    In recognition of the increasing pressures upon the nation`s coastal resources, Congress enacted the Coastal Zone Management Act in 1972. Its purpose is to encourage states to preserve, protect, develop, and, where possible, restore or enhance such valuable natural resources as wetlands, floodplains, estuaries, beaches, dunes, barrier islands, and coral reefs, as well as the fish and wildlife utilizing those habitats. A unique feature of the Act is that participation by states is voluntary. One key provision for encouraging states to participate is the availability of federal financial assistance to any coastal state or territory, including those on the Great Lakes, which is willing to develop and implement a comprehensive coastal management program. Additionally, the Coastal Barrier Resources Act (CBRA) was passed in 1983. This report contains the legislative history and statues associated with each Act. Regulations for implementation and other guidance are included.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    Most analyses of utility strategies for meeting Title IV requirements in the Clean Air Act Amendments of 1990 have focused on factors relating directly to utilities` sulfur dioxide control costs; however, there are a number of additional environmental requirements that utilities must meet at the same time they comply with the acid rain program. To illuminate the potential synergies and conflicts that these other regulatory mandates may have in connection with the acid rain program, it is necessary to conduct a thorough, simultaneous examination of the various programs. This report (1) reviews the environmental mandates that utilities must plant to meet in the next decade concurrently with those of the acid rain program, (2) evaluates the technologies that utilities may select to meet these requirements, (3) reviews the impacts of public utility regulation on the acid rain program, and (4) analyzes the interactions among the various programs for potential synergies and conflicts. Generally, this report finds that the lack of coordination among current and future regulatory programs may result in higher compliance costs than necessary. Failure to take advantage of cost-effective synergies and incremental compliance planning will increase control costs and reduce environmental benefits.

    The attention of developers in the power industry has shifted to foreign markets. The trend has caused significant additional risks to be assumed by the developer. One of these risks is the cost and availability of local skilled labor to construct projects. Especially projects built on a fast track schedule. To mitigate this risk, many developers and contractors bring in ex-patriot labor - often at a much higher cost. This paper addresses the Centro de Energia Escuintla, a 40 MW diesel power plant completed this year in Guatemala. Local labor pools provided the majority of the labor used to build the plant. Guatemalans were hired and trained to perform operations and maintenance duties. The plant was built to international standards, and produced power on time. The techniques used to manage the project construction and startup are discussed. The key conclusion is that it is possible to build plants with local labor, as long as the appropriate supervision is brought in, that language barriers can be overcome, that construction equipment is made available, and that time for training is allocated.

    The testimony summarized information contained in the Proposed Rule on Electrical Safety-Related Work Practices as put forth by OSHA, specifically expanding for clarification the sections dealing with the definition, training, and work practices. NIOSH believes that every worker should be trained to identify and respond appropriately to electrical hazards in the workplace. NIOSH also suggests that the training include a written training program administered by a qualified person. In the selection and use of work practices, NIOSH would recommend that this section also include a specific requirement for the inspect of permanently installed electrical equipment, wiring, and connections, similar to that provided in the section dealing with portable electrical equipment. Modifications of the lockout and tagging procedures are suggested. Regarding definitions, NIOSH suggests that the definition for a qualified person be modified to more appropriately apply to the large range of job classifications covered by Part-S. For the buddy system, a NIOSH definition is offered which stresses the requirement that at least two qualified persons be in the immediate area of work being performed, both of whom have current certifications in cardiopulmonary resuscitation.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    We construct a data-driven model of flows in graphs that captures the essential elements of the movement of workers between jobs in the companies (firms) of entire economic systems such as countries. The model is based on the observation that certain job transitions between firms are often repeated over time, showing persistent behavior, and suggesting the construction of static graphs to act as the scaffolding for job mobility. Individuals in the job market (the workforce) are modelled by a discrete-time random walk on graphs, where each individual at a node can possess two states: employed or unemployed, and the rates of becoming unemployed and of finding a new job are node dependent parameters. We calculate the steady state solution of the model and compare it to extensive micro-datasets for Mexico and Finland, comprised of hundreds of thousands of firms and individuals.     The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

The Bill corrects the current fragmented management of this major resource by placing responsibility for environmental quality on the Environmental Protection Agency and for research on the National Oceanic and Atmospheric Administration. It also provides a mechanism for coordinating agency activities and programs for surveillance and monitoring, the exchange of research information, a five-year pilot program to demonstrate the removal of toxic materials from lake bottoms, and a five-year pilot program that will lesson the loading of nutrients in the lakes. The witnesses represented affected agencies and states, environmental groups, and research groups. The text of S.765 follows the testimony of the 10 witnesses.

    Constituents of complex systems interact with each other and self-organize to form complex networks. Empirical results show that the link formation process of many real networks follows either the global principle of popularity or the local principle of similarity or a tradeoff between the two. In particular, it has been shown that in social networks individuals exhibit significant homophily when choosing their collaborators. We demonstrate, however, that in populations in which there is a division of labor, skill complementarity is an important factor in the formation of socioeconomic networks and an individual's choice of collaborators is strongly affected by heterophily. We analyze 124 evolving virtual worlds of a popular "massively multiplayer online role-playing game" (MMORPG) in which people belong to three different professions and are allowed to work and interact with each other in a somewhat realistic manner.   5. Assessment of the labor market experiences of CETA-trained solar workers

    This study assessed solar training offered by CETA-funded programs and labor market experiences of program graduates. The initial research was restricted to programs within California, because the state is involved in a variety of solar-related activities, including development of jobs and training programs in solar energy. Interviews were conducted with 12 CETA solar training programs and graduates in 1979, in cooperation with California's SolarCal Office. Information on graduates includes demographics, educational and work experience, satisfaction with solar training, types of jobs found, wage levels, and job tenure. Program information includes length, types of training, and the number and kinds of solar systems installed. Results show that major programs problems were: limited funding; shortages of trained instructors; insufficient staff; need for local employment information; need for better defined role for unions; and pressures for high placement rates. The curricula involved general skills, skills specific to solar technologies, and basic job behavior and skills. The training involved both classroom and hands-on experience and was mainly tailored to participants and the local job market. Successful placement of program participants was relatively high; over half the initial job placements involved solar energy. Solar jobs appeared to pay more than nonsolar jobs. Participants generally felt that their training had prepared them adequately for their current work.

    Expansion of the US Strategic Petroleum Reserve (SPR) from 750 million barrels to one billion barrels would require substantial budgetary resources (over $6 billion at current oil prices), major construction of storage and distribution facilities, and over ten years to complete construction and fill. Prior to embarking on such an undertaking, a comprehensive study is required to assess whether the benefits of expansion justify the expected costs and to evaluate SPR expansion in the context of overall domestic and international energy policies. Such a study has been initiated and is expected to be completed later this year. This report, prepared in response to the Conference report accompanying the Department if Interior and related Agencies Appropriation Act for Fiscal Year 1989, addresses only the technical parameters associated with expanding the SPR from 750 million to one billion barrels.     This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. The DNA molecule holds an extensive amount of currently indecipherable information. The major goal of the Human Genome Project is to decipher this code so that the information it contains is accessible. The privacy question is, accessible to whom?     Departing from previous policy, in August 1993 the USEPA`s Water Office recommended that the agency regulate a proposed electric power plant`s cooling pond as a water of the US. At issue was a proposal by Florida Power corp. to build a new electric power plant in Polk County, Florida. A 2,600 acre cooling pond to collect heated and discharged water was included in the proposal. Region 4 USEPA staff asked USEPA Headquarters in Washington, DC to decide whether the pond was exempt from the CWA or a water of the US. The pond could be a habitat for migratory birds according to a memo prepared by Region 4 staff. The USEPA Water Office used the presence of migratory birds to claim a nexus to interstate commerce and therefore concluded that the pond should be regulated under the CWA. Electric power industry proponents have argued that an overly expansive definition of waters of the US may result in any new power plant being required to construct cooling towers. Cooling towers are said to be a more expensive and wasteful method to cool heated water. Region 4 ultimately recanted its earlier position after considerable discussions with various other Environmental Protection Agency offices and, no doubt industry pressure. Florida Power Corp. was not required to obtain an NPDES permit for the cooling pond. The lesson of Florida Power Corp. is that the regulatory environment for utilities can be uncertain under the Clean Water Act even in the face of a relatively straightforward exemption from regulation.

    We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    The Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories, and the District of Columbia to support their energy priorities through the State Energy Program (SEP). The SEP provides Federal financial assistance to carry out energy efficiency and renewable energy projects that meet each state's unique energy needs while also addressing national goals such as energy security. Federal funding is based on a grant formula that takes into account population and energy consumption. The SEP emphasizes the state's role as the decision maker and administrator for the program. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP, authorizing $3.1 billion in grants. Based on existing grant formulas and after reviewing state-level plans, EERE made awards to states. The State of Florida's Energy Office (Florida) was allocated $126 million - a 90-fold increase over Florida's average annual SEP grant of $1.4 million. Per the Recovery Act, this funding must be obligated by September 30, 2010, and spent by April 30, 2012. As of March 10, 2010, Florida had expended $13.2 million of the SEP Recovery Act funds. Florida planned to use its grant funds to undertake activities that would preserve and create jobs; save energy; increase renewable energy sources; and, reduce greenhouse gas emissions. To accomplish Recovery Act objectives, states could either fund new or expand existing projects. As a condition of the awards, EERE required states to develop and implement sound internal controls over the use of Recovery Act funds. Based on the significant increase in funding from the Recovery Act, we initiated this review to determine whether Florida had internal controls in place to provide assurance that the goals of the SEP and Recovery Act will be met and accomplished efficiently and effectively. We identified weaknesses in the implementation of SEP Recovery Act projects that have adversely impacted Florida's ability to meet the goals of the SEP and the Recovery Act. Specifically: (1) Florida used about $8.3 million to pay for activities that did not meet the intent of the Recovery Act to create new or save existing jobs. With the approval of the Department, Florida used these funds to pay for rebates related to solar energy projects that had been completed prior to passage of the Recovery Act; (2) State officials did not meet Florida's program goals to obligate all Recovery Act funds by January 1, 2010, thus delaying projects and preventing them from achieving the desired stimulative economic impact. Obligations were delayed because Florida officials selected a number of projects that either required a lengthy review and approval process or were specifically prohibited. In June 2009, the Department notified Florida that a number of projects would not be approved; however, as of April 1, 2010, the State had not acted to name replacement projects or move funds to other projects; (3) Florida officials had not ensured that 7 of the 18 award requirements for Recovery Act funding promulgated by the Department had been passed down to sub-recipients of the award, as required; and, (4) Certain internal control weaknesses that could jeopardize the program and increase the risk of fraud, waste and abuse were identified in the Solar Energy System Incentives Program during our September 2009 visit to Florida. These included a lack of separation of duties related to the processing of rebates and deficiencies in the written procedures for grant managers to review and approve rebates. From a forward looking perspective, absent aggressive corrective action, these weaknesses threaten Florida's efforts to meet future Recovery Act goals. In response to our review, Florida took corrective action to incorporate the additional award requirements in sub-recipient documents. It also instituted additional controls to correct the internal control weaknesses we identified. More, however, needs to be done with respect to Department oversight.     This paper provides an overview of regulatory issues under Title III of the Clean Air Act Amendments that could affect electric utilities. Title III contains provisions relating to hazardous air pollutants (HAPs) and provides special treatment for electric utilities. Generally, this discussion documents that if utility toxic emissions are regulated, one of the chief difficulties confronting utilities will be the lack of coordination between Title III and other titles of the Act. The paper concludes that if the US Environmental Protection Agency (EPA) determines that regulation of utility HAPs is warranted under Title III, savings can be realized from flexible compliance treatment.

    A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core.     A very fast acting valve capable of producing a very well-defined plug of gas suitable for filling a theta pinch vacuum vessel is given. The valve requires no springs, instead being stopped mainly by a nonlinear force. Thus, the valve is not subject to bouncing; and the ratio of the size of the valve housing to the size of the valve stem is smaller than it would be if springs were needed to stop the valve stem. We present the motivation for constructing General Relativity, provide a short discussion of tensor algebra, and follow the set up of Einstein equations. We discuss briefly the initial value problem, the linear approximation and how should non gravitational physics be described in curved spacetime.

    This report characterizes the U.S. Department of Energy s Weatherization Assistance Program (WAP) during the American Recovery and Reinvestment Act of 2009 (Recovery Act) period. This research was one component of the Recovery Act evaluation of WAP. The report presents the results of surveys administered to Grantees (i.e., state weatherization offices) and Subgrantees (i.e., local weatherization agencies). The report also documents the ramp up and ramp down of weatherization production and direct employment during the Recovery Act period and other challenges faced by the Grantees and Subgrantees during this period. Program operations during the Recovery Act (Program Year 2010) are compared to operations during the year previous to the Recovery Act (Program Year 2008).

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law on February 17, 2009, as a way to jumpstart the U.S. economy, create or save millions of jobs, spur technological advances in science and health, and invest in the Nation's energy future. This national effort will require an unprecedented level of transparency and accountability to ensure that U.S. citizens know where their tax dollars are going and how they are being spent. As part of the Recovery Act, the Department of Energy will receive more than $38 billion to support a number of science, energy, and environmental initiatives. Additionally, the Department's authority to make or guarantee energy-related loans has increased to about $127 billion. The Department plans to disburse the vast majority of the funds it receives through grants, cooperative agreements, contracts, and other financial instruments. The supplemental funding provided to the Department of Energy under the Recovery Act dwarfs the Department's annual budget of about $27 billion. The infusion of these funds and the corresponding increase in effort required to ensure that they are properly controlled and disbursed in a timely manner will, without doubt, strain existing resources. It will also have an equally challenging impact on the inherent risks associated with operating the Department's sizable portfolio of missions and activities and, this is complicated by the fact that, in many respects, the Recovery Act requirements represent a fundamental transformation of the Department's mission. If these challenges are to be met successfully, all levels of the Department's structure and its many constituents, including the existing contractor community; the national laboratory system; state and local governments; community action groups and literally thousands of other contract, grant, loan and cooperative agreement recipients throughout the Nation will have to strengthen existing or design new controls to safeguard Recovery Act funds.

  9. Three QSOs acting as strong gravitational lenses

    We report the discovery of three new cases of QSOs acting as strong gravitational lenses on background emission line galaxies: SDSS J0827+5224 (zQSO = 0.293, zs = 0.412), SDSS J0919+2720 (zQSO = 0.209, zs = 0.558), SDSS J1005+4016 (zQSO = 0.230, zs = 0.441). The selection was carried out using a sample of 22,298 SDSS spectra displaying at least four emission lines at a redshift beyond that of the foreground QSO. The lensing nature is confirmed from Keck imaging and spectroscopy, as well as from HST/WFC3 imaging in the F475W and F814W filters. Two of the QSOs have face-on spiral host galaxies and the third is a QSO+galaxy pair. The velocity dispersion of the host galaxies, inferred from simple lens modeling, is between \\sigma_v = 210 and 285 km/s, making these host galaxies comparable in mass with the SLACS sample of early-type strong lenses.

    This Source Guide will assist those working with the National Environmental Policy Act (NEPA) of 1969 to become more familiar with the environmental assessments (EA) and environmental impact statements (EIS) that apply to specific activities and facilities on the Hanford Site. This document should help answer questions concerning NEPA coverage, history, processes, and the status of many of the buildings and units on and related to the Hanford Site. This document summarizes relevant EAs and EISs by briefly outlining the proposed action of each document and the decision made by the US Department of Energy (DOE) or its predecessor agencies, the US Atomic Energy Commission (AEC) and the US Energy Research and Development Administration (ERDA). The summary includes the proposed action alternatives and current status of the proposed action. If a decision officially was stated by the DOE, as in a finding of no significant impact (FONSI) or a record of decision (ROD), and the decision was located, a summary is provided. Not all federal decisions, such as FONSIs and RODS, can be found in the Federal Register (FR). For example, although significant large-action FONSIs can be found in the FR, some low-interest FONSIs might have been published elsewhere (i.e., local newspapers).

    This eighth revision of the Hanford Site National Environmental Policy Act (NEPA) Characterization presents current environmental data regarding the Hanford Site and its immediate environs. This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, historical, archaeological and cultural resources, socioeconomics, and noise. Chapter 6 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. The following sections were updated in this revision: climate and meteorology; ecology (threatened and endangered species section only); historical; archaeological and cultural resources; and all of chapter 6. No conclusions or recommendations are given in this report. Rather, it is a compilation of information on the Hanford Site environment that can be used directly by Site contractors. This information can also be used by any interested individual seeking baseline data on the hanford Site and its past activities by which to evaluate projected activities and their impacts.

    In 1986, the Superfund Amendments and Reauthorization Act (SARA) provided additional funding to continue and greatly expand the cleanup program begun under CERCLA. Title III of SARA contains the provisions of the Emergency Planning and Community Right-to-Know Act (EPCRA). SARA Title III may prove to be more pervasive and more demanding for industry than any of the other many rules and regulations promulgated by the Environmental Protection Agency. The Emergency Planning and Community Right-to-Know Act has four major provisions: planning for chemical emergencies; emergency notification of chemical accidents and releases; reporting of hazardous chemical inventories; and toxic chemical release reporting.
