    The Lake Charles CCS Project is a large-scale industrial carbon capture and sequestration (CCS) project which will demonstrate advanced technologies that capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically the Lake Charles CCS Project will accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petroleum coke to chemicals plant (the LCC Gasification Project) and the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Lake Charles CCS Project will promote the expansion of EOR in Texas and Louisiana and supply greater energy security by expanding domestic energy supplies. The capture, compression, pipeline, injection, and monitoring infrastructure will continue to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project are expected to be fulfilled by working through two distinct phases. The overall objective of Phase 1 was to develop a fully definitive project basis for a competitive Renewal Application process to proceed into Phase 2 - Design, Construction and Operations. Phase 1 includes the studies attached hereto that will establish: the engineering design basis for the capture, compression and transportation of CO{sub 2} from the LCC Gasification Project, and the criteria and specifications for a monitoring, verification and accounting (MVA) plan at the Hastings oil field in Texas. The overall objective of Phase 2, provided a successful competitive down-selection, is to execute design, construction and operations of three capital projects: (1) the CO{sub 2} capture and compression equipment, (2) a Connector Pipeline from the LLC Gasification Project to the Green Pipeline owned by Denbury and an affiliate of Denbury, and (3) a comprehensive MVA system at the Hastings oil field.

    This study was developed to determine the competitive position of the Great Lakes Region coal-loading ports in relation to other US coastal ranges. Due to the congestion at some US Atlantic coastal ports US coal producers have indicated a need for alternative export routes, including the Great Lakes-St. Lawrence Seaway System. The study assesses the regions coal handling capacity and price competitiveness along with the opportunity for increased US flag vessel service. A number of appendices are included showing major coal producers, railroad marketing representatives, US vessel operators, and port handling capacities and throughput. A rate analysis is provided including coal price at the mine, rail rate to port, port handling charges, water transportation rates to western Europe, Great Lakes route versus the US Atlantic Coast ports.

    This conference dealt with using the Great Lakes/St. Lawrence Seaway as an alternative to the East and Gulf Coasts for the exporting of coal to Europe and the potential for a piece of the European market for the subbituminous coals of Montana and Wyoming. The topics discussed included: government policies on coal exports; the coal reserves of Montana; cost of rail transport from Western mines to Lake Superior; the planning, design, and operation of the Superior Midwest Energy Terminal at Superior, Wisconsin; direct transfer of coal from self-unloading lakers to large ocean vessels; concept of total transportation from mines to users; disadvantage of a nine month season on the Great Lakes; costs of maritime transport of coal through the Great Lakes to Europe; facilities at the ice-free, deep water port at Sept Iles; the use of Western coals from an environmental and economic viewpoint; the properties of Western coal and factors affecting its use; the feasibility of a slurry pipeline from the Powder River Basin to Lake Superior; a systems analysis of the complete hydraulic transport of coal from the mine to users in Europe; the performance of the COJA mill-burner for the combustion of superfine coal; demand for steam coal in Western Europe; and the effect the New Source Performance Standards will have on the production and use of Western coal. A separate abstract was prepared for each of the 19 papers for the Energy Data Base (EDB); 17 will appear in Energy Research Abstracts (ERA) and 11 in Energy Abstracts for Policy Analysis (EAPA).     In order to assess worker exposure to 1,3-butadiene at a polymer production facility, an in-depth industrial-hygiene survey was conducted at Firestone Synthetic Rubber and Latex Company, Lake Charles, Louisiana. This facility incorporated a number of controls designed to prevent the release of chemical intermediates and products into the air. Personal protective equipment included rubber, cotton, or vinyl gloves depending on the job performed. Respirators were required for field lab samplers and maintenance personnel performing specific tasks. Half-face organic vapor respirators were used. The authors recommend that consideration be given to converting to a closed-loop sampling system for obtaining quality control samples.

    LNG imports to the US jumped in 1996 as Algerian base-load plants resumed operations following major revamps. Exports from Alaska to Japan grew by nearly 4% over 1995. Total LNG imports to the US in 1996 were 40.27 bcf compared to 17.92 bcf in 1995, an increase of 124.8%. Algeria supplied 35.32 bcf; Abu Dhabi, 4.95 bcf. About 82.3% of the imported LNG was received at Distrigas Corp.`s terminal north of Boston. The remaining LNG was received at the Pan National terminal in Lake Charles, LA. LNG imports during 1995 fell to such a low level not because of depressed US demand but because of limited supply. The paper discusses LNG-receiving terminals, base-load producers, LNG pricing, and exports.

    Both the adsorption and the desorption processes play important roles in the transport and fate of organic contaminants in water-sediments and groundwater systems. The adsorption-desorption processes are shown to be influenced by a number of factors, including sediments organic carbon content, contaminant aqueous solubility, aqueous-phase concentration as well as some natural environmental factors such as pH, pE, ionic strength and temperature. External mechanical forces, such as sediment perturbation, and repeated dredging will also have finite effect on the microscopic interparticle forces that control bonds between large and small grain particles. The objective of this research is to study the influences of various environmental effects on the equilibrium or non-equilibrium desorption behavior of nonpolar organic pollutants in historically contaminated natural sediments of Lake Charles, LA. Differences of desorption behavior between freshly and historically contaminated sediments will be compared in order to evaluated the desorption mechanism. The influences of particle size, mineral composition, organic matter concentration, and aqueous phase matrix composition on desorption behaviour will also be evaluated.

    This technical memorandum addresses four major issues which are important to Federal policy debates currently before Congress: (1) estimating the potential US coal export market; (2) development of foreign trade policy; (3) the Federal role in dredging harbors; and (4) the outlook for alternative technologies. This analysis indicates that sizable increases in future US coal exports are achievable if the Federal Government and the private sector complement the efforts of each in encouraging these exports and if present trends are not drastically altered by developments in other exporting and importing countries. Without a coherent, positive policy, the United States could lose a substantial share of the future coal export market.

    In 1974, the tract of land now known as the Douglas Point Ecology Laboratory was pieced together from approximately 10 smaller pieces by the Potomac Electric Power Company (PEPCO) for the purpose of developing a nuclear power generating station. At that time they decided to leave the bulk of the property in its natural state for ecological research. Douglas Point is reasonably representative of a large section of the Atlantic Coastal plain. Results from research on the site may be applicable to larger coastal plain areas. This section of Charles County is one of the least populated areas in Maryland, and the portion of the county known as Maryland Point, which includes Douglas Point, contains some of the most extensive, continuous forested tracts of land remaining in the state. The present publication is intended to be used as an introduction to Douglas Point, its history, biology, geology, topography, soils, and climatology.

    A review of the U.S. implementation of nuclear export and technology transfer controls is undertaken to assess whether the U.S. controls is undertaken to assess whether the U.S. controls meet the full scope of the international commitment toward non-proliferation controls. The international non-proliferation controls have been incorporated into CoCom, the Coordinating Committee of the multinational organization established to protect the mutual interests of the participating countries in the area of strategic export controls. However, this CoCom list is classified and each participating country implements these controls pursuant to its own laws. A comparison to the non-proliferation controls promulgated by the U.K. is used to verify that the U.S. controls are at least as comprehensive as the British controls.

    This paper is a summary overview of the $17 million Vancouver Lake Restoration Project, the largest project of its type ever undertaken through the Federal Clean Lakes Program. It was funded jointly by the US Environmental Protection Agency, the Washington State Department of Ecology, and the Port of Vancouver. Although the project was conceived in 1965, a nationwide program to help fund such projects did not exist until 1976. Then, final approval was not received until 1981, after many volumes of studies and reviews. Construction was completed in June 1983, after 30 months--6 months ahead of schedule and underbudget. A great deal of time, money, and energy was expended to demonstrate to Federal and state environmental agencies that dredging was a key tool in effecting this lake's restoration.

    The Sweet Lake geopressured-geothermal aquifer, located southeast of Lake Charles, Louisiana, is modeled by a two-dimensional geopressured-geothermal simulator. This aquifer is a sandstone within the Frio formation at depths between 15,000 to 15,640 ft with a net porous thickness of 250 ft, a calculated in-situ permeability (from drawdown data) of 17 md, an estimated porosity of 24%, a uniaxial compaction coefficient of 4.5 x 10/sup -7/ psi/sup -1/ and a solution gas-water ratio of 11 SCF/STB all at the initial reservoir pressure of 12,060 psi. These parameters are typically pressure sensitive in geopressured-geothermal aquifers and are critically important to aquifer performance. Several simulation experiments are conducted which investigate the effects of varying initial values for these parameters with the experimentally determined values as means. The simulations give both optimistic and pessimistic expectations for aquifer performance. The expected life of the geopressured-geothermal well is reported for each simulation.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    Throughout a century of log exports from the Pacific Northwest, export logs have been associated with higher prices than logs sold in the domestic market. Conventional wisdom currently maintains this perception that any export log is worth more than its domestic counterpart. The export-domestic difference, or export premium, seems to belie reason. Why would foreign buyers be willing to pay more than U.S. customers for the same log. In reality, do they. If they do, why do offshore purchasers not shift to inland logs, so that the premium would dwindle. Discussed here are circumstances that do and do not foster a continuing export premium.

    International safeguards and export controls are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of international safeguards and export controls rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    In this study, a simple, transparent and robust method is developed in which land-use change (LUC) emissions are retrospectively attributed to exported biomass products based on the agricultural area occupied for the production. LUC emissions account for approximately one-fifth of current greenhouse gas emissions. Increasing agricultural exports are becoming an important driver of deforestation. Brazil and Indonesia are used as case studies due to their significant deforestation in recent years. According to our study, in 2007, approximately 32% and 15% of the total agricultural land harvested and LUC emissions in Brazil and Indonesia respectively were due to exports. The most important exported single items with regard to deforestation were palm oil for Indonesia and bovine meat for Brazil. To reduce greenhouse gas (GHG) emissions effectively worldwide, leakage of emissions should be avoided. This can be done, for example, by attributing embodied LUC emissions to exported biomass products. With the approach developed in this study, controversial attribution between direct and indirect LUC and amortization of emissions over the product life cycle can be overcome, as the method operates on an average basis and annual level. The approach could be considered in the context of the UNFCCC climate policy instead of, or alongside with, other instruments aimed at reducing deforestation. However, the quality of the data should be improved and some methodological issues, such as the allocation procedure in multiproduct systems and the possible dilution effect through third parties not committed to emission reduction targets, should be considered. - Highlights: Black-Right-Pointing-Pointer CO{sub 2} emissions from land use changes are highly important. Black-Right-Pointing-Pointer Attribution of land use changes for products is difficult. Black-Right-Pointing-Pointer Simple and robust method is developed to attribute land use change emissions.

    Henrys Lake, located in southeastern Idaho, is a large, shallow lake (6,600 acres, {approx} 17.1 feet maximum depth) located at 6,472 feet elevation in Fremont Co., Idaho at the headwaters of the Henrys Fork of the Snake River. The upper watershed is comprised of high mountains of the Targhee National Forest and the lakeshore is surrounded by extensive flats and wetlands, which are mostly privately owned. The lake has been dammed since 1922, and the upper 12 feet of the lake waters are allocated for downriver use. Henrys Lake is a naturally productive lake supporting a nationally recognized ''Blue Ribbon'' trout fishery. There is concern that increasing housing development and cattle grazing may accelerate eutrophication and result in winter and early spring fish kills. There has not been a recent thorough assessment of lake water quality. However, the Department of Environmental Quality (DEQ) is currently conducting a study of water quality on Henrys Lake and tributary streams. Septic systems and lawn runoff from housing developments on the north, west, and southwest shores could potentially contribute to the nutrient enrichment of the lake. Many houses are on steep hillsides where runoff from lawns, driveways, etc. drain into wetland flats along the lake or directly into the lake. In addition, seepage from septic systems (drainfields) drain directly into the wetlands enter groundwater areas that seep into the lake. Cattle grazing along the lake margin, riparian areas, and uplands is likely accelerating erosion and nutrient enrichment. Also, cattle grazing along riparian areas likely adds to nutrient enrichment of the lake through subsurface flow and direct runoff. Stream bank and lakeshore erosion may also accelerate eutrophication by increasing the sedimentation of the lake. Approximately nine streams feed the lake (see map), but flows are often severely reduced or completely eliminated due to irrigation diversion. In addition, subsurface flows can occur as a result of severe cattle grazing along riparian areas and deltas. Groundwater and springs also feed the lake, and are likely critical for oxygen supply during winter stratification. During the winter of 1991, Henrys Lake experienced low dissolved oxygen levels resulting in large fish kills. It is thought that thick ice cover combined with an increase in nutrient loads created conditions resulting in poor water quality. The Idaho Department of Health and Welfare, DEQ is currently conducting a study to determine the water quality of Henrys Lake, the sources contributing to its deterioration, and potential remedial actions to correct problem areas.
