    The City of Lakeland, Florida, Foster Wheeler and the Westinghouse Electric Corporation have embarked on the demonstration of a Clean Coal Technology at the City of Lakeland`s McIntosh Power Station in lakeland, Polk County, Florida. The project will demonstrate the Pressurized Circulating Fluidized Bed Combustion (PCFB) technology developed by Foster Wheeler and Westinghouse. The Lakeland McIntosh Unit 4 Project is a nominal 170 MW power plant designed to burn a range of low- to high-sulfur coals. The combined cycle plant employs a Westinghouse 251B12 gas turbine engine in conjunction with a steam turbine operating in a 2400/1000/1000 steam cycle. The plant will demonstrate both the PCFB and topped PCFB combustion technologies. This paper provides a process description of the Foster Wheeler PCFB and Topped PCFB technologies and their application to the Lakeland McIntosh Unit 4 Project.

    Electric transmission lines are the lifeline of the electric utility industry, delivering its product from source to consumer. This critical infrastructure is often constrained such that there is inadequate capacity on existing transmission lines to efficiently deliver the power to meet demand in certain areas or to transport energy from high-generation areas to high-consumption regions. When this happens, the cost of the energy rises; more costly sources of power are used to meet the demand or the system operates less reliably. These economic impacts are known as congestion, and they can amount to substantial dollars for any time frame of reference: hour, day or year. There are several solutions to the transmission constraint problem, including: construction of new generation, construction of new transmission facilities, rebuilding and reconductoring of existing transmission assets, and Dynamic Line Rating (DLR). All of these options except DLR are capital intensive, have long lead times and often experience strong public and regulatory opposition. The Smart Grid Demonstration Program (SGDP) project co-funded by the Department of Energy (DOE) and Oncor Electric Delivery Company developed and deployed the most extensive and advanced DLR installation to demonstrate that DLR technology is capable of resolving many transmission capacity constraint problems with a system that is reliable, safe and very cost competitive. The SGDP DLR deployment is the first application of DLR technology to feed transmission line real-time dynamic ratings directly into the system operation’s State Estimator and load dispatch program, which optimizes the matching of generation with load demand on a security, reliability and economic basis. The integrated Dynamic Line Rating (iDLR)1 collects transmission line parameters at remote locations on the lines, calculates the real-time line rating based on the equivalent conductor temperature, ambient temperature and influence of wind and solar radiation on the stringing section, transmits the data to the Transmission Energy Management System, validates its integrity and passes it on to Oncor and ERCOT (Electric Reliability Council of Texas) respective system operations. The iDLR system is automatic and transparent to ERCOT System Operations, i.e., it operates in parallel with all other system status telemetry collected through Supervisory Control and Data Acquisition (SCADA) employed across the company.

    Future electric grid technology is envisioned on the notion of a smart grid in which responsive end-user devices play an integral part of the transmission and distribution control systems. Detailed simulation is often the primary choice in analyzing small network designs, and the only choice in analyzing large-scale electric network designs. Here, we identify and articulate the high-performance computing needs underlying high-resolution discrete event simulation of smart electric grid operation large network scenarios such as the entire Eastern Interconnect. We focus on the simulator's most computationally intensive operation, namely, the dynamic numerical solution for the electric grid state, for both time-integration as well as event-detection. We explore solution approaches using general-purpose dense and sparse solvers, and propose a scalable solver specialized for the sparse structures of actual electric networks. Based on experiments with an implementation in the THYME simulator, we identify performance issues and possible solution approaches for smart grid experimentation in the large.

The Idaho National Laboratory has extensive knowledge and experience in testing advanced conductive and wireless charging systems though INL’s support of the U.S. Department of Energy’s Advanced Vehicle Testing Activity. This document details the findings from the EVSE operational testing conducted at the Idaho National Laboratory on the GE smart grid capable EVSE. The testing conducted on the EVSE included energy efficiency testing, SAE J1772 functionality testing, abnormal conditions testing, and charging of a plug-in vehicle.

    Connecting electric storage technologies to smartgrids will have substantial implications in building energy systems. Local storage will enable demand response. Mobile storage devices in electric vehicles (EVs) are in direct competition with conventional stationary sources at the building. EVs will change the financial as well as environmental attractiveness of on-site generation (e.g. PV, or fuel cells). In order to examine the impact of EVs on building energy costs and CO2 emissions in 2020, a distributed-energy-resources adoption problem is formulated as a mixed-integer linear program with minimization of annual building energy costs or CO2 emissions. The mixed-integer linear program is applied to a set of 139 different commercial buildings in California and example results as well as the aggregated economic and environmental benefits are reported. The research shows that considering second life of EV batteries might be very beneficial for commercial buildings.

    The United States electric power grid is the most complex and expansive control system in the world. Local generation control occurs at individual units based on response time and unit economics, larger regional control coordinates unit response to error conditions, and high level large-area regional control is ultimately administered by a network of humans guided by economic and resiliency related factors. Under normal operating conditions, the grid is a relatively slow moving entity that exhibits high inertia to outside stimuli, and behaves along repeatable diurnal and seasonal patterns. However, that paradigm is quickly changing because of the increasing implementation of renewable generation sources. Renewable generators by nature cannot be tightly controlled or scheduled. They appear like a negative load to the system with all of the variability associated with load on a larger scale. Also, grid-reactive loads (i.e. smart devices) can alter their consumption based on price or demand rules adding more variability to system behavior. This paper demonstrates how a systems dynamic modeling approach capable of operating over multiple time scales, can provide valuable insight into developing new “smart-grid” control strategies and devices needed to accommodate renewable generation and regulate the frequency of the grid.

    In this article, we investigate the competitive interaction between electrical vehicles or hybrid oil-electricity vehicles in a Cournot market consisting of electricity transactions to or from an underlying electricity distribution network. We provide a mean field game formulation for this competition, and introduce the set of fundamental differential equations ruling the behavior of the vehicles at the system equilibrium, namely the mean field equilibrium. This framework allows for a consistent analysis of the evolution of the sale-and-purchase price of electricity as well as of the instantaneous total demand. Simulations precisely quantify those parameters and suggest that following the charge and discharge policy at the equilibrium allows for a significant reduction of the daily electricity peak demand.

    Plug-in electric vehicles (PEVs), including battery electric, plug-in hybrid electric, and extended range electric vehicles, are under evaluation by the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) and other various stakeholders to better understand their capability and potential petroleum reduction benefits. PEVs could allow users to significantly improve fuel economy over a standard hybrid electric vehicles, and in some cases, depending on daily driving requirements and vehicle design, PEVs may have the ability to eliminate petroleum consumption entirely for daily vehicle trips. The AVTA is working jointly with the Society of Automotive Engineers (SAE) to assist in the further development of standards necessary for the advancement of PEVs. This report analyzes different methods and available hardware for advanced communications between the electric vehicle supply equipment (EVSE) and the PEV; particularly Power Line Devices and their physical layer. Results of this study are not conclusive, but add to the collective knowledge base in this area to help define further testing that will be necessary for the development of the final recommended SAE communications standard. The Idaho National Laboratory and the Electric Transportation Applications conduct the AVTA for the United States Department of Energy's Vehicle Technologies Program.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation â?? all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSUâ??s overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratoryâ??s focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan. This project develops faculty leaders with the intellectual capacity to inspire its students to become leaders that substantially contribute to the development and maintenance of Smart Grid infrastructure through topics such as: (1) Distributed energy systems modeling and control; (2) Energy and power conversion; (3) Simulation of electrical power distribution system that integrates significant quantities of renewable and distributed energy resources; (4) System dynamic modeling that considers end-user behavior, economics, security and regulatory frameworks; (5) Best practices for energy management IT control solutions for effective distributed energy integration (including security with the underlying physical power systems); (6) Experimental verification of effects of various arrangements of renewable generation, distributed generation and user load types along with conventional generation and transmission. Understanding the core technologies for enabling them to be used in an integrated fashion within a distribution network remains is a benefit to the future energy paradigm and future and present energy engineers.

    The combined team of GE Global Research, Federal Express, National Renewable Energy Laboratory, and Consolidated Edison has successfully achieved the established goals contained within the Department of Energy’s Smart Grid Capable Electric Vehicle Supply Equipment funding opportunity. The final program product, shown charging two vehicles in Figure 1, reduces by nearly 50% the total installed system cost of the electric vehicle supply equipment (EVSE) as well as enabling a host of new Smart Grid enabled features. These include bi-directional communications, load control, utility message exchange and transaction management information. Using the new charging system, Utilities or energy service providers will now be able to monitor transportation related electrical loads on their distribution networks, send load control commands or preferences to individual systems, and then see measured responses. Installation owners will be able to authorize usage of the stations, monitor operations, and optimally control their electricity consumption. These features and cost reductions have been developed through a total system design solution.

    A smart grid uses digital power control and communication technology to improve the reliability, security, flexibility, and efficiency of the electric system, from large generation through the delivery systems to electricity consumers and a growing number of distributed generation and storage resources. To convey progress made in achieving the vision of a smart grid, this report uses a set of six characteristics derived from the National Energy Technology Laboratory Modern Grid Strategy. The Smart Grid Status and Metrics Report defines and examines 21 metrics that collectively provide insight into the grid’s capacity to embody these characteristics. This appendix presents papers covering each of the 21 metrics identified in Section 2.1 of the Smart Grid Status and Metrics Report. These metric papers were prepared in advance of the main body of the report and collectively form its informational backbone.

    The Smart Grid has come to describe a next-generation electrical power system that is typified by the increased use of communications and information technology in the generation, delivery and consumption of electrical energy. Much of the present Smart Grid analysis focuses on utility and consumer interaction. i.e. smart appliances, home automation systems, rate structures, consumer demand response, etc. An identified need is to assess the upstream and midstream operations of natural gas as a result of the smart grid. The nature of Smart Grid, including the demand response and role of information, may require changes in upstream and midstream natural gas operations to ensure availability and efficiency. Utility reliance on natural gas will continue and likely increase, given the backup requirements for intermittent renewable energy sources. Efficient generation and delivery of electricity on Smart Grid could affect how natural gas is utilized. Things that we already know about Smart Grid are: (1) The role of information and data integrity is increasingly important. (2) Smart Grid includes a fully distributed system with two-way communication. (3) Smart Grid, a complex network, may change the way energy is supplied, stored, and in demand. (4) Smart Grid has evolved through consumer driven decisions. (5) Smart Grid and the US critical infrastructure will include many intermittent renewables.

    Abstract—Electric power systems are entering a new realm of operations. Large amounts of variable generation tax our ability to reliably operate the system. Couple this with a greater reliance on the electricity network to serve consumer demand that is likely to rise significantly even as we drive for greater efficiency. Trade-offs between energy and environmental needs will be constantly negotiated, while a reliable supply of electricity needs even greater assurance in a world where threats of disruption have risen. Smart grid capabilities are being proposed to help address the challenges confronting system operations. This paper reviews the impact of smart grid functionality on transforming power system operations. It explores models for distributed energy resources (DER – generation, storage, and load) that are appearing on the system. It reviews the evolving nature of electricity markets to deal with this complexity and a change of emphasis on signals from these markets to affect power system control. Smart grid capabilities will also impact reliable operations, while cyber security issues must be addressed as a culture change that influences all system design, implementation, and maintenance. Lastly, the paper explores significant questions for further research and the need for a simulation environment that supports such investigation and informs deployments to mitigate operational issues as they arise.

    The conventional screening machines used in processing plants have had undesirable high noise and vibration levels. They also have had unsatisfactorily low screening efficiency, high energy consumption, high maintenance cost, low productivity, and poor worker safety. These conventional vibrating machines have been used in almost every processing plant. Most of the current material separation technology uses heavy and inefficient electric motors with an unbalanced rotating mass to generate the shaking. In addition to being excessively noisy, inefficient, and high-maintenance, these vibrating machines are often the bottleneck in the entire process. Furthermore, these motors, along with the vibrating machines and supporting structure, shake other machines and structures in the vicinity. The latter increases maintenance costs while reducing worker health and safety. The conventional vibrating fine screens at taconite processing plants have had the same problems as those listed above. This has resulted in lower screening efficiency, higher energy and maintenance cost, and lower productivity and workers safety concerns. The focus of this work is on the design of a high performance screening machine suitable for taconite processing plants. SmartScreens{trademark} technology uses miniaturized motors, based on smart materials, to generate the shaking. The underlying technologies are Energy Flow Control{trademark} and Vibration Control by Confinement{trademark}. These concepts are used to direct energy flow and confine energy efficiently and effectively to the screen function. The SmartScreens{trademark} technology addresses problems related to noise and vibration, screening efficiency, productivity, and maintenance cost and worker safety. Successful development of SmartScreens{trademark} technology will bring drastic changes to the screening and physical separation industry. The final designs for key components of the SmartScreens{trademark} have been developed. The key components include smart motor and associated electronics, resonators, and supporting structural elements. It is shown that the smart motors have an acceptable life and performance. Resonator (or motion amplifier) designs are selected based on the final system requirement and vibration characteristics. All the components for a fully functional prototype are fabricated and have been tested.

    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    End-user privacy in smart meter measurements is a well-known challenge in the smart grid. The solutions offered thus far have been tied to specific technologies such as batteries or assumptions on data usage. Existing solutions have also not quantified the loss of benefit (utility) that results from any such privacy-preserving approach. Using tools from information theory, a new framework is presented that abstracts both the privacy and the utility requirements of smart meter data. This leads to a novel privacy-utility tradeoff problem with minimal assumptions that is tractable. Specifically for a stationary Gaussian Markov model of the electricity load, it is shown that the optimal utility-and-privacy preserving solution requires filtering out frequency components that are low in power, and this approach appears to encompass most of the proposed privacy approaches.

    A team of industrial, academic, and government organizations participated in the development of the Environmental Systems Management, Analysis and Reporting Network (E-SMART). E-SMART integrates diverse monitoring and control technologies by means of a modular, ''building block'' design approach to allow for flexible system configuration. The E-SMART network treats each smart device-whether a sensor, sampler, or actuator- as a black box that obeys the standard communication protocols and electrical interfaces for the network. This approach allows multiple vendors to produce different sensors which meet the same functional specification and which can be interchanged on the network without affecting operation. The project further developed and advanced the E-SMART standardized network protocol to include new sensors, sampling systems, and graphical user interfaces. Specifically, the E-SMART team developed the following three system elements: (1) Base technology for a new class of smart , highly sensitive, chemically-specific, in-situ, multichannel microsensors utilizing integrated optical interferometry technology, (2) A set of additional E-SMART-compatible sensors adapted from commercial off-the-shelf technologies, and (3) A Data Management and Analysis System (DMAS), including network management components and the user-friendly graphical user interface (GUI) for data evaluation and visualization.

    This paper presents a new privacy-preserving smart metering system. Our scheme is private under the differential privacy model and therefore provides strong and provable guarantees. With our scheme, an (electricity) supplier can periodically collect data from smart meters and derive aggregated statistics while learning only limited information about the activities of individual households. For example, a supplier cannot tell from a user's trace when he watched TV or turned on heating. Our scheme is simple, efficient and practical. Processing cost is very limited: smart meters only have to add noise to their data and encrypt the results with an efficient stream cipher.

We also address challenges of complexity, scale, added capabilities and the move to multipurpose hardware and software as the power grid is upgraded. These changes create vulnerabilities that did not exist before and bring increased risks. We conclude the paper by showing that there are a number mitigation strategies that can help keep the risk at an acceptable level.

    In this research project the University of South Alabama research team has been investigating smart energy management and control of multiple fuel cell power sources when subjected to varying demands of electrical and thermal loads together with demands of hydrogen production. This research has focused on finding the optimal schedule of the multiple fuel cell power plants in terms of electric, thermal and hydrogen energy. The optimal schedule is expected to yield the lowest operating cost. Our team is also investigating the possibility of generating hydrogen using photoelectrochemical (PEC) solar cells through finding materials for efficient light harvesting photoanodes. The goal is to develop an efficient and cost effective PEC solar cell system for direct electrolysis of water. In addition, models for hydrogen production, purification, and storage will be developed. The results obtained and the data collected will be then used to develop a smart energy management algorithm whose function is to maximize energy conservation within a managed set of appliances, thereby lowering O/M costs of the Fuel Cell power plant (FCPP), and allowing more hydrogen generation opportunities. The Smart Energy Management and Control (SEMaC) software, developed earlier, controls electrical loads in an individual home to achieve load management objectives such that the total power consumption of a typical residential home remains below the available power generated from a fuel cell. In this project, the research team will leverage the SEMaC algorithm developed earlier to create a neighborhood level control system.

    The conventional vibrating machines used in processing plants have had undesirable high noise and vibration levels. They also have had unsatisfactorily low screening efficiency, high energy consumption, high maintenance cost, low productivity, and poor worker safety. These conventional vibrating machines have been used in most every processing plant. Most of the current material separation technology uses heavy and inefficient electric motors with an unbalance rotating mass to generate the shaking. In addition to being excessively noisy, inefficient, high-maintenance, these vibrating machines are often the bottleneck in the entire process. Furthermore, these motors along with the vibrating machines and supporting structure shake other machines and structure in the vicinity. The latter increases maintenance costs while reducing worker health and safety. The conventional vibrating fine screens at taconite processing plants have had the same problems as those listed above. This has resulted in lower screening efficiency, higher energy and maintenance cost, and lower productivity and workers safety concerns. The focus of this work is on the design of a high performance screening machine suitable for taconite processing plants. SmartScreens{trademark} technology uses miniaturized motors, based on smart materials, to generate the shaking. The underlying technologies are Energy Flow Control{trademark} and Vibration Control by Confinement{trademark}. These concepts are used to direct energy flow and confine energy efficiently and effectively to the screen function. The SmartScreens{trademark} technology addresses problems related to noise and vibration, screening efficiency, productivity, and maintenance cost and worker safety. Successful development of SmartScreens{trademark} technology will bring drastic changes to the screening and physical separation industry. The conceptual designs for key components of the SmartScreens{trademark} have been developed. These key components include: smart motors and resonators. It is shown that the smart motors have a good life and performance. The resonators are utilized to amplify motion generated by smart motors. Resonator designs are selected based on the final system requirement and vibration characteristics. In addition, a tabletop demo unit was developed and demonstrated during a conference in 2003. This demo is reviewed in this report. The concept has shown promise and the program is on schedule.

The recorded consumption profile is the basis for the calculation of time-dependent tariffs but also allows deduction of the inhabitant's personal schedules and habits. The current reporting of such consumption profiles only protects this data from 3rd parties but falls short to protect the customer's privacy from illegitimate abuse by the supplier itself. We propose a privacy-preserving profile reporting protocol that enables billing for time-dependent tariffs without disclosing the actual data of the consumption profile to the supplier.     The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US-Mexico border; and decreased eutrophication (excessive plant growth and decay) in the Gulf of Mexico to name a few. The National Smart Water Grid{trademark} will pay for itself in a single major flood event.

Today's power generation gas turbines control firing temperatures indirectly, by measuring the exhaust gas temperature and then mathematically calculating the peak combustor temperatures. But temperatures in the turbine hot gas path vary a great deal, making it difficult to control firing temperatures precisely enough to achieve optimal performance. Similarly, there is no current way to assess deterioration of turbine hot-gas-path components without shutting down the turbine. Consequently, maintenance and component replacements are often scheduled according to conservative design practices based on historical fleet-averaged data. Since fuel heating values vary with the prevalent natural gas fuel, the inability to measure heating value directly, with sufficient accuracy and timeliness, can lead to maintenance and operational decisions that are less than optimal. GE Global Research Center, under this Smart Power Turbine program, has developed a suite of novel sensors that would measure combustor flame temperature, online fuel lower heating value (LHV), and hot-gas-path component life directly. The feasibility of using the ratio of the integrated intensities of portions of the OH emission band to determine the specific average temperature of a premixed methane or natural-gas-fueled combustion flame was demonstrated. The temperature determined is the temperature of the plasma included in the field of view of the sensor. Two sensor types were investigated: the first used a low-resolution fiber optic spectrometer; the second was a SiC dual photodiode chip. Both methods worked. Sensitivity to flame temperature changes was remarkably high, that is a 1-2.5% change in ratio for an 11.1 C (20 F) change in temperature at flame temperatures between 1482.2 C (2700 F) and 1760 C (3200 F). Sensor ratio calibration was performed using flame temperatures determined by calculations using the amount of unburned oxygen in the exhaust and by the fuel/air ratio of the combustible gas mixture. The agreement between the results of these two methods was excellent. The sensor methods characterized are simple and viable. Experiments are underway to validate the GE Flame Temperature Sensor as a practical tool for use with multiburner gas turbine combustors. The lower heating value (LHV) Fuel Quality Sensor consists of a catalytic film deposited on the surface of a microhotplate. This micromachined design has low heat capacity and thermal conductivity, making it ideal for heating catalysts placed on its surface. Several methods of catalyst deposition were investigated, including micropen deposition and other proprietary methods, which permit precise and repeatable placement of the materials. The use of catalysts on the LHV sensor expands the limits of flammability (LoF) of combustion fuels as compared with conventional flames; an unoptimized LoF of 1-32% for natural gas (NG) in air was demonstrated with the microcombustor, whereas conventionally 4 to 16% is observed. The primary goal of this work was to measure the LHV of NG fuels. The secondary goal was to determine the relative quantities of the various components of NG mixes. This determination was made successfully by using an array of different catalysts operating at different temperatures. The combustion parameters for methane were shown to be dependent on whether Pt or Pd catalysts were used. In this project, significant effort was expended on making the LHV platform more robust by the addition of high-temperature stable materials, such as tantalum, and the use of passivation overcoats to protect the resistive heater/sensor materials from degradation in the combustion environment. Modeling and simulation were used to predict improved sensor designs.

    Is Power Line Communication (PLC) a good candidate for Smart Grid applications? The objective of this paper is to address this important question. To do so we provide an overview of what PLC can deliver today by surveying its history and describing the most recent technological advances in the area. We then address Smart Grid applications as instances of sensor networking and network control problems and discuss the main conclusion one can draw from the literature on these subjects. The application scenario of PLC within the Smart Grid is then analyzed in detail. Since a necessary ingredient of network planning is modeling, we also discuss two aspects of engineering modeling that relate to our question. The first aspect is modeling the PLC channel through fading models. The second aspect we review is the Smart Grid control and traffic modeling problem which allows us to achieve a better understanding of the communications requirements.   7. Smart Buildings: Business Case and Action Plan

    General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification. (3) Implement Network as the Fourth Utility--Utilize a converged broadband network to support Smart Building systems and provide GSA clients with connectivity for voice, data and video. (4) Enhance Safety and Security--Harmonize Physical Access Control Systems (PACS) with Smart Building Systems.

    GENI Project: Smart Wire Grid is developing a solution for controlling power flow within the electric grid to better manage unused and overall transmission capacity. The 300,000 miles of high-voltage transmission line in the U.S. today are congested and inefficient, with only around 50% of all transmission capacity utilized at any given time. Increased consumer demand should be met in part with more efficient and an economical power flow. Smart Wire Grid’s devices clamp onto existing transmission lines and control the flow of power within—much like how internet routers help allocate bandwidth throughout the web. Smart wires could support greater use of renewable energy by providing more consistent control over how that energy is routed within the grid on a real-time basis. This would lessen the concerns surrounding the grid’s inability to effectively store intermittent energy from renewables for later use.

    The Consolidated Edison, Inc., of New York (Con Edison) Secure Interoperable Open Smart Grid Demonstration Project (SGDP), sponsored by the United States (US) Department of Energy (DOE), demonstrated that the reliability, efficiency, and flexibility of the grid can be improved through a combination of enhanced monitoring and control capabilities using systems and resources that interoperate within a secure services framework. The project demonstrated the capability to shift, balance, and reduce load where and when needed in response to system contingencies or emergencies by leveraging controllable field assets. The range of field assets includes curtailable customer loads, distributed generation (DG), battery storage, electric vehicle (EV) charging stations, building management systems (BMS), home area networks (HANs), high-voltage monitoring, and advanced metering infrastructure (AMI). The SGDP enables the seamless integration and control of these field assets through a common, cyber-secure, interoperable control platform, which integrates a number of existing legacy control and data systems, as well as new smart grid (SG) systems and applications. By integrating advanced technologies for monitoring and control, the SGDP helps target and reduce peak load growth, improves the reliability and efficiency of Con Edison’s grid, and increases the ability to accommodate the growing use of distributed resources. Con Edison is dedicated to lowering costs, improving reliability and customer service, and reducing its impact on the environment for its customers. These objectives also align with the policy objectives of New York State as a whole. To help meet these objectives, Con Edison’s long-term vision for the distribution grid relies on the successful integration and control of a growing penetration of distributed resources, including demand response (DR) resources, battery storage units, and DG. For example, Con Edison is expecting significant long-term growth of DG. The SGDP enables the efficient, flexible integration of these disparate resources and lays the architectural foundations for future scalability. Con Edison assembled an SGDP team of more than 16 different project partners, including technology vendors, and participating organizations, and the Con Edison team provided overall guidance and project management. Project team members are listed in Table 1-1.

These activities described provide an understanding of each demonstration and how they individually and as group further industry knowledge of Distributed Energy Resources (DER) and Renewable Energy Sources (RES) impact the grid and how the distribution grid can interact with DER and RES in smart ways.     This report contributes initial findings from an analysis of significant aspects of the gridSMART® Real-Time Pricing (RTP) – Double Auction demonstration project. Over the course of four years, Pacific Northwest National Laboratory (PNNL) worked with American Electric Power (AEP), Ohio and Battelle Memorial Institute to design, build, and operate an innovative system to engage residential consumers and their end-use resources in a participatory approach to electric system operations, an incentive-based approach that has the promise of providing greater efficiency under normal operating conditions and greater flexibility to react under situations of system stress. The material contained in this report supplements the findings documented by AEP Ohio in the main body of the gridSMART report. It delves into three main areas: impacts on system operations, impacts on households, and observations about the sensitivity of load to price changes.
