    Over the past year, new 1 m x 1 m neutron detectors have been installed at both the General Purpose SANS (GP-SANS) and the Bio-SANS instruments at HFIR, each intended as an upgrade to provide improved high rate capability. This paper presents the results of characterization studies performed in the detector test laboratory, including position resolution, linearity and background, as well as a preliminary look at high count rate performance.

    San Francisco’s solar permitting process—which allows permits for systems 4 kW and under to be applied for, approved, paid for, and issued online or in person over-the-counter—is one of the most efficient in the nation. This paper describes the process by which the City and County of San Francisco developed and implemented its streamlined solar permitting process, provides an update on San Francisco’s current e-permitting system, and outlines relevant lessons for other jurisdictions undertaking such work.     The measurement of the conformation of a Generation-8 Polyamidoamine dendrimer is reported as an initial experiment using the Extended Q-range Small Angle Neutron Scattering (EQ-SANS) diffractometer at the Spallation Neutron Source at Oak Ridge National Laboratory (ORNL). The conformation parameters (radius of gyration, thickness of the soft shell etc.) are extracted by model fitting. The results are compared with data collected at the General-Purpose Small Angle Neutron Scattering at the High Flux Isotopic Reactor at ORNL. The comparison shows that the EQ-SANS diffractometer has comparable data statistics and Q resolution with shorter counting time over the measured Q-range.

    This report documents the early implementation experience for the Zero Emission Bay Area (ZEBA) Demonstration, the largest fleet of fuel cell buses in the United States. The ZEBA Demonstration group includes five participating transit agencies: AC Transit (lead transit agency), Santa Clara Valley Transportation Authority (VTA), Golden Gate Transit (GGT), San Mateo County Transit District (SamTrans), and San Francisco Municipal Railway (Muni). The ZEBA partners are collaborating with the U.S. Department of Energy (DOE) and DOE's National Renewable Energy Laboratory (NREL) to evaluate the buses in revenue service.

    The recently completed Extended Q-Range Small Angle Scattering Diffractometer (EQ-SANS) has put the focus on its software needs with renewed urgency. In a series of efforts, we aim at providing a complete set of software solutions on the EQ-SANS instrument. These programs include initial data processing, data correction and reduction, analytical model fitting to the scattering data, Monte Carlo simulation for structure determination, and virtual instrument simulation for experiment planning. SAAF is one such program for analytical data modeling. It takes the reduced EQ-SANS data and allows users to fit the data to analytical models. These models are easy to write. They can either be user written, or from the pre-supplied model library.

This review extends earlier audit work at a second Department contractor, Rockwell International, Rocky Flats Plant, Engineering Prototype Group, on which we issued a report dated July 12, 1988. That audit focused on the Prototype Group's providing Livermore with illustrations, models, engineering prototypes, and other articles (mementos, plaques, etc.) during October 1977 through September 1985. Issues arose during that audit which required a separate review at SAN and Livermore, to determine specifically: the propriety of, and SAN oversight of, procurement practices followed by Livermore; the basis for the Livermore orders; the adequacy of reimbursement to the Department for silver used in medallions; and the cost ceilings for memorabilia contained in the Department's contract with the University of California, which operates Livermore for the Department. Limiting the audit scope to the orders Livermore placed with Rockwell's Prototype Group, we reviewed Department and Livermore procedures for acquiring memorabilia. In addition to interviewing SAN and Livermore Legal Counsel, Special Material Office personnel, and Research and Development Program representatives, we examined SMO requisitions, accounts payable listings and related payments, and selected research and development correspondences.

  15. SANS Measurement of Hydrides in Uranium

    SANS scattering is shown to be an effective method for detecting the presence of hydrogen precipitates in uranium. High purity polycrystalline samples of depleted uranium were given several hydriding treatments which included extended exposures to hydrogen gas at two different pressures at 630 C as well as a furnace anneal at 850 C followed by slow cooling in the near absence hydrogen gas. All samples exhibited neutron scattering that was in proportion to the expected levels of hydrogen content. While the scattering signal was strong, the shape of the scattering curve indicated that the scattering objects were large sized objects. Only by use of a very high angular resolution SANS technique was it possible to make estimates of the major diameter of the scattering objects. This analysis permits an estimate of the volume fraction and means size of the hydride precipitates in uranium.

    Salt management has been a challenge to westside farmerssince the rapid expansion of irrigated agriculture in the 1900 s. Thesoils in this area are naturally salt-affected having formed from marinesedimentary rocks rich in sea salts rendering the shallow groundwater,and drainage return flows discharging into the lower reaches of the SanJoaquin River, saline. Salinity problems are affected by the importedwater supply from Delta where the Sacramento and San Joaquin Riverscombine. Water quality objectives on salinity and boron have been inplace for decades to protect beneficial uses of the river. However it wasthe selenium-induced avian toxicity that occurred in the evaporationponds of Kesterson Reservoir (the terminal reservoir of a planned but notcompleted San Joaquin Basin Master Drain) that changed public attitudesabout agricultural drainage and initiated a steady stream ofenvironmental legislation directed at reducing non-point source pollutionof the River. Annual and monthly selenium load restrictions and salinityand boron Total Maximum Daily Loads (TMDLs) are the most recent of thesepolicy initiatives. Failure by both State and Federal water agencies toconstruct a Master Drain facility serving mostly west-side irrigatedagriculture has constrained these agencies to consider only In-Valleysolutions to ongoing drainage problems. For the Westlands subarea, whichhas no surface irrigation drainage outlet to the San Joaquin River,innovative drainage reuse systems such as the Integrated Farm DrainageManagement (IFDM) offer short- to medium-term solutions while morepermanent remedies to salt disposal are being investigated. Real-timesalinity management, which requires improved coordination of east-sidereservoir releases and west-side drainage, offers some relief toGrasslands Basin farmers and wetland managers - allowing greater salinityloading to the River than under a strict TMDL. However, currentregulation drives a policy that results in a moratorium on all drainagereturn flows.

    Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

    This chapter summarizes the laboratory activities performed by PNNL’s Vadose Zone Characterization Project in support of the Tank Farm Vadose Zone Program, led by CH2M HILL Hanford Group, Inc. The results of these studies are contained in numerous reports (Lindenmeier et al. 2002; Serne et al. 2002a, 2002b, 2002c, 2002d, 2002e; Lindenmeier et al. 2003; Serne et al. 2004a, 2004b; Brown et al. 2005, 2006a, 2007; Serne et al. 2007) and have generated much of the data reported in Chapter 22 (Geochemistry-Contaminant Movement), Appendix G (Geochemistry-Contaminant Movement), and Cantrell et al.     San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small.   4. Beneficial Reuse of San Ardo Produced Water

    This DOE funded study was performed to evaluate the potential for treatment and beneficial reuse of produced water from the San Ardo oilfield in Monterey County, CA. The potential benefits of a successful full-scale implementation of this project include improvements in oil production efficiency and additional recoverable oil reserves as well as the addition of a new reclaimed water resource. The overall project was conducted in two Phases. Phase I identified and evaluated potential end uses for the treated produced water, established treated water quality objectives, reviewed regulations related to treatment, transport, storage and use of the treated produced water, and investigated various water treatment technology options. Phase II involved the construction and operation of a small-scale water treatment pilot facility to evaluate the process's performance on produced water from the San Ardo oilfield. Cost estimates for a potential full-scale facility were also developed. Potential end uses identified for the treated water include (1) agricultural use near the oilfield, (2) use by Monterey County Water Resources Agency (MCWRA) for the Salinas Valley Water Project or Castroville Seawater Intrusion Project, (3) industrial or power plant use in King City, and (4) use for wetlands creation in the Salinas Basin. All of these uses were found to have major obstacles that prevent full-scale implementation. An additional option for potential reuse of the treated produced water was subsequently identified. That option involves using the treated produced water to recharge groundwater in the vicinity of the oil field. The recharge option may avoid the limitations that the other reuse options face. The water treatment pilot process utilized: (1) warm precipitation softening to remove hardness and silica, (2) evaporative cooling to meet downstream temperature limitations and facilitate removal of ammonia, and (3) reverse osmosis (RO) for removal of dissolved salts, boron, and organics. Pilot study results indicate that produced water from the San Ardo oilfield can be treated to meet project water quality goals. Approximately 600 mg/l of caustic and 100 mg/l magnesium dosing were required to meet the hardness and silica goals in the warm softening unit. Approximately 30% of the ammonia was removed in the cooling tower; additional ammonia could be removed by ion exchange or other methods if necessary. A brackish water reverse osmosis membrane was effective in removing total dissolved solids and organics at all pH levels evaluated; however, the boron treatment objective was only achieved at a pH of 10.5 and above.

    AbstractLignocellulosic biomass, an abundant renewable natural resource, has the potential to play a major role in generation of renewable biofuels through its conversion to bio-ethanol. Unfortunately, it is a complex biological composite material that shows significant recalcitrance making it a cost-ineffective feedstock for bioethanol production. Small-angle neutron scattering (SANS) was employed to probe the multi-scale structure of cellulosic materials. Cellulose was extracted from milled native switchgrass and switchgrass that had undergone the dilute acid pretreatment method to disrupt the lignocellulose structure. The high-Q structural feature (Q > 0.07 -1) can be assigned to cellulose fibrils based on comparison with the switchgrass purified by solvent extraction of native and dilute acid pretreated and a commercial preparation of microcrystalline cellulose. Dilute acid pretreatment results in an increase in the smallest structural size, a decrease in the interconnectivity of the fibrils; and no change in the smooth domain boundaries at length scales larger than 1000 .

    The Etchegoin and San Joaquin formations preserve a rich stratigraphic record of paleoenvironments, deposition, and tectonics during the late Miocene-Pliocene development of the San Joaquin basin. The distribution of foraminifera within these formations can help constrain this record, which includes final filling of the basin, facies responses to sea level changes, and active movement on the San Andreas fault system. The distribution of foraminifera in core samples is analyzed from seven wells along the west-central San joaquin basin - four from Buena Vista oil field, one from western Elk Hills oil field, and two from an area just south of South Belridge oil field. A model of modern, shallow- to marginal-marine foraminiferal biofacies is used to interpret the Etchegoin-San Joaquin faunal distributions. This modern model distinguishes marsh, tidal channel, intertidal, lagoonal, littoral, and shallow sublittoral environments. Ongoing work calibrating this foraminiferal record to the lithologic and macrofossil records in addition to interpreted depositional systems within these formations will further define relationships between paleoenvironments, relative sea level, and tectonics.

    The extended Q-range small angle neutron scattering (EQ-SANS) diffractometer at the Spallation Neutron Source has recently been completed. Initial commissioning has shown that it has achieved its high intensity, low background, and wide dynamic range design goals. One of the key components that enable these performances is its neutron optics, which are extensively optimized using analytical and Monte Carlo methods. The EQ-SANS optics consist of a curved multichannel beam bender and sections of straight neutron guides on both ends of the bender. The bender and the guide are made of float glass coated with supermirror multilayers. The function of the optics is to ensure low instrument background by avoiding the direct line of sight of the neutron moderator at downstream locations, while transporting thermal and cold neutrons to the sample with maximum efficiency. In this work, the optimization of the EQ-SANS optics is presented.

    The SANS facility existing at the Pitesti 14MW TRIGA reactor is presented. The main characteristics and the preliminary evaluation of the installation performances are given. A monochromatic neutron beam with 1.5 A {<=} {lambda} {<=} 5 A is produced by a mechanical velocity selector with helical slots. A fruitful partnership was established between INR Pitesti (Romania) and JINR Dubna (Russia). The first step in this cooperation consists in the manufacturing in Dubna of a battery of gas-filled positional detectors devoted to the SANS instrument.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during fiscal year 2010 (FY 2010). Throughout the year, thirty-three cultural resource localities were revisited, including somethat were visited more than once, including: two locations with Native American human remains, one of which is a cave, two additional caves, twenty-six prehistoric archaeological sites, two historic stage stations, and Experimental Breeder Reactor-I, which is a designated National Historic Landmark. The resources that were monitored included seventeen that are routinely visited and sixteen that are located in INL project areas. Although impacts were documented at a few locations and one trespassing incident (albeit sans formal charges) was discovered, no significant adverse effects that would threaten the National Register eligibility of any resources were observed. Monitoring also demonstrated that several INL projects generally remain in compliance with recommendations to protect cultural resources.

    Green photosynthetic bacteria harvest light and perform photosynthesis in low light environments, and contain specialized antenna complexes to adapt to this condition. In this report, we present studies using small-angle neutron scattering (SANS) to elucidate structural information about the photosynthetic apparatus, including the peripheral light harvesting chlorosome complex, the integral membrane light-harvesting B808-866 complex and the reaction center (RC) in the thermophilic green phototrophic bacterium Chloroflexus aurantiacus. Using contract variation in SANS measurments, our studies suggest that the B808-866 comples is wrapped around the RC in Cfx. aurantiacus, and the overall size and conformation for the B808-866 complex of Cfx. aurantiacus is roughly comparable to the LH1 antenna complex of the purple bacteria. A similar size for the isolated B808-866 complex is also suggested via dynamic light scattering measurements. Alos, a smaller size of the RC of Cfx. aurantiacus that the RC of the purple bacteria is observed. Little, Inc. was contracted by the US Army to design, fabricate, test and deliver a series of portable air monitoring laboratories which could be used to detect trace levels of toxic chemicals on board cargo ships. The labs were designed to be completely self-sufficient, containing all supplies necessary for a 75-day mission, and to operate under rugged conditions. They were used to monitor for parts-per-billion concentrations of chemical agents in air and to provide information equivalent to high quality fixed laboratory analyses. The mission was successfully completed; independent design awards were received for the laboratories, and they were subsequently diverted to other uses.

A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample.     The Lawrence Berkeley Laboratory (LBL) 1993 Site Development Plan (SDP) provides analysis and policy guidance for the effective use and orderly development of land and facilities at the LBL main site. The SDP directly supports LBL`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). It is a concise policy document, prepared in compliance with DOE Order 4320.1 B, and is coupled to the 1993 Laboratory Integrated Facilities Plan (LIFP). It also serves as the current DOE framework for the implementation of the 1987 Long Range Development Plan (LRDP) approved by the Regents of the University of California. The SDP is updated annually, with periodic major revisions consistent with DOE policy and approved plans of the Regents. The plan is reviewed and approved by the DOE San Francisco Field Office. The specific purposes of the SDP are to: Summarize the mission and community setting of the Laboratory; Describe program trends and projections and future resource requirements; Describe site planning goals and future facilities and land uses; and Describe site planning issues and potential infrastructure replacement solutions. The SDP concisely expresses the policies for future development based on planning concepts, the anticipated needs of research programs, and site potential and constraints. The 1993 LIFP and other planning data provide detailed support for the plans identified in this document.

    Analysts have found increasing evidence that rate structure has impacts on the economics of solar systems. This paper uses 2007 15-minute interval photovoltaic (PV) system and load data from two San Diego City water treatment facilities to illustrate impacts of different rate designs. The comparison is based on rates available in San Diego at the time of data collection and include proportionately small to large demand charges (relative to volumetric consumption), and varying on- and off- peak times. Findings are twofold for these large commercial systems: 1) transferring costs into demand charges does not result in savings and 2) changes in peak times do not result in a major cost difference during the course of a year. While lessons learned and discussion on rate components are based on the findings, the applicability is limited to buildings with similar systems, environments, rate options, and loads.

    The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama. Seven eastern Caribbean countries were to meet on October 7 to petition for inclusion in the Accord, namely: Antigua, St. Kitt/Nevis, Montserrat, Dominica, St. Lucia, St. Vincent, and Grenada. The official language of the Accord is presented, and the operative status of the Accord two years after signing is discussed.     We have developed a prototype rotating-permanent magnet sextupole lens (named rot-PMSx) for more efficient experiments with neutron beams in time of flight (ToF) mode. This lens can modulate the focusing strength over range 1.5 x 10{sup 4} T/m{sup 2} {le} g' {le} 5.9 x 10{sup 4} T/m{sup 2}. Synchronization between the modulation and the beam pulse produces a focused beam without significant chromatic aberration. We anticipate that this lens could be utilized in focusing small angle neutron scattering (SANS) instruments for novel approach to high resolution SANS. We carried out experiments testing the principle of this lens at the very cold neutron (VCN) beamline (PF2) at Institut Laue-Langevin (ILL), France. The focused beam image size at the detector was kept constant at the same beam size as the source ({approx} 3 mm) over a wavelength range of 30 {angstrom} {le} {lambda} {le} 48 {angstrom} in focal length of {approx} 1.14 m. The flux gain was about 12 relative to a beam without focusing, and the depth of focus was quite large. These results show the good performance of this lens and the system. Thereupon we have demonstrated the performance of this test bed for high resolution focusing of VCN-SANS for a well-studied softmatter sample; a deuterium oxide solution of Pluronic F127, an (PEO){sub 100}(PPO){sub 65}(PEO){sub 100} tri-block copolymer in deuterium oxide. The results of the focusing experiment and the focusing VCN-SANS are presented.

Approximately 2000 surveys were sent, and 641 surveys were completed. The primary response was from the residential sector.     The San Carlos Apache Tribe (Tribe) in the interests of strengthening tribal sovereignty, becoming more energy self-sufficient, and providing improved services and economic opportunities to tribal members and San Carlos Apache Reservation (Reservation) residents and businesses, has explored a variety of options for renewable energy development. The development of renewable energy technologies and generation is consistent with the Tribe’s 2011 Strategic Plan. This Study assessed the possibilities for both commercial-scale and community-scale solar development within the southwestern portions of the Reservation around the communities of San Carlos, Peridot, and Cutter, and in the southeastern Reservation around the community of Bylas. Based on the lack of any commercial-scale electric power transmission between the Reservation and the regional transmission grid, Phase 2 of this Study greatly expanded consideration of community-scale options. Three smaller sites (Point of Pines, Dudleyville/Winkleman, and Seneca Lake) were also evaluated for community-scale solar potential. Three building complexes were identified within the Reservation where the development of site-specific facility-scale solar power would be the most beneficial and cost-effective: Apache Gold Casino/Resort, Tribal College/Skill Center, and the Dudleyville (Winkleman) Casino.

    Analytical Laboratory Quality Audits are designed to improve laboratory performance. The success of the audit, as for many activities, is based on adequate preparation, precise performance, well documented and insightful reporting, and productive follow-up. Adequate preparation starts with definition of the purpose, scope, and authority for the audit and the primary standards against which the laboratory quality program will be tested. The scope and technical processes involved lead to determining the needed audit team resources. Contact is made with the auditee and a formal audit plan is developed, approved and sent to the auditee laboratory management. Review of the auditee's quality manual, key procedures and historical information during preparation leads to better checklist development and more efficient and effective use of the limited time for data gathering during the audit itself. The audit begins with the opening meeting that sets the stage for the interactions between the audit team and the laboratory staff. Arrangements are worked out for the necessary interviews and examination of processes and records. The information developed during the audit is recorded on the checklists. Laboratory management is kept informed of issues during the audit so there are no surprises at the closing meeting. The audit report documents whether the management control systems are effective. In addition to findings of nonconformance, positive reinforcement of exemplary practices provides balance and fairness. Audit closure begins with receipt and evaluation of proposed corrective actions from the nonconformances identified in the audit report. After corrective actions are accepted, their implementation is verified. Upon closure of the corrective actions, the audit is officially closed.

    Los Alamos National Laboratory (LANL) and the University of California, San Diego (UCSD) have taken the unprecedented step of creating a collaborative, multi-disciplinary graduate education program and associated research agenda called the Engineering Institute. The mission of the Engineering Institute is to develop a comprehensive approach for conducting LANL mission-driven, multidisciplinary engineering research and to improve recruiting, revitalization, and retention of the current and future staff necessary to support the LANL' s national security responsibilities. The components of the Engineering Institute are (1) a joint LANL/UCSD degree program, (2) joint LANL/UCSD research projects, (3) the Los Alamos Dynamic Summer School, (4) an annual workshop, and (5) industry short courses. This program is a possible model for future industry/government interactions with university partners.

    The scattering data on the Extended Q-Range Small Angle Scattering Diffractometer at the Spallation Neutron Source are stored as neutron events. Each event has two parts: the time of fight of the detected neutron, and an identifier for the neutron's location on the detector. In addition, each event is associated with the source pulse from which the neutron is originated. Due to the high neutron beam intensity at the SNS, the size of the stored data files can easily exceed several Gigabytes. Processing and reducing these data can be very time consuming. The standard way of handling the data at the SNS has been to first transform the data into histograms. On the EQ-SANS, these histograms are further processed into intensity I vs. neutron momentum transfer Q files, I(Q). For a large data, the whole process can take many minutes to hours to complete, which severely limits the turnaround time of an experiment. Experimenters often want to reduce the data quickly and depending on the result, make decisions on the setup of next measurements. They may also need to reduce the data using different inputs and conditions. In this work, we present the implementation of a fast data processing scheme for the EQ-SANS diffractometer. The scattering data are processed directly from neutron event files into I(Q) or other desired formats, greatly reducing the needed computation time. Further speed gains are obtained by the implementation of parallel computing under the Message Passing Interface framework. Most data on the EQ-SANS can now be handled in mere seconds. The process is highly automated. All relevant experimental information that is stored in instrument configuration files are read and processed. In addition, the new implementation is highly flexible. All the data corrections and handlings can be controlled transparently through user inputs. Finally, software implementation enables the slicing of neutron event, which can be used for the study of time dependent phenomena.
