    A detailed instructional manual was created to guide criticality safety engineers through the process of designing a criticality alarm system (CAS) for Department of Energy (DOE) hazard class 1 and 2 facilities. Regulatory and technical requirements were both addressed. A list of design tasks and technical subtasks are thoroughly analyzed to provide concise direction for how to complete the analysis. An example of the application of the design methodology, the Criticality Alarm System developed for the Radioisotope Production Laboratory (RPL) of Richland, Washington is also included. The analysis for RPL utilizes the Monte Carlo code MCNP5 for establishing detector coverage in the facility. Significant improvements to the existing CAS were made that increase the reliability, transparency, and coverage of the system.

    This environmental assessment (EA) presents estimated environmental impacts from the resiting, construction, and operation of the US Department of Energy`s (DOE`s) Environmental and Molecular Sciences Laboratory (EMSL), which is proposed to be constructed and operated on land near the south boundary of the Hanford Site near Richland, Washington. The EMSL, if constructed, would be a modern research facility in which experimental, theoretical, and computational techniques can be focused on environmental restoration problems, such as the chemical and transport behavior of complex mixtures of contaminants in the environment. The EMSL design includes approximately 18,500 square meters (200,000 square feet) of floor space on a 12-hectare (30-acre) site. The proposed new site is located within the city limits of Richland in north Richland, at the south end of DOE`s 300 Area, on land to be deeded to the US by the Battelle Memorial Institute. Approximately 200 persons are expected to be employed in the EMSL and approximately 60 visiting scientists may be working in the EMSL at any given time. State-of-the-art equipment is expected to be installed and used in the EMSL. Small amounts of hazardous substances (chemicals and radionuclides) are expected to be used in experimental work in the EMSL.

    This report documents the results of the routine environmental audit of the Hanford Site (Hanford), Richland, Washington. During this audit, the activities conducted by the audit team included reviews of internal documents an reports from previous audits and assessments; interviews with US Department of Energy (DOE), State of Washington regulatory, and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted May 2--13, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health (EH). The audit evaluated the status of programs to ensure compliance with Federal, State, and local environmental laws and regulations; compliance with DOE orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements.

    The Surface Environmental Surveillance Project (SESP) is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This report presents the results of a special study conducted as part of the SESP to supplement the routine Columbia River monitoring program and provide information relative to the dispersion and distribution of Hanford origin contaminants entering the river through the seepage of ground water along the Hanford Site. Sampling was conducted along cross sections to determine the distribution of tritium within the Columbia River at Richland, Washington. The investigation was also designed to evaluate the relationship between the average tritium concentrations in the river water at this location and in water collected from the routine SESP river monitoring system located at the city of Richland drinking water intake (Richland Pumphouse). This study was conducted during the summers of 1987 and 1988. Water samples were collected along cross sections located at or near the Richland Pumphouse monitoring station.

The multi-contractor environment of the Department of Energy`s (DOE) Hanford Site further complicates the picture.     This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Hanford Site, conducted August 18 through September 5, 1986. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team components are being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the Hanford Site. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at the Hanford Site, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain of the environmental problems identified during its on-site activities. The Sampling and Analysis Plan will be executed by a DOE National Laboratory or a support contractor. When completed, the results will be incorporated into the Environmental Survey Interim Report for the Hanford Site.     In support of implementation of Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance, the Hanford Site Sustainability Plan was developed to implement strategies and activities required to achieve the prescribed goals in the EO as well as demonstrate measurable progress in environmental stewardship at the Hanford Site. The Hanford Site Sustainability Program was developed to demonstrate progress towards sustainability goals as defined and established in Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance; EO 13423, Strengthening Federal Environmental, Energy and Transportation Management, and several applicable Energy Acts. Multiple initiatives were undertaken in Fiscal Year (FY) 2011 to implement the Program and poise the Hanford Site as a leader in environmental stewardship. In order to implement the Hanford Site Sustainability Program, a Sustainability Plan was developed in conjunction with prime contractors, two U.S. Department of Energy (DOE) Offices, and key stakeholders to serve as the framework for measuring progress towards sustainability goals. Based on the review of these metrics and future plans, several activities were initiated to proactively improve performance or provide alternatives for future consideration contingent on available funding. A review of the key metric associated with energy consumption for the Hanford Site in FY 2010 and 2011 indicated an increase over the target reduction of 3 percent annually from a baseline established in FY 2003 as illustrated in Figure 1. This slight increase was attributed primarily from the increased energy demand from the cleanup projects funded by the American Recovery and Reinvestment Act (ARRA) in FY 2010 and 2011. Although it is forecasted that the energy demand will decrease commensurate with the completion of ARRA projects, several major initiatives were launched to improve energy efficiency.

    Richland Middle School is a single story, 90,000 square feet new school located in Richland, WA. The design team proposed four HVAC system options to serve the building. The proposed HVAC systems are listed as following: (1) 4-pipe fan coil units served by electrical chiller and gas-fired boilers, (2) Ground-source closed water loop heat pumps with water loop heat pumps with boiler and cooling tower, and (3) VAV system served by electrical chiller and gas-fired boiler. This analysis estimates the annual energy consumptions and costs of each system option, in order to provide the design team with a reasonable basis for determining which system is most life-cycle cost effective. eQuest (version 3.37), a computer-based energy simulation program that uses the DOE-2 simulation engine, was used to estimate the annual energy costs.

    This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA.     This plan has been developed by Westinghouse Hanford Company (WHC), and its subcontractors ICF Kaiser Hanford (ICF KH) and BCS Richland, Inc. (BCSR), at the direction of the US Department of Energy (DOE), Richland Operations Office (RL). WHC and its subcontractors are hereafter referred to as the Maintenance and Operations (M and O) Contractor. The plan identifies actions involving the M and O Contractor that are critical to (1) prepare for a smooth transition to the Project Hanford Management Contractor (PHMC), and (2) support and assist the PHMC and RL in achieving transition as planned, with no or minimal impact to ongoing baseline activities. The plan is structured around two primary phases. The first is the pre-award phase, which started in mid-February 1996 and is currently scheduled to be completed on June 1, 1996, at which time the contract is currently planned to be awarded. The second is the follow-on four-month post-award phase from June 1, 1996, until October 1, 1996. Considering the magnitude and complexity of the scope of work being transitioned, completion in four months will require significant effort by all parties. To better ensure success, the M and O Contractor has developed a pre-award phase that is intended to maximize readiness for transition. Priority is given to preparation for facility assessments and processing of personnel, as these areas are determined to be on the critical path for transition.     This report describes a roof testing program that was carried out at the 105KE/KW Spent Fuel Storage Basins and their surrounding facilities at the Hanford Site in Richland, Washington. The roof panels were constructed in the mid 1950`s of corrugated asbestos-cement (A/C), which showed common signs of aging. Based on the construction specifications, the panels capacity to meet current design standards was questioned. Both laboratory and in-situ load testing of the corrugated A/C panels was conducted. The objective of the complete test program was to determine the structural integrity of the existing A/C roof panels installed in the 105KE and 105KW facilities. The data from these tests indicated that the roofs are capable of resisting the design loads and are considered safe. A second phase test to address the roof resistance to personnel and roof removal/roofing system installation equipment was recommended and is underway.

    A critical mission of the U.S. Department of Energy (DOE) is the planning, implementation, and completion of environmental restoration programs at DOE facilities. An integral part of this mission involves the safe and cost-effective environmental restoration of the Hanford Site. For over 40 years the Hanford Site supported United States national defense programs, largely through the production of nuclear materials. One legacy of historical Hanford Site operations is a significant waste inventory of radioactive and/or regulated chemical materials. Releases of these materials have, in some cases, contaminated the Hanford Site environment. The DOE Richland Operations Office (RL) is responsible for protecting human health and the environment from potential Hanford Site environmental hazards by identifying, assessing, and mitigating risks posed by contaminated sites.

    The Department of Energy, Richland Operations (DOE-RL) recently restructured its Hanford work scope, awarding two new contracts over the past several months for a total of three contracts to manage the sites cleanup efforts. DOE-RL met with key contractor personnel prior to and during contract transition to ensure site welding activities had appropriate oversight and maintained code compliance. The transition also provided an opportunity to establish a single site-wide function that would provide welding and materials engineering services to the Hanford site contractors: CH2M HILL Plateau Remediation Company (CHPRC); Mission Support Alliance (MSA); Washington River Protection Solutions (WRPS); and Washington Closure Hanford (WCH). Over the years, multiple and separate welding programs (amongst the several contractors) existed at the Hanford site leading to inefficiencies resulting from duplication of administrative efforts, maintenance of welding procedures, welder performance certifications, etc. The new, single program eliminates these inefficiencies. The new program, co-managed by two of the sites' new contractors, the CHPRC ('owner' of the program and responsible for construction welding services) and the MSA (provides maintenance welding services), provides more than just the traditional construction and maintenance welding services. Also provided, are welding engineering, specialty welding development/qualification for the closure of radioactive materials containers and materials evaluation/failure analysis. The following describes the new Hanford site welding program.

    The purpose of this guide is to describe each of the documents and record series pertaining to the production, release, and disposal of radioactive barium-lanthanum (RaLa), iodine-131, and cesium-137 at the Department of Energy`s (DOE) Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, which seeks to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role. It provides information on the history of the DOE-Oak Ridge Reservation (ORR), particularly ORNL. Specific attention is given to the production of RaLa and the fission products iodine-131 and cesium-137. This introduction also describes the methodologies HAI used in the selection and inventorying of documents and record series pertaining to RaLa, iodine-131, and cesium-137, and in the production of this guide. Concluding paragraphs describe the arrangement of the record series, explain the information contained in the record series descriptions, and indicate restrictions on access to the records.

    Brookhaven National Laboratory, in order to provide technical assistance to the NRC, has measured a number of physical and chemical characteristics of soils from two currently operating commercial radioactive waste disposal sites; one at Barnwell, SC, and the other near Richland, WA. Soil samples believed to be representative of the soil that will contact the buried waste were collected and analyzed. Earth resistivities (field measurements), from both sites, supply information to identify variations in subsurface material. Barnwell soil resistivities (laboratory measurements) range from 3.6 x 10/sup 5/ ohm-cm to 8.9 x 10/sup 4/ ohm-cm. Soil resistivities of the Hanford sample vary from 3.0 x 10/sup 5/ ohm-cm to 6.6 x 10/sup 3/ ohm-cm. The Barnwell and Hanford soil pH ranges from 4.8 to 5.4 and from 4.0 to 7.2 respectively. The pH of a 1:2 mixture of soil to 0.01 M CaCl/sub 2/ resulted in a pH for the Barnwell samples of 3.9 +- 0.1 and for the Hanford samples of 7.4 +- 0.2. These values are comparable to the pH measurements of the water extract of the soils used for the analyses of soluble ion content of the soils. The exchange acidity of the soils was found to be approximately 7 mg-eq per 100 g of dry soil for clay material from Barnwell, whereas the Hanford soils showed an alkaline reaction. Aqueous extracts of saturated pastes were used to determine the concentrations of the following ions: Ca/sup 2 +/, Mg/sup 2 +/, K/sup +/, Na/sup +/, HCO/sub 3//sup -/, SO/sub 4//sup =/, and Cl/sup -/. The sulfide content of each of the soils was measured in a 1:2.5 mixture of soil to an antioxidant buffer solution. The concentrations of soluble ions found in the soils from both sites are consistent with the high resistivities.

    The Department has issued a Final Rule revising the existing contractor regulations covering contractor legal management requirements at 10 C.F.R. 719 (Federal Register May 3, 2013; http://www.gpo.gov/fdsys/pkg/FR-2013-05-03/pdf/2013-10485.pdf). One unusual aspect of the Final Rule is that it requires Contracting Officers to attempt to execute bilateral modifications to existing affected contracts to apply the Final Rule's revisions to those contracts. We will issue an Acquisition Letter shortly with suggested contract modification language. (The Final Rule's revisions "… are designed to clarify and streamline existing requirements, improve efficiency of contractor legal management, and facilitate oversight over the expenditure of taxpayer dollars." The contract modifications will state the revisions will only apply to costs incurred from date the bilateral modifications are executed forward. The revisions are administrative in nature. Regarding costs contractors have not yet incurred, the revisions could have been communicated to contractors without using a Final Rule to incorporate them into current contracts. Consequently, the modifications do not require equitable adjustments.)

    The economic feasibility of utilizing hot water from nuclear reactors to provide district heating for private residences in Richland, Washington, and space and process heating for nearby offices, part of the Hanford Reservation, and the Lamb-Weston potato processing plant is assessed. Specifically, the practicality of using hot water from the Washington Public Power Supply System's WNP-1 reactor, which is currently under construction on the Hanford Reservation, just north of the City of Richland is established. World-wide experience with district heating systems and the advantages of using these systems are described. The GEOCITY computer model used to calculate district heating costs is described and the assumptions upon which the costs are based are presented. District heating costs for the city of Richland, process heating costs for the Lamb-Weston potato processing plant, district heating costs for the Horn Rapids triangle area, and process heating costs for the 300 and 3000 areas are discussed.     This report was prepared in response to a request from the Nuclear Energy Research Advisory Committee (NERAC) subcommittee on ''Long-Term Isotope Research and Production Plans.'' The NERAC subcommittee has asked for a reply to a number of questions regarding (1) ''How well does the Department of Energy (DOE) infrastructure sme the need for commercial and medical isotopes?'' and (2) ''What should be the long-term role of the federal government in providing commercial and medical isotopes?' Our report addresses the questions raised by the NERAC subcommittee, and especially the 10 issues that were raised under the first of the above questions (see Appendix). These issues are related to the isotope products offered by the DOE Isotope Production Sites, the capabilities and condition of the facilities used to produce these products, the management of the isotope production programs at DOE laboratories, and the customer service record of the DOE Isotope Production sites. An important component of our report is a description of the Fast Flux Test Facility (FFTF) reactor at the Hbford Site and the future plans for its utilization as a source of radioisotopes needed by nuclear medicine physicians, by researchers, and by customers in the commercial sector. In response to the second question raised by the NERAC subcommittee, it is our firm belief that the supply of isotopes provided by DOE for medical, industrial, and research applications must be strengthened in the near future. Many of the radioisotopes currently used for medical diagnosis and therapy of cancer and other diseases are imported from Canada, Europe, and Asia. This situation places the control of isotope availability, quality, and pricing in the hands of non-U.S. suppliers. It is our opinion that the needs of the U.S. customers for isotopes and isotope products are not being adequately served, and that the DOE infrastructure and facilities devoted to the supply of these products must be improved This perception

    The Department of Energy (Department), Nevada Operations office (Nevada) is responsible for following established policy in obtaining necessary support services through its Contract Management Division. The objective of the audit was to determine whether Nevada and its Management and Operating (M&O) contractors were following Federal and Department policies with regard to directed support service subcontracts. The audit showed that program offices in Nevada and Headquarters were directing the Nevada M&O contractor to award subcontracts to specific companies or individuals. The subcontractors reported either directly to a program office or to a national laboratory. Furthermore, the subcontractors` work products were delivered directly to the requesting program office. The M&O contractor had only administrative responsibility for the subcontracts awarded. This occurred because Nevada had not established adequate internal controls over the process of procuring support service. As a result, the M&O contractor was paid a higher award fee for managing the Department`s contracts and may have incurred additional costs in staffing its procurement office. We recommended that the Manager, Nevada Operations Office, discontinue directed support service subcontracts to its M&O contractor and act to strengthen internal controls over subcontracting. Nevada management partially concurred with the recommendations but did not believe the directed procurements cited in the report were inappropriate.     In March 2010, Pacific Northwest National Laboratory (PNNL) joined two other labs receiving ARRA funding, Lawrence Berkeley National Laboratory (LBNL) and the National Renewable National Laboratory (NREL), to began weekly conference calls with the goal of coordinating a joint lab solicitation to support the ARRA-funded CBP project. Two solicitations were identified for: 1) new CBP Partners; 2) technical contractors to provide technical assistance and measurement and verification (M&V) contractors. The M&V contractors support the work by providing model reviews and conducting monitoring studies to verify building performance. This report documents the process used by the labs for the solicitations, and describes the process and outcomes for PNNL, selection of candidate Partners, technical teams, and M&V contractors.

    On Jan. 27, the US Supreme Court refused to review a recent federal circuit court decision allowing a California public utility to enter into energy-related contractor activities; this may set a precedent for future related cases, according to an attorney for the contractor plaintiffs. The Supreme Court's refusal lets stand the 9th Federal Circuit Court of Appeals decision on Grason Electric Co. et al. vs. the Sacramento Municipal Utility District (SMUD). That decision allows SMUD - a public utility - to engage in energy-related businesses such as the installation of energy management systems and lighting retrofits, according to the attorney. The plaintiffs in the case, 13 electrical contractors in the Sacramento area, originally brought the case against SMUD on antitrust grounds because, they alleged, the utility was encroaching upon their businesses.

In addition, the trainees were not interested in the subsection on personal protective equipment and electrical regulations.

    This report presents the results of the chemical monitoring performed by the Surface Environmental Surveillance Project (SESP) along cross sections of the Columbia River established at Vernita Bridge and the Richland Pumphouse. Potential Hanford-origin chemical constituents of interest were selected based on their presence in ground water near the river, past surveillance efforts that have documented their entry into the river, and reviews of special study reports, CERCIA remedial investigation/feasibility study (RI/FS) documentation, RCRA facility investigation/corrective measure (FI/CW) study plans, and preliminary risk assessments. Results presented in this report include volatile organic compounds, metals, and anions. The data were generated as part of the routine Columbia River monitoring program currently conducted as part of the SESP.

    This report represents the Final Analytical Report on Tank Waste Remediation System (TWRS) Privatization Contractor Samples for Waste Envelope D. All work was conducted in accordance with ''Addendum 1 of the Letter of Instruction (LOI) for TWRS Privatization Contractor Samples Addressing Waste Envelope D Materials - Revision 0, Revision 1, and Revision 2.'' (Jones 1996, Wiemers 1996a, Wiemers 1996b) Tank 241-C-1 06 (C-106) was selected by TWRS Privatization for the Part 1A Envelope D high-level waste demonstration. Twenty bottles of Tank C-106 material were collected by Westinghouse Hanford Company using a grab sampling technique and transferred to the 325 building for processing by the Pacific Northwest National Laboratory (PNNL). At the 325 building, the contents of the twenty bottles were combined into a single Initial Composite Material. This composite was subsampled for the laboratory-scale screening test and characterization testing, and the remainder was transferred to the 324 building for bench-scale preparation of the Privatization Contractor samples.

    The 1990 Advanced Research and Technology Development (AR TD) Direct Utilization, and Instrumentation and Diagnostics Contractors Review Meeting was held September 16--18, 1990, at the Hyatt at Chatham Center in Pittsburgh, PA.     This document is only a guideline for contractors to use in formalizing a safety program or preparing a safety plan. It contains a format of a suggested safety plan as well as pertinent safety elements which should be considered for inclusion. However, consideration of only those items listed may not be sufficient. Each contractor should include in the safety plan particular reference to those elements peculiar to the inherent hazards of the contractor's specific type of construction services, whether the hazard is shown in the list of safety elements or not. Each safety plan should be reviewed annually by the contractor's management. Reissue of the safety plan is mandatory if safety requirements have changed, or if the contractor's address or management (approval signature) has changed.

    This report describes environmental monitoring activities at Hanford Reservation. Attention is focused on effluent monitoring and environmental surveillance. All Hanford contractors reviewed potential sources of contamination. A facility effluent monitoring plan was written for each facility with the potential to release significant quantities of hazardous materials, addressing both radiological and nonradiological effluent monitoring. The environmental surveillance program assesses onsite and offsite environmental impacts and offsite human health exposures. The program monitors air, surface water, sediment, agricultural products, vegetation, soil, and wildlife. In addition, independent onsite surveillance is conducted to evaluate the effectiveness of Hanford Site effluent controls in order to comply with applicable environmental standards and regulations.

    This document was prepared to implement and support the US Department of Energy-Headquarters (DOE-HQ) national plan. The national plan, entitled Environmental Restoration and Waste Management Five-Year Plan (DOE 1990b) (hereinafter referred to as the DOE-HQ Five-Year Plan) is the cornerstone of the US Department of Energy's (DOE) long-term strategy in environmental restoration and waste management. The DOE-HQ Five-Year Plan addresses overall philosophy and environmental and waste-related activities under the responsibilities of the DOE Office of Environmental Restoration and Waste Management. The plan also reaffirms DOE-HQ goals to bring its nuclear sites into environmental compliance in cooperation with its regulators and the public, and to clean up and restore the environment by 2019 (the commitment for the Hanford Site is for one year sooner, or 2018). This document is part of the site-specific plan for the US Department of Energy-Richland Operations Office (DOE-RL). It is the first revision of the original plan, which was dated December 1989 (DOE-RL 1989a). This document is a companion document to the Overview of the Hanford Cleanup Five-Year Plan (DOE-RL 1989d) and The Hanford Site Environmental Restoration and Waste Management Five-Year Plan Activity Data Sheets (DOE-RL 1991).     The DOE Office of Enforcement and Investigation (EH Enforcement) invoked a 120-day suspension of PAAA enforcement actions for issues associated with contractor Internal Dose Evaluation Programs (IDEP). Prior to initiation of the suspension, EH Enforcement had identified deficiencies in DOEcontractor implemented bioassay programs at numerous sites within the DOE complex. The commonality of the IDEP deficiencies at the various sites, as well as the possibility of the existence of similar deficiencies at other DOE sites, led EH Enforcement to the conclusion that a suspension of enforcement actions would be appropriate to provide DOE-contractors an opportunity to review their own IDEPs to determine whether similar or other program deficiencies existed, and, if so, to take appropriate corrective action. Contractors were alerted to review their IDEP during the 120-day suspension period. If program deficiencies were identified, and if they met the Noncompliance Tracking System (NTS) criteria, these issues were to be reported into the NTS, along with proposed corrective actions and the anticipated target completion dates. EH Enforcement did not plan to take enforcement action against the contractor for identified IDEP problems if bioassay program deficiencies were identified and reported and if corrective actions, as identified by the contractor, were implemented. However, failure of the contractor to implement proposed corrective actions would permit EH Enforcement to re-open PAAA enforcement action for any of these issues in the future.

    Potential environmental consequences in terms of radiation dose to people are presented for postulated plutonium releases caused by severe natural phenomena at the Exxon Nuclear Company Mixed Oxide Fabrication Plant (MOFP), Richland, Washington. The severe natural phenomena considered are earthquakes, tornadoes, high straight-line winds, and floods. Maximum plutonium deposition values are given for significant locations around the site. All important potential exposure pathways are examined. The most likely 50-year committed dose equivalents are given for the maximum-exposed individual and the population within a 50-mile radius of the plant. The maximum plutonium deposition values most likely to occur offsite are also given.

    Many operating companies rely on engineering/procurement/construction (EPC) contractors to provide needed services during expansions and other capital project ventures. These service providers are obligated to work under the same process safety management (PSM) guidelines as the operating company. So what are the responsibilities for the operating company (client), contractor and others under PSM? Following the checklist, EPC contractors and operating companies can develop and assign process safety responsibilities early in project planning. Under these conditions, all involved project parties are fully aware of their individual obligations as mandated by 29 CFR 1910.119 Process Safety Management of Highly Hazardous Chemicals (OSHA PSM). Fully disclosing individual party responsibilities ensures dialogue between the client and the EPC contractor and other involved service providers. Clearly defining and communicating project responsibilities may influence project execution and associated costs considerably. The paper describes the project planning under PSM, PSM elements, process safety information, process hazard analysis, operating procedures, training, contractor programs, pre-startup safety review, mechanical integrity, incident investigations, emergency planning and response, and compliance audits.

    The Fuels Technology Contractors Review Meeting was held November 16-18, 1993, at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia. This meeting was sponsored and hosted by METC, the Office of Fossil Energy, U.S. Department of Energy (DOE). METC periodically provides an opportunity to bring together all of the R&D participants in a DOE-sponsored contractors review meeting to present key results of their research and to provide technology transfer to the active research community and to the interested public. This meeting was previously called the Natural Gas Technology Contractors Review Meeting. This year it was expanded to include DOE-sponsored research on oil shale and tar sands and so was retitled the Fuels Technology Contractors Review Meeting. Current research activities include efforts in both natural gas and liquid fuels. The natural gas portion of the meeting included discussions of results summarizing work being conducted in fracture systems, both natural and induced; drilling, completion, and stimulation research; resource characterization; delivery and storage; gas to liquids research; and environmental issues. The meeting also included project and technology summaries on research in oil shale, tar sands, and mild coal gasification, and summaries of work in natural-gas fuel cells and natural-gas turbines. The format included oral and poster session presentations. Individual papers have been processed separately for inclusion in the Energy Science and Technology database.
