    This report documents the results of the environmental management assessment performed at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. The onsite portion of the assessment was conducted from September 14 through September 27, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). During this assessment, the activities conducted by the assessment team included reviews of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and NREL contractor personnel; and inspections and observations of selected facilities and operations. The environmental management assessment of NREL focused on the adequacy of environmental management systems and assessed the formality of programs employing an approach that recognizes the level of formality implementing environmental programs may vary commensurate with non-nuclear research and development operations. The Assessment Team evaluated environmental monitoring, waste management and National Environmental Policy Act (NEPA) activities at NREL, from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section of this report. The scope of the NREL Environmental Management Assessment was comprehensive and included all areas of environmental management. At the same time, environmental monitoring, waste management, and NEPA activities were evaluated to develop a programmatic understanding of these environmental disciplines, building upon the results of previous appraisals, audits, and reviews performed at the NREL.

    Managing environment, health, and safety (EHS) risks at a national laboratory, or university, can be intimidating to a researcher who is focused on research results. Laboratory research and development (R&D) operations are often driven by scientists with limited engineering support and lack well-refined equipment development resources. To add to the burden for a researcher, there is a plethora of codes, standards, and regulations that govern the safe installation and operation of photovoltaic-related R&D equipment -- especially those involving hazardous production materials. To help guide the researcher through the vast list of requirements, the EHS office at NREL has taken a variety of steps. Organizationally, the office has developed hazard-specific laboratory-level procedures to govern particular activities. These procedures are a distillation of appropriate international codes, fire agencies, SEMI standards, U.S. Department of Energy orders, and other industry standards to those necessary and sufficient to govern the safe operation of a given activity. The EHS office works proactively with researchers after a concept for a new R&D capability is conceived to help guide the safe design, acquisition, installation, and operation of the equipment. It starts with a safety assessment at the early stages such that requirements are implemented to determine the level of risk and degree of complexity presented by the activity so appropriate controls can be put in place to manage the risk. As the equipment requirements and design are refined, appropriate equipment standards are applied. Before the 'to-build' specifications are finalized, a process hazard analysis is performed to ensure that no single-point failure presents an unacceptable risk. Finally, as the tool goes through construction and installation stages, reviews are performed at logical times to ensure that the requisite engineering controls and design are in place and operational.     The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examination at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. This appendix evaluates the management of DOE spent nuclear fuel including naval-type fuel.

    The combination of distributed energy resources (DER) and retail tariff structures to provide benefits to both utility consumers and the utilities is not well understood. To improve understanding, an Integrated Energy System Model (IESM) is being developed to simulate the physical and economic aspects of DER technologies, the buildings where they reside, and feeders servicing them. The IESM was used to simulate 20 houses with home energy management systems on a single feeder under a time-of-use (TOU) tariff to estimate economic and physical impacts on both the households and the distribution utilities. Home energy management systems (HEMS) reduce consumers’ electric bills by precooling houses in the hours before peak electricity pricing.     A growing recognition exists in companies worldwide that, when employees leave, they take with them valuable knowledge that is difficult and expensive to recreate. The concern is now particularly acute as the large ''baby boomer'' generation is reaching retirement age. A new field of science, Knowledge Continuity Management (KCM), is designed to capture and catalog the acquired knowledge and wisdom from experience of these employees before they leave. The KCM concept is in the final stages of being adopted by the Energy, Infrastructure, and Knowledge Systems Center and a program is being applied that should produce significant annual cost savings. This report discusses how the Center can use KCM to mitigate knowledge loss from employee departures, including a concise description of a proposed plan tailored to the Center's specific needs and resources.

    Thermal constraints place significant limitations on how electric motors ultimately perform. Without the ability to remove heat, the motor cannot operate without sacrificing performance, efficiency, and reliability. Finite element analysis and computational fluid dynamics modeling approaches are being increasingly utilized in the design and analysis of electric motors. As the models become more sophisticated, it is important to have detailed and accurate knowledge of both the passive thermal performance and the active cooling performance. In this work, we provide an overview of research characterizing both passive and active thermal elements related to electric motor thermal management. To better characterize the passive thermal performance, work is being performed to measure motor material thermal properties and thermal contact resistances. The active cooling performance of automatic transmission fluid (ATF) jets is also being measured to better understand the heat transfer coefficients of ATF impinging on motor copper windings.

    Two types of projects in the spent nuclear fuel and environmental restoration and waste management activities at the Idaho National Engineering Laboratory (INEL) are described. These are: foreseeable proposed projects where some funding for preliminary planning and/or conceptual design may already be authorized, but detailed design or planning will not begin until the Department of Energy (DOE) has determined that the requirements of the National Environmental Policy Act process for the project have been completed; planned or ongoing projects not yet completed but whose National Environmental Policy Act documentation is already completed or is expected to be completed before the Record of Decision for this Envirorunental Impact Statement (EIS) is issued. The section on project summaries describe the projects (both foreseeable proposed and ongoing).They provide specific information necessary to analyze the environmental impacts of these projects. Chapter 3 describes which alternative(s) each project supports. Summaries are included for (a) spent nuclear fuel projects, (b) environmental remediation projects, (c) the decontamination and decommissioning of surplus INEL facilities, (d) the construction, upgrade, or replacement of existing waste management facilities, (e) infrastructure projects supporting waste management activities, and (f) research and development projects supporting waste management activities.

    The Arctic Energy Technology Development Laboratory was created by the University of Alaska Fairbanks in response to a congressionally mandated funding opportunity through the U.S. Department of Energy (DOE), specifically to encourage research partnerships between the university, the Alaskan energy industry, and the DOE. The enabling legislation permitted research in a broad variety of topics particularly of interest to Alaska, including providing more efficient and economical electrical power generation in rural villages, as well as research in coal, oil, and gas. The contract was managed as a cooperative research agreement, with active project monitoring and management from the DOE. In the eight years of this partnership, approximately 30 projects were funded and completed. These projects, which were selected using an industry panel of Alaskan energy industry engineers and managers, cover a wide range of topics, such as diesel engine efficiency, fuel cells, coal combustion, methane gas hydrates, heavy oil recovery, and water issues associated with ice road construction in the oil fields of the North Slope. Each project was managed as a separate DOE contract, and the final technical report for each completed project is included with this final report. The intent of this process was to address the energy research needs of Alaska and to develop research capability at the university. As such, the intent from the beginning of this process was to encourage development of partnerships and skills that would permit a transition to direct competitive funding opportunities managed from funding sources. This project has succeeded at both the individual project level and at the institutional development level, as many of the researchers at the university are currently submitting proposals to funding agencies, with some success.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Energy Storage Laboratory at the Energy Systems Integration Facility. At NREL's Energy Storage Laboratory in the Energy Systems Integration Facility (ESIF), research focuses on the integration of energy storage systems (both stationary and vehicle-mounted) and interconnection with the utility grid. Focusing on battery technologies, but also hosting ultra-capacitors and other electrical energy storage technologies, the laboratory will provide all resources necessary to develop, test, and prove energy storage system performance and compatibility with distributed energy systems. The laboratory will also provide robust vehicle testing capability, including a drive-in environmental chamber, which can accommodate commercial-sized hybrid, electric, biodiesel, ethanol, compressed natural gas, and hydrogen fueled vehicles. The Energy Storage Laboratory is designed to ensure personnel and equipment safety when testing hazardous battery systems or other energy storage technologies. Closely coupled with the research electrical distribution bus at ESIF, the Energy Storage Laboratory will offer megawatt-scale power testing capability as well as advanced hardware-in-the-loop and model-in-the-loop simulation capabilities. Some application scenarios are: The following types of tests - Performance, Efficiency, Safety, Model validation, and Long duration reliability. (2) Performed on the following equipment types - (a) Vehicle batteries (both charging and discharging V2G); (b) Stationary batteries; (c) power conversion equipment for energy storage; (d) ultra- and super-capacitor systems; and (e) DC systems, such as commercial microgrids.

    Volume 1 to the Department of Energy`s Programmatic Spent Nuclear Fuel Management and Idaho National Engineering Laboratory Environmental Management Programs Environmental Impact Statement evaluates a range of alternatives for managing naval spent nuclear fuel expected to be removed from US Navy nuclear-powered vessels and prototype reactors through the year 2035. The Environmental Impact Statement (EIS) considers a range of alternatives for examining and storing naval spent nuclear fuel, including alternatives that terminate examination and involve storage close to the refueling or defueling site. The EIS covers the potential environmental impacts of each alternative, as well as cost impacts and impacts to the Naval Nuclear Propulsion Program mission. This Appendix covers aspects of the alternatives that involve managing naval spent nuclear fuel at four naval shipyards and the Naval Nuclear Propulsion Program Kesselring Site in West Milton, New York. This Appendix also covers the impacts of alternatives that involve examining naval spent nuclear fuel at the Expended Core Facility in Idaho and the potential impacts of constructing and operating an inspection facility at any of the Department of Energy (DOE) facilities considered in the EIS. This Appendix also considers the impacts of the alternative involving limited spent nuclear fuel examinations at Puget Sound Naval Shipyard. This Appendix does not address the impacts associated with storing naval spent nuclear fuel after it has been inspected and transferred to DOE facilities. These impacts are addressed in separate appendices for each DOE site.

    The present invention provides a low energy consumption fume hood that provides an adequate level of safety while reducing the amount of air exhausted from the hood. A low-flow fume hood in accordance with the present invention works on the principal of providing an air supply, preferably with low turbulence intensity, in the face of the hood. The air flow supplied displaces the volume currently present in the hood's face without significant mixing between the two volumes and with minimum injection of air from either side of the flow. This air flow provides a protective layer of clean air between the contaminated low-flow fume hood work chamber and the laboratory room. Because this protective layer of air will be free of contaminants, even temporary mixing between the air in the face of the fume hood and room air, which may result from short term pressure fluctuations or turbulence in the laboratory, will keep contaminants contained within the hood. Protection of the face of the hood by an air flow with low turbulence intensity in accordance with a preferred embodiment of the present invention largely reduces the need to exhaust large amounts of air from the hood. It has been shown that exhaust air flow reductions of up to 75% are possible without a decrease in the hood's containment performance.

    This report documents the findings of an on-site energy audit of the U.S. Customs and Border Protection (CBP) Laboratory in Houston, Texas. The focus of the audit was to identify various no-cost and low-cost energy efficiency opportunities that, once implemented, would reduce electricity and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Energy Systems Fabrication Laboratory at the Energy Systems Integration Facility. The Energy Systems Fabrication Laboratory at NREL's Energy Systems Integration Facility (ESIF) manufactures components for fuel cells and electrochemical cells using a variety of manufacturing techniques. Fabricated components include catalysts, thin-film and gas diffusion electrodes, and membrane electrode assemblies (MEAs). The laboratory supports NREL's fuel cell and electrochemical cell related research. The main focus of the laboratory is to provide support for fuel cell research that is performed in adjacent laboratories. The laboratory enables NREL to manufacture fuel cells in-house using, for example, experimental catalyst developed at NREL. It further enables the creation of MEAs containing artificial defects required for the systematic study of performance and lifetime effects and the evaluation of in-house and externally developed quality control diagnostics for high volume production of fuel cell. Experiments performed in the laboratory focus mainly on the development of alternative fuel cell manufacturing methods.

    The Idaho National Laboratory Site is home to vast numbers and a wide variety of important cultural resources representing at least a 13,500-year span of human occupation in the region. As a federal agency, the Department of Energy Idaho Operations Office has legal responsibility for the management and protection of those resources and has delegated these responsibilities to its primary contractor, Battelle Energy Alliance (BEA). The INL Cultural Resource Management Office, staffed by BEA professionals, is committed to maintaining a cultural resource management program that accepts these challenges in a manner reflecting the resources importance in local, regional, and national history. This annual report summarizes activities performed by the INL Cultural Resource Management Office staff during Fiscal Year 2006. This work is diverse, far-reaching and though generally confined to INL cultural resource compliance, also includes a myriad of professional and voluntary community activities. This document is intended to be both informative to internal and external stakeholders, and to serve as a planning tool for future cultural resource management work to be conducted on the INL.

    This special analysis (SA) evaluates whether the Lawrence Livermore National Laboratory (LLNL) EnergyX Macroencapsulated waste stream (B LAMACRONCAP, Revision 1) is suitable for disposal by shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS) at the Nevada National Security Site (NNSS). The LLNL EnergyX Macroencapsulated waste stream is macroencapsulated mixed waste generated during research laboratory operations and maintenance (LLNL 2015). The LLNL EnergyX Macroencapsulated waste stream required a special analysis due to tritium (3H), cobalt-60 (60Co), cesium-137 (137Cs), and radium-226 (226Ra) exceeding the NNSS Waste Acceptance Criteria (WAC) Action Levels (U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office [NNSA/NFO] 2015).The results indicate that all performance objectives can be met with disposal of the waste stream in a SLB trench. Addition of the LLNL EnergyX Macroencapsulated inventory slightly increases multiple performance assessment results, with the largest relative increase occurring for the all-pathways annual total effective dose (TED). The maximum mean and 95th percentile 222Rn flux density remain less than the performance objective throughout the compliance period. The LLNL EnergyX Macroencapsulated waste stream is suitable for disposal by SLB at the Area 5 RWMS. The waste stream is recommended for approval without conditions.

    This volume addresses the interim storage of spent nuclear fuel (SNF) at two US Department of Energy sites, the Nevada Test Site (NTS) and the Oak Ridge Reservation (ORR). These sites are being considered to provide a reasonable range of alternative settings at which future SNF management activities could be conducted. These locations are not currently involved in management of large quantities of SNF; NTS has none, and ORR has only small quantities. But NTS and ORR do offer experience and infrastructure for the handling, processing and storage of radioactive materials, and they do exemplify a broad spectrum of environmental parameters. This broad spectrum of environmental parameters will provide, a perspective on whether and how such location attributes may relate to potential environmental impacts. Consideration of these two sites will permit a programmatic decision to be based upon an assessment of the feasible options without bias, to the current storage sites. This volume is divided into four parts. Part One is the volume introduction. Part Two contains chapters one through five for the NTS, as well as references contained in chapter six. Part Three contains chapters one through five for the ORR, as well as references contained in chapter six. Part Four is summary information including the list of preparers, organizations contacted, acronyms, and abbreviations for both the NTS and the ORR. A Table of Contents, List of Figures, and List of Tables are included in parts Two, Three, and Four. This approach permitted the inclusion of both sites in one volume while maintaining consistent chapter numbering.

This document specifically follows, where applicable, the format of the U.S. Department of Energy (DOE) Environmental Guidelines for Development of Cultural Resource Management Plans, DOE G 450.1-3 (9-22-04[m1]). Management strategies included within this CRMP are designed to adequately identify the cultural resources that BNL and DOE consider significant and to acknowledge associated management actions. A principal objective of the CRMP is to reduce the need for additional regulatory documents and to serve as the basis for a formal agreement between the DOE and the New York State Historic Preservation Officer (NYSHPO).     This document--A Design Guide for Energy-Efficient Research Laboratories--provides a detailed and holistic framework to assist designers and energy managers in identifying and applying advanced energy-efficiency features in laboratory-type environments. The Guide fills an important void in the general literature and compliments existing in-depth technical manuals. Considerable information is available pertaining to overall laboratory design issues, but no single document focuses comprehensively on energy issues in these highly specialized environments. Furthermore, practitioners may utilize many antiquated rules of thumb, which often inadvertently cause energy inefficiency. Heating and cooling systems can be downsized when energy recovery is used because these systems reduce peak heating and cooling requirements. Heating and cooling systems can also be downsized by capturing heat generated in high-load spaces and transferring it to spaces requiring reheat. There are many opportunities for energy recovery in laboratories. This guide includes descriptions of several air-to-air energy recovery devices and methods, such as using enthalpy wheels (Figure 1), heat pipes, or run-around loops in new construction. These devices generally recover energy from exhaust air. This recovered energy is used to precondition supply air during both cooling and heating modes of operation. In addition to air-to-air energy recovery options, this guide includes a description of a water-to-water heat recovery system that collects heat from high-load spaces and transfers it to spaces that require reheat. While air-to-air recovery devices provide significant energy reduction, in some laboratory facilities the amount of energy available in the exhaust air exceeds the pre-heat and pre-cooling needed to maintain supply air conditions. During these periods of time, controls typically reduce the energy recovery capacity to match the reduced load. If the energy recovered in the exhaust is not needed then it is rejected from the facility. By using a water-to-water recovery system, it is possible to significantly reduce overall building energy use by reusing heating or cooling energy generated in the building before it is rejected to the outdoors. Laboratory managers are encouraged to perform a life-cycle cost analysis of an energy-recovery technology to determine the feasibility of its application in their laboratory.
