    Papua New Guinea (PNG) has considerable mineral wealth, especially in gold and copper. Large-scale mining takes place, and these activities are the source of most of PNG`s hazardous waste. Most people live in small farming communities throughout the region. Those living adjacent to mining areas have experienced some negative impacts from river ecosystem damage and erosion of their lands. Industry is centered mainly in urban areas and Generates waste composed of various products. Agricultural products, pesticide residues, and chemicals used for preserving timber and other forestry products also produce hazardous waste. Most municipal waste comes from domestic and commercial premises; it consists mainly of combustibles, noncombustibles, and other wastes. Hospitals generate pathogenic organisms, radioactive materials, and chemical and pharmaceutical laboratory waste. Little is known about the actual treatment of waste before disposal in PNG. Traditional low-cost waste disposal methods are usually practiced, such as use of landfills; storage in surface impoundments; and disposal in public sewers, rivers, and the sea. Indiscriminate burning of domestic waste in backyards is also commonly practiced in urban and rural areas. 10 refs., 4 tabs.

    West Papua region has fairly high of seismicity activities due to tectonic setting and many inland faults. In addition, the region has a unique and complex tectonic conditions and this situation lead to high potency of seismic hazard in the region. The precise earthquake hypocenter location is very important, which could provide high quality of earthquake parameter information and the subsurface structure in this region to the society. We conducted 1-D P-wave velocity using earthquake data catalog from BMKG for April, 2009 up to March, 2014 around West Papua region. The obtained 1-D seismic velocity then was used as input for improving hypocenter location using double-difference method. The relocated hypocenter location shows fairly clearly the pattern of intraslab earthquake beneath New Guinea Trench (NGT). The relocated hypocenters related to the inland fault are also observed more focus in location around the fault.

    Korea Research Reactor 1 (KRR-1), the first research reactor in Korea, has been operated since 1962, and the second one, Korea Research Reactor 2 (KRR-2) since 1972. The operation of both of them was phased out in 1995 due to their lifetime and operation of the new and more powerful research reactor, HANARO (High-flux Advanced Neutron Application Reactor; 30MW). Both are TRIGA Pool type reactors in which the cores are small self-contained units sitting in tanks filled with cooling water. The KRR-1 is a TRIGA Mark II, which could operate at a level of up to 250 kW. The second one, the KRR-2 is a TRIGA Mark III, which could operate at a level of up 2,000 kW. The decontamination and decommissioning (D & D) project of these two research reactors, the first D & D project in Korea, was started in January 1997 and will be completed to stage 3 by 2008. The aim of this decommissioning program is to decommission the KRR-1 & 2 reactors and to decontaminate the residual building structure s and the site to release them as unrestricted areas. KAERI (Korea Atomic Energy Research Institute) submitted the decommissioning plan and the environmental impact assessment reports to the Ministry of Science and Technology (MOST) for the license in December 1998, and was approved in November 2000.

    Recently, Health Impact Assessment has gained great attention in Korea. First, the Ministry of Environment introduced HIA within existing Environment Impact Assessment. Second, the Korea Institute for Health and Social Affairs began an HIA program in 2008 in alliance with Healthy Cities. In this short report, these two different efforts are introduced and their opportunities and challenges discussed. We believe these two approaches complement each other and both need to be strengthened. We also believe that both can contribute to the development of health in policy and project development and ultimately to improvements in the Korean population's health.

  3. Nuclear programs in India and Pakistan

    India and Pakistan launched their respective nuclear programs in the 1940s and 1950s with considerable foreign technical support, especially from the United States Atoms for Peace Program. The technology and training that was acquired served as the platform for later nuclear weapon development efforts that included nuclear weapon testing in 1974 and in 1998 by India, and also in 1998 by Pakistan - which had illicitly acquired uranium enrichment technology especially from Europe and received assistance from China. As of 2013, both India and Pakistan were continuing to produce fissile material for weapons, in the case of India also for nuclear naval fuel, and were developing a diverse array of ballistic and cruise missiles. International efforts to restrain the South Asian nuclear build-up have been largely set aside over the past decade as Pakistani support became central for the U.S. war in Afghanistan and as U.S. geopolitical and economic interests in supporting the rise of India, in part as a counter to China, led to India being exempted both from U.S non-proliferation laws and international nuclear trade guidelines. In the absence of determined international action and with Pakistan blocking the start of talks on a fissile material cutoff treaty, nuclear weapon programs in South Asia are likely to keep growing for the foreseeable future.

    In recent years, many rural Third World communities have suffered from the gradual degradation of the natural resources on which they depend. The Kilenge of the West New Britain, Papua New Guinea, offer such an example. The paper examines some of the nutritional, economic, social, and political impacts of these changes on the individual, on the household, and on the community in one Kilenge village. It argues that there may be alternatives to dependent development for this community. It concludes that redirected priorities can assist indigenous communities like Kilenge to achieve sustainable self-directed economic improvement.

    Comparisons between the fecal microbiota of humans from industrialized and non-industrialized communities indicate a pronounced impact of westernization on the diversity and composition of the human gut microbiota. However, the exact consequences of westernization on community characteristics are still insufficiently understood, and the ecological processes that drive differences have not been elucidated. Here we have compared the fecal microbiota of adults from two non-industrialized regions in Papua New Guinea (PNG) with that of United States (US) residents. Papua New Guineans harbor communities with greater bacterial diversity but lower inter-individual variation. Although the fecal microbiota in PNG and US was largelymore » dominated by shared bacterial lineages, the relative abundance of 25 families, 45 genera, and 230 species-level OTUs differed, and 47 core OTUs in PNG were undetectable in US residents. To gain insight into the ecological mechanisms that cause the observed differences, we quantified community assembly processes in PNG and US microbiomes using a null modeling approach. This analysis demonstrated a significant higher rate of bacterial dispersal in PNG and divergent selective environments in the US. Interestingly, equivalent findings were obtained for other datasets comparing industrialized and non-industrialized microbiomes. Overall, the findings demonstrate a dominant role for microbial dispersal in shaping the human gut microbiota in non-industrialized societies, and point to differential selection pressures across individuals as a major factor shaping microbiomes associated with modern lifestyle.« less

According to US officials, because of fears of accidental nuclear detonation, both sides would only assemble their nuclear weapons when absolutely necessary. Nevertheless, according to Woolsey, both nations {open_quotes}could, on short notice, assemble nuclear weapons.{close_quotes} Each has combat aircraft that could deliver these bombs in a crisis. India and Pakistan continue to improve their nuclear weapons.     The U.S. National Renewable Energy Laboratory (NREL) has recently completed the production of high-resolution wind and solar energy resource maps and related data products for Afghanistan and Pakistan. The resource data have been incorporated into a geospatial toolkit (GsT), which allows the user to manipulate the resource information along with country-specific geospatial information such as highway networks, power facilities, transmission corridors, protected land areas, etc. The toolkit allows users to then transfer resource data for specific locations into NREL's micropower optimization model known as HOMER.

    Pakistan, flanked by Iran, Afghanistan, China, and India, is the size of Texas and Louisiana combined. The Indus and Baluchistan basins cover 80% of Pakistan`s total area. The country also has 230,000 sq km of marine Exclusive Economic Zone. The law regarding E and P activity was promulgated in 1986, replacing the previous Petroleum (Production) Rules of 1949. As a result of the new Petroleum Policy implemented in March 1994 and streamlining of the bid review and award process, acreage leased including reconnaissance during 1994 was 355,541 sq km onshore and 120,640 sq km offshore, with the number of operating groups also a record high of 46. Although complex and disturbed as a result of collision tectonics, Pakistan`s geology is as fascinating as the surface geomorphology, from the complex compressional thrusted to the relatively simple extensional rifted, salt related to transform fault associated, the reefs, too, all impressive traps for petroleum, at times almost textbook examples. However, domestic oil production at yearend 1994 was about 53,251 b/d of oil and 1.7 bcfd of gas. Oil and gas have been found in the Potwar/Upper Indus basin and Lower Indus basin, and mainly gas with one gas/condensate discovery in the Sulaiman/Middle Indus basin. This article attempts to present brief case history outlines of typical, significant oil and gas discoveries of Pakistan 1915--94 with respect to the two main productive basins, their source and reservoir sequences, in order to determine the anatomy of success in exploration in Pakistan.

We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers. Staff members have traveled extensively in -- and at times have lived in -- the countries under review and have held discussions with senior policymakers in government and industry. In each country, there is a substantial need for new generating capacity, and each is exploring the idea of having nuclear energy supply a meaningful portion of this new capacity. Of the four countries, only Pakistan is currently a nuclear operator, and one vintage CANDU plant in operation and the Chashma unit under construction. Thailand and Indonesia have ambitious plans to have 12 reactors in service by the year 2015.

This on-going survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Kunsan AB, and the 8th Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred sixteen bird species representing 34 families were identified and recorded. Seven species are designated as Cultural Property Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Six species appear on the Korean Association for Conservation of Nature's(KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, only ten different species are Republic of Korea (ROK)-protected because the Eurasian Spoonbill, Peregrine Falcon, and Eurasian Oystercatcher are listed by both agencies. The primary objective of the avian survey at Kunsan AB was to determine what species of birds are present on the airfield and their respective habitat requirements during the critical seasons of the year. This requirement is specified in Annex C.4.a.(1-4) of the 8th Fighter Wing BASH Plan(8FWOPLAN 91-202). The second objective was to initiate surveys to determine what bird species are present on Kunsan AB throughout the year, and from the survey results determine if threatened, endangered, or other Korean-listed bird species are present on Kunsan AB. This overall census satisfies Criterion 13-3.e of the EGS for Korea. The final objective was to formulate management strategies within Kunsan AB's operational requirements to protect and enhance habitats of known threatened, endangered, and ROK-protected species in accordance with EGS Criterion 13-3.a and also that are favorable for the reproduction of indigenous species in accordance with the EGS Criterion 13-3.h.

    The potential exists for peaceful and constructive bilateral relations between India and Pakistan. Domestic developments in both countries, the changing global economic and political environment, and structural changes in regional trading patterns have created new opportunities for replacing traditional Indian and Pakistani perceptions of hostility and suspicion with mutual understanding and trust. This substitution process can be accelerated by increasing people-to-people contact, the free flow of information, and economic and technological cooperation between the two neighbors. Nonmilitary confidence building measures could create conditions for an incremental reduction on tensions between India and Pakistan. A popular consciousness for enhanced bilateral cooperation is growing. This process could be strengthened by identifying and exploring new areas of mutually beneficial cooperation that could pave the way for peace.

    Since the first nuclear power was engaged in Korean electricity grid in 1978, intensive research and development has been focused on localization and standardization of large pressurized water reactors (PWRs) aiming at providing Korean peninsula and beyond with economical and safe power source. With increased priority placed on the safety since Chernobyl accident, Korean nuclear power R and D activity has been diversified into advanced PWR, small modular PWR and generation IV reactors. After the outbreak of Fukushima accident, inherently safe small modular reactor (SMR) receives growing interest in Korea and Europe. In this paper, we will describe recent status of evolving designs of SMR, their advantages and challenges. In particular, the conceptual design of lead-bismuth cooled SMR in Korea, URANUS with 40∼70 MWe is examined in detail. This paper will cover a framework of the program and a strategy for the successful deployment of small modular reactor how the goals would entail and the approach to collaboration with other entities.

    The sea presents unique possibilities for implementing confidence building measures (CBMs) between India and Pakistan that are currently not available along the contentious land borders surrounding Jammu and Kashmir. This is due to the nature of maritime issues, the common military culture of naval forces, and a less contentious history of maritime interaction between the two nations. Maritime issues of mutual concern provide a strong foundation for more far-reaching future CBMs on land, while addressing pressing security, economic, and humanitarian needs at sea in the near-term. Although Indian and Pakistani maritime forces currently have stronger opportunities to cooperate with one another than their counterparts on land, reliable mechanisms to alleviate tension or promote operational coordination remain non-existent. Therefore, possible maritime CBMs, as well as pragmatic mechanisms to initiate and sustain cooperation, require serious examination. This report reflects the unique joint research undertaking of two retired Senior Naval Officers from both India and Pakistan, sponsored by the Cooperative Monitoring Center of the International Security Center at Sandia National Laboratories. Research focuses on technology as a valuable tool to facilitate confidence building between states having a low level of initial trust. Technical CBMs not only increase transparency, but also provide standardized, scientific means of interacting on politically difficult problems. Admirals Vohra and Ansari introduce technology as a mechanism to facilitate consistent forms of cooperation and initiate discussion in the maritime realm. They present technical CBMs capable of being acted upon as well as high-level political recommendations regarding the following issues: (1) Delimitation of the maritime boundary between India and Pakistan and its relationship to the Sir Creek dispute; (2) Restoration of full shipping links and the security of ports and cargos; (3) Fishing within disputed areas and resolution of issues relating to arrest and repatriation of fishermen from both sides; and (4) Naval and maritime agency interaction and possibilities for cooperation.

  16. Relocation of the 2010-2013 near the north coast of Papua earthquake sequence using Modified Joint Hypocenter Determination (MJHD) method

    The accuracy of earthquake hypocenter position is necessary to analyze the tectonic conditions. This study aims to: (1) relocate the mainshock and aftershocks of the large earthquakes in Papua region i.e. June 16, 2010, April 21, 2012 and April 06, 2013 earthquake (2) determine the true fault plane, (3) estimate the area of the fracture, and (4) analyze the advantages and disadvantages of relocation with MJHD method in benefits for tectonic studies. This study used Modified Joint Hypocenter Determination (MJHD) method. Using P arrival phase data reported by the BMKG and openly available from website repogempa.bmkg.go.id, we relocated the mainshock of this large significant earthquake and its aftershocks. Then we identified the prefered fault planes from the candidate fault planes provided by the global CMT catalogue. The position of earthquakes was successfully relocated. The earthquakes mostly were clustered around the mainshock. Earthquakes that not clustered around mainshock are considered to be different mechanism from the mainshock. Relocation results indicate that the mainshock fault plane of June 16, 2010 earthquake is a field with strike 332o, dip 80o and −172o slip, the mainshock fault plane of April 21, 2012 earthquake is a field with strike 82o, dip 84o and 2o slip, the mainshock fault plane of April 06, 2013 earthquake is a field with strike 339o, dip 56o and −137o slip. Fault plane area estimated by cross section graphical method is an area of 2816.0 km2 (June 16, 2010), 906.2 km2 (April 21, 2012) and 1984.3 km2 (April 06, 2013). MJHD method has the advantage that it can calculate a lot of earthquakes simultaneously and has a station correction to account for lateral heterogeneity of the earth. This method successfully provides significant changes to improve the position of the depth of earthquakes that most of the hypocenter depth manually specified as a fixed depth (± 10 km). But this method cannot be sure that the hypocenters derived from the same earthquake mechanism.

    Some US renewable energy industries are now looking abroad, especially to the rapidly developing Asia-Pacific region, in order to increase sales and expand markets. The developing world appears in principle to be an important market for renewable energy technologies. These international markets have proven extremely difficult to penetrate, and the US competitive position is threatened by strong, well-organized, government-supported competition from Japan and Western Europe. For example, US photovoltaic manufacturers held 80% of the world PV market in 1980; today their market share is down to 35%. Less developed countries (LDCs) present a potentially significant but highly elusive market for renewable energy technologies. This market may develop for three major reasons; the shortage of electricity supply and the high cost of grid extension to rural areas, the high cost of oil imports and the scarcity of light oil products, and the gradual replacement of traditional fuels with modern ones. The focus of this report is on the policies and attitudes of national and regional governments in India and Pakistan towards renewable energy technology and how these policies and attitudes affect the potential for penetration of these markets by US industry. We have attempted to provide some useful insight into the actual market environment in India and Pakistan rather than just report on official laws, regulations, and policies. The report also examines the economics of technologies in comparison with more traditional sources of energy. It concentrates primarily on technologies, such as photovoltaics and wind electric systems, that would benefit from foreign participation, but also identifies potential market opportunities for advanced solar desalination and other renewable energy technologies. 31 refs.

  19. Cooperative Monitoring Center Occasional Paper/11: Cooperative Environmental Monitoring in the Coastal Regions of India and Pakistan

    The cessation of hostilities between India and Pakistan is an immediate need and of global concern, as these countries have tested nuclear devices, and have the capability to deploy nuclear weapons and long-range ballistic missiles. Cooperative monitoring projects among neighboring countries in South Asia could build regional confidence, and, through gradual improvements in relations, reduce the threat of war and the proliferation of weapons of mass destruction. This paper discusses monitoring the trans-border movement of flow and sediment in the Indian and Pakistani coastal areas. Through such a project, India and Pakistan could initiate greater cooperation, and engender movement towards the resolution of the Sir Creek territorial dispute in their coastal region. The Joint Working Groups dialogue being conducted by India and Pakistan provides a mechanism for promoting such a project. The proposed project also falls within a regional framework of cooperation agreed to by several South Asian countries. This framework has been codified in the South Asian Seas Action Plan, developed by Bangladesh, India, Maldives, Pakistan and Sri Lanka. This framework provides a useful starting point for Indian and Pakistani cooperative monitoring in their trans-border coastal area. The project discussed in this paper involves computer modeling, the placement of in situ sensors for remote data acquisition, and the development of joint reports. Preliminary computer modeling studies are presented in the paper. These results illustrate the cross-flow connections between Indian and Pakistani coastal regions and strengthen the argument for cooperation. Technologies and actions similar to those suggested for the coastal project are likely to be applied in future arms control and treaty verification agreements. The project, therefore, serves as a demonstration of cooperative monitoring technologies. The project will also increase people-to-people contacts among Indian and Pakistani policy makers and scientists. In the perceptions of the general public, the project will crystallize the idea that the two countries share ecosystems and natural resources, and have a vested interest in increased collaboration.

    As of 2012, 23 units of nuclear power plants are in operation, but there is no experience of permanent shutdown and decommissioning of nuclear power plant in Korea. It is realized that, since late 1990's, improvement of the regulatory framework for decommissioning has been emphasized constantly from the point of view of International Atomic Energy Agency (IAEA)'s safety standards. And it is known that now IAEA prepare the safety requirement on decommissioning of facilities, its title is the Safe Decommissioning of Facilities, General Safety Requirement Part 6. According to the result of IAEA's Integrated Regulatory Review Service (IRRS) mission to Korea in 2011, it was recommended that the regulatory framework for decommissioning should require decommissioning plans for nuclear installations to be constructed and operated and these plans should be updated periodically. In addition, after the Fukushima nuclear disaster in Japan in March of 2011, preparedness for early decommissioning caused by an unexpected severe accident became also important issues and concerns. In this respect, it is acknowledged that the regulatory framework for decommissioning of nuclear facilities in Korea need to be improved. First of all, we identify the current status and relevant issues of regulatory framework for decommissioning of nuclear power plants compared to the IAEA's safety standards in order to achieve our goal. And then the plan is to be established for improvement of regulatory framework for decommissioning of nuclear power plants in Korea. After dealing with it, it is expected that the revised regulatory framework for decommissioning could enhance the safety regime on the decommissioning of nuclear power plants in Korea in light of international standards.     The Internet has changed the world in ways hitherto unknown. The international financial system, air, land and maritime transport systems are all digitally linked. Similarly most militaries are fully or partially networked. This has not only sped up the decision making processes at all levels, it has also rendered these systems vulnerable to cyber-attacks. Cyber-warfare is now recognized as the most potent form of non-kinetic war fighting. In order to prevent large scale network-attacks, cyber-powers are simultaneously spending a lot of time, money and effort to erect redundant cyber-defenses and enhancing their offensive cyber capabilities. Difficulties in creating a stable environment in information-space stem from differing national perceptions regarding the freedom of the Internet, application of international law and problems associated with attribution. This paper discusses a range of Confidence Building Measures that can be created between India and Pakistan in information-space to control malicious cyber behavior and avert an inadvertent war.

    This paper discusses ways in which the navies of both India and Pakistan can cooperate on issues of maritime and naval significance. Although the militaries and navies of the two countries have traditionally seen each other as rivals, international economic developments make cooperation imperative. South Asia requires an approach that can alter the existing hostile images and perceptions. This can be achieved through developing an incremental approach towards confidence building that would allow consistency and help build confidence gradually. The aim is to make confidence building a sustainable activity that would help transform hostile images and build cooperative and nonhostile relationships. This paper proposes a five-step model to suggest what the two navies can do jointly to build confidence, with the ultimate goal of naval arms control. The steps include (1) the Signaling Stage to initiate communication between the two navies, (2) the Warming-Up Stage to build confidence through nonmilitary joint ventures, (3) the Handshake Stage to build confidence between the two navies through military joint ventures, (4) the Problem-Solving Stage to resolve outstanding disputes, and (5) the Final Nod Stage to initiate naval arms control. This model would employ communication, navigation, and remote sensing technologies to achieve success.

    The transport of air pollutants in coastal regions has been known to be strongly affected by the mesoscale atmospheric circulations such as sea-land breezes. These mesoscale atmospheric circulations depend on synoptic weather conditions. In this study, a three-dimensional sea-land breeze model was developed to evaluate the effects of the sea and land breezes on the atmospheric dispersion of radioactive materials released from nuclear power plants in Korea. In the model, the hydrostatic primitive equations in the terrain-following coordinate system were used. The mesoscale atmospheric circulation simulation were carried out under various synoptic weather conditions for all seasons around the Wolsung nuclear power plant site.

    Korea Radioactive-waste Management Corporation (KRMC) established in 2009 has started a new project to collect information on long-term stability of deep geological environments on the Korean Peninsula. The information has been built up in the integrated natural barrier database system available on web (www.deepgeodisposal.kr). The database system also includes socially and economically important information, such as land use, mining area, natural conservation area, population density, and industrial complex, because some of this information is used as exclusionary criteria during the site selection process for a deep geological repository for safe and secure containment and isolation of spent nuclear fuel and other long-lived radioactive waste in Korea. Although the official site selection process has not been started yet in Korea, current integrated natural barrier database system and socio-economic database is believed that the database system will be effectively utilized to narrow down the number of sites where future investigation is most promising in the site selection process for a deep geological repository and to enhance public acceptance by providing readily-available relevant scientific information on deep geological environments in Korea.     The behavior of relativistic runaway electrons during Electron Cyclotron Resonance Heating (ECRH) discharges is investigated in the Korea Superconducting Tokamak Advanced Research device. The effect of the ECRH on the runaway electron population is discussed. Observations on the generation of superthermal electrons during ECRH will be reported, which will be shown to be consistent with existing theory for the development of a superthermal electron avalanche during ECRH [A. Lazaros, Phys. Plasmas 8, 1263 (2001)].

  8. Seismic hazard analysis for Jayapura city, Papua

    Jayapura city had destructive earthquake which occurred on June 25, 1976 with the maximum intensity VII MMI scale. Probabilistic methods are used to determine the earthquake hazard by considering all possible earthquakes that can occur in this region. Earthquake source models using three types of source models are subduction model; comes from the New Guinea Trench subduction zone (North Papuan Thrust), fault models; derived from fault Yapen, TareraAiduna, Wamena, Memberamo, Waipago, Jayapura, and Jayawijaya, and 7 background models to accommodate unknown earthquakes. Amplification factor using geomorphological approaches are corrected by the measurement data. This data is related to rock type and depth of soft soil. Site class in Jayapura city can be grouped into classes B, C, D and E, with the amplification between 0.5 – 6. Hazard maps are presented with a 10% probability of earthquake occurrence within a period of 500 years for the dominant periods of 0.0, 0.2, and 1.0 seconds.

  9. First results on disruption mitigation by massive gas injection in Korea Superconducting Tokamak Advanced Research

    Massive gas injection (MGI) system was developed on Korea Superconducting Tokamak Advanced Research (KSTAR) in 2011 campaign for disruption studies. The MGI valve has a volume of 80 ml and maximum injection pressure of 50 bar, the diameter of valve orifice to vacuum vessel is 18.4 mm, the distance between MGI valve and plasma edge is {approx}3.4 m. The MGI power supply employs a large capacitor of 1 mF with the maximum voltage of 3 kV, the valve can be opened in less than 0.1 ms, and the amount of MGI can be controlled by the imposed voltage. During KSTAR 2011 campaign, MGI disruptions are carried out by triggering MGI during the flat top of circular and limiter discharges with plasma current 400 kA and magnetic field 2-3.5 T, deuterium injection pressure 39.7 bar, and imposed voltage 1.1-1.4 kV. The results show that MGI could mitigate the heat load and prevent runaway electrons with proper MGI amount, and MGI penetration is deeper under higher amount of MGI or lower magnetic field. However, plasma start-up is difficult after some of D{sub 2} MGI disruptions due to the high deuterium retention and consequently strong outgassing of deuterium in next shot, special effort should be made to get successful plasma start-up after deuterium MGI under the graphite first wall.

  10. Biogeochemical Changes at Early Stage After the Closure of Radioactive Waste Geological Repository in South Korea

    Permanent disposal of low- and intermediate-level radioactive wastes in the subterranean environment has been the preferred method of many countries, including Korea. A safety issue after the closure of a geological repository is that biodegradation of organic materials due to microbial activities generates gases that lead to overpressure of the waste containers in the repository and its disintegration with the release of radionuclides. As part of an ongoing large-scale in situ experiment using organic wastes and groundwater to simulate geological radioactive waste repository conditions, we investigated the geochemical alteration and microbial activities at an early stage (~63 days) intended to be representative of the initial period after repository closure. The increased numbers of both aerobes and facultative anaerobes in waste effluents indicate that oxygen content could be the most significant parameter to control biogeochemical conditions at very early periods of reaction (<35 days). Accordingly, the values of dissolved oxygen and redox potential were decreased. The activation of anaerobes after 35 days was supported by the increased concentration to ~50 mg L-1 of ethanol. These results suggest that the biogeochemical conditions were rapidly altered to more reducing and anaerobic conditions within the initial 2 months after repository closure. Although no gases were detected during the study, activated anaerobic microbes will play more important role in gas generation over the long term.

  11. A nuclear physics program at the Rare Isotope Beams Accelerator Facility in Korea

    This paper outlines the new physics possibilities that fall within the field of nuclear structure and astrophysics based on experiments with radioactive ion beams at the future Rare Isotope Beams Accelerator facility in Korea. This ambitious multi-beam facility has both an Isotope Separation On Line (ISOL) and fragmentation capability to produce rare isotopes beams (RIBs) and will be capable of producing and accelerating beams of wide range mass of nuclides with energies of a few to hundreds MeV per nucleon. The large dynamic range of reaccelerated RIBs will allow the optimization in each nuclear reaction case with respect to cross section and channel opening. The low energy RIBs around Coulomb barrier offer nuclear reactions such as elastic resonance scatterings, one or two particle transfers, Coulomb multiple-excitations, fusion-evaporations, and direct capture reactions for the study of the very neutron-rich and proton-rich nuclides. In contrast, the high energy RIBs produced by in-flight fragmentation with reaccelerated ions from the ISOL enable to explore the study of neutron drip lines in intermediate mass regions. The proposed studies aim at investigating the exotic nuclei near and beyond the nucleon drip lines, and to explore how nuclear many-body systems change in such extreme regions by addressing the following topics: the evolution of shell structure in areas of extreme proton to neutron imbalance; the study of the weak interaction in exotic decay schemes such as beta-delayed two-neutron or two-proton emission; the change of isospin symmetry in isobaric mirror nuclei at the drip lines; two protons or two neutrons radioactivity beyond the drip lines; the role of the continuum states including resonant states above the particle-decay threshold in exotic nuclei; and the effects of nuclear reaction rates triggered by the unbound proton-rich nuclei on nuclear astrophysical processes.

    Background: Limited epidemiologic data are available concerning the cardiovascular effects of cadmium exposure, although recent studies suggest associations with myocardial infarction and peripheral arterial disease. We examined the associations of cadmium exposure with cardiovascular disease in nationally representative general Korean adults. Methods: We used cross-sectional data on blood cadmium and self-reported diagnoses of ischemic heart disease (IHD), stroke, and hypertension in a sub-sample of 1908 adults, aged 20 years and older, who participated in the 2005 Korea National Health and Nutrition Examination Survey (KNHANES). We used survey logistic regression models accounting for the complex sampling design to estimate the odds ratios (OR), adjusting for age, education, income, alcohol, smoking, body mass index, waist circumference, family history of hypertension, blood pressure, and blood lead. Results: The geometric mean of blood cadmium was 1.53 {mu}g/L. After adjusting for potential confounders, an interquartile range (IQR) increase in blood cadmium (0.91 {mu}g/L) was found to be associated with an increased risk for IHD (OR 2.1, 95% confidence interval (CI) 1.3-3.4). An IQR increase in blood cadmium was found to be associated with an elevated risk for hypertension only among men (OR 1.4, 95% CI 1.1-1.8) but not among women. No association was observed with stroke in both genders. Conclusions: These findings suggest that cadmium in blood may be associated with an increased risk for IHD and hypertension in the general Korean adult population.

  13. The estimation of N{sub 2}O emissions from municipal solid waste incineration facilities: The Korea case

    The greenhouse gases (GHGs) generated in municipal solid waste (MSW) incineration are carbon dioxide (CO{sub 2}), methane (CH{sub 4}), and nitrous oxide (N{sub 2}O). In South Korea case, the total of GHGs from the waste incineration facilities has been increasing at an annual rate 10%. In these view, waste incineration facilities should consider to reduce GHG emissions. This study is designed to estimate the N{sub 2}O emission factors from MSW incineration plants, and calculate the N{sub 2}O emissions based on these factors. The three MSW incinerators examined in this study were either stoker or both stoker and rotary kiln facilities. The N{sub 2}O concentrations from the MSW incinerators were measured using gas chromatography-electron capture detection (GC-ECD) equipment. The average of the N{sub 2}O emission factors for the M01 plant, M02 plant, and M03 plant are 71, 75, and 153 g-N{sub 2}O/ton-waste, respectively. These results showed a significant difference from the default values of the intergovernmental panel on climate change (IPCC), while approaching those values derived in Japan and Germany. Furthermore, comparing the results of this study to the Korea Energy Economics Institute (KEEI) (2007) data on waste incineration, N{sub 2}O emissions from MSW incineration comprised 19% of the total N{sub 2}O emissions.

    The safe and effective management of radioactive waste is a national task required for sustainable generation of nuclear power and for energy self-reliance in Korea. Currently, for permanent disposal of low- and intermediate-level waste (LILW), the Wolsong LILW Disposal Center (WLDC) is under construction. It will accommodate a total of 800,000 drums at the final stage after stepwise expansion. As an implementing strategy for cost-effective development of the WLDC, various disposal options suitable for waste classification schemes would be considered. It is also needed an optimized management of the WLDC by taking a countermeasure of volume reduction treatment. In this study, various management options to be applied to each waste class are analyzed in terms of its inventory and disposal cost. For the volume reduction and stabilization of waste, the vitrification and plasma melting methods are considered for combustible and incombustible waste, respectively. (authors)

    Plasma characteristics in the far scrape-off layer region of tokamak play a crucial role in the stable plasma operation and its sustainability. Due to the huge facility, electrical diagnostic systems to measure plasma properties have extremely long cable length resulting in large stray current. To overcome this problem, a sideband harmonic method was applied to the Korea Superconducting Tokamak Advanced Research tokamak plasma. The sideband method allows the measurement of the electron temperature and the plasma density without the effect of the stray current. The measured plasma densities are compared with those from the interferometer, and the results show reliability of the method.

    This report presents a code assessment study based on a real plant transient that occurred on June 9, 1981 at the KNU {number sign}1 (Korea Nuclear Unit Number 1). KNU {number sign}1 is a two-loop Westinghouse PWR plant of 587 Mwe. The loss of offsite power transient occurred at the 77.5% reactor power with 0.5%/hr power ramp. The real plant data were collected from available on-line plant records and computer diagnostics. The transient was simulated by RELAP5/MOD2/36.05 and the results were compared with the plant data to assess the code weaknesses and strengths. Some nodalization studies were performed to contribute to developing a guideline for PWR nodalization for the transient analysis. 5 refs., 18 figs., 3 tabs.

    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    This report documents the results of Task 3 of Project Action Sheet PP05 between the United States Department of Energy (DOE) and the Republic of Korea (ROK) Ministry of Education, Science, and Technology (MEST) for Support with Review of an ROK Risk Evaluation Process. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated. The demonstration is provided in a separate Audio Video Interleave (.AVI) file.

  6. Preliminary Report: Results of Computed Tracer Concentrations over Eastern China, South Korea, and Japan for 01 March to 30 May 2007 Daily Simulated Releases from Taiyuan, China

    In order to prepare for a proposed long range tracer experiment in China for the spring of 2008 time period, NARAC computed hypothetical PMCH concentrations over Eastern China, South Korea and Japan for simulated releases from Taiyuan, China. Normalized 1 kg of PMCH source strength releases were made twice a day, with wind input from global forecast weather model. We used 6-hour analysis fields valid at the start of each model run, resulting in four wind fields per day. The selected domain encompassed the region of interest over eastern Asia and the Western Pacific. Screening runs were made for each day at 0000 and 1200 UTC from 01 April, 2007 through 29 May, 2007 for a total of 90 days and 180 cases. 24-hour average air concentrations were evaluated at 22 sample cities in the three regions of interest for each case. 15 sample cities were selected to help quantify modeling results for experiment objectives. Any case that resulted in model predicted air concentrations exceeding 2.0E-02 fL/L at a sample city in all three regions was then selected for a detailed model run with source times six hours before and after evaluated in addition to the case time. The detailed runs used the same wind fields and model domain, but 6-hour average air concentrations were generated and analyzed for the 15 sample cities. Each of the 180 cases were ranked subjectively, based on whether or not the model prediction indicated the possibility that a release on that date and time might achieve the long range experiment objectives. Ranks used are High, Good, Low, Poor, and Bad. Of the 180 cases run, NARAC dispersion models predicted 6 instances of High possibility, 8 cases of Good, 32 of Low, 74 of Poor, and 60 cases of Bad probability. Detailed model runs were made for all 14 High or Good probability cases, a total of only 7.8% of all analyzed. Based on the results of this study we have identified a few dates on which a release of a reasonable amount of PMCH tracer (on the order of 500 kg) might be detected in all three regions of interest. Weather patterns for the 15 cases which met experiment objectives should be studied to help identify future favorable times for the releases. Additionally, particularly bad weather patterns can also be evaluated as times for releases to be avoided.

    Improvements in seismic processing have made new interpretations of the structural and depositional history of the northwestern portion of the Ramu basin possible. Support for a wrench tectonic model for this area is observed in the reprocessed seismic data. Strike-slip movement along major fault zones has allowed compressional forces to be translated laterally and resulted in only minor deformation occurring in the Sepik-Ramu area. The major tectonic event is thought to have occurred during late Miocene-early Pliocene, and not during the middle Miocene, as earlier hypothesized. Consequently, Miocene deposition is postulated to have occurred uninterrupted by periods of erosion. A thick Miocene section is preserved in this region and is postulated to contain slope, reef, and shelf carbonates of early to middle Miocene age. This interpretation has led to the identification of a reef trend over 7 mi wide and at least 42 mi long containing numerous pinnacle reefs. The pinnacle reefs are analogous to those found in the Salawati basin of Irian Jaya, Indonesia. The reefs are overlain by deep-water shales, a combination that provides potential reservoirs and seals necessary for the entrapment of hydrocarbons. The presence of oil and gas seeps document the existence of a source. These three factors justify hydrocarbon exploration in this area. The numerous potential drilling targets may lead to the discovery of significant quantities of hydrocarbons.

    Fracture prediction in a block cave of underground mine is very important to monitor the structure of the fracture that can be harmful to the mining activities. Many methods can be used to obtain such information, such as TDR (Time Domain Relectometry) and open hole. Both of them have limitations in range measurement. Passive seismic tomography is one of the subsurface imaging method. It has advantage in terms of measurements, cost, and rich of rock physical information. This passive seismic tomography studies using Fresnel zone to model the wavepath by using frequency parameter. Fresnel zone was developed by Nurhandoko in 2000. The result of this study is tomography of P and S wave velocity which can predict position of fracture. The study also attempted to use sum of the wavefronts to obtain position and time of seismic event occurence. Fresnel zone tomography and the summation wavefront can predict location of geological structure of mine area as well.

    Hazardous waste control activities in Asia and the Pacific have been reviewed. The review includes China (mainland, Hong Kong, and Taiwan), Indonesia, Korea, Malaysia, Papua New Guinea, the Philippines, Singapore, and Thailand. It covers the sources of hazardous waste, the government structure for dealing with hazardous waste, and current hazardous waste control activities in each country. In addition, the hazardous waste program activities of US government agencies, US private-sector organizations, and international organizations are reviewed. The objective of these reviews is to provide a comprehensive picture of the current hazardous waste problems and the waste management approaches being used to address them so that new program activities can be designed more efficiently.

The testimony came less than one month after the Russian Foreign Intelligence Service released an 118-page report that also stressed the importance of preventing proliferation of weapons of mass destruction. CIA testimony and the FIS report both provided details on several states of proliferation concern, including North Korea, Iran, India, and Pakistan.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    An EBIS system has been designed to be used as a charge breeder for the post accelerator of an ISOL system. An electron gun, which is designed to produce a maximum current of 3 A at the beam energy of 20 kV, will be acquired from the Budker Institute, Novosibirsk. Electron beam optics calculations of the EBIS system as well as of the gun assembly have been performed using PBGUNS and TRAK. A superconducting solenoid with a maximum field of 6 T is to be used to compress the electron beam. A test stand, which includes the gun assembly and a high-power electron beam collector, is being designed and will be ready for the gun test in the end of this year. Charge breeding simulation using EBIS0D and CBSIM has been performed for a few key isotopes.

    Gas centrifuges have been an ideal enrichment method for a wide variety of countries. Many countries have built gas centrifuges to make enriched uranium for peaceful nuclear purposes. Other countries have secretly sought centrifuges to make highly enriched uranium for nuclear weapons. In more recent times, several countries have secretly sought or built gas centrifuges in regions of tension. The main countries that have been of interest in the last two decades have been Pakistan, Iraq, Iran, and North Korea. Currently, most attention is focused on Iran, Pakistan, and North Korea. These states did not have the indigenous abilities to make gas centrifuges, focusing instead on illicit and questionable foreign procurement. The presentation covered the following main sections: Spread of centrifuges through illicit procurement; Role of export controls in stopping proliferation; Increasing the transparency of gas centrifuge programs in non-nuclear weapon states; and, Verified dismantlement of gas centrifuge programs. Gas centrifuges are important providers of low enriched uranium for civil nuclear power reactors. They also pose special nuclear proliferation risks. We all have special responsibilities to prevent the spread of gas centrifuges into regions of tension and to mitigate the consequences of their spread into the Middle East, South Asia, and North Asia.

    Soro West is a fault cut-off prospect located in the frontal portion of the Papuan Fold and Thrust Belt. Prospective Toro and Imburu sandstones are interpreted to be in the hanging wall of the Soro Thrust. Truncation against the thrust, both updip and through lateral ramps, provides the trapping mechanism. The Soro West Prospect was defined using geological, geochemical, remote sensing, and geophysical data. The definition and location of the trap is a primary risk and work was focused on this aspect. Surface geological data (lithology, strikes, and dips) topography and synthetic aperture radar imagery were incorporated into the evaluation. Statistical curvature analysis techniques helped define the shape of the structure and the locations of the lateral ramps. Strontium isotope analyses of Darai Limestone surface samples refined erosional levels using a locally-derived reference curve. Severe karst precludes the acquisition of coherent surface seismic data, so the primary geophysical tool used was magnetotellurics (MT). A detailed, pre-survey feasibility study defined expected responses from alternative structural models. The MT data demonstrated that the limestone at surface is underlain by thick conductive clastics and not another Darai Limestone sheet. The data also constrained the range of fault cut-off positions significantly. Multiple, three-dimensionally consistent, restorable alternative structural models were created using results from all analyses. These led to a positive assessment of the prospect and an exploratory test is to be drilled in 1996.

    Social unrest represents a major challenge for policy makers around the globe, as it can quickly escalate from small scale disturbances to highly public protests, riots and even civil war. This research was motivated by a need to understand social instability and to unpack the comments made during a spring 2013 conference hosted by Pacific Northwest National Laboratorys Center for Global Security and the U.S. Institute for Peace, where policymakers noted that models considering social instability are often not suitable for decision-making. This analysis shows that existing state level models of instability could be improved in spatial scale to the city level, even without significantly improved data access. Better data would make this analysis more complete and likely improve the quality of the model. Another challenge with incorporating modeling into decision-making is the need to understand uncertainty in a model. Policy makers are frequently tasked with making decisions without a clear outcome, so characterization of uncertainty is critical. This report describes the work and findings of the project. It took place in three phases: a literature review of social stability research, a hindsight scan that looked at historical data, and a foresight scan looking at future scenarios.

  2. Strategies of Asian oil-importing countries

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    The usefulness of vitrification technology for low-and intermediate-level radioactive wastes was demonstrated with high volume reduction capability and good mechanical and chemical stability of final waste forms, and commercial vitrification facility is expected to be constructed at Ulchin site of Korean Nuclear Power Plant Ulchin Unit 5 and 6. Hence, overall economic assessment was necessary to find out the economic advantage of the vitrification facility and to predict the construction and operation costs of the facility on the preliminary bases. Additionally, the generation characteristics of radioactive wastes were investigated. The results of the cost analysis showed that the disposal cost of radioactive wastes treated by vitrification facility reduced to 85 percent compared with that by current waste treatment system. And the present worth analysis was performed through the cost-benefit analysis method for the commercial vitrification facility. The results showed that the vitrification facility combining cold crucible melter (CCM) for treatment of combustible DAW, spent resin, and borated liquid waste concentrate and plasma torch melter (PTM) for non-combustible DAW and spent filter is more economical than current waste treatment system when the escalation rate of disposal cost of more than 10 percent per year was applied.

    The assessment of the embodied environmental impacts of buildings can help decision-makers plan environment-friendly buildings and reduce environmental impacts. For a more comprehensive assessment of the embodied environmental impacts of buildings, a hybrid life cycle assessment model was developed in this study. The developed model can assess the embodied environmental impacts (global warming, ozone layer depletion, acidification, eutrophication, photochemical ozone creation, abiotic depletion, and human toxicity) generated directly and indirectly in the material manufacturing, transportation, and construction phases. To demonstrate the application and validity of the developed model, the environmental impacts of an elementary school building were assessed using the developed model and compared with the results of a previous model used in a case study. The embodied environmental impacts from the previous model were lower than those from the developed model by 4.6–25.2%. Particularly, human toxicity potential (13 kg C{sub 6}H{sub 6} eq.) calculated by the previous model was much lower (1965 kg C{sub 6}H{sub 6} eq.) than what was calculated by the developed model. The results indicated that the developed model can quantify the embodied environmental impacts of buildings more comprehensively, and can be used by decision-makers as a tool for selecting environment-friendly buildings. - Highlights: • The model was developed to assess the embodied environmental impacts of buildings. • The model evaluates GWP, ODP, AP, EP, POCP, ADP, and HTP as environmental impacts. • The model presents more comprehensive results than the previous model by 4.6–100%. • The model can present the HTP of buildings, which the previous models cannot do. • Decision-makers can use the model for selecting environment-friendly buildings.

    A comprehensive settlement of the North Korean nuclear issue may involve military, economic, political, and diplomatic components, many of which will require verification to ensure reciprocal implementation. This paper sets out potential verification methodologies that might address a wide range of objectives. The inspection requirements set by the International Atomic Energy Agency form the foundation, first as defined at the time of the Agreed Framework in 1994, and now as modified by the events since revelation of the North Korean uranium enrichment program in October 2002. In addition, refreezing the reprocessing facility and 5 MWe reactor, taking possession of possible weapons components and destroying weaponization capabilities add many new verification tasks. The paper also considers several measures for the short-term freezing of the North's nuclear weapon program during the process of negotiations, should that process be protracted. New inspection technologies and monitoring tools are applicable to North Korean facilities and may offer improved approaches over those envisioned just a few years ago. These are noted, and potential bilateral and regional verification regimes are examined.

  11. Comparison of leaching characteristics of heavy metals from bottom and fly ashes in Korea and Japan

    The objective of this research was to compare the leaching characteristics of heavy metals such as cadmium, chromium, copper, nickel, lead, etc., in Korean and Japanese municipal solid waste incineration (MSWI) ash. The rate of leaching of heavy metal was measured by KSLT and JTL-13, and the amount of heavy metals leached was compared with the metal content in each waste component. Finally, bio-availability testing was performed to assess the risks associated with heavy metals leached from bottom ash and fly ash. From the results, the value of neutralization ability in Japanese fly ash was four times higher than that in Korean fly ash. The reason was the difference in the content of Ca(OH){sub 2} in fly ash. The amount of lead leached exceeded the regulatory level in both Japanese and Korean fly ash. The rate of leaching was relatively low in ash with a pH in the range of 6-10. The bio-availability test in fly ash demonstrated that the amount of heavy metals leached was Pb > Cd > Cr, but the order was changed to Pb > Cr > Cd in the bottom ash. The leaching concentration of lead exceeded the Japanese risk level in all fly ashes from the two countries, but the leaching concentration of cadmium exceeded the regulatory level in Korean fly ash only.

    To identify the domains that have the greatest impacts on air quality at the surface, both the upwind and downwind areas of Seoul were determined by season using refined wind fields. Four consecutive days were selected as the study period typical of each season. The mesoscale meteorology of the study period was reproduced by using the MM5 prognostic meteorological model (PSU/NCAR Mesoscale Model) with horizontally nested grids. The gridded meteorological field, which was used on the study area of 242 km x 226 km with grid spacing of 2 km, was generated by using the CALMET diagnostic meteorological model. Upwind and downwind areas of Seoul were determined by calculating 24-hour backward and forward air parcel trajectories, respectively, with u, v, and w velocity vectors. The results showed that the upwind and downwind areas were extended far to the northwest and the southeast as a result of high wind speeds in the spring and winter, while they were restricted on the fringe of Seoul in the summer and fall.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

  16. Evaluation of pitting corrosion resistance of high-alloyed stainless steels welds for FGD plants in Korea

    For successful application of high-alloyed stainless steels for Flue Gas Desulfurization (FGD) plants, pitting corrosion resistance of arc welds of N-added 6%Mo austenitic stainless steels (UNS N 08367) and super duplex stainless steels (UNS S 32550) made with various filler metals were evaluated using the Green Death solution. For Gas Tungsten Arc (GTA) and Gas Metal Arc (GMA) welds of N 08367, Critical Pitting Temperature (CPT) of base metal was 65--70 C, whereas weld made by ERNiCrMo-3 filler metal yielded CPT of 50 C. Welds made by ERNiCrMo-10 or ERNiCrMo-4 filler metals showed CPT of 60--65 C and 65--70C, respectively. For GTA and GMA welds of S 32550, CPT of welds made by ERNiCrMo-3 was 45--50 C, indicating that the filler metal can provide pitting corrosion resistance matching the S 32550 alloy. Thus, a proper pitting corrosion resistance of weldments of high-alloy stainless steels can be achieved by selecting filler metals having at least +10 higher Pitting Resistance Equivalent Number (PRE{sub N}) value than the base metal regardless of the type of arc welding process. The over-alloyed filler metals would compensate preferential segregation of Cr, MO along the dendrite boundary, which made the dendrite core more susceptible to pitting. Nitrogen addition to the GTA welds of N 08367 made with ERNiCrMo-3 failed to improve pitting corrosion resistance, which was attributed to the precipitation of nitrogen in the weld metal in the form of Nb-nitride.

An expanded system boundary was employed to compare by-products. Life cycle cost was analyzed through the entire disposal process, which included discharge, separate collection, transportation, treatment, and final disposal stages, all of which were included in the system boundary. Costs and benefits were estimated by an avoided impact. Environmental benefits of each system per 1 tonne of food waste management were estimated using carbon prices resulting from CO{sub 2} reduction by avoided impact, as well as the prices of by-products such as animal feed, compost, and electricity. We found that the cost of landfilling was the lowest, followed by co-digestion. The benefits of wet feeding systems were the highest and landfilling the lowest.

    As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region.     The public`s brief respite from the specter of nuclear holocaust abruptly ended in May 1998 when India, 24 years after its only successful nuclear weapon test, detonated five more just sixty miles from its border with Pakistan. Pakistan quickly declared itself a nuclear power and threatened tests of its own. Various capitals issued condemnations and an assortment of largely symbolic political and economic sanctions. India then proclaimed a moratorium on further testing and announced its willingness to accede to the Comprehensive Test Ban Treaty as a declared nuclear power. Inevitably, India`s tests will prompt Pakistan and China to accelerate their own nuclear programs, to the detriment of regional stability in South Asia.

    The C-band scanning ARM precipitation radar (C-SAPR) is a scanning polarimetric Doppler radar transmitting simultaneously in both H and V polarizations. With a 350-kW magnetron transmitter, this puts 125 kW of transmitted power for each polarization. The receiver for the C-SAPR is a National Center for Atmospheric Research (NCAR) -developed Hi-Q system operating in a coherent-on-receive mode. The ARM Climate Research Facility operates two C-SAPRs; one of them is deployed near the Southern Great Plains (SGP) Central Facility near the triangular array of X-SAPRs, and the second C-SAPR is deployed at ARM’s Tropical Western Pacific (TWP) site on Manus Island in Papua New Guinea.

    The Sr/Ca of coral skeletons demonstrates potential as an indicator of sea surface temperatures (SSTs). However, the glacial-interglacial SST ranges predicted from Sr/Ca of fossil corals are usually higher than from other marine proxies. We observed infilling of secondary aragonite, characterized by high Sr/Ca ratios, along intraskeletal pores of a fossil coral from Papua New Guinea that grew during the penultimate deglaciation (130 {+-} 2 ka). Selective microanalysis of unaltered areas of the fossil coral indicates that SSTs at {approx}130 ka were {le} 1 C cooler than at present in contrast with bulk measurements (combining infilled and unaltered areas) which indicate a difference of 6-7 C. The analysis of unaltered areas of fossil skeletons by microprobe techniques may offer a route to more accurate reconstruction of past SSTs.

    Hippea maritima (Miroshnichenko et al. 1999) is the type species of the genus Hippea, which belongs to the family Desulfurellaceae within the class Deltaproteobacteria. The anaerobic, moderately thermophilic marine sulfur-reducer was first isolated from shallow-water hot vents in Matipur Harbor, Papua New Guinea. H. maritima was of interest for genome se- quencing because of its isolated phylogenetic location, as a distant next neighbor of the ge- nus Desulfurella. Strain MH2T is the first type strain from the order Desulfurellales with a com- pletely sequenced genome. The 1,694,430 bp long linear genome with its 1,723 protein- coding and 57 RNA genes consists of one circular chromosome and is a part of the Genomic Encyclopedia of Bacteria and Archaea project.

    The United States Department of Energy's (DOE) Atmospheric Radiation Measurement (ARM) Program began operations in its Tropical Western Pacific (TWP) locale in October 1996 when the first Atmospheric Radiation and Cloud Station (ARCS) began collecting data on Manus Island in Papua New Guinea (PNG). Two years later, in November 1998, a second ARCS began operations on the island of Nauru in the Central Pacific. Now a third ARCS has begun collecting data in Darwin, Australia. The Manus, Nauru, and Darwin sites are operated through collaborative agreements with the PNG National Weather Service, The Nauru Department of Industry and Economic Development (IED), and the Australian Bureau of Meteorology's (BOM) Special Services Unit (SSU) respectively. All ARM TWP activities in the region are coordinated with the South Pacific Regional Environment Programme (SPREP) based in Apia, Samoa. The Darwin ARM site and its role in the ARM TWP Program are discussed.

    This month the authors will visit an ARM CART site with a pleasant climate: the Tropical Western Pacific (TWP) CART site, along the equator in the western Pacific Ocean. The TWP locale lies between 10 degrees North latitude and 10 degrees South latitude and extends from Indonesia east-ward beyond the international date line. This area was selected because it is in and around the Pacific warm pool, the area of warm sea-surface temperatures that determine El Nino/La Nina episodes. The warm pool also adds heat and moisture to the atmosphere and thus fuels cloud formation. Understanding the way tropical clouds and water vapor affect the solar radiation budget is a focus of the ARM Program. The two current island-based CART sites in the TWP are in Manus Province in Papua New Guinea and on Nauru Island.
