    This technical standard describes the US Department of Energy Laboratory Accreditation Program (DOELAP), organizational responsibilities, and the accreditation process. DOELAP evaluates and accredits personnel dosimetry and radiobioassay programs used for worker monitoring and protection at DOE and DOE contractor sites and facilities as required in Title 10, Code of Federal Regulations, Part 835, Occupational Radiation Protection. The purpose of this technical standard is to establish procedures for administering DOELAP and acquiring accreditation.

It covers the activities and accomplishments during the first period of a multiyear effort. It summarizes steps taken to outline a certification plan to assist in the future development of an interim plan for certification and accreditation activities. It also summarizes work toward a draft plan for certification, a beta Web site to support communications and materials, and preliminary draft certification criteria.

Session one covered the following topics: material behavior and characterization; computation heat transfer; computational fluid dynamics; and hydrodynamics. Topics covered in session two were: structural dynamics; manufacturing process modeling; solid and structural mechanics; and electromagnetics. Session three topics were: materials behavior and characterization; computational heat transfer; computational fluid dynamics; neutron generators and gas transfer systems applications. Topics for session four were: mesh generation and visualization; validation and verification; and pit manufacturing. Session five covered the following: ALE techniques and applications; solid and structural mechanical; and system applications. The three topics of session six were: optimization methods; manufacturing process modeling; and weapon response in hostile environments. It is quite gratifying to see an industry come together to help support an activity like the technology conference, for the benefit of the industry as a whole and to celebrate the beginning of the National Oilheat Research Alliance. This meeting is the fourteenth oil heat industry technology conference to be held since 1984 and the first under a new name, NORA, the National Oilheat research Alliance, and the very first in the new century. The conference is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Program. The Oilheat Research Program at BNL is under the newly assigned program management at the Office of Power Technology within the US DOE. The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation. RSL emergency response teams are on call 24-hours a day, and maintain the capability to deploy domestically and internationally in response to threats involving the loss, theft, or release of nuclear or radioactive material. Such incidents might include Nuclear Power Plant accidents, terrorist incidents involving nuclear or radiological materials, NASA launches, and transportation accidents involving nuclear materials. Working with the US Department of Homeland Security, RSL personnel equip, maintain, and conduct training on the mobile detection deployment unit, to provide nuclear radiological security at major national events such as the super bowl, the Indianapolis 500, New Year's Eve celebrations, presidential inaugurations, international meetings and conferences, just about any event where large numbers of people will gather.

    In 2008, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) began testing small wind turbines (SWTs) through the Independent Testing project. Using competitive solicitation, five SWTs were selected for testing at the National Wind Technology Center (NWTC). NREL's NWTC is accredited by the American Association of Laboratory Accreditation (A2LA) to conduct duration, power performance, safety and function, power quality, and noise tests to International Electrotechnical Commission (IEC) standards. Results of the tests conducted on each of the SWTs are or will be available to the public on the NREL website. The results could be used by their manufacturers in the certification of the turbines or state agencies to decide which turbines are eligible for state incentives.

    The Life Sciences Division (LSD) of Oak Ridge National Laboratory (ORNL) has a long record of radiation dosimetry research, primarily using the Health Physics Research Reactor (HPRR) and the Radiation Calibration Laboratory (RADCAL) in its Dosimetry Applications Research (DOSAR) Program. These facilities have been used by a broad segment of the research community to perform a variety of experiments in areas including, but not limited to, radiobiology, radiation dosimeter and instrumentation development and calibration, and the testing of materials in a variety of radiation environments. Operations of the HPRR were terminated in 1987 and the reactor was moved to storage at the Oak Ridge Y-12 Plant; however, RADCAL will continue to be operated in accordance with the guidelines of the National Institute of Standards and Technology (NIST) Secondary Calibration Laboratory program and will meet all requirements for testing dosimeters under the National Voluntary Laboratory Accreditation Program (NVLAP). This manual is to serve as the primary instruction and operation manual for the Oak Ridge National Laboratory's RADCAL facility. Its purpose is to (1) provide operating protocols for the RADCAL facility, (2) outline the organizational structure, (3) define the Quality Assurance Action Plan, and (4) describe all the procedures, operations, and responsibilities for the safe and proper operation of all routine aspects of the calibration facility.

    The Second Conference on Radiation Protection and Dosimetry was held during October 31--November 3, 1988, at the Holiday Inn, Crowne Plaza Hotel in Orlando, Florida. This meeting was designed with the objectives of promoting communication among applied, research, regulatory, and standards personnel involved in radiation protection and providing them with sufficient information to evaluate their programs. To facilitate meeting these objectives, a technical program consisting of more than 75 invited and contributed oral presentations encompassing all aspects of radiation protection was prepared. General topics considered in the technical sessions included external dosimetry, internal dosimetry, calibration, standards and regulations, instrumentation, accreditation and test programs, research advances, and applied program experience.     The twenty-second Particle Accelerator Conference, PAC'07, took place at the Albuquerque Convention Centre in Albuquerque, the largest city in New Mexico, from Monday to Friday, 2007 June 25 to 29. It was attended by over 1350 delegates from 25 different countries (63% North America, 24% Europe, 11% Asia and 2% Other), and was held under the auspices of the two professional societies that oversee and make holding this series of conferences possible, the Division of Physics of Beams within APS, and the Nuclear and Plasma Sciences Society within IEEE. As host of the conference, Los Alamos National Laboratory (LANL) is especially thanked for their many contributions and assistance both prior to and during the conference. The Convention Center was an ideal location for information sharing and discussions between the interdisciplinary aspects of the accelerator community, as well as for related meetings and ad-hoc 'rump' sessions.

    A case study is presented on specific program elements that supported the transition of a temporary field radiological screening lab to an accredited operation capable of meeting client quality objectives for definitive results data. The temporary field lab is located at the Formerly Utilized Sites Remedial Action Program Linde Site in Tonawanda, NY. The site is undergoing remediation under the direction of the United States Army Corps of Engineers - Buffalo District, with Cabrera Services Inc. as the remediation contractor and operator of the on-site lab. Analysis methods employed in the on-site lab include gross counting of alpha and beta particle activity on swipes and air filters and gamma spectroscopy of soils and other solid samples. A discussion of key program elements and lessons learned may help other organizations considering pursuit of accreditation for on-site screening laboratories. (authors)

    The 1998 Oil Heat Technology Conference will be held on April 7--8 at Brookhaven National Laboratory (BNL) under sponsorship by the US Department of Energy, Office of Building Technologies, State and Community Programs (DOE/BTS). The meeting will be held in cooperation with the Petroleum Marketers Association of America (PMAA). The 1998 Oil Heat Technology Conference, will be the twelfth since 1984, is an important technology transfer activity and is supported by the ongoing Combustion Equipment Technology (Oilheat R and D) program at BNL. The reason for the conference is to provide a forum for the exchange of information and perspectives among international researchers, engineers, manufacturers and marketers of oil-fired space-conditioning equipment. They will provide a channel by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the Conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; and (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

    Mutations are genetic alterations that drive biological evolution and cause many, if not all, human diseases. Mutation originates via two distinct mechanisms: ''vertical'' variation is de novo change of one or few bases, whereas ''horizontal'' variation occurs by genetic recombination, which creates new mosaics of pre-existing sequences. The Mutagenesis Conference has traditionally focused on the generation of mutagenic intermediates during normal DNA synthesis or in response to environmental insults, as well as the diverse repair mechanisms that prevent the fixation of such intermediates as permanent mutations. While the 2004 Conference will continue to focus on the molecular mechanisms of mutagenesis, there will be increased emphasis on the biological consequences of mutations, both in terms of evolutionary processes and in terms of human disease. The meeting will open with two historical accounts of mutation research that recapitulate the intellectual framework of this field and thereby place the current research paradigms into perspective. The two introductory keynote lectures will be followed by sessions on: (1) mutagenic systems, (2) hypermutable sequences, (3) mechanisms of mutation, (4) mutation avoidance systems, (5) mutation in human hereditary and infectious diseases, (6) mutation rates in evolution and genotype-phenotype relationships, (7) ecology, mutagenesis and the modeling of evolution and (8) genetic diversity of the human population and models for human mutagenesis. The Conference will end with a synthesis of the meeting as the keynote closing lecture.

    The 1999 Review Conference on Fuel Cell Technology was jointly sponsored by the U.S. Department of Energy, Federal Energy Technology Center (FETC), the Gas Research Institute (GRI), and the Electric Power Research Institute (EPRI). It was held August 3 to 5 in Chicago, Illinois. The goal of this conference was to provide a forum for reviewing fuel cell research and development (R&D) programs, assist in strategic R&D planning, promote awareness of sponsor activities, and enhance interactions between manufacturers, researchers, and stakeholders. This conference was attended by over 250 representatives from industry, academia, national laboratories, gas and electric utilities, DOE, and other Government agencies. The conference agenda included a keynote session, five presentation sessions, a poster presentation reception, and three breakout sessions. The presentation session topics were DOD Fuel Cell Applications, Low-Temperature Fuel Cell Manufacturers, Low-Temperature Component Research, High-Temperature Fuel Cell Manufacturers, and High-Temperature Component Research; the breakout session topics were Future R&D Directions for Low-Temperature Fuel Cells, Future R&D Directions for High-Temperature Fuel Cells, and a plenary summary session. All sessions were well attended.

    The Sixth Annual Conference on Fossil Energy Materials was held in Oak Ridge, Tennessee, on May 12--14, 1992. The meeting was sponsored by the US Department of Energy's Office of Fossil Energy through the Advanced Research and Technology Development (AR TD) Materials Program, and ASM International. The objective of the AR TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) ceramics, (2) development and corrosion resistance of iron aluminide, advanced austenitic and chromium-niobium alloys, and (3) technology assessment and technology transfer. This conference is held each year to review the work on all of the projects of the Program. The agenda for the meeting is given in Appendix A, and a list of attendees is presented in Appendix B. ASM International cosponsored the conference, for which we are especially grateful.

    The Department of Energy and Florida International University (FIU), a state university, cosponsored the X-Change 1997: The Global D and D Marketplace conference (X-Change Conference) that was held December 1--5, 1997, in Miami, Florida. The purpose of the conference was to disseminate information on decontamination and decommissioning problems, solutions, and technologies to an international audience of government, industry, and academia. Through a contract with the Department, FIU was responsible for conference planning, organization, and logistical support. FIU awarded a subcontract to ICF, Inc. to work on the conference. ICF, Inc. is a major Department contractor with responsibilities for projects at Hanford, Argonne National laboratory and Los Alamos National Laboratory. The audit objectives were to determine whether FIU had controls in place to ensure that public funds were used appropriately, and whether fiscal practices associated with the conference were consistent with Government requirements and Department policy. FIU implemented accounting and budget mechanisms to identify and control the sources and uses of funds. However, the absence of a Departmental policy on funding conferences resulted in questionable fiscal practices associated with the conference. These are discussed.

    The 2008 Washington International Renewable Energy Conference (WIREC) was held in Washington, D.C., from March 4-6, 2008, and involved nearly 9,000 people from 125 countries. The event brought together worldwide leaders in renewable energy (RE) from governments, international organizations, nongovernmental organizations, and the private sector to discuss the role that renewables can play in alleviating poverty, growing economies, and passing on a healthy planet to future generations. The conference concluded with more than 140 governments, international organizations, and private-sector representatives pledging to advance the uptake of renewable energy. The U.S. government authorized the National Renewable Energy Laboratory (NREL) to estimate the carbon dioxide (CO2) savings that would result from the pledges made at the 2008 conference. This report describes the methodology and assumptions used by NREL in quantifying the potential CO2 reductions derived from those pledges.

    The Fifth Annual Conference on Fossil Energy Materials was held in Oak Ridge, Tennessee, on May 14--16, 1991. The meeting was sponsored by the US Department of Energy's Office of Fossil Energy through the Advanced Research and Technology Development (AR TD) Materials Program, and ASM International. The objective of the AR TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) Ceramics, (2) New Alloys, (3) Corrosion and Erosion, and (4) Technology Assessment and Technology Transfer. This conference is held every year to review the work on all of the projects of the Program. The agenda for the meeting is given in Appendix A, and a list of attendees is presented in Appendix B.

    The Eighth National Passive Solar Conference was held near Santa Fe, New Mexico at the Glorieta Conference Center on September 5 to 11, 1983. Nearly 900 people from all across the nation and the world attended the conference. Close to 200 technical papers were presented, 50 solar product exhibits were available; 34 poster sessions were presented; 16 solar workshops were conducted; 10 renowned solar individuals participated in rendezvous sessions; 7 major addresses were delivered; 5 solar home tours were conducted; 2 emerging architecture sessions were held which included 21 separate presentations; and commercial product presentations were given for the first time ever at a national passive solar conference. Peter van Dresser of Santa Fe received the prestigious Passive Solar Pioneer Award, posthumously, from the American Solar Energy Society and Benjamin T. Buck Rogers of Embudo received the prestigious Peter van Dresser Award from the New Mexico Solar Energy Association. This report reviews conference organization, attendance, finances, conference evaluation form results, and includes press coverage samples, selected conference photos courtesy of Marshall Tyler, and a summary with recommendations for future conferences. The Appendices included conference press releases and a report by the New Mexico Solar Industry Development Corporation on exhibits management.

    The concept of an annual meeting on the E. coli genome was formulated at the Banbury Center Conference on the Genome of E. coli in October, 1991. The first meeting was held on September 10-14, 1992 at the University of Wisconsin, and this was followed by a yearly series of meetings, and by an expansion to include The fourteenth meeting took place September 24-28, 2006 at Lake Arrowhead, CA, the fifteenth September 16-20, 2007 at the University of Maryland, College Park, MD, and the sixteenth September 14-18, 2008 at Lake Arrowhead. The full program for the 16th meeting is attached. There have been rapid and exciting advances in microbial genomics that now make possible comparing large data sets of sequences from a wide variety of microbial genomes, and from whole microbial communities. Examining the “microbiomes”, the living microbial communities in different host organisms opens up many possibilities for understanding the landscape presented to pathogenic microorganisms. For quite some time there has been a shifting emphasis from pure sequence data to trying to understand how to use that information to solve biological problems. Towards this end new technologies are being developed and improved. Using genetics, functional genomics, and proteomics has been the recent focus of many different laboratories. A key element is the integration of different aspects of microbiology, sequencing technology, analysis techniques, and bioinformatics. The goal of these conference is to provide a regular forum for these interactions to occur. While there have been a number of genome conferences, what distinguishes the Microbial Genomics Conference is its emphasis on bringing together biology and genetics with sequencing and bioinformatics. Also, this conference is the longest continuing meeting, now established as a major regular annual meeting. In addition to its coverage of microbial genomes and biodiversity, the meetings also highlight microbial communities and the use of genomic information to aid in the understanding of pathogens and biothreats. An additional focus cover s“bioenergetics. The meetings have a mix of invited and participant-initiated presentations and poster sessions during which investigators from different disciplines become familiar with available data bases and new tools facilitating coordination of information. The fields are moving very fast both in the acquisition of new knowledge of genome contents and also in the management and analysis of the information. The key is connecting bodies of knowledge on sequences, genetic organization and regulation to be able to relate the significance of this information to understanding cellular processes. To our knowledge, no other meeting synthesizes the biology of organisms, sequence information and database analysis, as well as the comparison with other completed genome sequences.

    The newly completed Idaho National Laboratory (INL) Carbon Characterization Laboratory (CCL) is located in Lab-C20 of the Idaho National Laboratory Research Center. This laboratory was established under the Next Generation Nuclear Plant (NGNP) Project to support graphite research and development activities. The CCL is designed to characterize and test carbon-based materials such as graphite, carbon-carbon composites, and silicon-carbide composite materials. The laboratory is fully prepared to measure material properties for nonirradiated carbon-based materials. Plans to establish the laboratory as a radiological facility within the next year are definitive. This laboratory will be modified to accommodate irradiated materials, after which it can be used to perform material property measurements on both irradiated and nonirradiated carbon-based material. Instruments, fixtures, and methods are in place for preirradiation measurements of bulk density, thermal diffusivity, coefficient of thermal expansion, elastic modulus, Young’s modulus, Shear modulus, Poisson ratio, and electrical resistivity. The measurement protocol consists of functional validation, calibration, and automated data acquisition.

    A standard laboratory module for automatically producing a solution of cominants from a soil sample. A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample. An aspirator tube, connected to a vacuum, draws the upper layer of solution from the beaker through a filter and into another beaker. This beaker can thereafter be removed for analysis of the solution. The standard laboratory module encloses an embedded controller providing process control, status feedback information and maintenance procedures for the equipment and operations within the standard laboratory module.

    The Seventeenth DOE Solar Photochemistry Research Conference sponsored by the Division of Chemical Sciences, Office of Basic Energy Sciences, is being held June 6--10, 1993, at Cragun`s Lodge and Conference Center, Brainerd, Minnesota The meeting is hosted this year by the Ames Laboratory of Iowa State University. The purpose of the meeting is to foster cooperation, collaboration, and exchange of current research ideas among grantees and contractors of the DOE Division of Chemical Sciences engaged in fundamental research on solar photochemical energy conversion. This conference provides a special opportunity for interaction among investigators from diverse traditional chemistry disciplines who share the common good of providing the knowledge and concepts needed for production of low cost fuels and chemicals or electricity by photochemical conversion of solar energy. Our special guest plenary lecturer is Professor Graham Fleming, of the University of Chicago, who will speak on ultrafast spectroscopic studies of molecular dynamics in the condensed phase. The remaining presentations on Monday will feature further investigations of ultrafast phenomena in solvation, electron transfer, and charge separation at interfaces. These will lead into the topical sessions which follow on photosynthesis, molecular models, photoinduced charge transfer in homogeneous and heterogeneous solutions, inorganic photochemistry, and photoelectrochemistry. As an added feature, the photoelectrochemistry session will include six short introductory lectures for the benefit of nonspecialists on outstanding issues and problems in that field. In this volume may be found a copy of the program, the abstracts of 28 formal presentations and 59 posters, as well as an address listing of the 114 participants.

    Metal hydrides have been used at the Savannah River Tritium Facilities since 1984. However, the most extensive application of metal hydride technology at the Savannah River Site is being planned for the Replacement Tritium Facility, a $140 million facility schedules for completion in 1990 and startup in 1991. In the new facility, metal hydride technology will be used to store, separate, isotopically purify, pump, and compress hydrogen isotopes. In support of the Replacement Tritium Facility, a $3.2 million, cold,'' process demonstration facility, the Advanced Hydride Laboratory began operation in November of 1987. The purpose of the Advanced Hydride Laboratory is to demonstrate the Replacement Tritium Facility's metal hydride technology by integrating the various unit operations into an overall process. This paper will describe the Advanced Hydride Laboratory, its role and its impact on the application of metal hydride technology to tritium handling.

    The Gordon Research Conference (GRC) on LASER DIAGNOSTICS IN COMBUSTION was held at Mount Holyoke College from 7/31/2005 thru 8/5/2005. The Conference was well-attended with 121 participants (attendees list attached). The attendees represented the spectrum of endeavor in this field coming from academia, industry, and government laboratories, both U.S. and foreign scientists, senior researchers, young investigators, and students. In designing the formal speakers program, emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate lively discussion about the key issues in the field today. Time for formal presentations was limited in the interest of group discussions. In order that more scientists could communicate their most recent results, poster presentation time was scheduled. Attached is a copy of the formal schedule and speaker program and the poster program. In addition to these formal interactions, ''free time'' was scheduled to allow informal discussions. Such discussions are fostering new collaborations and joint efforts in the field. I want to personally thank you for your support of this Conference.     The 1999 Oil & Gas Conference was cosponsored by the U.S. Department of Energy (DOE), Office of Fossil Energy, Federal Energy Technology Center (FETC) and National Petroleum Technology Office (NPTO) on June 28 to 30 in Dallas, Texas. The Oil & Gas Conference theme, Technology Options for Producer Survival, reflects the need for development and implementation of new technologies to ensure an affordable, reliable energy future. The conference was attended by nearly 250 representatives from industry, academia, national laboratories, DOE, and other Government agencies. Three preconference workshops (Downhole Separation Technologies: Is it Applicable for Your Operations, Exploring and developing Naturally Fractured Low-Permeability Gas Reservoirs from the Rocky Mountains to the Austin Chalk, and Software Program Applications) were held. The conference agenda included an opening plenary session, three platform sessions (Sessions 2 and 3 were split into 2 concurrent topics), and a poster presentation reception. The platform session topics were Converting Your Resources Into Reserves (Sessions 1 and 2A), Clarifying Your Subsurface Vision (Session 2B), and High Performance, Cost Effective Drilling, Completion, Stimulation Technologies (Session 3B). In total, there were 5 opening speakers, 30 presenters, and 16 poster presentations.

    The Twenty-First Department of Energy/Nuclear Regulatory Commission Nuclear Air-Cleaning Conference was held August 12-16, 1990, in San Diego, California. A total of 232 air-cleaning specialists attended the conference. The United States and 14 foreign countries were represented, and the specialists were affiliated with government agencies, educational institutions, and the nuclear industry. Several major topics were discussed during the conference, including development and use of industry codes and standards; chemical processing off-gas cleaning; particulate filter developments, including filter testing and filter response to physical stress; development of adsorbents, including laboratory testing and in-place testing; incineration and vitrification; containment venting; reactor operations, including design and modeling; and measurement systems capable of verifying safe operation. The conference continued to provide a forum for direct and efficient interchange of technical and philosophical information among the participants. The high level of foreign participation and interest continues, as evidenced by over one half of the papers being sponsored by foreign interests, and one quarter of the attendees being from outside the United States. Further evidence of international interest was seen in a plenary session devoted to nuclear air-cleaning programs in nine different countries. A common concern throughout many of the sessions was the development of meaningful standards, their implementation for existing air-cleaning system, and the use of these standards by regulatory agencies. 13 refs., 2 tabs.

The meeting goal continues to be bringing together scientists interested in fundamentals, with those applying fundamental phenomena to a wide range of practical problems. Each of the ten conference sessions will focus on a topic within this spectrum, and there will also be poster sessions for contributed papers, with sufficient space and time to allow all participants to present their latest results. To encourage active participation by young investigators, about ten of the poster abstracts will be selected for 15 minute 'hot topic' talks during the conference sessions. Hot topic selection will be done about a month before the meeting. Funds should be available to offset the participation cost for young investigators.

    The 54th International Conference on Electron, Ion and Photon Beam Technology and Nanofabrication, 2010, held at the Egan Convention Center and Hilton in Anchorage, Alaska, June 1 to 4, 2010 was a great success in large part because financial support allowed robust participation from students. The conference brought together 444 engineers and scientists from industries and universities from all over the world to discuss recent progress and future trends. Among the emerging technologies that are within the scope of EIPBN is Nanofabrication for Energy Sources along with nanofabrication for the realization of low power integrated circuits. Every year, EIPBN provides financial support for students to attend the conference.The students gave oral and poster presentations of their research and many published peer reviewed articles in a special conference issue of the Journal of Vacuum Science and Technology B. The Department of Energy Office of Basic Energy Sciences supported 20 students from US universities with a $15,000.

    The Twenty-Third Department of Energy/Nuclear Regulatory Commission (DOE/NRC) nuclear Air-Cleaning and Treatment Conference was held July 25-28, 1994, in Buffalo, New York. The conference was also sponsored by the Harvard Air-Cleaning Laboratory and the Internation Society of Nuclear Air Treatment Technologies, a nonprofit organization founded to promote technology transfer in the nuclear air-cleaning and treatment area. A total of 192 air-cleaning specialists attended the conference. The United States and 11 foreign countries were represented. The specialists are affiliated with all aspects of the nuclear industry, including government agencies, educational institutions, utilities, architect-engineers, equipment suppliers, and consultants. The high level of international interests is evident from the 40% of papers sponsored by foreign interests. More than 20% of the attendees as well as several members of the Program Committee were from outside the United States. Major topics discussed at this conference included nuclear air-cleaning codes and standards, waste disposal, particulate filter developments (including testing and performance under stress and after aging), sampling and monitoring of process and effluent streams, off-gasses from fuel reprocessing, adsorbents and adsorption, accident control and analysis, and revised source terms for power-plant accidents. A highlight of the conference concerned operations a at the DOE facility at West Valley, New York, where construction is under way to solidify radioactive waste. A recurrent theme throughout the sessions was that, in spite of the large number of guidance documents available in the form of regulations, codes, standards, and directives, multiple difficulties arise when all are invoked simultaneously. Gas processing needs, rather than controls for civilian power plants, will provide the principal challenge during the next decade for the air-cleaning specialists of the world. 15 refs.

    The Fourier Transform Infrared Spectroscopy (FTIR) Laboratory supports the Solar Energy Technologies Program through the measurement and characterization of solar energy-related materials and devices. The FTIR technique is a fast, accurate, and reliable method for studying molecular structure and composition. This ability to identify atomic species and their bonding environment is a powerful combination that finds use in many research and development efforts. A brief overview of the technical approach used is contained in Section 2 of this report. Because of its versatility and accessibility, the FTIR Laboratory is a valuable contributor to the Solar Energy Technologies Program. The laboratory provides support for, and collaborates with, several in-house programs as well as our industry and university partners. By the end of FY 2004, the FTIR Laboratory performed over 1100 measurements on PV-related materials. These contributions resulted in conference and workshop presentations and several peer-reviewed publications. A brief summary of a few of these efforts is contained in Section 3 of this report.

    Most of the 100-F facilities were deactivated with the reactor and have since been demolished. Of the dozen or so reactor-related structures, only the 105-F Reactor Building and the 108-F Biology Laboratory remain standing today. The 108-F Biology Laboratory was intended to be used as a facility for the mixing and addition of chemicals used in the treatment of the reactor cooling water. Shortly after F Reactor began operation, it was determined that the facility was not needed for this purpose. In 1949, the building was converted for use as a biological laboratory. In 1962, the lab was expanded by adding a three-story annex to the original four-story structure. The resulting lab had a floor area of approximately 2,883 m{sup 2} (main building and annex) that operated until 1973. The building contained 47 laboratories, a number of small offices, a conference room, administrative section, lunch and locker rooms, and a heavily shielded, high-energy exposure cell. The purpose of this removal design report is to establish the methods of decontamination and decommissioning and the supporting functions associated with facility removal and disposal.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation â?? all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSUâ??s overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratoryâ??s focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan. This project develops faculty leaders with the intellectual capacity to inspire its students to become leaders that substantially contribute to the development and maintenance of Smart Grid infrastructure through topics such as: (1) Distributed energy systems modeling and control; (2) Energy and power conversion; (3) Simulation of electrical power distribution system that integrates significant quantities of renewable and distributed energy resources; (4) System dynamic modeling that considers end-user behavior, economics, security and regulatory frameworks; (5) Best practices for energy management IT control solutions for effective distributed energy integration (including security with the underlying physical power systems); (6) Experimental verification of effects of various arrangements of renewable generation, distributed generation and user load types along with conventional generation and transmission. Understanding the core technologies for enabling them to be used in an integrated fashion within a distribution network remains is a benefit to the future energy paradigm and future and present energy engineers.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Manufacturing Laboratory at the Energy Systems Integration Facility. The Manufacturing Laboratory at NREL's Energy Systems Integration Facility (ESIF) focuses on developing methods and technologies that will assist manufacturers of hydrogen and fuel cell technologies, as well as other renewable energy technologies, to scale up their manufacturing capabilities to volumes that meet DOE and industry targets. Specifically, the manufacturing activity is currently focused on developing and validating quality control techniques to assist manufacturers of low temperature and high temperature fuel cells in the transition from low to high volume production methods for cells and stacks. Capabilities include initial proof-of-concept studies through prototype system development and in-line validation. Existing diagnostic capabilities address a wide range of materials, including polymer films, carbon and catalyst coatings, carbon fiber papers and wovens, and multi-layer assemblies of these materials, as well as ceramic-based materials in pre- or post-fired forms. Work leading to the development of non-contact, non-destructive techniques to measure critical dimensional and functional properties of fuel cell and other materials, and validation of those techniques on the continuous processing line. This work will be supported by materials provided by our partners. Looking forward, the equipment in the laboratory is set up to be modified and extended to provide processing capabilities such as coating, casting, and deposition of functional layers, as well as associated processes such as drying or curing. In addition, continuous processes are used for components of organic and thin film photovoltaics (PV) as well as battery technologies, so synergies with these important areas will be explored.

    The Hydrogen Systems Laboratory in a unique partnership between Purdue University's main campus in West Lafayette and the Calumet campus was established and its capabilities were enhanced towards technology demonstrators. The laboratory engaged in basic research in hydrogen production and storage and initiated engineering systems research with performance goals established as per the USDOE Hydrogen, Fuel Cells, and Infrastructure Technologies Program. In the chemical storage and recycling part of the project, we worked towards maximum recycling yield via novel chemical selection and novel recycling pathways. With the basic potential of a large hydrogen yield from AB, we used it as an example chemical but have also discovered its limitations. Further, we discovered alternate storage chemicals that appear to have advantages over AB. We improved the slurry hydrolysis approach by using advanced slurry/solution mixing techniques. We demonstrated vehicle scale aqueous and non-aqueous slurry reactors to address various engineering issues in on-board chemical hydrogen storage systems. We measured the thermal properties of raw and spent AB. Further, we conducted experiments to determine reaction mechanisms and kinetics of hydrothermolysis in hydride-rich solutions and slurries. We also developed a continuous flow reactor and a laboratory scale fuel cell power generation system. The biological hydrogen production work summarized as Task 4.0 below, included investigating optimal hydrogen production cultures for different substrates, reducing the water content in the substrate, and integrating results from vacuum tube solar collector based pre and post processing tests into an enhanced energy system model. An automated testing device was used to finalize optimal hydrogen production conditions using statistical procedures. A 3 L commercial fermentor (New Brunswick, BioFlo 115) was used to finalize testing of larger samples and to consider issues related to scale up. Efforts continued to explore existing catalytic methods involving nano catalysts for capture of CO2 from the fermentation process.
