    Mandatory or voluntary energy-efficiency standards for new or existing buildings can play an important role in a national program aimed at promoting energy conservation. Building codes and standards can provide a degree of control over design and building practices throughout the construction process, and encourage awareness of energy-conscious design. Studies in developed countries indicate that efficiency standards can produce energy reductions on the order of 20 to 40% or more. Within ASEAN, analyses of the savings potential from the proposed standards suggest that if implemented, these standards would produce savings over current new design practice of 19% to 24%. In this volume we provide an overview of the ASEAN-USAID project aimed at promulgating standards for energy efficiency in commercial buildings. The process of developing and implementing energy-efficiency standards for buildings can be subdivided into two key components: policy development; and technical and economic analysis. Each of these involves a number of steps and processes, as outlined in Figure 1-1. This volume describes the technical and economic analyses used to develop the proposed energy efficiency standards for four countries (Malaysia, Thailand, the Philippines, and Indonesia), and to refine an energy standard existing in Singapore since 1979. Though oriented toward the ASEAN region, the analysis methods described here are applicable in a range of settings, provided appropriate modifications are made for local building construction, climatic, economic, and political conditions. Implementation issues are not specifically addressed here; rather this volume is oriented towards the analytical work needed to establish or revise an energy standard for buildings.

    Carbon dioxide (CO{sub 2}) is the main greenhouse gas emitted from human activities. Industrial revolution is one of the triggers to accelerate the quantity of CO{sub 2} in the atmosphere which lead to undesirable changes in the cycle of carbon. Like China and United States which are affected by the economic development growth, the atmospheric CO{sub 2} level in ASEAN countries is expected to be higher from year to year. This study focuses on energy and mining indicators, namely alternative and nuclear energy, energy production, combustible renewables and waste, fossil fuel energy consumption and the pump price for diesel fuel that contribute to CO{sub 2} emissions. Six ASEAN countries were examined from 1970 to 2010 using panel data approach. The result shows that model of cross section-fixed effect is the most appropriate model with the value of R-squared is about 86%. Energy production and fossil fuel energy consumption are found to be significantly influenced to CO{sub 2} emissions.

  15. Taiwan`s experience with municipal waste recycling

    Currently, each person on the average produces 1.15 kg of the municipal waste per day and a total of 9 million metric tons were generated annually in Taiwan. The disposal of such a huge amount of waste presents tremendous challenge for the island due to the scarcity of landfills and incineration facilities available locally. EPA of Taiwan, R.O.C. thus takes an active role in promoting waste recycling to reduce the garbage produced in municipalities. In order to efficiently utilize the government`s human and financial resources used in recycling, started from January 31, 1989, EPA has mandated the producer responsibility recycling program for several designated post-consumer products such as PET, PVC bottles, scrap tires, scrap motor vehicles, etc. Producer responsibility recycling program specifies that the manufacturers, importers and sellers of these designated products have the responsibility to retrieve their products and recycle them properly. Several negative effects have been encountered while the implementation of this producer responsibility recycling program in Taiwan which resulted in a modification of this recycling program recently. This paper presents the encountered experiences on the implementation of municipal waste recycling program in Taiwan.

    Korea Research Reactor 1 (KRR-1), the first research reactor in Korea, has been operated since 1962, and the second one, Korea Research Reactor 2 (KRR-2) since 1972. The operation of both of them was phased out in 1995 due to their lifetime and operation of the new and more powerful research reactor, HANARO (High-flux Advanced Neutron Application Reactor; 30MW). Both are TRIGA Pool type reactors in which the cores are small self-contained units sitting in tanks filled with cooling water. The KRR-1 is a TRIGA Mark II, which could operate at a level of up to 250 kW. The second one, the KRR-2 is a TRIGA Mark III, which could operate at a level of up 2,000 kW. The decontamination and decommissioning (D & D) project of these two research reactors, the first D & D project in Korea, was started in January 1997 and will be completed to stage 3 by 2008. The aim of this decommissioning program is to decommission the KRR-1 & 2 reactors and to decontaminate the residual building structure s and the site to release them as unrestricted areas. KAERI (Korea Atomic Energy Research Institute) submitted the decommissioning plan and the environmental impact assessment reports to the Ministry of Science and Technology (MOST) for the license in December 1998, and was approved in November 2000.

    Recently, Health Impact Assessment has gained great attention in Korea. First, the Ministry of Environment introduced HIA within existing Environment Impact Assessment. Second, the Korea Institute for Health and Social Affairs began an HIA program in 2008 in alliance with Healthy Cities. In this short report, these two different efforts are introduced and their opportunities and challenges discussed. We believe these two approaches complement each other and both need to be strengthened. We also believe that both can contribute to the development of health in policy and project development and ultimately to improvements in the Korean population's health.

    This presentation provides a high level summary of current research activities at the Los Alamos National Laboratory (LANL)-University of California Jacobs School of Engineering (UCSD) Engineering Institute that will be presented at Korea's Agency for Defense Development (ADD). These research activities are at the basic engineering science level with different level of maturity ranging from initial concepts to field proof-of-concept demonstrations. We believe that all of these activities are appropriate for collaborative research activities with ADD subject to approval by each institution.     In this paper, an optimal design concept has been utilized to find the best designs for a complex and large-scale ocean thermal energy conversion (OTEC) plant. THe OTEC power plant under this study is divided into three major subsystems consisting of power subsystem, seawater pipe subsystem, and containment subsystem. The design optimization model for the entire OTEC plant is integrated from these sub-systems under the considerations of their own various design criteria and constraints. The mathematical formulations of this optimization model for the entire OTEC plant are described. The design variables, objective function, and constraints for a pilot plant under the constraints of the feasible technologies at this stage in Taiwan have been carefully examined and selected.

    This report summarizes the results of the avian surveys conducted at Osan Air Base (AB). This ongoing survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Osan AB, and the 51st Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred ten bird species representing 35 families were identified and recorded. Seven species are designated as Natural Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Three species appear on the Korean Association for Conservation of Nature's (KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, ten different species are Republic of Korea (ROK)-protected. The primary objective of the avian survey at Osan AB was to determine what species of birds are present on the airfield and their respective habitat requirements during the critical seasons of the year. This requirement is specified in Annex J.14.c of the 51st Fighter BASH Plan 91-212 (51 FW OPLAN 91-212). The second objective was to initiate surveys to determine what bird species are present on Osan AB throughout the year and from the survey results, determine if threatened, endangered, or other Korean-listed bird species are present on Osan AB. This overall census satisfies Criterion 13-3.e of the EGS for Korea. The final objective was to formulate management strategies within Osan AB's operational requirements to protect and enhance habitats of known threatened, endangered, and ROK-protected species in accordance with EGS Criterion 13-3.a that are also favorable for the reproduction of indigenous species in accordance with the EGS Criterion 13-3.h.

    Since the first nuclear power was engaged in Korean electricity grid in 1978, intensive research and development has been focused on localization and standardization of large pressurized water reactors (PWRs) aiming at providing Korean peninsula and beyond with economical and safe power source. With increased priority placed on the safety since Chernobyl accident, Korean nuclear power R and D activity has been diversified into advanced PWR, small modular PWR and generation IV reactors. After the outbreak of Fukushima accident, inherently safe small modular reactor (SMR) receives growing interest in Korea and Europe. In this paper, we will describe recent status of evolving designs of SMR, their advantages and challenges. In particular, the conceptual design of lead-bismuth cooled SMR in Korea, URANUS with 40?70 MWe is examined in detail. This paper will cover a framework of the program and a strategy for the successful deployment of small modular reactor how the goals would entail and the approach to collaboration with other entities.

    Sandia National Laboratories and the Institute of Nuclear Energy Research, Taiwan have collaborated in a technology transfer program related to low-level radioactive waste (LLW) disposal in Taiwan. Phase I of this program included regulatory analysis of LLW final disposal, development of LLW disposal performance assessment capabilities, and preliminary performance assessments of two potential disposal sites. Performance objectives were based on regulations in Taiwan and comparisons to those in the United States. Probabilistic performance assessment models were constructed based on limited site data using software including GoldSim, BLT-MS, FEHM, and HELP. These software codes provided the probabilistic framework, container degradation, waste-form leaching, groundwater flow, radionuclide transport, and cover infiltration simulation capabilities in the performance assessment. Preliminary performance assessment analyses were conducted for a near-surface disposal system and a mined cavern disposal system at two representative sites in Taiwan. Results of example calculations indicate peak simulated concentrations to a receptor within a few hundred years of LLW disposal, primarily from highly soluble, non-sorbing radionuclides.

    As of 2012, 23 units of nuclear power plants are in operation, but there is no experience of permanent shutdown and decommissioning of nuclear power plant in Korea. It is realized that, since late 1990's, improvement of the regulatory framework for decommissioning has been emphasized constantly from the point of view of International Atomic Energy Agency (IAEA)'s safety standards. And it is known that now IAEA prepare the safety requirement on decommissioning of facilities, its title is the Safe Decommissioning of Facilities, General Safety Requirement Part 6. According to the result of IAEA's Integrated Regulatory Review Service (IRRS) mission to Korea in 2011, it was recommended that the regulatory framework for decommissioning should require decommissioning plans for nuclear installations to be constructed and operated and these plans should be updated periodically. In addition, after the Fukushima nuclear disaster in Japan in March of 2011, preparedness for early decommissioning caused by an unexpected severe accident became also important issues and concerns. In this respect, it is acknowledged that the regulatory framework for decommissioning of nuclear facilities in Korea need to be improved. First of all, we identify the current status and relevant issues of regulatory framework for decommissioning of nuclear power plants compared to the IAEA's safety standards in order to achieve our goal. And then the plan is to be established for improvement of regulatory framework for decommissioning of nuclear power plants in Korea. After dealing with it, it is expected that the revised regulatory framework for decommissioning could enhance the safety regime on the decommissioning of nuclear power plants in Korea in light of international standards.   10. A Sensitivity Model (SM) approach to analyze urban development in Taiwan based on sustainability indicators

    Sustainability indicators have been widely developed to monitor and assess sustainable development. They are expected to guide political decision-making based on their capability to represent states and trends of development. However, using indicators to assess the sustainability of urban strategies and policies has limitations - as they neither reflect the systemic interactions among them, nor provide normative indications in what direction they should be developed. This paper uses a semi-quantitative systematic model tool (Sensitivity Model Tools, SM) to analyze the role of urban development in Taiwan's sustainability. The results indicate that the natural environment in urban area is one of the most critical components and the urban economic production plays a highly active role in affecting Taiwan's sustainable development. The semi-quantitative simulation model integrates sustainability indicators and urban development policy to provide decision-makers with information about the impacts of their decisions on urban development. The system approach incorporated by this paper can be seen as a necessary, but not sufficient, condition for a sustainability assessment. The participatory process of expert participants for providing judgments on the relations between indicator variables is also discussed.

The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

    While there is no shortage of studies on whether and how OECD countries can stabilize their CO{sub 2} emissions, the situation in developing countries has been subjected to much less scrutiny. Although current emission levels in developing countries are low, they can vastly increase in the future due to higher economic growth rates. Of particular interest are newly industrializing economies; they are positioned to be the first group of countries to catch up with OECD emission levels. In this paper, the authors examine the CO{sub 2} emission scenarios in Taiwan, whose economy is still growing at more than 6% after years of impressive performance. A dynamic, multi-period optimization model was constructed to evaluate various energy system development paths. Both currently utilized technologies and advanced technologies that may become available are considered. The model meets externally specified final energy sectoral demands while keeping the objective function minimal. For devising a practical program to control greenhouse gases emissions, relative advantages of the conventional regulation approach with incentive-based approaches are compared. The comparison is made by running the model using different objective functions.

    Korea Radioactive-waste Management Corporation (KRMC) established in 2009 has started a new project to collect information on long-term stability of deep geological environments on the Korean Peninsula. The information has been built up in the integrated natural barrier database system available on web (www.deepgeodisposal.kr). The database system also includes socially and economically important information, such as land use, mining area, natural conservation area, population density, and industrial complex, because some of this information is used as exclusionary criteria during the site selection process for a deep geological repository for safe and secure containment and isolation of spent nuclear fuel and other long-lived radioactive waste in Korea. Although the official site selection process has not been started yet in Korea, current integrated natural barrier database system and socio-economic database is believed that the database system will be effectively utilized to narrow down the number of sites where future investigation is most promising in the site selection process for a deep geological repository and to enhance public acceptance by providing readily-available relevant scientific information on deep geological environments in Korea.     Strategic environmental assessment (SEA) focuses primarily on assessing how policies, plans, and programs (PPPs) influence the sustainability of the involved regions. However, the processes of assessing policies and developing management strategies for pollution load and resource use are usually separate in the current SEA system. This study developed a policy management methodology to overcome the defects generated during the above processes. This work first devised a dynamic management framework using the methods of systems thinking, system dynamics, and Managing for Results (MFRs). Furthermore, a driving force-pressure-state-impact-response (DPSIR) indicator system was developed. The golf course installation policy was applied as a case study. Taiwan, counties of Taiwan, and the golf courses within those individual counties were identified as a system, subsystems, and objects, respectively. This study identified an object-linked double-layer framework with multi-stage-option to simultaneously to quantify golf courses in each subsystem and determine ratios of abatement and allocation for pollution load and resource use of each golf course. The DPSIR indicator values for each item of each golf course in each subsystem are calculated based on the options taken in the two decision layers. The summation of indicator values for all items of all golf courses in all subsystems according to various options is defined as the sustainability value of the policy. An optimization model and a system (IDPMS) were developed to obtain the greatest sustainability value of the policy, while golf course quantity, human activity intensity, total quantities of pollution load and resource use are simultaneously obtained. The solution method based on enumeration of multiple bounds for objectives and constraints (EMBOC) was developed for the problem with 1.95 x 10{sup 128} combinations of possible options to solve the optimal solution in ten minutes using a personal computer with 3.0 GHz CPU. This study obtain the policy with the optimal environmental sustainability value in Taiwan is 102 golf courses. Human activity intensity and total quantities of pollution load and resource use which are concurrently obtained are less than those of the existing policy and the existing quantities in 2006. The optimal solution remains unchanged under most sensitivity analysis conditions, unless the weights and constraints are extremely changed. The analytical results indicate that the proposed methodology can be used to assist the authorities for simultaneously generating and assessing the policy during the SEA process.

  3. First results on disruption mitigation by massive gas injection in Korea Superconducting Tokamak Advanced Research

    Massive gas injection (MGI) system was developed on Korea Superconducting Tokamak Advanced Research (KSTAR) in 2011 campaign for disruption studies. The MGI valve has a volume of 80 ml and maximum injection pressure of 50 bar, the diameter of valve orifice to vacuum vessel is 18.4 mm, the distance between MGI valve and plasma edge is {approx}3.4 m. The MGI power supply employs a large capacitor of 1 mF with the maximum voltage of 3 kV, the valve can be opened in less than 0.1 ms, and the amount of MGI can be controlled by the imposed voltage. During KSTAR 2011 campaign, MGI disruptions are carried out by triggering MGI during the flat top of circular and limiter discharges with plasma current 400 kA and magnetic field 2-3.5 T, deuterium injection pressure 39.7 bar, and imposed voltage 1.1-1.4 kV. The results show that MGI could mitigate the heat load and prevent runaway electrons with proper MGI amount, and MGI penetration is deeper under higher amount of MGI or lower magnetic field. However, plasma start-up is difficult after some of D{sub 2} MGI disruptions due to the high deuterium retention and consequently strong outgassing of deuterium in next shot, special effort should be made to get successful plasma start-up after deuterium MGI under the graphite first wall.

  4. Biogeochemical Changes at Early Stage After the Closure of Radioactive Waste Geological Repository in South Korea

    Permanent disposal of low- and intermediate-level radioactive wastes in the subterranean environment has been the preferred method of many countries, including Korea. A safety issue after the closure of a geological repository is that biodegradation of organic materials due to microbial activities generates gases that lead to overpressure of the waste containers in the repository and its disintegration with the release of radionuclides. As part of an ongoing large-scale in situ experiment using organic wastes and groundwater to simulate geological radioactive waste repository conditions, we investigated the geochemical alteration and microbial activities at an early stage (~63 days) intended to be representative of the initial period after repository closure. The increased numbers of both aerobes and facultative anaerobes in waste effluents indicate that oxygen content could be the most significant parameter to control biogeochemical conditions at very early periods of reaction (<35 days). Accordingly, the values of dissolved oxygen and redox potential were decreased. The activation of anaerobes after 35 days was supported by the increased concentration to ~50 mg L-1 of ethanol. These results suggest that the biogeochemical conditions were rapidly altered to more reducing and anaerobic conditions within the initial 2 months after repository closure. Although no gases were detected during the study, activated anaerobic microbes will play more important role in gas generation over the long term.

  5. A nuclear physics program at the Rare Isotope Beams Accelerator Facility in Korea

    This paper outlines the new physics possibilities that fall within the field of nuclear structure and astrophysics based on experiments with radioactive ion beams at the future Rare Isotope Beams Accelerator facility in Korea. This ambitious multi-beam facility has both an Isotope Separation On Line (ISOL) and fragmentation capability to produce rare isotopes beams (RIBs) and will be capable of producing and accelerating beams of wide range mass of nuclides with energies of a few to hundreds MeV per nucleon. The large dynamic range of reaccelerated RIBs will allow the optimization in each nuclear reaction case with respect to cross section and channel opening. The low energy RIBs around Coulomb barrier offer nuclear reactions such as elastic resonance scatterings, one or two particle transfers, Coulomb multiple-excitations, fusion-evaporations, and direct capture reactions for the study of the very neutron-rich and proton-rich nuclides. In contrast, the high energy RIBs produced by in-flight fragmentation with reaccelerated ions from the ISOL enable to explore the study of neutron drip lines in intermediate mass regions. The proposed studies aim at investigating the exotic nuclei near and beyond the nucleon drip lines, and to explore how nuclear many-body systems change in such extreme regions by addressing the following topics: the evolution of shell structure in areas of extreme proton to neutron imbalance; the study of the weak interaction in exotic decay schemes such as beta-delayed two-neutron or two-proton emission; the change of isospin symmetry in isobaric mirror nuclei at the drip lines; two protons or two neutrons radioactivity beyond the drip lines; the role of the continuum states including resonant states above the particle-decay threshold in exotic nuclei; and the effects of nuclear reaction rates triggered by the unbound proton-rich nuclei on nuclear astrophysical processes.

    Background: Limited epidemiologic data are available concerning the cardiovascular effects of cadmium exposure, although recent studies suggest associations with myocardial infarction and peripheral arterial disease. We examined the associations of cadmium exposure with cardiovascular disease in nationally representative general Korean adults. Methods: We used cross-sectional data on blood cadmium and self-reported diagnoses of ischemic heart disease (IHD), stroke, and hypertension in a sub-sample of 1908 adults, aged 20 years and older, who participated in the 2005 Korea National Health and Nutrition Examination Survey (KNHANES). We used survey logistic regression models accounting for the complex sampling design to estimate the odds ratios (OR), adjusting for age, education, income, alcohol, smoking, body mass index, waist circumference, family history of hypertension, blood pressure, and blood lead. Results: The geometric mean of blood cadmium was 1.53 {mu}g/L. After adjusting for potential confounders, an interquartile range (IQR) increase in blood cadmium (0.91 {mu}g/L) was found to be associated with an increased risk for IHD (OR 2.1, 95% confidence interval (CI) 1.3-3.4). An IQR increase in blood cadmium was found to be associated with an elevated risk for hypertension only among men (OR 1.4, 95% CI 1.1-1.8) but not among women. No association was observed with stroke in both genders. Conclusions: These findings suggest that cadmium in blood may be associated with an increased risk for IHD and hypertension in the general Korean adult population.

  7. The estimation of N{sub 2}O emissions from municipal solid waste incineration facilities: The Korea case

    The greenhouse gases (GHGs) generated in municipal solid waste (MSW) incineration are carbon dioxide (CO{sub 2}), methane (CH{sub 4}), and nitrous oxide (N{sub 2}O). In South Korea case, the total of GHGs from the waste incineration facilities has been increasing at an annual rate 10%. In these view, waste incineration facilities should consider to reduce GHG emissions. This study is designed to estimate the N{sub 2}O emission factors from MSW incineration plants, and calculate the N{sub 2}O emissions based on these factors. The three MSW incinerators examined in this study were either stoker or both stoker and rotary kiln facilities. The N{sub 2}O concentrations from the MSW incinerators were measured using gas chromatography-electron capture detection (GC-ECD) equipment. The average of the N{sub 2}O emission factors for the M01 plant, M02 plant, and M03 plant are 71, 75, and 153 g-N{sub 2}O/ton-waste, respectively. These results showed a significant difference from the default values of the intergovernmental panel on climate change (IPCC), while approaching those values derived in Japan and Germany. Furthermore, comparing the results of this study to the Korea Energy Economics Institute (KEEI) (2007) data on waste incineration, N{sub 2}O emissions from MSW incineration comprised 19% of the total N{sub 2}O emissions.

    Few studies investigated the association between chronic arsenic exposure and the mortality of cancers by estimating individual urinary arsenic methylation profiles. Therefore, we compared with the general population in Taiwan to calculate the standardized mortality ratio (SMR) in arseniasis-endemic area of Taiwan from 1996 to 2010 and evaluated the dose-response relationships between environmental arsenic exposure indices or urinary arsenic profiles and the mortality of cause-specific cancer. A cohort of 1563 residents was conducted and collected their urine sample and information regarding arsenic exposure from a questionnaire. All-cause death was identified using the National Death Registry of Taiwan. Urinary arsenic profiles were measured using high performance liquid chromatography–hydride generator–atomic absorption spectrometry. We used Cox proportional hazard models to evaluate the mortality risks. In results, 193 all-site cancer deaths, and 29, 71, 43 deaths respectively for liver, lung and bladder cancers were ascertained. The SMRs were significantly high in arseniasis-endemic areas for liver, lung, and bladder cancers. People with high urinary InAs% or low DMA% or low secondary methylation index (SMI) were the most likely to suffer bladder cancer after adjusting other risk factors. Even stopping exposure to arsenic from the artesian well water, the mortality rates of the residents were higher than general population. Finally, urinary InAs%, DMA% and SMI could be the potential biomarkers to predict the mortality risk of bladder cancer. -- Highlights: ? The SMRs were significantly high in arseniasis-endemic areas for liver, lung, and bladder cancers. ? People with high urinary InAs% were the most likely to suffer bladder cancer. ? People with low DMA% or low SMI were the most likely to suffer bladder cancer.

    Arsenic ingestion has been linked to increasing global prevalence of and mortality from cardiovascular disease (CVD); arsenic can be removed from drinking water to reduce related health effects. Lactate dehydrogenase (LDH) is used for the evaluation of acute arsenic toxicity in vivo and in vitro, but it is not validated for the evaluation of long-term, chronic arsenic exposure. The present study examined the long-term effect of chronic arsenic exposure on CVD and serum LDH levels, after consideration of arsenic metabolism capacity. A total of 380 subjects from an arseniasis-endemic area and 303 from a non-endemic area of southwestern Taiwan were recruited in 2002. Various urinary arsenic species were analyzed using high-performance liquid chromatography (HPLC) and hydride generation systems. Fasting serum was used for quantitative determination of the total LDH activity. A significant dose–response relationship was observed between arsenic exposure and LDH elevation, independent of urinary arsenic profiles (P < 0.001). Furthermore, abnormal LDH elevation was associated with CVD mortality after adjustment for Framingham risk scores for 10-year CVD and arsenic exposure (hazard ratio, 3.98; 95% confidence interval, 1.07–14.81). LDH was elevated in subjects with arsenic exposure in a dose-dependent manner. LDH is a marker of arsenic toxicity associated with CVD mortality. Results of this study have important implications for use in ascertaining long-term arsenic exposure risk of CVD. -- Highlights: ? We showed that arsenic exposure was correlated with LDH elevation. ? LDH elevation was related to arsenic methylation capacity. ? Abnormal LDH elevation can be a marker of susceptibility to CVD mortality.

    The safe and effective management of radioactive waste is a national task required for sustainable generation of nuclear power and for energy self-reliance in Korea. Currently, for permanent disposal of low- and intermediate-level waste (LILW), the Wolsong LILW Disposal Center (WLDC) is under construction. It will accommodate a total of 800,000 drums at the final stage after stepwise expansion. As an implementing strategy for cost-effective development of the WLDC, various disposal options suitable for waste classification schemes would be considered. It is also needed an optimized management of the WLDC by taking a countermeasure of volume reduction treatment. In this study, various management options to be applied to each waste class are analyzed in terms of its inventory and disposal cost. For the volume reduction and stabilization of waste, the vitrification and plasma melting methods are considered for combustible and incombustible waste, respectively. (authors)

    The cooperative program between NRC/ANL and EPRI on the validation of soil-structure interaction analysis methods with actual seismic response data is described. A large scale-model of a containment building has been built by EPRI/Taipower in a highly seismic region of Taiwan. Vibration tests were performed, first on the basemat before the superstructure was built and then on the completed structure. Since its completion, the structure has experienced many earthquakes. The site and structural response to these earthquakes have been recorded with field (surface and downhole) and structural instrumentation. The validation program involves blind predictions of site and structural response during vibration tests and a selected seismic event, and subsequent comparison between the predictions and measurements. The predictive calculations are in progress. The results of the correlation are expected to lead to the evaluation of the methods as to their conservatisms and sensitivities.

    This report presents a code assessment study based on a real plant transient that occurred on June 9, 1981 at the KNU {number sign}1 (Korea Nuclear Unit Number 1). KNU {number sign}1 is a two-loop Westinghouse PWR plant of 587 Mwe. The loss of offsite power transient occurred at the 77.5% reactor power with 0.5%/hr power ramp. The real plant data were collected from available on-line plant records and computer diagnostics. The transient was simulated by RELAP5/MOD2/36.05 and the results were compared with the plant data to assess the code weaknesses and strengths. Some nodalization studies were performed to contribute to developing a guideline for PWR nodalization for the transient analysis. 5 refs., 18 figs., 3 tabs.

    To achieve higher energy security and lower emission of greenhouse gases (GHGs) and pollutants, the development of renewable energy has attracted much attention in Taiwan. In addition to its contribution to the enhancement of reliable indigenous resources, the introduction of renewable energy such as photovoltaic (PV) and wind power systems reduces the emission of GHGs and air pollutants by substituting a part of the carbon- and pollutant-intensive power with power generated by methods that are cleaner and less carbon-intensive. To evaluate the reduction potentials, consequential changes in the operation of different types of existing power plants have to be taken into account. In this study, a linear mathematical programming model is constructed to simulate a power mix for a given power demand in a power market sharing a cost-minimization objective. By applying the model, the emission reduction potentials of capacity extension case studies, including the enhancement of PV and wind power introduction at different scales, were assessed. In particular, the consequences of power mix changes in carbon dioxide, nitrogen oxides, sulfur oxides, and particulates were discussed. Seasonally varying power demand levels, solar irradiation, and wind strength were taken into account. In this study, we have found that the synergetic reduction of carbon dioxide emission induced by PV and wind power introduction occurs under a certain level of additional installed capacity. Investigation of a greater variety of case studies on scenario development with emerging power sources becomes possible by applying the model developed in this study. 15 refs., 8 figs., 11 tabs.

    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated. The demonstration is provided in a separate Audio Video Interleave (.AVI) file.

    An ecologic study design was used to investigate the relationship between cancer risks and residence in communities adjacent to petrochemical industrial counties (PICs). Directly age-adjusted mortality rates for cancer during 1982-1991 among 16 counties characterized by a heavy concentration of petrochemical industries were compared to rates among 16 matched counties with similar concentration of nonpetrochemical manufacturing industries, urbanization level, and demographic characteristics. An excess rate for liver cancer among males was found in the so-called PICs. The correlation could not be explained by confounding variables such as urbanization, socioeconomic class, or employment in nonpetrochemical industries. No other increased cancer risks were found to be associated with residence near petrochemical industries. 30 refs., 3 tabs.

    An EBIS system has been designed to be used as a charge breeder for the post accelerator of an ISOL system. An electron gun, which is designed to produce a maximum current of 3 A at the beam energy of 20 kV, will be acquired from the Budker Institute, Novosibirsk. Electron beam optics calculations of the EBIS system as well as of the gun assembly have been performed using PBGUNS and TRAK. A superconducting solenoid with a maximum field of 6 T is to be used to compress the electron beam. A test stand, which includes the gun assembly and a high-power electron beam collector, is being designed and will be ready for the gun test in the end of this year. Charge breeding simulation using EBIS0D and CBSIM has been performed for a few key isotopes.

    The essential characteristics of the issue of radioactive waste management can be conceptualized as complex, with a variety of facets and uncertainty. These characteristics tend to cause people to perceive the issue of radioactive waste management as a 'risk'. This study was initiated in response to a desire to understand the perceptions of risk that the Korean public holds towards radioactive waste and the relevant policies and policy-making processes. The study further attempts to identify the factors influencing risk perceptions and the relationships between risk perception and social acceptance.

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

Biggest growth in LNG demand is expected from some of the region's strongest economies such as Japan, South Korea, and Taiwan, Key LNG exporters such as Brunei, Malaysia, and Indonesia are scrambling to implement projects to meet that expected demand growth. Uncertainties cloud the outlook for Far East LNG trade, Australia, for one, is more cautious in pressing expansion of its LNG export capacity as more competing LNG expansions spring up around the world, notably in the Middle East and Africa.

    The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

    The usefulness of vitrification technology for low-and intermediate-level radioactive wastes was demonstrated with high volume reduction capability and good mechanical and chemical stability of final waste forms, and commercial vitrification facility is expected to be constructed at Ulchin site of Korean Nuclear Power Plant Ulchin Unit 5 and 6. Hence, overall economic assessment was necessary to find out the economic advantage of the vitrification facility and to predict the construction and operation costs of the facility on the preliminary bases. Additionally, the generation characteristics of radioactive wastes were investigated. The results of the cost analysis showed that the disposal cost of radioactive wastes treated by vitrification facility reduced to 85 percent compared with that by current waste treatment system. And the present worth analysis was performed through the cost-benefit analysis method for the commercial vitrification facility. The results showed that the vitrification facility combining cold crucible melter (CCM) for treatment of combustible DAW, spent resin, and borated liquid waste concentrate and plasma torch melter (PTM) for non-combustible DAW and spent filter is more economical than current waste treatment system when the escalation rate of disposal cost of more than 10 percent per year was applied.

    To identify the domains that have the greatest impacts on air quality at the surface, both the upwind and downwind areas of Seoul were determined by season using refined wind fields. Four consecutive days were selected as the study period typical of each season. The mesoscale meteorology of the study period was reproduced by using the MM5 prognostic meteorological model (PSU/NCAR Mesoscale Model) with horizontally nested grids. The gridded meteorological field, which was used on the study area of 242 km x 226 km with grid spacing of 2 km, was generated by using the CALMET diagnostic meteorological model. Upwind and downwind areas of Seoul were determined by calculating 24-hour backward and forward air parcel trajectories, respectively, with u, v, and w velocity vectors. The results showed that the upwind and downwind areas were extended far to the northwest and the southeast as a result of high wind speeds in the spring and winter, while they were restricted on the fringe of Seoul in the summer and fall.

    A comprehensive settlement of the North Korean nuclear issue may involve military, economic, political, and diplomatic components, many of which will require verification to ensure reciprocal implementation. This paper sets out potential verification methodologies that might address a wide range of objectives. The inspection requirements set by the International Atomic Energy Agency form the foundation, first as defined at the time of the Agreed Framework in 1994, and now as modified by the events since revelation of the North Korean uranium enrichment program in October 2002. In addition, refreezing the reprocessing facility and 5 MWe reactor, taking possession of possible weapons components and destroying weaponization capabilities add many new verification tasks. The paper also considers several measures for the short-term freezing of the North's nuclear weapon program during the process of negotiations, should that process be protracted. New inspection technologies and monitoring tools are applicable to North Korean facilities and may offer improved approaches over those envisioned just a few years ago. These are noted, and potential bilateral and regional verification regimes are examined.

    The objective of this research was to compare the leaching characteristics of heavy metals such as cadmium, chromium, copper, nickel, lead, etc., in Korean and Japanese municipal solid waste incineration (MSWI) ash. The rate of leaching of heavy metal was measured by KSLT and JTL-13, and the amount of heavy metals leached was compared with the metal content in each waste component. Finally, bio-availability testing was performed to assess the risks associated with heavy metals leached from bottom ash and fly ash. From the results, the value of neutralization ability in Japanese fly ash was four times higher than that in Korean fly ash. The reason was the difference in the content of Ca(OH){sub 2} in fly ash. The amount of lead leached exceeded the regulatory level in both Japanese and Korean fly ash. The rate of leaching was relatively low in ash with a pH in the range of 6-10. The bio-availability test in fly ash demonstrated that the amount of heavy metals leached was Pb > Cd > Cr, but the order was changed to Pb > Cr > Cd in the bottom ash. The leaching concentration of lead exceeded the Japanese risk level in all fly ashes from the two countries, but the leaching concentration of cadmium exceeded the regulatory level in Korean fly ash only.

  8. Prospects for the power sector in nine developing countries

    Based on information drawn primarily from official planning documents issued by national governments and/or utilities, the authors examined the outlook for the power sector in the year 2000 in nine countries: China, India, Indonesia, Thailand, the Philippines, South Korea, Taiwan, Argentina and Mexico. They found that the implicit rates of average annual growth of installed electric power capacity between 1991 and 2001 range from a low of 3.3% per year in Argentina to a high of 13.2% per year in Indonesia. In absolute terms, China and India account for the vast majority of the growth. The plans call for a shift in the generating mix towards coal in six of the countries, and continued strong reliance on coal in China and India. The use of natural gas is expected to increase substantially in a number of the countries. The historic movement away from oil continues, although some countries are maintaining dual-fuel capabilities. Plans call for considerable growth of nuclear power in South Korea and China and modest increases in India and Taiwan. The feasibility of the official plans varies among the countries. Lack of public capital is leading towards greater reliance on private sector participation in power projects in many of the countries. Environmental issues are becoming a more significant constraint than in the past, particularly in the case of large-scale hydropower projects. The financial and environmental constraints are leading to a rising interest in methods of improving the efficiency of electricity supply and end use. The scale of such activities is growing in most of the study countries.

    For successful application of high-alloyed stainless steels for Flue Gas Desulfurization (FGD) plants, pitting corrosion resistance of arc welds of N-added 6%Mo austenitic stainless steels (UNS N 08367) and super duplex stainless steels (UNS S 32550) made with various filler metals were evaluated using the Green Death solution. For Gas Tungsten Arc (GTA) and Gas Metal Arc (GMA) welds of N 08367, Critical Pitting Temperature (CPT) of base metal was 65--70 C, whereas weld made by ERNiCrMo-3 filler metal yielded CPT of 50 C. Welds made by ERNiCrMo-10 or ERNiCrMo-4 filler metals showed CPT of 60--65 C and 65--70C, respectively. For GTA and GMA welds of S 32550, CPT of welds made by ERNiCrMo-3 was 45--50 C, indicating that the filler metal can provide pitting corrosion resistance matching the S 32550 alloy. Thus, a proper pitting corrosion resistance of weldments of high-alloy stainless steels can be achieved by selecting filler metals having at least +10 higher Pitting Resistance Equivalent Number (PRE{sub N}) value than the base metal regardless of the type of arc welding process. The over-alloyed filler metals would compensate preferential segregation of Cr, MO along the dendrite boundary, which made the dendrite core more susceptible to pitting. Nitrogen addition to the GTA welds of N 08367 made with ERNiCrMo-3 failed to improve pitting corrosion resistance, which was attributed to the precipitation of nitrogen in the weld metal in the form of Nb-nitride.

An expanded system boundary was employed to compare by-products. Life cycle cost was analyzed through the entire disposal process, which included discharge, separate collection, transportation, treatment, and final disposal stages, all of which were included in the system boundary. Costs and benefits were estimated by an avoided impact. Environmental benefits of each system per 1 tonne of food waste management were estimated using carbon prices resulting from CO{sub 2} reduction by avoided impact, as well as the prices of by-products such as animal feed, compost, and electricity. We found that the cost of landfilling was the lowest, followed by co-digestion. The benefits of wet feeding systems were the highest and landfilling the lowest.

    When the 135,000 cu m LNG carrier Al Zubarah departed Ras Laffan Port in December, Qatar entered a new era of commerce that will both boost the emirate`s economic development and influence energy trade around the world. The event capped more than a decade of planning, design, and construction of Ras Laffan Port--the world`s newest and largest LNG exporting facility. During the 1980s, the focus in Qatar was on exploration and development of North field, which holds the world`s largest reserves of nonassociated natural gas. In the 1990s, efforts concentrated on establishing a direct production and export link between North field, the new multi-billion-dollar Qatar Liquefied Gas Co. (Qatargas) gas liquefaction plant at Ras Laffan, and LNG export facilities at the 8.5 sq km Ras Laffan Port. Markets of the Far East will be first to be served by LNG from Ras Laffan Port. Two 25-year LNG supply contracts have been signed with buyers in Japan and South Korea, and negotiations are under way with potential customers from China, Taiwan, and Thailand. The paper describes the port, its operations, and export projects.

    Australia's natural gas players, keen to increase their presence in world liquefied natural gas trade, see Asia as their major LNG market in the decades to come. That's despite the fact that two spot cargoes of Australian Northwest Shelf LNG were shipped to Europe during the last 12 months and more are likely in 1994. Opportunities for growth are foreseen within the confines of the existing Northwest Shelf gas project for the rest of the 1990s. But the main focus for potential new grassroots project developers and expansions of the existing LNG plant in Australia is the expected shortfall in contract volumes of LNG to Japan, South Korea, and Taiwan during 2000--2010. Traditionally the price of crude oil has been used as a basis for calculating LNG prices. This means the economics of any new 21st century supply arrangements are delicately poised because of the current low world oil prices, a trend the market believes is likely to continue. In a bid to lessen the effect of high initial capital outlays and still meet projected demand using LNG from new projects and expansion of the existing plant, Australia's gas producers are working toward greater cooperation with prospective Asian buyers.

    As part of our continuing assessment of Asia-Pacific energy markets, the Energy Program has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy have covered Australia, China, Indonesia, Japan, Malaysia, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers.   6. Voluntary Agreements for Energy Efficiency or GHG EmissionsReduction in Industry: An Assessment of Programs Around the World

    Voluntary agreements for energy efficiency improvement and reduction of energy-related greenhouse gas (GHG) emissions have been a popular policy instrument for the industrial sector in industrialized countries since the 1990s. A number of these national-level voluntary agreement programs are now being modified and strengthened, while additional countries--including some recently industrialized and developing countries--are adopting these type of agreements in an effort to increase the energy efficiency of their industrial sectors.Voluntary agreement programs can be roughly divided into three broad categories: (1) programs that are completely voluntary, (2) programs that use the threat of future regulations or energy/GHG emissions taxes as a motivation for participation, and (3) programs that are implemented in conjunction with an existing energy/GHG emissions tax policy or with strict regulations. A variety of government-provided incentives as well as penalties are associated with these programs. This paper reviews 23 energy efficiency or GHG emissions reduction voluntary agreement programs in 18 countries, including countries in Europe, the U.S., Canada, Australia, New Zealand, Japan, South Korea, and Chinese Taipei (Taiwan) and discusses preliminary lessons learned regarding program design and effectiveness. The paper notes that such agreement programs, in which companies inventory and manage their energy use and GHG emissions to meet specific reduction targets, are an essential first step towards GHG emissions trading programs.

    The Federal Energy Technology Center (FETC) sponsored the Fuel Cells '97 Review Meeting on August 26-28, 1997, in Morgantown, West Virginia. The purpose of the meeting was to provide an annual forum for the exchange of ideas and discussion of results and plans related to the research on fuel cell power systems. The total of almost 250 conference participants included engineers and scientists representing utilities, academia, and government from the U.S. and eleven other countries: Canada, China, India, Iran, Italy, Japan, Korea, Netherlands, Russia, Taiwan, and the United Kingdom. On first day, the conference covered the perspectives of sponsors and end users, and the progress reports of fuel-cell developers. Papers covered phosphoric, carbonate, and solid oxide fuel cells for stationary power applications. On the second day, the conference covered advanced research in solid oxide and other fuel cell developments. On the third day, the conference sponsored a workshop on advanced research and technology development. A panel presentation was given on fuel cell opportunities. Breakout sessions with group discussions followed this with fuel cell developers, gas turbine vendors, and consultants.

    In order to develop a sound material-cycle society, cost-effective municipal solid waste (MSW) management systems are required for the municipalities in the context of the integrated accounting system for MSW management. Firstly, this paper attempts to establish an integrated cost-benefit analysis (CBA) framework for evaluating the effectiveness of MSW management systems. In this paper, detailed cost/benefit items due to waste problems are particularly clarified. The stakeholders of MSW management systems, including the decision-makers of the municipalities and the citizens, are expected to reconsider the waste problems in depth and thus take wise actions with the aid of the proposed CBA framework. Secondly, focusing on the financial cost, this study develops a generalized methodology to evaluate the financial cost-effectiveness of MSW management systems, simultaneously considering the treatment technological levels and policy effects. The impacts of the influencing factors on the annual total and average financial MSW operation and maintenance (O and M) costs are analyzed in the Taiwanese case study with a demonstrative short-term future projection of the financial costs under scenario analysis. The established methodology would contribute to the evaluation of the current policy measures and to the modification of the policy design for the municipalities.

  13. Rare Kaon Decays, KEK experiment E391 and E14 at the Japan Physics and Accelerator Research Complex (J-PARC)

    The goal of the J-PARC neutral kaon experiment (E14/KOTO) is to discover and measure the rate of the kaon rare decay to pi-zero and two neutrinos. This flavor changing neutral current decay proceeds through second-order weak interactions. Other, as yet undiscovered particles, which can mediate the decay could provide an enhancement (or depletion) to the branching ratio which in the Standard Model is accurately predicted within a few percent to be 2.8x10-11. The experiment is designed to observe more than 100 events at the Standard Model branching. It is a follow-up of the KEK E391a experiment and has stage-2 approval by J-PARC PAC in 2007. E14/KOTO has collaborators from Japan (Kyoto, Osaka, Yamagata, Saga), US (Arizona State, Chicago, Michigan Ann Arbor), Taiwan (National Taiwan), Korea, and Russia (Dubna). The experiment exploits the 300kW 30-50 GeV proton delivery of the J-PARC accelerator with a hermetic high acceptance detector with a fine grained Cesium Iodide (CsI) crystal calorimeter, and state of the art electronic front end and data acquisition system. With the recovery of the tsunami disaster on March 11th 2011, E14 is scheduled to start collecting data in December 2012. During the detector construction phase, Chicago focuses on the front end electronics readout of the entire detector system, particularly the CsI calorimeter. The CsI crystals together with its photomultipliers were previously used at the Fermilab KTeV experiment (E832/E799), and were loaned to E14 via this Chicago DOE support. The new readout electronics includes an innovative 10-pole pulse-shaping technique coupled with high speed digitization (14-bit 125MHz and 12-bit 500MHz). This new instrument enables us to measure both energy and timing, particularly with timing resolution better than 100 psec. Besides the cost saving by elimination of the standard time to digital converters, it is now possible to measure the momenta of the final state photons for additional background suppression. Chicago also designed and built several technically difficult hardware items including the vacuum cable feed-through (for a total of 3500 channels); special 50 ohm single-ended signal to 100 ohm differential signal converters; and last but not least, the recommendations on the selection of the differential signal cables for all detector elements to eliminate ground loops while maintaining signal fidelity.

  14. Combined heat and power systems that consist of biomass fired fluidised bed combustors and modern steam engines

    Biomass energy is widely used in many processing industries in the ASEAN region. The residue produced by agricultural and wood processing plant is either inefficiently combusted in simple furnaces or in the open, or disposed of in land fill sites or in rivers. Many of these industries are paying high prices for electricity in rural areas and/or supply is unreliable. An ASEAN/Australian cooperation program has been under way for the last ten years to introduce clean burning biomass fired heat and/or combined heat and power equipment. It aims to transfer Australian know how in the design and manufacture of fluidised bed CHP technology to the ASEAN region. The main participants involved in the program include SIRIM and UKM in Malaysia, PCIERD, FPRI and Asia Ratan in the Philippines, King Monkutt Institute of Technology (KMITT) in Thailand, LIPI and ITB in Indonesia, and the University of Singapore. In this paper an outline of the program will be given including results of market research and development undertaken into fluidised bed combustion, the proposed plant design and costings, and research and development undertaken into modem steam engine technology. It will be shown that all of the projects to be undertaken are financially viable. In particular the use of simple low cost high efficient steam engines ensures that the smaller CHP plant (50-100 kWe) can be viable.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.

To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    The advantages of interconnecting large electric power systems has been almost universally accepted in those parts of North America that are not geographically isolated. However, interconnecting power systems can result in significant economic advantages, even in those parts of the world where power systems are small and widely separated. This paper examines two small, isolated power systems on the island of Borneo in Southeast Asia. The Malaysian State of Srawak lies on the north coast of Borneo. With an area of 123,156 square km (47,555 square mi.) and population of 1.7 million, it is the largest, but most sparsely populated, state in the Federation of Malaysia. Its neighbor to the south is the Indonesian Province of West Kalimantan. A study examining the feasibility of interconnecting these two power systems was undertaken in 1994 as a part of the Association of Southeast Asian Nations (ASEAN) initiative to interconnect the power systems in the region. The ASEAN region is characterized by rapidly growing economies and rapid load growth.

    Remarks on the problems and issues related to the United States-Philippines Bases Agreement and prospect for its renewal are included namely: analysis of the provisions of the new Philippine Constitution; ASEAN perspective on the bases; US policy on nuclear weapons and its interest and options; Philippine interests and priorities, including alternate plans to compensate for the possible withdrawal of the US from the Philippines; and then an assessment of the effects of these factors on the renewal of the Bases Agreement. There are difficulties and barriers to the renewal of the said Agreement posed by conflicting policies of both parties and also due to divergent views on priorities, constitutional processes of both countries, and time constraints for concluding an agreement. However there are options for the United States regarding the problem, depending upon the desired level of its presence in Asia/Pacific region and how central the Philippine bases are to US national security interests.

    Between 1973 and 1985, when energy prices were high, all Organization for Economic Cooperation and Development (OECD) countries improved their E/GNP by about 2.5% annually. Increased energy efficiency accounted for 2/3rds of this improvement; the remaining portion was due to structural changes in the economy. In the US, analytic and policy tools that have successfully promoted energy efficiency include integrated resource planning, energy use labels, energy use standards, ``Golden Carrot`` incentive programs, and revenue-neutral ``feebates.`` In addition, a number of low cost, environmentally sound, energy-efficient technologies, such as electronic ballasts, compact fluorescent lamps, and low-emissivity windows, have recently been developed. We discuss how many of these policies and technologies are probably exportable to developing countries and Eastern Europe, giving examples of successful starts in India, the ASEAN countries, and Brazil.

    China has been, is, and will continue to be a coal-powered economy. The rapid growth of coal demand since 2001 has created deepening strains and bottlenecks that raise questions about supply security. Although China's coal is 'plentiful,' published academic and policy analyses indicate that peak production will likely occur between 2016 and 2029. Given the current economic growth trajectory, domestic production constraints will lead to a coal gap that is not likely to be filled with imports. Urbanization, heavy industry growth, and increasing per-capita consumption are the primary drivers of rising coal usage. In 2006, the power sector, iron and steel, and cement accounted for 71% of coal consumption. Power generation is becoming more efficient, but even extensive roll-out of the highest efficiency units could save only 14% of projected 2025 coal demand. If China follows Japan, steel production would peak by 2015; cement is likely to follow a similar trajectory. A fourth wedge of future coal consumption is likely to come from the burgeoning coal-liquefaction and chemicals industries. New demand from coal-to-liquids and coal-to-chemicals may add 450 million tonnes of coal demand by 2025. Efficient growth among these drivers indicates that China's annual coal demand will reach 4.2 to 4.7 billion tonnes by 2025. Central government support for nuclear and renewable energy has not been able to reduce China's growing dependence on coal for primary energy. Few substitution options exist: offsetting one year of recent coal demand growth would require over 107 billion cubic meters of natural gas, 48 GW of nuclear, or 86 GW of hydropower capacity. While these alternatives will continue to grow, the scale of development using existing technologies will be insufficient to substitute significant coal demand before 2025. The central role of heavy industry in GDP growth and the difficulty of substituting other fuels suggest that coal consumption is inextricably entwined with China's economy in its current mode of growth. Ongoing dependence on coal reduces China's ability to mitigate carbon dioxide emissions growth. If coal demand remains on its current growth path, carbon dioxide emissions from coal combustion alone would exceed total US energy-related carbon emissions by 2010. Broadening awareness of the environmental costs of coal mining, transport, and combustion is raising the pressure on Chinese policy makers to find alternative energy sources. Within China's coal-dominated energy system, domestic transportation has emerged as the largest bottleneck for coal industry growth and is likely to remain a constraint to further expansion. China is short of high-quality reserves, but is producing its best coal first. Declining quality will further strain production and transport. Transporting coal to users has overloaded the train system and dramatically increased truck use, raising transport oil demand. Growing international imports have helped to offset domestic transport bottlenecks. In the long term, import demand is likely to exceed 200 mt by 2025, significantly impacting regional markets. The looming coal gap threatens to derail China's growth path, possibly undermining political, economic, and social stability. High coal prices and domestic shortages will have regional and global effects. Regarding China's role as a global manufacturing center, a domestic coal gap will increase prices and constrain growth. Within the Asia-Pacific region, China's coal gap is likely to bring about increased competition with other coal-importing countries including Japan, South Korea, Taiwan, and India. As with petroleum, China may respond with a government-supported 'going-out' strategy of resource acquisition and vertical integration. Given its population and growing resource constraints, China may favor energy security, competitiveness, and local environmental protection over global climate change mitigation. The possibility of a large coal gap suggests that Chinese and international policy makers should maximize institutional and financial support to moderate demand and improve energy efficiency.
