    Completed in 2011, Albright's new Science Center includes three independent student and faculty research labs in Biology, Chemistry/Biochemistry, and Physics (separate from teaching labs). Providing independent research facilities, they eliminate disruptions in classrooms and teaching labs, encourage and accommodate increased student interest, and stimulate advanced research. The DOE grant of $369,943 enabled Albright to equip these advanced labs for 21st century science research, with much instrumentation shared among departments. The specialty labs will enable Albright to expand its student-faculty research program to meet growing interest, help attract superior science students, maximize faculty expertise, and continue exceeding its already high rates of acceptance for students applying for postgraduate education or pharmaceutical research positions. Biology instrumentation/equipment supports coursework and independent and collaborative research by students and faculty. The digital shaker, CO{sub 2} and water bath incubators (for controlled cell growth), balance, and micropipettes support cellular biology research in the advanced cell biology course and student-faculty research into heavy metal induction of heat shock proteins in cultured mammalian cells and the development of PCR markers from different populations of the native tree, Franklinia. The gravity convection oven and lyophilizer support research into physical and chemical analysis of floodplain sediments used in assessment of riparian restoration efforts. The Bio-Rad thermocycler permits fast and accurate DNA amplification as part of research into genetic diversity in small mammal populations and how those populations are affected by land-use practices and environmental management. The Millipore water deionizing system and glassware washer provide general support of the independent research lab and ensure quality control of coursework and interdisciplinary research at the intersection of biology, chemistry, and toxicology. Grant purchases support faculty and students working in the areas of plant cellular biology, landscape ecology and wildlife management, wetland restoration, and ecotoxicology of aquatic invertebrates. Chemistry/BioChemistry instrumentation supports a wide range of research and teaching needs. The Dell quad core Xeon processors and Gaussian 09 support computational research efforts of two of our faculty. The computational work of one of these groups is part of close collaboration with one organic chemist and provides support info for the synthetic work of this professor and his students. Computational chemistry studies were also introduced into the physical chemistry laboratory course for junior chemistry concentrators. The AKTA plus system and superdex columns, Thermoscientific Sorvall RC-6 plus superspeed centrifuge, Nanodrop spectrometer, Eppendorf microfuge, Homogenizer and Pipetman pipetters were incorporated into a research project involving purification and characterization of a construct of beta 2-microglobulin by one of our biochemists. The vacuum system (glove box, stand, and pump) makes a significant contribution to the research of our inorganic chemist, the newest department member, working on research projects with four students. The glove box provides the means to carry out their synthetic work in an oxygenless atmosphere. Supporting basic research pursued by faculty and students, the remaining items (refrigerator/freezer units for flammable storage, freezer, refrigerated water bath, rotary evaporator system, vacuum oven, analytical and top-loading balances) were distributed between our biochemistry and chemistry research labs. The Nanodrop spectrometer, Sorvall centrifuge, and rotary evaporator system are used in several junior/senior lab courses in both biochemistry and chemistry. To date, 14 undergraduate research students have been involved in projects using the new instrumentation and equipment provided by this grant. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges.     This report summarizes three documents: Multiyear Research Plan, Volume I FY 1989 Task Reports, and Volume II Appendices. These documents describe tasks that were undertaken from November 1988 to December 1989, the first year of the project. Those tasks were: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. While this document summarizes information developed in each task area, it doesn't review task by task, as Volume I FY 1989 Task Reports does, but rather treats the subject of energy efficient industrialized housing as a whole to give the reader a more coherent view. 7 figs., 9 refs.

    This document describes the research work completed in five areas in fiscal year 1989. (1) The analysis of the US industrialized housing industry includes statistics, definitions, a case study, and a code analysis. (2) The assessment of foreign technology reviews the current status of design, manufacturing, marketing, and installation of industrialized housing primarily in Sweden and Japan. (3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components. (4) The state of computer use in the industry is described and a prototype design tool is discussed. (5) Side by side testing of industrialized housing systems is discussed.

  15. Connecting Lab-Based Attosecond Science with FEL research

    In the last few years laboratory-scale femtosecond laser-based research using XUV light has developed dramatically following the successful development of attosecond laser pulses by means of high-harmonic generation. Using attosecond laser pulses, studies of electron dynamics on the natural timescale that electronic processes occur in atoms, molecules and solids can be contemplated, providing unprecedented insight into the fundamental role that electrons play in photo-induced processes. In my talk I will briefly review the present status of the attosecond science research field in terms of present and foreseen capabilities, and discuss a few recent applications, including a first example of the use of attosecond laser pulses in molecular science. In addition, I will discuss very recent results of experiments where photoionization of dynamically aligned molecules is investigated using a high-harmonics XUV source. Photoionization of aligned molecules becomes all the more interesting if the experiment is performed using x-ray photons. Following the absorption of x-rays, ejected photoelectrons can be used as a probe of the (time-evolving) molecular structure, making use of intra-molecular electron diffraction. This amounts, as some have stated, to ?illuminating the molecule from within?. I will present the present status of our experiments on this topic making use of the FLASH free electron laser in Hamburg. Future progress in this research field not only depends on the availability of better and more powerful light sources, but also requires sophisticated detector strategies. In my talk I will explain how we are trying to meet some of the experimental challenges by using the Medipix family of detectors, which we have already used for time- and space-resolved imaging of electrons and ions.

    Included in the portfolio of IP's projects are the R and D activities for several advanced technologies targeted at the textile industry, one of the top ten energy intensive industries in the country. These R and D projects have primarily been aimed at improving the energy efficiency and productivity of textile production processes.     This report discusses the development and demonstration of innovative combustion technologies that improve energy conservation and environmental practices in the US industrial sector. The report includes recommendations by industry on R&D needed to resolve current combustion-related problems. Both fundamental and applied R&D needs are presented. The report assesses combustion needs and suggests research ideas for seven major industries, which consume about 78% of all energy used by industry. Included are the glass, pulp and paper, refinery, steel, metal casting, chemicals, and aluminum industries. Information has been collected from manufacturers, industrial operators, trade organizations, and various funding organizations and has been supplemented with expertise at the Idaho National Engineering Laboratory to develop a list of suggested research and development needed for each of the seven industries.

  11. Assessment of industrial attitudes toward generic research needs in tribology

    Based on extended discussions during visits with 27 companies representing 13 different parts of the tribology industry (such as bearings, lubricants, coatings, powerplants), it is apparent that only a tiny fraction of the large sums publicly reported as R and D expenditures by industry are used to fund generic tribology research. For example, of the greater than $2 B expenditures reported for R and D in the lubricants sector for 1982, the estimated total for generic tribology research was $12 M. This was the largest expenditure in any sector of the tribology industry and one-third of the total of $36 M. In the automotive industry out of a reported expenditure of $4 B, the estimated generic tribology research was $3 M. In some segments of the tribology industry, for example coatings and filters, there were no expenditures on generic research. There was little tendency to improve the state of the art of the tribology industry through long-term investment in generic R and D in ways that would foster innovation and productivity of energy conservation technology. Expenditures were oriented to development of specific commercial and military products, or to basic research focused on unspecified far term results, although useful spin-off of military developments into commercial fields sometimes occurs. There was a broad consensus in the companies visited that existing research results were not always made easily accessible to potential users in industry. The implication was that industry might benefit more if a larger fraction of the funds were devoted to putting the research results into a form design and development engineers could more readily apply. The need for a more effective presentation of research results was expressed with greater urgency at the smaller companies, but there seemed to be a broad consensus on the need for improvement. Recommendations are given.

  13. Technology Roadmap Research Program for the Steel Industry

    The steel industry's Technology Roadmap Program (TRP) is a collaborative R&D effort jointly sponsored by the steel industry and the United States Department of Energy. The TRP program was designed to develop new technologies to save energy , increase competitiveness, and improve the environment. TRP ran from July, 1997 to December, 2008, with a total program budget of $38 million dollars. During that period 47 R&D projects were performed by 28 unique research organizations; co-funding was provided by DOE and 60 industry partners. The projects benefited all areas of steelmaking and much know-how was developed and transferred to industry. The American Iron and Steel Institute is the owner of all intellectual property developed under TRP and licenses it at commercial rates to all steelmakers. TRP technologies are in widespread use in the steel industry as participants received royalty-free use of intellectual property in return for taking the risk of funding this research.

    Thirty-one industry people were contacted to provide input on oil shale in three subject areas. The first area of discussion dealt with industry's view of the shape of the future oil shale industry; the technology, the costs, the participants, the resources used, etc. It assessed the types and scale of the technologies that will form the industry, and how the US resource will be used. The second subject examined oil shale R D needs and priorities and potential new areas of research. The third area of discussion sought industry comments on what they felt should be the role of the DOE (and in a larger sense the US government) in fostering activities that will lead to a future commercial US oil shale shale industry.

    This document presents the results of a survey of nondestructive testing (NDT) and related sensor technology research and development (R and D) at selected federal laboratories. Objective was to identify and characterize NDT activities that could be applied to improving energy efficiency and overall productivity in US manufacturing. Numerous federally supported R and D programs were identified in areas such as acoustic emissions, eddy current, radiography, computer tomography and ultrasonics. A Preliminary Findings Report was sent to industry representatives, which generated considerable interest.

    Prosperity Games{trademark} are an outgrowth and adaptation of move/countermove and seminar War Games, Prosperity Games{trademark} are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education, and research. These issues can be examined from a variety of perspectives ranging from global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions specific industries. All Prosperity Games{trademark} are unique in that both the game format and the player contributions vary from game to game. This report documents the Future{at}Labs.Prosperity Game{trademark} conducted under the sponsorship of the Industry Advisory Boards of the national labs, the national labs, Lockheed Martin Corporation, and the University of California. Players were drawn from all stakeholders involved including government, industry, labs, and academia. The primary objectives of this game were to: (1) explore ways to optimize the role of the multidisciplinary labs in serving national missions and needs; (2) explore ways to increase collaboration and partnerships among government, laboratories, universities, and industry; and (3) create a network of partnership champions to promote findings and policy options. The deliberations and recommendations of these players provided valuable insights as to the views of this diverse group of decision makers concerning the future of the labs.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    This document presents a strategy for a comprehensive program plan that is applicable to the Combustion Equipment Program of the DOE Office of Industrial Technologies (the program). The program seeks to develop improved heating equipment and advanced control techniques which, by improvements in combustion and beat transfer, will increase energy-use efficiency and productivity in industrial processes and allow the preferred use of abundant, low grade and waste domestic fuels. While the plan development strategy endeavors to be consistent with the programmatic goals and policies of the office, it is primarily governed by the needs and concerns of the US heating equipment industry. The program, by nature, focuses on energy intensive industrial processes. According to the DOE Manufacturing Energy Consumption Survey (MECS), the industrial sector in the US consumed about 21 quads of energy in 1988 in the form of coal, petroleum, natural gas and electricity. This energy was used as fuels for industrial boilers and furnaces, for agricultural uses, for construction, as feedstocks for chemicals and plastics, and for steel, mining, motors, engines and other industrial use over 75 percent of this energy was consumed to provide heat and power for manufacturing industries. The largest consumers of fuel energy were the primary metals, chemical and allied products, paper and allied products, and stone, clay and glass industry groups which accounted for about 60% of the total fuel energy consumed by the US manufacturing sector.

    Thirty-one industry people were contacted to provide input on oil shale in three subject areas. The first area of discussion dealt with industry`s view of the shape of the future oil shale industry; the technology, the costs, the participants, the resources used, etc. It assessed the types and scale of the technologies that will form the industry, and how the US resource will be used. The second subject examined oil shale R&D needs and priorities and potential new areas of research. The third area of discussion sought industry comments on what they felt should be the role of the DOE (and in a larger sense the US government) in fostering activities that will lead to a future commercial US oil shale shale industry.

    Field studies have been performed at several oil shale facilities to identify unique industrial hygiene problems and provide input to inhalation toxicology studies aimed at evaluating the hazards of materials associated with this developing technology. Aerosol physics support has also been provided to develop aerosol generation and animal exposure techniques for evaluating the toxicity of oil shale materials and manmade mineral fibers. As part of the effort to assure a safe, orderly, and timely development of various synfuels, field evaluation of indicator-sampling procedures was perfomed, and industrial hygiene work practices for two synfuel technologies are being prepared. Respirator studies are used to evaluate the performances of special devices (some of which are not in the existing government approval schedules) and of a proposed test procedures for self-contained breathing apparatus. An approval procedure is being developed for air-purifying respirators required for protection against radioiodine, evaluating the adequacy of respirator programs at the Nuclear Regulatory Commission licensee facilities, and developing a program for respirator use under emergency situations. A new aerosol size-characterization stack sampler has been designed, and potential instrument changes to aerosol size monitoring for filter testing are being evaluated. Material permeability tests have identified the protection afforded by protective clothing materials, and improved analytical procedures have been developed for pentachlorophenol and plutonium.

    Since 1989, the U.S. Department of Energy has sponsored the Energy Efficient Industrialized Housing research program (EEIH) to improve the energy efficiency of industrialized housing. Two research centers share responsibility for this program: The Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. Additional funding is provided through the participation of private industry, state governments and utilities. The program is guided by a steering committee comprised of industry and government representatives. This report summarizes Fiscal Year (FY) 1990 activities and progress, and proposed activities for FY 1991 in Task 2.1 Design for Energy Efficiency. This task establishes a vision of energy conservation opportunities in critical regions, market segments, climate zones and manufacturing strategies significant to industrialized housing in the 21st Century. In early FY 1990, four problem statements were developed to define future housing demand scenarios inclusive of issues of energy efficiency, housing design and manufacturing. Literature surveys were completed to assess seven areas of influence for industrialized housing and energy conservation in the future. Fifty-five future trends were identified in computing and design process; manufacturing process; construction materials, components and systems; energy and environment; demographic context; economic context; and planning policy and regulatory context.

    The nation faces two severe challenges that will determine our prosperity for decades to come: assuring clean, secure, and sustainable energy to power our world, and establishing a new foundation for enduring economic and jobs growth. These challenges are linked: the global demand for clean sustainable energy is an unprecedented economic opportunity for creating jobs and exporting energy technology to the developing and developed world. But achieving the tremendous potential of clean energy technology is not easy. In contrast to traditional fossil fuel-based technologies, clean energy technologies are in their infancy, operating far below their potential, with many scientific and technological challenges to overcome. Industry is ultimately the agent for commercializing clean energy technology and for reestablishing the foundation for our economic and jobs growth. For industry to succeed in these challenges, it must overcome many roadblocks and continuously innovate new generations of renewable, sustainable, and low-carbon energy technologies such as solar energy, carbon sequestration, nuclear energy, electricity delivery and efficiency, solid state lighting, batteries and biofuels. The roadblocks to higher performing clean energy technology are not just challenges of engineering design but are also limited by scientific understanding.Innovation relies on contributions from basic research to bridge major gaps in our understanding of the phenomena that limit efficiency, performance, or lifetime of the materials or chemistries of these sustainable energy technologies. Thus, efforts aimed at understanding the scientific issues behind performance limitations can have a real and immediate impact on cost, reliability, and performance of technology, and ultimately a transformative impact on our economy. With its broad research base and unique scientific user facilities, the DOE Office of Basic Energy Sciences (BES) is ideally positioned to address these needs. BES has laid out a broad view of the basic and grand challenge science needs for the development of future clean energy technologies in a series of comprehensive 'Basic Research Needs' workshops and reports (inside front cover and http://www.sc.doe.gov/bes/reports/list.html) and has structured its programs and launched initiatives to address the challenges. The basic science needs of industry, however, are often more narrowly focused on solving specific nearer-term roadblocks to progress in existing and emerging clean energy technologies. To better define these issues and identify specific barriers to progress, the Basic Energy Sciences Advisory Committee (BESAC) sponsored the Workshop on Science for Energy Technology, January 18-21, 2010. A wide cross-section of scientists and engineers from industry, universities, and national laboratories delineated the basic science Priority Research Directions most urgently needed to address the roadblocks and accelerate the innovation of clean energy technologies. These Priority Research Directions address the scientific understanding underlying performance limitations in existing but still immature technologies. Resolving these performance limitations can dramatically improve the commercial penetration of clean energy technologies. A key conclusion of the Workshop is that in addition to the decadal challenges defined in the 'Basic Research Needs' reports, specific research directions addressing industry roadblocks are ripe for further emphasis. Another key conclusion is that identifying and focusing on specific scientific challenges and translating the results to industry requires more direct feedback and communication and collaboration between industrial and BES-supported scientists. BES-supported scientists need to be better informed of the detailed scientific issues facing industry, and industry more aware of BES capabilities and how to utilize them.     The Commission to Review the Effectiveness of the National Energy Laboratories (Commission) was convened for its fifth meeting at 10:00 AM on December 15, 2014. Commission Co-Chair Jared Cohon led the meeting. The meeting included two panels: (1) authors of recent reports about the DOE National Labs and (2) a national lab contractor panel. The report authors summarized their respective reports, highlighting concerns related to the relationship between DOE and the labs, research funding and strategy stove-piping, weak links between the labs and market, an inconsistent economic development mission, the difficulty small firms have in accessing labs, the labs’ lack of regional engagement, and DOE and congressional micromanagement of the labs. The lab contractor representatives responded to questions posed by the commissioners related to lab management and the relationship with DOE. Additionally, Patricia Falcone spoke of the important role of the labs in the science and technology enterprise and Alan Leshner talked about the labs and their relationship with the scientific community. Christopher Paine presented his views on transforming the weapons complex. The next meeting will be held February 24 at the Hilton at Mark Center in VA.

    The PNNL lab homes (http://labhomes.pnnl.gov/ ) are two manufactured homes recently installed immediately south of the 6th Street Warehouse on the PNNL Richland, WA campus that will serve as a project test bed for DOE, PNNL and its research partners who aim to achieve highly energy efficient and grid-responsive homes. The PNNL Lab Homes project is the first of its kind in the Pacific Northwest region. The Energy & Environment Directorate at PNNL, working with multiple sponsors, will use the identical 1,500 square-foot homes for experiments focused on reducing energy use and peak demand. Research and demonstration primarily will focus on retrofit technologies, and the homes will offer a unique, side-by-side ability to test and compare new ideas and approaches that are applicable to site-built as well as manufactured homes. The test plan has the following objectives: • To define a retrofit solution packages for moderate to cold climates that can be cost effectively deployed in the Pacific NW to save 50% of the energy needs of a typical home while enhancing the comfort and indoor air quality. The retrofit strategies would also lower the peak demands on the grid. • To leverage the unique opportunity in the lab homes to reach out to researchers, industry, and other interested parties in the building science community to collaborate on new smart and efficient solutions for residential retrofits. • To increase PNNL’s visibility in the area of buildings energy efficiency based on the communication strategy and presentation of the unique and impactful data generated in the lab homes. This document describes the proposed test plan for the lab homes to achieve these goals, through FY15. The subsequent sections will provide a brief description of each proposed experiment, summarize the timing of the experiment (including any experiments that may be run in parallel, and propose potential contributors and collaborators. For those experiments with funding information available, it is provided.

    All elements of the research triad in this country - universities, federal laboratories, and industrial labs - have spent a good part of the last decade in a very changeable and changing environment. In the area of partnerships with industry there have been a lot of experiments, such as the Advanced Technology Program (ATP), the Technology Reinvestment Program (TRP), and the Department of Energy`s (DOE) analog, the Technology Transfer Initiative (TM). We now have, at least in principle, gained enough experience with cross-sector partnerships to make some observations on what works and what doesn`t. My judgments are preliminary and driven by the idiosyncrasies of my own lab. I think the general themes at Livermore are reflected in other DOE national security labs and, at least to some extent, in other federal labs. Although we share some features in common with universities and industrial labs, I think the nature of our funding sources, and the way in which we are affected by global political factors such as the Cold War, pose a somewhat special set of circumstances for our institutions.

    The Mid-Atlantic Recycling Center for End-of-Life Electronics (MARCEE) was set up in 1999 in response to a call from Congressman Alan Mollohan, who had a strong interest in this subject. A consortium was put together which included the Polymer Alliance Zone (PAZ) of West Virginia, West Virginia University (WVU), DN American and Ecolibrium. The consortium developed a set of objectives and task plans, which included both the research issues of setting up facilities to demanufacture End-of-Life Electronics (EoLE), the economics of the demanufacturing process, and the infrastructure development necessary for a sustainable recycling industry to be established in West Virginia. This report discusses the work of the MARCEE Project Consortium from November 1999 through March 2005. While the body of the report is distributed in hard-copy form the Appendices are being distributed on CD's.

    In January 2010, the University of Minnesota, along with academic and industry project partners, began work on a four year project to establish new facilities and research in strategic areas of wind energy necessary to move the nation towards a goal of 20% wind energy by 2030. The project was funded by the U.S. Department of Energy with funds made available through the American Recovery and Reinvestment Act of 2009. $7.9M of funds were provided by DOE and $3.1M was provided through matching funds. The project was organized into three Project Areas. Project Area 1 focused on design and development of a utility scale wind energy research facility to support research and innovation. The project commissioned the Eolos Wind Research Field Station in November of 2011. The site, located 20 miles from St. Paul, MN operates a 2.5MW Clipper Liberty C-96 wind turbine, a 130-ft tall sensored meteorological tower and a robust sensor and data acquisition network. The site is operational and will continue to serve as a site for innovation in wind energy for the next 15 years. Project Areas 2 involved research on six distinct research projects critical to the 20% Wind Energy by 2030 goals. The research collaborations involved faculty from two universities, over nine industry partners and two national laboratories. Research outcomes include new knowledge, patents, journal articles, technology advancements, new computational models and establishment of new collaborative relationships between university and industry. Project Area 3 focused on developing educational opportunities in wind energy for engineering and science students. The primary outcome is establishment of a new graduate level course at the University of Minnesota called Wind Engineering Essentials. The seminar style course provides a comprehensive analysis of wind energy technology, economics, and operation. The course is highly successful and will continue to be offered at the University. The vision of U.S. DOE to establish unique, open-access research facilities and creation of university-industry research collaborations in wind energy were achieved through this project. The University of Minnesota, through the establishment of the Eolos Wind Energy Consortium and the Eolos Wind Research Field Station continue to develop new research collaborations with industry partners.

    The main purpose of developing high temperature gas cleaning technologies are to clean the gas under high temperature in order to be cost effective and to improve energy efficiency. Moving granular bed filters are technically and economically applicable for high temperature cleaning system because of low cost, possible to keep operation at a constant pressure drop, simple structure, easy in operation and maintenance, no high risk internals, and more tolerant to process thermal flow. Energy and Resource Laboratories, Taiwan Industrial Technology Research Institute (ERL/ITRI) has been developing a moving granular bed filter (MGBF) for BIGCC(Biomass Integrated Gasification Combined Cycle) high temperature gas cleanup. The filter granules move downwards directed by louver-like guide plates and the hot gases penetrate the MGBF horizontally. Filtration mechanisms include collection of the dust cake over the bed media surface and deep bed filtration. Stagnant zones of filter granules combining with the dusts always exist along the louver walls. Such stagnant zones often corrode the louver-like guide plates, increase the system pressure drop and decrease the total reaction efficiency that may endanger MGBF operation. Series louver and inert structure research that modify the granular flow pattern have been designed to eliminate the formation of these stagnant zones. By connecting to an auxiliary dust/bed media separation system, MGBF can be operated continuously at a stable pressure drop with a stable high efficiency. There are several MGBF R&D activities in progress: (1) a 3-dimensional cold flow system for testing the MGBF filtration efficiency; (2) a high temperature gas cleanup experimental system that has been designed and installed; (3) a 2-dimensional flow pattern experimental system for approving design concepts.

    This project, “Building Surface Science Capacity to Serve the Automobile Industry in Southeastern Michigan” was carried out in two phases: (1) the 2009 – 2012 renovation of space in the new EMU Science Complex, which included the Surface Science Laboratory (SSL), a very vigorous research lab at EMU that carries on a variety of research projects to serve the auto and other industries in Michigan; and (2) the 2013 purchase of several pieces of equipment to further enhance the research capability of the SSL. The funding granted by the DoE was proposed to “renovate the space in the Science Complex to include SSL and purchase equipment for tribological and electrochemical impedance measurements in the lab, thus SSL will serve the auto and other industries in Michigan better.” We believe we have fully accomplished the mission.

  7. Selection of melter systems for the DOE/Industrial Center for Waste Vitrification Research

    The EPA has designated vitrification as the best developed available technology for immobilization of High-Level Nuclear Waste. In a recent federal facilities compliance agreement between the EPA, the State of Washington, and the DOE, the DOE agreed to vitrify all of the Low Level Radioactive Waste resulting from processing of High Level Radioactive Waste stored at the Hanford Site. This is expected to result in the requirement of 100 ton per day Low Level Radioactive Waste melters. Thus, there is increased need for the rapid adaptation of commercial melter equipment to DOE`s needs. DOE has needed a facility where commercial pilot scale equipment could be operated on surrogate (non-radioactive) simulations of typical DOE waste streams. The DOE/Industry Center for Vitrification Research (Center) was established in 1992 at the Clemson University Department of Environmental Systems Engineering, Clemson, SC, to address that need. This report discusses some of the characteristics of the melter types selected for installation of the Center. An overall objective of the Center has been to provide the broadest possible treatment capability with the minimum number of melter units. Thus, units have been sought which have broad potential application, and which had construction characteristics which would allow their adaptation to various waste compositions, and various operating conditions, including extreme variations in throughput, and widely differing radiological control requirements. The report discusses waste types suitable for vitrification; technical requirements for the application of vitrification to low level mixed wastes; available melters and systems; and selection of melter systems. An annotated bibliography is included.

    The MARCEE Project was established to understand the problems associated with electronics recycling and to develop solutions that would allow an electronics recycling industry to emerge. While not all of the activities have been funded by MARCEE, but through private investment, they would not have occurred had the MARCEE Project not been undertaken. The problems tackled and the results obtained using MARCEE funds are discussed in detail in this report.

Recommendations for additional research on technology transfer utilizing brokers are also outlined.

    Representatives from industry, national laboratories, and the DOE met to review the status of the DOE-sponsored Computer-Aided Catalyst Design (CACD) program and to assess current industrial needs in CACD. Of the 40 participants at the workshop, nearly half were from industry representing 12 companies--Arco Chemical, Amoco Chemical, Biosym, Dow, DuPont, Exxon, Ford, General Motors, Mobil, Monsanto, W.R. Grace and Union Carbide--that included nine of the largest chemical producers in the U.S. representing $61 billion in chemical sales in 1993. An overview of developments in catalyst modeling at the national laboratories was presented, and current CACD-related activities at each of the companies were described by the industrial participants. The CACD program is addressing important industry needs and is having a significant impact despite the current limited scope and budget. The industrial participants urged the program to continue to target specific areas and to encourage collaborative work among the national labs. Industrial participants expressed strong interest in increased interactions with CACD activities at the national labs, where competencies in theory, modeling, and simulation complement the traditional strengths of catalysis expertise in industry. The chemical, refining and automotive industries face continual economic and environmental pressures for now or improved catalytic processes that are more efficient and produce fewer undesirable byproducts. CACD is viewed as an effective means to enhance experimental catalysis research. The industrial participants attested to the importance of developing and applying catalysis modeling capabilities. The companies represented at the meeting had varying degrees of activity in this area, and many already had significant interactions with national labs. As potential users of this technology, they strongly endorsed the work in the CACD program in the development of modeling capabilities.

    The major accomplishment of the past year in the Roundtable`s continuing work on issues of concern to the academic enterprise is the preparation of two documents - Science and Technology in the Academic Enterprise: Status, Trends, and Issues and Perspectives on Financing Academic Research Facilities: A Resource for Policy Formulation. The significance of these two publications is that they both organize a large amount of complex and often controversial material in a way that is useful for further discussions and, in some cases, action by the government and higher education communities. The test for the Roundtable now is whether it can stimulate these follow-on activities. The model in this regard is the Federal Demonstration Project, where the Roundtable stimulated specific government-university joint actions in streamlining research grant administration. All of these activities are described below in greater detail.

    The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab or LBNL) is a multi-program national research facility operated by the University of California for the Department of Energy (DOE). As an integral element of DOE's National Laboratory System, Berkeley Lab supports DOE's missions in fundamental science, energy resources, and environmental quality. Berkeley Lab programs advance four distinct goals for DOE and the nation: (1) To perform leading multidisciplinary research in the computing sciences, physical sciences, energy sciences, biosciences, and general sciences in a manner that ensures employee and public safety and protection of the environment. (2) To develop and operate unique national experimental facilities for qualified investigators. (3) To educate and train future generations of scientists and engineers to promote national science and education goals. (4) To transfer knowledge and technological innovations and to foster productive relationships among Berkeley Lab's research programs, universities, and industry in order to promote national economic competitiveness. In FY03, Berkeley Lab was authorized by DOE to establish a funding ceiling for the LDRD program of $15.0 M, which equates to about 3.2% of Berkeley Lab's FY03 projected operating and capital equipment budgets. This funding level was provided to develop new scientific ideas and opportunities and allow the Berkeley Lab Director an opportunity to initiate new directions. Budget constraints limited available resources, however, so only $10.1 M was expended for operating and $0.6 M for capital equipment (2.4% of actual Berkeley Lab FY03 costs). In FY03, scientists submitted 168 proposals, requesting over $24.2 M in operating funding. Eighty-two projects were funded, with awards ranging from $45 K to $500 K. These projects are summarized in Table 1.

    The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab or LBNL) is a multi-program national research facility operated by the University of California for the Department of Energy (DOE). As an integral element of DOE's National Laboratory System, Berkeley Lab supports DOE's missions in fundamental science, energy resources, and environmental quality. Berkeley Lab programs advance four distinct goals for DOE and the nation: (1) To perform leading multidisciplinary research in the computing sciences, physical sciences, energy sciences, biosciences, and general sciences in a manner that ensures employee and public safety and protection of the environment. (2) To develop and operate unique national experimental facilities for qualified investigators. (3) To educate and train future generations of scientists and engineers to promote national science and education goals. (4) To transfer knowledge and technological innovations and to foster productive relationships among Berkeley Lab's research programs, universities, and industry in order to promote national economic competitiveness. Berkeley Lab's research and the Laboratory Directed Research and Development (LDRD) program support DOE's Strategic Goals that are codified in DOE's September 2003 Strategic Plan, with a primary focus on Advancing Scientific Understanding. For that goal, the Fiscal Year (FY) 2004 LDRD projects support every one of the eight strategies described in the plan. In addition, LDRD efforts support the goals of Investing in America's Energy Future (six of the fourteen strategies), Resolving the Environmental Legacy (four of the eight strategies), and Meeting National Security Challenges (unclassified fundamental research that supports stockpile safety and nonproliferation programs). The LDRD supports Office of Science strategic plans, including the 20 year Scientific Facilities Plan and the draft Office of Science Strategic Plan. The research also supports the strategic directions periodically under review by the Office of Science Program Offices, such as strategic LDRD projects germane to new research facility concepts and new fundamental science directions.

    The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab or LBNL) is a multi-program national research facility operated by the University of California for the Department of Energy (DOE). As an integral element of DOE's National Laboratory System, Berkeley Lab supports DOE's missions in fundamental science, energy resources, and environmental quality. Berkeley Lab programs advance four distinct goals for DOE and the nation: (1) To perform leading multidisciplinary research in the computing sciences, physical sciences, energy sciences, biosciences, and general sciences in a manner that ensures employee and public safety and protection of the environment. (2) To develop and operate unique national experimental facilities for qualified investigators. (3) To educate and train future generations of scientists and engineers to promote national science and education goals.
