This reports gives an overview of the development of building energy codes in Korea, including national energy policies related to building energy codes, history of building energy codes, recent national projects and activities to promote building energy codes. The report also provides a review of current building energy codes (such as building envelope, HVAC, and lighting) for commercial buildings in Korea.

    As part of the effort to understand the sources of carbon dioxide and other major greenhouse gases, the Tropical Forestry and Global Climate Change Research Network (F-7) was established. The countries taking part in the F-7 Network -- Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria and Thailand -- possess large tracts of tropical forests and together experience the bulk of large scale tropical deforestation. Integreation of work of indigenous researchers and institutions from the participating countries should allow for the gathering of on-site information into the more general and universally available base of knowledge. The information contained in this report represents the results of the first phase of the F-7 project, which had the explicit aim of providing quantitative data on forestry-related carbon emissions from India and China.

    As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    India and Pakistan launched their respective nuclear programs in the 1940s and 1950s with considerable foreign technical support, especially from the United States Atoms for Peace Program. The technology and training that was acquired served as the platform for later nuclear weapon development efforts that included nuclear weapon testing in 1974 and in 1998 by India, and also in 1998 by Pakistan - which had illicitly acquired uranium enrichment technology especially from Europe and received assistance from China. As of 2013, both India and Pakistan were continuing to produce fissile material for weapons, in the case of India also for nuclear naval fuel, and were developing a diverse array of ballistic and cruise missiles. International efforts to restrain the South Asian nuclear build-up have been largely set aside over the past decade as Pakistani support became central for the U.S. war in Afghanistan and as U.S. geopolitical and economic interests in supporting the rise of India, in part as a counter to China, led to India being exempted both from U.S non-proliferation laws and international nuclear trade guidelines. In the absence of determined international action and with Pakistan blocking the start of talks on a fissile material cutoff treaty, nuclear weapon programs in South Asia are likely to keep growing for the foreseeable future.

  19. Korea Research Reactor -1 & 2 Decommissioning Project in Korea

    Korea Research Reactor 1 (KRR-1), the first research reactor in Korea, has been operated since 1962, and the second one, Korea Research Reactor 2 (KRR-2) since 1972. The operation of both of them was phased out in 1995 due to their lifetime and operation of the new and more powerful research reactor, HANARO (High-flux Advanced Neutron Application Reactor; 30MW). Both are TRIGA Pool type reactors in which the cores are small self-contained units sitting in tanks filled with cooling water. The KRR-1 is a TRIGA Mark II, which could operate at a level of up to 250 kW. The second one, the KRR-2 is a TRIGA Mark III, which could operate at a level of up 2,000 kW. The decontamination and decommissioning (D & D) project of these two research reactors, the first D & D project in Korea, was started in January 1997 and will be completed to stage 3 by 2008. The aim of this decommissioning program is to decommission the KRR-1 & 2 reactors and to decontaminate the residual building structure s and the site to release them as unrestricted areas. KAERI (Korea Atomic Energy Research Institute) submitted the decommissioning plan and the environmental impact assessment reports to the Ministry of Science and Technology (MOST) for the license in December 1998, and was approved in November 2000.

    Recently, Health Impact Assessment has gained great attention in Korea. First, the Ministry of Environment introduced HIA within existing Environment Impact Assessment. Second, the Korea Institute for Health and Social Affairs began an HIA program in 2008 in alliance with Healthy Cities. In this short report, these two different efforts are introduced and their opportunities and challenges discussed. We believe these two approaches complement each other and both need to be strengthened. We also believe that both can contribute to the development of health in policy and project development and ultimately to improvements in the Korean population's health.

    As a result of NSG restrictions, India cannot import the natural uranium required to fuel its Pressurized Heavy Water Reactors (PHWRs); consequently, it is forced to rely on the expediency of domestic uranium production. However, domestic production from mines and byproduct sources has not kept pace with demand from commercial reactors. This shortage has been officially confirmed by the Indian Planning Commissions Mid-Term Appraisal of the countrys current Five Year Plan. The report stresses that as a result of the uranium shortage, Indian PHWR load factors have been continually decreasing. The Uranium Corporation of India Ltd (UCIL) operates a number of underground mines in the Singhbhum Shear Zone of Jharkhand, and it is all processed at a single mill in Jaduguda. UCIL is attempting to aggrandize operations by establishing new mines and mills in other states, but the requisite permit-gathering and development time will defer production until at least 2009. A significant portion of Indias uranium comes from byproduct sources, but a number of these are derived from accumulated stores that are nearing exhaustion. A current maximum estimate of indigenous uranium production is 430t/yr (230t from mines and 200t from byproduct sources); whereas, the current uranium requirement for Indian PHWRs is 455t/yr (depending on plant capacity factor). This deficit is exacerbated by the additional requirements of the Indian weapons program. Present power generation capacity of Indian nuclear plants is 4350 MWe. The power generation target set by the Indian Department of Atomic Energy (DAE) is 20,000 MWe by the year 2020. It is expected that around half of this total will be provided by PHWRs using indigenously supplied uranium with the bulk of the remainder provided by breeder reactors or pressurized water reactors using imported low-enriched uranium.

    This presentation provides a high level summary of current research activities at the Los Alamos National Laboratory (LANL)-University of California Jacobs School of Engineering (UCSD) Engineering Institute that will be presented at Korea's Agency for Defense Development (ADD). These research activities are at the basic engineering science level with different level of maturity ranging from initial concepts to field proof-of-concept demonstrations. We believe that all of these activities are appropriate for collaborative research activities with ADD subject to approval by each institution. All the activities summarized herein have the common theme that they are multi-disciplinary in nature and typically involved the integration of high-fidelity predictive modeling, advanced sensing technologies and new development in information technology. These activities include: Wireless Sensor Systems, Swarming Robot sensor systems, Advanced signal processing (compressed sensing) and pattern recognition, Model Verification and Validation, Optimal/robust sensor system design, Haptic systems for large-scale data processing, Cyber-physical security for robots, Multi-source energy harvesting, Reliability-based approaches to damage prognosis, SHMTools software development, and Cyber-physical systems advanced study institute.

    The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first became involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industrics morc energy-efficient, preparing historical reviews of cncrgy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. Preparing this volume confronted us with a number of difficult issues. The most frustrating usually involved the different approaches to sectoral divisions taken in China and the US. For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises` investment funds is directed towards providing housing and social services for workers and their families.

    Hydrogen is a clean burning, non-polluting transportation fuel. It is also a renewable energy carrier that can be produced from non-fossil fuel resources such as solar, wind and biomass. Utilizing hydrogen as an alternative fuel for vehicles will diversify the resources of energy, and reduce dependence on oil in the transportation sector. Additionally, clean burning hydrogen fuel will also alleviate air pollution that is a very severe problem in many parts of world, especially major metropolitan areas in developing countries, such as India and China. In our efforts to foster international collaborations in the research, development, and demonstration of hydrogen technologies, through a USAID/DOE cost-shared project, Energy Conversion Devices, Inc.,(www.ovonic.com) a leading materials and alternative energy company, in collaboration with Bajaj Auto Limited, India's largest three-wheeler taxi manufacturer, has successfully developed and demonstrated prototype hydrogen ICE three-wheelers in the United States and India. ECD's proprietary Ovonic solid-state hydrogen storage technology is utilized on-board to provide a means of compact, low pressure, and safe hydrogen fuel. These prototype hydrogen three-wheelers have demonstrated comparable performance to the original CNG version of the vehicle, achieving a driving range of 130 km. The hydrogen storage system capable of storing 1 kg hydrogen can be refilled to 80% of its capacity in about 15 minutes at a pressure of 300 psi. The prototype vehicles developed under this project have been showcased and made available for test rides to the public at exhibits such as the 16th NHA annual meeting in April 2005, Washington, DC, and the SIAM (Society of Indian Automotive Manufacturers) annual conference in August 2005, New Delhi, India. Passengers have included members of the automotive industry, founders of both ECD and Bajaj, members of the World Bank, the Indian Union Minister for Finance, the President of the Asia Development Bank, members of USAID, USDOE and many other individuals, all of whom have had praise for the vehicle and the technology. The progress made through this phase I work and the importance of hydrogen three-wheelers has also resulted in extensive press coverage by the news media around the world.

    This report focuses on lithium-ion (Li-ion) battery technology applications for two- and possibly three-wheeled vehicles. The author of this report visited the People's Republic of China (PRC or China) to assess the status of Li-ion battery technology there and to analyze Chinese policies, regulations, and incentives for using this technology and for using two- and three-wheeled vehicles. Another objective was to determine if the Li-ion batteries produced in China were available for benchmarking in the United States. The United States continues to lead the world in Li-ion technology research and development (R&D). Its strong R&D program is funded by the U.S. Department of Energy and other federal agencies, such as the National Institute of Standards and Technology and the U.S. Department of Defense. In Asia, too, developed countries like China, Korea, and Japan are commercializing and producing this technology. In China, more than 120 companies are involved in producing Li-ion batteries. There are more than 139 manufacturers of electric bicycles (also referred to as E-bicycles, electric bikes or E-bikes, and electric two-wheelers or ETWs in this report) and several hundred suppliers.     The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first became involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China's State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industrics morc energy-efficient, preparing historical reviews of cncrgy supply and demand in the People's Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. Preparing this volume confronted us with a number of difficult issues. The most frustrating usually involved the different approaches to sectoral divisions taken in China and the US. For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises' investment funds is directed towards providing housing and social services for workers and their families.

  11. Avian survey and field guide for Osan Air Base, Korea.

    This report summarizes the results of the avian surveys conducted at Osan Air Base (AB). This ongoing survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Osan AB, and the 51st Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred ten bird species representing 35 families were identified and recorded. Seven species are designated as Natural Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Three species appear on the Korean Association for Conservation of Nature's (KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, ten different species are Republic of Korea (ROK)-protected. The primary objective of the avian survey at Osan AB was to determine what species of birds are present on the airfield and their respective habitat requirements during the critical seasons of the year. This requirement is specified in Annex J.14.c of the 51st Fighter BASH Plan 91-212 (51 FW OPLAN 91-212). The second objective was to initiate surveys to determine what bird species are present on Osan AB throughout the year and from the survey results, determine if threatened, endangered, or other Korean-listed bird species are present on Osan AB. This overall census satisfies Criterion 13-3.e of the EGS for Korea. The final objective was to formulate management strategies within Osan AB's operational requirements to protect and enhance habitats of known threatened, endangered, and ROK-protected species in accordance with EGS Criterion 13-3.a that are also favorable for the reproduction of indigenous species in accordance with the EGS Criterion 13-3.h.

    Integrated economic models have been used to project both baseline and mitigation greenhouse gas emissions scenarios at the country and the global level. Results of these scenarios are typically presented at the sectoral level such as industry, transport, and buildings without further disaggregation. Recently, a keen interest has emerged on constructing bottom up scenarios where technical energy saving potentials can be displayed in detail (IEA, 2006b; IPCC, 2007; McKinsey, 2007). Analysts interested in particular technologies and policies, require detailed information to understand specific mitigation options in relation to business-as-usual trends. However, the limit of information available for developing countries often poses a problem. In this report, we have focus on analyzing energy use in India in greater detail. Results shown for the residential and transport sectors are taken from a previous report (de la Rue du Can, 2008). A complete picture of energy use with disaggregated levels is drawn to understand how energy is used in India and to offer the possibility to put in perspective the different sources of end use energy consumption. For each sector, drivers of energy and technology are indentified. Trends are then analyzed and used to project future growth. Results of this report provide valuable inputs to the elaboration of realistic energy efficiency scenarios.

    Since the first nuclear power was engaged in Korean electricity grid in 1978, intensive research and development has been focused on localization and standardization of large pressurized water reactors (PWRs) aiming at providing Korean peninsula and beyond with economical and safe power source. With increased priority placed on the safety since Chernobyl accident, Korean nuclear power R and D activity has been diversified into advanced PWR, small modular PWR and generation IV reactors. After the outbreak of Fukushima accident, inherently safe small modular reactor (SMR) receives growing interest in Korea and Europe. In this paper, we will describe recent status of evolving designs of SMR, their advantages and challenges. In particular, the conceptual design of lead-bismuth cooled SMR in Korea, URANUS with 40?70 MWe is examined in detail. This paper will cover a framework of the program and a strategy for the successful deployment of small modular reactor how the goals would entail and the approach to collaboration with other entities.

    The response to the first edition of the China Energy Databook was overwhelmingly positive, and has encouraged us to issue this revised, updated, and expanded edition. It has been a natural counterpart to the Energy Analysis Program`s continuing program of collaborative research with the Energy Research Institute. No other current reference volume dedicated to China`s energy system contains a similar variety and quality of material. We have revised some of the categories and data that appeared in the old volume. The adjustment for energy consumption in the transportation sector, for instance, has been slightly changed to include some fuel use in the commercial sector, which was previously left out. As another example, natural gas consumption statistics in the first edition greatly overstated electric utility use; we have rectified that error. Some tables have changed as statistical collection and reporting practices change in China. Figures on gross output value by sector stop with 1992, and economic output in subsequent years is covered by various measures of value-added, such as national income and gross domestic product.

  2. Building Energy Efficiency in India: Compliance Evaluation of Energy Conservation Building Code

    India is experiencing unprecedented construction boom. The country doubled its floorspace between 2001 and 2005 and is expected to add 35 billion m2 of new buildings by 2050. Buildings account for 35% of total final energy consumption in India today, and building energy use is growing at 8% annually. Studies have shown that carbon policies will have little effect on reducing building energy demand. Chaturvedi et al. predicted that, if there is no specific sectoral policies to curb building energy use, final energy demand of the Indian building sector will grow over five times by the end of this century, driven by rapid income and population growth. The growing energy demand in buildings is accompanied by a transition from traditional biomass to commercial fuels, particularly an increase in electricity use. This also leads to a rapid increase in carbon emissions and aggravates power shortage in India. Growth in building energy use poses challenges to the Indian government. To curb energy consumption in buildings, the Indian government issued the Energy Conservation Building Code (ECBC) in 2007, which applies to commercial buildings with a connected load of 100 kW or 120kVA. It is predicted that the implementation of ECBC can help save 25-40% of energy, compared to reference buildings without energy-efficiency measures. However, the impact of ECBC depends on the effectiveness of its enforcement and compliance. Currently, the majority of buildings in India are not ECBC-compliant. The United Nations Development Programme projected that code compliance in India would reach 35% by 2015 and 64% by 2017. Whether the projected targets can be achieved depends on how the code enforcement system is designed and implemented. Although the development of ECBC lies in the hands of the national government the Bureau of Energy Efficiency under the Ministry of Power, the adoption and implementation of ECBC largely relies on state and local governments. Six years after ECBCs enactment, only two states and one territory out of 35 Indian states and union territories formally adopted ECBC and six additional states are in the legislative process of approving ECBC. There are several barriers that slow down the process. First, stakeholders, such as architects, developers, and state and local governments, lack awareness of building energy efficiency, and do not have enough capacity and resources to implement ECBC. Second, institution for implementing ECBC is not set up yet; ECBC is not included in local building by-laws or incorporated into the building permit process. Third, there is not a systematic approach to measuring and verifying compliance and energy savings, and thus the market does not have enough confidence in ECBC. Energy codes achieve energy savings only when projects comply with codes, yet only few countries measure compliance consistently and periodic checks often indicate poor compliance in many jurisdictions. China and the U.S. appear to be two countries with comprehensive systems in code enforcement and compliance The United States recently developed methodologies measuring compliance with building energy codes at the state level. China has an annual survey investigating code compliance rate at the design and construction stages in major cities. Like many developing countries, India has only recently begun implementing an energy code and would benefit from international experience on code compliance. In this paper, we examine lessons learned from the U.S. and China on compliance assessment and how India can apply these lessons to develop its own compliance evaluation approach. This paper also provides policy suggestions to national, state, and local governments to improve compliance and speed up ECBC implementation.

    The article gives an overview of the production and use of coal in China, for power generation and in other sectors. Coal use for power generation was 850 million tonnes in 2003 and 800 million tonnes in the non-power sector. The majority of power will continue to be produced from coal, with a trend towards new larger pulverised coal fired units and introduction of circulating fluidised bed combustors. Stricter regulations are forcing introduction of improved pollution control technologies. It seems likely that China will need international finance to supplement private and state investment to carry out a programme to develop and apply clean coal technologies. The author concludes that there is evidence of a market economy being established but there is a need to resolve inconsistencies with the planned aspects of the economy and that additional policies are needed in certain sectors to achieve sustainable development. 1 ref., 2 figs., 2 tabs.

The Chinese have air, water and soil contamination, along with garbage and trash problems. They are also experiencing deforestation, desertification, soil erosion, destruction of wildlife habitat and wetlands, and the depletion of ground water. Attempts are being made to reduce the pollutants being produced, but economic factors weigh heavily against cleaning up current pollution.

    Over the last decade, China has focused its policies simultaneously on moderating the rapid energy demand growth that has been driven by three decades of rapid economic growth and industrialization and on increasing its energy supply. In spite of these concerted efforts, however, China continues to face growing energy supply challenges, particularly with accelerating demand for oil and natural gas, both of which are now heavily dependent on imports. On the supply side, the recent 11th and 12th Five-Year Plans have emphasized accelerating conventional and nonconventional oil and gas exploration and development through pricing reforms, pipeline infrastructure expansions and 2015 production targets for shale gas and coal seam methane. This study will analyze China’s new and nonconventional oil and gas resources base, possible development paths and outlook, and the potential role for these nonconventional resources in meeting oil and gas demand. The nonconventional resources currently being considered by China and included in this study include: shale gas, coal seam methane (coal mine methane and coal bed methane), tight gas, in-situ coal gasification, tight oil and oil shale, and gas hydrates.

There have been eight attempts to put the fire out using different methods (it has been burning for 43 years), but has now been left to burn. It could burn for another 205 years.     The Energy Analysis Program at LBL first became involved in Chinese energy issues through a joint China-US symposium on markets and energy demand held in Nanjing Nov. 1988. EAP began to collaborate on projects with the Energy Research Institute of China`s State Planning Commission. It was decided to compile, assess, and organize Chinese energy data. Primary interest was to use the data to help understand the historical evolution and likely future of the Chinese energy system; thus the primary criterion was to relate the data to the structure of energy supply and demand in the past and to indicate probable developments (eg, as indicated by patterns of investment). Caveats are included in forewords to both the 1992 and 1996 editions. A chapter on energy prices is included in the 1996 edition. 1993 energy consumption data are not included since there was a major disruption in energy statistical collection in China that year.

    The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

Doing its part to help modernise this country, the Boryeong thermal power complex operates six coal-fired 500-MW units that provide electricity to power South Korea's economic growth. One of the important reasons for this facility's overall success is its operational reliability. An example of this is Boryeong Unit 3's outstanding achievement of 3,000 days of trouble-free operation.     India is one of the largest wind energy markets in the world. In 1986 Gujarat was the first Indian state to install a wind power project. In February 2013, the installed wind capacity in Gujarat was 3,093 MW. Due to the uncertainty around existing wind energy assessments in India, this analysis uses the Weather Research and Forecasting (WRF) model to simulate the wind at current hub heights for one year to provide more precise estimates of wind resources in Gujarat. The WRF model allows for accurate simulations of winds near the surface and at heights important for wind energy purposes. While previous resource assessments published wind power density, we focus on average wind speeds, which can be converted to wind power densities by the user with methods of their choice. The wind resource estimates in this study show regions with average annual wind speeds of more than 8 m/s.

    India's nuclear energy strategy has traditionally strived for energy self-sufficiency, driven largely by necessity following trade restrictions imposed by the Nuclear Suppliers Group (NSG) following India's 'peaceful nuclear explosion' of 1974. On September 6, 2008, the NSG agreed to create an exception opening nuclear trade with India, which may create opportunities for India to modify its baseline strategy. The purpose of this document is to describe India's 'baseline plan,' which was developed under constrained trade conditions, as a basis for understanding changes in India's path as a result of the opening of nuclear commerce. Note that this treatise is based upon publicly available information. No attempt is made to judge whether India can meet specified goals either in scope or schedule. In fact, the reader is warned a priori that India's delivery of stated goals has often fallen short or taken a significantly longer period to accomplish. It has been evident since the early days of nuclear power that India's natural resources would determine the direction of its civil nuclear power program. It's modest uranium but vast thorium reserves dictated that the country's primary objective would be thorium utilization. Estimates of India's natural deposits vary appreciably, but its uranium reserves are known to be extremely limited, totaling approximately 80,000 tons, on the order of 1% of the world's deposits; and nominally one-third of this ore is of very low uranium concentration. However, India's roughly 300,000 tons of thorium reserves account for approximately 30% of the world's total. Confronted with this reality, the future of India's nuclear power industry is strongly dependent on the development of a thorium-based nuclear fuel cycle as the only way to insure a stable, sustainable, and autonomous program. The path to India's nuclear energy self-sufficiency was first outlined in a seminal paper by Drs. H. J. Bhabha and N. B. Prasad presented at the Second United Nations Conference on the Peaceful Uses of Atomic Energy in 1958. The paper described a three stage plan for a sustainable nuclear energy program consistent with India's limited uranium but abundant thorium natural resources. In the first stage, natural uranium would be used to fuel graphite or heavy water moderated reactors. Plutonium extracted from the spent fuel of these thermal reactors would drive fast reactors in the second stage that would contain thorium blankets for breeding uranium-233 (U-233). In the final stage, this U-233 would fuel thorium burning reactors that would breed and fission U-233 in situ. This three stage blueprint still reigns as the core of India's civil nuclear power program. India's progress in the development of nuclear power, however, has been impacted by its isolation from the international nuclear community for its development of nuclear weapons and consequent refusal to sign the Nuclear Nonproliferation Treaty (NPT). Initially, India was engaged in numerous cooperative research programs with foreign countries; for example, under the 'Atoms for Peace' program, India acquired the Cirus reactor, a 40 MWt research reactor from Canada moderated with heavy water from the United States. India was also actively engaged in negotiations for the NPT. But, on May 18, 1974, India conducted a 'peaceful nuclear explosion' at Pokharan using plutonium produced by the Cirus reactor, abruptly ending the era of international collaboration. India then refused to sign the NPT, which it viewed as discriminatory since it would be required to join as a non-nuclear weapons state. As a result of India's actions, the Nuclear Suppliers Group (NSG) was created in 1975 to establish guidelines 'to apply to nuclear transfers for peaceful purposes to help ensure that such transfers would not be diverted to unsafeguarded nuclear fuel cycle or nuclear explosive activities. These nuclear export controls have forced India to be largely self-sufficient in all nuclear-related technologies.

  19. The Regulatory Challenges of Decommissioning Nuclear Power Plants in Korea - 13101

    As of 2012, 23 units of nuclear power plants are in operation, but there is no experience of permanent shutdown and decommissioning of nuclear power plant in Korea. It is realized that, since late 1990's, improvement of the regulatory framework for decommissioning has been emphasized constantly from the point of view of International Atomic Energy Agency (IAEA)'s safety standards. And it is known that now IAEA prepare the safety requirement on decommissioning of facilities, its title is the Safe Decommissioning of Facilities, General Safety Requirement Part 6. According to the result of IAEA's Integrated Regulatory Review Service (IRRS) mission to Korea in 2011, it was recommended that the regulatory framework for decommissioning should require decommissioning plans for nuclear installations to be constructed and operated and these plans should be updated periodically. In addition, after the Fukushima nuclear disaster in Japan in March of 2011, preparedness for early decommissioning caused by an unexpected severe accident became also important issues and concerns. In this respect, it is acknowledged that the regulatory framework for decommissioning of nuclear facilities in Korea need to be improved. First of all, we identify the current status and relevant issues of regulatory framework for decommissioning of nuclear power plants compared to the IAEA's safety standards in order to achieve our goal. And then the plan is to be established for improvement of regulatory framework for decommissioning of nuclear power plants in Korea. After dealing with it, it is expected that the revised regulatory framework for decommissioning could enhance the safety regime on the decommissioning of nuclear power plants in Korea in light of international standards.     China`s energy production is largely dependent on coal. China currently ranks third in global CO{sub 2} emissions, and rapid economic expansion is expected to raise emission levels even further in the coming decades. Cogeneration provides a cost-effective way of both utilizing limited energy resources and minimizing the environmental impacts from use of fossil fuels. However, in the last 10 years state investments for cogeneration projects in China have dropped by a factor of 4. This has prompted this study. Along with this in-depth analysis of China`s cogeneration policies and investment allocation is the speculation that advanced US technology and capital can assist in the continued growth of the cogeneration industry. This study provides the most current information available on cogeneration development and market potential in China.

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

    The goal of this report is to inform investors about the potential of solar minigrid technologies to serve India's rural market. Under the US-India Energy Dialogue, the US Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) is supporting the Indian Ministry of New and Renewable Energy (MNRE)'s Jawaharlal Nehru National Solar Mission (JNNSM) in performing a business-case and policy-oriented analysis on the deployment of solar minigrids in India. The JNNSM scheme targets the development of 2GW of off-grid solar power by 2022 and provides large subsidies to meet this target. NREL worked with electricity capacity and demand data supplied by the Ladakh Renewable Energy Development Agency (LREDA) from Leh District, to develop a technical approach for solar minigrid development. Based on the NREL-developed, simulated solar insolation data for the city of Leh, a 250-kW solar photovoltaic (PV) system can produce 427,737 kWh over a 12-month period. The business case analysis, based on several different scenarios and JNNSM incentives shows the cost of power ranges from Rs. 6.3/kWh (US$0.126) to Rs. 9/kWh (US$0.18). At these rates, solar power is a cheaper alternative to diesel. An assessment of the macro-environment elements--including political, economic, environmental, social, and technological--was also performed to identify factors that may impact India?s energy development initiatives.

    Korea Radioactive-waste Management Corporation (KRMC) established in 2009 has started a new project to collect information on long-term stability of deep geological environments on the Korean Peninsula. The information has been built up in the integrated natural barrier database system available on web (www.deepgeodisposal.kr). The database system also includes socially and economically important information, such as land use, mining area, natural conservation area, population density, and industrial complex, because some of this information is used as exclusionary criteria during the site selection process for a deep geological repository for safe and secure containment and isolation of spent nuclear fuel and other long-lived radioactive waste in Korea. Although the official site selection process has not been started yet in Korea, current integrated natural barrier database system and socio-economic database is believed that the database system will be effectively utilized to narrow down the number of sites where future investigation is most promising in the site selection process for a deep geological repository and to enhance public acceptance by providing readily-available relevant scientific information on deep geological environments in Korea.     Jordan and China have signed an agreement to develop oil shale processing technology that could lead to a 200 ton/day oil shale plant in Jordan. China will process 1200 tons of Jordanian oil shale at its Fu Shun refinery. If tests are successful, China could build the demonstration plant in Jordan's Lajjun region, where the oil shale resource is estimated at 1.3 billion tons. China plans to send a team to Jordan to conduct a plant design study. A Lajjun oil shale complex could produce as much as 50,000 b/d of shale oil. An earlier 500 ton shipment of shale is said to have yielded promising results.

    We assess developable on-shore wind potential in India at three different hub-heights and under two sensitivity scenarios one with no farmland included, the other with all farmland included. Under the no farmland included case, the total wind potential in India ranges from 748 GW at 80m hub-height to 976 GW at 120m hub-height. Under the all farmland included case, the potential with a minimum capacity factor of 20 percent ranges from 984 GW to 1,549 GW. High quality wind energy sites, at 80m hub-height with a minimum capacity factor of 25 percent, have a potential between 253 GW (no farmland included) and 306 GW (all farmland included). Our estimates are more than 15 times the current official estimate of wind energy potential in India (estimated at 50m hub height) and are about one tenth of the official estimate of the wind energy potential in the US.

    Chinas energy insecurity largely originates from its constrained availability, questionable reliability, and uncertain affordability of its oil supplies. The countrys fast industrialization and urbanization, together with demand for infrastructure and increasing popularity of automobiles, requires a lot of energy, but it consumes energy both intensively and inefficiently, threatening the environmental well-being of China and its neighbors. Chinas risk aversion and poor energy policy making system further magnifies its perceptions of the low availability, reliability and affordability of oil imports, which further compounds its sense of energy insecurity. Distrustful of the market, and suspicious of other major energy players in the international market, the Chinese leadership relies on the state-centered approach, or economic nationalism, rather than a market approach to enhance its energy security. However, the country lacks not only an energy policy making system that can make and implement sound energy policies but also an energy market that relies on market prices to allocate energy resources efficiently. As a result of this domestic failure, China has pushed its national flagship companies to undertake a global scavenger hunt for energy while muddling along a messy road of energy reform at home. Setbacks in acquiring new sources of oil have validated the Chinese leaderships belief that the international oil market is not free and Chinas access to international oil is not guaranteed through the market. Chinas problems in the international energy market are also perceived as evidence of attempts to prevent China from exerting international influence. Chinas leadership is convinced that China should focus on areas where western capital is not heavily concentrated or where western influences are weak. With the recent revaluation of Chinese currency and growing economy, China has both the wherewithal and appetite to acquire more oil assets abroad. Both China and the United States stand at a critical juncture of history where Chinas rise depends on reliable energy supplies which it increasingly imports from abroad and where the growing wealth of the United States is increasingly dependent upon Chinas success. If China does not have energy security its 1.3 billion fuel-starved people will prevent the rest of the world from achieving energy security.

    The Energy Analysis Program at the Lawrence Berkeley Laboratory (LBL) first became involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues, we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US. In order to select appropriate data from what was available we established several criteria. Our primary interest was to use the data to help understand the historical evolution and likely future of the Chinese energy system. A primary criterion was thus that the data relate to the structure of energy supply and demand in the past and indicate probable developments (e.g., as indicated by patterns of investment). Other standards were accuracy, consistency with other information, and completeness of coverage. This is not to say that all the data presented herein are accurate, consistent, and complete, but where discrepancies and omissions do occur we have tried to note them.

    This study analyzes China's coal industry by focusing on four related areas. First, data are reviewed to identify the major drivers of historical and future coal demand. Second, resource constraints and transport bottlenecks are analyzed to evaluate demand and growth scenarios. The third area assesses the physical requirements of substituting coal demand growth with other primary energy forms. Finally, the study examines the carbon- and environmental implications of China's past and future coal consumption. There are three sections that address these areas by identifying particular characteristics of China's coal industry, quantifying factors driving demand, and analyzing supply scenarios: (1) reviews the range of Chinese and international estimates of remaining coal reserves and resources as well as key characteristics of China's coal industry including historical production, resource requirements, and prices; (2) quantifies the largest drivers of coal usage to produce a bottom-up reference projection of 2025 coal demand; and (3) analyzes coal supply constraints, substitution options, and environmental externalities. Finally, the last section presents conclusions on the role of coal in China's ongoing energy and economic development. China has been, is, and will continue to be a coal-powered economy. In 2007 Chinese coal production contained more energy than total Middle Eastern oil production. The rapid growth of coal demand after 2001 created supply strains and bottlenecks that raise questions about sustainability. Urbanization, heavy industrial growth, and increasing per-capita income are the primary interrelated drivers of rising coal usage. In 2007, the power sector, iron and steel, and cement production accounted for 66% of coal consumption. Power generation is becoming more efficient, but even extensive roll-out of the highest efficiency units would save only 14% of projected 2025 coal demand for the power sector. A new wedge of future coal consumption is likely to come from the burgeoning coal-liquefaction and chemicals industries. If coal to chemicals capacity reaches 70 million tonnes and coal-to-liquids capacity reaches 60 million tonnes, coal feedstock requirements would add an additional 450 million tonnes by 2025. Even with more efficient growth among these drivers, China's annual coal demand is expected to reach 3.9 to 4.3 billion tonnes by 2025. Central government support for nuclear and renewable energy has not reversed China's growing dependence on coal for primary energy. Substitution is a matter of scale: offsetting one year of recent coal demand growth of 200 million tonnes would require 107 billion cubic meters of natural gas (compared to 2007 growth of 13 BCM), 48 GW of nuclear (compared to 2007 growth of 2 GW), or 86 GW of hydropower capacity (compared to 2007 growth of 16 GW). Ongoing dependence on coal reduces China's ability to mitigate carbon dioxide emissions growth. If coal demand remains on a high growth path, carbon dioxide emissions from coal combustion alone would exceed total US energy-related carbon emissions by 2010. Within China's coal-dominated energy system, domestic transportation has emerged as the largest bottleneck for coal industry growth and is likely to remain a constraint to further expansion. China has a low proportion of high-quality reserves, but is producing its best coal first. Declining quality will further strain production and transport capacity. Furthermore, transporting coal to users has overloaded the train system and dramatically increased truck use, raising transportation oil demand. Growing international imports have helped to offset domestic transport bottlenecks. In the long term, import demand is likely to exceed 200 million tonnes by 2025, significantly impacting regional markets.

    This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

    The industrial sector has accounted for more than 50% of Chinas final energy consumption in the past 30 years. Understanding the future emissions and emissions mitigation opportunities depends on proper characterization of the present-day industrial energy use, as well as industrial demand drivers and technological opportunities in the future. Traditionally, however, integrated assessment research has handled the industrial sector of China in a highly aggregate form. In this study, we develop a technologically detailed, service-oriented representation of 11 industrial subsectors in China, and analyze a suite of scenarios of future industrial demand growth. We find that, due to anticipated saturation of Chinas per-capita demands of basic industrial goods, industrial energy demand and CO2 emissions approach a plateau between 2030 and 2040, then decrease gradually. Still, without emissions mitigation policies, the industrial sector remains heavily reliant on coal, and therefore emissions-intensive. With carbon prices, we observe some degree of industrial sector electrification, deployment of CCS at large industrial point sources of CO2 emissions at low carbon prices, an increase in the share of CHP systems at industrial facilities. These technological responses amount to reductions of industrial emissions (including indirect emission from electricity) are of 24% in 2050 and 66% in 2095.

    Massive gas injection (MGI) system was developed on Korea Superconducting Tokamak Advanced Research (KSTAR) in 2011 campaign for disruption studies. The MGI valve has a volume of 80 ml and maximum injection pressure of 50 bar, the diameter of valve orifice to vacuum vessel is 18.4 mm, the distance between MGI valve and plasma edge is {approx}3.4 m. The MGI power supply employs a large capacitor of 1 mF with the maximum voltage of 3 kV, the valve can be opened in less than 0.1 ms, and the amount of MGI can be controlled by the imposed voltage. During KSTAR 2011 campaign, MGI disruptions are carried out by triggering MGI during the flat top of circular and limiter discharges with plasma current 400 kA and magnetic field 2-3.5 T, deuterium injection pressure 39.7 bar, and imposed voltage 1.1-1.4 kV. The results show that MGI could mitigate the heat load and prevent runaway electrons with proper MGI amount, and MGI penetration is deeper under higher amount of MGI or lower magnetic field. However, plasma start-up is difficult after some of D{sub 2} MGI disruptions due to the high deuterium retention and consequently strong outgassing of deuterium in next shot, special effort should be made to get successful plasma start-up after deuterium MGI under the graphite first wall.

    Permanent disposal of low- and intermediate-level radioactive wastes in the subterranean environment has been the preferred method of many countries, including Korea. A safety issue after the closure of a geological repository is that biodegradation of organic materials due to microbial activities generates gases that lead to overpressure of the waste containers in the repository and its disintegration with the release of radionuclides. As part of an ongoing large-scale in situ experiment using organic wastes and groundwater to simulate geological radioactive waste repository conditions, we investigated the geochemical alteration and microbial activities at an early stage (~63 days) intended to be representative of the initial period after repository closure. The increased numbers of both aerobes and facultative anaerobes in waste effluents indicate that oxygen content could be the most significant parameter to control biogeochemical conditions at very early periods of reaction (<35 days). Accordingly, the values of dissolved oxygen and redox potential were decreased. The activation of anaerobes after 35 days was supported by the increased concentration to ~50 mg L-1 of ethanol. These results suggest that the biogeochemical conditions were rapidly altered to more reducing and anaerobic conditions within the initial 2 months after repository closure. Although no gases were detected during the study, activated anaerobic microbes will play more important role in gas generation over the long term.

  1. A nuclear physics program at the Rare Isotope Beams Accelerator Facility in Korea

    This paper outlines the new physics possibilities that fall within the field of nuclear structure and astrophysics based on experiments with radioactive ion beams at the future Rare Isotope Beams Accelerator facility in Korea. This ambitious multi-beam facility has both an Isotope Separation On Line (ISOL) and fragmentation capability to produce rare isotopes beams (RIBs) and will be capable of producing and accelerating beams of wide range mass of nuclides with energies of a few to hundreds MeV per nucleon. The large dynamic range of reaccelerated RIBs will allow the optimization in each nuclear reaction case with respect to cross section and channel opening. The low energy RIBs around Coulomb barrier offer nuclear reactions such as elastic resonance scatterings, one or two particle transfers, Coulomb multiple-excitations, fusion-evaporations, and direct capture reactions for the study of the very neutron-rich and proton-rich nuclides. In contrast, the high energy RIBs produced by in-flight fragmentation with reaccelerated ions from the ISOL enable to explore the study of neutron drip lines in intermediate mass regions. The proposed studies aim at investigating the exotic nuclei near and beyond the nucleon drip lines, and to explore how nuclear many-body systems change in such extreme regions by addressing the following topics: the evolution of shell structure in areas of extreme proton to neutron imbalance; the study of the weak interaction in exotic decay schemes such as beta-delayed two-neutron or two-proton emission; the change of isospin symmetry in isobaric mirror nuclei at the drip lines; two protons or two neutrons radioactivity beyond the drip lines; the role of the continuum states including resonant states above the particle-decay threshold in exotic nuclei; and the effects of nuclear reaction rates triggered by the unbound proton-rich nuclei on nuclear astrophysical processes.

  2. Cadmium exposure and cardiovascular disease in the 2005 Korea National Health and Nutrition Examination Survey

    Background: Limited epidemiologic data are available concerning the cardiovascular effects of cadmium exposure, although recent studies suggest associations with myocardial infarction and peripheral arterial disease. We examined the associations of cadmium exposure with cardiovascular disease in nationally representative general Korean adults. Methods: We used cross-sectional data on blood cadmium and self-reported diagnoses of ischemic heart disease (IHD), stroke, and hypertension in a sub-sample of 1908 adults, aged 20 years and older, who participated in the 2005 Korea National Health and Nutrition Examination Survey (KNHANES). We used survey logistic regression models accounting for the complex sampling design to estimate the odds ratios (OR), adjusting for age, education, income, alcohol, smoking, body mass index, waist circumference, family history of hypertension, blood pressure, and blood lead. Results: The geometric mean of blood cadmium was 1.53 {mu}g/L. After adjusting for potential confounders, an interquartile range (IQR) increase in blood cadmium (0.91 {mu}g/L) was found to be associated with an increased risk for IHD (OR 2.1, 95% confidence interval (CI) 1.3-3.4). An IQR increase in blood cadmium was found to be associated with an elevated risk for hypertension only among men (OR 1.4, 95% CI 1.1-1.8) but not among women. No association was observed with stroke in both genders. Conclusions: These findings suggest that cadmium in blood may be associated with an increased risk for IHD and hypertension in the general Korean adult population.

    The goal of this project was to estimate the net benefits that cost-effective improvements in energy efficiency can bring to developing countries. The study focused on four major electrical products in the world's second largest developing country, India. These products--refrigerators, room air conditioners, electric motors, and distribution transformers--are important targets for efficiency improvement in India and in other developing countries. India is an interesting subject of study because of it's size and rapid economic growth. Implementation of efficient technologies in India would save billions in energy costs, and avoid hundreds of megatons of greenhouse gas emissions. India also serves as an example of the kinds of improvement opportunities that could be pursued in other developing countries.

    The authors' observations of a tradition of passive solar architecture in northern China are described. Tendencies for modern buildings to depart from this tradition are noted. Major passive solar research programs are discussed and experimental buildings are illustrated. It is concluded that the Chinese could realize a major advantage by combining their strong tradition of passive solar architecture with modern insulation methods and improved glazing systems.

    Understanding the relationship between economic growth and electricity use is essential for power systems planning. This need is particularly acute now in China, as the Chinese economy is going through a transition to a more consumption and service oriented economy. This study uses 20 years of provincial data on gross domestic product (GDP) and electricity consumption to examine the relationship between these two factors. We observe a plateauing effect of electricity consumption in the richest provinces, as the electricity demand saturates and the economy develops and moves to a more service-based economy. There is a wide range of forecasts for electricity use in 2030, ranging from 5,308 to 8,292 kWh per capita, using different estimating functions, as well as in existing studies. It is therefore critical to examine more carefully the relationship between electricity use and economic development, as China transitions to a new growth phase that is likely to be less energy and resource intensive. The results of this study suggest that policymakers and power system planners in China should seriously re-evaluate power demand projections and the need for new generation capacity to avoid over-investment that could lead to stranded generation assets.

By examining China's allowance mechanism from two aspects including allowance allocation and allowance distribution, this paper compares China's carbon trading pilots with the EU Emissions Trading System and California Cap-and-Trade Program, and through the comparison identify issues that affect the efficiency of the pilots. The paper also recommends course of actions to strengthen China's existing pilots and build valuable experiences for the establishment of the national cap-and-trade system in China.

The development of the methanol industry and methanol fuel in China is reviewed in this article. China is rich in coal but is short on oil and natural gas; unfortunately, transportation development will need more and more oil to provide the fuel. Methanol is becoming a dominant alternative fuel. China is showing the rest of the world how cleaner transportation fuels can be made from coal.

    A quick glance at comparative statistics on energy consumption per unit of industrial output reveals that China is one of the least energy efficient countries in the world. Energy waste not only impedes economic growth, but also creates pollution that threatens human health, regional ecosystems, and the global climate. China`s decision to pursue economic reform and encourage technology transfer from developed countries has created a window of opportunity for significant advances in energy efficiency. Policy changes, technical training, public education, and financing can help China realize its energy conservation potential.
