    This report assesses current public domain cyber security practices with respect to cyber indications and warnings. It describes cybersecurity industry and government activities, including cybersecurity tools, methods, practices, and international and government-wide initiatives known to be impacting current practice. Of particular note are the U.S. Government's Trusted Internet Connection (TIC) and 'Einstein' programs, which are serving to consolidate the Government's internet access points and to provide some capability to monitor and mitigate cyber attacks. Next, this report catalogs activities undertaken by various industry and government entities. In addition, it assesses the benchmarks of HPC capability and other HPC attributes that may lend themselves to assist in the solution of this problem. This report draws few conclusions, as it is intended to assess current practice in preparation for future work, however, no explicit references to HPC usage for the purpose of analyzing cyber infrastructure in near-real-time were found in the current practice. This report and a related SAND2010-4766 National Cyber Defense High Performance Computing and Analysis: Concepts, Planning and Roadmap report are intended to provoke discussion throughout a broad audience about developing a cohesive HPC centric solution to wide-area cybersecurity problems.

  5. Materials experience of the public domain portions of Tube Bank E' during Test Series A2

    The tube banks at the Grimethorpe pressurized fluidized bed combustion facility are discussed. Tube Bank E'' was designed for operation as the in bed heat exchanger during Test Series A2 at the Grimethorpe PFBC Establishment between March and November 1987. The supply of the tube bank resulted from an agreement between Foster Wheeler Development Corporation (FWDC), the US Department of Energy, and the Operating Agent for the British Coal/CEGB Joint Programme on PFBC. The tube bank incorporated features, designed to produce acceptable and predictable wastage characteristics, suggested by both FWDC and BCC/CEGB interests. As part of the agreement between the various parties, it was agreed only data from 55% of the tube bank would enter the public domain. This report describes the tube bank, and describes and discusses the public domain wastage results following a total operating period approaching 1450 hours. It is concluded that although conditions varied throughout Test Series A2, there were no major differences in the aggressiveness of the bed. Armouring devices suggested by FWDC were not successful, but their chromised coatings offered promise. The results from UK proprietary parts of the tube bank indicated that the tube bank metal wastage need not be a life limiting problem for PFBC in-bed heat exchangers. 5 refs., 48 figs., 6 tabs.

  6. An Overview of Public Domain Tools for Measuring the Sustainability of Environmental Remediation - 12060

    The application of sustainability principles to the investigation and remediation of contaminated sites is an area of rapid development within the environmental profession, with new business practices, tools, and performance standards for identifying, evaluating, and managing the 'collateral' impacts of cleanup projects to the environment, economy and society coming from many organizations. Guidelines, frameworks, and standards of practice for 'green and sustainable remediation' (GSR) have been released and are under development by the Sustainable Remediation Forum (SURF), the American Society for Testing Materials (ASTM), the Interstate Technology Roundtable Commission (ITRC) and other organizations in the U.S. and internationally. In response to Executive Orders from the President, Federal government agencies have developed policies, procedures and guidelines for evaluating and reporting the sustainability of their environmental restoration projects. Private sector companies in the petroleum, utility, manufacturing, defense, and other sectors are developing their own corporate GSR programs to improve day-to-day management of contaminated sites and to support external reporting as part of their corporate social responsibility (CSR) efforts. The explosion of mandates, policy, procedures and guidance raises the question of how to determine whether a remediation technology or cleanup approach is green and/or sustainable. The environmental profession has responded to this question by designing, developing and deploying a wide array of tools, calculators, and databases that enable regulatory agencies, site managers and environmental professionals to calculate the collateral impacts of their remediation projects in the environmental, social, and economic domains. Many of these tools are proprietary ones developed by environmental engineering/consulting firms for use in their consulting engagements and/or tailored specifically to meet the needs of their clients. When it comes to the public domain, Federal government agencies are spearheading the development of software tools to measure and report emissions of air pollutants (e.g., carbon dioxide, other greenhouse gases, criteria air pollutants); consumption of energy, water and natural resources; accident and safety risks; project costs and other economic metrics. Most of the tools developed for the Government are available to environmental practitioners without charge, so they are growing in usage and popularity. The key features and metrics calculated by the available public-domain tools for measuring the sustainability of environmental remediation projects share some commonalities but there are differences amongst the tools. The SiteWise{sup TM} sustainability tool developed for the Navy and US Army will be compared with the Sustainable Remediation Tool (SRT{sup TM}) developed for the US Air Force (USAF). In addition, the USAF's Clean Solar and Wind Energy in Environmental Programs (CleanSWEEP), a soon-to-be-released tool for evaluating the economic feasibility of utilizing renewal energy for powering remediation systems will be described in the paper.   11. Improving Scientific Communication and Publication Output in a Multidisciplinary Laboratory: Changing Culture Through Staff Development Workshops

    Communication plays a fundamental role in science and engineering disciplines. However, many higher education programs provide little, if any, technical communication coursework. Without strong communication skills scientists and engineers have less opportunity to publish, obtain competitive research funds, or grow their careers. This article describes the role of scientific communication training as an innovative staff development program in a learning-intensive workplace a national scientific research and development laboratory. The findings show that involvement in the workshop has increased overall participating staff annual publications by an average of 61 percent compared to their pre-workshop publishing performance as well as confidence level in their ability to write and publish peer-reviewed literature. Secondary benefits include improved information literacy skills and the development of informal communities of practice. This work provides insight into adult education in the workplace.

    Post-depositional processes alter nitrate concentration and nitrate isotopic composition in the top layers of snow at sites with low snow accumulation rates, such as Dome C, Antarctica. Available nitrate ice core records can provide input for studying past atmospheres and climate if such processes are understood. It has been shown that photolysis of nitrate in the snowpack plays a major role in nitrate loss and that the photolysis products have a significant influence on the local troposphere as well as on other species in the snow. Reported quantum yields for the main reaction spans orders of magnitude apparently a result of whether nitrate is located at the air-ice interface or in the ice matrix constituting the largest uncertainty in models of snowpack NO{sub x} emissions. Here, a laboratory study is presented that uses snow from Dome C and minimizes effects of desorption and recombination by flushing the snow during irradiation with UV light. A selection of UV filters allowed examination of the effects of the 200 and 305nm absorption bands of nitrate. Nitrate concentration and photon flux were measured in the snow. The quantum yield for loss of nitrate was observed to decrease from 0.44 to 0.003 within what corresponds to days of UV exposure in Antarctica. The superposition of photolysis in two photochemical domains of nitrate in snow is proposed: one of photolabile nitrate, and one of buried nitrate. The difference lies in the ability of reaction products to escape the snow crystal, versus undergoing secondary (recombination) chemistry. Modeled NO{sub x} emissions may increase significantly above measured values due to the observed quantum yield in this study. The apparent quantum yield in the 200nm band was found to be ?1%, much lower than reported for aqueous chemistry. A companion paper presents an analysis of the change in isotopic composition of snowpack nitrate based on the same samples as in this study.

The abstracts are grouped in subject categories, as shown in the table of contents. Entries in the subject index also facilitate access by subject, e.g., High-Level Radioactive Wastes. Three indexes, each preceded by a brief description, are provided: personal author, subject, and report number. Cited are research reports, journal articles, books, patents, theses, and conference papers. Excluded are technical progress reports. Since 1978 the Nuclear Waste Management Quarterly Progress Report has been published under the series number PNL-3000. Beginning in 1982, this publication has been issued semiannually, under the series number PNL-4250. This bibliography is the successor to two others, BNWL-2201 (covering the years 1965-1976) and PNL-4050 (1975-1978). It is intended to provide a useful reference to literature in waste management written or compiled by PNL staff.

    The purpose of this report is to provide the Office of Technology Assessment (OTA) with information about selected technologies under development in the Department of Energy (DOE) through its National Laboratory System and its Program Office operations. The technologies selected are those that have the potential to improve the performance of the nation`s public works infrastructure. The product is a relational database that we refer to as a ``prototype catalogue of technologies.`` The catalogue contains over 100 entries of DOE-supported technologies having potential application to infrastructure-related problems. The work involved conceptualizing an approach, developing a framework for organizing technology information, and collecting samples of readily available data to be put into a prototype catalogue. In developing the catalogue, our objectives were to demonstrate the concept and provide readily available information to OTA. As such, the catalogue represents a preliminary product. The existing database is not exhaustive and likely represents only a fraction of relevant technologies developed by DOE. In addition, the taxonomy we used to classify technologies is based on the judgment of project staff and has received minimal review by individuals who have been involved in the development and testing of the technologies. Finally, end users will likely identify framework changes and additions that will strengthen the catalogue approach. The framework for the catalogue includes four components: a description of the technology, along with potential uses and other pertinent information; identification of the source of the descriptive information; identification of a person or group knowledgeable about the technology; and a classification of the described technology in terms of its type, application, life-cycle use, function, and readiness.

    The Oak Ridge National Laboratory (ORNL) Fossil Energy Program, organized in FY 1974 as the Coal Technology Program, involves research and development activities that cover a wide range of fossil energy technologies. The principal focus of the Laboratory`s fossil energy activities relates to coal, with current emphasis on materials research and development; environmental, health, and safety research; and the bioprocessing of coal to produce liquid or gaseous fuels. This bibliography covers the period of April 1, 1995, through March 31, 1997, and is a supplement to the earlier bibliographies in this series. The publications listed in this document have been limited to topical reports, open literature publications, full-length papers in published proceedings of conferences, and books and book articles. A major activity of the Fossil Energy Program is the Advanced Research and Technology Development (AR and TD) Materials Program. The objective of the AR and TD Materials Program is to conduct research and development on materials for fossil energy applications, with a focus on the longer-term needs for materials with general applicability to the various fossil fuel technologies. Beginning with this report, publications of the AR and TD Materials Program, previously compiled in separate reports, and publications from non-materials activities of the Fossil Energy Program will be combined in a single report.

    A laboratory-derived conceptual and numerical model for U(VI) transport at the Hanford 300A site, Washington, USA, was applied to a range of field-scale scenarios of different complexity to systematically evaluate model parameter sensitivities. The model, originally developed from column experiment data, included distributed-rate surface complexation kinetics of U(VI), aqueous speciation, and physical non-equilibrium transport processes. A rigorous parameter sensitivity analysis was carried out with respect to different state variables: concentrations, mass fluxes, total mass and spatial moments of dissolved U(VI) for laboratory systems, and various simulation scenarios that represented the field-scale characteristics at the Hanford 300A site. The field-scenarios accounted for transient groundwater flow and variable geochemical conditions driven by frequent water level changes of the nearby Columbia River. Simulations indicated that the transient conditions significantly affected U(VI) plume migration at the site. The parameter sensitivities were largely similar between the laboratory and field scale systems. Where differences existed, they were shown to result from differing degrees of U(VI) adsorption disequilibrium caused by hydraulic or hydrogeochemical conditions. Adorption disequilibrium was found to differ (i) between short duration peak flow events at the field scale and much longer flow events in the laboratory, (ii) for changing groundwater chemical compositions due to river water intrusion, and (iii) for different sampling locations at the field scale. Parameter sensitivities were also found to vary with respect to the different investigated state variables. An approach is demonstrated that elucidates the most important parameters of a laboratory-scale model that must constrained in both the laboratory and field for meaningful field application.

  10. Providing Internet access to Los Alamos National Laboratory technical reports: A case history in providing public access to previously restricted documents

    The Los Alamos National Laboratory (LANL) Research Library recently fulfilled a strategic goal of providing worldwide desktop access via the Internet to full-image files of the complete unclassified holdings of Los Alamos technical reports in its Report Collection. This effort began in late 1994 with the scanning of paper and microfiche format reports. Concurrently, the Research Library helped to initiate shifting the model for publishing new technical reports from paper to electronic; the files could then be directly mounted on the Research Library`s Web server. Providing desktop access to these reports was instrumental in expediting the development of internal policies that would better define what documents, previously restricted to the general public, could be publicly released. Undoubtedly, the most significant category of such reports were previously classified reports that had been declassified, but had not gone through a further review for public release. Collaboration with LANL`s Classification Group led to approval for public release of 97% of these reports. The LANL Research Library`s Web site now offers unique and unprecedented access to the world of a huge body of technical reports never available before anywhere in any form. This paper discusses the issues and steps involved in this achievement.

    Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    Clean renewable energy bonds (CREBs) present a low-cost opportunity for public entities to issue bonds to finance renewable energy projects. The federal government lowers the cost of debt by providing a tax credit to the bondholder in lieu of interest payments from the issuer. Because CREBs are theoretically interest free, they may be more attractive than traditional tax-exempt municipal bonds. In February 2009, Congress appropriated a total of $2.4 billion for the "New CREBs" program. No more than one-third of the budget may be allocated to each of the eligible entities: governmental bodies, electric cooperatives, and public power providers. Applications for this round of "New CREBs" were due to the Internal Revenue Service (IRS) on August 4, 2009. There is no indication Congress will extend the CREBs program; thus going forward, only projects that are approved under the 2009 round will be able to issue CREBs. This factsheet explains the CREBs mechanism and provides guidance on procedures related to issuing CREBs.

    Since beginning at Los Alamos National Laboratory in February of 2012, I have been working as a DHS./DNDO Postdoctoral Research Associate under the mentorship of Lav Tandon and Khalil Spencer (NA-22 and mass spectrometry). The focus of my efforts, in addition to pursuing needed training and qualifications, has been the application of various instrumental approaches (e.g. Thermal Ionization Mass Spectrometry; TIMS) to a range of systems of interest in materials characterization and nuclear forensics. Research to be pursued in the coming months shall include the continued use of such approaches to advance current methods for: modified total evaporation, monitoring critical minor isotope systems, and chronometry. Each of the above points will be discussed.

    We propose a new scenario of baryogenesis, in which annihilation of axion domain walls generates a sizable baryon asymmetry. Successful baryogenesis is possible for a wide range of the axion mass and decay constant, m≃10{sup 8}–10{sup 13} GeV and f≃10{sup 13}–10{sup 16} GeV. Baryonic isocurvature perturbations are significantly suppressed in our model, in contrast to various spontaneous baryogenesis scenarios in the slow-roll regime. In particular, the axion domain wall baryogenesis is consistent with high-scale inflation which generates a large tensor-to-scalar ratio within the reach of future CMB B-mode experiments. We also discuss the gravitational waves produced by the domain wall annihilation and its implications for the future gravitational wave experiments.

The results of these studies are contained in numerous reports (Lindenmeier et al. 2002; Serne et al. 2002a, 2002b, 2002c, 2002d, 2002e; Lindenmeier et al. 2003; Serne et al. 2004a, 2004b; Brown et al. 2005, 2006a, 2007; Serne et al. 2007) and have generated much of the data reported in Chapter 22 (Geochemistry-Contaminant Movement), Appendix G (Geochemistry-Contaminant Movement), and Cantrell et al. (2007, SST WMA Geochemistry Data Package in preparation). Sediment samples and characterization results from PNNLs Vadose Zone Characterization Project are also shared with other science and technology (S&T) research projects, such as those summarized in Chapter 12 (Associated Science Activities).

    We found that the mathematically correct specification of a fractional differential equation on a bounded domain requires specification of appropriate boundary conditions, or their fractional analogue. In this paper we discuss the application of nonlocal diffusion theory to specify well-posed fractional diffusion equations on bounded domains.

    This paper describes the development of a framework targeted to technology providers in order to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are currently examining relationships and dependencies within the framework. A thorough understanding of these gaps and dependencies will allow for a more informed approach prioritizing research, developing tools, and applying technology to enhance performance in the EM community.

    A laboratory scale atomizer has been built at the Idaho National Laboratory. This has proven useful for laboratory scale tests and has been used to fabricate fuel used in the RERTR miniplate experiments. This instrument evolved over time with various improvements being made ‘on the fly’ in a trial and error process.

The main goal of the activity will be describing the CERN based activities and experiments as well as stimulating the public's attention to the science related topics. We believe the wide communication of the event has certain advantages especially for the proceeding membership process of Turkey.
