    In late September 2014 development of the Lake Charles Clean Energy (LCCE) Plant was abandoned resulting in termination of Lake Charles Carbon Capture and Sequestration (CCS) Project which was a subset the LCCE Plant. As a result, the project was only funded through Phase 2A (Design) and did not enter Phase 2B (Construction) or Phase 2C (Operations). This report was prepared relying on information prepared and provided by engineering companies which were engaged by Leucadia Energy, LLC to prepare or review Front End Engineering and Design (FEED) for the Lake Charles Clean Energy Project, which includes the Carbon Capture and Sequestration (CCS) Project in Lake Charles, Louisiana. The Lake Charles Carbon Capture and Sequestration (CCS) Project was to be a large-scale industrial CCS project intended to demonstrate advanced technologies that capture and sequester carbon dioxide (CO2) emissions from industrial sources into underground formations. The Scope of work was divided into two discrete sections; 1) Capture and Compression prepared by the Recipient Leucadia Energy, LLC, and 2) Transport and Sequestration prepared by sub-Recipient Denbury Onshore, LLC. Capture and Compression-The Lake Charles CCS Project Final Technical Report describes the systems and equipment that would be necessary to capture CO2 generated in a large industrial gasification process and sequester the CO2 into underground formations. The purpose of each system is defined along with a description of its equipment and operation. Criteria for selection of major equipment are provided and ancillary utilities necessary for safe and reliable operation in compliance with environmental regulations are described. Construction considerations are described including a general arrangement of the CCS process units within the overall gasification project. A cost estimate is provided, delineated by system area with cost breakdown showing equipment, piping and materials, construction labor, engineering, and other costs. The CCS Project Final Technical Report is based on a Front End Engineering and Design (FEED) study prepared by SK E&C, completed in [June] 2014. Subsequently, Fluor Enterprises completed a FEED validation study in mid-September 2014. The design analyses indicated that the FEED package was sufficient and as expected. However, Fluor considered the construction risk based on a stick-build approach to be unacceptable, but construction risk would be substantially mitigated through utilization of modular construction where site labor and schedule uncertainty is minimized. Fluor’s estimate of the overall EPC project cost utilizing the revised construction plan was comparable to SKE&C’s value after reflecting Fluor’s assessment of project scope and risk characteristic. Development was halted upon conclusion of Phase 2A FEED and the project was not constructed.Transport and Sequestration – The overall objective of the pipeline project was to construct a pipeline to transport captured CO2 from the Lake Charles Clean Energy project to the existing Denbury Green Line and then to the Hastings Field in Southeast Texas to demonstrate effective geologic sequestration of captured CO2 through commercial EOR operations. The overall objective of the MVA portion of the project was to demonstrate effective geologic sequestration of captured CO2 through commercial Enhanced Oil Recovery (EOR) operations in order to evaluate costs, operational processes and technical performance. The DOE target for the project was to capture and implement a research MVA program to demonstrate the sequestration through EOR of approximately one million tons of CO2 per year as an integral component of commercial operations.

    The Lake Charles CCS Project is a large-scale industrial carbon capture and sequestration (CCS) project which will demonstrate advanced technologies that capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically the Lake Charles CCS Project will accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petroleum coke to chemicals plant (the LCC Gasification Project) and the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Lake Charles CCS Project will promote the expansion of EOR in Texas and Louisiana and supply greater energy security by expanding domestic energy supplies. The capture, compression, pipeline, injection, and monitoring infrastructure will continue to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project are expected to be fulfilled by working through two distinct phases. The overall objective of Phase 1 was to develop a fully definitive project basis for a competitive Renewal Application process to proceed into Phase 2 - Design, Construction and Operations. Phase 1 includes the studies attached hereto that will establish: the engineering design basis for the capture, compression and transportation of CO{sub 2} from the LCC Gasification Project, and the criteria and specifications for a monitoring, verification and accounting (MVA) plan at the Hastings oil field in Texas. The overall objective of Phase 2, provided a successful competitive down-selection, is to execute design, construction and operations of three capital projects: (1) the CO{sub 2} capture and compression equipment, (2) a Connector Pipeline from the LLC Gasification Project to the Green Pipeline owned by Denbury and an affiliate of Denbury, and (3) a comprehensive MVA system at the Hastings oil field.

    LNG imports to the US jumped in 1996 as Algerian base-load plants resumed operations following major revamps. Exports from Alaska to Japan grew by nearly 4% over 1995. Total LNG imports to the US in 1996 were 40.27 bcf compared to 17.92 bcf in 1995, an increase of 124.8%. Algeria supplied 35.32 bcf; Abu Dhabi, 4.95 bcf. About 82.3% of the imported LNG was received at Distrigas Corp.`s terminal north of Boston. The remaining LNG was received at the Pan National terminal in Lake Charles, LA. LNG imports during 1995 fell to such a low level not because of depressed US demand but because of limited supply. The paper discusses LNG-receiving terminals, base-load producers, LNG pricing, and exports.

    This assessment of the natural gas sector in Iran, with a focus on Iran’s natural gas exports, was prepared pursuant to section 505 (a) of the Iran Threat Reduction and Syria Human Rights Act of 2012 (Public Law No: 112-158). As requested, it includes: (1) an assessment of exports of natural gas from Iran; (2) an identification of the countries that purchase the most natural gas from Iran; (3) an assessment of alternative supplies of natural gas available to those countries; (4) an assessment of the impact a reduction in exports of natural gas from Iran would have on global natural gas supplies and the price of natural gas, especially in countries identified under number (2); and (5) such other information as the Administrator considers appropriate.

    Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    This paper reports that Russia will eliminate its oil export tax by 1994 and until then will allow some exemptions, Russian officials have assured a group of US tax specialists. They stopped short of saying it would be repealed by the end of the year, the Ken Crawford, a member of a Tax Foundation delegation visiting Russia and managing partner of KPMG Peat Marwick's Moscow office. The export tax was one of several tax related Russian economic issues on which the US experts and Russian officials exchanged views early this month. The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    The control of nuclear-related exports, a critical component of the nonproliferation regime, is facing several opportunities and challenges. As countries sign and ratify the International Atomic Energy Agency's (IAEA) safeguards Additional Protocol (AP), they will begin to report far more export information, including exports of a list of items similar to the Nuclear Supplier Group's Trigger List that existed when the AP was developed in the mid-1990s. This positive development contrasts with challenges such as globalization, transshipments, and tracking of end-uses. Pacific Northwest National Laboratory is proposing that the US Department of Energy (DOE) develop regional seminars that address these types of issues related to export/import controls. The DOE seminars would be designed to supplement regional seminars sponsored by the IAEA and member states on topics related to the Additional Protocol (referred to as "IAEA seminars"). The topic of nuclear export/import controls is not thoroughly addressed in the IAEA seminars. The proposed DOE seminars would therefore have two objectives: familiarizing countries with the export/import provisions of the Additional Protocol, and addressing challenges such as those noted above. The seminars would be directed particularly at countries that have not ratified the AP, and at regions where export-related problems are particularly prevalent. The intent is to encourage governments to implement more effective nuclear export control systems that meet the challenges of the 21st century.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    A key enzyme for leukotriene biosynthesis is 5-lipoxygenase (5-LO), which we found is exported from the nucleus when p38 MAPK is activated. CHO-K1 cells stably express green fluorescent protein-5-lipoxygenase fusion protein (GFP-5LO), which is located predominantly in the nucleus, and is exported by anisomycin, hydrogen peroxide, and sorbitol, with activation of p38 MAPK. SB203580, an inhibitor of p38 MAPK, and Leptomycin B, an inhibitor of the nuclear export, blocked the anisomycin-induced export of GFP-5LO. When HEK293 cells were transformed with plasmids for wild-type GFP-5LO, GFP-5LO-S271A or GFP-5LO-S271E mutants, most wild-type GFP-5LO and GFP-5LO-S271A localized in the nucleus, but GFP-5LO-S271E localized in the cytosol. Thus, phosphorylation at Ser-271 of 5-LO is important for its export. Endogenous 5-LO in RBL cells stimulated with anisomycin was also exported from the nucleus. These results suggest that the nuclear export of 5-LO depends on the stress-induced activation of the p38 MAPK pathway.

    The fate of arsenic discharged from contaminated ground water to a small, shallow lake at a hazardous waste site was examined to understand the role of iron (hydr)oxide precipitation-dissolution processes within the water column. Field and laboratory observations indicate that arsenic solubility was controlled, in part, by the extent of ferrous iron oxidation-precipitation and arsenic sorption occurring near the lake chemocline. Laboratory experiments were conducted using site-derived water to assess the impact of these coupled processes on the removal of dissolved arsenic from the water column. The measured concentration of organic carbon from epilimnetic and hypolimnetic water sampled from the lake was approximately 1.3 mM and 17.0 mM, respectively. Experiments conducted with these samples along with synthetic controls containing no organic carbon demonstrated that observed rates of formation and crystallinity of the precipitated iron (hydr)oxide were dependent on the concentration of organic carbon in the lake water. Increasing dissolved organic matter concentration did not significantly interfere with ferrous iron oxidation, but inhibited iron (hydr)oxide precipitation and subsequent sorption of arsenic. For experiments using water sampled from the lake hypolimnion there was a strong relationship between the fraction of precipitated iron and the fraction of sorbed arsenic. Laboratory- and field-derived iron (hydr)oxide precipitates were characterized to evaluate mineralogy and arsenic distribution. In-situ suspended solids and precipitates formed in laboratory experiments using hypolimnetic water were identified as poorly crystalline 2-line ferrihydrite. These solids were readily dissolved in the presence of dithionite indicating that elevated dissolved iron and arsenic observed in the hypolimnion resulted, in part, from in-situ reductive dissolution of settling 2-line ferrihydrite near the sediment-water interface. These observations support the contention that the levels of dissolved arsenic observed in the shallow lake can be attributed to ground-water discharge and internal recycling of arsenic within the water column. The efficiency of the process resulting in iron (hydr)oxide precipitation and arsenic sorption limits the downgradient export of arsenic derived from ground-water discharge.

Although the independent strengths of international safeguards and export controls rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems.
