    Over the last six years, Tomsk Polytechnic University (TPU) has developed a 5˝ year engineering degree program in the field of Material Protection Control and Accounting (MPC&A). In 2009 the first students graduated with this new degree. There were 25 job offers from nuclear fuel cycle enterprises of Russia and Kazakhstan for 17 graduates of the program. Due to the rather wide selection of workplaces, all graduates have obtained positions at nuclear enterprises. The program was developed within the Applied Physics and Engineering Department (APED). The laboratory and methodological base has been created taking into consideration the experience of the similar program at the Moscow Engineering Physics Institute (MEPhI). However, the TPU program has some distinguishing features such as the inclusion of special courses pertaining to fuel enrichment and reprocessing. During the last two years, three MPC&A laboratories have been established at APED. This was made possible due to several factors such as establishment of the State innovative educational program at TPU, assistance of the U.S. Department of Energy through Pacific Northwest National Laboratory and Los Alamos National Laboratory, and the financial support of the Swedish Radiation Safety Authority and some Russian private companies. All three of the MPC&A laboratories are part of the Innovative Educational Center “Nuclear Technologies and Non-Proliferation,” which deals with many topics including research activities, development of new curricula for experts training and retraining, and training of master’s students. In 2008, TPU developed a relationship with the International Atomic Energy Agency (IAEA), which was familiarized with APED’s current resources and activities. The IAEA has shown interest in creation of a master’s degree educational program in the field of nuclear security at TPU. A future objective is to acquaint nuclear fuel cycle enterprises with new APED capabilities and involve the enterprises

  20. Measuring bulky waste arisings in Hong Kong

    All too often, waste authorities either assume that they know enough about their bulky waste stream or that it is too insignificant to deserve attention. In this paper, we use Hong Kong as an example to illustrate that official bulky waste figures can actually be very different from the reality and therefore important waste management decisions made based on such statistics may be wrong too. This study is also the first attempt in Hong Kong to outline the composition of bulky waste. It was found that about 342 tonnes/day of wood waste were omitted by official statistics owing to incomplete records on actual bulky waste flow. This is more than enough to provide all the feedstock needed for one regular-sized wood waste recycling facility in Hong Kong. In addition, the proportion of bulky waste in the municipal solid waste (MSW) streams in Hong Kong should be about 6.1% instead of the officially stated 1.43%. Admittedly, there are limitations with this study. Yet, present findings are suggestive of significant MSW data distortion in Hong Kong.

    Laser propulsion research progress has traditionally been hindered by the scarcity of photon sources with desirable characteristics, as well as integrated specialized flow facilities in a dedicated laboratory environment. For TEA CO{sub 2} lasers, the minimal requirements are time-average powers of >100 W), and pulse energies of >10 J pulses with short duration (e.g., 0.1 to 1 {mu}s); furthermore, for the advanced pulsejet engines of interest here, the laser system must simulate pulse repetition frequencies of 1-10 kilohertz or more, at least for two (carefully sequenced) pulses. A well-equipped laser propulsion laboratory should have an arsenal of sensor and diagnostics tools (such as load cells, thrust stands, moment balances, pressure and heat transfer gages), Tesla-level electromagnet and permanent magnets, flow simulation facilities, and high-speed visualization systems, in addition to other related equipment, such as optics and gas supply systems. In this paper we introduce a cutting-edge Laser Propulsion Laboratory created at Rensselaer Polytechnic Institute, one of the very few in the world to be uniquely set up for beamed energy propulsion (BEP) experiments. The present BEP research program is described, along with the envisioned research strategy that will exploit current and expanded facilities in the near future.

    Electrical energy consumption in commercial buildings accounts for about 50 percent of the total electricity produced in Hong Kong. Investigation of the electrical energy requirement in these buildings is essential to energy conservation. With it, norms of energy use for the buildings in use can be deduced and can be used to establish energy management programs. This article reports on a pioneer investigation on the electrical energy use of hotels in Hong Kong. A survey on the actual consumption in 20 hotels has been conducted, and results are presented. Significance of the norms and the various end-use components of the total electrical energy requirement are discussed.

    Highlights: ► Most household TWARC waste is sold directly to private e-waste collectors in HK. ► The current e-waste recycling network is popular with HK households. ► About 80% of household generated TWARC is exported overseas each year. ► Over 7000 tonnes/yr of household generated TWARC reach landfills. ► It is necessary to upgrade safety and awareness in HK’s e-waste recycling industry. - Abstract: A material flow study on five types of household electrical and electronic equipment, namely television, washing machine, air conditioner, refrigerator and personal computer (TWARC) was conducted to assist the Government of Hong Kong to establish an e-waste take-back system. This study is the first systematic attempt on identifying key TWARC waste disposal outlets and trade practices of key parties involved in Hong Kong. Results from two questionnaire surveys, on local households and private e-waste traders, were used to establish the material flow of household TWARC waste. The study revealed that the majority of obsolete TWARC were sold by households to private e-waste collectors and that the current e-waste collection network is efficient and popular with local households. However, about 65,000 tonnes/yr or 80% of household generated TWARC waste are being exported overseas by private e-waste traders, with some believed to be imported into developing countries where crude recycling methods are practiced. Should Hong Kong establish a formal recycling network with tight regulatory control on imports and exports, the potential risks of current e-waste recycling practices on e-waste recycling workers, local residents and the environment can be greatly reduced.

  10. The stability of slopes subjected to blasting vibration -- Assessment and application in Hong Kong

    In the rush to beat the clock before the handover of Hong Kong back to China in June of 1997, an unprecedented amount of infrastructure work is being undertaken at a breakneck pace. In the middle of this construction explosion, on this island of barren granite, stands some of the most concerning and restrictive slope stability measures. So conservative, these measures impact blasting and vibration control to an extent unmatched anywhere in the world. This paper covers the application of vibration limitations and assessment of the stability of rock slopes subjected to blasting vibration in a very challenging application. The widening of the Tuen Mun highway, a project to improve a main artery to the city center to accommodate the ever increasing traffic, involves the blasting of existing slopes in cuts only a few meters wide and up to 45 meters in height, while addressing assessment limitations in a variety of geological conditions. Discussed in the paper is the application of guidelines imposed by the Geotechnical Engineering Office and the Mines Division of the Hong Kong Government and measures taken to address them, i.e., adjustment of geological factors for practical application in blast design; blasting with minimal effect; and maximum protective measures. As slope stability becomes another ever-increasing environmental concern affecting blasting, these applications may be helpful in addressing the encroachment of impending restrictions in other parts of the world on challenging projects where blast assessment of slopes is a critical factor.

The content originally referenced is still available. It includes geothermal maps of seven southeastern states with accompanying data tables. The seven states are: New Jersey, Maryland, Delaware, Virginia, North Carolina, South Caroline, and Georgia. Data types include geothermal data, seismic data, and magnetic and gravity data. Typical geothermal data may include tables of temperature versus depth data, plots of temperature/gradient versus depth, tables of thermal conductivity data, and tables of gamma log data.     In 1985, 362 primary schoolchildren and their 319 mothers were surveyed in Hong Kong to study the possible relationship of air pollution to respiratory illnesses. Using nitrogen dioxide (NO{sub 2}) measured by personal samplers as a measure of air pollution, the study aimed to identify the major sources of NO{sub 2} in the indoor environment and see whether its increased presence was associated with respiratory symptoms. The levels of NO{sub 2} among the mothers was found to increase by 21% if dust exposure was reported from the workplace, 18% if they used such cooking fuels as liquid petroleum gas or kerosene, 11% when kitchens did not have ventilating fans, and 10% when incense was burned at home. In terms of respiratory symptoms, an increase in NO{sub 2} levels of 19% was reported among those with allergic rhinitis and 18% among those with chronic cough. The levels of NO2 among children were correlated with levels measured in classrooms, all of which had opened windows so that the NO{sub 2} came from outdoors. No association was found between children's NO{sub 2} levels and respiratory symptoms. With the exception of smoking by the father and the children's NO{sub 2} levels, no association was found between smoking at home and NO{sub 2} levels.

I will also discuss the connection between cosmology and particle physics experiments being conducted at accelerators and in underground laboratories.     The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    Scientists are quite familiar with what a supernova looks like — when these stars are destroyed in the most massive explosions in the universe, they leave their mark as one of the brightest objects in space, at least for several weeks. While the supernova can be seen, it cant be heard, as sound waves cannot travel through space. But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     We give a universal recipe for constructing nonlinear entanglement witnesses able to detect nonclassical correlations in arbitrary systems of distinguishable and/or identical particles for an arbitrary number of constituents. The constructed witnesses are expressed in terms of expectation values of observables. As such, they are, at least in principle, measurable in experiments.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) Drexel University Project 31091 irradiation. The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications.     While cosmological inflation can erase primordial inhomogeneities, it is possible that inflation may not begin in a significantly inhomogeneous universe. This issue is particularly pressing in multifield scenarios, where even the homogeneous dynamics may depend sensitively on the initial configuration. This paper presents an initial survey of the onset of inflation in multifield models, via qualitative lattice-based simulations that do not include local gravitational backreaction. Using hybrid inflation as a test model, our results suggest that small subhorizon inhomogeneities do play a key role in determining whether inflation begins in multifield scenarios. Interestingly, some configurations which do not inflate in the homogeneous limit ''succeed'' after inhomogeneity is included, while other initial configurations which inflate in the homogeneous limit ''fail'' when inhomogeneity is added.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.

    The Department of Energy’s Idaho National Laboratory, under its programmatic responsibility for managing the University Research Reactor Conversions, has completed the conversion of the reactor at Purdue University Reactor. With this work completed and in anticipation of other impending conversion projects, the INL convened and engaged the project participants in a structured discussion to capture the lessons learned. The lessons learned process has allowed us to capture gaps, opportunities, and good practices, drawing from the project team’s experiences. These lessons will be used to raise the standard of excellence, effectiveness, and efficiency in all future conversion projects.

    Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    An overview of the current controversy on the age of the universe is presented. It is shown that the age of the oldest star, globular clusters, yields an age estimate of approximately 14 {+-} 2 {+-} 2 Gyr (where the first {+-} is statistical and the second systematic, and the two should {ital not} be added in quadrature), with a firm lower bound of {ge} 10 Gyr. It is shown how radioactive dating, nucleocosmochronology, also yields a firm lower bound of {approx_gt} 10 Gyr. The currently favored values for the Hubble constant, when converted to ages using a cosmological model with zero cosmological constant, are shown {ital not} to be in conflict with statistical and systematic uncertainties at the present time when one takes both into account, even for critical density universes. 25 refs. , 3 figs., 1 tab.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) University of Illinois Project 29609 irradiation. The objective of this test was to assess the radiation performance of ferritic alloys for advanced reactor applications. The FeCr-based alloy system is considered the lead alloy system for a variety of advanced reactor components and applications. Irradiations of FeCr alloy samples were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in a static capsule in the A-11 position of the ATR.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building.     The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the University Prosperity Game conducted under the sponsorship of the Anderson Schools of Management at the University of New Mexico. This Prosperity Game was initially designed for the roadmap making effort of the National Electronics Manufacturing Initiative (NEMI) of the Electronics Subcommittee of the Civilian Industrial Technology Committee under the aegis of the National Science and Technology Council. The game was modified to support course material in MGT 508, Ethical, Political, and Social Environment of Business. Thirty-five students participated as role players. In this educational context the game`s main objectives were to: (1) introduce and teach global competitiveness and business cultures in an experiential classroom setting; (2) explore ethical, political, and social issues and address them in the context of global markets and competition; and (3) obtain non-government views regarding the technical and non-technical (i.e., policy) issues developed in the NEMI roadmap-making endeavor. The negotiations and agreements made during the game, along with the student journals detailing the players feelings and reactions to the gaming experience, provide valuable insight into the benefits of simulation as an advanced learning tool in higher education.

    We investigate a new scenario of dark matter production in a bouncing universe, in which dark matter was produced completely out of equilibrium in the contracting as well as expanding phase. We explore possibilities of using dark matter as a probe of the bouncing universe, focusing on the relationship between a critical temperature of the bouncing universe and the present relic abundance of dark matter.
