  4. Hierarchical Marginal Land Assessment for Land Use Planning

    Marginal land provides an alternative potential for food and bioenergy production in the face of limited land resources; however, effective assessment of marginal lands is not well addressed. Concerns over environmental risks, ecosystem services and sustainability for marginal land have been widely raised. The objective of this study was to develop a hierarchical marginal land assessment framework for land use planning and management. We first identified major land functions linking production, environment, ecosystem services and economics, and then classified land resources into four categories of marginal land using suitability and limitations associated with major management goals, including physically marginal land, biologically marginal land, environmental-ecological marginal land, and economically marginal land. We tested this assessment framework in south-western Michigan, USA. Our results indicated that this marginal land assessment framework can be potentially feasible on land use planning for food and bioenergy production, and balancing multiple goals of land use management. We also compared our results with marginal land assessment from the Conservation Reserve Program (CRP) and land capability classes (LCC) that are used in the US. The hierarchical assessment framework has advantages of quantitatively reflecting land functions and multiple concerns. This provides a foundation upon which focused studies can be identified in order to improve the assessment framework by quantifying high-resolution land functions associated with environment and ecosystem services as well as their criteria are needed to improve the assessment framework.

    In order to evaluate the transfer of certain Federal lands at Los Alamos National Laboratory (LANL), the US Department of Energy (DOE) determined that the proposed action had the potential to result in environmental impacts and required the preparation of an Environmental Assessment under the National Environmental Policy Act (NEPA). The specific proposed action evaluated by DOE with support from LANL was the transfer of approximately 28 contiguous acres of underutilized Federal land to the County. This tract was locally referred to as the DP Road tract. Although the land was underutilized, it functioned as part of a larger buffer area between potentially hazardous operations at LANL and the general public. The tract was covered with scrub vegetation. There were no government buildings located on the site. The tract of land had two Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) located within the tract boundary as well as a buried but active liquid radioactive waste pipeline that crossed the site. The tract of land was adjacent to several other DOE SWMUs as well as a public road. In addition, there were ownership issues pertaining to the transfer of the land to persons and agencies other than the County. This particular tract of land was being considered for transfer to the County at the same time DOE and LANL began evaluating another large Federal land tract for lease to the County to be developed as a private research park.

    Land use change may exert a negative impact on environmental quality. A state–impact–state (SIS) model describing a state transform under certain impacts has been integrated into land use planning (LUP) environmental impact assessment (LUPEA). This logical model is intuitive and easy to understand, but the exploration of impact is essential to establish the indicator system and to identify the scope of land use environmental impact when it is applied to a specific region. In this study, we investigated environmental driving forces from land use planning (LUPF), along with the conception, components, scope, and impact of LUPF. This method was illustrated by a case study in Zoucheng, China. Through the results, we concluded that (1) the LUPF on environment are impacts originated from the implementation of LUP on a regional environment, which are characterized by four aspects: magnitude, direction, action point, and its owner; (2) various scopes of LUPF on individual environmental elements based on different standards jointly define the final scope of LUPEA; (3) our case study in Zoucheng demonstrates the practicability of this proposed approach; (4) this method can be embedded into LUPEA with direction, magnitudes, and scopes of the LUPF on individual elements obtained, and the identified indicator system can be directly employed into LUPEA and (5) the assessment helps to identify key indicators and to set up a corresponding strategy to mitigate the negative impact of LUP on the environment, which are two important objectives of strategic environmental assessment (SEA) in LUP. - Highlights: • Environmental driving forces from land use planning (LUPF) are investigated and categorized. • Our method can obtains the direction, magnitudes and scopes of environmental driving forces. • The LUPEA scope is determined by the combination of various scopes of LUPF on individual elements. • LUPF assessment can be embedded into LUPEA. • The method can help to

    This paper presents a method based on scenario analysis to compare the environmental effects of different spatial plan policies in a range of possible futures. The study aimed at contributing to overcome two limitations encountered in Strategic Environmental Assessment (SEA) for spatial planning: poor exploration of how the future might unfold, and poor consideration of alternative plan policies. Scenarios were developed through what-if functions and spatial modeling in a Geographical Information System (GIS), and consisted in maps that represent future land uses under different assumptions on key driving forces. The use of land use scenarios provided a representation of how the different policies will look like on the ground. This allowed gaining a better understanding of the policies' implications on the environment, which could be measured through a set of indicators. The research undertook a case-study approach by developing and assessing land use scenarios for the future growth of Caia, a strategically-located and fast-developing town in rural Mozambique. The effects of alternative spatial plan policies were assessed against a set of environmental performance indicators, including deforestation, loss of agricultural land, encroachment of flood-prone areas and wetlands and access to water sources. In this way, critical environmental effects related to the implementation of each policy were identified and discussed, suggesting possible strategies to address them. - Graphical abstract: Display Omitted Research Highlights: Black-Right-Pointing-Pointer The method contributes to two critical issues in SEA: exploration of the future and consideration of alternatives.     Integrated assessment is an approach that is useful in evaluating the consequences of global climate change. Understanding the consequences requires knowledge of the relationship between land-use change and climate change. Methodologies for assessing the contribution of land-use change to atmospheric CO{sub 2} concentrations are considered with reference to a particular case study area: south and southeast Asia. The use of models to evaluate the consequences of climate change on forests must also consider an assessment approach. Each of these points is discussed in the following four sections.

    Even a dozen years since the passage of the Surface Mining Control and Reclamation Act (SMCRA) there is little agreement on how well it has worked. The paper attempts to assess the impacts of SMCRA in six major surface coal producing states. Although it is not possible to make an unqualified overall national assessment, the evidence presented in the paper indicates that in many (but by no means all) cases, surface coal mining is now carried out in environmentally less destructive ways then before the Act. However, the accomplishments have fallen far short of expectations. The situation in some states has gotten worse than before the Act. Overall, the impact of the Act on the ground has been mixed and has depended on the rigor with which the Act has been implemented in individual coal states.

  1. Evaluating the Probabilistic Land-Use Scenarios in the Radiological Dose Assessment for License Termination

    A recent trend in establishing regulatory policy regarding environmental cleanup has been the adoption of a risk-informed decision approach. This approach places an emphasis on the development of a defensible technical basis upon which cleanup decisions can be understood and accepted by stakeholders. The process has been exemplified by the U.S. Nuclear Regulatory Commission's (NRC's) approach to implement its License Termination Rule in Title 10, Part 20, Subpart E of the Code of Federal Regulations (10 CFR 20, Subpart E), for which probabilistic radiological dose assessment has been a key technical element for demonstrating compliance. Further guidance including NUREG-1757 and its supplemental document are also prepared for this purpose. The approach also entails extensive data collection to cover the range of parameter variability, along with interpretations of the probabilistic dose results and demonstration of compliance. One major remaining issue, however, involves the future use of the land following cleanup. Land use is a key factor that may profoundly influence dose assessment, which in turn will affect the level of cleanup and therefore the associated costs. Despite this, incorporation of land-use considerations into the current probabilistic dose assessment approach has not actually been performed in the regulatory process. In order to address the issue, a study was initiated to evaluate the potential influence of land use on dose analysis, to understand the possible ramifications in cleanup decision-making. A probabilistic distribution based on land use was developed as input into the probabilistic RESRAD analysis for the demonstration of this approach.. This results in an understanding of the characteristics of dose distributions as exhibited by various land-use scenarios. By factoring in the probability distribution of land-use scenarios, the potential 'levels of conservatism' can be explicitly defined and evaluated. The results allow the

    The study assesses the major economic benefits and costs that are associated with the enforcement of the Surface Mining Control and Reclamation ACt (SMCRA). The report addresses the benefits of surface coal mining and land reclamation that follow from the Act. As originally conceived, the study was to evaluate, preferably in monetary terms, the specific benefits and socio-economic impacts of SMCRA. However, it was apparent, in the course of the initial analysis, that historical evaluation of specific benefits and socio-economic/environmental impacts is complicated by the short time that SMCRA has been in operation. It was also apparent that development of substantive, and defensible, quantified estimates of benefits and impacts is hindered by the absence of a great deal of needed numerical data, and by incomplete understanding of the reclamation processes that the Act is intended to enhance. Rather than attempt to evaluate specific benefits and socio-economic/environmental impacts, the study evaluated existing research studies on the impacts of surface mining, land reclamation, and SMCRA, and evaluated existing data sources relevant to surface mining, land reclamation, and SMCRA.

    The implementation of land use planning (LUP) has a large impact on environmental quality. There lacks a widely accepted and consolidated approach to assess the LUP environmental impact using Strategic Environmental Assessment (SEA). In this paper, we developed a state-impact-state (SIS) model employed in the LUP environmental impact assessment (LUPEA). With the usage of Matter-element (ME) and Extenics method, the methodology based on the SIS model was established and applied in the LUPEA of Zoucheng County, China. The results show that: (1) this methodology provides an intuitive and easy understanding logical model for both the theoretical analysis and application of LUPEA; (2) the spatial multi-temporal assessment from base year, near-future year to planning target year suggests the positive impact on the environmental quality in the whole County despite certain environmental degradation in some towns; (3) besides the spatial assessment, other achievements including the environmental elements influenced by land use and their weights, the identification of key indicators in LUPEA, and the appropriate environmental mitigation measures were obtained; and (4) this methodology can be used to achieve multi-temporal assessment of LUP environmental impact of County or Town level in other areas. - Highlights: A State-Impact-State model for Land Use Planning Environmental Assessment (LUPEA). Matter-element (ME) and Extenics methods were embedded in the LUPEA. The model was applied to the LUPEA of Zoucheng County. The assessment shows improving environment quality since 2000 in Zoucheng County. The method provides a useful tool for the LUPEA in the county level.

    The need to capture important climate feedbacks in general circulation models (GCMs) has resulted in efforts to include atmospheric chemistry and land and ocean biogeochemistry into the next generation of production climate models, called Earth System Models (ESMs). While many terrestrial and ocean carbon models have been coupled to GCMs, recent work has shown that such models can yield a wide range of results (Friedlingstein et al., 2006). This work suggests that a more rigorous set of global offline and partially coupled experiments, along with detailed analyses of processes and comparisons with measurements, are needed. The Carbon-Land Model Intercomparison Project (C-LAMP) was designed to meet this need by providing a simulation protocol and model performance metrics based upon comparisons against best-available satellite- and ground-based measurements (Hoffman et al., 2007). Recently, a similar effort in Europe, called the International Land Model Benchmark (ILAMB) Project, was begun to assess the performance of European land surface models. These two projects will now serve as prototypes for a proposed international land-biosphere model benchmarking activity for those models participating in the IPCC Fifth Assessment Report (AR5). Initially used for model validation for terrestrial biogeochemistry models in the NCAR Community Land Model (CLM), C-LAMP incorporates a simulation protocol for both offline and partially coupled simulations using a prescribed historical trajectory of atmospheric CO2 concentrations. Models are confronted with data through comparisons against AmeriFlux site measurements, MODIS satellite observations, NOAA Globalview flask records, TRANSCOM inversions, and Free Air CO2 Enrichment (FACE) site measurements.     On August 8, 2005, the President signed the Energy Policy Act of 2005 (EPAct) into law. In Subtitle F of EPAct, Congress set forth various provisions that would change the way certain federal agencies (Agencies) coordinate to authorize the use of land for a variety of energy-related purposes. As part of Subtitle F of EPAct, Section 368 addresses the issue of energy transportation corridors on federal land for oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities. Because of the critical importance of improving the nation's electrical transmission grid, Congress recognized that electricity transmission issues should receive added attention when the Agencies address corridor location and analysis issues. In Section 368, Congress specifically directed the Agencies to consider the need for upgraded and new facilities to deliver electricity: In carrying out [Section 368], the Secretaries shall take into account the need for upgraded and new electricity transmission and distribution facilities to (1) improve reliability; (2) relieve congestion; and (3) enhance capability of the national grid to deliver electricity. Section 368 does not require the Agencies to consider or approve specific projects, applications for rights-of-way (ROWs), or other permits within designated energy corridors. Importantly, Section 368 does not direct, license, or otherwise permit any on-the-ground activity of any sort. If an applicant is interested in obtaining an authorization to develop a project within any corridor designated under Section 368, the applicant would have to apply for a ROW authorization and applicable permits.     This report outlines the progress on the development and application of Integrated Assessment Modeling of Carbon Sequestrations and Land Use Emissions supported by the DOE Office of Biological and Environmental Research (OBER), U.S. Department of Energy, Grant No. DOE-DE-FG02-01ER63069. The overall objective of this collaborative project between the University of Illinois at Urbana-Champaign (UIUC), Oak Ridge National Laboratory (ORNL), Lawrence Livermore National Laboratory (LLNL), and Pacific Northwest National Laboratory (PNNL) was to unite the latest advances in carbon cycle research with scientifically based models and policy-related integrated assessment tools that incorporate computationally efficient representations of the latest knowledge concerning science and emission trajectories, and their policy implications. As part of this research we accomplished the following tasks that we originally proposed: (1) In coordination with LLNL and ORNL, we enhanced the Integrated Science Assessment Model's (ISAM) parametric representation of the ocean and terrestrial carbon cycles that better represent spatial and seasonal variations, which are important to study the mechanisms that influence carbon sequestration in the ocean and terrestrial ecosystems; (2) Using the MiniCAM modeling capability, we revised the SRES (IPCC Special Report on Emission Scenarios; IPCC, 2000) land use emission scenarios; and (3) On the application front, the enhanced version of ISAM modeling capability is applied to understand how short- and long-term natural carbon fluxes, carbon sequestration, and human emissions contribute to the net global emissions (concentrations) trajectories required to reach various concentration (emission) targets. Under this grant, 21 research publications were produced.   8. Joint environmental assessment 1997--2001 of the California Department of Food and Agriculture Curly Top Virus Control Program for Bureau of Land Management and Department of Energy

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

  9. Paducah Gaseous Diffusion Plant Draft Paducah Environmental Assessment for Potential Land and Facilities Transfers

    DOE is evaluating the potential conveyance (lease, easement, and/or title transfer) of real property that may be determined to be excessed, underutilized or unneeded at the Paducah Gaseous Diffusion Plant (PGDP). After appropriate agency reviews, DOE could transfer PGDP real property to one or more entities for a range of economic development and/or recreational uses. DOEs potential action is designed to reduce the footprint of the site and the cost for maintenance of the site, providing opportunities for beneficial reuse. DOE prepared this Draft Environmental Assessment (EA) to analyze the potential environmental consequences associated with potential land and facilities transfers.

    Climate projections depend on scenarios of fossil fuel emissions and land use change, and the IPCC AR5 parallel process assumes consistent climate scenarios across Integrated Assessment and Earth System Models (IAMs and ESMs). To facilitate consistency, CMIP5 used a novel land use harmonization to provide ESMs with seamless, 1500-2100 land use trajectories generated by historical data and four IAMs. However, we have identified and partially addressed a major gap in the CMIP5 land coupling design. The CMIP5 Community ESM (CESM) global afforestation is only 22% of RCP4.5 afforestation from 2005 to 2100. Likewise, only 17% of the Global Change Assessment Models (GCAMs) 2040 RCP4.5 afforestation signal, and none of the pasture loss, were transmitted to CESM within a newly integrated model. This is a critical problem because afforestation is necessary for achieving the RCP4.5 climate stabilization. We attempted to rectify this problem by modifying only the ESM component of the integrated model, enabling CESM to simulate 66% of GCAMs afforestation in 2040, and 94% of GCAMs pasture loss as grassland and shrubland losses. This additional afforestation increases vegetation carbon gain by 19 PgC and decreases atmospheric CO2 gain by 8 ppmv from 2005 to 2040, implying different climate scenarios between CMIP5 GCAM and CESM. Similar inconsistencies likely exist in other CMIP5 model results, primarily because land cover information is not shared between models, with possible contributions from afforestation exceeding model-specific, potentially viable forest area. Further work to harmonize land cover among models will be required to adequately rectify this problem.

  11. Lessons learned and new challenges for integrated assessment under the National Environmental Policy Act

    One of the first government-sponsored demands for integrated assessment to support decision making in the United States is embodied in the National Environmental Policy Act of 1969 (NEPA). Over the past 25 years, Oak Ridge National Laboratory (ORNL) has supported federal agencies` in evaluating health and environmental impacts as required by NEPA. Many of ORNL`s efforts have focused on complex, programmatic assessments that break new ground and require and integrate expertise from a wide range of technical disciplines. Examples of ORNL projects that illustrate the use of integrated assessment approaches include environmental documentation for: (1) the Department of the Army`s Chemical Stockpile Disposal Program, (2) the Federal Energy Regulatory Commission`s licensing activities related to the Owens River Basin in eastern California and along a 500-mile reach of the upper Ohio River, and (3) the Nuclear Regulatory Commission`s decision regarding restart of the undamaged reactor (Unit 1) at Three Mile Island. Our discussion of these examples illustrates successful integrated assessment approaches and identifies new challenges facing integrated assessment activities.

  12. Assessing the potential visibility benefits of Clean Air Act Title IV emission reductions

    Assessments are made of the benefits of the 1990 Clean Air Act Title IV (COVE), Phase 2, SO2 and NOX reduction provisions, to the visibility in typical eastern and western Class 1 areas. Probable bands of visibility impairment distribution curves are developed for Shenandoah National Park, Smoky Mountain National Park and the Grand Canyon National Park, based on the existing emissions, ``Base Case``, and for the COVE emission reductions, ``CAAA Case``. Emission projections for 2010 are developed with improved versions of the National Acid Precipitation Assessment Program emission projection models. Source-receptor transfer matrices created with the Advanced Statistical Trajectory Regional Air Pollution (ASTRAP) model are used with existing emission inventories and with the emission projections to calculate atmospheric concentrations of sulfate and nitrate at the receptors of interest for existing and projected emission scenarios. The Visibility Assessment Scoping Model (VASM) is then used to develop distributions of visibility impairment. VASM combines statistics of observed concentrations of particulate species and relative humidity with ASTRAP calculations of the relative changes in atmospheric sulfate and nitrate particulate concentrations in a Monte Carlo approach to produce expected distributions of hourly particulate concentrations and RH. Light extinction relationships developed in theoretical and field studies are then used to calculate the resulting distribution of visibility impairment. Successive Monte Carlo studies are carried out to develop sets of visibility impairment distributions with and without the COVE emission reductions to gain insight into the detectability of expected visibility improvements.

  13. ENVIRONMENTAL ASSESSMENT FOR THE PROPOSED WITHDRAWAL OF PUBLIC LANDS WITHIN AND SURROUNDING THE CALIENTE RAIL CORRIDOR, NEVADA

    The purpose for agency action is to preclude surface entry and the location of new mining claims, subject to valid existing rights, within and surrounding the Caliente rail corridor as described in the Yucca Mountain FEIS (DOE 2002). This protective measure is needed to enhance the safe, efficient, and uninterrupted evaluation of land areas for potential rail alignments within the Caliente rail corridor. The evaluation will assist the DOE in determining, through the Rail Alignment environmental impact statement (EIS) process, whether to construct a branch rail line, and to provide support to the BLM in deciding whether or not to reserve a ROW for the rail line under the Federal Land Policy and Management Act (FLPMA). The BLM participated as a cooperating agency in preparing this EA because it is the responsible land manager and BLM staff could contribute resource specific expertise.

  14. Assessment of the response of spent fuel transports to malevolent acts

    This paper describes the results of a program conducted at Sandia National Laboratories (SNL) for the US Department of Energy to provide an experimental data base for more accurately assessing the radiological consequences from a hypothetical sabotage attack on a spent fuel shipping cask. The primary objectives of the program were limited to: (1) evaluating the effectiveness of selected high explosive devices (HED) in breaching full-size spent fuel casks, (2) quantifying and characterizing relevant aerosol properties of the released fuel, and (3) using the resulting experimental data to evaluate the radiological health consequences resulting from a hypothetical sabotage attack on a spent fuel shipping cask in a densely populated area. Subscale and full-scale experiments in conjunction with an analytical modeling study were performed to meet the programmatic objectives. The data from this program indicate that the Urban Studies greatly overestimated the impact of malevolent acts directed at spent fuel casks in urban environs. From that standpoint this work could be the basis of additional regulatory revisions of the NRC physical protection requirements. In a larger sense this work can also be the basis of more credible worst case analyses since it defines the actual result of an event which is well beyond any expectations of cask failures in accident environments. 5 references.

    This paper presents and discusses the construction of a spatial decision-support tool for the Strategic Environmental Assessment (SEA) of a land use plan: the spatial coordination plan of the Province of Naples, in southern Italy. The decision-support tool organises the relevant information, spatially resolves the actions of the plan, predicts their environmental impacts, and generates overall performance maps. Its final goal is to provide a suitable technical support to a formal SEA procedure. The expected implications of the plan, such as changes in land use and traffic flows and urban expansion, were modelled and assessed against a set of environmental criteria using SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis and mapping. It was found that the SWOT analysis provided a good basis for assessment and strategy formulation. The paper also intends to contribute to the topic of data and scale issues in SEA, by exemplifying the role played by spatial data and spatial analyses to support informative SEA.

  17. Applying geographic information systems to support strategic environmental assessment: Opportunities and limitations in the context of Irish land-use plans

    The strengthening of spatial database infrastructures, further promoted by the INSPIRE Directive adopted in 2007, has led to an increased use of spatial data in planning and decision-making. Given that land-use plans are intrinsically spatial, such evidence and approaches can significantly benefit plan-making. A spatial framework could especially support the specific Strategic Environmental Assessment (SEA) aspects of the plan-making process. Spatial tools such as Geographic Information Systems (GIS) are particularly well-placed to support the environmental integration sought in SEA by providing evidence through the spatial assessment of multiple environmental datasets. Moreover, GIS bring the opportunity to augment conventional assessment techniques (e.g. matrix-based assessments) by acting as visual mediators of spatial knowledge and by providing an effective tool for the spatial and temporal analysis of environmental impacts. This paper presents a GIS-based approach to SEA (GISEA), and analyses the above premise by evaluating the barriers, limitations, opportunities and benefits of its implementation. The GISEA approach has been applied to seven development plans of differing scales in the Republic of Ireland. The results of the case studies revealed that current issues in SEA (e.g. restricted time-frames and institutional arrangements) condition the implementation of a GIS-based approach. Moreover, GIS expertise, data accessibility and quality remain limiting factors to an effective GIS application in SEA. However, the results also confirmed that GIS have the potential to increase the objectivity and accuracy of the assessment, enhance both the understanding of environmental and planning considerations and the delivery of information, and, therefore, help to improve the effectiveness of SEA practice.

    The Keweenaw Bay Indian Community (KBIC) is committed to preserving our natural environment and reducing the amount of fossil fuels consumed while developing "green" business manufacturing jobs on tribal lands. The Tribe's Comprehensive Strategic Plan seeks to diversify the Tribal Economy through the creation of alternative energy businesses, such as wind, solar and bio-mass facilities while protecting the waters of Lake Superior, tribal inland lakes and streams. In addition, the Community desired to utilize clean/green energy resources to promote the self-sufficiency of the Tribal Nation. The objective of the study is to preserve our environment and maintain our cultural goals of using the resources of the land wisely. To reduce our consumption of fossil fuels, mercury and carbon dioxide emissions, which harm our water and land; we have decided to evaluate the opportunities of utilizing wind power. Preliminary projections show that we may eliminate pollution from our land in a cost effective manner. This study will evaluate wind capacity and our current energy consumption while projecting the feasibility of converting to wind power for operations at our major facilities. This project will study the feasibility of wind power at two locations for the purpose of reducing the Tribe's reliance upon fossil fuels and creating business opportunities, jobs and revenue for the community.

    As part of its initiative to fulfill its responsibilities to provide support for the incorporated County of Los Alamos (the County) as an Atomic Energy Community, while simultaneously fulfilling its obligations to enhance the self-sufficiency of the County under authority of the Atomic Energy Community Act of 1955 and the Defense Authorization Act, the U.S. Department of Energy (DOE) proposes to lease undeveloped land in Los Alamos, New Mexico, to the County for private sector use as a research park. The Proposed Action is intended to accelerate economic development activities within the County by creating regional employment opportunities through offering federal land for private sector lease and use. As a result of the proposed land lease, any government expenditures for providing infrastructure to the property would be somewhat supplemented by tenant purchase of Los Alamos National Laboratory (LANL) expertise in research and development activities. The presence of a research park within LANL boundaries is expected to allow private sector tenants of the park to be able to quickly and efficiently call upon LANL scientific expertise and facility and equipment capabilities as part of their own research operations and LANL research personnel, in turn, would be challenged in areas complementary to their federally funded research. In this way a symbiotic relationship would be enjoyed by both parties while simultaneously promoting economic development for the County through new job opportunities at the Research Park and at LANL, new indirect support opportunities for the community at large, and through payment of the basic building space leases. A ''sliding-scale'' approach (DOE 1993) is the basis for the analysis of effects in this Environmental Assessment (EA). Numerous environmental analyses have been prepared that contain valuable information about regions and ecosystems, but these data were not stored in a retrievable manner. In 1993 and 1994, agency-specific NEPA and related datasets were consolidated into the US Department of Energy NEPA Web and NEPAnet. These improve the efficiency and effectiveness of the environmental impact assessment/NEPA process in the US.

    A warming climate is altering land-atmosphere exchanges of carbon, with a potential for increased vegetation productivity as well as the mobilization of permafrost soil carbon stores. Here we investigate land-atmosphere carbon dioxide (CO2) cycling through analysis of net ecosystem productivity (NEP) and its component fluxes of gross primary productivity (GPP) and ecosystem respiration (ER) and soil carbon residence time, simulated by a set of land surface models (LSMs) over a region spanning the drainage basin of Northern Eurasia. The retrospective simulations cover the period 1960–2009 at 0.5° resolution, which is a scale common among many global carbon and climate modelmore » simulations. Model performance benchmarks were drawn from comparisons against both observed CO2 fluxes derived from site-based eddy covariance measurements as well as regional-scale GPP estimates based on satellite remote-sensing data. The site-based comparisons depict a tendency for overestimates in GPP and ER for several of the models, particularly at the two sites to the south. For several models the spatial pattern in GPP explains less than half the variance in the MODIS MOD17 GPP product. Across the models NEP increases by as little as 0.01 to as much as 0.79 g C m⁻² yr⁻², equivalent to 3 to 340 % of the respective model means, over the analysis period. For the multimodel average the increase is 135 % of the mean from the first to last 10 years of record (1960–1969 vs. 2000–2009), with a weakening CO2 sink over the latter decades. Vegetation net primary productivity increased by 8 to 30 % from the first to last 10 years, contributing to soil carbon storage gains. The range in regional mean NEP among the group is twice the multimodel mean, indicative of the uncertainty in CO2 sink strength. The models simulate that inputs to the soil carbon pool exceeded losses, resulting in a net soil carbon gain amid a decrease in residence time. Our analysis points to improvements in

    The Committee on Interior and Insular Affairs recommends passage of H.R.1531 as amended by the committee. The purpose of H.R.1531 is to facilitate the development of interstate coal slurry pipelines within the framework of state water law and interstate water allocations. The amendment establishes a procedure through which the Secretary of the Interior may grant the federal power of eminent domain to obtain rights-of-way over private lands to coal pipelines determined to be in the national interest. The Secretary may also grant certified pipelines rights-of-way over federal lands. The pipelines must first obtain any water use permits from the necessary states. The amendment also includes pipelines that would use another media in place of water, such as carbon dioxide. The major issues discussed in this report are certification, employment, state water rights, environment, eminent domain, access over Federal land, and antitrust review.

    Environmental and health impacts are presented for activities associated with transient testing of nuclear fuel and material using two candidate test reactors. Transient testing involves irradiation of nuclear fuel or materials for short time-periods under high neutron flux rates. The transient testing process includes transportation of nuclear fuel or materials inside a robust shipping cask to a hot cell, removal from the shipping cask, pre-irradiation examination of the nuclear materials, assembly of an experiment assembly, transportation of the experiment assembly to the test reactor, irradiation in the test reactor, transport back to the hot cell, and post-irradiation examination of the nuclear fuel or material. The potential for environmental or health consequences during the transportation, examination, and irradiation actions are assessed for normal operations, off-normal (accident) scenarios, and transportation. Impacts to the environment (air, soil, and groundwater), are assessed during each phase of the transient testing process. This report documents the evaluation of potential consequences to the general public. This document supports the Environmental Assessment (EA) required by the U.S. National Environmental Policy Act (NEPA) (42 USC Subsection 4321 et seq.).

    Projections of land cover change generated from Integrated Assessment Models (IAM) and other economic-based models can be applied for analyses of environmental impacts at subregional and landscape scales. For those IAM and economic models that project land use at the sub-continental or regional scale, these projections must be downscaled and spatially distributed prior to use in climate or ecosystem models. Downscaling efforts to date have been conducted at the national extent with relatively high spatial resolution (30m) and at the global extent with relatively coarse spatial resolution (0.5 degree).

Land take due to urbanization triggers a series of negative environmental impacts with direct effects on quality of life for people living in cities. Changes in ecosystem services are associated with land take, among which is the immediate C loss due to land use conversion. Land use change monitoring represents the first step in quantifying land take and its drivers and impacts. To this end, we propose an innovative methodology for monitoring land take and its effects on ecosystem services (in particular, C loss) under multi-scale contexts. The devised approach was tested in two areas with similar sizes, but different land take levels during the time-span 1990–2008 in Central Italy (the Province of Rome and the Molise Region). The estimates of total coverage of built up areas were calculated using point sampling. The area of the urban patches including each sampling point classified as built up areas in the year 1990 and/or in the year 2008 is used to estimate total abundance and average area of built up areas. Biophysical and economic values for carbon loss associated with land take were calculated using InVEST. Although land take was 7–8 times higher in the Province of Rome (from 15.1% in 1990 to 20.4% in 2008) than in Molise region, our findings show that its relative impact on C storage is higher in the latter, where the urban growth consistently affects not only croplands but also semi-natural land uses such as grasslands and other wooded lands.     This report provides estimates of the amount of land required by past and future energy development in the United States and examines major federal legislation that regulates the impact of energy facilities on land use. An example of one land use issue associated with energy development - the potential conflict between surface mining and agriculture - is illustrated by describing the actual and projected changes in land use caused by coal mining in western Indiana. Energy activities addressed in the report include extraction of coal, oil, natural gas, uranium, oil shale, and geothermal steam; uranium processing; preparation of synfuels from coal; oil refineries; fossil-fuel, nuclear, and hydro-electric power plants; biomass energy farms; and disposal of solid wastes generated during combustion of fossil fuels. Approximately 1.1 to 3.3 x 10/sup 6/ acres were devoted to these activities in the United States in 1975. As much as 1.8 to 2.0 x 10/sup 6/ additional acres could be required by 1990 for new, nonbiomass energy development. The production of grain for fuel ethanol could require an additional 16.9 to 55.7 x 10/sup 6/ acres by 1990. Federal laws that directly or indirectly regulate the land-use impacts of energy facilities include the National Environmental Protection Act, Clean Air Act, Federal Water Pollution Control Act, Surface Mining Control and Reclamation Act, and Coastal Zone Management Act. The major provisions of these acts, other relevant federal regulations, and similar state and local regulatons are described in this report. Federal legislation relating to air quality, water quality, and the management of public lands has the greatest potential to influence the location and timing of future energy development in the United States.

    In 2005 the Confederated Tribes of Warm Springs Tribal Council authorized an evaluation of the geothermal development potential on the Confederated Tribes of Warm Springs Reservation of Oregon. Warm Springs Power & Water Enterprises obtained a grant from the U.S. Department of Energy to conduct a geological assessment and development estimate. Warm Springs Power & Water Enterprises utilized a team of expert consultants to conduct the study and develop a strategic plan. The resource assessment work was completed in 2006 by GeothermEx Inc., a consulting company specializing in geothermal resource assessments worldwide. The GeothermEx report indicates there is a 90% probability that a commercial geothermal resource exists on tribal lands in the Mt. Jefferson area. The geothermal resource assessment and other cost, risk and constraints information has been incorporated into the strategic plan.

  1. An assessment of the available windy land area and wind energy potential in the contiguous United States

    Estimates of land areas with various levels of wind energy resource and resultant wind energy potential have been developed for each state in the contiguous United States. The estimates are based on published wind resource data and account for the exclusion of some windy lands as a result of environmental and land-use considerations. Despite these exclusions, the amount of wind resource estimated over the contiguous United States is surprisingly large and has the potential to supply a substantial fraction of the nation's energy needs, even with the use of today's wind turbine technology. Although this study shows that, after exclusions, only about 0.6% of the land area in the contiguous United States is characterized by high wind resource (comparable to that found in windy areas of California where wind energy is being cost-effectively developed), the wind electric potential that could be extracted with today's technology from these areas across the United States is equivalent to about 20% of the current US electric consumption. Future advances in wind turbine technology will further enhance the potential of wind energy. As advances in turbine technology allow areas of moderate wind resource to be developed, more than a tenfold increase in the wind energy potential is possible. These areas, which cover large sections of the Great Plains and are widely distributed throughout many other sections of the country, have the potential of producing more than three times the nation's current electric consumption. 9 refs., 12 figs., 13 tabs.

    The United States (U.S.) Department of Energy (DOE) proposes to lease approximately 3 acres of land at the Los Alamos National Laboratory (LANL) on the southeast tip of Technical Area (TA) 54 for the siting, construction and operation of an AM radio broadcasting antenna. This Environmental Assessment (EA) has been developed in order to assess the environmental effects of the Proposed Action and No Action alternative. The Proposed Action includes the lease of land for the siting, construction and operation of an AM radio broadcasting antenna in TA-54, just north of Pajarito Road and State Highway 4. The No Action Alternative was also considered. Under the No Action Alternative, DOE would not lease land on LANL property for the siting and operation of an AM radio broadcasting antenna; the DOE would not have a local station for emergency response use; and the land would continue to be covered in native vegetation and serve as a health and safety buffer zone for TA-54 waste management activities. Other potential sites on LANL property were evaluated but dismissed for reasons such as interference with sensitive laboratory experiments. Potential visual, health, and environmental effects are anticipated to be minimal for the Proposed Action. The radio broadcasting antenna would be visible against the skyline from some public areas, but would be consistent with other man-made objects in the vicinity that partially obstruct viewsheds (e.g. meteorological tower, power lines). Therefore, the net result would be a modest change of the existing view. Electromagnetic field (EMF) emissions from the antenna would be orders or magnitude less than permissible limits. The proposed antenna construction would not affect known cultural sites, but is located in close proximity to two archaeological sites. Construction would be monitored to ensure that the associated road and utility corridor would avoid cultural sites.

    Land, water and energy use are key measures of the sustainability of uranium production into the future. As the most attractive, accessible deposits are mined out, future discoveries may prove to be significantly, perhaps unsustainably, more intensive consumers of environmental resources. A number of previous attempts have been made to provide empirical relationships connecting these environmental impact metrics to process variables such as stripping ratio and ore grade. These earlier attempts were often constrained by a lack of real world data and perform poorly when compared against data from modern operations. This paper conditions new empirical models of energy, water and land use in uranium mining, milling, and refining on contemporary data reported by operating mines. It shows that, at present, direct energy use from uranium production represents less than 1% of the electrical energy produced by the once-through fuel cycle. Projections of future energy intensity from uranium production are also possible by coupling the empirical models with estimates of uranium crustal abundance, characteristics of new discoveries, and demand. The projections show that even for the most pessimistic of scenarios considered, by 2100, the direct energy use from uranium production represents less than 3% of the electrical energy produced by the contemporary once-through fuel cycle.

    Stream temperatures in urban watersheds are influenced to a high degree by anthropogenic impacts related to changes in landscape, stream channel morphology, and climate. These impacts can occur at small time and length scales, hence require analytical tools that consider the influence of the hydrologic regime, energy fluxes, topography, channel morphology, and near-stream vegetation distribution. Here we describe a modeling system that integrates the Distributed Hydrologic Soil Vegetation Model, DHSVM, with the semi-Lagrangian stream temperature model RBM, which has the capability to simulate the hydrology and water temperature of urban streams at high time and space resolutions, as well as a representation of the effects of riparian shading on stream energetics. We demonstrate the modeling system through application to the Mercer Creek watershed, a small urban catchment near Bellevue, Washington. The results suggest that the model is able both to produce realistic streamflow predictions at fine temporal and spatial scales, and to provide spatially distributed water temperature predictions that are consistent with observations throughout a complex stream network. We use the modeling construct to characterize impacts of land use change and near-stream vegetation change on stream temperature throughout the Mercer Creek system. We then explore the sensitivity of stream temperature to land use changes and modifications in vegetation along the riparian corridor.

    This document contains the analysis details and summary of analyses conducted to evaluate the environmental impacts for the Resumption of Transient Fuel and Materials Testing Program. It provides an assessment of the impacts for the two action alternatives being evaluated in the environmental assessment. These alternatives are (1) resumption of transient testing using the Transient Reactor Test Facility (TREAT) at Idaho National Laboratory (INL) and (2) conducting transient testing using the Annular Core Research Reactor (ACRR) at Sandia National Laboratory in New Mexico (SNL/NM). Analyses are provided for radiologic emissions, other air emissions, soil contamination, and groundwater contamination that could occur (1) during normal operations, (2) as a result of accidents in one of the facilities, and (3) during transport. It does not include an assessment of the biotic, cultural resources, waste generation, or other impacts that could result from the resumption of transient testing. Analyses were conducted by technical professionals at INL and SNL/NM as noted throughout this report. The analyses are based on bounding radionuclide inventories, with the same inventories used for test materials by both alternatives and different inventories for the TREAT Reactor and ACRR. An upper value on the number of tests was assumed, with a test frequency determined by the realistic turn-around times required between experiments. The estimates provided for impacts during normal operations are based on historical emission rates and projected usage rates; therefore, they are bounding. Estimated doses for members of the public, collocated workers, and facility workers that could be incurred as a result of an accident are very conservative. They do not credit safety systems or administrative procedures (such as evacuation plans or use of personal protective equipment) that could be used to limit worker doses.     This document presents two estimates of future growth of emerging energy technology in the years 1985, 1990, and 2000 to be used as a basis for conducting Water Resources Council assessments as required by the Nonnuclear Energy Research and Development Act of 1974. The two scenarios are called the high world oil price (HWOP) and low world oil price (LWOP) cases. A national-level summary of the ASA tabulations is shown in Appendix A; the scenarios are presented at the ASA level of detail in Appendix B. The two scenarios were generally derived from assumptions of the Second National Energy Plant (NEP II), including estimates of high and low world oil price cases, growth rate of GNP, and related economic parameters. The overall national energy growth inherent in these assumptions was expressed as a detailed projection of various energy fuel cycles through use of the Fossil-2 model and regionalized through use of the Strategic Environmental Assessment System (SEAS). These scenarios are for the use of regional analysts in examining the availability of water for and the potential impacts of future growth of emerging energy technology in selected river basins of the Nation, as required by Section 13(a).

    The impact of microbial metabolism of the organic substituents of low level radioactive wastes on radionuclide mobility in disposal sites, the nature of the microbial transformations involved in this metabolism and the effect of the prevailing environmental parameters on the quantities and types of metabolic intermediates accumulated were examined. Since both aerobic and anaerobic periods can occur during trench ecosystem development, oxidation capacities of the microbial community in the presence and absence of oxygen were analyzed. Results of gas studies performed at three commercial low level radioactive waste disposal sites were reviewed. Several deficiencies in available data were determined. Further research needs are suggested. This assessment has demonstrated that the biochemical capabilities expressed within the low level radioactive waste disposal site are common to a wide variety of soil bacteria. Hence, assuming trenches would not be placed in sites with such extreme abiotic conditions that all microbial activity is precluded, the microbial populations needed for colonization and decomposition of the organic waste substances are readily provided from the waste itself and from the soil of existing and any proposed disposal sites. Indeed, considering the ubiquity of occurrence of the microorganisms responsible for waste decomposition and the chemical nature of the organic waste material, long-term prevention of biodecomposition is difficult, if not impossible.

    Consumption of vegetables that are grown in urban areas takes place worldwide. In developing countries, vegetables are traditionally grown in urban areas for cheap food supply. In developing and developed countries, urban gardening is gaining momentum. A problem that arises with urban gardening is the presence of contaminants in soil, which can be taken up by vegetables. In this study, a scientifically-based and practical procedure has been developed for assessing the human health risks from the consumption of vegetables from cadmium-contaminated land. Starting from a contaminated site, the procedure follows a tiered approach which is laid out as follows. In Tier 0, the plausibility of growing vegetables is investigated. In Tier 1 soil concentrations are compared with the human health-based Critical soil concentration. Tier 2 offers the possibility for a detailed site-specific human health risk assessment in which calculated exposure is compared to the toxicological reference dose. In Tier 3, vegetable concentrations are measured and tested following a standardized measurement protocol. To underpin the derivation of the Critical soil concentrations and to develop a tool for site-specific assessment the determination of the representative concentration in vegetables has been evaluated for a range of vegetables. The core of the procedure is based on Freundlich-type plantsoil relations, with the total soil concentration and the soil properties as variables. When a significant plantsoil relation is lacking for a specific vegetable a geometric mean of BioConcentrationFactors (BCF) is used, which is normalized according to soil properties. Subsequently, a conservative vegetable-group-consumption-rate-weighted BioConcentrationFactor is calculated as basis for the Critical soil concentration (Tier 1).     Plaintiff Rocky Mountain Oil and Gas Association, a non-profit trade association, brought suit against the Secretary of the Interior, challenging land management policies of the Department of the Interior which plaintiff contended have effectively prohibited oil and gas exploration in areas proposed as wilderness under the Federal Land Policy Management Act of 1976 (FLPMA). The principal issue at trial was Interior's interpretation of the wilderness study provisions contained in Section 603 of the Act, which directed that activities on oil and gas leases in proposed wilderness areas be managed so as to prevent impairment of wilderness values. The United States Court for the District of Wyoming, Kerr, J., held that strict application of the non-impairment standard of Section 603, FLPMA, by the Department of the Interior virtually halted oil and gas exploration in proposed wilderness areas, and is therefore statutorily erroneous, clearly contrary to Congressional intent, and counter-productive to public interest. The Trial Court's decision is being appealed to the Tenth Circuit Court of Appeals under the title Rocky Mountain Oil and Gas Association v. Watt. 91 references.

  6. Evaluation of Groundwater Impacts to Support the National Environmental Policy Act Environmental Assessment for the INL Remote-Handled Low-Level Waste Disposal Project

    Groundwater impacts have been analyzed for the proposed remote-handled low-level waste disposal facility. The analysis was prepared to support the National Environmental Policy Act environmental assessment for the top two ranked sites for the proposed disposal facility. A four-phase screening and analysis approach was documented and applied. Phase I screening was site independent and applied a radionuclide half-life cut-off of 1 year. Phase II screening applied the National Council on Radiation Protection analysis approach and was site independent. Phase III screening used a simplified transport model and site-specific geologic and hydrologic parameters. Phase III neglected the infiltration-reducing engineered cover, the sorption influence of the vault system, dispersion in the vadose zone, vertical dispersion in the aquifer, and the release of radionuclides from specific waste forms. These conservatisms were relaxed in the Phase IV analysis which used a different model with more realistic parameters and assumptions. Phase I screening eliminated 143 of the 246 radionuclides in the inventory from further consideration because each had a half-life less than 1 year. An additional 13 were removed because there was no ingestion dose coefficient available. Of the 90 radionuclides carried forward from Phase I, 57 radionuclides had simulated Phase II screening doses exceeding 0.4 mrem/year. Phase III and IV screening compared the maximum predicted radionuclide concentration in the aquifer to maximum contaminant levels. Of the 57 radionuclides carried forward from Phase II, six radionuclides were identified in Phase III as having simulated future aquifer concentrations exceeding maximum contaminant limits. An additional seven radionuclides had simulated Phase III groundwater concentrations exceeding 1/100th of their respective maximum contaminant levels and were also retained for Phase IV analysis. Much of the discussion is organized around two discrete case studies with the broad themes of (1) extreme events and (2) regional intercomparisons.     Surface coal mining operations can be effective in the reclamation of abandoned mined lands and are being encouraged by the amendments to the existing Surface Mining Control and Reclamation Act of 1977. The new section X - Remining spells out the authority of the Secretary of the Interior to enter into agreements with mining companies to use excess spoil from an active surface mine to reclaim an abandoned site, to develop a bond guarantee program whereby the operators may be compensated with reclamation bond credits for up to 80% of the reclamation costs incurred, and to make funds available on a matching basis to states or tribes to collect certain geologic and hydrologic data for watersheds or regions adversely affected by past coal mining abuses for the use of regulatory authorities to assist applicants for surface mining permits within such areas.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    The groundwater impacts have been analyzed for the proposed RH-LLW disposal facility. A four-step analysis approach was documented and applied. This assessment compared the predicted groundwater ingestion dose to the more restrictive of either the 25 mrem/yr all pathway dose performance objective, or the maximum contaminant limit performance objective. The results of this analysis indicate that the groundwater impacts for either proposed facility location are expected to be less than the performance objectives. The analysis was prepared to support the NEPA-EA for the top two ranking of the proposed RH-LLW sites. As such, site-specific conditions were incorporated for each set of results generated. These site-specific conditions were included to account for the transport of radionuclides through the vadose zone and through the aquifer at each site. Site-specific parameters included the thickness of vadose zone sediments and basalts, moisture characteristics of the sediments, and aquifer velocity. Sorption parameters (Kd) were assumed to be very conservative values used in Track II analysis of CERCLA sites at INL. Infiltration was also conservatively assumed to represent higher rates corresponding to disturbed soil conditions. The results of this analysis indicate that the groundwater impacts for either proposed facility location are expected to be less than the performance objectives.

    Operations at the Savannah River Site (SRS) result in releases of small amounts of radioactive materials to the atmosphere and to the Savannah River. For regulatory compliance purposes, potential offsite radiological doses are estimated annually using computer models that follow U.S. Nuclear Regulatory Commission (NRC) Regulatory Guides. Within the regulatory guides, default values are provided for many of the dose model parameters but the use of site-specific values by the applicant is encouraged. A detailed survey of land and water use parameters was conducted in 1991 and is being updated here. These parameters include local characteristics of meat, milk and vegetable production; river recreational activities; and meat, milk and vegetable consumption rates as well as other human usage parameters required in the SRS dosimetry models. In addition, the preferred elemental bioaccumulation factors and transfer factors to be used in human health exposure calculations at SRS are documented. Based on comparisons to the 2009 SRS environmental compliance doses, the following effects are expected in future SRS compliance dose calculations: (1) Aquatic all-pathway maximally exposed individual doses may go up about 10 percent due to changes in the aquatic bioaccumulation factors; (2) Aquatic all-pathway collective doses may go up about 5 percent due to changes in the aquatic bioaccumulation factors that offset the reduction in average individual water consumption rates; (3) Irrigation pathway doses to the maximally exposed individual may go up about 40 percent due to increases in the element-specific transfer factors; (4) Irrigation pathway collective doses may go down about 50 percent due to changes in food productivity and production within the 50-mile radius of SRS; (5) Air pathway doses to the maximally exposed individual may go down about 10 percent due to the changes in food productivity in the SRS area and to the changes in element-specific transfer factors; and (6

    Land classified as contaminated and disturbed across the United States has the potential to host developments of utility-scale solar power. This report examines the prospect of developing utility- and commercial-scale concentrated solar power (CSP) and solar photovoltaics (PV) technologies on degraded and environmentally contaminated lands. The potential for solar development on contaminated anddisturbed lands was assessed, and for the largest and highest solar resource sites, the economic impacts and feasibility were evaluated. Developing solar power on contaminated and disturbed lands can help create jobs and revitalize local and state economies, and selecting these sites over greenfield sites can potentially have permitting and environmental mitigation advantages. The U.S.Department of Energy (DOE) SunShot goals call for 632 GW of PV and 83 GW of CSP to be deployed by 2050. Conservative land-use estimates of this study (10 acres per megawatt) show that there are disturbed and environmentally contaminated lands throughout the country that could be suitable for utility-scale solar power, and, that there is sufficient land area to meet SunShot solar deployment goals. The purpose of this assessment is to improve the understanding of these sites and facilitate solar developers' selection of contaminated and disturbed sites for development.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

    Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International offsets are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.

    Currently, in those four states` primary coal counties, some 5,000 to 6,000 acres are surface-mined each year. Since 1977, when Congress passed the landmark Surface Mining Control and Reclamation Act (SMCRA), coal-mining companies have been required to refill the cuts they make and return the earth`s surface to approximately its original contours. Reclamation here means to aggressively-and literally-lay the groundwork for future cultivation of these lands. SMCRA calls for detailed reclamation plans before mining takes place, backed later by evaluations of how vegatation progresses up until the time of bond release-five years after mining ends. And though SMCRA has succeeded in improving the aesthetic appeal of post-mined sites, it does nothing to ensure that the most appropriate land use will be implemented for the long run.

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

  15. Finding of no significant impact: Changes in the sanitary sludge land application program on the Oak Ridge Reservation, Oak Ridge, Tennessee

    The U.S. Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1042) that evaluates potential impacts of proposed changes in the sanitary sludge land application program on the DOE Oak Ridge Reservation (ORR), Oak Ridge, Tennessee. Changes in lifetime sludge land application limits and radionuclide loading are proposed, and two new sources of sewage sludge from DOE facilities would be transported to the City of Oak Ridge Publicly Owned Treatment Works (COR POTW). Lifetime sludge land application limits would increase from 22 tons/acre to 50 tons/acre, which is the limit approved and permitted by the Tennessee Department of Environment and Conservation (TDEC). With the approval of TDEC, the permissible radiological dose from sludge land application would change from the current limit of 2x background radionuclide concentrations in receiving soils to a risk-based dose limit of 4 millirem (mrem) per year for the maximally exposed individual. Sludge land application sites would not change from those that are currently part of the program. Based on the results of the analysis reported in the EA, DOE has determined that the proposed action is not a major federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this Finding of No Significant Impact (FONSI). 70 refs., 2 figs., 17 tabs.

    This report was submitted to meet the requirements of Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Milestone M-26-01H. This milestone requires the preparation of an annual report that covers characterization, treatment, storage, minimization, and other aspects of managing land-disposal-restricted mixed waste at the Hanford Facility. The US Department of Energy, its predecessors, and contractors on the Hanford Facility were involved in the production and purification of nuclear defense materials from the early 1940s to the late 1980s. These production activities have generated large quantities of liquid and solid mixed waste. This waste is regulated under authority of both the Resource Conservation and Recovery Act of l976 and the Atomic Energy Act of 1954. This report covers only mixed waste. The Washington State Department of Ecology, US Environmental Protection Agency, and US Department of Energy have entered into the Tri-Party Agreement to bring the Hanford Facility operations into compliance with dangerous waste regulations. The Tri-Party Agreement required development of the original land disposal restrictions (LDR) plan and its annual updates to comply with LDR requirements for mixed waste. This report is the eighth update of the plan first issued in 1990. The Tri-Party Agreement requires and the baseline plan and annual update reports provide the following information: (1) Waste Characterization Information -- Provides information about characterizing each LDR mixed waste stream.   8. Analysis of Renewable Energy Potential on U. S. National Forest Lands

    In 2005, the National Renewable Energy Laboratory (NREL) completed an assessment of the potential for solar and wind energy development on National Forest System (NFS) public lands managed by the US Department of Agriculture, U.S. Forest Service (USFS). This report provides an update of the analysis in the NREL report, and extends the analysis with additional siting factors for solar and wind energy. It also expands the scope to biomass and geothermal energy resources. Hydropower is acknowledged as another major renewable energy source on NFS lands; however, it was not analyzed in this project primarily because of the substantially different analysis that would be needed to identify suitable locations. Details about each renewable energy production technology included in the study are provided following the report introduction, including how each resource is converted to electrical power, and examples of existing power plants. The analysis approach was to use current and available Geographic Information System (GIS) data to map the distribution of the subject renewable energy resources, major siting factors, and NFS lands. For each major category of renewable energy power production, a set of siting factors were determined, including minimum levels for the renewable energy resources, and details for each of the other siting factors. Phase 1 of the analysis focused on replicating and updating the 2005 NREL analysis, and Phase 2 introduced additional siting factors and energy resources. Source data were converted to a cell-based format that helped create composite maps of locations meeting all the siting criteria. Acreages and potential power production levels for NFS units were tabulated and are presented throughout this report and the accompanying files. NFS units in the southwest United States were found to have the most potentially suitable land for concentrating solar power (CSP), especially in Arizona and New Mexico.     Local land use planning has profound impacts on environmental quality; however, few empirical studies have been conducted to systematically measure local land use plans' environmental assessment quality and to identify the factors influencing it. This paper analyzes the quality of 40 Environmental Impact Reports (EIRs) of local jurisdictions' land use plans in California. A plan evaluation protocol defined by five core components and sixty-three indicators is developed to measure the quality of local land use plans' EIRs. The descriptive results indicate that the local jurisdictions produce relatively good quality on its EIRs, but there is still much room for improvement. There are large variations in the quality of EIRs across local jurisdictions. The regression results further highlight three major factors that can significantly influence local land use plan's EIR quality: number of planners, plan updating ability, and development pressure.

    The Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation and Recovery Act (RCRA) enacted in 1984 required the Environmental Protection Agency (EPA) to evaluate all listed and characteristic hazardous wastes according to a strict schedule and to develop requirements by which disposal of these wastes would be protective of human health and the environment. The implementing regulations for accomplishing this statutory requirement are established within the Land Disposal Restrictions (LDR) program. The LDR regulations (40 CFR Part 268) impose significant requirements on waste management operations and environmental restoration activities at DOE sites. For hazardous wastes restricted by statute from land disposal, EPA is required to set levels or methods of treatment that substantially reduce the waste`s toxicity or the likelihood that the waste`s hazardous constituents will migrate. Upon the specified LDR effective dates, restricted wastes that do not meet treatment standards are prohibited from land disposal unless they qualify for certain variances or exemptions.     A high-current, fast-acting switch is designed for utilization as a crowbar switch in a high-current circuit such as used to generate the magnetic confinement field of a plasma-confining and heat device, e.g., Pyrotron. The device particularly comprises a cylindrical housing containing two stationary, cylindrical contacts between which a movable contact is bridged to close the switch. The movable contact is actuated by a differential-pressure, airdriven piston assembly also within the housing. To absorb the acceleration (and the shock imparted to the device by the rapidly driven, movable contact), an adjustable air buffer assembly is provided, integrally connected to the movable contact and piston assembly. Various safety locks and circuit-synchronizing means are also provided to permit proper cooperation of the invention and the high-current circuit in which it is installed. (AEC)

    A triple acting radial seal used as an interstage seal assembly in a gas turbine engine, where the seal assembly includes an interstage seal support extending from a stationary inner shroud of a vane ring, the interstage seal support includes a larger annular radial inward facing groove in which an outer annular floating seal assembly is secured for radial displacement, and the outer annular floating seal assembly includes a smaller annular radial inward facing groove in which an inner annular floating seal assembly is secured also for radial displacement. A compliant seal is secured to the inner annular floating seal assembly. The outer annular floating seal assembly encapsulates the inner annular floating seal assembly which is made from a very low alpha material in order to reduce thermal stress.

    In preparation for the fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC), the international community is developing new advanced Earth System Models (ESM) to assess the combined effects of human activities (e.g. land use and fossil fuel emissions) on the carbon-climate system. In addition, four Representative Concentration Pathway (RCP) scenarios of the future (2005-2100) are being provided by four Integrated Assessment Model (IAM) teams to be used as input to the ESMs for future carbon-climate projections (Moss et al., 2010). The diversity of approaches and requirements among IAMs and ESMs for tracking land-use change, along with the dependence of model projections on land-use history, presents a challenge for effectively passing data between these communities and for smoothly transitioning from the historical estimates to future projections. Here, a harmonized set of land-use scenarios are presented that smoothly connects historical reconstructions of land use with future projections, in the format required by ESMs.

    A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    The continued growth of highway traffic in the United States has led to unwanted urban traffic congestion as well as to noticeable urban air quality problems. These problems include emissions covered by the 1990 Clean Air Act Amendments (CAAA) and 1991 Intermodal Surface Transportation Efficiency Act (ISTEA), as well as carbon dioxide and related {open_quotes}greenhouse gas{close_quotes} emissions. Urban travel also creates a major demand for imported oil. Therefore, for economic as well as environmental reasons, transportation planning agencies at both the state and metropolitan area level are focussing a good deal of attention on urban travel reduction policies. Much discussed policy instruments include those that encourage fewer trip starts, shorter trip distances, shifts to higher-occupancy vehicles or to nonvehicular modes, and shifts in the timing of trips from the more to the less congested periods of the day or week. Some analysts have concluded that in order to bring about sustainable reductions in urban traffic volumes, significant changes will be necessary in the way our households and businesses engage in daily travel. Such changes are likely to involve changes in the ways we organize and use traffic-generating and-attracting land within our urban areas. The purpose of this review is to evaluate the ability of current analytic methods and models to support both the evaluation and possibly the design of such vehicle travel reduction strategies, including those strategies involving the reorganization and use of urban land. The review is organized into three sections. Section 1 describes the nature of the problem we are trying to model, Section 2 reviews the state of the art in operational urban land use-transportation simulation models, and Section 3 provides a critical assessment of such models as useful urban transportation planning tools. A number of areas are identified where further model development or testing is required.
