Romanian experience on packaging testing

With more than twenty years ago, the Institute for Nuclear Research Pitesti (INR), through its Reliability and Testing Laboratory, was licensed by the Romanian Nuclear Regulatory Body- CNCAN and to carry out qualification tests [1] for packages intended to be used for the transport and storage of radioactive materials. Radioactive materials, generated by Romanian nuclear facilities [2] are packaged in accordance with national [3] and the IAEA's Regulations [1,6] for a safe transport to the disposal center. Subjecting these packages to the normal and simulating test conditions accomplish the evaluation and certification in order to prove the package technical performances. The paper describes the qualification tests for type A and B packages used for transport and storage of radioactive materials, during a period of 20 years of experience. Testing is used to substantiate assumption in analytical models and to demonstrate package structural response. The Romanian test facilities [1,3,6] are used to simulate the required qualification tests and have been developed at INR Pitesti, the main supplier of type A packages used for transport and storage of low radioactive wastes in Romania. The testing programme will continue to be a strong option to support future package development, to perform a broad range of verification and certification tests on radioactive material packages or component sections, such as packages used for transport of radioactive sources to be used for industrial or medical purposes [2,8]. The paper describes and contain illustrations showing some of the various tests packages which have been performed during certain periods and how they relate to normal conditions and minor mishaps during transport. Quality assurance and quality controls measures taken in order to meet technical specification provided by the design there are also presented and commented. (authors)

The Romanian crude oil refining industry, as all the other economic sectors, faces the problems accompanying the transition from a centrally planned economy to a market economy. At present, all refineries have registered as joint-stock companies and all are coordinated and assisted by Rafirom S.A., from both a legal and a production point of view. Rafirom S.A. is a joint-stock company that holds shares in refineries and other stock companies with activities related to oil refining. Such activities include technological research, development, design, transportation, storage, and domestic and foreign marketing. This article outlines the market forces that are expected to: drive rationalization and restructuring of refining operations and define the targets toward which the reconfigured refineries should strive.

Important Norwegian crude assays updated

New assays on two important Norwegian North Sea crude oils, Statfjord and Gullfaks, are presented. Both are high-quality, low-sulfur crudes that will yield a full range of good-quality products. All assay data came from industry-standard test procedures. The Statfjord field is the largest in the North Sea. Production started in 1979. Statfjord is a typical North Sea crude, produced from three separate platforms and three separate loading buoys with interconnecting lines. Current production is about 700,000 b/d. Gullfaks is produced from a large field in Block 34/10 of the Norwegian sector of the North Sea production area. Gullfaks crude oil is more biodegraded than other crudes from the region. Biodegradation has removed most of the waxy normal paraffins, resulting in a heavier, more naphthenic and aromatic crude.

Tritium level along Romanian Black Sea Coast

Establishing the tritium level along the Romanian Black Sea Coast, after 10 years of exploitation of the nuclear power plant from Cernavoda, is a first step in evaluating its impact on the Black Sea ecosystem. The monitoring program consists of tritium activity concentration measurement in sea water and precipitation from Black Sea Coast between April 2005 and April 2006. The sampling points were spread over the Danube-Black Sea Canal - before the locks Agigea and Navodari, and Black Sea along the coast to the Bulgarian border. The average tritium concentration in sea water collected from the sampling locations had the value of 11.1 {+-} 2.1 TU, close to tritium concentration in precipitation. Although an operating nuclear power plant exists in the monitored area, the values of tritium concentration in two locations are slightly higher than those recorded elsewhere. To conclude, it could be emphasized that until now, Cernavoda NPP did not had any influence on the tritium concentration of the Black Sea Shore. (authors)

Airborne coal dust reduction in Romanian power plants

Romanian power plant coal handling and preparation areas have not introduced adequate dust collection systems. Therefore, the measurement of airborne coal dust shows that these values are higher than the maximum allowable value under Romanian regulations. The author`s company has been testing a dry dust collection system formed by a ductwork/bagfilter/exhaust fan system. The system was installed at a coal transfer point with a drop height of about 10 meters. The quantity of extracted and cleaned air was about 5,000 m{sup 3}/hr. The airborne dust concentration in the exhausted air was under 4 mg/m{sup 3}. Due to an inadequate skirtboard design that did not prove airtight, there was not enough negative pressure in the containment region. The dust collection system efficiency will be improved with design modifications and tested again. The results have shown that the system can be an efficient solution for local dust collection in power plant coal handling facilities.

Korean oxygenates rule sparks MTBE capacity plans

The Korean government`s strict standard for gasoline sold domestically is expected to have a significant impact on the methyl tert-butyl ether (MTBE) market. The mandate-requiring gasoline oxygen content of 0.5% this year, 0.75% by 1996, and 1.0% by 1998-has sparked a rush by Korean refineries to build new MTBE plants. If expansion plans are carried out, Korea`s MTBE capacity will increase from 280,000 m.t./year to 650,000 m.t./year by 1996, far surpassing predicted demand. Honam Oil, part of the Lucky Group, plans startup of a 100,000-m.t./year unit at Yeochon by early 1996. In addition, by the end of 1996 Ssangyong Oil will bring a 100,000-m.t./year unit onstream.

Current Status of The Romanian National Deep Geological Repository Program

Construction of a deep geological repository is a very demanding and costly task. By now, countries that have Candu reactors, have not processed the spent fuel passing to the interim storage as a preliminary step of final disposal within the nuclear fuel cycle back-end. Romania, in comparison to other nations, represents a rather small territory, with high population density, wherein the geological formation areas with radioactive waste storage potential are limited and restricted not only from the point of view of the selection criteria due to the rocks natural characteristics, but also from the point of view of their involvement in social and economical activities. In the framework of the national R and D Programs, series of 'Map investigations' have been made regarding the selection and preliminary characterization of the host geological formation for the nation's spent fuel deep geological repository. The fact that Romania has many deposits of natural gas, oil, ore and geothermal water, and intensively utilizes soil and also is very forested, cause some of the apparent acceptable sites to be rejected in the subsequent analysis. Currently, according to the Law on the spent fuel and radioactive waste management, including disposal, The National Agency of Radioactive Waste is responsible and coordinates the national strategy in the field and, subsequently, further actions will be decided. The Romanian National Strategy, approved in 2004, projects the operation of a deep geological repository to begin in 2055. (authors)

Romanian Experience in The Conditioning of Radium Sources

Ra{sup 226} first radionuclide separated from pitchblende in 1898 by Pierre and Marie Curie was successfully used in medicine, industry as in other fields being the only one available radionuclide till 1940 when were produced other radionuclides in accelerators. On long term the use of Ra{sup 226} sealed sources are not any more safe due to: the high specific activity, long half live, decays in Rn{sup 226} gas which increases the internal pressure of capsule leading in time to the leakage, the salts as raw materials from which the sealed sources are manufactured are soluble, there is a leak of information and records on the manufacture and operation. Based on this consideration in Romania regulatory authority did not authorized any more the use of these sealed sources [1]. The paper presents some aspects from Romanian experience related to the collection and conditioning of radium sealed sources. Data relating the radium inventory as well as the arrangements made in order to create a workshop for the conditioning of radium sources are presented. (authors)

The identity of Romanian amber (rumanite) with Baltic amber (succinite).

Romanian amber (rumanite) has been considered to be a separate species of fossil resin for more than a century. While earlier investigators held it to be very similar to succinite (Baltic amber), modern scholars have assigned it a distinctly different botanical origin. We have found that almost all of the constituents of the ether-soluble fractions of 13 specimens of authentic rumanite identified by gas chromatography-mass spectrometry have previously been reported in the soluble fraction of succinite, including succinic acid and its monoterpene esters. Additionally and significantly, the soluble fraction of rumanite contains a number defunctionalized compounds that do not preexist in succinite, but that are produced by pyrolysis of whole succinite or of its insoluble polymeric fraction. Simultaneous methylation pyrolysis-gas chromatography-mass spectrometry of the polymeric fraction of seven of the rumanite specimens yielded further copious amounts of dimethyl succinate, a number of diterpene resin acid methyl esters, and additional defunctionalized compounds known to be pyrolysis products of succinite. The evidence shows conclusively that the botanical origin of rumanite is not distinct from that of succinite. Rather, rumanite is a succinite that has suffered partial thermal degradation in the course of the folding of the Oligocene Kliwa sandstone formation in which it is most commonly found.

Influence of Romanian steam coal quality on power plants environmental impact

Coal provides about 25% of primary energy resources for electricity generation in Romania. Coal is burned in pulverized coal (PC) boilers without flue gas desulfurization (FGD). The coal demands are 90% covered by country`s reserves out of which 80% is lignite. The lignite from Oltenia basin represents about 90% of the domestic lignite quantity used in Romanian power plants. The characteristics defining the typical Romanian lignite are: moisture 40--43%; ash dry basis 37--48%; low heat value 6.0--7.5 MJ/kg; sulfur 0.8--1.2%; volatile matter 17--23%. There are some sorts of lignite which have a higher content of sulfur, but these are used in smaller quantities. RENEL`s strategy includes the preferential utilization of domestic fuels (lignite, hard coal) with imported fuels priority in order natural gas, low sulfur content heavy oil and steam hard coal. Low grade quality of Romanian lignites creates many problems, and due to its high ash and water contents, large quantities of raw coal are required in order to generate energy. The high content of sulfur in coal produces high SO{sub 2} emissions. On the other hand, the very low power values of Romanian lignite generate a low flame temperature, so that, even using fuel oil or gas support for lignite combustion, the NOx emissions are low. Environmental laws have been in force in Romania since December 30, 1995. The Waters Forests and Environment Protection Ministry regulated the pollutant concentration for both new and existing coal fired boilers, beginning in January 1998. Comparing the measured values of SO{sub 2}, NOx and CO contents measured in flue gas from some boilers running on different coal types with the pollutants` emissions limits it is obvious that clean coal technologies (CCT) implementation is necessary, especially for SO{sub 2} reduction.

Tensions on the Korean Peninsula remain high despite a long-term strategy by South Korea to increase inter-Korean exchanges in economics, culture, sports, and other topics. This is because the process of reconciliation has rarely extended to military and security topics and those initiatives that were negotiated have been ineffective. Bilateral interactions must include actions to reduce threats and improve confidence associated with conventional military forces (land, sea, and air) as well as nuclear, chemical, and biological activities that are applicable to developing and producing weapons of mass destruction (WMD). The purpose of this project is to develop concepts for inter-Korean confidence building measures (CBMs) for military and WMD topics that South Korea could propose to the North when conditions are right. This report describes the historical and policy context for developing security-related CBMs and presents an array of bilateral options for conventional military and WMD topics within a consistent framework. The conceptual CBMs address two scenarios: (1) improved relations where construction of a peace regime becomes a full agenda item in inter-Korean dialogue, and (2) continued tense inter-Korean relations. Some measures could be proposed in the short term under current conditions, others might be implemented in a series of steps, while some require a higher level of cooperation than currently exists. To support decision making by political leaders, this research focuses on strategies and policy options and does not include technical details.

The Romanian area of the Moesian Platform (north of the Danube-Black Sea and east and South Carpathians Foredeep to north) represents a very important intra-plate with some new real oil prospects. With a thick sedimentary cover, especially in its northern, deepest area, the Moesian Platform offers favorable geological conditions of oil systems in the whole stratigraphic column, from Paleozoic to Upper Cenozoic (Pliocene). Having a few rich oil source rocks both in carbonatic facies (Devonian-Carboniferous, Middle Triassic, Neocomian) and argillitic ones (Silurian, early Carboniferous, Lias-Dogger, Mid-Upper Miocene), the Moesian Platform also contains very good oil reservoirs: Mid-Upper Paleozoic, Triassic, Lower Cretaceous, Upper Miocene and Pliocene. Geochemical studies on kerogen and bitumen have pointed out the most important oil source rocks, as well as the quality and quantity of expelled hydrocarbons and their relationships with oil reservoirs. Geochemical correlations between oils and source rocks have led to a better understanding of the oil pool formation with some interesting goals in the Romanian exploration strategy.

The paper presents the natural radionuclides distribution in the Romanian coals of different type and rank, from peats to bituminous coals, in comparison with their concentrations in the sedimentary metamorphic rocks. Discussions are carried out on the following principal elements that include the natural radioactive isotopes: K, La, Sm, Lu, Re and the natural radioactive families of U, Ra, and Th. The stable microelements ppm in the coals were investigated by the Instrumental Neutron Activation Analysis (INAA), carried out at the VVRS 2 Reactor of the Atomic Physics Institute of Bucharest (Romania), as well as by UV spectral analysis. They have indicated a maximum concentration of these elements in the lignites. It must be outlined that the peats have the lowest concentration of these elements, taking into account the ionic exchange possibility into the peat beds. The concentration of the macro- and microelements included in the metamorphic rocks and in the terrestrial crust as a whole is compared with obtained results.

The transport of Dangerous Goods-Class no.7 Radioactive Material (RAM), is an important part of the Romanian Radioactive Material Management. The overall aim of this activity is for enhancing operational safety and security measures during the transport of the radioactive materials, in order to ensure the protection of the people and the environment. The paper will present an overall of the safety and security measures recommended and implemented during transportation of RAM in Romania. Some aspects on the potential threat environment will be also approached with special referring to the low level radioactive material (waste) and NORM transportation either by road or by rail. A special attention is given to the assessment and evaluation of the possible radiological consequences due to RAM transportation. The paper is a part of the IAEA's Vienna Scientific Research Contract on the State Management of Nuclear Security Regime (Framework) concluded with the Institute for Nuclear Research, Romania, where the author is the CSI (Chief Scientific Investigator). The transport of RAM in Romania is a very sensible and complex problem taking into consideration the importance and the need of the security and safety for such activities. The Romanian Nuclear Regulatory Body set up strictly regulation and procedures according to the Recommendation of the IAEA Vienna and other international organizations. There were implemented the adequate regulation and procedures in order to keep the environmental impacts and the radiological consequences at the lower possible level and to assure the effectiveness of state nuclear security regime due to possible malicious acts in carrying out these activities including transport and the disposal site at the acceptable international levels. The levels of the estimated doses and risk expectation values for transport and disposal are within the acceptable limits provided by national and international regulations and recommendations but can increase, significantly during potential malicious acts. Mechanical sampling systems for coal quality control in Romanian power plants

According to ISO 1988 samples must be taken from moving currents by using certain mechanical devices, and, only, exceptionally, by an understanding between party`s, by manually sampling. The principal requirements when designing and constructing a mechanical sampling system are that: it shall be capable of collecting and preparing increments or samples, as the case may be, that are free from relevant bias; it shall maintain this capability under all such conditions of sampling that are stipulated in the relevant specifications and without necessitating that sampling be interrupted for cleaning or maintenance. Actually, coal quality control in Romanian power plants are usually performed by a manual system. In order to meet ISO 1988 requirements, RENEL-GSCI (formerly ICEMENERG) has designed and achieved a falling stream sampler with cutter bucket in accordance with ISO 9411-1 (solid mineral fuels - Mechanical sampling from moving stream) provisions. This device has been installed in the Oradea 2 cogeneration power plant in the coal falling stream at the end of the belt conveyor. When the mechanical sampling installation was commissioned, experiments to check for precision and bias had been out for the installation as a whole. The method of checking for bias was by comparison with stopped-belt sampling. The mechanical sampling device is still under testing. The paper presents the result obtained during the preliminary test period in order to certify the mechanical sampler.

Pyongyang`s missile program has generated international concern because of North Korea`s potential nuclear capabilities, its proximity to South Korea and Japan and its reported missile sales to Iran, Syria and Libya. In June 1993, Japanese and South Korean wire services reported that North Korea had test fired several missiles into the Sea of Japan in late May, at least two of which were though to be NoDong-1 missiles. A missile with a 1,300-kilometer range would give North Korea the capability to reach all of Japan, and give Iran and Libya the capability to reach all of Israel.

The Korean peninsula is the site of a tense military confrontation. Relations between North and South Korea improved during the early 1990`s but the process is now frozen. Confidence building measures, particularly military ones, that address the security needs of both countries would decrease the danger of conflict and help create an environment for direct negotiations. The Korean Institute for Defense Analysis (KIDA) analyzed current security conditions and options. Their scenario includes a conceptual agreement to establish Limited Force Deployment Zones (LDZ) along the current demilitarized zone (DMZ) to increase mutual security. The Cooperative Monitoring Center (CMC) of Sandia National Laboratories, in collaboration with KIDA, developed a strategy, with examples, for cooperatively monitoring the agreement. A cooperative monitoring regime requires consideration of the agreement`s terms, the geographic, logistic, military, and political factors of the Korean environment, and the capability of technology to monitor the terms. Confidence building on the Korean Peninsula: A conceptual development for the cooperative monitoring of limited-force deployment zones

Confidence building measures (CBMs), particularly military ones, that address the security needs of North and South Korea could decrease the risk of conflict on the Korean Peninsula and help create an environment in which to negotiate a peace regime. The Korea Institute for Defense Analyses (KIDA) and the Cooperative Monitoring Center (CMC) of Sandia National Laboratories collaborated to identify potential CBMs and define associated monitoring. The project is a conceptual analysis of political and technical options for confidence building that might be feasible in Korea at some future time. KIDA first analyzed current security conditions and options for CBMs. Their conclusions are presented as a hypothetical agreement to strengthen the Armistice Agreement by establishing Limited Force Deployment Zones along the Military Demarcation Line. The goal of the hypothetical agreement is to increase mutual security and build confidence. The CMC then used KIDA`s scenario to develop a strategy for cooperative monitoring the agreement. Cooperative monitoring is the collecting, analyzing and sharing of agreed information among parties to an agreement and typically relies on the use of commercially available technology. A cooperative monitoring regime must be consistent with the agreement`s terms; the geographic, logistic, military, and political factors in the Korean setting; and the capabilities of monitoring technologies. This report describes the security situation on the Korean peninsula, relevant precedents from other regions, the hypothetical agreement for reducing military tensions, a monitoring strategy for the hypothetical Korean agreement, examples of implementation, and a description of applicable monitoring technologies and procedures.

Regulatory Concerns on the In-Containment Water Storage System of the Korean Next Generation Reactor

The in-containment water storage system (IWSS) is a newly adopted system in the design of the Korean Next Generation Reactor (KNGR). It consists of the in-containment refueling water storage tank, holdup volume tank, and cavity flooding system (CFS). The IWSS has the function of steam condensation and heat sink for the steam release from the pressurizer and provides cooling water to the safety injection system and containment spray system in an accident condition and to the CFS in a severe accident condition. With the progress of the KNGR design, the Korea Institute of Nuclear Safety has been developing Safety and Regulatory Requirements and Guidances for safety review of the KNGR. In this paper, regarding the IWSS of the KNGR, the major contents of the General Safety Criteria, Specific Safety Requirements, Safety Regulatory Guides, and Safety Review Procedures were introduced, and the safety review items that have to be reviewed in-depth from the regulatory viewpoint were also identified.

Results concerning the use of seismic and well log data for defining the geological model of the productive structures on the Romanian Continental Shelf of the Black Sea

The contribution of the 3D seismics on the East-Lebada Structure of the Romanian Continental Shelf of the Black Sea, together with the complex well logging have led to the improvement of the reservoir geological model. The interpretation has been performed on 3d seismic profiles. Time migrated profiles were interpreted, by means of the program system OASIIS. The acoustic logging data were used for calibration, in order to identify the reflections corresponding to the geological boundary. By means of these reflections on the seismic profiles, the adequate geological model has been defined. A system of tectonic accidents which were not known till now were rendered evident. The interpretation of the complex well loggings, through the Well Log Analysis Program System - Express - allowed to determine the petrophysical-petrographical parameters necessary for reservoir evaluation, in correlation with core analysis. Thus, four horizons corresponding to the Albian age with favorable collector properties were rendered evident, in alternance with unfavorable collector properties zones. The well logs, performed at different time periods and with different tools were corrected and standardized for the well environment conditions and, depending on the logging program, different program modules were used to obtain the most adequate results. The parameter averaging performed by zones, for each well, together with the image furnished by the seismic data, allowed us to build the final geometrical and isoparametric model of the reservoir, used for further reservoir simulation. Based on the results obtained, the analysis was extended to West-Lebada Structure.

Associations of blood lead, cadmium, and mercury with estimated glomerular filtration rate in the Korean general population: Analysis of 2008-2010 Korean National Health and Nutrition Examination Survey data

Introduction: The objective of this study was to evaluate associations between blood lead, cadmium, and mercury levels with estimated glomerular filtration rate in a general population of South Korean adults. Methods: This was a cross-sectional study based on data obtained in the Korean National Health and Nutrition Examination Survey (KNHANES) (2008-2010). The final analytical sample consisted of 5924 participants. Estimated glomerular filtration rate (eGFR) was calculated using the MDRD Study equation as an indicator of glomerular function. Results: In multiple linear regression analysis of log2-transformed blood lead as a continuous variable on eGFR, after adjusting for covariates including cadmium and mercury, the difference in eGFR levels associated with doubling of blood lead were -2.624 mL/min per 1.73 m Superscript-Two (95% CI: -3.803 to -1.445). In multiple linear regression analysis using quartiles of blood lead as the independent variable, the difference in eGFR levels comparing participants in the highest versus the lowest quartiles of blood lead was -3.835 mL/min per 1.73 m Superscript-Two (95% CI: -5.730 to -1.939). In a multiple linear regression analysis using blood cadmium and mercury, as continuous or categorical variables, as independent variables, neither metal was a significant predictor of eGFR. Odds ratios (ORs) and 95% CI values for reduced eGFR calculated for log2-transformed blood metals and quartiles of the three metals showed similar trends after adjustment for covariates. Discussion: In this large, representative sample of South Korean adults, elevated blood lead level was consistently associated with lower eGFR levels and with the prevalence of reduced eGFR even in blood lead levels below 10 {mu}g/dL. In conclusion, elevated blood lead level was associated with lower eGFR in a Korean general population, supporting the role of lead as a risk factor for chronic kidney disease.

Testing WIMS-D4M cross sections and the ANL ENDF/B-V 69 group library. Results from global diffusion and Monte Carlo calculations compared with measurements in the Romanian 14-MW TRIGA reactor

The WIMS-D4 code has been modified (WIMS-D4M) to produce microscopic isotopic cross sections in ISOTXS format for use in diffusion and transport calculations. Beginning with 69-group libraries based on ENDF/B-V data, numerous cell calculations have been made to prepare a set of broad group cross sections for use in diffusion calculations. Global calculations have been made for two control rod states of the Romanian steady state TRIGA reactor with 29 fresh HEU fuel clusters. Detailed Monte Carlo calculations also have been performed for the same reactor configurations using data based on ENDF/B-V. Results from these global calculations are compared with each other and with the measured excess reactivities. Although region-averaged macroscopic principal cross sections obtained from WIMS-D4M are in good agreement with the corresponding Monte Carlo values, problems exist with the high energy (E > 10 keV) microscopic hydrogen transport cross sections.

Evaluation of the Gas Production Potential of Marine HydrateDeposits in the Ulleung Basin of the Korean East Sea

Although significant hydrate deposits are known to exist in the Ulleung Basin of the Korean East Sea, their survey and evaluation as a possible energy resource has not yet been completed. However, it is possible to develop preliminary estimates of their production potential based on the limited data that are currently available. These include the elevation and thickness of the Hydrate-Bearing Layer (HBL), the water depth, and the water temperature at the sea floor. Based on this information, we developed estimates of the local geothermal gradient that bracket its true value. Reasonable estimates of the initial pressure distribution in the HBL can be obtained because it follows closely the hydrostatic. Other critical information needs include the hydrate saturation, and the intrinsic permeabilities of the system formations. These are treated as variables, and sensitivity analysis provides an estimate of their effect on production. Based on the geology of similar deposits, it is unlikely that Ulleung Basin accumulations belong to Class 1 (involving a HBL underlain by a mobile gas zone). If Class 4 (disperse, low saturation accumulations) deposits are involved, they are not likely to have production potential. The most likely scenarios include Class 2 (HBL underlain by a zone of mobile water) or Class 3 (involving only an HBL) accumulations. Assuming nearly impermeable confining boundaries, this numerical study indicates that large production rates (several MMSCFD) are attainable from both Class 2 and Class 3 deposits using conventional technology. The sensitivity analysis demonstrates the dependence of production on the well design, the production rate, the intrinsic permeability of the HBL, the initial pressure, temperature and hydrate saturation, as well as on the thickness of the water zone (Class 2). The study also demonstrates that the presence of confining boundaries is indispensable for the commercially viable production of gas from these deposits.

Attenuation Tomography of Northern California and the Yellow Sea / Korean Peninsula from Coda-source Normalized and Direct Lg Amplitudes

Inversions for regional attenuation (1/Q) of Lg are performed in two different regions. The path attenuation component of the Lg spectrum is isolated using the coda-source normalization method, which corrects the Lg spectral amplitude for the source using the stable, coda-derived source spectra. Tomographic images of Northern California agree well with one-dimensional (1-D) Lg Q estimated from five different methods. We note there is some tendency for tomographic smoothing to increase Q relative to targeted 1-D methods. For example in the San Francisco Bay Area, which contains high attenuation relative to the rest of it's region, Q is over-estimated by {approx}30. Coda-source normalized attenuation tomography is also carried out for the Yellow Sea/Korean Peninsula (YSKP) where output parameters (site, source, and path terms) are compared with those from the amplitude tomography method of Phillips et al. (2005) as well as a new method that ties the source term to the MDAC formulation (Walter and Taylor, 2001). The source terms show similar scatter between coda-source corrected and MDAC source perturbation methods, whereas the amplitude method has the greatest correlation with estimated true source magnitude. The coda-source better represents the source spectra compared to the estimated magnitude and could be the cause of the scatter. The similarity in the source terms between the coda-source and MDAC-linked methods shows that the latter method may approximate the effect of the former, and therefore could be useful in regions without coda-derived sources. The site terms from the MDAC-linked method correlate slightly with global Vs30 measurements. While the coda-source and amplitude ratio methods do not correlate with Vs30 measurements, they do correlate with one another, which provides confidence that the two methods are consistent. The path Q{sup -1} values are very similar between the coda-source and amplitude ratio methods except for small differences in the Da-xin-anling Mountains, in the northern YSKP. However there is one large difference between the MDAC-linked method and the others in the region near stations TJN and INCN, which point to site-effect as the cause for the difference.

Slump and debris-flow dominated upper slope facies in the Cretaceous of the Norwegian and northern North Seas (61-67{degrees}N): Implications for sand distribution

A regional sedimentological study of Cretaceous sequences in the Mid-Norway region (Norwegian Sea) and in the Agat region (Agat field area, northern North Sea) reveals that these sequences were predominantly deposited in an upper continental slope environment by slumps and debris flows. Examination of nearly 500 m of core from 14 wells shows eight distinct lithofacies: facies 1 (contorted conglomerate and pebbly sandstone) represents deposits of sandy slumps and debris flows, possibly in a channel setting; facies 2 (contorted sandstone) is the most widespread and is the product of sandy slumps and debris flows; facies 3 (contorted mudstone) indicates deposition from muddy slumps and debris flow; facies 4 (rippled sandstone) suggests bottom-current reworking; facies 5 (graded sandstone) represents turbidity-current deposits and is very rare; facies 6 (laminated mudstone) is a product of pelagic or hemipelagic deposition; facies 7 (cross-bedded sandstone) is indicative of tidal processes, and facies 8 (laminated sandstone) represents delta-front and shelf deposits. These facies and their association suggest a shelf-edge delta to upper slope environment of deposition. Existing core data document deltaic facies only in the Mid-Norway region. The proposed shelf-edge delta and upper slope model has important implications for sand distribution. (1) This model provides and alternative to the conventional submarine-fan model previously applied to these sequences. (2) Although slump and debris-flow emplaced sands are usually discontinuous and unpredictable, highly amalgamated slump and debris-flow sands may develop thick reservoirs. (3) By using the Eocene Frigg Formation as an analog, it is predicted that externally mounded seismic facies in the study area may be composed of sandy slumps and debris flows.

This paper reports that the pace of exploration is packing up in Romania's offshore and onshore sectors. Enterprise Oil Exploration Ltd., London, signed an exploration and production sharing agreement with state owned Rompetrol SA for two Black Sea blocks, Nos. XIII and XV, covering 3,000 sq km and 4,000 sq km, respectively. Shell Romania Exploration BV agreed with Rompetrol on an exploration and production sharing agreement for onshore Block 10. This covers 6,150 sq km in northern Transylvania. Shell's target will be deep formations underlying producing gas zones. Enterprise has a 65% share as operator of Blocks XIII and XV, while partner CanadianOxy (Romania) Ltd. holds the remaining 35%. Exploration and development costs will be borne by the license partners, while Rompetrol will take a share of any production.

Waste Minimization Policy at the Romanian Nuclear Power Plant

The radioactive waste management system at Cernavoda Nuclear Power Plant (NPP) in Romania was designed to maintain acceptable levels of safety for workers and to protect human health and the environment from exposure to unacceptable levels of radiation. In accordance with terminology of the International Atomic Energy Agency (IAEA), this system consists of the ''pretreatment'' of solid and organic liquid radioactive waste, which may include part or all of the following activities: collection, handling, volume reduction (by an in-drum compactor, if appropriate), and storage. Gaseous and aqueous liquid wastes are managed according to the ''dilute and discharge'' strategy. Taking into account the fact that treatment/conditioning and disposal technologies are still not established, waste minimization at the source is a priority environmental management objective, while waste minimization at the disposal stage is presently just a theoretical requirement for future adopted technologies . The necessary operational and maintenance procedures are in place at Cernavoda to minimize the production and contamination of waste. Administrative and technical measures are established to minimize waste volumes. Thus, an annual environmental target of a maximum 30 m3 of radioactive waste volume arising from operation and maintenance has been established. Within the first five years of operations at Cernavoda NPP, this target has been met. The successful implementation of the waste minimization policy has been accompanied by a cost reduction while the occupational doses for plant workers have been maintained at as low as reasonably practicable levels. This paper will describe key features of the waste management system along with the actual experience that has been realized with respect to minimizing the waste volumes at the Cernavoda NPP.

This volume describes presentations and discussions on the subject of earthquakes covered the spectrum of seismic vulnerability and behavior of buildings, urban systems, and critical facilities, as well as human behavior and injuries during earthquakes. Those dealing with energy conservation included solar passive and active systems, retrofitting, daylight applications, total building performance, and problems of energy conservation at an urban scale. Brief summaries are given of each of the seventy papers presented at the seminar. Technical visits to experimental facilities, the Jassy branch of ICCPDC, and a number of housing projects with special energy installations are described. Finally, ideas and topics are presented for future research and cooperation on earthquakes and energy. Full texts of the papers are available in other volumes.

Relationship of blood cadmium level to hypertension and plasma norepinephrine level: a Romanian study (41159)

The associations of blood cadmium levels with hypertension and plasma norepinephrine concentrations were determined in normotensive and hypertensive nonsmokers and smokers. Statistical analysis showed that after adjustment for age alone, the estimated mean values of blood cadmium and plasma norepinephrine in nonsmokers were significantly lower than in smokers. However, after adjustment for age and blood cadmium, the estimated mean values for plasma norepinephrine were not significantly different between nonsmokers and smokers or normotensives and hypertensives. In contrast the estimated mean value for blood cadmium as a function of blood pressure and smoking habit was still significant after adjustment for age and plasma norepinephrine. We suggest that smoking and blood pressure affect the level of blood cadmium, and through this change in blood cadmium the level of plasma norepinephrine is affected.

Gold Provenance Studies for Romanian Archaeological Objects Using Micro-SR-XRF

Studies by Synchrotron Radiation--X-Ray Fluorescence (SR-XRF) for the search of the presence of trace elements like Sb, Sn, Te and Pb in archaeological metallic objects found on the territory of Romania--old coins and Bronze Age jewelry, aimed to determine the provenance of the gold used in their manufacture. The results are compared with the detailed elemental composition of alluvial or primary gold samples, obtained by the same technique. This work attempted to establish the origin of the gold used for the mint of two different types of koson coins. We found that the kosons with monogram are made of refined gold, while the one used for the kosons without monogram is mainly alluvial. The gold used in the manufacture of the Calarasi Vulchitrun-type disk and the Tauteu hair ring is also of alluvial origin.

The Democratic People`s Republic of Korea (DPRK) is one of the Cold War`s last remaining totalitarian regimes. Rarely has any society been as closed to outside influences and so distant from political, economic, and military developments around the globe. In 1991 and in 1992, however, this dictatorship took a number of political steps which increased Pyongyang`s interaction with the outside world. Although North Korea`s style of engagement with the broader international community involved frequent pauses and numerous steps backward, many observers believed that North Korea was finally moving to end its isolated, outlaw status. As the end of 1992 approached, however, delay and obstruction by Pyongyang became intense as accumulating evidence suggested that the DPRK, in violation of the nuclear Non-Proliferation Treaty (NPT), was seeking to develop nuclear weapons. On March 12, 1993, North Korea announced that it would not accept additional inspections proposed by the International Atomic Energy Agency (IAEA) to resolve concerns about possible violations and instead would withdraw from the Treaty. Pyongyang`s action raised the specter that, instead of a last act of the Cold War, North Korea`s diplomatic maneuvering would unravel the international norms that were to be the basis of stability and peace in the post-Cold War era. Indeed, the discovery that North Korea was approaching the capability to produce nuclear weapons suggested that the nuclear threat, which had been successfully managed throughout the Cold War era, could increase in the post-Cold War era.

Real-time optimization boosts capacity of Korean olefins plant

Real-time optimization (RTO) of Hyundai Petrochemical Co. Ltd.`s olefins complex at Daesan, South Korea, increased ethylene capacity 4% and revenues 12%, and decreased feedstock and energy usage 2.5%, with no changes in operating conditions. The project comprised RTO and advanced process control (APC) systems for the 350,000 metric ton/year (mty) ethylene plant. A similar system was implemented in the hydrotreating and benzene recovery sections of the plant`s pyrolysis-gasoline treating unit. Hyundai Petrochemical started up its olefins complex on Korea`s western seaboard in late 1991. The Daesan complex comprises 10 plants, including naphtha cracking, monomer, and polymer units. Additional support facilities include: industrial water treatment plants; electric generators; automatic storage systems; a jetty with capacity to berth 100,000 dwt and 10,000 dwt ships simultaneously; a research and development center. The plant`s capacity is 350,000 mty ethylene and 175,000 mty propylene, based on 7,200 operating hr/year. Since start-up, naphtha has been the primary feed, but the plant was designed with flexibility to process C{sub 3}/C{sub 4} (LPG) and gas oil feeds. This paper reviews the project management and decision making process along with the computerized control system design.

Status of the Norwegian thorium light water reactor (LWR) fuel development and irradiation test program

Thorium based fuels offer several benefits compared to uranium based fuels and should thus be an attractive alternative to conventional fuel types. In order for thorium based fuel to be licensed for use in current LWRs, material properties must be well known for fresh as well as irradiated fuel, and accurate prediction of fuel behavior must be possible to make for both normal operation and transient scenarios. Important parameters are known for fresh material but the behaviour of the fuel under irradiation is unknown particularly for low Th content. The irradiation campaign aims to widen the experience base to irradiated (Th,Pu)O{sub 2} fuel and (Th,U)O{sub 2} with low Th content and to confirm existing data for fresh fuel. The assumptions with respect to improved in-core fuel performance are confirmed by our preliminary irradiation test results, and our fuel manufacture trials so far indicate that both (Th,U)O{sub 2} and (Th,Pu)O{sub 2} fuels can be fabricated with existing technologies, which are possible to upscale to commercial volumes.

For the conditioning of spent resins contaminated with radionuclides, such as: 137Cs, 134Cs, 60Co, 58Co, 57Co, 54Mn, etc., techniques of direct immobilization in cement, bitumen and organic polymers have been tested. The selected process was the bituminization using industrial bitumen, I 60-70, made in Romania, which had very good characteristics. The paper presents stages of the research project, technical conditions for the process and advantages of the bituminization of spent resins.

Time dependence of the {sup 137}Cs resuspension factor on the Romanian territory after the Chernobyl accident

On the basis of the radioactivity levels in aerosol and atmospheric deposition samples due to the Chernobyl accident, the resuspension factor of {sup 137}Cs as a four-parameter function has been inferred. The standard procedure to derive the dependence of resuspension on time assumes that the initial deposit is instantaneous. A simple method assuming a constant deposition rate over a fixed period has been proposed. Also, based on existing experimental data, an attempt was made to consider a realistic time dependence of the deposition rate to cope with the particular case of the Chernobyl accident. The differences between the two models are outlined. The Chernobyl direct deposit has been assumed to be the deposit measured between 30 April and 30 June 1986. The calculated values of the resuspension factor are consistent with the IAEA`s recommended model and depend on the rainfall that occurred in June 1986 and the site-specific disturbance conditions during the first 100 d following 1 July 1986 and only on artificial disturbance by humans and vehicles after that. 16 refs., 5 figs., 3 tabs.

Petrographic characteristics of Romanian lignite and solid by-products resulting from circulating fluidized bed combustion -- CFBC

The low rank coals -- lignites -- are the main source, in Romania for power and thermal energy generation. The Circulating Fluidized Bed Combustion -- CFBC -- was chosen to be used for its particular features with very low emission levels. Carbopetrographic research, using optical microscopy, was carried out on the raw coals and, especially, on the carbonaceous products in different thermal stages and the residues. The existence of successive and simultaneous phases of degasing, pyrolysis and burning of organic and mineral material was revealed. The study gave the possibility of improving the process-governing parameters, in order to raise the combustion efficiency on once-through combustors. The main solid fuel fired in power plants is the lignite obtained from surface exploitation. Experience of its use in high load power systems has shown that it can be fired only by adding liquid fuel. Moreover, it is rather difficult to prepare it to exact size requested. The only technology conveniently applied for this fuel was the fluidized bed combustion (FBC), which uses a 0--7 mm-sized lignite. On the basis of this original concept technology, steam and hot water load generators were built in Romania, that is 2 t/h, 8 bar, 170 C, and 10 t/h, 16 bar, 350 C steam generators and 5 Gcal/h, and 10 Gcal/h hot water boilers. For loads over 100 Gcal/h, 100 t/h, circulating fluidized bed combustion boilers were conceived.

Decommissioning the Romanian Water-Cooled Water-Moderated Research Reactor: New Environmental Perspective on the Management of Radioactive Waste

Pre-feasibility and feasibility studies were performed for decommissioning of the water-cooled water-moderated research reactor (WWER) located in Bucharest - Magurele, Romania. Using these studies as a starting point, the preferred safe management strategy for radioactive wastes produced by reactor decommissioning is outlined. The strategy must account for reactor decommissioning, as well as for the rehabilitation of the existing Radioactive Waste Treatment Plant and for the upgrade of the Radioactive Waste Disposal Facility at Baita-Bihor. Furthermore, the final rehabilitation of the laboratories and ecological reconstruction of the grounds need to be provided for, in accordance with national and international regulations. In accordance with IAEA recommendations at the time, the pre-feasibility study proposed three stages of decommissioning. However, since then new ideas have surfaced with regard to decommissioning. Thus, taking into account the current IAEA ideology, the feasibility study proposes that decommissioning of the WWER be done in one stage to an unrestricted clearance level of the reactor building in an Immediate Dismantling option. Different options and the corresponding derived preferred option for waste management are discussed taking into account safety measures, but also considering technical, logistical and economic factors. For this purpose, possible types of waste created during each decommissioning stage are reviewed. An approximate inventory of each type of radioactive waste is presented. The proposed waste management strategy is selected in accordance with the recommended international basic safety standards identified in the previous phase of the project. The existing Radioactive Waste Treatment Plant (RWTP) from the Horia Hulubei Institute for Nuclear Physics and Engineering (IFIN-HH), which has been in service with no significant upgrade since 1974, will need refurbishing due to deterioration, as well as upgrading in order to ensure the plant complies with current safety standards. This plant will also need to be adapted to treat wastes generated by WWER dismantling. The Baita-Bihor National Radioactive Waste Disposal Facility consists of two galleries in an abandoned uranium mine located in the central-western part of the Bihor Mountains in Transylvania. The galleries lie at a depth of 840 m. The facility requires a considerable overhaul. Several steps recommended for the upgrade of the facility are explored. Environmental concerns have lately become a crucial part of the radioactive waste management strategy. As such, all decisions must be made with great regard for land utilization around nuclear objectives. (authors)

The main goal of our work during this time period (August 23, 2001-August 23, 2002) was to conduct a field experiment in Norwegian waters. Preparation for the field experiment included building the apparatus, designing and obtaining the measurement systems, planning the logistics (ships, crew, supplies, etc.) and conducting a survey cruise. The survey cruise, conducted in July 2002, is documented in this report. The field experiment, scheduled for August 2002, was postponed when the Norwegian environmental minister revoked our permit under pressure from Greenpeace. Events surrounding the permitting situation are documented in the Appendix.
