The National Teacher Enhancement program (NTEP) is a three-year, multi-laboratory effort funded by the National Science Foundation and the Department of Energy to improve elementary school science programs. The Los Alamos National Laboratory targets teachers in northern New Mexico. FY96, the third year of the program, involved 11 teams of elementary school teachers (grades 4-6) in a three-week summer session, four two-day workshops during the school year and an on-going planning and implementation process. The teams included twenty-one teachers from 11 schools. Participants earned a possible six semester hours of graduate credit for the summer institute and two hours for the academic year workshops from the University of New Mexico. The Laboratory expertise in the earth and environmental science provided the tie between the Laboratory initiatives and program content, and allowed for the design of real world problems.

Since its formation in 1977, US DOE has been authorized to support education programs that help ensure an adequate supply of scientists, engineers, and technicians for energy-related research, production activities, and technology transfer. A national conference in 1989 produced a clear vision of the important role that DOE, its facilities, and its 169,000 Federal and contract employees can play in the educational life of their communities and the Nation. Many of the programs listed in this catalog are the result of this new vision; others have existed for many years. Purpose of this catalog is to make all DOE education efforts more widely known so that more teachers, students, and others can benefit. Supporting the hundreds of education programs (precollege, undergraduate, graduate, public) is the network of DOE national laboratories, technology centers, and other research facilities. Brief descriptions of each facility, its programs, and contact information for its education personnel are included.

About LEDP About LEDP The Laboratory Equipment Donation Program (LEDP), formerly the Energy-Related Laboratory Equipment (ERLE) Grant Program, was established by the United States Department of Energy (DOE) to grant surplus and available used energy-related laboratory equipment to universities and colleges in the United States for use in energy oriented educational programs. Due to budget constraints, the free shipping program for "high need schools" has been discontinued; and middle and high schools are no longer eligible to participate in the Laboratory Equipment Donation Program (LEDP) program. Participation in the LEDP is limited to accredited, post graduate, degree granting institutions including universities, colleges, junior colleges, technical institutes, museums, or hospitals, located in the U.S. and interested in establishing or upgrading energy-oriented educational programs in the life, physical, and environmental sciences and in engineering is eligible to apply. Alden Research Laboratory, Inc. and Northern Research and Engineering Corporation conducted a research program to develop a turbine runner which will minimize fish injury and mortality at hydroelectric projects. An existing pump impeller provided the starting point for developing the fish-tolerant turbine runner. The Hidrostal pump is a single-bladed combined screw/centrifugal pump which has been proven to transport fish with minimal injury. The funds from the DOE Human Genome Program, for the project period 2/1/96 through 1/31/98, have provided major support for the curriculum development and field testing efforts for two high school level instructional units: Unit 1, ''Exploring Genetic Conditions: Genes, Culture and Choices''; and Unit 2, ''DNA Snapshots: Peaking at Your DNA''. In the original proposal, they requested DOE support for the partial salary and benefits of a Field Test Coordinator position to: (1) complete the field testing and revision of two high school curriculum units, and (2) initiate the education of teachers using these units. During the project period of this two-year DOE grant, a part-time Field-Test Coordinator was hired (Ms. Geraldine Horsma) and significant progress has been made in both of the original proposal objectives. Field testing for Unit 1 has occurred in over 12 schools (local and non-local sites with diverse student populations). Field testing for Unit 2 has occurred in over 15 schools (local and non-local sites) and will continue in 12-15 schools during the 96-97 school year. For both curricula, field-test sites and site teachers were selected for their interest in genetics education and in hands-on science education. Many of the site teachers had no previous experience with HGEP or the unit under development. Both of these first-year biology curriculum units, which contain genetics, biotechnology, societal, ethical and cultural issues related to HGP, are being implemented in many local and non-local schools (SF Bay Area, Southern California, Nebraska, Hawaii, and Texas) and in programs for teachers. These units will reach over 10,000 students in the SF Bay Area and continues to receive support from local corporate and private philanthropic organizations. Although HGEP unit development is nearing completion for both units, data is still being gathered and analyzed on unit effectiveness and student learning. The final field testing result from this analysis will contribute to the final revisions of each unit during the second-year of this grant.

A new Radiochemistry Education and Research Program was started at the Pennsylvania University Radiation Science and Engineering Center. The program was initially supported by the Department of Energy Radiochemistry Education Award Program (REAP). Using REAP funding as leverage we obtained support from the Los Alamos National Laboratory Department of Homeland Security Domestic Nuclear Detection Office various internal funding from PSU and other entities. The PSU radiochemistry program primarily addresses radiochemistry education and secondarily nuclear and radiochemistry research. The education program consists of bolstering our existing radiochemistry and related courses; Nuclear and Radiochemistry Radiation Detection and Measurement Radiological Safety and developing new courses e.g. Laboratory Experiments in Applied Nuclear and Radiochemistry and Nuclear Methods in Science. A new laboratory has been created with state of the art equipment for the Laboratory Experiments in Applied Nuclear and Radiochemistry course. We also plan to revitalize the nuclear and radiochemistry research programs. We established a state?of?the?art Neutron Activation Analysis Laboratory and a gamma ray spectroscopy laboratory that has 10 stations including state?of?the?art nuclear spectroscopy hardware and software. In addition we embarked on an expansion plan that included building a new neutron beam hall and neutron beam ports with a cold neutron source. One of the reasons to have a cold neutron source is for the development of a prompt gamma activation analysis facility. A detailed description of PSU radiochemistry education and research program will be given and the future plans will be discussed.

Formally established in 1976 by the U.S. Department of Commerce the National Voluntary Laboratory Accreditation Program (NVLAP) is designed to examine the professional and technical competence of private and public testing laboratories at their request. The Department will grant or deny accreditation to testing laboratories based on its assessment of their competence. Actions undertaken in NVLAP are based on established standards and test methods in specific product area. NVLAP benefits consumers and manufacturers by assuring more consistent product testing. It benefits government agencies and industry associations by providing procedures for accrediting laboratories which could be used as part of their product certification programs. Additionally NVLAP benefits laboratories by providing a focus for increased professionalism and by minimizing the number of bodies whose approvals the laboratory may find it necessary to obtain. The first accreditations were granted on 12 October 1979 to 30 laboratories that test thermal insulation materials. The Department currently has programs for three product areas: thermal insulations materials freshly mixed field concrete and carpet. Laboratories applying under these three programs are currently being assessed. New programs for accrediting laboratories that test other products are being considered.

A few of the unclassified programs Sandia has participated in are listed below: sar image bullet Miniaturized Synthetic Aperture Radar (MiniSAR) -- At any size/weight, the image quality and resolution demonstrated by Sandia SARs remains unequaled. MiniSAR fills a void in current remote sensing technology by providing unprecedented image quality and resolution while achieving a 4 to 5x reduction in size, weight and cost. MiniSAR will give even small UAVs the ability to see through smoke, dust, clouds, and heavy rain. Similarly, the miniSAR sensor will have broad application to all-weather, precision guided weapons. MiniSAR is an in-development program; the initial version will be flight tested in early 2005.
