    Franklin Lake playa is one of the principal discharge areas of the Furnace Creek Ranch-Alkali Flat ground-water-flow system in southern Nevada and adjacent California. Yucca Mountain, Nevada, located within this flow system, is being evaluated by the US Department of Energy to determine its suitability as a potential site for a high-level nuclear-waste repository. To assist the US Department of Energy with its evaluation of the Yucca Mountain site, the US Geological Survey developed a parameter-estimation model of the Furnace Creek Ranch-Alkali Flat ground-water-flow system. Results from sensitivity analyses made using the parameter-estimation model indicated that simulated rates of evapotranspiration at Franklin Lake playa had the largest effect on the calculation of transmissivity values at Yucca Mountain of all the model-boundary conditions and, therefore, that evapotranspiration required careful definition. 72 refs., 59 figs., 26 tab.

    Kern Lake has served as a sink for drainage from the southern Sierra Nevada and, in lesser amounts, from the southern Temblor Range. Both areas contain significant uranium source rocks. The uranium content in Holocene Kern Lake sediments correlates best with the mud (silt and clay) fraction. It correlates less well with organic carbon. Biotite grains could account for much of the uranium in the sand fraction, and perhaps the silt fraction as well. The data suggest that fixation of uranium by adsorption on mineral grains is a dominant process in this lake system. Further work is required to determine the importance of cation-exchange of uranium on clays and micas and of organically complexed uranium adsorbed to mineral surfaces. These findings also raise the question of whether uranium transport down the Kern River occurs largely as uranium adsorbed to mineral surfaces.

    Above-normal precipitation and surface-water runoff, which have been generally related to the cyclic recurrence of the El Nino-Southern Oscillation, have produced modern ephemeral lakes in the closed-basin Death Valley watershed. This study evaluates the regional hydroclimatic relations between precipitation, runoff, and lake transgressions in the Death Valley watershed. Recorded precipitation, runoff, and spring discharge data for the region are used in conjunction with a closed-basin, lake-water-budget equation to assess the relative contributions of water from these sources to modern lakes in Death Valley and to identify the requisite hydroclimatic changes for a late Holocene perennial lake in the valley. As part of the Yucca Mountain Site Characterization Program, an evaluation of the Quaternary regional paleoflood hydrology of the potential nuclear-waste repository site at Yucca Mountain, Nevada, was planned. The objectives of the evaluation were (1) to identify the locations and investigate the hydraulic characteristics of paleofloods and compare these with the locations and characteristics of modern floods, and (2) to evaluate the character and severity of past floods and debris flows to ascertain the potential future hazards to the potential repository during the pre-closure period (US Department of Energy, 1988). This study addresses the first of these objectives, and the second in part, by assessing and comparing the sizes, locations, and recurrence rates of modern, recorded (1962--83) floods and late Holocene paleofloods for the 8,533-mi{sup 2}, closed-basin, Death Valley watershed with its contributing drainage basins in the Yucca Mountain site area.

    The Salt Lake City Area (SLCA) office of the Western Area Power Administration (Western) is responsible for marketing the capacity and energy generated by the Colorado Storage, Collbran, and Rio Grande hydropower projects. These federal resources are collectively called the Salt Lake City Area Integrated Projects (SLCA/IP). In recent years, stringent operational limitations have been placed on several of these hydropower plants including the Glen Canyon Dam, which accounts for approximately 80% of the SLCA/IP resources. Operational limitations on SLCA/IP hydropower plants continue to evolve as a result of decisions currently being made in the Glen Canyon Dam Environmental Impact Statement (EIS) and the Power Marketing EIS. To analyze a broad range of issues associated with many possible future operational restrictions, Argonne National Laboratory (ANL), with technical assistance from Western has developed the Hydro LP (Linear Program) Model. This model simulates hourly operations at SLCA/IP hydropower plants for weekly periods with the objective of maximizing Western`s net revenues. The model considers hydropower operations for the purpose of serving SLCA firm loads, loads for special projects, Inland Power Pool (IPP) spinning reserve requirements, and Western`s purchasing programs. The model estimates hourly SLCA/IP generation and spot market activities. For this paper, hourly SLCA/IP hydropower plant generation is simulated under three operational scenarios and three hydropower conditions. For each scenario an estimate of Western`s net revenue is computed.

    This report presents the long-term evaluation results from a hot-dry climate project that examines the room-to-room temperature conditions that exist in a high performance envelope, the performance of a simplified air distribution system, and a comparison of modeled energy performance with measured energy use. The project, a prototype house built by K. Hovnanian Homes’ Ontario Group, is located in Lake Elsinore, Riverside County, California, and achieves a 50% level of whole house source energy savings with respect to the Building America (BA) Benchmark Definition 2009 (Hendron and Engebrecht 2010). Temperature measurements in three rooms indicate that the temperature difference between the measured locations and the thermostat were within recommendations 90.3% of the time in heating mode and 99.3% of the time in cooling mode. The air distribution system is operating efficiently with average delivered temperatures adequate to facilitate proper heating and cooling and only minor average temperature differences observed between the system’s plenum and farthest register. Monitored energy use results for the house indicate that it is using less energy than predicted from modeling. A breakdown of energy use according to end use determined little agreement between comparable values.

    Building cost effective, high performance homes that provide superior comfort, health, and durability is the goal of the Department of Energy's (DOE's) Zero Energy Ready Homes (ZERH) program. Through Building America research and other innovative programs throughout the country, many of the technical challenges to building to the ZERH standard have been addressed. This case study describes the development of a 62-unit multifamily community constructed by nonprofit developer Mutual Housing at the Spring Lake subdivision in Woodland, CA. The Spring Lake project is expected to be the first ZERH-certified multifamily project nationwide. Building America team Alliance for Residential Building Innovation worked with Mutual Housing throughout the project. The case study discusses challenges encountered, lessons learned, and how obstacles were overcome. An objective of this project was to gain a highly visible foothold for residential buildings built to the DOE ZERH specification that can be used to encourage participation by other California builders.

    Measurements of temperature and position were collected during the night from an instrumented van on routes through Salt Lake City and the rural outskirts. The measurements were taken as part of the Department of Energy Chemical and Biological National Security Program URBAN 2 Field Experiment conducted in October 2000 (Shinn et al., 2000 and Allwine et al., 2001a). The instrumented van was driven over three primary routes, two including downtown, residential, and ''rural'' areas and a third that went by a line of permanently fixed temperature probes (Allwine et al., 2001b) for cross-checking purposes. Each route took from 45 to 60 minutes to complete. Based on four nights of data, initial analyses indicate that there was a temperature difference of 2-5 C between the urban core and nearby ''rural'' areas. Analyses also suggest that there were significant fine scale temperature differences over distances of tens of meters within the city and in the nearby rural areas. The temperature measurements that were collected are intended to supplement the meteorological measurements taken during the URBAN2000 Field Experiment, to assess the importance of the urban heat island phenomenon in Salt Lake City, and to test the urban canopy parameterizations that have been developed for regional scale meteorological codes as part of the DOE CBNP program.

  13. TECTONIC VERSUS VOLCANIC ORIGIN OF THE SUMMIT DEPRESSION AT MEDICINE LAKE VOLCANO, CALIFORNIA

    Medicine Lake Volcano is a Quaternary shield volcano located in a tectonically complex and active zone at the transition between the Basin and Range Province and the Cascade Range of the Pacific Province. The volcano is topped by a 7x12 km elliptical depression surrounded by a discontinuous constructional ring of basaltic to rhyolitic lava flows. This thesis explores the possibility that the depression may have formed due to regional extension (rift basin) or dextral shear (pull-apart basin) rather than through caldera collapse and examines the relationship between regional tectonics and localized volcanism. Existing data consisting of temperature and magnetotelluric surveys, alteration mineral studies, and core logging were compiled and supplemented with additional core logging, field observations, and fault striae studies in paleomagnetically oriented core samples. These results were then synthesized with regional fault data from existing maps and databases. Faulting patterns near the caldera, extension directions derived from fault striae P and T axes, and three-dimensional temperature and alteration mineral models are consistent with slip across arcuate ring faults related to magma chamber deflation during flank eruptions and/or a pyroclastic eruption at about 180 ka. These results are not consistent with a rift or pull-apart basin. Limited subsidence can be attributed to the relatively small volume of ash-flow tuff released by the only known major pyroclastic eruption and is inconsistent with the observed topographic relief. The additional relief can be explained by constructional volcanism. Striae from unoriented and oriented core, augmented by striae measurements in outcrop suggest that Walker Lane dextral shear, which can be reasonably projected from the southeast, has probably propagated into the Medicine Lake area. Most volcanic vents across Medicine Lake Volcano strike north-south, suggesting they are controlled by crustal weakness related to Basin and Range extension. Interaction of dextral shear, Basin and Range extension, and the zone of crustal weakness expressed as the Mount Shasta-Medicine Lake volcanic highland controlled the location and initiation of Medicine Lake Volcano at about 500 ka.

    A multi-agency collaboration successfully completed a series of ground truth measurements at the Ivanpah Dry Lake bed during FY 2002. Four collection attempts were made: two in May, one in July, and one in August. The objective was to collect ground-based measurements and airborne data during Multispectral Thermal Imager satellite overpasses. The measurements were to aid in the calibration of the satellite data and in algorithm validation. The Remote Sensing Laboratory, Las Vegas, Nevada; the National Aeronautics and Space Administration; Los Alamos National Laboratory; and the University of Arizona participated in the effort. Field instrumentation included a sun photometer on loan from the University of Arizona and the Remote Sensing Laboratory's radiosonde weather balloon, weather station, thermal infrared radiometers, and spectral radiometer. In addition, three reflectance panels were deployed; certain tests used water baths set at two different temperatures. Local weather data as well as sky photography were collected. May presented several excellent days; however, it was later learned that tasking for the satellite was not available. A combination of cloud cover, wind, and dusty conditions limited useful data collections to two days, August 28 and 29. Despite less-than- ideal weather conditions, the data for the Multispectral Thermal Imager calibration were obtained. A unique set of circumstances also allowed data collection during overpasses of the LANDSAT7 and ASTER satellites.

    It is proposed to construct a demonstration Hot Dry Rock (HDR) geothermal plant in the vicinity of the City of Clearlake. An interim evaluation has been made of the availability of surface water to supply the plant. The evaluation has required consideration of the likely water consumption of such a plant. It has also required consideration of population, land, and water uses in the drainage basins adjacent to Clear Lake, where the HDR demonstration project is likely to be located. Five sources were identified that appear to be able to supply water of suitable quality in adequate quantity for initial filling of the reservoir, and on a continuing basis, as makeup for water losses during operation. Those sources are California Cities Water Company, a municipal supplier to the City of Clearlake; Clear Lake, controlled by Yolo County Flood Control and Water Conservation District; Borax Lake, controlled by a local developer; Southeast Regional Wastewater Treatment Plant, controlled by Lake County; and wells, ponds, and streams on private land. The evaluation involved the water uses, water rights, stream flows, precipitation, evaporation, a water balance, and water quality. In spite of California`s prolonged drought, the interim conclusion is that adequate water is available at a reasonable cost to supply the proposed HDR demonstration project.

    This technical memorandum provides background information on the Western Area Power Administration (Western) and the physical characteristics of the Salt Lake City Area Integrated Projects (SLCA/IP) hydropower plants, which include the Colorado River Storage Project, the Rio Grande Project, and the Collbran Project. In addition, the history, electrical capacity, storage capacity, and flow restrictions at each dam are presented. An overview of Western`s current programs and services, including a review of statutory authorities, agency discretion, and obligations, is also provided. The variability of SLCA/IP hourly generation under various alternative marketing strategies and purchasing programs is discussed. The effects of Western`s services, such as area load control, outage assistance, and transmission, on SLCA/IP power plant operations are analyzed.

  2. Energy savings for heat-island reduction strategies in Chicago and Houston (including updates for Baton Rouge, Sacramento, and Salt Lake City)

    In 1997, the U.S. Environmental Protection Agency (EPA) established the ''Heat Island Reduction Initiative'' to quantify the potential benefits of Heat-Island Reduction (HIR) strategies (i.e., shade trees, reflective roofs, reflective pavements and urban vegetation) to reduce cooling-energy use in buildings, lower the ambient air temperature and improve urban air quality in cities, and reduce CO2 emissions from power plants. Under this initiative, the Urban Heat Island Pilot Project (UHIPP) was created with the objective of investigating the potential of HIR strategies in residential and commercial buildings in three initial UHIPP cities: Baton Rouge, LA; Sacramento, CA; and Salt Lake City, UT. Later two other cities, Chicago, IL and Houston, TX were added to the UHIPP. In an earlier report we summarized our efforts to calculate the annual energy savings, peak power avoidance, and annual CO2 reduction obtainable from the introduction of HIR strategies in the initial three cities. This report summarizes the results of our study for Chicago and Houston. In this analysis, we focused on three building types that offer the highest potential savings: single-family residence, office and retail store. Each building type was characterized in detail by vintage and system type (i.e., old and new building constructions, and gas and electric heat). We used the prototypical building characteristics developed earlier for each building type and simulated the impact of HIR strategies on building cooling- and heating-energy use and peak power demand using the DOE-2.1E model. Our simulations included the impact of (1) strategically-placed shade trees near buildings [direct effect], (2) use of high-albedo roofing material on the building [direct effect], (3) urban reforestation with high-albedo pavements and building surfaces [indirect effect] and (4) combined strategies 1, 2, and 3 [direct and indirect effects]. We then estimated the total roof area of air-conditioned buildings in each city using readily obtainable data to calculate the metropolitan-wide impact of HIR strategies. The results show that in Chicago, potential annual energy savings of $30M could be realized by ratepayers from the combined direct and indirect effects of HIR strategies. Additionally, peak power avoidance is estimated at 400 MW and the reduction in annual carbon emissions at 58 ktC. In Houston, the potential annual energy savings are estimated at $82M, with an avoidance of 730 MW in peak power and a reduction in annual carbon emissions of 170 ktC.

    Argonne National Laboratory conducted an inventory of known archaeological and historic sites in areas that could be affected by the hydropower operation alternatives under analysis in the power marketing environmental impact statement for the Western Area Power Administration`s Salt Lake City Area Integrated Projects. The study areas included portions of the Green River (Flaming Gorge Dam to Cub Creek) in Utah and Colorado and the Gunnison River (Blue Mesa Reservoir to Crystal Dam) in Colorado. All previous archaeological surveys and previously recorded prehistoric and historic sites, structures, and features were inventoried and plotted on maps (only survey area maps are included in this report). The surveys were classified by their level of intensity, and the sites were classified according to their age, type, and contents. These data (presented here in tabular form) permit a general assessment of the character and distribution of archaeological remains in the study areas, as well as an indication of the sampling basis for such an assessment. To provide an adequate context for the descriptions of the archaeological and historic sites, this report also presents overviews of the environmental setting and the regional prehistory, history, and ethnography for each study area.

    Following a telephone interview with Materials and Systems Research, Inc. (MSRI) by members of the Hydrogen Safety Panel on December 4, 2008, a safety review team was dispatched to Salt Lake City, UT to perform a site-visit review. The major topic of concern was the presence of a hydrogen storage and dispensing shed on the MSRI premises close to both its own laboratory/office building and to the adjoining property. The metal shed contains 36 cylinders (two 18-cylinder "pods") of hydrogen all connected to a common manifold and used to supply hydrogen to a U.S. Department of Energy (DOE) fuel cell project plus several other projects using an entire pod as a common supply. In busy times, MSRI uses and replaces one pod per week. As a result of the site visit, the safety review team has raised some concern with the shed’s location, design, use, and safety features as well as other components of the facility, including the laboratory area.

    Geological, topographic, and seismic methods were used to locate faults in the vicinity of Clearlake in northern California. The geological method, which seeks faults as discontinuities in the lithotope, found faults in the Tertiary-Cretaceous rocks east of Burns Valley. The topographic method, which is used to produce Fault Evaluation Reports, found a very active fault zone, the Konocti Bay fault zone, south of Highlands arm. It also found some active faults north of Highlands arm, in the eastern part of Burns Valley and on the lakeshore near Oak Park. The seismic method is the most enduring of the three methods but is limited by location accuracy; the results improve as monitoring continues because of increases in the density of events and improvements in the crustal velocity model. The seismic method identified faulting along the valley at Borax Lake and possibly also on a line running northeast from the city of Clearlake. The latter may be associated with the Burns Valley fault or with the line of scoria domes which runs parallel to it. Seismic observations over longer periods at higher resolution will be required in order to determine the location of active faults near the city. 47 refs., 13 figs.

    Dated sediment cores from Lake Ontario's four sedimentation basins and sedentary fish from tributaries and embayments were analyzed by gas chromatographic, methane-enhanced, negative ion mass spectrometry for a group of fluorinated aromatic compounds. The historical record of these chemicals in Lake Ontario sediments agrees well with the use of the Hyde Park dump in the city of Niagara Falls, NY. These compounds first appeared in sediments in 1958 and rapidly increased until 1970. These dates coincide with the onset of dumping at Hyde Park and remedial action undertaken when this dump was closed, respectively. Chemicals introduced into Lake Ontario by the Niagara River distribute throughout the lake rapidly and uniformly and accumulate in sedentary fish taken from remote locations in the lake. 24 references, 9 figures, 4 tables.

    This analysis presents a case study in California for a large scale, standalone wind electrolysis site. This is a techno-economic analysis of the 40,000 kg/day renewable production of hydrogen and subsequent delivery by truck to a fueling station in the Los Angeles area. This quantity of hydrogen represents about 1% vehicle market penetration for a city such as Los Angeles (assuming 0.62 kg/day/vehicle and 0.69 vehicles/person) [8]. A wind site near the Mojave Desert was selected for proximity to the LA area where hydrogen refueling stations are already built.

    Shadows cast by trees and buildings can limit the solar access of rooftop solar-energy systems, including photovoltaic panels and thermal collectors. This study characterizes residential rooftop shading in Sacramento, San Jose, Los Angeles and San Diego, CA. Our analysis can be used to better estimate power production and/or thermal collection by rooftop solar-energy equipment. It can also be considered when designing programs to plant shade trees. High-resolution orthophotos and LiDAR (Light Detection And Ranging) measurements of surface height were used to create a digital elevation model of all trees and buildings in a well-treed 2.5-4 km{sup 2} residential neighborhood. On-hour shading of roofing planes (the flat elements of roofs) was computed geometrically from the digital elevation model. Values in future years were determined by repeating these calculations after simulating tree growth. Parcel boundaries were used to determine the extent to which roofing planes were shaded by trees and buildings in neighboring parcels. For the subset of S + SW + W-facing planes on which solar equipment is commonly installed for maximum solar access, absolute light loss in spring, summer and fall peaked about 2 to 4 h after sunrise and about 2 to 4 h before sunset. The fraction of annual insolation lost to shading increased from 0.07-0.08 in the year of surface-height measurement to 0.11-0.14 after 30 years of tree growth. Only about 10% of this loss resulted from shading by trees and buildings in neighboring parcels. (author)

    Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

Magnetically attractable collection units containing an ion exchange or sorbent media with an affinity for a chosen target substance are distributed in the sediments or tailings. After a period of time has passed sufficient for the particles to bind up the target substances, a magnet drawn through the sediments or across the tailings retrieves the units along with the target substance.

    In late September 2014 development of the Lake Charles Clean Energy (LCCE) Plant was abandoned resulting in termination of Lake Charles Carbon Capture and Sequestration (CCS) Project which was a subset the LCCE Plant. As a result, the project was only funded through Phase 2A (Design) and did not enter Phase 2B (Construction) or Phase 2C (Operations). This report was prepared relying on information prepared and provided by engineering companies which were engaged by Leucadia Energy, LLC to prepare or review Front End Engineering and Design (FEED) for the Lake Charles Clean Energy Project, which includes the Carbon Capture and Sequestration (CCS) Project in Lake Charles, Louisiana. The Lake Charles Carbon Capture and Sequestration (CCS) Project was to be a large-scale industrial CCS project intended to demonstrate advanced technologies that capture and sequester carbon dioxide (CO2) emissions from industrial sources into underground formations. The Scope of work was divided into two discrete sections; 1) Capture and Compression prepared by the Recipient Leucadia Energy, LLC, and 2) Transport and Sequestration prepared by sub-Recipient Denbury Onshore, LLC. Capture and Compression-The Lake Charles CCS Project Final Technical Report describes the systems and equipment that would be necessary to capture CO2 generated in a large industrial gasification process and sequester the CO2 into underground formations. The purpose of each system is defined along with a description of its equipment and operation. Criteria for selection of major equipment are provided and ancillary utilities necessary for safe and reliable operation in compliance with environmental regulations are described. Construction considerations are described including a general arrangement of the CCS process units within the overall gasification project. A cost estimate is provided, delineated by system area with cost breakdown showing equipment, piping and materials, construction labor, engineering, and other costs. The CCS Project Final Technical Report is based on a Front End Engineering and Design (FEED) study prepared by SK E&C, completed in [June] 2014. Subsequently, Fluor Enterprises completed a FEED validation study in mid-September 2014. The design analyses indicated that the FEED package was sufficient and as expected. However, Fluor considered the construction risk based on a stick-build approach to be unacceptable, but construction risk would be substantially mitigated through utilization of modular construction where site labor and schedule uncertainty is minimized. Fluor’s estimate of the overall EPC project cost utilizing the revised construction plan was comparable to SKE&C’s value after reflecting Fluor’s assessment of project scope and risk characteristic. Development was halted upon conclusion of Phase 2A FEED and the project was not constructed.Transport and Sequestration – The overall objective of the pipeline project was to construct a pipeline to transport captured CO2 from the Lake Charles Clean Energy project to the existing Denbury Green Line and then to the Hastings Field in Southeast Texas to demonstrate effective geologic sequestration of captured CO2 through commercial EOR operations. The overall objective of the MVA portion of the project was to demonstrate effective geologic sequestration of captured CO2 through commercial Enhanced Oil Recovery (EOR) operations in order to evaluate costs, operational processes and technical performance. The DOE target for the project was to capture and implement a research MVA program to demonstrate the sequestration through EOR of approximately one million tons of CO2 per year as an integral component of commercial operations.

Arthur Rosenfeld, Professor of Physics Emeritus at UC Berkeley, founded the Berkeley Lab Center for Building Science in 1974. He served on the California Energy Commission from 2000 to 2010 and is commonly referred to as California's godfather of energy efficiency. Melvin Pomerantz is a member of the Heat Island Group at Berkeley Lab. Trained as a physicist at UC Berkeley, he specializes in research on making cooler pavements and evaluating their effects. Ronnen Levinson is a staff scientist at Berkeley Lab and the acting leader of its Heat Island Group. He has developed cool roofing and paving materials and helped bring cool roof requirements into building energy efficiency standards.

    California's geographic and end-use markets which could directly use low and moderate temperature geothermal resources are ranked and described, as well as those which have the highest potential for near-term commercial development of these resources. Building on previous market surveys, the assessment determined that out of 38 geothermal resource areas with characteristics for direct use development, five areas have no perceived impediments to near-term development: Susanville, Litchfield, Ontario Hot Springs, Lake Elsinore, and the Salton Sea Geothermal Field. Twenty-nine applications were compared with previously selected criteria to determine their near-term potential for direct use of geothermal fluids. Seven categories were found to have the least impediments to development; agriculture and district heating applications are considered the highest. Ten-year projections were conducted for fossil fuel displacement from the higher rated applications. It is concluded that greenhouses have the greatest displacement of 18 x 10/sup 6/ therms per year.

    Building cost effective, high performance homes that provide superior comfort, health, and durability is the goal of the Department of Energy's (DOE's) Zero Energy Ready Homes (ZERH) program. This case study describes the development of a 62-unit multifamily community constructed by nonprofit developer Mutual Housing at the Spring Lake subdivision in Woodland, California. The Spring Lake project is expected to be the first ZERH-certified multifamily project nationwide. Building America team Alliance for Residential Building Innovation worked with Mutual Housing throughout the project. An objective of this project was to gain a highly visible foothold for residential buildings built to the DOE ZERH specification that can be used to encourage participation by other California builders.

The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Climate projections from three atmosphere-ocean climate models with a range of low to mid-high temperature sensitivity forced by the Intergovernmental Panel for Climate Change SRES higher, middle, and lower emission scenarios indicate that, over the 21st century, extreme heat events for major cities in heavily air-conditioned California will increase rapidly. These increases in temperature extremes are projected to exceed the rate of increase in mean temperature, along with increased variance. Extreme heat is defined here as the 90 percent exceedance probability (T90) of the local warmest summer days under the current climate. The number of extreme heat days in Los Angeles, where T90 is currently 95 F (32 C), may increase from 12 days to as many as 96 days per year by 2100, implying current-day heat wave conditions may last for the entire summer, with earlier onset. Overall, projected increases in extreme heat under the higher A1fi emission scenario by 2070-2099 tend to be 20-30 percent higher than those projected under the lower B1 emission scenario, ranging from approximately double the historical number of days for inland California cities (e.g. Sacramento and Fresno), up to four times for previously temperate coastal cities (e.g. Los Angeles, San Diego). These findings, combined with observed relationships between high temperature and electricity demand for air-conditioned regions, suggest potential shortfalls in transmission and supply during T90 peak electricity demand periods. When the projected extreme heat and peak demand for electricity are mapped onto current availability, maintaining technology and population constant only for demand side calculations, we find the potential for electricity deficits as high as 17 percent. Similar increases in extreme heat days are suggested for other locations across the U.S. southwest, as well as for developing nations with rapidly increasing electricity demands. Electricity response to recent extreme heat events, such as the July 2006 heat wave in California, suggests that peak electricity demand will challenge current supply, as well as future planned supply capacities when population and income growth are taken into account.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a “real-world” retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation’s hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations with a focus on safe, convenient, fast-fills. These potential areas were then compared to and overlaid with suitable sites from various energy companies and other potential station operators. Work continues to match vehicle needs with suitable fueling station locations. Once a specific site was identified, the necessary agreements could be completed with the station operator and expected station users. Detailed work could then begin on the site drawings, permits, safety procedures and training needs. Permanent stations were successfully installed in Irvine (delivered liquid hydrogen), Torrance (delivered pipeline hydrogen) and Fountain Valley (renewable hydrogen from anaerobic digester gas). Mobile fueling stations were also deployed to meet short-term fueling needs in Long Beach and Placerville. Once these stations were brought online, infrastructure data was collected and reported to DOE using Air Products’ Enterprise Remote Access Monitoring system. Feedback from station operators was incorporated to improve the station user’s fueling experience.

    Sediments of twenty-two urban lakes and stormwater discharge into five of the impoundments were analyzed for the presence of selected metallic priority pollutants, total petroleum hydrocarbons, and volatile and extractable organic compounds. The concentration (mg/kg dry weight) ranges of metals in lake sediments were: arsenic 7-29, cadmium < 0.5-0.5, chromium 14-55, lead <1-138, selenium <0.01-1.1, silver 0.2-2.1, copper 25-2760, nickel 5-40, and zinc 33.9-239. Concentrations of total petroleum hydrocarbons ranged from 30 to 4400 mg/kg (wet weight). Organic priority pollutants detected in the urban lake impoundments included tetrachlorethylene, 1,1,2-trichloroethane, trichlorofluoromethane, phthalate esters, chloroform, and dichlorobromomethane. Stormwater runoff contained measurable quantities of arsenic, chromium, lead, selenium, copper, nickel, zinc, and petroleum hydrocarbons; whereas organic priority pollutants were not detected. Stormwater runoff pollutant loads indicated that runoff provides a significant contribution of metals and petroleum hydrocarbons to lake sediments.
