    Kyrgyzstan is a country of 4.3 million persons in Central Asia with Kazakhstan bordering to the north, China to the southeast, Uzbekistan to the west, and Tajikistan to the southwest. Among Kyrgyzstan's major ethnic groups, Kyrgyz account of 52% of the population, Russians 22%, and Uzbeks 13%. Since independence Sept. 7, 1991, from the Soviet Union, Kyrgyzstan has found itself in a very difficult position. The situation in the energy sector is particularly strained. Oil and gas production are minimal, there are no refineries in the country, and all petroleum products are brought in from Russia, Kazakhstan, and Uzbekistan. Natural gas in supplied from Turkmenistan. Although there are domestic reserves of coal, imports from Russia and Kazakhstan account for 55% of supply. However, there is significant hydropower potential in Kyrgyzstan. Energy officials have clearly identified development of this resource as the path to energy independence and economic progress. An overview of Kyrgyzstan's energy sector is given in this article for crude oil, natural gas, coal resources, electrical power, and investment opportunities.

    The rugged, mountainous country of Kyrgyzstan contains about one-half of the known coal resources of central Asia (a geographic and economic region that also includes Uzbekistan, Tadjikistan and Turkmenistan). Coal of Jurassic age is present in eight regions in Kyrgyzstan in at least 64 different named localities. Significant coal occurrences of about the same age are present in the central Asian countries of Kazakhstan, China, and Russia. Separation of the coal-bearing rocks into individual deposits results more than earth movements before and during formation of the present-day mountains and basins of the country than from deposition in separate basins.Separation was further abetted by deep erosion and removal of the coal-bearing rocks from many areas, followed by covering of the remaining coal-bearing rocks by sands and gravels of Cenozoic age. The total resources of coal in Kyrgyzstan have been reported as about 30 billion tons. In some of the reported localities, the coal resources are known and adequately explored. In other parts of the republic, the coal resources are inadequately understood or largely unexplored. The resource and reserve inventory of Kyrgyzstan is at best incomplete; for some purposes, such as short-term local and long-range national planning, it may be inadequate. Less than 8% of the total estimated resources are categorized as recoverable reserves, and the amount that is economically recoverable is unknown. The coal is largely of subbituminous and high-volatile C bituminous rank, most has low and medium ash and sulfur contents, and coals of higher rank (some with coking qualities) are present in one region. It is recommended that appropriate analyses and tests be made during planning for utilization.

    The Central Asian republic of Kyrgyzstan started up its first oil refinery in October 1996. The 10,000 b/d plant is designed to produce gasoline, diesel, and mazut (heavy fuel oil) from local Kyrgyz crude. Before construction of the Jalalabad refinery, all finished petroleum products were imported from neighboring countries. Kyrgyzstan`s demand for finished products is about 40,000 b/d. The new refinery was designed and constructed by Petrofac of Tyler, Texas, on behalf of Kyrgoil Corp., Calgary. Kyrgoil is a partner with the Kyrgyz state oil company, Kyrgyzsneft, in a venture called Kyrzgyz Petroleum Co. (KPC). KPC has undertaken restoration and continued development of the oil fields in Kyrgyzstan`s Fergana basin, in addition to the refinery project. The company also has marketing rights for finished products within Kyrgyzstan. The refinery comprises: a hydroskimming (atmospheric distillation) section, diesel steam stripping, gasoline blending, and utilities and off-sites, including steam generation, power generation, tank farm, truck and rail tank-car loading and unloading facilities, crude inlet pipeline, high-voltage power line, substation, air compression, laboratory, and maintenance facilities.

    Oil prospects in Latvia are associated with the Baltic syneclise. Latvia occupies about one fourth of that large tectonic depression; zones of oil accumulation continue there from adjacent areas: the Telshai rampart (Lithuania) and the Leba nose (Polish offshore). The oil prospects in separate areas are determined by their position regarding the sources of oil generation--the Gdansk-Kura and Liepaya depressions. The most prospective areas are the Liepaya-Saldus zone of highs and the Pape-Barta trough. The Liepaya-Saldus zone was situated so that the hydrocarbon migration path crossed it. It probably is an important oil accumulation zone. The paper describes the geology of Latvia and the one oil field in Latvia.

    The town of Mailuu-Suu in Kyrgyzstan inherited 23 distinct tailings deposits from Soviet-Era uranium mining operations. Mailuu-Suu is located in the narrow landslide-prone valley of the Mailuu-Suu River about 25 km from the Uzbekistan border. Large-scale release of the radioactive tailings, as a result of landslides, could lead to irreversible contamination of the river and downstream areas. The Mailuu-Suu River is a tributary to the Syr-Darya River, the Fergana valley's main source of irrigation water. The Fergana Valley is a key agricultural region and major population center that spans Kyrgyzstan, Tajikistan, and Uzbekistan. The trans-boundary nature of the Mailuu-Suu tailings issue presents an opportunity for collaboration among these Central Asian states. A cooperative approach to addressing environmental issues such as Mailuu-Suu may contribute to the region's stability by facilitating peaceful associations. Experience from remediation of sites in the US under the Uranium Mill Tailings Remediation Action Project (UMTRA) will be useful in progressing toward remediation at Mailuu-Suu.

    The microstructure-rheology relationship for a model, thermoreversible nanoparticle gel is investigated using a new technique of time-resolved neutron scattering under steady and time-resolved large amplitude oscillatory shear (LAOS) flows. A 21 vol. % gel is tested with varying strength of interparticle attraction. Shear-induced structural anisotropy is observed as butterfly scattering patterns and quantified through an alignment factor. Measurements in the plane of flow show significant, local anisotropy develops with alignment along the compressional axis of flow, providing new insights into how gels flow. The microstructure-rheology relationship is analyzed through a new type of structure-Lissajous plot that shows how the anisotropic microstructure is responsible for the observed LAOS response, which is beyond a response expected for a purely viscous gel with constant structure. The LAOS shear viscosities are observed to follow the “Delaware-Rutgers” rule. Rheological and microstructural data are successfully compared across a broad range of conditions by scaling the shear rate by the strength of attraction, providing a method to compare behavior between steady shear and LAOS experiments. However, important differences remain between the microstructures measured at comparatively high frequency in LAOS experiments and comparable steady shear experiments that illustrate the importance of measuring the microstructure to properly interpret the nonlinear, dynamic rheological response.

    This analysis is part of the Energy Information Administration`s (EIA`s) Foreign Energy Supply Assessment Program (FESAP). This one for the Fergana Basin is an EIA first for republics of the former Soviet Union (FSU). This was a trial study of data availability and methodology, resulting in a reservoir-level assessment of ultimate recovery for both oil and gas. Ultimate recovery, as used here, is the sum of cumulative production and remaining Proved plus Probable reserves as of the end of 1987. Reasonable results were obtained when aggregating reservoir-level values to the basin level, and in determining general but important distributions of across-basin reservoir and fluid parameters. Currently, this report represents the most comprehensive assessment publicly available for oil and gas in the Fergana Basin. This full report provides additional descriptions, discussions and analysis illustrations that are beneficial to those considering oil and gas investments in the Fergana Basin. 57 refs., 22 figs., 6 tabs.

    The Energy Information Administration (EIA), in cooperation with the US Geological Survey (USGS), has assessed 13 major petroleum producing regions outside of the United States. This series of assessments has been performed under EIA`s Foreign Energy Supply Assessment Program (FESAP). The basic approach used in these assessments was to combine historical drilling, discovery, and production data with EIA reserve estimates and USGS undiscovered resource estimates. Field-level data for discovered oil were used for these previous assessments. In FESAP, supply projections through depletion were typically formulated for the country or major producing region. Until now, EIA has not prepared an assessment of oil and gas provinces in the former Soviet Union (FSU). Before breakup of the Soviet Union in 1991, the Fergana basin was selected for a trial assessment of its discovered and undiscovered oil and gas. The object was to see if enough data could be collected and estimated to perform reasonable field-level estimates of oil and gas in this basin. If so, then assessments of other basins in the FSU could be considered. The objective was met and assessments of other basins can be considered. Collected data for this assessment cover discoveries through 1987. Compared to most other oil and gas provinces in the FSU, the Fergana basin is relatively small in geographic size, and in number and size of most of its oil and gas fields. However, with recent emphasis given to the central graben as a result of the relatively large Mingbulak field, the basin`s oil and gas potential has significantly increased. At least 7 additional fields to the 53 fields analyzed are known and are assumed to have been discovered after 1987.

    We report the epitaxial growth and physical properties of Eu{sub 0.5}Sr{sub 0.5}CoO{sub 3} (ESCO) thin films deposited on (001) LaAlO{sub 3} (LAO) and (001) SrTiO{sub 3} (STO) substrates by off-axis rf sputtering. The magnetic properties of a grown film are governed by the crystallinity of the thin film and strain effects due to the substrate. The temperature-dependent resistivity of an optimized ESCO thin film on a LAO substrate shows a characteristic sudden decrease near the ferromagnetic transition temperature, indicating metallic double-exchange-like behavior, while the resistivity of ESCO on a STO substrate displays insulatinglike behavior because of substrate strain. These results suggest that optimized ESCO film on LAO is ideal as a bottom electrode for strained dielectric and ferroelectric heterostructures.

    Recent evidence indicates that the left anterior oblique projection (LAO) multigated radionuclide ventriculogram (RVG) underestimates presence and extent of apical and inferior left ventricular (LV) wall motion abnormalities. We investigated, prospectively, the sensitivity and specificity of a modified anterior projection (MAP), which incorporates cephalad tilting. Thirty-three consecutive patients undergoing cardiac catheterization suspected to have coronary artery disease were studied with RVG, using both the MAP and LAO views. LAO views were analyzed using the ejection fraction image (REFI), and the regional ejection fraction (REF) of the inferoapical region. The MAP studies were analyzed using stroke volume image (SVI) to evaluate apical and inferior LV regions. Results were as follows: (Formula: see text), Both intraobserver and interobserver variabilities were comparable to those of conventional angiographic studies used in detection of apical and inferior asynergy. It is concluded that the multigated MAP offers additional information about abnormalities of the LV inferior and apical regions.

    Multilayered BiFeO{sub 3} (BFO)/LaAlO{sub 3} (LAO) thin film samples were fabricated on SrTiO{sub 3} (STO) substrates by pulsed laser deposition. In this work, the ferroelectric polarization of a multiferroic BFO ad-layer on top of the quasi-two-dimensional electron gas (2DEG) at the LAO/STO interface is used to manipulate the conductivity of the quasi-2DEG. By microstructuring the conductive area of the LAO/STO-interface, a four-point geometry for the measurement of the resistivity was achieved. Piezo force microscopy allows for imaging and poling the spontaneous ferroelectric polarization of the multiferroic layer. The resistance changes showed a linear dependence on the area scanned and a hysteretic behavior with respect to the voltages applied in the scanning process. This is evidence for the ferroelectric polarization of the multiferroic causing the resistance changes. Coupling the antiferromagnetic BFO layer to another ferromagnetic layer could enable a magnetic field control of the conductance of the quasi-2DEG at the LAO/STO interface.

    After the collapse of the Soviet Union the newly independent states in Central Asia (CA) whose regulatory bodies were set up recently are facing problems with the proper management of radioactive waste and so called 'nuclear legacy' inherited from the past activities. During the former Soviet Union (SU) period, various aspects of nuclear energy use took place in CA republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Activities range from peaceful use of energy to nuclear testing for example at the former Semipalatinsk Nuclear Test Site (SNTS) in Kazakhstan, and uranium mining and milling industries in all four countries. Large amounts of radioactive waste (RW) have been accumulated in Central Asia and are waiting for its safe disposal. In 2008 the Norwegian Radiation Protection Authority (NRPA), with the support of the Norwegian Ministry of Foreign Affairs, has developed bilateral projects that aim to assist the regulatory bodies in Kazakhstan, Kyrgyzstan Tajikistan, and Uzbekistan (from 2010) to identify and draft relevant regulatory requirements to ensure the protection of the personnel, population and environment during the planning and execution of remedial actions for past practices and radioactive waste management in the CA countries. The participating regulatory authorities included: Kazakhstan Atomic Energy Agency, Kyrgyzstan State Agency on Environmental Protection and Forestry, Nuclear Safety Agency of Tajikistan, and State Inspectorate on Safety in Industry and Mining of Uzbekistan. The scope of the projects is to ensure that activities related to radioactive waste management in both planned and existing exposure situations in CA will be carried out in accordance with the international guidance and recommendations, taking into account the relevant regulatory practice from other countries in this area. In order to understand the problems in the field of radioactive waste management we have analysed the existing regulations through the so called 'Threat assessment' in each CA country which revealed additional problems in the existing regulatory documents beyond those described at the start of our ongoing bilateral projects in Kazakhstan, Kirgizistan Tajikistan and Uzbekistan.     This report presents an overview of the state of conventional energy sources and the potential for development of renewable energy sources in the Central Asia countries of Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan. The region has a population of about 50 million in an area of more than four million square kilometers. The per capita gross internal product is more than $2,500, although the economy has been declining the past five years. The area has substantial coal, oil, uranium, and natural gas reserves, although they are not distributed equally among the five countries. Energy production is such that the countries do not have to rely heavily on imports. One of the problems in Central Asia is that the energy prices are substantially below the world prices. This is a factor in development of renewable energy sources. The primary renewable energy resources available are wind in Kazakhstan, solar in the entire region, biomass in Kyrgyzstan, and micro-hydropower stations in Kazakhstan and Kyrgyzstan. All of these have the potential to provide a significant amount of the required energy for the region. However, all of the countries have an abundance of various renewable energy resources. To effectively use these resources, however, a number of barriers to their development and commercialization must be overcome. These include low prices of conventional energy sources, absence of legislative support, lack of financing for new technologies, and lack of awareness of renewable energy sources by the population. A number of specific actions are proposed to overcome these barriers. These include establishment of a Central Asia coordinating council for renewable energy, development of a regional renewable energy program, and setting up a number of large demonstration projects. 16 figs.

    The region where the chain of Naryn hydroelectric power plants are located in the Kyrgyzstan Republic is a seismically active area of Central Tien-Shan and is comparatively well known in seismological respects. No means of measuring the dams themselves, however, were ever incorporated as an instrumental base of investigation. The seismometric possibilities of embedded monitoring-measuring apparatus were disclosed by O.Yu. Schmidt Institute of Earth Physics and have made is possible to evaluate the reactions of dams to seismic effects and of excited seismicity, when residual deformations due to repeated tremors of different force and direction are accumulated over an extended period of time.

    The defects in (134{sup ¯}0)ZnO epitaxial film grown on (114)LaAlO{sub 3} (LAO) have been systematically investigated by using transmission electron microscopy. At the ZnO/LAO interface, the Burgers vectors of misfit dislocations are identified to be 1/3[1{sup ¯}21{sup ¯}0] and 1/2[0001]. Threading dislocations with the Burgers vectors of 1/3?112{sup ¯}0? and ?0001? are distributed on the basal plane. In (134{sup ¯}0)ZnO film, the predominant planar defects are basal stacking faults (BSFs) with 1/6?202{sup ¯}3? displacement vectors. The densities of dislocations and BSFs are about 3.8?×?10{sup 10}?cm{sup ?2} and 3.1?×?10{sup 5}?cm{sup ?1}, respectively.

    A high-resolution magneto-optical imaging technique is used to reveal the formation of twins occurring during a martensitic phase transition at {approximately}105K in LCMO films grown on STO substrates. The magnetic contrast arises due to the magneto-elastic tilts of the Mn - magnetic moments in the twins. Different magnetic structures are found in LCMO films grown on MgO, NGO, and LAO substrates showing the importance of the substrate material for the manganite film properties.

    Oxide heterointerfaces are emerging as one of the most exciting materials systems in condensed matter science. One remarkable example is the LaAlO{sub 3}/SrTiO{sub 3} (LAO/STO) interface, a model system in which a highly mobile electron gas forms between two band insulators, exhibiting two dimensional superconductivity and unusual magnetotransport properties. An ideal tool to tune such an electron gas is the electrostatic field effect. In principle, the electrostatic field can be generated by bound charges due to polarization (as in the normal and ferroelectric field effects) or by adding excess free charge. In previous studies, a large modulation of the carrier density and mobility of the LAO/STO interface has been achieved using the normal field effect. However, little attention has been paid to the field effect generated by free charges. This issue is scarcely addressed, even in conventional semiconductor devices, since the free charges are typically not stable. Here, we demonstrate an unambiguous tuning of the LAO/STO interface conductivity via free surface charges written using conducting atomic force microscopy (AFM). The modulation of the carrier density was found to be reversible, nonvolatile and surprisingly large, {approx}3 x 10{sup 13} cm{sup -2}, comparable to the maximum modulation by the normal field effect. Our finding reveal the efficiency of free charges in controlling the conductivity of this oxide interface, and suggest that this technique may be extended more generally to other oxide systems.

    Five independent states emerged in Central Asia from the breakup of the USSR. One of these states, Kazakhstan, possesses nuclear weapons. The other four of these states, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, are not known to possess nuclear weapons, however they occupy a geostrategic position which makes them important to non-proliferation efforts. The present report profiles the capabilities and intentions of these four Central Asian states. The analysis of capabilities suggests that none of these states has the capability to develop a usable nuclear weapon. However, all of these countries-- especially Uzbekistan--have components of the old Soviet nuclear weapons complex which are now orphans. They have no use for these facilities and must either re-profile them, destroy them, or transfer them. The analysis of intentions suggests that the dynamics of national independence have created a situation in which Uzbekistan has hegemonic designs in the region. Implications for retarding nuclear proliferation in the Central Asian region are examined. Opportunities for outside influence are assessed.

  1. Regional seismic discrimination in central Asia with emphasis on western China

    In support of an anticipated Comprehensive Test Ban Treaty, the authors have started to evaluate regional seismic event discrimination capabilities for central Asia, emphasizing western China. The authors have measured noise and seismic phase amplitudes of over 250 earthquakes and 18 underground nuclear explosions recorded at the broadband, digital station WMQ in western China and over 100 earthquakes and 5 nuclear explosions at station AAK in Kyrgyzstan. The explosions are from the Kazakh Test Site (KTS) and Lop Nor, China. The earthquakes are mostly from northwest China. They have also evaluated a single suspected chemical explosion. Event magnitudes (m{sub b}) range between 2.5 and 6.5 and maximum event-station distance is about 1,700 km. Using these measurements the authors formed phase, spectral, cross-spectral, short-period/long-period, and long-period ratios to test many possible event discriminants. All ratios were corrected for distance effects before forming ratio-versus-magnitude discrimination plots. The authors found that all five classes of these discriminants are useful for separating earthquakes from explosions in central Asia, provided the right combinations of frequency bands and phases are selected. Results are described.

    There was nothing temperate about the uranium spot market in 1992. It was a year of extremes. Demand took off at a brisk pace early in the year as utilities, enticed by low U3O8 prices and interest rates, stepped up their discretionary purchases. With the NUKEM price range sinking to an all-time low of US$6.75-7.70 in November 1991, utilities reckoned that prices had bottomed out and decided to buy and hold material. Indeed, the upper end of NUKEM's range remained below $8.00 per lb for much of the first half of 1992. The main cause of low prices was the flood of imports from the crumbling Soviet Union and its successor, the Commonwealth of Independent States [CIS]. The CIS republics quickly embraced a free-market philosophy to boost their faltering economies, and several hoped to use uranium as a source of badly-needed hard currency. But they were about to get a harsh introduction to capitalism. It came in the form of government intervention, in both the US and Europe. In May, the US Department of Commerce made its preliminary determination that the uranium-producing republics of the CIS were selling material in the US at less than fair market value. The antidumping case was eventually settled in October when the CIS republics [Russia, Ukraine, Uzbekistan, Kazakhstan, Tajikistan and Kyrgyzstan] signed suspension agreements subjecting CIS origin uranium to price and quantity quotas in the US.

    The transboundary nature of water resources demands a transboundary approach to their monitoring and management. However, transboundary water projects raise a challenging set of problems related to communication issues, and standardization of sampling, analysis and data management methods. This manual addresses those challenges and provides the information and guidance needed to perform the Navruz Project, a cooperative, transboundary, river monitoring project involving rivers and institutions in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan facilitated by Sandia National Laboratories in the U.S. The Navruz Project focuses on waterborne radionuclides and metals because of their importance to public health and nuclear materials proliferation concerns in the region. This manual provides guidelines for participants on sample and data collection, field equipment operations and procedures, sample handling, laboratory analysis, and data management. Also included are descriptions of rivers, sampling sites and parameters on which data are collected.     In its largest increase since July 1990, the NUKEM price range for this month ended up at $9.50-$10.50. On October 16th, destined to become a landmark date in uranium industry history, the republics of Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan, Ukraine and the Russian Federation signed quantitative restraint agreements with the US Department of Commerce. Predictably, prices jumped significantly as sellers withdrew from the market. With Commerce's initial calculation of a $7.95 market price for determining the level of CIS imports over the next six months, it appears quite certain that prices for non-CIS origins will continue to rise. (CIS imports can only begin when Commerce determines that the market price has hit $13). There is the possibility that a two-tiered market could emerge in the future with lower prices being paid for CIS origins by those utilities not affected by Euratom or Commerce restrictions. However, at this point, most potential buyers falling into this category have opted to maintain a wait-and-see approach.

    An X-ray diffraction study of mineral livingstonite (HgSb{sub 4}S{sub 8}) from Khaydarkan (Kyrgyzstan) has been performed on a Bruker Nonius X8Apex diffractometer with a 4K CCD detector (R = 0.031). The unit-cell parameters were found to be a = 30.1543(10) A, b = 3.9953(2) A, c = 21.4262(13) A, {beta} = 104.265(1){sup o}, V = 2501.7(2) A{sup 3}, Z = 8, d{sub calcd} = 5.013 g/cm{sup 3}, and sp. gr. A2/a. It was confirmed that livingstonite belongs to rod-layers structures. In one type of layer, two double Sb{sub 2}S{sub 4} chains are bound by disulfide groups [S{sub 2}]{sup 2-} (S-S 2.078(2) A); in the other type, these chains are bound via Hg{sup 2+} cations. A crystallographic analysis confirmed the existence of independent pseudotranslational ordering in the cation and anion matrices, which is characteristic of the lozenge-like structures of sulfides and sulfosalts.

    On October 16, 1992, the U.S. Department of Commerce (DOC) settled the antidumping case against the CIS republics by imposing price and volume quotas on CIS uranium imported into the United States. Bound by a suspension agreement, each of the six uranium-producing CIS republics is responsible for restricting the flow of imports to the US-either directly or indirectly. The Navruz project has a duration of three years. This document contains the reports from each of the participating institutions following the first year of data collection. While a majority of samples from the Navruz project are within normal limits, a preliminary analysis does indicate a high concentration of selenium in the Kazakhstan samples. Uzbekistan samples contain high uranium and thorium concentrations, as well as elevated levels of chromium, antimony and cesium. Additionally, elevated concentrations of radioactive isotopes have been detected at one Tajikistan sampling location. Further analysis will be published in a subsequent report.

    The vertical structure of aerosol optical and physical properties was measured by Lidar in Eastern Kyrgyzstan, Central Asia, from June 2008 to May 2009. Lidar measurements were supplemented with surface-based measurements of PM2.5and PM10mass and chemical composition in both size fractions. Dust transported into the region is common, being detected 33% of the time. The maximum frequency occurred in the spring of 2009. Dust transported to Central Asia comes from regional sources, for example, Taklimakan desert and Aral Sea basin, and from long-range transport, for example, deserts of Arabia, Northeast Africa, Iran, and Pakistan. Regional sources are characterized by pollutionmore »transport with maximum values of coarse particles within the planetary boundary layer, aerosol optical thickness, extinction coefficient, integral coefficient of aerosol backscatter, and minimum values of the Ångström exponent. Pollution associated with air masses transported over long distances has different characteristics during autumn, winter, and spring. During winter, dust emissions were low resulting in high values of the Ångström exponent (about 0.51) and the fine particle mass fraction (64%). Dust storms were more frequent during spring with an increase in coarse dust particles in comparison to winter. The aerosol vertical profiles can be used to lower uncertainty in estimating radiative forcing.« less

    We present testbed results of the Apodized Pupil Lyot Coronagraph (APLC) at the Laboratory for Adaptive Optics (LAO). These results are part of the validation and tests of the coronagraph and of the Extreme Adaptive Optics (ExAO) for the Gemini Planet Imager (GPI). The apodizer component is manufactured with a halftone technique using black chrome microdots on glass. Testing this APLC (like any other coronagraph) requires extremely good wavefront correction, which is obtained to the 1 nm rms level using the microelectricalmechanical systems (MEMS) technology, on the ExAO visible testbed of the LAO at the University of Santa Cruz. We used an APLC coronagraph without central obstruction, both with a reference super-polished flat mirror and with the MEMS to obtain one of the first images of a dark zone in a coronagraphic image with classical adaptive optics using a MEMS deformable mirror (without involving dark hole algorithms). This was done as a complementary test to the GPI coronagraph testbed at American Museum of Natural History, which studied the coronagraph itself without wavefront correction. Because we needed a full aperture, the coronagraph design is very different from the GPI design. We also tested a coronagraph with central obstruction similar to that of GPI. We investigated the performance of the APLC coronagraph and more particularly the effect of the apodizer profile accuracy on the contrast. Finally, we compared the resulting contrast to predictions made with a wavefront propagation model of the testbed to understand the effects of phase and amplitude errors on the final contrast.

    During the last year after the 16-th International Conference on Reducing Fuel Enrichment in Research Reactors held in October, 1993 in Oarai, Japan, the conclusive stage of the Program on reducing fuel enrichment (to 20% in U-235) in research reactors was finally made up in Russia. The Program was started late in 70th and the first stage of the Program was completed by 1986 which allowed to reduce fuel enrichment from 80-90% to 36%. The completion of the Program current stage, which is counted for 5-6 years, will exclude the use of the fuel enriched by more than 20% from RF to other countries such as: Poland, Czeck Republick, Hungary, Roumania, Bulgaria, Libya, Viet-Nam, North Korea, Egypt, Latvia, Ukraine, Uzbekistan and Kazakhstan. In 1994 the Program, approved by RF Minatom authorities, has received the status of an inter-branch program since it was admitted by the RF Ministry for Science and Technical Policy. The Head of RF Minatom central administrative division N.I.Ermakov was nominated as the Head of the Russian Program, V.G.Aden, RDIPE Deputy Director, was nominated as the scientific leader. The Program was submitted to the Commission for Scientific, Technical and Economical Cooperation between USA and Russia headed by Vice-President A. Gore and Prime Minister V. Chemomyrdin and was given support also.

    In December 1999 representatives from the United States, the Russian Federation, and the International Atomic Energy Agency (IAEA) started discussing a program to return to Russia Soviet- or Russian-supplied highly enriched uranium (HEU) fuel stored at the Russian-designed research reactors outside Russia. Trilateral discussions among the United States, Russian Federation, and the International Atomic Energy Agency (IAEA) have identified more than 20 research reactors in 17 countries that have Soviet- or Russian-supplied HEU fuel. The Global Threat Reduction Initiative's Russian Research Reactor Fuel Return Program is an important aspect of the U.S. Government's commitment to cooperate with the other nations to prevent the proliferation of nuclear weapons and weapons-usable proliferation-attractive nuclear materials. To date, 496 kilograms of Russian-origin HEU have been shipped to Russia from Serbia, Latvia, Libya, Uzbekistan, Romania, Bulgaria, Poland, Germany, and the Czech Republic.   15. INVESTIGATION OF CRUSTAL MOTION IN THE TIEN SHAN USING INSAR

    The northern Tien Shan of Central Asia is an area of active mid-continent deformation. Although far from a plate boundary, this region has experienced 5 earthquakes larger than magnitude 7 in the past century and includes one event that may as be as large as Mw 8.0. Previous studies based on GPS measurements indicate on the order of 23 mm/yr of shortening across the entire Tien Shan and up to 15 mm/year in the northern Tien Shan (Figure 1). The seismic moment release rate appears comparable with the geodetic measured slip, at least to first order, suggesting that geodetic rates can be considered a proxy for accumulation rates of stress for seismic hazard estimation. Interferometric synthetic aperture radar may provide a means to make detailed spatial measurements and hence in identifying block boundaries and assisting in seismic hazard. Therefore, we hoped to define block boundaries by direct measurement and by identifying and resolving earthquake slip. Due to political instability in Kyrgzystan, the existing seismic network has not performed as well as required to precisely determine earthquake hypocenters in remote areas and hence InSAR is highly useful. In this paper we present the result of three earthquake studies and show that InSAR is useful for refining locations of teleseismically located earthquakes. ALOS PALSAR data is used to investigate crustal motion in the Tien Shan mountains of Central Asia. As part of the work, considerable software development was undertaken to process PALSAR data. This software has been made freely available. Two damaging earthquakes have been imaged in the Tien Shan and the locations provided by ALOS InSAR have helped to refine seismological velocity models. A third earthquake south of Kyrgyzstan was also imaged. The use of InSAR data and especially L band is therefore very useful in providing groundtruth for earthquake locations.

    {ital Pn} and {ital Lg} spectra for Lop Nor explosions and nearby earthquakes were analyzed for source and propagation effects using a modified inversion method of {ital Xie} [1993]. Spectral analyses were performed on waveform data from Incorporated Research Institution for Seismology, Chinese Digital Seismic Network, Kazakhstan, and Krgyzstan networks. {ital Pn} amplitude variations of a factor of 20 are observed across the small-aperture ({lt} 200 km) Kyrgyzstan network, and are probably related to three-dimensional Moho structure close to the network. Comparisons of {ital Pn} amplitudes and spectral ratios provide evidence for nonisotropic radiation pattern effects in the case of earthquakes and overshoot in explosion time histories. Complex source effects are born out in our inversion results: (1) logarithm of seismic moment (M{sub 0}) from {ital Pn} and {ital Lg} spectra scale linearly with body wave magnitude (m{sub b}) for explosions (5.0{le}m{sub b}{le}6.0) and for earthquakes (4.0{le}m{sub b}{le}5.5); (2) Pn; M{sub 0} estimates are similar to Lg; M{sub 0} for earthquakes but are higher than Lg; M{sub 0} for explosions; (3) corner frequency f{sub c} scale as quarter root of M{sub 0} for explosions and cube root for earthquakes; (4) at the same M{sub 0} level, Pn; f{sub c} are 4{endash}5 times higher than Lg; f{sub c} for earthquakes and explosions; and (5) {ital Pn} source spectra are characterized by significant overshoot for explosions. Our results suggest that the cause of maximum separation between earthquake and explosion populations on plots of P/Lg spectral ratios, which typically occurs for frequencies above explosion Pn f{sub c} (between 2 and 4 Hz for explosions in this study), may be related to overshoot in the reduced velocity potential. {copyright} 1999 American Geophysical Union

  17. Calibrating the MKAR array using transfer functions

    Developing regional discriminants (RDs) at any given seismic station requires a ground-truth database of waveforms from both earthquakes and explosions. Recently installed stations used for seismic monitoring have no single charge explosions on which to base discriminants. We have developed a procedure to map information from surrogate stations, having a long recording history, to newly installed operational stations. We investigated a method to compute transfer functions using known effective 13Ds for a database of earthquakes and explosions located near the Lop Nor nuclear test site and recorded at the KNET array in Kyrgyzstan. For specific source-station paths, transfer functions work well. However, preliminary analysis of India and Pakistan nuclear tests indicate strong azimuthal dependence in the construction of reliable transfer functions. The success of the preliminary work suggests we can apply the same technique to calibrate the recently installed MKAR array using the Global Seismic Network station MAKZ as a surrogate. Both MKAR, an 11-element array operational since 2000, and MAKZ (including its earlier counterpart MAK), operating very broadband instruments since 1994, are located in Eastern Kazakhstan and separated by 25 km. To perform the calibration requires additional considerations not taken into account during the initial investigation: (1) utilizing amplitude spectra, rather than using RDs, to calculate transfer functions; (2) computing transfer functions for a range of azimuths, as we believe the transfer function are azimuthally dependent; and (3) determining whether working with each array element separately or developing a single-input/multiple-output model will provide more stable results and better error estimates.

    SILER is a Collaborative Project, partially funded by the European Commission, aimed at studying the risk associated to seismic initiated events in Generation IV Heavy Liquid Metal reactors and developing adequate protection measures. The attention is focused on the evaluation of the effects of earthquakes (with particular regards to beyond design seismic events) and to the identification of mitigation strategies, acting both on structures and components design (as well as on the development of seismic isolation devices) which can also have positive effects on economics, leading to an high level of plant design standardization. Attention is also devoted to the identification of plant layout solutions able to avoid risks of radioactive release from both the core and other structures (i.e. the spent fuel storage pools). Specific effort is paid to the development of guidelines and design recommendations for addressing the seismic issue in next generation reactor systems. In addition, consideration will be devoted to transfer the knowledge developed in the project to Generation III advanced systems, in line with the objective of the SNE-TP SRA to support present and future Light Water Reactors and their further development, for which safety issues are key aspects to be addressed. Note, in this respect, that the benefits of base isolation in terms of response to design seismic actions are already widely recognized for Generation III LWRs, along with the possibility of a significant standardization of structural and equipment design. We demonstrate that electronic transport in nickelate heterostructures can be manipulated through changes in the surface termination due to a strong coupling of the surface electrostatic properties to the structural properties of the Ni—O bonds that govern electronic conduction. We observe experimentally and from first-principles theory an asymmetric response of the structural properties of the films to the sign of the surface charge, which results from a strong interplay between electrostatic and mechanical boundary conditions governing the system. The structural response results in ionic buckling in the near-surface NiO? planes for films terminated with negatively charged NiO? and bulklike NiO? planes for films terminated with positively charged LaO planes. The ability to modify transport properties by the deposition of a single atomic layer can be used as a guiding principle for nanoscale device fabrication.

    The GMS countries, supported by the Asian Development Bank, have adopted a holistic, multidimensional approach to strengthen infrastructural linkages and facilitate cross border trade through (i) the establishment of a trans-boundary road connecting two economic nodes across marginalised areas, followed by 2) facilitation of environmentally and socially sound investments in these newly connected areas as a means to develop livelihoods. The North-South Economic Corridor is currently in its second phase of development, with investment opportunities to be laid out in the NSEC Strategy and Action Plan (SAP). It targets the ecologically and culturally sensitive border area between PR China's Yunnan Province, Northern Lao PDR, and Thailand. A trans-boundary, cross-sectoral Strategic Environmental Assessment was conducted to support the respective governments in assessing potential environmental and social impacts, developing alternatives and mitigation options, and feeding the findings back into the SAP writing process. Given the spatial dimension of corridor development-both with regard to opportunities and risks-particular emphasis was put in the application of spatial modelling tools to help geographically locate and quantify impacts as a means to guide interventions and set priorities.

  2. Hard X-ray Fluorescence Measurements of Heteroepitaxial Solid Oxide Fuel Cell Cathode Materials

    Commonly, SOFCs are operated at high temperatures (above 800°C). At these temperatures expensive housing is needed to contain an operating stack as well as coatings to contain the oxidation of the metallic interconnects. Lowering the temperature of an operating device would allow for more conventional materials to be used, thus lowering overall cost. Understanding the surface chemical states of cations in the surface of the SOFC cathode is vital to designing a system that will perform well at lower temperatures. The samples studied were grown by pulsed laser deposition (PLD) at the Environmental Molecular Sciences Laboratory (EMSL) at Pacific Northwest National Laboratory (PNNL). 20% strontium doped lanthanum manganite (LSM-20) was grown on YSZ and NGO (neodymium gallate). The films on YSZ have a fiber texture. LSM-20 on NGO is heteroepitaxial. Lanthanum strontium cobalt ferrite (LSCF-6428) films were grown on LAO and YSZ with a GDC barrier layer. Total X-ray Reflection Fluorescence (TXRF) was used to depth profile the samples. In a typical experiment, the angle of the incident beam is varied though the critical angle. Below the critical angle, the x-ray decays as an evanescent wave and will only penetrate the top few nanometers. TXRF experiments done on LSM films have suggested strontium segregates to the surface and form strontium enriched nanoparticles (1). It should be pointed out that past studies have focused on 30% strontium A-site doping, but this project uses 20% strontium doped lanthanum manganite. XANES and EXAFS data were taken as a function of incoming angle to probe composition as a function of depth. XANES spectra can be difficult to analyze fully. For other materials density functional theory calculations compared to near edge measurements have been a good way to understand the 3d valence electrons (2).

    The thermoelastic and structural properties of LaGaO{sub 3} perovskite have been studied using high resolution neutron diffractometry at 158 temperatures between 11 K and 548 K. Data collected in 2 K intervals between 410 K and 430 K show no evidence for an intermediate phase between the low temperature phase in space group Pbnm and the high temperature phase in space group F3{sup Macron }2/n. From a simultaneous fit of the unit cell volume and the isochoric heat capacity, the phonon density of states in the Pbnm phase is shown to be approximated by a two-term Debye model, with characteristic temperatures 294(1) K and 831(1) K. Vibrational Debye temperatures, determined from fitting the temperature variation of the atomic displacement parameters, show the cations to be more associated with the lower characteristic temperature, whilst that for the anions, is closer to the higher characteristic temperature. Structural parameters are presented as the amplitudes of the seven symmetry-adapted basis-vectors of the aristotype phase, and a structural basis for the temperature-dependence of the bond lengths is outlined. The phase transition in both temperature and pressure arises when a non-bonded La-O distance approaches the La coordination sphere. - Graphical abstract: The weight fraction of the rhombohedral phase of LaGaO{sub 3} from the onset of the phase transition at 408 K to its completion at 430 K.     The HEU spent nuclear fuel transport from Romania was a pilot project in the framework of the Russian Research Reactor Fuel Return Program (RRRFR), being the first fully certified spent nuclear fuel shipment by air. The successful implementation of the Romanian shipment also brought various new technology in the program, further used by other participating countries. Until 2009, the RRRFR program repatriated to the Russian Federation HEU spent nuclear fuel of Russian origin from many countries, like Uzbekistan, Czech Republic, Latvia, Hungary, Kazakhstan and Bulgaria. The means of transport used were various; from specialized TK-5 train for the carriage of Russian TUK-19 transport casks, to platform trains for 20 ft freight ISO containers carrying Czech Skoda VPVR/M casks; from river barge on the Danube, to vessel on the Mediterranean Sea and Atlantic Ocean. Initially, in 2005, the transport plan of the HEU spent nuclear fuel from the National Institute for R&D in Nuclear Physics and Nuclear Engineering 'Horia Hulubei' in Magurele, Romania considered a similar scheme, using the specialized TK-5 train transiting Ukraine to the destination point in the Russian Federation, or, as an alternative, using the means and route of the spent nuclear fuel periodically shipped from the Bulgarian nuclear power plant Kosloduy (by barge on the Danube, and by train through Ukraine to the Russian Federation). Due to impossibility to reach an agreement in due time with the transit country, in February 2007 the US, Russian and Romanian project partners decided to adopt the air shipment of the spent nuclear fuel as prime option, eliminating the need for agreements with any transit countries. By this time the spent nuclear fuel inspections were completed, proving the compliance of the burn-up parameters with the international requirements for air shipments of radioactive materials. The short air route avoiding overflying of any other countries except the country of origin and the country of destination also contributed to the decision making in this issue. The efficient project management and cooperation between the three countries (Russia, Romania and USA) made possible, after two and a half years of preparation work, for the first fully certified spent nuclear fuel air shipment to take place on 29th of June 2009, from Romanian airport 'Henri Coanda' to the Russian airport 'Koltsovo' near Yekaterinburg. One day before that, after a record period of 3 weeks of preparation, another HEU cargo was shipped by air from Romanian Institute for Nuclear Research in Pitesti to Russia, containing fresh pellets and therefore making Romania the third HEU-free country in the RRRFR program.

    An all alkoxide solution chemistry utilizing metal 2-methoxyethoxide complexes in 2-methoxyethanol was used to deposit thin-films of metal oxides on single-crystal metal oxide substrates and on biaxially textured metal substrates. This same chemistry was used to synthesize complex metal oxide nanoparticles. Nuclear Magnetic Resonance spectroscopy was used to study precursor solutions of the alkaline niobates and tantalates. Film crystallization temperatures were determined from x-ray diffraction patterns of powders derived from the metal oxide precursor solutions. Film structure was determined via x-ray diffraction. Film morphology was studied using scanning electron microscopy (SEM) and atomic force microscopy (AFM). Epitaxial thin-films of strontium bismuth tantalate (SrBi{sub 2}Ta{sub 2}O{sub 9}, SBT) and strontium bismuth niobate (SrBi{sub 2}Nb{sub 2}O{sub 9}, SBN) were deposited on single crystal [1 0 0] magnesium oxide (MgO) buffered with lanthanum manganate (LaMnO{sub 3}, LMO). Epitaxial thin films of LMO were deposited on single crystal [100] MgO via Rf-magnetron sputtering and on single crysal [100] lanthanum aluminate (LaAlO{sub 3}) via the chemical solution deposition technique. Epitaxial thin-films of sodium potassium tantalate (na{sub 0.5}K{sub 0.5}TaO{sub 3}, NKT), sodium potassium niobate (Na{sub 0.5}K{sub 0.5}NbO{sub 3}, NKN) and sodium potassium tantalum niobate (Na{sub 0.5}K{sub 0.5}Ta{sub 0.5}O{sub 3}, NKTN) were deposited on single crystal [1 0 0] lanthanum aluminate and [1 0 0] MgO substrates (NKT and NKN) and biaxially textured metal substrates via the chemical solution deposition technique. Epitaxial growth of thin-films of NKT, NKN and NKTN was observed on LAO and Ni-5% W. Epitaxial growth of thin-films of NKN and the growth of c-axis aligned thin-films of NKT was observed on MgO. Nanoparticles of SBT, SBN, NKT and NKN were synthesized in reverse micelles from alkoxide precursor solutions. X-ray diffraction and transmission electron spectroscopy investigations reveal that amorphous nanoparticles ({approx} 5 nm) of SBT and SBN were synthesized. X-ray diffraction investigations reveal that nanoparticles ({approx} nm) of NKT and NKN were also synthesized by this method.

    A database was generated of estimates of geographically referenced carbon densities of forest vegetation in tropical Southeast Asia for 1980. A geographic information system (GIS) was used to incorporate spatial databases of climatic, edaphic, and geomorphological indices and vegetation to estimate potential (i.e., in the absence of human intervention and natural disturbance) carbon densities of forests. The resulting map was then modified to estimate actual 1980 carbon density as a function of population density and climatic zone. The database covers the following 13 countries: Bangladesh, Brunei, Cambodia (Campuchea), India, Indonesia, Laos, Malaysia, Myanmar (Burma), Nepal, the Philippines, Sri Lanka, Thailand, and Vietnam. The data sets within this database are provided in three file formats: ARC/INFOTM exported integer grids, ASCII (American Standard Code for Information Interchange) files formatted for raster-based GIS software packages, and generic ASCII files with x, y coordinates for use with non-GIS software packages. This database includes ten ARC/INFO exported integer grid files (five with the pixel size 3.75 km x 3.75 km and five with the pixel size 0.25 degree longitude x 0.25 degree latitude) and 27 ASCII files. The first ASCII file contains the documentation associated with this database. Twenty-four of the ASCII files were generated by means of the ARC/INFO GRIDASCII command and can be used by most raster-based GIS software packages. The 24 files can be subdivided into two groups of 12 files each. These files contain real data values representing actual carbon and potential carbon density in Mg C/ha (1 megagram = 10{sup 6} grams) and integer-coded values for country name, Weck's Climatic Index, ecofloristic zone, elevation, forest or non-forest designation, population density, mean annual precipitation, slope, soil texture, and vegetation classification. One set of 12 files contains these data at a spatial resolution of 3.75 km, whereas the other set of 12 files has a spatial resolution of 0.25 degree. The remaining two ASCII data files combine all of the data from the 24 ASCII data files into 2 single generic data files. The first file has a spatial resolution of 3.75 km, and the second has a resolution of 0.25 degree. Both files also provide a grid-cell identification number and the longitude and latitude of the center-point of each grid cell. The 3.75-km data in this numeric data package yield an actual total carbon estimate of 42.1 Pg (1 petagram = 10{sup 15} grams) and a potential carbon estimate of 73.6 Pg; whereas the 0.25-degree data produced an actual total carbon estimate of 41.8 Pg and a total potential carbon estimate of 73.9 Pg. Fortran and SAS{trademark} access codes are provided to read the ASCII data files, and ARC/INFO and ARCVIEW command syntax are provided to import the ARC/INFO exported integer grid files.   8. Challenges for Lithuania: Ignalina NPP Early Closure

    As a condition of accession into the European Union (EU), Lithuania is committed to the closure and decommissioning of Ignalina NPP comprising two RBMK-1500 reactor units (Fig. 1). It was agreed in a special protocol to the Accession Treaty that, in return for adequate EU financial assistance, Unit 1 would be closed before 2005 and Unit 2 by the end of 2009. The first unit was duly shut down on December 31, 2004. Lithuania, which has borders with Russia (Kaliningrad territory), Poland, Latvia and Belarus, spent fifty years as part of the Soviet Union and was deeply integrated into its economy and electrical infrastructure. At the break-up of the USSR, Lithuania inherited electricity generating capacity designed to supply the north-west region including ownership of Ignalina NPP located in the north-east of the country. Ignalina NPP Unit 1 was commissioned in 1983, Unit 2 in 1987; the planned lifespan of each unit was 30 years. Construction of a third unit was started but never completed. Since Lithuania became independent in 1990, Ignalina NPP has typically contributed more than 70% of national power supply. The town of Visaginas (population approx. 30,000) was purpose built to serve the plant and staff were brought in from throughout the USSR. With 3200 direct employees, Ignalina NPP remains by far the largest employer. Although there are pockets of Russian-language speakers in communities throughout Lithuania, Visaginas is the only example on a whole-town scale. Thus closure of Ignalina NPP within the restricted timescale required by the EU Accession Treaty commitment set an exceptional challenge to Lithuania. However, since the preparatory phase of decommissioning started in 2000, notable progress has been made, experience gained and lessons learnt. At present Unit 1 remains partially fueled in a state of care and maintenance. Partly burnt fuel is being transferred from Unit 1 to Unit 2 for further irradiation in order to minimize the commitment of new fuel thereby reducing operating costs and the final quantity of spent fuel. Design and construction of the facilities for spent fuel storage, waste processing and free-release is ongoing. The siting of the Near Surface Repository is now in the final stages of approval and construction of the landfill facility is under tendering. In order to facilitate the approval process and minimize the transport of waste, both disposal facilities will be within the boundary of the NPP site. Approximately 450 staff are employed at the shutdown Unit 1 for the safe maintenance of essential systems. The total staffing level at the plant is currently being reduced by around 200 each year, with a larger release to take place at the closure of Unit 2. It is envisaged that 2000 staff will be required for the dismantling operations. Although Ignalina NPP is still in the early stages of closure and decommissioning, some important lessons have already been learnt: Firstly, the importance considering social and financial issues as well as technical factors in deciding the decommissioning strategy. This should be done before the preparation is started of the FDP. The same broad consideration should also be given to the economic restructuring of the local area. Consultation is necessary with local and national authorities, and other stakeholders up to ensure a common vision. At Ignalina NPP it was considered essential to staff morale and the maintenance of a strong safety culture to guarantee the special social and employment benefits to dismissed staff in law [9]. At the same time, measures were also adopted to encourage certain key personnel to remain at the plant until closure. The case of Lithuania, which at independence had no legislative framework or management infrastructure for radioactive waste, may be exceptional; however, for all decommissioning projects it is necessary to have, from the outset, a clear strategy on waste storage and disposal.
