merit and feasibility of the proposed LIS-cloud innovations that are currently barriers to broad LIS applicability. We (a) quantified the barriers to broad LIS utility and commercialization (high performance computing, big data, user interface, and licensing issues); (b) designed the proposed LIS-cloud web service, model-data interface, database services, and user interfaces; (c) constructed a prototype LIS user interface including abstractions for simulation control, visualization, and data interaction, (d) used the prototype to conduct a market analysis and survey to determine potential market size and competition, (e) identified LIS software licensing and copyright limitations and developed solutions, and (f) developed a business plan for development and marketing of the LIS-cloud innovation. While some significant feasibility issues were found in the LIS licensing, overall a high degree of LIS-cloud technical feasibility was found.

The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    The Global Change Assessment Model Version 3.0 defines three different levels of Protected Lands within the agricultural and landuse component. These three different scenarios effectively cordon off 3.5% (5.0 million km2) of the Earths terrestrial lands in the de minimus Protected Land Scenario, 5.0% (7.20 million km2) in the Core Protected Land Scenario, and 8.2% (11.8 million km2) in the Expanded Protected Land Scenario. None of these scenarios represents the right level of Protected Lands for the planet today or tomorrow. Rather, the goal is to create a range of scenarios that can be used in modeling human responses to climate change and the impact those would have on managed and unmanaged terrestrial lands. These scenarios harness the wealth of information in the United Nations Environment Programme World Conservation Monitoring Centres World Database on Protected Areas and its categories of explicit degrees of protection.

    The overall objective of this collaborative project is to integrate an existing general equilibrium energy-economic growth model with a biogeochemical cycles and biophysical models in order to more fully explore the potential contribution of land use-related activities to future emissions scenarios. Land cover and land use change activities, including deforestation, afforestation, and agriculture management, are important source of not only CO2, but also non-CO2 GHGs. Therefore, contribution of land-use emissions to total emissions of GHGs is important, and consequently their future trends are relevant to the estimation of climate change and its mitigation. This final report covers the full project period of the award, beginning May 2006, which includes a sub-contract to Brown University later transferred to the National Center for Atmospheric Research (NCAR) when Co-PI Brian O'Neill changed institutional affiliations.

With this study, it evaluates a strategy of incorporating landscape design and management concepts into bioenergy feedstock production. It examines the effect of land conversion and agricultural best management practices (BMPs) on water quality (nutrients and suspended sediments) and hydrology. The strategy was applied to the watershed of the South Fork Iowa River in Iowa, where the focus was on converting low-productivity land to provide cellulosic biomass and implementing riparian buffers. The Soil and Water Assessment Tool (SWAT) wasmore » employed to simulate the impact at watershed and sub-basin scales. The study compared the representation of buffers by using trapping efficiency and area ratio methods in SWAT. Landscape design and management scenarios were developed to quantify water quality under (i) current land use, (ii) partial land conversion to switchgrass, and (iii) riparian buffer implementation. Results show that implementation of vegetative barriers and riparian buffer can trap the loss of total nitrogen, total phosphorus, and sediment significantly. The effect increases with the increase of buffer area coverage. Implementing riparian buffer at 30 m width is able to produce 4 million liters of biofuels. When low-productivity land (15.2% of total watershed land area) is converted to grow switchgrass, suspended sediment, total nitrogen, total phosphorus, and nitrate loadings are reduced by 69.3%, 55.5%, 46.1%, and 13.4%, respectively.     This study establishes a basis for long-range land-use planning to accommodate both present and projected DOE program requirements in Oak Ridge. In addition to technological requirements, this land-use plan incorporates in-depth ecological concepts that recognize multiple uses of land as a viable option. Neither environmental research nor technological operations need to be mutually exclusive in all instances. Unique biological areas, as well as rare and endangered species, need to be protected, and human and environmental health and safety must be maintained. The plan is based on the concept that the primary use of DOE land resources must be to implement the overall DOE mission in Oak Ridge. This document, along with the base map and overlay maps, provides a reasonably detailed description of the DOE Oak Ridge land resources and of the current and potential uses of the land. A description of the land characteristics, including geomorphology, agricultural productivity and soils, water courses, vegetation, and terrestrial and aquatic animal habitats, is presented to serve as a resource document. Essentially all DOE land in the Oak Ridge area is being fully used for ongoing DOE programs or has been set aside as protected areas.

    The Department of Defense (DoD) is steward for nearly 25 million acres of public land. These lands often harbor important populations of threatened and endangered species, significant ecological areas, and important cultural resources. Protected by security requirements and the need for buffer zones, DoD lands are the only significant undeveloped areas in many regions. The goal of DoD`s Conservation program is to provide a healthy coexistence between protecting important natural and cultural resources and supporting the readiness requirements of the military mission. Although this can be difficult task, DoD is committed to ensuring that its military installations have inventories and plans for managing these resources in a coordinated, comprehensive manner. This past year, the Department adopted ecosystem management principles and guidelines to better integrate economic, social, and environmental concerns in its resource management program. In addition, the Department initiated several important studies which will help define in future resource management goals. This presentation will summarize the results to date of several cooperative partnership efforts.

    Texas State Lands oil and gas resources are estimated at 1.6 BSTB of remaining mobile oil, 2.1 BSTB, or residual oil, and nearly 10 Tcf of remaining gas. An integrated, detailed geologic and engineering characterization of Texas State Lands has created quantitative descriptions of the oil and gas reservoirs, resulting in delineation of untapped, bypassed compartments and zones of remaining oil and gas. On Texas State Lands, the knowledge gained from such interpretative, quantitative reservoir descriptions has been the basis for designing optimized recovery strategies, including well deepening, recompletions, workovers, targeted infill drilling, injection profile modification, and waterflood optimization. The State of Texas Advanced Resource Recovery program is currently evaluating oil and gas fields along the Gulf Coast (South Copano Bay and Umbrella Point fields) and in the Permian Basin (Keystone East, Ozona, Geraldine Ford and Ford West fields). The program is grounded in advanced reservoir characterization techniques that define the residence of unrecovered oil and gas remaining in select State Land reservoirs. Integral to the program is collaboration with operators in order to deploy advanced reservoir exploitation and management plans. These plans are made on the basis of a thorough understanding of internal reservoir architecture and its controls on remaining oil and gas distribution. Continued accurate, detailed Texas State Lands reservoir description and characterization will ensure deployment of the most current and economically viable recovery technologies and strategies available.

    KamLAND-Zen reports on a preliminary search for neutrinoless double-beta decay with 136Xe based on 114.8 live-days after the purification of the xenon loaded liquid scintillator. In this data, the problematic 110mAg background peak identified in previous searches is reduced by more than a factor of 10. By combining the KamLAND-Zen pre- and post-purification data, we obtain a preliminary lower limit on the 0νββ decay half-life of T0ν1/2 > 2.6×1025 yr at 90% C.L. The search sensitivity will be enhanced with additional low background data after the purification.     KamLAND-Zen reports on a preliminary search for neutrinoless double-beta decay with 136Xe based on 114.8 live-days after the purification of the xenon loaded liquid scintillator. In this data, the problematic 110mAg background peak identified in previous searches is reduced by more than a factor of 10. By combining the KamLAND-Zen pre- and post-purification data, we obtain a preliminary lower limit on the 0??? decay half-life of T0?1/2 > 2.61025 yr at 90% C.L. The search sensitivity will be enhanced with additional low background data after the purification. As a result, prospects for further improvements with future KamLAND-Zen upgrades are also presented.

  19. Report on audit of the US Department of Energy`s identification and disposal of nonessential land

    This document presents the results of an audit of four US DOE facilities to determine whether any land holdings are excess to current and anticipated future needs. Facilities audited were the Hanford Site, the Oak Ridge Reservation, the Idaho National Engineering Laboratory, and the Brookhaven Laboratory. Audit findings were that 309,000 acres at the Hanford, Oak Ridge, and Idaho sites were not essential to carrying out current and foreseeable mission requirements. It is recommended that the DOE dispose of the nonessential land holdings, reevaluate requirements for remaining land holdings and dispose of any additional nonessential land, and reevaluate the policy of defining ecosystem management as a valid basis for retaining Department real property. 2 tabs.

    Land models, which have been developed by the modeling community in the past few decades to predict future states of ecosystems and climate, have to be critically evaluated for their performance skills of simulating ecosystem responses and feedback to climate change. Benchmarking is an emerging procedure to measure performance of models against a set of defined standards. This paper proposes a benchmarking framework for evaluation of land model performances and, meanwhile, highlights major challenges at this infant stage of benchmark analysis. The framework includes (1) targeted aspects of model performance to be evaluated, (2) a set of benchmarks as defined references to test model performance, (3) metrics to measure and compare performance skills among models so as to identify model strengths and deficiencies, and (4) model improvement. Land models are required to simulate exchange of water, energy, carbon and sometimes other trace gases between the atmosphere and land surface, and should be evaluated for their simulations of biophysical processes, biogeochemical cycles, and vegetation dynamics in response to climate change across broad temporal and spatial scales. Thus, one major challenge is to select and define a limited number of benchmarks to effectively evaluate land model performance. The second challenge is to develop metrics of measuring mismatches between models and benchmarks. The metrics may include (1) a priori thresholds of acceptable model performance and (2) a scoring system to combine datamodel mismatches for various processes at different temporal and spatial scales. The benchmark analyses should identify clues of weak model performance to guide future development, thus enabling improved predictions of future states of ecosystems and climate. The near-future research effort should be on development of a set of widely acceptable benchmarks that can be used to objectively, effectively, and reliably evaluate fundamental properties of land models to improve their prediction performance skills.
