    The Town of Lakeview is proposing to construct and operate a geothermal direct use district heating system in Lakeview, Oregon. The proposed project would be in Lake County, Oregon, within the Lakeview Known Geothermal Resources Area (KGRA). The proposed project includes the following elements: � Drilling, testing, and completion of a new production well and geothermal water injection well � Construction and operation of a geothermal production fluid pipeline from the well pad to various Town buildings (i.e., local schools, hospital, and Lake County Industrial Park) and back to a geothermal water injection well This EA describes the proposed project, the alternatives considered, and presents the environmental analysis pursuant to the National Environmental Policy Act. The project would not result in adverse effects to the environment with the implementation of environmental protection measures.

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is evaluating the performance of disposal cell covers at LM sites and exploring ways to enhance their sustainability. The cover of the Lakeview, Oregon, disposal cell relies on a compacted soil layer (CSL) to limit radon escape and water percolation into underlying tailings. The design created habitat favorable for growth of woody plants that sent roots through the CSL. The mean saturated hydraulic conductivity (K{sub sat}) of the CSL, measured at 17 locations, was 3.0 x 10{sup -5} cm s{sup -1}, 300 times greater than the design target. The highest K{sub sat} values were measured near the top of the CSL at locations both with and without roots; the lowest K{sub sat} values were measured deeper in the CSL. Water flux meters (WFMs) installed in 2005 to directly measure percolation flux show significant percolation through the cover. Three WMFs began recording percolation in mid-November, 7 days after the start of a prolonged precipitation event, and continued until early June 2006. Percolation flux during this period ranged between 3.1 x 10{sup -5} and 8.5 x 10{sup -5} cm s{sup -1}. The cumulative percolation was greater than total precipitation during the period, probably because of a water-harvesting effect. The WFMs were strategically placed in down-gradient positions on the cover top slope where water likely accumulated in a sand drainage layer. Routine monitoring at Lakeview shows that the ground water remains protected. LM plans to evaluate potential effects of high percolation rates in covers to ensure that disposal cells remain protective for the long term. (authors)

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Lakeview Uranium Mill site in Lakeview, Oregon, for a feasibility study of renewable energy production. The EPA contracted with the National Renewable Energy Laboratory (NREL) to provide technical assistance for the project. The purpose of this report is to describe an assessment of the site for possible development of a geothermal power generation facility and to estimate the cost, performance, and site impacts for the facility. In addition, the report recommends development pathways that could assist in the implementation of a geothermal power system at the site.

    The two dimensional version of the Sen connection for spinors and tensors on spacelike 2-surfaces is constructed. A complex metric $\\gamma_{AB}$ on the spin spaces is found which characterizes both the algebraic and extrinsic geometrical properties of the 2-surface $\\$ $. The curvature of the two dimensional Sen operator $\\Delta_e$ is the pull back to $\\$ $ of the anti-self-dual part of the spacetime curvature while its `torsion' is a boost gauge invariant expression of the extrinsic curvatures of $\\$ $. The difference of the 2 dimensional Sen and the induced spin connections is the anti-self-dual part of the `torsion'. The irreducible parts of $\\Delta_e$ are shown to be the familiar 2-surface twistor and the Weyl--Sen--Witten operators. Two Sen--Witten type identities are derived, the first is an identity between the 2 dimensional twistor and the Weyl--Sen--Witten operators and the integrand of Penrose's charge integral, while the second contains the `torsion' as well. For spinor fields satisfying the 2-surface twistor equation the first reduces to Tod's formula for the kinematical twistor.

    Surface cleanup at the Uranium Mill Tailings Remedial Action (UMTRA) Project site near Lakeview, Oregon was completed in 1989. The Ground Water Project evaluates the nature and extent of ground water contamination that resulted from the uranium ore processing activities. The Ground Water Project is in its beginning stages. Human health may be at risk from exposure to ground water contaminated by uranium ore processing. Exposure could occur by drinking water pumped out of a hypothetical well drilled in the contaminated areas. Ecological risks to plants or animals may result from exposure to surface water and sediment that have received contaminated ground water. A risk assessment describes a source of contamination, how that contamination reaches people and the environment, the amount of contamination to which people or the ecological environment may be exposed, and the health or ecological effects that could result from that exposure. This risk assessment is a site-specific document that will be used to evaluate current and potential future impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site characterization will determine whether any action is needed to protect human health or the ecological environment.

    The emergence of high speed wide area networks makes grid computing a reality. However grid applications that need reliable data transfer still have difficulties to achieve optimal TCP performance due to network tuning of TCP window size to improve the bandwidth and to reduce latency on a high speed wide area network. This paper presents a pure Java package called JPARSS (Java Par-allel Secure Stream) that divides data into partitions that are sent over several parallel Java streams simultaneously and allows Java or Web applications to achieve optimal TCP performance in a gird environment without the necessity of tuning the TCP window size. Several experimental results are provided to show that using parallel stream is more effective than tuning TCP window size. In addi-tion X.509 certificate based single sign-on mechanism and SSL based connection establishment are integrated into this package. Finally a few applications using this package will be discussed.

    The recently constructed two dimensional Sen connection is applied in the problem of quasi-local energy-momentum in general relativity. First it is shown that, because of one of the two 2 dimensional Sen--Witten identities, Penrose's quasi-local charge integral can be expressed as a Nester--Witten integral.Then, to find the appropriate spinor propagation laws to the Nester--Witten integral, all the possible first order linear differential operators that can be constructed only from the irreducible chiral parts of the Sen operator alone are determined and examined. It is only the holomorphy or anti-holomorphy operator that can define acceptable propagation laws. The 2 dimensional Sen connection thus naturally defines a quasi-local energy-momentum, which is precisely that of Dougan and Mason. Then provided the dominant energy condition holds and the 2-sphere S is convex we show that the next statements are equivalent: i. the quasi-local mass (energy-momentum) associated with S is zero; ii.the Cauchy development $D(\\Sigma)$ is a pp-wave geometry with pure radiation ($D(\\Sigma)$ is flat), where $\\Sigma$ is a spacelike hypersurface whose boundary is S; iii. there exist a Sen--constant spinor field (two spinor fields) on S. Thus the pp-wave Cauchy developments can be characterized by the geometry of a two rather than a three dimensional submanifold.

    Equipment productivity is a critical issue for device fabrication. For ion implantation, productivity is determined both by ion current at the wafer and by utilization efficiency of the ion beam. Such improvements not only result in higher fabrication efficiency but also reduce consumption of both electrical power and process gases. For high-current ion implanters, reduction of implant area is a key factor to increase efficiency. SEN has developed the SAVING system (Scanning Area Variation Implantation with Narrower Geometrical pattern) to address this opportunity. In this paper, three variations of the SAVING system are introduced along with discussion of their effects on fab productivity.

    We investigate analytically gravitational lensing by charged, stationary, axially symmetric Kerr-Sen dilaton-axion black hole in the weak deflection limit. Approximate solutions to the lightlike equations of motion are present up to and including third-order terms in M/b, a/b and r{sub {alpha}}/b, where M is the black hole mass, a is the angular momentum, r{sub {alpha}}= Q{sup 2}/M,Q being the charge and b is the impact parameter of the light ray. We compute the positions of the two weak field images up to post-Newtonian order. The shift of the critical curves as a function of the lens angular momentum is found, and it is shown that they decrease slightly with the increase of the charge. The lensing observables are compared to these characteristics for particular cases as Schwarzschild and Kerr black holes as well as the Gibbons-Maeda-Garfinkle-Horowitz-Strominger black hole.

    MADX (Methodical Accelerator Design) is the de-facto standard software for modeling accelerator lattices at CERN. This feature-rich software package is implemented and still maintained in the programming languages C and FORTRAN. Nevertheless the controls environment of modern accelerators at CERN, e.g. of the LHC, is dominated by JAVA applications. A lot of these applications, for example for lattice measurement and fitting, require a close interaction with the numerical models, which are all defined by the use of the proprietary MADX scripting language. To close this gap an API to MADX for the JAVA programming language (JMAD) was developed. Already the current implementation provides access to a large subset of the MADX capabilities (e.g. twiss-calculations, matching or querying and setting arbitrary model parameters) without any necessity to define the models in yet another environment. This paper describes shortly the design of this project as well as the current status and some usage examples.

    We have designed and built a compact breadboard prototype instrument called WatSen: a combined ATR mid-IR spectrometer, fixed-focus microscope, and humidity sensor. The instrument package is enclosed in a rugged cylindrical casing only 26mm in diameter. The functionality, reliability and performance of the instrument was tested in an environment chamber set up to resemble martian surface conditions. The effective wavelength range of the spectrometer is 6.2 - 10.3 micron with a resolution delta-wavelength/wavelength = 0.015. This allows detection of silicates and carbonates, including an indication of the presence of water (ice). Spectra of clusters of grains < 1mm across were acquired that are comparable with spectra of the same material obtained using a commercial system. The microscope focuses through the diamond ATR crystal. Colour images of the grains being spectroscopically analysed are obtainable with a resolution of ~ 20 micron.

    CERN controls software is often developed on Java foundation. Some systems carry out a combination of data, network and processor intensive tasks within strict time limits. Hence, there is a demand for high performing, quasi real time solutions. Extensive prototyping of the new CERN monitoring and alarm software required us to address such expectations. The system must handle dozens of thousands of data samples every second, along its three tiers, applying complex computations throughout. To accomplish the goal, a deep understanding of multithreading, memory management and interprocess communication was required. There are unexpected traps hidden behind an excessive use of 64 bit memory or severe impact on the processing flow of modern garbage collectors.     We studied the mineralogy of a perudic Andosol developed on the Dieng Tephra Sequence in central Java, Indonesia. The objective was to confirm the presence and determine the origin and stability of 2:1 and interlayered 2:1 phyllosilicates in well-drained Andosols. This was and still is a debated topic in the literature. Total elemental and selective dissolution, as well as microscopic and X-ray diffraction analyses, were performed on the soil samples collected from this site. These analyses confirmed that andic properties were present in the soil samples. The allophane content determined by selective dissolution was 3-4% in the A horizons, and increased to 12-18% in the deeper subsoil horizons. In addition, the clay fraction contained dioctahedral smectite, hydroxy-Al-interlayered 2:1 minerals (HIS), Al-chlorite, kaolinite, pyrophyllite, mica, cristobalite and some gibbsite. The silt and sand fractions were rich in plagioclase and pyroxene. The 2:1 minerals (smectite and pyrophyllite), as well as chlorite and kaolinite were of hydrothermal origin and were incorporated in the tephra during volcanic eruption. Besides desilication during dissolution of unstable minerals, Al interlayering of 2:1 layer silicates was most likely the most prominent pedogenic process. Although hydroxy-Al polymeric interlayers would normally stabilize the 2:1 clay phases, the strong weakening, and even disappearance of the characteristic XRD peaks, indicated instability of these minerals in the upper A horizons due to the perudic and intensive leaching conditions.

    Java and Nusa Tenggara are the tectonically active of Sunda arc. This study discuss the rupture duration as a manifestation of the power of earthquake-generated tsunami. We use the teleseismic (30° - 90°) body waves with high-frequency energy Seismometer is from IRIS network as amount 206 broadband units. We applied the Butterworth high bandpass (1 - 2 Hz) filtered. The arrival and travel times started from wave phase of P - PP which based on Jeffrey Bullens table with TauP program. The results are that the June 2, 1994 Banyuwangi and the July 17, 2006 Pangandaran earthquakes identified as tsunami earthquakes with long rupture duration (To > 100 second), medium magnitude (7.6 < Mw < 7.9) and located near the trench. The others are 4 tsunamigenic earthquakes and 3 inland earthquakes with short rupture duration start from To > 50 second which depend on its magnitude. Those events are located far from the trench.

The project consists in the initial development of web-based and cloud computing services to allow students and researches to perform fast and very useful cut-based analysis on a browser, reading and using real data and official Monte-Carlo simulations stored in ATLAS computing facilities. Several tools are considered: ROOT, JavaScript and HTML. Our study case is the current cut-based H->ZZ->llqq analysis of the ATLAS experiment. Preliminary but satisfactory results have been obtained online; this presentation describes the tests and plans and future upgrades.

    The Heavy-Section Steel Technology (HSST) Program at the Oak Ridge National Laboratory under the sponsorship of the Nuclear Regulatory Commission is conducting analytical and experimental studies aimed at understanding the circumstances that would initiate the growth of an existing crack in a reactor pressure vessel (RPV) and the conditions leading to arrest of a propagating crack. Objectives of these studies are to determine (1) if the material will exhibit crack-arrest behavior when the driving force on a crack exceeds the ASME limit, (2) the relationship between K{sub Ia} and temperature, and (3) the interaction of fracture modes (arrest, stable crack growth, unstable crack growth, and tensile instability) when arrest occurs at high temperatures. In meeting these objectives, crack-arrest data are being developed over an expanded temperature range through tests involving large thermally shocked cylinders, pressurized thermally shocked vessels, and wide-plate specimens. The wide-plate specimens provide the opportunity for a significant number of data points to be obtained at relatively affordable costs. These tests are designed to provide fracture-toughness measurements approaching or above the onset of the Charpy upper-shelf regime in a rising toughness region and with an increasing driving force.     This study is to characterize the source mechanism of tsunamigenic earthquake based on seismic wave calculation. The source parameter used are the ratio (?) between the radiated seismic energy (E) and seismic moment (M{sub o}), moment magnitude (M{sub W}), rupture duration (T{sub o}) and focal mechanism. These determine the types of tsunamigenic earthquake and tsunami earthquake. We calculate the formula using the teleseismic wave signal processing with the initial phase of P wave with bandpass filter 0.001 Hz to 5 Hz. The amount of station is 84 broadband seismometer with far distance of 30° to 90°. The 2 June 1994 Banyuwangi earthquake with M{sub W}=7.8 and the 17 July 2006 Pangandaran earthquake with M{sub W}=7.7 include the criteria as a tsunami earthquake which distributed about ratio ?=?6.1, long rupture duration To>100 s and high tsunami H>7 m. The 2 September 2009 Tasikmalaya earthquake with M{sub W}=7.2, ?=?5.1 and To=27 s which characterized as a small tsunamigenic earthquake.

    This article presents the customization of EJS models, used together with actual laboratory instruments, to create an active experiential learning of measurements. The laboratory instruments are the vernier caliper and the micrometer. Three computer model design ideas that complement real equipment are discussed in this article. They are 1) the simple view and associated learning to pen and paper question and the real world, 2) hints, answers, different options of scales and inclusion of zero error and 3) assessment for learning feedback. The initial positive feedback from Singaporean students and educators points to the possibility of these tools being successfully shared and implemented in learning communities, and validated. Educators are encouraged to change the source codes of these computer models to suit their own purposes, licensed creative commons attribution for the benefit of all humankind.     The US Environmental Protection Agency (EPA) has proposed ground water standards applicable to all inactive uranium mill-tailings sites. The proposed standards include maximum concentration limits (MCL) for currently regulated drinking water contaminants, as well as the addition of standards for molybdenum, uranium, nitrate, and radium-226 plus radium-228. The proposed standards define the point of compliance to be everywhere downgradient of the tailings pile, and require ground water remediation to drinking water standards if MCLs are exceeded. This document presents a preliminary description of the Phase 2 efforts. The potential risks and hazards at Gunnison, Colorado and Lakeview, Oregon were estimated to demonstrate the need for a risk assessment and the usefulness of a cost-benefit approach in setting supplemental standards and determining the need for and level of restoration at UMTRA sites. 8 refs., 12 tabs.
