    A detailed verification of the shallow injection well inventory for Bechtel BWXT Idaho, LLC and Argonne National Laboratory-West-operated facilities was performed in 2003. Fourteen wells, or 20%, were randomly selected for the verification. This report provides updated information on the 14 shallow injection wells that were randomly selected for the 2003 verification. Where applicable, additional information is provided for shallow injection wells that were not selected for the 2003 verification. This updated information was incorporated into the 2003 Shallow Injection Wells Inventory, Sixty-eight wells were removed from the 2003 Shallow Injection Well Inventory.

    This document is a compilation of characterization data obtained on nominal 350 {micro}m natural enrichment uranium oxide/uranium carbide kernels (NUCO) produced by BWXT for the Advanced Gas Reactor Fuel Development and Qualification Program. These kernels were produced as part of a development effort at BWXT to address issues involving forming and heat treatment and were shipped to ORNL for additional characterization and for coating tests. The kernels were identified as G73N-NU-59344. 250 grams were shipped to ORNL. Size, shape, and microstructural analysis was performed. These kernels were preceded by G73B-NU-69300 and G73B-NU-69301, which were kernels produced and delivered to ORNL earlier in the development phase. Characterization of the kernels from G73B-NU-69300 was summarized in ORNL/CF-04/07 'Results from ORNL Characterization of Nominal 350 {micro}m NUCO Kernels from the BWXT 69300 composite'.

    The authors describe two aspects of geotechnical engineering; site characterization utilizing the CPT and recognition of aging as a factor affecting soil properties. These methods were pioneered by Professor Schmertmann and are practiced by the Bechtel Corporation in general and at the Savannah River Site in South Carolina, in particular. This paper describes a general subsurface exploration approach that we have developed over the years. It consists of ''phasing'' the investigation, employing the principles of the observational method suggested by Peck (1969) and others. In doing so, we have found that the recommendations proposed by Sowers in terms of borehole spacing and exploration cost, are reasonable for developing an investigation program, recognizing that through continuous review the final investigation program will evolve. At the SRS shallow subsurface soils are of Eocene and Miocene age. It was recognized that the age of these deposits would have a marked effect on their cyclic resistance. A field investigation and laboratory testing program was devised to measure and account for aging as it relates to the cyclic resistance of the site soils. Recently, a panel of experts (Youd et al., 2001) has made recommendations regarding the liquefaction assessment of soils. This paper will address some of those recommendations in the context of re-assessing the liquefaction resistance of the soils at the SRS. It will be shown that, indeed, aging plays a major role in the cyclic resistance of the soils at the SRS, and that aging should be accounted for in liquefaction potential assessments for soils older than Holocene age.

    In this first institutional plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus its efforts on three strategic thrusts: (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R and D, demonstration, and deployment (initial focus on biofuels and chemicals from biomass). The first strategic thrust focuses on meeting DOE-EMs environmental cleanup and long-term stewardship needs in a manner that is safe, cost-effective, science-based, and approved by key stakeholders. The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex--the development of a fundamental scientific understanding of the migration of subsurface contaminants. The second strategic thrust is directed at DOE-NEs needs for safe, economical, waste-minimized, and proliferation-resistant nuclear technologies. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this institutional plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. Updates to this institutional plan will offer additional content and resource refinements.

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical

    The Oak Ridge Reservation (ORR) Water Resources Restoration Program (WRRP) was established by the U. S. Department of Energy (DOE) in 1996 to implement a consistent approach to long-term environmental monitoring across the ORR. The WRRP has four principal objectives: (1) to provide the data and technical analysis necessary to assess the performance of completed Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) actions on the ORR; (2) to perform monitoring to establish a baseline against which the performance of future actions will be gauged and to support watershed management decisions; (3) to perform interim-status and post-closure permit monitoring and reporting to comply with Resource Conservation and Recovery Act of 1976 (RCRA) requirements; and (4) to support ongoing waste management activities associated with WRRP activities. Water quality projects were established for each of the major facilities on the ORR: East Tennessee Technology Park (ETTP); Oak Ridge National Laboratory (ORNL), including Bethel Valley and Melton Valley; and the Y-12 National Security Complex (Y-12 Complex or Y-12), including Bear Creek Valley (BCV), Upper East Fork Poplar Creek (UEFPC), and Chestnut Ridge. Off-site (i.e., located beyond the ORR boundary) sampling requirements are also managed as part of the Y-12 Water Quality Project (YWQP). Offsite locations include those at Lower East Fork Poplar Creek (LEFPC), the Clinch River/Poplar Creek (CR/PC), and Lower Watts Bar Reservoir (LWBR). The Oak Ridge Associated Universities (ORAU) South Campus Facility (SCF) is also included as an 'off-site' location, although it is actually situated on property owned by DOE. The administrative watersheds are shown in Fig. A.l (Appendix A).     A metallurgical study was requested as part of the Los Alamos National Laboratory (LANL) W76-1 life-extension program (LEP) involving a lifetime analysis of type 304 stainless steel pit tubes subject to repeat bending loads during assembly and disassembly operations at BWXT/Pantex. This initial test phase was completed during the calendar years of 2004-2006 and the report not issued until additional recommended tests could be performed. These tests have not been funded to this date and therefore this report is considered final. Tubes were reportedly fabricated according to Rocky Flats specification P14548 - Seamless Type 304 VIM/VAR Stainless Steel Tubing. Tube diameter was specified as 0.125 inches and wall thickness as 0.028 inches. A heat treat condition is not specified and the hardness range specification can be characteristic of both 1/8 and 1/4 hard conditions. Properties of all tubes tested were within specification. Metallographic analysis could not conclusively determine a specified limit to number of bends allowable. A statistical analysis suggests a range of 5-7 bends with a 99.95% confidence limit. See the 'Statistical Analysis' section of this report. The initial phase of this study involved two separate sets of test specimens. The first group was part of an investigation originating in the ESA-GTS [now Gas Transfer Systems (W-7) Group]. After the bend cycle test parameters were chosen (all three required bends subjected to the same amount of bend cycles) and the tubes bent, the investigation was transferred to Terri Abeln (Metallurgical Science and Engineering) for analysis. Subsequently, another limited quantity of tubes became available for testing and were cycled with the same bending fixture, but with different test parameters determined by T. Abeln.

    This report describes evaluation of collapse evolution for selected LLNL underground nuclear tests at the Nevada Test Site (NTS). The work is being done at the request of Bechtel Nevada and supports the Department of Energy National Nuclear Security Association Nevada Site Office Borehole Management Program (BMP). The primary objective of this program is to close (plug) weapons program legacy boreholes that are deemed no longer useful. Safety decisions must be made before a crater area, or potential crater area, can be reentered for any work. Our statements on cavity collapse and crater formation are input into their safety decisions. The BMP is an on-going program to address hundreds of boreholes at the NTS. Each year Bechtel Nevada establishes a list of holes to be addressed. They request the assistance of the Lawrence Livermore National Laboratory and Los Alamos National Laboratory Containment Programs to provide information related to the evolution of collapse history and make statements on completeness of collapse as relates to surface crater stability. These statements do not include the effects of erosion that may modify the collapse craters over time. They also do not address possible radiation dangers that may be present. Subject matter experts from the LLNL Containment Program and the Chemistry Biology and Nuclear Sciences Division who had been active in weapons testing activities performed these evaluations. Information used included drilling and hole construction, emplacement and stemming, timing and sequence of the selected test and nearby tests, geology, yield, depth of burial, collapse times, surface crater sizes, cavity and crater volume estimations, and ground motion. Both classified and unclassified data were reviewed. Various amounts of information are available for these tests, depending on their age and other associated activities. Lack of data can hamper evaluations and introduce uncertainty. We make no attempt to quantify this uncertainty.

    This chapter summarizes the laboratory activities performed by PNNLs Vadose Zone Characterization Project in support of the Tank Farm Vadose Zone Program, led by CH2M HILL Hanford Group, Inc. The results of these studies are contained in numerous reports (Lindenmeier et al. 2002; Serne et al. 2002a, 2002b, 2002c, 2002d, 2002e; Lindenmeier et al. 2003; Serne et al. 2004a, 2004b; Brown et al. 2005, 2006a, 2007; Serne et al. 2007) and have generated much of the data reported in Chapter 22 (Geochemistry-Contaminant Movement), Appendix G (Geochemistry-Contaminant Movement), and Cantrell et al. (2007, SST WMA Geochemistry Data Package in preparation). Sediment samples and characterization results from PNNLs Vadose Zone Characterization Project are also shared with other science and technology (S&T) research projects, such as those summarized in Chapter 12 (Associated Science Activities).

    In 1998, the U.S. Department of Energy (DOE) awarded the Management and Integration (M&I) contract for all five of the Oak Ridge Operations (ORO) facilities to Bechtel Jacobs Company LLC (BJC). At Oak Ridge National Laboratory (ORNL), a world renowned national laboratory and research and development facility, the BJC mission involves executing the DOE Environmental Management (EM) program. In addition to BJC's M&I contract, UT-Battelle, LLC, a not-for-profit company, is the Management and Operating (M&O) contractor for DOE on the ORNL site. As part of ORNL's EM program, legacy inactive facilities (i.e., reactors, nuclear material research facilities, burial grounds, and underground storage tanks) are transferred to BJC and are designated as remediation, decontamination and decommissioning (D&D), or long-term surveillance and maintenance (S&M) facilities. Facilities operated by both UT-Battelle and BJC are interspersed throughout the site and are usually in close proximity. Both UT-Battelle and BJC have DOE-approved Radiation Protection Programs established in accordance with 10 CFR 835. The BJC Radiological Control (RADCON) Program adapts to the M&I framework and is comprised of a combination of subcontracted program responsibilities with BJC oversight. This paper focuses on the successes and challenges of executing the BJC RADCON Program for BJC's ORNL Project through a joint M&I contractor relationship, while maintaining a positive working relationship and partnership with UT-Battelle's Radiation Protection organization.

    This report documents the Bechtel BWXT Idaho, LCC, operated facilities at the Idaho National Engineering and Environmental Laboratory that require the Best Available Technology selection process in accordance with Department of Energy Order 5400.5, Chapter II (3), Management and Control of Radioactive Materials in Liquid Discharges.1 This report differs from previous reports in that only those liquid waste streams and facilities requiring the Best Available Technology selection process will be evaluated in detail. In addition, this report will be submitted to the DOE-ID Field Office Manager for approval in accordance with DOE Order 5400.5, Chapter II, Section 3.b.(1). The report also identifies facilities addressed in last years report that do not require the Best Available Technology selection process to be completed. These facilities will not be addressed in future reports. As featured in our annual report, activities in this area have grown to many important projects contributing to homeland security and disease prevention and control. At times transformation happens in large steps. Such was the case when nuclear testing stopped in the early 1990s. As one of the nation's nuclear weapon design laboratories, Livermore embarked on the Stockpile Stewardship Program. The objectives are to ensure the safety, security, and reliability of the nation's nuclear weapons stockpile and to develop a science-based, thorough understanding of the performance of nuclear weapons. The ultimate goal is to sustain confidence in an aging stockpile without nuclear testing. Now is another time of major change for the Laboratory as the nation is resizing its nuclear deterrent and NNSA begins taking steps to transform the nuclear weapons complex to meet 21st-century national security needs. As you will notice in the opening commentary to each section of this report, the Laboratory's senior management team is a mixture of new and familiar faces. LLNS drew the best talent from its parent organizations--Bechtel National, UC, Babcock & Wilcox, the Washington Group Division of URS, and Battelle--to lead the Laboratory. We are honored to take on the responsibility and see a future with great opportunities for Livermore to apply its exceptional science and technology to important national problems.     Pacific Northwest National Laboratory (PNNL) has been tasked by Bechtel National Inc. (BNI) on the River Protection Project-Hanford Tank Waste Treatment and Immobilization Plant (RPP-WTP) project to perform research and development activities to resolve technical issues identified for the Pretreatment Facility (PTF). The Pretreatment Engineering Platform (PEP) was designed, constructed, and operated as part of a plan to respond to issue M12, "Undemonstrated Leaching Processes," of the External Flowsheet Review Team (EFRT) issue response plan (Barnes et al. 2006). The PEP is a 1/4.5-scale test platform designed to simulate the WTP pretreatment caustic leaching, oxidative leaching, ultrafiltration solids concentration, and slurry washing processes. The PEP replicates the WTP leaching processes using prototypic equipment and control strategies. A simplified flow diagram of the PEP system is shown in Figure 1.1. Two operating scenarios are currently being evaluated for the ultrafiltration process (UFP) and leaching operations. The first scenario has caustic leaching performed in the UFP-2 ultrafiltration feed vessels (i.e., vessel UFP-VSL-T02A in the PEP; and vessels UFP-VSL-00002A and B in the WTP PTF). The second scenario has caustic leaching conducted in the UFP-1 ultrafiltration feed preparation vessels (i.e., vessels UFP-VSL-T01A and B in the PEP; vessels UFP-VSL-00001A and B in the WTP PTF).

    In this first Institutional Plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus it's efforts on three strategic thrusts; (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R&D, demonstration, and deployment (initial focus on biofuels and chemical from biomass). The first strategic thrust focuses on meeting DOE-EM's environmental cleanup and long-term stewardship needs in a manner that is safe, cost-effective, science-based, and approved by key stakeholders. The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex - the development of a fundamental scientific understanding of the migration of subsurface contaminants. The second strategic thrust is directed at DOE-NE's needs for safe, economical, waste-minimized, and proliferation-resistant nuclear technologies. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this Institutional Plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. Updates to this Institutional Plan will offer additional content and resource refinements.

    Pacific Northwest National Laboratory (PNNL) has been tasked by Bechtel National Inc. (BNI) on the River Protection Project-Hanford Tank Waste Treatment and Immobilization Plant (RPP-WTP) project to perform research and development activities to resolve technical issues identified for the Pretreatment Facility (PTF). The Pretreatment Engineering Platform (PEP) was designed, constructed and operated as part of a plan to respond to issue M12, Undemonstrated Leaching Processes of the External Flowsheet Review Team (EFRT) issue response plan.( ) The PEP is a 1/4.5-scale test platform designed to simulate the WTP pretreatment caustic leaching, oxidative leaching, ultrafiltration solids concentration, and slurry washing processes. The PEP replicates the WTP leaching processes using prototypic equipment and control strategies. The PEP also includes non-prototypic ancillary equipment to support the core processing. The work described in this report addresses caustic leaching under WTP conditions, based on tests performed with a Hanford waste simulant. Because gibbsite leaching kinetics are rapid (gibbsite is expected to be dissolved by the time the final leach temperature is reached), boehmite leach kinetics are the main focus of the caustic-leach tests. The tests were completed at the laboratory-scale and in the PEP, which is a 1/4.5-scale mock-up of key PTF process equipment. Two laboratory-scale caustic-leach tests were performed for each of the PEP runs. For each PEP run, unleached slurry was taken from the PEP caustic-leach vessel for one batch and used as feed for both of the corresponding laboratory-scale tests.

    The growth of the Internet has provided a unique opportunity to expand research collaborations between industry, universities, and the national laboratories. The Virtual Robotics Laboratory (VRL) is an innovative program at Oak Ridge National Laboratory (ORNL) that is focusing on the issues related to collaborative research through controlled access of laboratory equipment using the World Wide Web. The VRL will provide different levels of access to selected ORNL laboratory secondary education programs. In the past, the ORNL Robotics and Process Systems Division has developed state-of-the-art robotic systems for the Army, NASA, Department of Energy, Department of Defense, as well as many other clients. After proof of concept, many of these systems sit dormant in the laboratories. This is not out of completion of all possible research topics. but from completion of contracts and generation of new programs. In the past, a number of visiting professors have used this equipment for their own research. However, this requires that the professor, and possibly his/her students, spend extended periods at the laboratory facility. In addition, only a very exclusive group of faculty can gain access to the laboratory and hardware. The VRL is a tool that enables extended collaborative efforts without regard to geographic limitations.

Two operating scenarios are currently being evaluated for the ultrafiltration process (UFP) and leaching operations. The first scenario has caustic leaching performed in the UFP-2 ultrafiltration feed vessels (i.e., vessel UFP-VSL-T02A in the PEP and vessels UFP-VSL-00002A and B in the WTP PTF). The second scenario has caustic leaching conducted in the UFP-1 ultrafiltration feed preparation vessels (i.e., vessels UFP-VSL-T01A and B in the PEP and vessels UFP-VSL-00001A and B in the WTP PTF). In both scenarios, 19-M sodium hydroxide solution (NaOH, caustic) is added to the waste slurry in the vessels to leach solid aluminum compounds (e.g., gibbsite, boehmite). Caustic addition is followed by a heating step that uses direct injection of steam to accelerate the leach process. Following the caustic leach, the vessel contents are cooled using vessel cooling jackets and/or external heat exchangers. The main difference between the two scenarios is that for leaching in UFP-VSL-T01A and B, the 19-M NaOH is added to un-concentrated waste slurry (3 to 8 wt% solids), while for leaching in

    A standard laboratory module for automatically producing a solution of cominants from a soil sample. A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample. An aspirator tube, connected to a vacuum, draws the upper layer of solution from the beaker through a filter and into another beaker. This beaker can thereafter be removed for analysis of the solution. The standard laboratory module encloses an embedded controller providing process control, status feedback information and maintenance procedures for the equipment and operations within the standard laboratory module.

    Analytical Laboratory Quality Audits are designed to improve laboratory performance. The success of the audit, as for many activities, is based on adequate preparation, precise performance, well documented and insightful reporting, and productive follow-up. Adequate preparation starts with definition of the purpose, scope, and authority for the audit and the primary standards against which the laboratory quality program will be tested. The scope and technical processes involved lead to determining the needed audit team resources. Contact is made with the auditee and a formal audit plan is developed, approved and sent to the auditee laboratory management. Review of the auditee's quality manual, key procedures and historical information during preparation leads to better checklist development and more efficient and effective use of the limited time for data gathering during the audit itself. The audit begins with the opening meeting that sets the stage for the interactions between the audit team and the laboratory staff. Arrangements are worked out for the necessary interviews and examination of processes and records. The information developed during the audit is recorded on the checklists. Laboratory management is kept informed of issues during the audit so there are no surprises at the closing meeting. The audit report documents whether the management control systems are effective. In addition to findings of nonconformance, positive reinforcement of exemplary practices provides balance and fairness. Audit closure begins with receipt and evaluation of proposed corrective actions from the nonconformances identified in the audit report. After corrective actions are accepted, their implementation is verified. Upon closure of the corrective actions, the audit is officially closed.
