    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    The attention of developers in the power industry has shifted to foreign markets. The trend has caused significant additional risks to be assumed by the developer. One of these risks is the cost and availability of local skilled labor to construct projects. Especially projects built on a fast track schedule. To mitigate this risk, many developers and contractors bring in ex-patriot labor - often at a much higher cost. This paper addresses the Centro de Energia Escuintla, a 40 MW diesel power plant completed this year in Guatemala. Local labor pools provided the majority of the labor used to build the plant. Guatemalans were hired and trained to perform operations and maintenance duties. The plant was built to international standards, and produced power on time. The techniques used to manage the project construction and startup are discussed. The key conclusion is that it is possible to build plants with local labor, as long as the appropriate supervision is brought in, that language barriers can be overcome, that construction equipment is made available, and that time for training is allocated.

    Constituents of complex systems interact with each other and self-organize to form complex networks. Empirical results show that the link formation process of many real networks follows either the global principle of popularity or the local principle of similarity or a tradeoff between the two. In particular, it has been shown that in social networks individuals exhibit significant homophily when choosing their collaborators. We demonstrate, however, that in populations in which there is a division of labor, skill complementarity is an important factor in the formation of socioeconomic networks and an individual's choice of collaborators is strongly affected by heterophily. We analyze 124 evolving virtual worlds of a popular "massively multiplayer online role-playing game" (MMORPG) in which people belong to three different professions and are allowed to work and interact with each other in a somewhat realistic manner.     We report here on the software Hack Day organised at the 2014 SPIE conference on Astronomical Telescopes and Instrumentation in Montreal. The first ever Hack Day to take place at an SPIE event, the aim of the day was to bring together developers to collaborate on innovative solutions to problems of their choice. Such events have proliferated in the technology community, providing opportunities to showcase, share and learn skills. In academic environments, these events are often also instrumental in building community beyond the limits of national borders, institutions and projects. We show examples of projects the participants worked on, and provide some lessons learned for future events.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    This study assessed solar training offered by CETA-funded programs and labor market experiences of program graduates. The initial research was restricted to programs within California, because the state is involved in a variety of solar-related activities, including development of jobs and training programs in solar energy. Interviews were conducted with 12 CETA solar training programs and graduates in 1979, in cooperation with California's SolarCal Office. Information on graduates includes demographics, educational and work experience, satisfaction with solar training, types of jobs found, wage levels, and job tenure. Program information includes length, types of training, and the number and kinds of solar systems installed. Results show that major programs problems were: limited funding; shortages of trained instructors; insufficient staff; need for local employment information; need for better defined role for unions; and pressures for high placement rates. The curricula involved general skills, skills specific to solar technologies, and basic job behavior and skills. The training involved both classroom and hands-on experience and was mainly tailored to participants and the local job market. Successful placement of program participants was relatively high; over half the initial job placements involved solar energy. Solar jobs appeared to pay more than nonsolar jobs. Participants generally felt that their training had prepared them adequately for their current work.

    On October 31st at 4:00 pm in Panofsky Auditorium SLAC’s Colloquium Series will present the exceptional Oscar-nominated documentary The Day After Trinity. The film offers invaluable insight into historic events which have forever changed the face of our world – this screening should not to be missed. After witnessing the tremendous destructive power of the atomic bomb, J. Robert Oppenheimer declared “I have become death”. Still topically relevant a quarter of a century since its release, Director Jon Else’s documentary uses interviews, archival footage, and narration to reveal the internal landscape of the man whose leadership at Los Alamos, New Mexico, defined the rise of the Manhattan Project and the beginning of the Atomic Age. The Day After Trinity traces the unexpected path of Oppenheimer’s career - from his formation of the Los Alamos colony and the first successful atomic bomb detonation at the Trinity test site in 1945, to his final years spent branded as a security risk and excluded from the atomic energy research he pioneered due to his opposition to the development of the Hydrogen bomb.

    The primary goal of the Oregon Screens Project was to implement 20 replacement screens projects in the John Day sub-basin and any projects identified in the Umatilla and Walla Walla sub-basins. A secondary goal is to complete a passage project, if one is identified, in any of the above sub-basins. Mid-Columbia ESU listed steelhead and USF&W listed bull trout inhabit these sub-basins and are present at most locations, along with a variety of resident fish species. We also provide assistance to our Enterprise Screen Shop, in the Grande Ronde/Imnaha sub-basins, if needed. All projects were designed and implemented under current National Marine Fisheries Service screening and passage criteria.

  9. ADAPTION OF NONSTANDARD PIPING COMPONENTS INTO PRESENT DAY SEISMIC CODES

    With spiraling energy demand and flat energy supply, there is a need to extend the life of older nuclear reactors. This sometimes requires that existing systems be evaluated to present day seismic codes. Older reactors built in the 1960s and early 1970s often used fabricated piping components that were code compliant during their initial construction time period, but are outside the standard parameters of present-day piping codes. There are several approaches available to the analyst in evaluating these non-standard components to modern codes. The simplest approach is to use the flexibility factors and stress indices for similar standard components with the assumption that the non-standard component’s flexibility factors and stress indices will be very similar. This approach can require significant engineering judgment. A more rational approach available in Section III of the ASME Boiler and Pressure Vessel Code, which is the subject of this paper, involves calculation of flexibility factors using finite element analysis of the non-standard component. Such analysis allows modeling of geometric and material nonlinearities. Flexibility factors based on these analyses are sensitive to the load magnitudes used in their calculation, load magnitudes that need to be consistent with those produced by the linear system analyses where the flexibility factors are applied. This can lead to iteration, since the magnitude of the loads produced by the linear system analysis depend on the magnitude of the flexibility factors. After the loading applied to the nonstandard component finite element model has been matched to loads produced by the associated linear system model, the component finite element model can then be used to evaluate the performance of the component under the loads with the nonlinear analysis provisions of the Code, should the load levels lead to calculated stresses in excess of Allowable stresses. This paper details the application of component-level finite element modeling to account for geometric and material nonlinear component behavior in a linear elastic piping system model. Note that this technique can be applied to the analysis of B31 piping systems.

    This project is necessary to insure that replacement of fish screening devices and fishways meet current NMFS design criteria for the protection of all salmonid life stages. The mission of the fish passage program in Northeast Oregon is to protect and enhance fish populations by assisting private landowners, public landowners, irrigation districts and others by maintaining fish screening devices and fishways. These facilities reduce or eliminate fish loss associated with irrigation withdrawals, and as a result insure fish populations are maintained for enjoyment by present and future generations. Assistance is provided through state and federal programs. This can range from basic technical advice to detailed construction, fabrication and maintenance of screening and passage facilities. John Day screens personnel identified 50 sites for fish screen replacement, and one fish passage project. These sites are located in critical spawning, rearing and migration areas for spring chinook, summer steelhead and bull trout. All projects were designed and implemented to meet current NMFS criteria. It is necessary to have a large number of sites identified due to changes in weather, landowner cooperation and access issues that come up as we try and implement our goal of 21 completed projects.

    This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

    The US Army Corps of Engineers Portland District (CENWP) has developed a computational fluid dynamics (CFD) model of the John Day forebay on the Columbia River to aid in the development and design of alternatives to improve juvenile salmon passage at the John Day Project. At the request of CENWP, Pacific Northwest National Laboratory (PNNL) Hydrology Group has conducted a technical review of CENWP's CFD model run in CFD solver software, STAR-CD. PNNL has extensive experience developing and applying 3D CFD models run in STAR-CD for Columbia River hydroelectric projects. The John Day forebay model developed by CENWP is adequately configured and validated. The model is ready for use simulating forebay hydraulics for structural and operational alternatives. The approach and method are sound, however CENWP has identified some improvements that need to be made for future models and for modifications to this existing model.

    This report analyzes an extensive set of measurements of the solar irradiance made using four identical solar arrays and associated solar sensors (collectively referred to as solar collectors) with different tilt angles relative to the earth's surface, and thus the position of the sun, in order to determine an optimal tracking algorithm for capturing solar radiation. The study included a variety of ambient conditions including different seasons and both cloudy and cloud-free conditions. One set of solar collectors was always approximately pointed directly toward the sun (DTS) for a period around solar noon. These solar collectors thus captured the direct beam component of the solar radiation that predominates on sunny days. We found that on sunny days, solar collectors with a DTS configuration captured more solar energy in accordance with the well-known cosine dependence for the response of a flat-surfaced solar collector to the angle of incidence with direct beam radiation. In particular, a DTS orientation was found to capture up to twice as much solar energy as a horizontal (H) orientation in which the array is tilted toward the zenith. Another set of solar collectors always had an H orientation, and this best captured the diffuse component of the solar radiation that predominates on cloudy days. The dependence of the H/DTS ratio on the solar-collector tilt angle was in approximate agreement with the Isotropic Diffuse Model derived for heavily overcast conditions. During cloudy periods, we found that an H configuration increased the solar energy capture by nearly 40% compared to a DTS configuration during the same period, and we estimate the solar energy increase of an H configuration over a system that tracks the obscured solar disk could reach 50% over a whole heavily-overcast day. On an annual basis the increase is predicted to be much less, typically only about 1%, because the contribution of cloudy days to the total annual solar energy captured by a photovoltaic system is small. These results are consistent with the solar tracking algorithm optimized for cloudy conditions that we proposed in an earlier report and that was based on a much smaller data set. Improving the harvesting of solar energy on cloudy days deserves wider attention due to increasing efforts to utilize renewable solar energy. In particular, increasing the output of distributed solar power systems on cloudy days is important to developing solar-powered home fueling and charging systems for hydrogen-powered fuel-cell electric and battery-powered vehicles, respectively, because it reduces the system size and cost for solar power systems that are designed to have sufficient energy output on the worst (cloudy) days.     The effect of flavor day-night asymmetry is considered for solar neutrinos of energy about 1 MeV under the assumption that the electron-density distribution within the Earth is approximately piecewise continuous on the scale of the neutrino-oscillation length. In this approximation, the resulting asymmetry factor for beryllium neutrinos does not depend on the structure of the inner Earth's layers or on the properties of the detector used. Its numerical estimate is on the order of -4 Multiplication-Sign 10{sup -4}, which is far beyond the reach of present-day experiments.
