This paper reports that while Mexico's petrochemical industry has grown rapidly, it now faces shortages both in investment funds and in supplies of basic petrochemicals due to a financial crisis in the 1980s. Mexico has undertaken a series of policy reforms aimed at encouraging foreign and private investment, but these efforts have generally failed to entice U.S. investment in Mexico. U.S. petrochemical companies have cited unfavorable market conditions, insufficient basic petrochemical capacity in Mexico, concern about the reversibility of Mexican reforms, inadequate Mexican protection of intellectual property rights, and lack of investment protection for U.S. businesses as impediments to investment in Mexico. Cooperation between the two nations in overcoming these obstacles could help U.S. petrochemical companies maintain their positions in a competitive global market, while at the same time provide Mexico with much needed capital investment and technological expertise.

Nuclear Power: Is It a New Clear Choice for Malaysia

Energy is essential for socio-economic development. Any nation's standard of living is closely related to its access to energy. To put into perspective, the per capita electricity consumptions in developed countries of the Organisation for Economic Cooperation and Development (OECD) is currently estimated at 8600 kilowatts-hour per year as compared to the consumption rates in Malaysia and some African countries of 3300 and 50 kilowatts-hour per year, respectively. Energy is therefore an important pre-requisite for achieving the Malaysian vision of becoming a developed nation by the year 2020, in that it is needed not only for industrialization programme but also in maintaining quality of life. In Malaysia, the main concern currently is still on the supply in term of adequacy, reliability and quality; and moving slowly but steadily towards security, sustainability, environmentally friendly and contribution to climate change. With this new dimension, nuclear power emerged as a good match to a possible alternative in the comprehensive national energy policy. Many studies presented the positive aspects of nuclear power while others indicated the bad sides and potential risks. This paper will highlight some of those pros and cons as well as the potential risks beside a discussion on relevant requirements for a nuclear power programme in particular those of interest to the professionals in the physical sciences.

Accounting for Depletion of Oil and Gas Resources in Malaysia

Since oil and gas are non-renewable resources, it is important to identify the extent to which they have been depleted. Such information will contribute to the formulation and evaluation of appropriate sustainable development policies. This paper provides an assessment of the changes in the availability of oil and gas resources in Malaysia by first compiling the physical balance sheet for the period 2000-2007, and then assessing the monetary balance sheets for the said resource by using the Net Present Value method. Our findings show serious reduction in the value of oil reserves from 2001 to 2005, due to changes in crude oil prices, and thereafter the depletion rates decreased. In the context of sustainable development planning, albeit in the weak sustainability sense, it will be important to ascertain if sufficient reinvestments of the estimated resource rents in related or alternative capitals are being attempted by Malaysia. For the study period, the cumulative resource rents were to the tune of RM61 billion. Through a depletion or resource rents policy, the estimated quantum may guide the identification of a reinvestment threshold (after considering needed capital investment for future development of the industry) in light of ensuring the future productive capacity of the economy at the time when the resource is exhausted.

This presentation provides a high level summary of current research activities at the Los Alamos National Laboratory (LANL)-University of California Jacobs School of Engineering (UCSD) Engineering Institute that will be presented at Korea's Agency for Defense Development (ADD). These research activities are at the basic engineering science level with different level of maturity ranging from initial concepts to field proof-of-concept demonstrations. Although the IVRRF's primary activity is providing routine in vivo counting services to KAERI radiation workers, the facility also conducts work for clients including a fuel fabrication facilities and nuclear facilities. Opportunity for America: Mexico`s coal future

This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

The status of coal briquetting technology in Korea

Anthracite is the only indigenous fossil fuel resource produced in Korea and is an important main source of residential fuel. Due to its particular characteristics, the best way to use Korean coal is in the form of briquettes, called {open_quotes}Yontan.{close_quotes} The ability to use this coal as briquettes was a great discovery made nearly 50 years ago and since then, has made a great contribution to the energy consumption of low and middle income households. Korean anthracite in coal briquette form has been used widely for household heating purposes. Collieries in Korea produced no more than one million tons of anthracite annually in the 1960s. Production, however, increased substantially up to about 17 million tons per year in the mid-1970s. In 1986, Korea succeeded in raising its coal production to 24.2 million tons, which was the maximum production level achieved by the Korean coal industrial sector. Since then, anthracite production has fallen. In 1991, coal output dropped to 15.1 million tons, a decrease of 12.2 percent from the 17.2 million tons produced in 1990, due to falling coal demand and rising labor costs. The role of coal as an energy source will be more important in the future to meet projected economic growth in Korea. While the production of indigenous Korean anthracite is expected to decrease under a coal mining rationalization policy, imports of bituminous coal will increase rapidly and will be used as an oil substitute in industry and power generation. In this chapter, general aspects of the Korean coal industry and coal utilization for residential uses, especially the Yontan coal briquetting techniques, are discussed. In addition, coal briquetting technology applications suitable for the APEC region will be presented.

This report summarizes the results of the avian surveys conducted at Osan Air Base (AB). This ongoing survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Osan AB, and the 51st Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred ten bird species representing 35 families were identified and recorded. Seven species are designated as Natural Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Three species appear on the Korean Association for Conservation of Nature's (KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, ten different species are Republic of Korea (ROK)-protected. The primary objective of the avian survey at Osan AB was to determine what species of birds are present on the airfield and their respective habitat requirements during the critical seasons of the year. This requirement is specified in Annex J.14.c of the 51st Fighter BASH Plan 91-212 (51 FW OPLAN 91-212). The second objective was to initiate surveys to determine what bird species are present on Osan AB throughout the year and from the survey results, determine if threatened, endangered, or other Korean-listed bird species are present on Osan AB. This overall census satisfies Criterion 13-3.e of the EGS for Korea. The final objective was to formulate management strategies within Osan AB's operational requirements to protect and enhance habitats of known threatened, endangered, and ROK-protected species in accordance with EGS Criterion 13-3.a that are also favorable for the reproduction of indigenous species in accordance with the EGS Criterion 13-3.h.

New Mexico renewable development study

Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

Shallow hydraulic fracturing measurements in Korea support tectonic and seismic indicators of regional stress.

We have conducted five hydraulic fracturing stress measurement campaigns in Korea, involving 13 test holes ranging in depth from 30 to 250 m, at locations from North Seoul to the southern coast of the peninsula. The measurements reveal consistent crustal stress magnitudes and directions that suggest persistence throughout western and southern Korea. The maximum horizontal stress {sigma}{sub H} is oriented between ENE-WSW and E-W, in accord with plate movement and deformation, and with directions indicated by both focal mechanism solutions from earthquakes inland and offshore as well as borehole breakouts in mainland China close to its eastern coast. With respect to magnitudes, the vertical stress is the overall minimum stress at all tested locations, suggesting a thrust faulting regime within the relatively shallow depths reached by our tests. Typically, such a stress regime becomes one favoring strike-slip at greater depths, as is also indicated by the focal mechanism solutions around Korea.

The document contains a survey of test and demonstration assets in New Mexico available for external users such as small businesses with security technologies under development. Demonstration and validation of national security technologies created by incubator sources, as well as other sources, are critical phases of technology development. The Regulatory Challenges of Decommissioning Nuclear Power Plants in Korea - 13101

As of 2012, 23 units of nuclear power plants are in operation, but there is no experience of permanent shutdown and decommissioning of nuclear power plant in Korea. It is realized that, since late 1990's, improvement of the regulatory framework for decommissioning has been emphasized constantly from the point of view of International Atomic Energy Agency (IAEA)'s safety standards. And it is known that now IAEA prepare the safety requirement on decommissioning of facilities, its title is the Safe Decommissioning of Facilities, General Safety Requirement Part 6. According to the result of IAEA's Integrated Regulatory Review Service (IRRS) mission to Korea in 2011, it was recommended that the regulatory framework for decommissioning should require decommissioning plans for nuclear installations to be constructed and operated and these plans should be updated periodically. In addition, after the Fukushima nuclear disaster in Japan in March of 2011, preparedness for early decommissioning caused by an unexpected severe accident became also important issues and concerns. In this respect, it is acknowledged that the regulatory framework for decommissioning of nuclear facilities in Korea need to be improved. First of all, we identify the current status and relevant issues of regulatory framework for decommissioning of nuclear power plants compared to the IAEA's safety standards in order to achieve our goal. And then the plan is to be established for improvement of regulatory framework for decommissioning of nuclear power plants in Korea. After dealing with it, it is expected that the revised regulatory framework for decommissioning could enhance the safety regime on the decommissioning of nuclear power plants in Korea in light of international standards. The earth matter effects in neutrino oscillation experiments from Tokai to Kamioka and Korea

We study the earth matter effects in the Tokai-to-Kamioka-and-Korea experiment (T2KK), which is a proposed extension of the T2K (Tokai-to-Kamioka) neutrino oscillation experiment between J-PARC at Tokai and Super-Kamiokande (SK) in Kamioka, where an additional detector is placed in Korea along the same neutrino beam line.By using recent geophysical measurements, we examine the earth matter effects on the oscillation probabilities at Kamioka and Korea. The average matter density along the Tokai-to-Kamioka baseline is found to be 2.6 g/cm^3, and that for the Tokai-to-Korea baseline is 2.85, 2.98, and 3.05 g/cm^3 for the baseline length of L = 1000, 1100, and 1200 km, respectively. The uncertainty of the average density is about 6%, which is determined by the uncertainty in the correlation between the accurately measured sound velocity and the matter density. The effect of the matter density distribution along the baseline is studied by using the step function approximation and the Fourier analysis. We find that the nu_mu -> nu_e oscillation probability is dictated mainly by the average matter density, with small but non-negligible contribution from the real part of the first Fourier mode. We also find that the sensitivity of the T2KK experiment on the neutrino mass hierarchy does not improve significantly by reducing the matter density error from 6% to 3%, since the measurement is limited by statistics for the minimum scenario of T2KK with SK at Kamioka anda 100 kt detector in Korea considered in this report. The sensitivity of the T2KK experiment on the neutrino mass hierarchy improves significantly by splitting the total beam time into neutrino and anti-neutrino runs, because the matter effect term contributes to the oscillation amplitudes with the opposite sign.

The Economic Impact of Coal Mining in New Mexico

The economic impact of coal mining in New Mexico is examined in this report. The analysis is based on economic multipliers derived from an input-output model of the New Mexico economy. The direct, indirect, and induced impacts of coal mining in New Mexico are presented in terms of output, value added, employment, and labor income for calendar year 2007. Tax, rental, and royalty income to the State of New Mexico are also presented. Historical coal production, reserves, and price data are also presented and discussed. The impacts of coal-fired electricity generation will be examined in a separate report.

The trend of digital control system design for nuclear power plants in Korea

Currently there are 20 nuclear power plants (NPPs) in operation, and 6 more units are under construction in Korea. The control systems of those NPPs have also been developed together with the technology advancement. Control systems started with On-Off control using the relay logic, had been evolved into Solid-State logic using TTL ICs, and applied with the micro-processors since the Yonggwang NPP Units 3 and 4 which started its construction in 1989. Multiplexers are also installed at the local plant areas to collect field input and to send output signals while communicating with the controllers located in the system cabinets near the main control room in order to reduce the field wiring cables. The design of the digital control system technology for the NPPs in Korea has been optimized to maximize the operability as well as the safety through the design, construction, start-up and operation experiences. Both Shin-Kori Units 1 and 2 and Shin-Wolsong Units 1 and 2 NPP projects under construction are being progressed at the same time. Digital Plant Control Systems of these projects have adopted multi-loop controllers, redundant loop configuration, and soft control system for the radwaste system. Programmable Logic Controller (PLC) and Distributed Control System (DCS) are applied with soft control system in Shin-Kori Units 3 and 4. This paper describes the evolvement of control system at the NPPs in Korea and the experience and design improvement through the observation of the latest failure of the digital control system. In addition, design concept and its trend of the digital control system being applied to the NPP in Korea are introduced. (authors)

Measurements of radioxenon in ground level air in South Korea following the claimed nuclear test in North Korea on October 9, 2006

Abstract Following the claimed nuclear test in the Democratic Peoples Republic of Korea (DPRK) on October 9, 2006, and a reported seismic event, a mobile system for sampling of atmospheric xenon was transported to the Republic of South Korea (ROK) in an attempt to detect possible emissions of radioxenon in the region from a presumed test. Five samples were collected in the ROK during October 1114, 2006 near the ROKDPRK border, and thereafter transported to the Swedish Defense Research Agency (FOI) in Stockholm, Sweden, for analysis. Following the initial measurements, an automatic radioxenon sampling and analysis system was installed at the same location in the ROK, and measurements on the ambient atmospheric radioxenon background in the region were performed during November 2006 to February 2007. The measured radioxenon concentrations strongly indicate that the explosion in October 9, 2006 was a nuclear test. The conclusion is further strengthened by atmospheric transport models. Radioactive xenon measurement was the only independent confirmation that the supposed test was in fact a nuclear explosion and not a conventional (chemical) explosive.

The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

New Mexico statewide geothermal energy program. Final technical report

This report summarizes the results of geothermal energy resource assessment work conducted by the New Mexico Statewide Geothermal Energy Program during the period September 7, 1984, through February 29, 1988, under the sponsorship of the US Dept. of Energy and the State of New Mexico Research and Development Institute. The research program was administered by the New Mexico Research and Development Institute and was conducted by professional staff members at New Mexico State University and Lightning Dock Geothermal, Inc. The report is divided into four chapters, which correspond to the principal tasks delineated in the above grant. This work extends the knowledge of the geothermal energy resource base in southern New Mexico with the potential for commercial applications.

Electron beam accelerator: A new tool for environmental preservation in Malaysia

Electron beam accelerators are widely used for industrial applications such as surface curing, crosslinking of wires and cables and sterilization/ decontamination of pharmaceutical products. The energy of the electron beam determines the type of applications. This is due to the penetration power of the electron that is limited by the energy. In the last decade, more work has been carried out to utilize the energetic electron for remediation of environmental pollution. For this purposes, 1 MeV electron beam accelerator is sufficient to treat wastewater from textile industry and flue gases from fossil fuel combustions. In Nuclear Malaysia, a variable energy Cockroft Walton type accelerator has been utilized to initiate investigations in these two areas. An electron beam flue gas treatment test rig was built to treat emission from diesel combustion, where it was found that using EB parameters of 1MeV and 12mA can successfully remove at least 80% of nitric oxide in the emission. Wastewater from textile industries was treated using combination of biological treatment and EB. The initial findings indicated that the quality of water had improved based on the COD{sub Cr}, BOD{sub 5} indicators.

The purpose of the New Mexico Center for Isotopes in Medicine (NMCIM) is to support research, education and service missions of the UNM College of Pharmacy Radiopharmaceutical Sciences Program (COP RSP) and the Cancer Research and Treatment Center (CRTC). NMCIM developed and coordinated unique translational research in cancer radioimaging and radiotherapy agents based on novel molecules developed at UNM and elsewhere. NMCIM was the primary interface for novel radioisotopes and radiochemistries developed at the Los Alamos National Laboratory (LANL) for SPECT/PET imaging and therapy. NMCIM coordinated the use of the small animal imaging facility with the CRTC provided support services to assist investigators in their studies. NMCIM developed education and training programs that benefited professional, graduate, and postdoctoral students that utilized its unique facilities and technologies. UNM COP RSP has been active in writing research and training grants, as well as supporting contract research with industrial partners. The ultimate goal of NMCIM is to bring new radiopharmaceutical imaging and therapeutic agents into clinical trials that will benefit the health and well being of cancer and other patients in New Mexico and the U.S.

A geothermal resource data base: New Mexico

This report provides a compilation of geothermal well and spring information in New Mexico up to 1993. Economically important geothermal direct-use development in New Mexico and the widespread use of personal computers (PC) in recent years attest to the need for an easily used and accessible data base of geothermal data in a digital format suitable for the PC. This report and data base are a part of a larger congressionally-funded national effort to encourage and assist geothermal direct-use. In 1991, the US Department of Energy, Geothermal Division (DOE/GD) began a Low Temperature Geothermal Resources and Technology Transfer Program. Phase 1 of this program includes updating the inventory of wells and springs of ten western states and placing these data into a digital format that is universally accessible to the PC. The Oregon Institute of Technology GeoHeat Center (OIT) administers the program and the University of Utah Earth Sciences and Resources Institute (ESRI) provides technical direction.

Gulf of Mexico Regional Collaborative Final Report

This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach ? Successfully engaged federal and state end users in project planning and feedback ? With end user input, defined needs and system functional requirements ? Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee ? Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007 ? Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf. ? Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAAs first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged. ? Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications ? Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems ? Built a logical framework and tool for ontological modeling of SAV and HABs ? Created online guidance for SAV restoration planning ? Created model runs which link potential future land use trends, runoff and SAV viability ? Analyzed SAV cover change at five other bays in the Gulf of Mexico to demonstrate extensibility of the analytical tools ? Initiated development of a conceptual model for understanding the causes and effects of HABs in the Gulf of Mexico IT Tool Development ? Established a website with the GoMRC web-based tools at www.gomrc.org ? Completed development of an ArcGIS-based decision support tool for SAV restoration prioritization decisions, and demonstrated its use in Mobile Bay ? Developed a web-based application, called Conceptual Model Explorer (CME), that enables non-GIS users to employ the prioritization model for SAV restoration ? Created CME tool enabling scientists to view existing, and create new, ecosystem conceptual models which can be used to document cause-effect relationships within coastal ecosystems, and offer guidance on management solutions. ? Adapted the science-driven advanced web search engine, Noesis, to focus on an initial set of coastal and marine resource issues, including SAV and HABs ? Incorporated map visualization tools with initial data layers related to coastal wetlands and SAVs

Lung cancer epidemiology in New Mexico uranium miners  

SciTech Connect (OSTI)

This investigation assesses the health effects of radon progeny exposure in New Mexico uranium miners. Cumulative exposures sustained by most New Mexico miners are well below those received earlier in the Colorado Plateau. This project utilizes the research opportunity offered by New Mexico miners to address unresolved issues related to radon progeny exposure: (1) the lung cancer risk of lower levels of exposure, (2) interaction between radon progeny exposure and cigarette smoking in the causation of lung cancer, (3) the relationship between lung cancer histologic type and radon progeny exposure, and (4) possible effects of radon progeny exposure other than lung cancer. A cohort study of 3800 men with at least one year of underground uranium mining experience in New Mexico is in progress. Results are discussed.

Development of an Integrated Natural Barrier Database System for Site Evaluation of a Deep Geologic Repository in Korea - 13527

Korea Radioactive-waste Management Corporation (KRMC) established in 2009 has started a new project to collect information on long-term stability of deep geological environments on the Korean Peninsula. The information has been built up in the integrated natural barrier database system available on web (www.deepgeodisposal.kr). The database system also includes socially and economically important information, such as land use, mining area, natural conservation area, population density, and industrial complex, because some of this information is used as exclusionary criteria during the site selection process for a deep geological repository for safe and secure containment and isolation of spent nuclear fuel and other long-lived radioactive waste in Korea. Although the official site selection process has not been started yet in Korea, current integrated natural barrier database system and socio-economic database is believed that the database system will be effectively utilized to narrow down the number of sites where future investigation is most promising in the site selection process for a deep geological repository and to enhance public acceptance by providing readily-available relevant scientific information on deep geological environments in Korea.
