    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    We examined a group of 143 nickel smelter workers who processed a high sulfide ore, and compared their health status with that of 117 civic laborers. All subjects were studied over the first four days of a week of work, administering a health questionnaire on day 1, measuring their pulmonary function on the morning of day 1 and day 4, and monitoring their personal exposure to SO/sub 2/ and particulates over the same period. The smelter workers were exposed to an average of 0.374 mg/m/sup 3/ of respirable particulates, a threefold higher level than the controls, and to 0.67 ppm of sulfur dioxide, a 40-fold greater amount than the controls, but were found to show no excess of chronic respiratory symptoms and did not differ from the controls either in their baseline pulmonary function or in their change from the morning of day 1 to day 4. However, there were several indicators of a healthy worker effect in the smelter worker group.

    This paper reports that Shell Oil Co. and a U.S. subsidiary, Shell Western E and P Inc., developed a comprehensive, generalized, computer-assisted-operations (CAO) system for day-to-day oilfield operations. The system addresses many of the daily operating needs of data acquisition, well and facility monitoring and control, problem detection and diagnosis, design and/or redesign of artificial-lift systems, and oilfield data management. It is generalized in that one system, with common computer hardware, software, and techniques, serves several different oil fields with diverse operating requirements and conditions.

    The Sudbury Neutrino Observatory is a 1000t heavy water Cherenkov detector observing neutrinos from the Sun and other astrophysical sources. Measurements of the integral solar neutrino fluxes of charged current, neutral current and elastic scattering events are reported for 391 days of live data from the salt phase of SNO operation. In this phase 2t of salt were dissolved in the heavy water, which enhanced and differentiated the detection of neutral current events. Day-night asymmetries in these fluxes were also determined. The measured electron spectrum from the charged-current channel is compatible with the undistorted spectrum of the solar 8B neutrino flux.

However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    We define a 0Day vulnerability to be any vulnerability, in deployed software, that has been discovered by at least one person but has not yet been publicly announced or patched. These 0Day vulnerabilities are of particular interest when assessing the risk to a system from exploit of vulnerabilities which are not generally known to the public or, most importantly, to the owners of the system. Using the 0Day definition given above, we analyzed the 0Day lifespans of 491 vulnerabilities and conservatively estimated that in the worst year there were on average 2500 0Day vulnerabilities in existence on any given day. Then using a small but intriguing set of 15 0Day vulnerability lifespans representing the time from actual discovery to public disclosure, we made a more aggressive estimate. In this case, we estimated that in the worst year there were, on average, 4500 0Day vulnerabilities in existence on any given day.

    We define a 0Day vulnerability to be any vulnerability, in deployed software, which has been discovered by at least one person but has not yet been publicly announced or patched. These 0Day vulnerabilities are of particular interest when assessing the risk to well managed control systems which have already effectively mitigated the publicly known vulnerabilities. In these well managed systems the risk contribution from 0Days will have proportionally increased. To aid understanding of how great a risk 0Days may pose to control systems, an estimate of how many are in existence is needed. Consequently, using the 0Day definition given above, we developed and applied a method for estimating how many 0Day vulnerabilities are in existence on any given day. The estimate is made by: empirically characterizing the distribution of the lifespans, measured in days, of 0Day vulnerabilities; determining the number of vulnerabilities publicly announced each day; and applying a novel method for estimating the number of 0Day vulnerabilities in existence on any given day using the number of vulnerabilities publicly announced each day and the previously derived distribution of 0Day lifespans. The method was first applied to a general set of software applications by analyzing the 0Day lifespans of 491 software vulnerabilities and using the daily rate of vulnerability announcements in the National Vulnerability Database. This led to a conservative estimate that in the worst year there were, on average, 2500 0Day software related vulnerabilities in existence on any given day. Using a smaller but intriguing set of 15 0Day software vulnerability lifespans representing the actual time from discovery to public disclosure, we then made a more aggressive estimate. In this case, we estimated that in the worst year there were, on average, 4500 0Day software vulnerabilities in existence on any given day. We then proceeded to identify the subset of software applications likely to be used in some control systems, analyzed the associated subset of vulnerabilities, and characterized their lifespans. Using the previously developed method of analysis, we very conservatively estimated 250 control system related 0Day vulnerabilities in existence on any given day. While reasonable, this first order estimate for control systems is probably far more conservative than those made for general software systems since the estimate did not include vulnerabilities unique to control system specific components. These control system specific vulnerabilities were unable to be included in the estimate for a variety of reasons with the most problematic being that the public announcement of unique control system vulnerabilities is very sparse. Consequently, with the intent to improve the above 0Day estimate for control systems, we first identified the additional, unique to control systems, vulnerability estimation constraints and then investigated new mechanisms which may be useful for estimating the number of unique 0Day software vulnerabilities found in control system components. We proceeded to identify a number of new mechanisms and approaches for estimating and incorporating control system specific vulnerabilities into an improved 0Day estimation method. These new mechanisms and approaches appear promising and will be more rigorously evaluated during the course of the next year.

    The Arno Kahn/Builders and Laborers Commonwealth Site is a house in a Minnesota suburb. It combines a modified direct-gain sun space system with a thermal envelope. The living space is separated from the sun space by a three-story mass wall. Sunlight enters the three-story solarium and heats the mass wall which in turn heats the air. The warm air is then distributed through the thermal envelope. Manually operated shades provide night insulation for the south-facing windows, and roof overhangs and a turbine vent in the solarium roof prevent overheating. Domestic hot water is preheated in four tanks located behind the window of the basement sunroom. The concrete floor in the basement provides part of the heat storage. Wood burning stoves and electric baseboard heaters provide auxiliary heating. Five modes of operation are described: collector-to-storage, collector-to-space heating, storage-to-space heating, solarium cooling and domestic hot water preheating. The instrumentation for the National Solar Data Network is described. The solar energy portion of the construction costs is estimated to be $7000. (LEW)

    The John Day is the nation's second longest free-flowing river in the contiguous United States and the longest containing entirely unsupplemented runs of anadromous fish. Located in eastern Oregon, the basin drains over 8,000 square miles, Oregon's fourth largest drainage basin, and incorporates portions of eleven counties. Originating in the Strawberry Mountains near Prairie City, the John Day River flows 284 miles in a northwesterly direction, entering the Columbia River approximately four miles upstream of the John Day dam. With wild runs of spring Chinook salmon and summer steelhead, westslope cutthroat, and redband and bull trout, the John Day system is truly a basin with national significance. The majority of the John Day basin was ceded to the Federal government in 1855 by the Confederated Tribes of the Warm Springs Reservation of Oregon (Tribes). In 1997, the Tribes established an office in the basin to coordinate restoration projects, monitoring, planning and other watershed activities on private and public lands. Once established, the John Day Basin Office (JDBO) formed a partnership with the Grant Soil and Water Conservation District (GSWCD), which contracts the majority of the construction implementation activities for these projects from the JDBO. The GSWCD completes the landowner contact, preliminary planning, engineering design, permitting, construction contracting, and construction implementation phases of most projects. The JDBO completes the planning, grant solicitation/defense, environmental compliance, administrative contracting, monitoring, and reporting portion of the program. Most phases of project planning, implementation, and monitoring are coordinated with the private landowners and basin agencies, such as the Oregon Department of Fish and Wildlife and Oregon Water Resources Department. In 2003, the JDBO and GSWCD proposed continuation of their successful partnership between the two agencies and basin landowners to implement an additional twelve (12) watershed conservation projects. The types of projects include off channel water developments, juniper control, permanent diversions, pump stations, and return-flow cooling systems. Due to funding issues and delays, permitting delays, fire closures and landowner contracting problems, 2 projects were canceled and 7 projects were rescheduled to the 2004 construction season. Project costs in 2003 totaled $115,554.00 with a total amount of $64,981.00 (56%) provided by the Bonneville Power Administration (BPA) and the remainder coming from other sources such as the Bureau of Reclamation (BOR), Oregon Watershed Enhancement Board, the U.S. Fish & Wildlife Service Partners in Wildlife Program and individual landowners.

    US Army Corps of Engineers - Portland District required that a two-dimensional (2D) depth-averaged and a three-dimensional (3D) free-surface numerical models to be developed and validated for the John Day tailrace. These models were used to assess potential impact of a select group of structural and operational alternatives to tailrace flows aimed at improving fish survival at John Day Dam. The 2D model was used for the initial assessment of the alternatives in conjunction with a reduced-scale physical model of the John Day Project. A finer resolution 3D model was used to more accurately model the details of flow in the stilling basin and near-project tailrace hydraulics. Three-dimensional model results were used as input to the Pacific Northwest National Laboratory particle tracking software, and particle paths and times to pass a downstream cross section were used to assess the relative differences in travel times resulting from project operations and structural scenarios for multiple total river flows. Streamlines and neutrally-buoyant particles were seeded in all turbine and spill bays with flows. For a Total River of 250 kcfs running with the Fish Passage Plan spill pattern and a spillwall, the mean residence times for all particles were little changed; however the tails of the distribution were truncated for both spillway and powerhouse release points, and, for the powerhouse releases, reduced the residence time for 75% of the particles to pass a downstream cross section from 45.5 minutes to 41.3 minutes. For a total river of 125 kcfs configured with the operations from the Fish Passage Plan for the temporary spillway weirs and for a proposed spillwall, the neutrally-buoyant particle tracking data showed that the river with a spillwall in place had the overall mean residence time increase; however, the residence time for 75% of the powerhouse-released particles to pass a downstream cross section was reduced from 102.4 min to 89 minutes.

    Purpose: To improve the accuracy of automatically segmented prostate, rectum, and bladder contours required for online adaptive therapy. The contouring accuracy on the current image guidance [image guided radiation therapy (IGRT)] scan is improved by combining contours from earlier IGRT scans via the simultaneous truth and performance level estimation (STAPLE) algorithm. Methods: Six IGRT prostate patients treated with daily kilo-voltage (kV) cone-beam CT (CBCT) had their original plan CT and nine CBCTs contoured by the same physician. Three types of automated contours were produced for analysis. (1) Plan: By deformably registering the plan CT to each CBCT and then using the resulting deformation field to morph the plan contours to match the CBCT anatomy. (2) Previous: The contour set drawn by the physician on the previous day CBCT is similarly deformed to match the current CBCT anatomy. (3) STAPLE: The contours drawn by the physician, on each prior CBCT and the plan CT, are deformed to match the CBCT anatomy to produce multiple contour sets. These sets are combined using the STAPLE algorithm into one optimal set. Results: Compared to plan and previous, STAPLE improved the average Dice's coefficient (DC) with the original physician drawn CBCT contours to a DC as follows: Bladder: 0.81 {+-} 0.13, 0.91 {+-} 0.06, and 0.92 {+-} 0.06; Prostate: 0.75 {+-} 0.08, 0.82 {+-} 0.05, and 0.84 {+-} 0.05; and Rectum: 0.79 {+-} 0.06, 0.81 {+-} 0.06, and 0.85 {+-} 0.04, respectively. The STAPLE results are within intraobserver consistency, determined by the physician blindly recontouring a subset of CBCTs. Comparing plans recalculated using the physician and STAPLE contours showed an average disagreement less than 1% for prostate D98 and mean dose, and 5% and 3% for bladder and rectum mean dose, respectively. One scan takes an average of 19 s to contour. Using five scans plus STAPLE takes less than 110 s on a 288 core graphics processor unit. Conclusions: Combining the plan and all prior days via the STAPLE algorithm to produce treatment day contours is superior to the current standard of deforming only the plan contours to the daily CBCT. STAPLE also improves the precision, with a substantial decrease in standard deviation, a key for adaptive therapy. Geometrically and dosimetrically accurate contours can be automatically generated with STAPLE on prostate region kV CBCT in a time scale suitable for online adaptive therapy.

    With spiraling energy demand and flat energy supply, there is a need to extend the life of older nuclear reactors. This sometimes requires that existing systems be evaluated to present day seismic codes. Older reactors built in the 1960s and early 1970s often used fabricated piping components that were code compliant during their initial construction time period, but are outside the standard parameters of present-day piping codes. There are several approaches available to the analyst in evaluating these non-standard components to modern codes. The simplest approach is to use the flexibility factors and stress indices for similar standard components with the assumption that the non-standard component’s flexibility factors and stress indices will be very similar. This approach can require significant engineering judgment. A more rational approach available in Section III of the ASME Boiler and Pressure Vessel Code, which is the subject of this paper, involves calculation of flexibility factors using finite element analysis of the non-standard component. Such analysis allows modeling of geometric and material nonlinearities. Flexibility factors based on these analyses are sensitive to the load magnitudes used in their calculation, load magnitudes that need to be consistent with those produced by the linear system analyses where the flexibility factors are applied. This can lead to iteration, since the magnitude of the loads produced by the linear system analysis depend on the magnitude of the flexibility factors. After the loading applied to the nonstandard component finite element model has been matched to loads produced by the associated linear system model, the component finite element model can then be used to evaluate the performance of the component under the loads with the nonlinear analysis provisions of the Code, should the load levels lead to calculated stresses in excess of Allowable stresses. This paper details the application of component-level finite element modeling to account for geometric and material nonlinear component behavior in a linear elastic piping system model. Note that this technique can be applied to the analysis of B31 piping systems.

    This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

    Her X-1 has been monitored nearly continuously in soft X-rays (2-12 keV) since February 1996 by the ASM on board RXTE. We present analysis of these observations which include 23 contiguous 35-day cycles. We present the best yet average 35-day cycle lightcurve for Her X-1. 35-day lightcurve features such as eclipses and absorption dips, and the alternating occurrence of the Main High and Short High states, are well measured. The occurrence of X-ray eclipse during the Low state is confirmed as is the presence of Main High states that ``turn-on'' sharply at orbital phases 0.23 and 0.68. The Main High state covers 35-day phase 0-0.31 and the Short High state covers phase 0.57-0.79, with phase 0 defined by Main High state turn-on. We find extended ingresses and egresses for the Short High state. Marching pre-eclipse absorption dips progressively become shallower during the Main High state. The marching pre-eclipse dip period is best determined from reanalysis of archival data as 1.651 +/- .002 days if the dip marching can be extrapolated from the Main High state into the Short High state or 1.646 +/- .003 using dips within single Main High states alone.

    The US Army Corps of Engineers Portland District (CENWP) has developed a computational fluid dynamics (CFD) model of the John Day forebay on the Columbia River to aid in the development and design of alternatives to improve juvenile salmon passage at the John Day Project. At the request of CENWP, Pacific Northwest National Laboratory (PNNL) Hydrology Group has conducted a technical review of CENWP's CFD model run in CFD solver software, STAR-CD. PNNL has extensive experience developing and applying 3D CFD models run in STAR-CD for Columbia River hydroelectric projects. The John Day forebay model developed by CENWP is adequately configured and validated. The model is ready for use simulating forebay hydraulics for structural and operational alternatives. The approach and method are sound, however CENWP has identified some improvements that need to be made for future models and for modifications to this existing model.

    The effect of flavor day-night asymmetry is considered for solar neutrinos of energy about 1 MeV under the assumption that the electron-density distribution within the Earth is approximately piecewise continuous on the scale of the neutrino-oscillation length. In this approximation, the resulting asymmetry factor for beryllium neutrinos does not depend on the structure of the inner Earth's layers or on the properties of the detector used. Its numerical estimate is on the order of -4 Multiplication-Sign 10{sup -4}, which is far beyond the reach of present-day experiments.

    We have studied the 27-day variations and their harmonics of the galactic cosmic ray (GCR) intensity, solar wind velocity, and interplanetary magnetic field (IMF) components in the recent prolonged solar minimum 23 24. The time evolution of the quasi-periodicity in these parameters connected with the Suns rotation reveals that their synodic period is stable and is aprox 26-27 days. This means that the changes in the solar wind speed and IMF are related to the Suns near equatorial regions in considering the differential rotation of the Sun. However, the solar wind parameters observed near the Earths orbit provide only the conditions in the limited local vicinity of the equatorial region in the heliosphere (within in latitude). We also demonstrate that the observed period of the GCR intensity connected with the Suns rotation increased up to aprox 33-36 days in 2009. This means that the process driving the 27-day variations of the GCR intensity takes place not only in the limited local surroundings of the equato...
