    2003-08-01

Tensions on the Korean Peninsula remain high despite a long-term strategy by South Korea to increase inter-Korean exchanges in economics, culture, sports, and other topics. This is because the process of reconciliation has rarely extended to military and security topics and those initiatives that were negotiated have been ineffective. Bilateral interactions must include actions to reduce threats and improve confidence associated with conventional military forces (land, sea, and air) as well as nuclear, chemical, and biological activities that are applicable to developing and producing weapons of mass destruction (WMD). The purpose of this project is to develop concepts for inter-Korean confidence building measures (CBMs) for military and WMD topics that South Korea could propose to the North when conditions are right. This report describes the historical and policy context for developing security-related CBMs and presents an array of bilateral options for conventional military and WMD topics within a consistent framework. The conceptual CBMs address two scenarios: (1) improved relations where construction of a peace regime becomes a full agenda item in inter-Korean dialogue, and (2) continued tense inter-Korean relations. Some measures could be proposed in the short term under current conditions, others might be implemented in a series of steps, while some require a higher level of cooperation than currently exists. To support decision making by political leaders, this research focuses on strategies and policy options and does not include technical details.

Summary of recent ORAU decommissioning activities at the Oak Ridge National Laboratory (ORNL) and the East Tennessee Technology Park (ETTP). Project objective was to generate approved Waste Lot Profiles for legacy facilities scheduled for demolition and shipment to the Environmental Management Waste Management Facility (EMWMF) or appropriate alternate facility. The form and content of process knowledge (PK) reports were developed with input from the EMWMF Waste Acceptance Criteria (WAC) Attainment Team and regulators. PK may be defined as the knowledge of the design and the history of operations that occurs during the life cycle of a facility (paraphrased from SRNL guidance) - similar to the MARSSIM historical site assessment. Some types of PK data used to decommission ORNL and ETTP facilities include: (1) Design drawings; (2) Historical documents [e.g., History of the Oak Ridge National Laboratory by Thomas (1963) and A Brief History of the Chemical Technical Division (ORNL/M-2733)]; (3) Historical photographs; (4) Radiological survey reports; (5) Facility-specific databases - (a) Spill history, (b) Waste Information Tracking System (WITS), and (c) Hazardous Materials Management Information System (HMMIS); (6) Facility walkdown summary reports; and (7) Living memory data. Facility walkdowns are critical for worker safety planning and to assure on-the-ground-conditions match historical descriptions. For Oak Ridge operations, investigators also document the nature and number of items requiring special handling or disposition planning, such as the following: (1) Items containing polychlorinated biphenyls, asbestos, lead, or refrigerants; (2) Items with physical WAC restriction (e.g., large items, pipes, and concrete); and (3) Too 'hot' for EMWMF. Special emphasis was made to interview facility managers, scientists, technicians, or anyone with direct knowledge of process-related activities. Interviews often led to more contact names and reports but also offered anecdotal accounts of releases, process-related operations, maintenance activities, and other relevant information not addressed in the written record. 'Fun' part of PK data gathering. Often got not-so-useful information such as, 'The operations manager was a jerk and we all hated him.' PK data are used to indicate the presence or absence of contaminants. Multiple lines of investigation are necessary for characterization planning and to help determine which disposal facility is best suited for targeted wastes. The model used by ORAU assisted remediation contractors and EMWMF managers by identifying anomalous waste and items requiring special handling.

    1997-04-01

Confidence building measures (CBMs), particularly military ones, that address the security needs of North and South Korea could decrease the risk of conflict on the Korean Peninsula and help create an environment in which to negotiate a peace regime. The Korea Institute for Defense Analyses (KIDA) and the Cooperative Monitoring Center (CMC) of Sandia National Laboratories collaborated to identify potential CBMs and define associated monitoring. The project is a conceptual analysis of political and technical options for confidence building that might be feasible in Korea at some future time. KIDA first analyzed current security conditions and options for CBMs. Their conclusions are presented as a hypothetical agreement to strengthen the Armistice Agreement by establishing Limited Force Deployment Zones along the Military Demarcation Line. The goal of the hypothetical agreement is to increase mutual security and build confidence. The CMC then used KIDA`s scenario to develop a strategy for cooperative monitoring the agreement. Cooperative monitoring is the collecting, analyzing and sharing of agreed information among parties to an agreement and typically relies on the use of commercially available technology. A cooperative monitoring regime must be consistent with the agreement`s terms; the geographic, logistic, military, and political factors in the Korean setting; and the capabilities of monitoring technologies. This report describes the security situation on the Korean peninsula, relevant precedents from other regions, the hypothetical agreement for reducing military tensions, a monitoring strategy for the hypothetical Korean agreement, examples of implementation, and a description of applicable monitoring technologies and procedures.

    2008-03-11

Surface waves were generated by the North Korean nuclear explosion of 9 October 2006 and recorded at epicentral distances up to 34 degrees, from which we estimated a surface wave magnitude (M{sub s}) of 2.94 with an interstation standard deviation of 0.17 magnitude units. The International Data Centre estimated a body wave magnitude (m{sub b}) of 4.1. This is the only explosion we have analyzed that was not easily screened as an explosion based on the differences between the M{sub s} and m{sub b} estimates. Additionally, this M{sub s} predicts a yield, based on empirical M{sub s}/Yield relationships, that is almost an order of magnitude larger then the 0.5 to 1 kiloton reported for this explosion. We investigate how emplacement medium effects on surface wave moment and magnitude may have contributed to the yield discrepancy.

The in-containment water storage system (IWSS) is a newly adopted system in the design of the Korean Next Generation Reactor (KNGR). It consists of the in-containment refueling water storage tank, holdup volume tank, and cavity flooding system (CFS). The IWSS has the function of steam condensation and heat sink for the steam release from the pressurizer and provides cooling water to the safety injection system and containment spray system in an accident condition and to the CFS in a severe accident condition. With the progress of the KNGR design, the Korea Institute of Nuclear Safety has been developing Safety and Regulatory Requirements and Guidances for safety review of the KNGR. In this paper, regarding the IWSS of the KNGR, the major contents of the General Safety Criteria, Specific Safety Requirements, Safety Regulatory Guides, and Safety Review Procedures were introduced, and the safety review items that have to be reviewed in-depth from the regulatory viewpoint were also identified.

According to the acceptance criteria for a low and intermediate level radioactive waste (LILW) listed in Notice No. 2012-53 of the Nuclear Safety and Security Commission (NSSC), specific concentrations of radionuclides inside a drum has to be identified and quantified. In 5 years of effort, scaling factors were derived through destructive radiochemical analysis, and the dry active waste, spent resin, concentration bottom, spent filter, and sludge drums generated during 2004 ? 2008 were evaluated to identify radionuclide inventories. Eventually, only dry active waste among LILWs generated from Korean NPPs were first shipped to a permanent disposal facility on December 2010. For the LILWs generated after 2009, the radionuclides are being radiochemically quantified because the Notice clarifies that the certifications of the scaling factors should be verified biennially. During the operation of NPP, the radionuclides designated in the Notice are formed by neutron activation of primary coolant, reactor structural materials, corrosion products, and fission products released into primary coolant through defects or failures in fuel cladding. Eventually, since the radionuclides released into primary coolant are transported into the numerous auxiliary and support systems connected to primary system, the LILWs can be contaminated, and the radionuclides can have various concentration distributions. Thus, radioactive wastes, such as spent resin and dry active waste generated at various Korean NPP sites, were sampled at each site, and the activities of the regulated radionuclides present in the sample were determined using radiochemical methods. The scaling factors were driven on the basis of the activity ratios between a or ?-emitting nuclides and ?-emitting nuclides. The resulting concentrations were directly compared with the established scaling factors' data using statistical methods. In conclusions, the established scaling factors were verified with a reliability of within 2?, and the scaling factors will be applied for newly analyzed LILWs to evaluate the radionuclide inventories. 2012-10-15

Introduction: The objective of this study was to evaluate associations between blood lead, cadmium, and mercury levels with estimated glomerular filtration rate in a general population of South Korean adults. Methods: This was a cross-sectional study based on data obtained in the Korean National Health and Nutrition Examination Survey (KNHANES) (2008-2010). The final analytical sample consisted of 5924 participants. Estimated glomerular filtration rate (eGFR) was calculated using the MDRD Study equation as an indicator of glomerular function. Results: In multiple linear regression analysis of log2-transformed blood lead as a continuous variable on eGFR, after adjusting for covariates including cadmium and mercury, the difference in eGFR levels associated with doubling of blood lead were -2.624 mL/min per 1.73 m Superscript-Two (95% CI: -3.803 to -1.445). In multiple linear regression analysis using quartiles of blood lead as the independent variable, the difference in eGFR levels comparing participants in the highest versus the lowest quartiles of blood lead was -3.835 mL/min per 1.73 m Superscript-Two (95% CI: -5.730 to -1.939). In a multiple linear regression analysis using blood cadmium and mercury, as continuous or categorical variables, as independent variables, neither metal was a significant predictor of eGFR. Odds ratios (ORs) and 95% CI values for reduced eGFR calculated for log2-transformed blood metals and quartiles of the three metals showed similar trends after adjustment for covariates. Discussion: In this large, representative sample of South Korean adults, elevated blood lead level was consistently associated with lower eGFR levels and with the prevalence of reduced eGFR even in blood lead levels below 10 {mu}g/dL. In conclusion, elevated blood lead level was associated with lower eGFR in a Korean general population, supporting the role of lead as a risk factor for chronic kidney disease.

  1. Physics Based on Physical Monism

    E-Print Network [OSTI]

    Seong-Dong Kim

    2006-03-22

Based on a physical monism, which holds that the matter and space are classified by not a difference of their kind but a difference of magnitude of their density, I derive the most fundamental equation of motion, which is capable of providing a deeper physical understanding than the known physics. For example, this equation answers to the substantive reason of movement, and Newton's second law, which has been regarded as the definition of force, is derived in a substantive level from this equation. Further, the relativistic energy-mass formula is generalized to include the potential energy term, and the Lorentz force and Maxwell equations are newly derived.

  2. Summary of the particle physics and technology working group

    SciTech Connect (OSTI)

    Stephan Lammel et al.

    2002-12-10

Progress in particle physics has been tightly related to technological advances during the past half century. Progress in technologies has been driven in many cases by the needs of particle physics. Often, these advances have benefited fields beyond particle physics: other scientific fields, medicine, industrial development, and even found commercial applications. The particle physics and technology working group of Snowmass 2001 reviewed leading-edge technologies recently developed or in the need of development for particle physics. The group has identified key areas where technological advances are vital for progress in the field, areas of opportunities where particle physics may play a principle role in fostering progress, and areas where advances in other fields may directly benefit particle physics. The group has also surveyed the technologies specifically developed or enhanced by research in particle physics that benefit other fields and/or society at large.

We analyze the entire publication database of the American Physical Society generating longitudinal (50 years) citation networks geolocalized at the level of single urban areas. We define the knowledge diffusion proxy, and scientific production ranking algorithms to capture the spatio-temporal dynamics of Physics knowledge worldwide. By using the knowledge diffusion proxy we identify the key cities in the production and consumption of knowledge in Physics as a function of time. The results from the scientific production ranking algorithm allow us to characterize the top cities for scholarly research in Physics. Although we focus on a single dataset concerning a specific field, the methodology presented here opens the path to comparative studies of the dynamics of knowledge across disciplines and research areas

Many are familiar with the technical journals and other publications that American Nuclear Society (ANS) members receive. However, there is a whole series of documents that is helpful to any nuclear society group for a modest fee or no fee. The author is referring to documents such as the ANS Bylaws and Rules, which have been made available to almost every existing nuclear society in the world. He remembers working with groups from Russia, Europe, China, Japan, Brazil, France, Germany, and others when they sought the experience of ANS in establishing a society. Financial planning guides are available for meetings, international conferences, technical expositions, and teacher workshops. Periodically, the ANS publishes position papers on the uses and handling of fuel materials and other publications helpful to public relations and teacher training courses. A few have had distributions in the hundreds of thousands, and one went as high as 750,000. Some of these have been translated in part into Spanish, French, Portuguese, and Japanese. Nuclear Standards are developed by a series of ANS committees consisting of about 1000 experts--the largest technical operation of ANS. Buyers guides and directories are very helpful in promoting the commerce in the nuclear industry. The Utility Directory covers utilities all over the globe. Radwaste Solutions, the new name for the former Radwaste Magazine, covers the efforts made by all sectors--private, government, and utility--to deal with radioactive waste. In the author's opinion, the one area in which all societies are weak is in interfacing with the International Atomic Energy Agency (IAEA). Since his retirement 9 yr ago, he has become much more aware of the IAEA as a news and technical information source. The ANS is trying to be more aware of what the IAEA is doing for everyone.

    Westwood, A.R.C.

    1995-11-01

The needs of today`s advanced societies have moved well beyond the requirements for food and shelter, etc., and now are focused on such concerns as international peace and domestic security, affordable health care, the swift and secure transmission of information, the conservation of resources, and a clean environment. Progress in materials science and engineering is impacting each of these concerns. This paper will present some examples of how this is occurring, and then comment on ethical dilemmas that can arise as a consequence of technological advances. The need for engineers to participate more fully in the development of public policies that help resolve such dilemmas, and so promote the benefits of advancing technology to society, will be discussed.

    SciTech Connect (OSTI)

    Dufva, B.

    1988-01-01

The circumstances for the protection of nuclear power plants are special in Sweden. A very important factor is that armed guards at the facilities are alien to the Swedish society. They do not use them. The Swedish concept of physical protection accepts that the aggressor will get into the facility. With this in mind, the Swedish Nuclear Power Inspectorate (SKI) has established the policy that administrative, technical, and organizational measures will be directed toward preventing an aggressor from damaging the reactor, even if he has occupied the facility. In addition, the best conditions possible shall be established for the operator and the police to reoccupy the plant. The author believes this policy is different from that of many other countries. Therefore, he focusses on the Swedish philosophy and techniques for the physical protection of nuclear power plants.

    2011-09-16

This document describes my talk (based on work by JoAnne Hewett, Sandip Pakvasa, Alexey Petrov, Gagik Yeghiyan and myself) given at the 2011 Meeting of the Division of Particles and Fields of the American Physical Society (8/9/11-8/13/11) hosted by the Physics Department at Brown University. We perform a study of the Standard Model (SM) fit to the mixing quantity Delta M_B_s in order to bound contributions of New Physics (NP) to B_s mixing. We then use this to explore the branching fraction of B_s->mu+mu- in several models of New Physics.

The paper discusses fundamental problems in mathematical description of social systems based on physical concepts, with so-called statistical social systems being the main subject of consideration. Basic properties of human beings and human societies that distinguish social and natural systems from each other are listed to make it clear that individual mathematical formalism and physical notions should be developed to describe such objects rather then can be directly inherited from classical mechanics and statistical physics. As a particular example systems with motivation are considered. Their characteristic features are analyzed individually and the appropriate mathematical description is proposed. Finally the paper concludes that the basic elements necessary for describing statistical social systems or, more rigorously, systems with motivation are available or partly developed in modern physics and applied mathematics.

This is a written version of a series of lectures aimed at graduate students and postdoctoral fellows in particle theory/string theory/particle experiment familiar with the basics of the Standard Model. We begin with an overview of flavor physics and its implications for new physics. We emphasize the "new physics flavor puzzle". Then, we give four specific examples of flavor measurements and the lessons that have been (or can be) drawn from them: (i) Charm physics: lessons for supersymmetry from the upper bound on $\\Delta m_D$. (ii) Bottom physics: model independent lessons on the KM mechanism and on new physics in neutral B mixing from $S_{\\psi K_S}$. (iii) Top physics and beyond: testing minimal flavor violation at the LHC. (iv) Neutrino physics: interpreting the data on neutrino masses and mixing within flavor models.

Protein folding has become one of the most actively studied problems in modern molecular biophysics. Approaches to the problem combine ideas from the physics of disordered systems, polymer physics, and molecular biology. Much can be learned from the statistical properties of model heteropolymers, the chain molecules having different monomers in irregular sequences. Even in highly evolved proteins, there is a strong random element in the sequences, which gives rise to a statistical ensemble of sequences for a given folded shape. Simple analytic models give rise to phase transitions between random, glassy, and folded states, depending on the temperature T and the design temperature T{sup des} of the ensemble of sequences. Besides considering the analytic results obtainable in a random-energy model and in the Flory mean-field model of polymers, the article reports on confirming numerical simulations. 17. Physics of Primordial Universe

    E-Print Network [OSTI]

    Maxim Yu. Khlopov

    2003-09-25

The physical basis of the modern cosmological inflationary models with baryosynthesis and nonbaryonic dark matter and energy implies such predictions of particle theory, that, in turn, apply to cosmology for their test. It makes physics of early Universe ambiguous and particle model dependent. The study of modern cosmology is inevitably linked with the probe for the new physics, underlying it. The particle model dependent phenomena, such as unstable dark matter, primordial black holes, strong primordial inhomogeneities, can play important role in revealing the true physical cosmology. Such phenomena, having serious physical grounds and leading to new nontrivial cosmological scenarious, should be taken into account in the data analysis of observational cosmology.

An understanding of how individuals shape and impact the evolution of society is vastly limited due to the unavailability of large-scale reliable datasets that can simultaneously capture information regarding individual movements and social interactions. We believe that the popular Indian film industry, 'Bollywood', can provide a social network apt for such a study. Bollywood provides massive amounts of real, unbiased data that spans more than 100 years, and hence this network has been used as a model for the present paper. The nodes which maintain a moderate degree or widely cooperate with the other nodes of the network tend to be more fit (measured as the success of the node in the industry) in comparison to the other nodes. The analysis carried forth in the current work, using a conjoined framework of complex network theory and random matrix theory, aims to quantify the elements that determine the fitness of an individual node and the factors that contribute to the robustness of a network. E-Print Network [OSTI]

    John Ellis

    2006-11-17

The prospects for physics at the LHC are discussed, starting with the foretaste, preparation (and perhaps scoop) provided by the Tevatron, in particular, and then continuing through the successive phases of LHC operation. These include the start-up phase, the early physics runs, the possible search for new physics in double diffraction, the continuation to nominal LHC running, and the possible upgrade of the LHC luminosity. Emphasis is placed on the prospects for Higgs physics and the search for supersymmetry. The progress and discoveries of the LHC will set the time-scale and agenda for the major future accelerator projects that will follow it.

    A. D. Dolgov

    2006-06-21

A comparison of the standard models in particle physics and in cosmology demonstrates that they are not compatible, though both are well established. Basics of modern cosmology are briefly reviewed. It is argued that the measurements of the main cosmological parameters are achieved through many independent physical phenomena and this minimizes possible interpretation errors. It is shown that astronomy demands new physics beyond the frameworks of the (minimal) standard model in particle physics. More revolutionary modifications of the basic principles of the theory are also discussed.

  3. Physicalism versus quantum mechanics

    E-Print Network [OSTI]

    Henry P. Stapp

    2008-03-11

In the context of theories of the connection between mind and brain, physicalism is the demand that all is basically purely physical. But the concept of "physical" embodied in this demand is characterized essentially by the properties of the physical that hold in classical physical theories. Certain of these properties contradict the character of the physical in quantum mechanics, which provides a better, more comprehensive, and more fundamental account of phenomena. It is argued that the difficulties that have plaged physicalists for half a century, and that continue to do so, dissolve when the classical idea of the physical is replaced by its quantum successor. The argument is concretized in a way that makes it accessible to non-physicists by exploiting the recent evidence connecting our conscious experiences to macroscopic measurable synchronous oscillations occurring in well-separated parts of the brain. A specific new model of the mind-brain connection that is fundamentally quantum mechanical but that ties conscious experiences to these macroscopic synchronous oscillations is used to illustrate the essential disparities between the classical and quantum notions of the physical, and in particular to demonstrate the failure in the quantum world of the principle of the causal closure of the physical, a failure that goes beyond what is entailed by the randomness in the outcomes of observations, and that accommodates the efficacy in the brain of conscious intent.

    E-Print Network [OSTI]

    Tao, Yong

    2015-01-01

General equilibrium equations in economics play the same role with many-body Newtonian equations in physics. Accordingly, each solution of the general equilibrium equations can be regarded as a possible microstate of the economic system. Since Arrow's Impossibility Theorem and Rawls' principle of social fairness will provide a powerful support for the hypothesis of equal probability, then the principle of maximum entropy is available in a just and equilibrium economy so that an income distribution will occur spontaneously (with the largest probability). Remarkably, some scholars have observed such an income distribution in some democratic countries, e.g. USA. This result implies that the hypothesis of equal probability may be only suitable for some "fair" systems (economic or physical systems). From this meaning, the non-equilibrium systems may be "unfair" so that the hypothesis of equal probability is unavailable.

    2015-03-19

This paper introduces and motivates the need for a new methodology for determining upper bounds on the uncertainties in simulations of engineered systems due to limited fidelity in the composite continuum-level physics models needed to simulate the systems. We show that traditional uncertainty quantification methods provide, at best, a lower bound on this uncertainty. We propose to obtain bounds on the simulation uncertainties by first determining bounds on the physical quantities or processes relevant to system performance. By bounding these physics processes, as opposed to carrying out statistical analyses of the parameter sets of specific physics models or simply switching out the available physics models, one can obtain upper bounds on the uncertainties in simulated quantities of interest.

Science for Society, a workshop held at the Oak Ridge National Laboratory (ORNL) on September 27, 20111, explored ways to move Laboratory science toward use. It sought actionable recommendations. Thus the workshop focused on: (1) current practices that promote and inhibit the translation of science into use, (2) principles that could lead to improving ORNL's translational knowledge and technology transfer efforts, and (3) specific recommendations for making these principles operational. This highly interactive workshop struck a positive chord with participants, a group of 26 ORNL staff members from diverse arenas of science and technology (S and T), technology transfer, and external laboratory relations, who represented all levels of science, technology, and management. Recognizing that the transformation of fundamental principles into operational practices often follows a jagged path, the workshop sought to identify key choices that could lead to a smoother journey along this path, as well as choices that created roadblocks and bottlenecks. The workshop emphasized a portion of this pathway, largely excluding the marketplace. Participants noted that research translation includes linkages between fundamental and applied research and development (R and D), and is not restricted to uptake by manufacturers, consumers, or end users. Three crosscutting ideas encapsulate workshop participants observations: (1) ORNL should take more action to usher the translation of its S and T products toward use, so as to make a positive national and global impact and to enhance its own competitiveness in the future; (2) ORNL (and external entities such as DOE and Congress) conveys inconsistent messages with regard to the importance of research translation and application, which (a) creates confusion, (b) poses disincentives to pursue research translation, (c) imposes barriers that inhibit cross-fertilization and collaboration, and (d) diminishes the effectiveness of both the science mission and the translation of that science for use; and (3) ORNL should design its commitments and actions for helping move science from the Laboratory toward use to align with one another and should integrate them into its institutional culture in such a way as to elevate research translation and application to coequal status with scientific excellence. Participants made several actionable recommendations for enhancing research translation at ORNL, some of which were particular to specific S and T domains. Among the recommendations that participants agreed apply Lab-wide are to: align metrics and incentives with research translation goals; manage risks and conflicts of interest instead of avoiding them; and create programs (e.g., entrepreneurial leave) that promote interactions between key ORNL staff and industry in ways that complement careers at ORNL.

  9. Toward a constructive physics

    SciTech Connect (OSTI)

    1983-06-01

We argue that the discretization of physics which has occurred thanks to the advent of quantum mechanics has replaced the continuum standards of time, length and mass which brought physics to maturity by counting. The (arbitrary in the sense of conventional dimensional analysis) standards have been replaced by three dimensional constants: the limiting velocity c, the unit of action h, and either a reference mass (eg m/sub p/) or a coupling constant (eg G related to the mass scale by hc/(2..pi..Gm/sub p//sup 2/) approx. = 1.7 x 10/sup 38/). Once these physical and experimental reference standards are accepted, the conventional approach is to connect physics to mathematics by means of dimensionless ratios. But these standards now rest on counting rather than ratios, and allow us to think of a fourth dimensionless mathematical concept, which is counting integers. According to constructive mathematics, counting has to be understood before engaging in the practice of mathematics in order to avoid redundancy. In its strict form constructive mathematics allows no completed infinities, and must provide finite algorithms for the computation of any acceptable concept. This finite requirement in constructive mathematics is in keeping with the practice of physics when that practice is restricted to hypotheses which are testable in a finite time. In this paper we attempt to outline a program for physics which will meet these rigid criteria while preserving, in so far as possible, the successes that conventional physics has already achieved.

The fidelity (Shannon mutual information between measurements and physical quantities) is proposed as a quantitative measure of the quality of physical measurements. The fidelity does not depend on the true value of unknown physical quantities (as does the Fisher information) and it allows for the role of prior information in the measurement process. The fidelity is general enough to allow a natural comparison of the quality of classical and quantum measurements. As an example, the fidelity is used to compare the quality of measurements made by a classical and a quantum Mach-Zehnder interferometer.

The Large Hadron Collider LHC is a top quark factory: due to its high design luminosity, LHC will produce about 200 millions of top quarks per year of operation. The large amount of data will allow to study with great precision the properties of the top quark, most notably cross-section, mass and spin. The Top Physics Working Group has been set up at the ATLAS experiment, to evaluate the precision reach of physics measurements in the top sector, and to study the systematic effects of the ATLAS detector on such measurements. This reports give an overview of the main activities of the ATLAS Top Physics Working Group in 2004.

Event horizons are (generically) not physically observable. In contrast, apparent horizons (and the closely related trapping horizons) are generically physically observable --- in the sense that they can be detected by observers working in finite-size regions of spacetime. Consequently event horizons are inappropriate tools for defining astrophysical black holes, or indeed for defining any notion of evolving}black hole, (evolving either due to accretion or Hawking radiation). The only situation in which an event horizon becomes physically observable is for the very highly idealized stationary or static black holes, when the event horizon is a Killing horizon which is degenerate with the apparent and trapping horizons; and then it is the physical observability of the apparent/trapping horizons that is fundamental --- the event horizon merely comes along for the ride.

One of the most unique physical features of cell adhesion to external surfaces is the active generation of mechanical force at the cell-material interface. This includes pulling forces generated by contractile polymer bundles and networks, and pushing forces generated by the polymerization of polymer networks. These forces are transmitted to the substrate mainly by focal adhesions, which are large, yet highly dynamic adhesion clusters. Tissue cells use these forces to sense the physical properties of their environment and to communicate with each other. The effect of forces is intricately linked to the material properties of cells and their physical environment. Here a review is given of recent progress in our understanding of the role of forces in cell adhesion from the viewpoint of theoretical soft matter physics and in close relation to the relevant experiments.

The organizers of this meeting have asked me to present perspectives of nuclear physics. This means to identify the areas where nuclear physics will be expanding in the next future. In six chapters a short overview of these areas will be given, where I expect that nuclear physics willdevelop quite fast: A. Quantum Chromodynamics and effective field theories in the confinement region; B. Nuclear structure at the limits; C. High energy heavy ion collisions; D. Nuclear astrophysics; E. Neutrino physics; F. Test of physics beyond the standard model by rare processes. After a survey over these six points I will pick out a few topics where I will go more in details. There is no time to give for all six points detailed examples. I shall discuss the following examples of the six topics mentionned above: 1. The perturbative chiral quark model and the nucleon $\\Sigma$-term, 2. VAMPIR (Variation After Mean field Projection In Realistic model spaces and with realistic forces) as an example of the nuclear structure renaissance, 3. Measurement of important astrophysical nuclear reactions in the Gamow peak, 4. The solar neutrino problem. As examples for testing new physics beyond the standard model by rare processes I had prepared to speak about the measurement of the electric neutron dipole moment and of the neutrinoless double beta decay. But the time is limited and so I have to skip these points, although they are extremely interesting.

The National Society of Black Physicists will hold its Twentieth annual meeting and its XXIIII Day of Scientific Lectures at Lawrence Berkeley National Laboratory on March 27th - 30th, 1997. The meeting provides a major opportunity for African American physicists and students to present their current research and discuss issues germane to the constituency. It is therefore crucial to have the broadest cross-section of the membership at each meeting. The Lawrence Berkeley National Laboratory was chosen as the site of the 20th annual meeting because of its historical significance to Physics (being one of the first national laboratories in the United States) and the laboratories continuing support of the goals and objectives of the society.
