  3. Pennsylvania to require statewide recycling of solid wastes

    The new law, requiring trash recycling in 407 communities affecting 7.8 million Pennsylvanians, is a key component of the Casey administration's comprehensive environmental clean up plant. The new recycling law requires municipalities with more than 10,000 residents to start curb-side recycling programs within two years. Communities with 5000 to 10,000 residents must start recycling in three years. The goal is to reduce the state's volume of solid waste by 25 percent by 1997. Nine million tons of trash are generated each year in Pennsylvania, with 95 percent of it landfilled and only one percent recycled. Much of the state's solid waste must be transported over increasing distances at increasing costs to be disposed of. Average trash disposal costs have increased 150 percent in the past three years. The new law requires communities to recycle three of eight materials, including glass, colored glass, aluminum, steel and bimetallic cans, high-grade office paper, newsprint, corrugated paper and plastics. All communities must recycle leaf waste. The legislation shifts responsibility for planning solid waste disposal from municipalities to counties, reimbursing counties 80 percent of the cost of developing comprehensive recycling plans and 50 percent of the cost of hiring a recycling coordinator. The program will be self-supporting through a $2-per-ton fee on all garbage going to landfills and resource recovery.

    The Moyer Landfill is an inactive privately owned landfill located in Lower Providence Township in Montgomery County, Pennsylvania. The site was operated as a municipal landfill from the 1940's until April 1981, during which time it received municipal refuse and sewage sludges. According to local Federal Bureau of Investigation (FBI) officials, the landfill accepted a variety of solid and liquid hazardous wastes, including polychlorinated biphenyls (PCBs), solvents, paints, low-level radioactive wastes, and incinerated materials in bulk form and/or containerized in drums. In 1972, when the Pennsylvania Dept. of Environmental Resources (PADER) rules and regulations became more restrictive, this landfill was cited, and finally in 1981, it was closed and brought into receivership of the U.S. District Court.

    In this project, Building America team IBACOS worked with a builder of single- and multifamily homes in southwestern Pennsylvania (climate zone 5) to understand its methods of successfully using polyethylene sheeting over aggregate as a capillary break beneath the slab in new construction. This builders homes vary in terms of whether they have crawlspaces or basements. However, in both cases, the strategy protects the home from water intrusion via capillary action (e.g., water wicking into cracks and spaces in the slab), thereby helping to preserve the durability of the home.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Pennsylvania homeowners. Moving to the 2012 IECC from Chapter 11 of the 2009 International Residential Code (IRC) is cost-effective over a 30-year life cycle. On average, Pennsylvania homeowners will save $8,632 with the 2012 IECC. Each year, the reduction to energy bills will significantly exceed increased mortgage costs. After accounting for up-front costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $515 for the 2012 IECC.

    This report was prepared in response to US Nuclear Regulatory Commission (NRC) comments received in a letter of 8 March 1994. This letter included discussions of the US Department of Energy (DOE) 21 May 1993 geomorphic report for the Canonsburg, Pennsylvania, site. To clarify the NRC`s position, a DOE/NRC conference call was held on 12 April 1994. The NRC clarified that it did not require a preliminary erosion protection design for the Canonsburg site, but directed the DOE to address a ``one-bad-year`` scenario. The NRC wants confirmation that one bad year of stream flooding and landsliding will not release residual radioactive material (RRM) from the Canonsburg site into the creek. The NRC is concerned that a bad year theoretically could occur between postcell-closure inspections. These annual inspections are conducted in September or October. The NRC suggested that the following procedures should be conducted in this analysis: a flooding analysis, including the maximum saturation levels (flood water elevations) anticipated during a 100-year flood; a stream bank erosion analysis to determine how much of the bank adjacent to the site may be removed in a bad year; a slope stability analysis to determine how far back the site would be disturbed by slope instability that could be triggered by a bad year of stream bank erosion; and a ``critical cross section`` study to show the relationship of the RRM located outside the disposal cell to the maximum computer estimated erosion/landslide activity.

    A study was made of possible hazardous working conditions at Consolidated Freightways, Pocono Summit, Pennsylvania. The request concerned potential exposure of dock workers to exhaust emissions from diesel-powered forklift trucks brought about by the health complaints of several of the workers there. Twenty-one workers were identified as symptomatic of exposure to diesel exhaust fumes. This included at least half of the midnight shift. Upper respiratory tract irritation was mentioned by all of these workers. Some reported eye irritation, cough productive of black-tinged sputum, and sore throat. These symptoms lessened during periods away from work. Airborne concentrations of all components measured at the site were well below the applicable exposure limits. A potential health hazard associated with exposure to diesel engine exhaust existed. The authors recommend that whenever a forklift truck is to be left unattended for more than the shortest of periods, the motor should be turned off. The newer forklifts should be used on a shift before the older, less emission controlled, lifts. Roof exhaust fans ordered are to be installed at the facility and their effectiveness evaluated.

    Environmental and breathing-zone samples were analyzed for polynuclear aromatic hydrocarbons (PAH), total particulates, and respirable free silica at the Airco Company (SIC-3624), Saint Marys, Pennsylvania in January, 1984. The evaluation was requested confidentially because of concern over exposures to soot, coal tar pitch volatiles, and sand in the car bottom and sagger bake operations. Forty-three employees were interviewed. Two of 19 total particulate samples exceeded the OSHA standard of 15 milligrams per cubic meter (mg/m3), 17.3 and 32.7 mg/m3. Benzene soluble fractions ranged from 0.5 to 5.0 mg/m3. The OSHA standard for benzene soluble fractions is 0.2 mg/m3. Two of seven samples of silica were above the limit of detection, 0.09 and 0.06 mg/m3. In bulk samples, the benzene soluble fractions ranged from 0.44 to 860 mg/gram and the PAH content from 0 to 26,124 micrograms per gram. Employees working in the bake areas reported a significant excess incidence of symptoms such as skin, nose and eye irritation, cough, sore or dry throat, chest tightness, and breathing difficulty. The authors conclude that a health hazard exists at the facility. Recommendations include enclosing vehicles used in moving electrodes, cleaning up spilled dust, and controlling fumes emitted from the sagger kilns.

    Cabrera Services Inc. (CABRERA) is the remedial contractor for the Shallow Land Disposal Area (SLDA) Site in Armstrong County Pennsylvania, a United States (US) Army Corps of Engineers - Buffalo District (USACE) contract. The remediation is being completed under the USACE's Formerly Utilized Sites Remedial Action Program (FUSRAP) which was established to identify, investigate, and clean up or control sites previously used by the Atomic Energy Commission (AEC) and its predecessor, the Manhattan Engineer District (MED). As part of the management of the FUSRAP, the USACE is overseeing investigation and remediation of radiological contamination at the SLDA Site in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), 42 US Code (USC), Section 9601 et. seq, as amended and, the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), Title 40 of the Code of Federal Regulations (CFR) Section 300.430(f) (2). The objective of this project is to clean up radioactive waste at SLDA. The radioactive waste contains special nuclear material (SNM), primarily U-235, in 10 burial trenches, Cabrera duties include processing, packaging and transporting the waste to an offsite disposal facility in accordance with the selected remedial alternative as defined in the Final Record of Decision (USACE, 2007). Of particular importance during the remediation is the need to address nuclear criticality safety (NCS) controls for the safe exhumation and management of waste containing fissile materials. The partnership between Cabrera Services, Inc. and Measutronics Corporation led to the development of a valuable survey tool and operating procedure that are essential components of the SLDA Criticality Safety and Material Control and Accountability programs. Using proven existing technologies in the design and manufacture of the Mobile Survey Cart, the continued deployment of the Cart will allow for an efficient and reliable methodology to allow for the safe exhumation of the Special Nuclear Material in existing SLDA trenches.     The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: Demand-side management This refers to efforts to reduce energy use through energy efficiency and conservation measures. Off-grid, facility and household scale renewable energy systems These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid. This will require the development of miniature electric grids to serve these interconnected facilities. Medium to large scale renewable energy development for sale to the grid In areas where viable renewable energy resources exist and there is access to the conventional electric utility grid, these resources can be developed and sold to the wholesale electricity market. Facility scale, net metered renewable energy systems These are renewable energy systems that provide power to individual households or facilities that are connected to conventional electric utility grid.

    PICES (Probabilistic Investigation of Capacity and Energy Shortages) was developed for estimating an electric utility''s expected frequency and duration of capacity deficiencies on a daily on and off-peak basis. In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis. The calculational procedure takes into account user restrictions to limit generation configurations to an area of economic interest. The optimization program reports whether the restrictions acted as a constraint on the solution.     The environmental impacts associated with remedial actions in connection with residual radioactive materials remaining at the inactive uranium processing site located in Canonsburg, Washington County, Pennsylvania are evaluated. The Canonsburg site is an 18.5-acre property that was formerly owned by the Vitro Rare Metals Company. The expanded Canonsburg site would be 30-acre property that would include the Canonsburg site (the former Vitro Rare Metals plant), seven adjacent private houses, and the former Georges Pottery property. During the period 1942 through 1957 the Vitro Manufacturing Company and its successor, the Vitro Corporation of America, processed onsite residues and ores, and government-owned ores, concentrates, and scraps to extract uranium and other rare metals. The Canonsburg site is now the Canon Industrial Park. In addition to storing the residual radioactive materials of this process at the Canonsburg site, about 12,000 tons of radioactively contaminated materials were transferred to a railroad landfill in Burrell Township, Indiana County, Pennsylvania. This Canonsburg FEIS evaluates five alternatives for removing the potential public health hazard associated with the radioactively contaminated materials. In addition to no action, these alternatives involve various combinations of stabilization of the radioactively contaminated materials in place or decontamination of the Canonsburg and Burrell sites by removing the radioactively contaminated materials to another location. In addition to the two sites mentioned, a third site located in Hanover Township, Washington County, Pennsylvania has been considered as a disposal site to which the radioactively contaminated materials presently located at either of the other two sites might be moved.

Four air-based heating, ventilation, and air conditioning distribution systems--a typical airflow ducted system to the bedrooms, a low airflow ducted system to the bedrooms, a system with transfer fans to the bedrooms, and a system with no ductwork to the bedrooms--were evaluated during heating, cooling, and midseason conditions.     This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose. Fly ash derived from cofiring coal with waste paper, sunflower hulls, and wood waste showed a broad spectrum of chemical and physical characteristics, according to American Society for Testing and Materials (ASTM) C618 procedures. Higher-than-normal levels of magnesium, sodium, and potassium oxide were observed for the biomass-coal fly ash, which may impact utilization in cement replacement in concrete under ASTM requirements. Other niche markets for biomass-derived fly ash were explored. Research was conducted to develop/optimize a catalytic partial oxidation-based concept for a simple, low-cost fuel processor (reformer). Work progressed to evaluate the effects of temperature and denaturant on ethanol catalytic partial oxidation. A catalyst was isolated that had a yield of 24 mole percent, with catalyst coking limited to less than 15% over a period of 2 hours. In biodiesel research, conversion of vegetable oils to biodiesel using an alternative alkaline catalyst was demonstrated without the need for subsequent water washing. In work related to biorefinery technologies, a continuous-flow reactor was used to react ethanol with lactic acid prepared from an ammonium lactate concentrate produced in fermentations conducted at the EERC. Good yields of ester were obtained even though the concentration of lactic acid in the feed was low with respect to the amount of water present. Esterification gave lower yields of ester, owing to the lowered lactic acid content of the feed. All lactic acid fermentation from amylose hydrolysate test trials was completed. Management activities included a decision to extend several projects to December 31, 2003, because of delays in receiving biomass feedstocks for testing and acquisition of commercial matching funds. In strategic studies, methods for producing acetate esters for high-value fibers, fuel additives, solvents, and chemical intermediates were discussed with several commercial entities. Commercial industries have an interest in efficient biomass gasification designs but are waiting for economic incentives. Utility, biorefinery, pulp and paper, or other industries are interested in lignin as a potential fuel or feedstock but need more information on properties.

    The U.S. Army Corps of Engineers Buffalo District is evaluating environmental radioactive contamination at several Formerly Utilized Sites Remedial Action Program (FUSRAP) sites throughout New York, Pennsylvania, Ohio, and Indiana. The investigations follow the process defined in the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Groundwater data from the Niagara Falls Storage Site (NFSS) in Lewiston, New York were evaluated for isotopic uranium ratios, specifically uranium-234 versus uranium-238 (U- 234 and U-238, respectively), and the results were presented at Waste Management 2006. Since uranium naturally occurs in all groundwater, it can be difficult to distinguish where low-concentration impacts from past releases differ from the high end of a site-specific natural background range. In natural groundwater, the ratio of U-234 to U-238 exceeds 1 (unity) due to the alpha particle recoil effect, in which U-234 is preferentially mobilized to groundwater from adjacent rock or soil. This process is very slow and may take hundreds to thousands of years before a measurable increase is seen in the natural isotopic ratio. If site releases are the source of uranium being measured in groundwater, the U-234 to U-238 ratio is commonly closer to 1, which normally reflects FUSRAP-related, uranium-contaminated wastes and soils. This lower ratio occurs because not enough residence time has elapsed since the 1940's and 1950's for the alpha particle recoil effect to have significantly altered the contamination-derived ratio. An evaluation of NFSS-specific and regional groundwater data indicate that an isotopic ratio of 1.2 has been identified as a signature value to help distinguish natural groundwater, which may have a broad background range, from zones impacted by past releases.   18. Hualapai Tribal Utility Development Project

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West.     During the next two decades the transuranic (TRU) waste now stored in the burial trenches and storage facilities at the Hanford Sits in southeastern Washington State is to be retrieved, processed at the Waste Receiving and Processing Facility, and shipped to the Waste Isolation Pilot Plant (WIPP), near Carlsbad, New Mexico for final disposal. Approximately 5.7 percent of the TRU waste to be retrieved for shipment to WIPP was generated by the decontamination and decommissioning (D&D) of the Westinghouse Advanced Reactors Division (WARD) and the Westinghouse Nuclear Fuels Division (WNFD) in Cheswick, Pennsylvania and shipped to the Hanford Sits for storage. This report characterizes these radioactive solid wastes using process knowledge, existing records, and oral history interviews.

    A walk through survey was conducted at the East Penn Manufacturing Company (SIC-3341), Lyon Station, Pennsylvania to identify and evaluate potentially effective controls and work practices in the lead (7439921) reclamation industry. The facility was a secondary lead smelter which operated 7 days a week, and recycled about 20,000 batteries a day, primarily automobile batteries. The company employed automation, local exhaust ventilation, partial enclosures, and enclosed ventilation systems in the reverberatory furnace operations, blast furnace operations, and casting and refinery area to reduce employee exposure to lead. The arsenic (7440382) personal exposure time weighted averages ranged from 0.10 to 1.14 microg/cubic m in the industrial battery breaking area and ranged from nondetected to 6.16 microg/cubic m in the alloying/pots area.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public Service, Salt River Project, Xcel and Nevada Power Company as well as the Arizona electric cooperatives. In the second phase of the project, three years of 10 second power output data of the SGSSS was used to evaluate the effectiveness of frequency domain analysis, normal statistical distribution analysis and finally maximum/minimum differential output analysis to test the applicability of these mathematic methods in accurately modeling the output variations produced by clouds passing over the SGSSS array.

    China has the most coal fires, but India has the largest concentration of them. The effect of coal fires on the once thriving town of Centralia, Pennsylvania is described. There have been eight attempts to put the fire out using different methods (it has been burning for 43 years), but has now been left to burn. It could burn for another 205 years. The population of the town have mostly been relocated.
