    This remedial investigation (RI)/feasibility study (FS) supports the selection of remedial actions for the David Witherspoon, Inc. 901 Maryville Pike Site in Knoxville, Tennessee. Operations at the site, used as a recycling center, have resulted in past, present, and potential future releases of hazardous substances in to the environment. This Site is a Tennessee Superfund site. A phased approach was planned to (1) gather existing data from previous investigations managed by the Tenn. Dept. of Environment and Conservation; (2) perform a preliminary RI, including risk assessments, and an FS with existing data to identify areas where remedial action may be necessary; (3) gather additional field data to adequately define the nature and extent of risk-based contaminants that present identifiable threats to human and/or ecological receptors; and (4) develop remedial action alternatives to reduce risks to acceptable levels.

  11. INTERFACIAL AREA TRANSPORT AND REGIME TRANSITION IN COMBINATORIAL CHANNELS

    . This study investigates the geometric effects of 90-degree vertical elbows and flow configurations in two-phase flow. The study shows that the elbows make a significant effect on the transport characteristics of two-phase flow, which includes the changes in interfacial structures, bubble interaction mechanisms and flow regime transition. The effect of the elbows is characterized for global and local two-phase flow parameters. The global two-phase flow parameters include two-phase pressure, interfacial structures and flow regime transition. In order to characterize the frictional pressure drop and minor loss across the vertical elbows, pressure measurements are obtained across the test section over a wide range of flow conditions in both single-phase and two-phase flow conditions. A two-phase pressure drop correlation analogous to Lockhart-Martinelli correlation is proposed to predict the minor loss across the elbows. A high speed camera is employed to perform extensive flow visualization studies across the elbows in vertical upward, horizontal and vertical downward sections and modified flow regime maps are proposed. It is found that modified flow regime maps immediately downstream of the vertical upward elbow deviate significantly from the conventional flow regime map. A qualitative assessment of the counter-current flow limitation characteristics specific to the current experimental facility is performed. A multi-sensor conductivity probe is used to measure local two-phase flow parameters such as: void fraction, bubble velocity, interfacial area concentration and bubble frequency. The local measurements are obtained for six different flow conditions at ten measurement locations along axial direction of the test section. Both the vertical-upward and vertical-downward elbows have a significant impact on bubble distribution, resulting in, a bimodal distribution along the horizontal radius of the tube cross-section and migration of bubbles towards the inside of the

  15. Franciscan-Knoxville Problem: Relationship between an accretionary prism and adjacent fore-arc basin

    The relationship between the Franciscan complex and Knoxville shales in the Californian Coast Ranges has been the subject of debate for a considerable period of time. Initially, gradational and unconformable relationships for the contact were proposed. This was followed by the recognition, at some localities, of a thrust fault contact. Plate tectonics has provided a framework for interpretation of the Franciscan complex as an accretionary prism related to subduction of oceanic crust and the Great Valley sequence, including the Knoxville shales, as fore-arc basin deposits. Thus, the contact between the two units was the initial site of the Benioff zone, which then migrated westward as the accretionary prism developed. In the Franciscan complex and Great Valley sequence many thrusts have been recognized recently. At different localities, the Franciscan complex can be observed juxtaposed against various units of the Great Valley sequence, suggesting a complicated thrusting history subsequent to initiation of the Benioff zone. Some of the thrusts had movement during development of the accretionary prism, but movement on others may be post-subduction in time. The term ''Coast Range thrust'' has been used to refer to the contact, but in recent years its meaning has become blurred by liberalization and excessive use. It is proposed that the term be used only as originally proposed, that is, as the thrust that juxtaposes the Franciscan complex and the ophiolitic base of the Great Valley sequence.

    The cost of steam in the Hanford 300 Area is approaching $60 per million Btu; the cost in industry is {approx} $10 per million Btu. The cost of steam in the 300 Area is expected to continue to increase because of the age of the central steam system, load decreases, safety requirements, and environmental regulations. The intent of this report is to evaluate options that would more cost-effectively met the future heating needs of the buildings in the 300 Area. In general, the options fall into two categories: central systems and distributed systems. A representative option from each category was analyzed using the life-cycle cost analysis (LCCA) techniques mandated by the federal government. The central plant option chosen for evaluation was the existing central steam plant modified to allow continued operation. The distributed option chosen was a dedicated heating system for each building.

    The Graduate Automotive Technology Education (GATE) Center at the University of Tennessee, Knoxville has completed its seventh year of operation under this agreement, its thirteenth year in total. During this period the Center has involved eleven GATE Fellows and three GATE Research Assistants in preparing them to contribute to advanced automotive technologies in the centers focus area: Advanced Hybrid Propulsion and Control Systems. In addition to the impact that the Center has had on the students and faculty involved, the presence of the center has led to the acquisition of resources that probably would not have been obtained if the GATE Center had not existed. Significant industry interaction such as equipment donations, and support for GATE students has been realized. The value of the total resources brought to the university (including related research contracts) exceeds $2,000,000.

  18. Carlsbad Area Office Waste Isolation Division Transition Plan

    In October 1993, the US Department of Energy (DOE) announced the Revised Test Strategy for the Waste Isolation Pilot Plant (WIPP). The new strategy involves conducting additional radioactive waste tests in laboratories instead of the underground at the WIPP. It will likely result in an acceleration of regulatory compliance activities needed for a disposal decision, which could result in permanent disposal of transuranic waste earlier than the previous test program and regulatory compliance strategy. The Revised Test Strategy changes the near-term program activities for the WIPP site. The revised strategy deletes radioactive waste tests at the WIPP, prior to completing all activities for initiating disposal operations, and consequently the need to maintain readiness to receive waste in the near-term. However, the new strategy enables the DOE to pursue an earlier disposal decision, supported by an accelerated regulatory compliance strategy. With the new strategy, the WIPP must prepare for disposal operations in early 1998. This Westinghouse Waste Isolation Division (WID) Transition Plan addresses the WID programmatic, budgetary, and personnel changes to conform to the Revised Test Strategy, and to support the accelerated compliance strategy and earlier disposal operations at the WIPP.

    On October 25--26, 1988, about 60 people took part in an Advanced Neutron Source (ANS) Safety Workshop, organized in cooperation with the Oak Ridge Operations (ORO) Office of the Department of Energy (DOE) and held in Knoxville, Tennessee. After a plenary session at which ANS Project staff presented status reports on the ANS design, research and development (R and D), and safety analysis efforts, the workshop broke into three working groups, each covering a different topic: Environmental and Waste Management, Applicable Regulatory Safety Criteria and Goals, and Reactor Concepts. Each group was asked to review the Project's approach to safety-related issues and to provide guidance on future reactor safety needs or directions for the Project. With the help of able chairmen, assisted by reporters and secretarial support, the working groups were extremely successful. Draft reports from each group were prepared before the workshop closed, and the major findings of each group were presented for review and discussion by the entire workshop attendance. This report contains the final version of the group reports, incorporating the results of the overall review by all the workshop participants.

    The purpose of this transition plan is to ensure an orderly transfer of project information to operations to satisfy Westinghouse Hanford Company (WHC) operational requirements and objectives, and ensure safe and efficient operation of Project C-018H, the 200-E Area Effluent Treatment Facility (ETF). This plan identifies the deliverables for Project C-018H upon completion of construction and turnover to WHC for operations, and includes acceptance criteria to objectively assess the adequacy of the contract deliverables in relation to present requirements. The scope of this plan includes a general discussion of the need for complete and accurate design basis documentation and design documents as project deliverables. This plan also proposes that a configuration management plan be prepared to protect and control the transferred design documents and reconstitute the design basis and design requirements, in the event that the deliverables and project documentation received from the contractor are less than adequate at turnover.

    The 48-acre David Witherspoon, Inc. (DWI) 1630 Site operated as an unregulated industrial landfill and scrap yard. The Tennessee Division of Superfund (TDSF) closed the landfill in 1974. During the period of operation, the site received solid and liquid wastes from salvage and industrial operations. The site consists of five separate tracts of land including a small portion located across the Norfolk Southern Railroad track. The landfill occupies approximately 5 acres of the site, and roughly 20 acres of the 48 acres contains surface and buried debris associated with the DWI dismantling business operation. Beginning in 1968, the state of Tennessee licensed DWI to receive scrap metal at the DWI 1630 Site, contaminated with natural uranium and enriched uranium (235U) not exceeding 0.1 percent by weight (TDSF 1990). The U.S. Department of Energy (DOE) has agreed to undertake remedial actions at the DWI 1630 Site as specified under a Consent Order with the Tennessee Department of Environment and Conservation (TDEC) (Consent Order No. 90-3443, April 4, 1991), and as further delineated by a Memorandum of Understanding (MOU) between DOE and the State of Tennessee (MOU Regarding Implementation of Consent Orders, October 6, 1994). The soil and debris removal at the DWI 1630 Site is being performed by Bechtel Jacobs Company LLC (BJC) on behalf of the DOE. Remediation consists of removing contaminated soil and debris from the DWI 1630 site except for the landfill area and repairing the landfill cap. The DWI 1630 remediation waste that is being disposed at the Environmental Management Waste Management Facility (EMWMF) as defined as waste lot (WL) 146.1 and consists primarily of soils and soil like material, incidental debris and secondary waste generated from the excavation of debris and soil from the DWI 1630 site. The 0.5 m2 system consisting of 8 EJ-301 liquid scintillation detectors was used to collect neutron background measurements in order to better understand the systematic background variations that depend solely on the street-level measurement position in a local, downtown area. Data was collected along 5 different streets in the downtown Knoxville area, and the measurements were found to be repeatable. Using 10-min measurements, fractional uncertainty in each measured data point was <2%. Compared with fast neutron background count rates measured away from downtown Knoxville, a reduction in background count rates ranging from 10-50% was observed in the downtown area, sometimes varying substantially over distances of tens of meters. These reductions are attributed to the shielding of adjacent buildings, quantified in part here by the metric angle-of-open-sky. The adjacent buildings may serve to shield cosmic ray neutron flux.

    In consultation with the NRC, DOE issued a waste determination for the F-Area Tank Farm (FTF) facility in March 2012. The FTF consists of 22 underground tanks, each 2.8 to 4.9 million liters in capacity, used to store liquid high-level waste generated as a result of spent fuel reprocessing. The waste determination concluded stabilized waste residuals and associated tanks and auxiliary components at the time of closure are not high-level and can be disposed of as LLW. Prior to issuance of the final waste determination, during the consultation phase, NRC staff reviewed and provided comments on DOE's revision 0 and revision 1 FTF PAs that supported the waste determination and produced a technical evaluation report documenting the results of its multi-year review in October 2011. Following issuance of the waste determination, NRC began to monitor DOE disposal actions to assess compliance with the performance objectives in 10 CFR Part 61, Subpart C. To facilitate its monitoring responsibilities, NRC developed a plan to monitor DOE disposal actions. NRC staff was challenged in developing a focused monitoring plan to ensure limited resources are spent in the most cost-effective manner practical. To address this challenge, NRC prioritized monitoring areas and factors in terms of risk significance and timing. This prioritization was informed by NRC staff's review of DOE's PA documentation, independent probabilistic modeling conducted by NRC staff, and NRC-sponsored research conducted by the Center for Nuclear Waste Regulatory Analyses in San Antonio, TX.     The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    In this study, we explore a novel type of transition in certain 6D and 4D quantum field theories, in which the matter content of the theory changes while the gauge group and other parts of the spectrum remain invariant. Such transitions can occur, for example, for SU(6) and SU(7) gauge groups, where matter fields in a three-index antisymmetric representation and the fundamental representation are exchanged in the transition for matter in the two-index antisymmetric representation. These matter transitions are realized by passing through superconformal theories at the transition point. We explore these transitions in dual F-theory and heterotic descriptions, wheremore » a number of novel features arise. For example, in the heterotic description the relevant 6D SU(7) theories are described by bundles on K3 surfaces where the geometry of the K3 is constrained in addition to the bundle structure. On the F-theory side, non-standard representations such as the three-index antisymmetric representation of SU(N) require Weierstrass models that cannot be realized from the standard SU(N) Tate form. We also briefly describe some other situations, with groups such as Sp(3), SO(12), and SU(3), where analogous matter transitions can occur between different representations. For SU(3), in particular, we find a matter transition between adjoint matter and matter in the symmetric representation, giving an explicit Weierstrass model for the F-theory description of the symmetric representation that complements another recent analogous construction.« less

    This report describes the results of an effort to identify key analytic issues associated with modeling a transition to hydrogen as a fuel for light duty vehicles, and using insights gained from this effort to suggest ways to improve ongoing modeling efforts. The study reported on here examined multiple hydrogen scenarios reported in the literature, identified modeling issues associated with those scenario analyses, and examined three DOE-sponsored hydrogen transition models in the context of those modeling issues. The three hydrogen transition models are HyTrans (contractor: Oak Ridge National Laboratory), MARKAL/DOE* (Brookhaven National Laboratory), and NEMS-H2 (OnLocation, Inc). The goals of these models are (1) to help DOE improve its R&D effort by identifying key technology and other roadblocks to a transition and testing its technical program goals to determine whether they are likely to lead to the market success of hydrogen technologies, (2) to evaluate alternative policies to promote a transition, and (3) to estimate the costs and benefits of alternative pathways to hydrogen development.

    This paper summarizes the results of a California study to investigate the technical, environmental, and economic viability of using coal-derived fuels for transportation. Since nearly all of California's major urban areas have pollution problems, emphasis is placed on those options which are capable of achieving low exhaust emissions. A broad range of fuels are considered, including solids, gases, and liquids. Methanol, used in heavy-duty engines designed for this fuel, meets California's environmental, economic, and technical requirements for clean coal fuels. The combination has lower exhaust emissions than conventional Diesels -- smoke is eliminated and NO/SUB x/ and CO emissions are reduced. Further, thermal efficiencies comparable or exceeding conventional Diesels are possible. A demonstration of this new technology is now underway. Transit buses will be purchased with the objective of demonstrating alternative methanol engine designs. Economic viability in transit operations will be established.

    DOE's Technology Commercialization activities in 2009-13 have involved three broad areas of focus. The primary focus of technology commercialization has continued to be through new technologies developed at the National Laboratories and Facilities. As a second focus, to support and streamline commercialization of these DOE technologies, DOE has carried out a number of new initiatives and pilot projects. Finally, DOE's Department-wide commitment to using commercialization as one mechanism to support U.S. economic growth has led to new cross-cutting programs. U.S. Department of Energy researchers won 31 of the 100 awards in 2014, 36 awards in each of 2013, 2012 and 2011, and 46 in 2010, for a total of 185 over the period of 2009-13. A subset of these awards and other DOE developed technologies are described in Appendix E. These represent a spectrum of commercial areas including DOE mission areas of energy, efficiency, environment and security, as well as spin-off applications in the agricultural, aeronautical, medical, semiconductor and information technology industries, and broad applications in cyber security and sensing/control systems.

    This report documents the early implementation experience for the Zero Emission Bay Area (ZEBA) Demonstration, the largest fleet of fuel cell buses in the United States. The ZEBA Demonstration group includes five participating transit agencies: AC Transit (lead transit agency), Santa Clara Valley Transportation Authority (VTA), Golden Gate Transit (GGT), San Mateo County Transit District (SamTrans), and San Francisco Municipal Railway (Muni). The ZEBA partners are collaborating with the U.S. Department of Energy (DOE) and DOE's National Renewable Energy Laboratory (NREL) to evaluate the buses in revenue service.

    Just south of the Newark-New York City metropolitan area, urban meets rural in the fastest growing region of New Jersey. The two-year Monmouth/Ocean/Middlesex counties transit study brought to a focus an extensive 12-year history of efforts to improve transportation in this region of growing towns and long-distance commuters. The project, presented in this article, screened and evaluated some 40 potential rail and bus alternatives along eight corridors. As a result, two projects were recommended to progress further toward implementation: bus priority treatments as part of a potential $175 million widening of US 9, and passenger rail service (budgeted at $120 million) along a reconstructed former freight line through the center of Monmouth County and into Ocean County.

    The inherent relationship between boundary-layer stability, aerodynamic heating, and surface conditions makes the potential for interaction between the structural response and boundary-layer transition an important and challenging area of study in high-speed flows. This paper phenomenologically explores this interaction using a fundamental two-dimensional aerothermoelastic model under the assumption of an aluminum panel with simple supports. Specifically, an existing model is extended to examine the impact of transition onset location, transition length, and transitional overshoot in heat flux and fluctuating pressure on the structural response of surface panels. Transitional flow conditions are found to yield significantly increased thermal gradients, and theymore » can result in higher maximum panel temperatures compared to turbulent flow. Results indicate that overshoot in heat flux and fluctuating pressure reduces the flutter onset time and increases the strain energy accumulated in the panel. Furthermore, overshoot occurring near the midchord can yield average temperatures and peak displacements exceeding those experienced by the panel subject to turbulent flow. Lastly, these results suggest that fully turbulent flow does not always conservatively predict the thermo-structural response of surface panels.« less

    This paper considers the problem of intergranular stress corrosion cracking, initiated on the primary side, in the expansion transition region of roller expanded Alloy 600 tubing. In general it is believed that residual stresses, arising from the expansion process, are the cause of the problem. The work reported here concentrated on the identification of an optimal, in-situ stress relief treatment.

A turbine system includes a transition duct comprising an inlet, an outlet, and a duct passage extending between the inlet and the outlet and defining a longitudinal axis, a radial axis, and a tangential axis. The outlet of the transition duct is offset from the inlet along the longitudinal axis and the tangential axis. The duct passage includes an upstream portion and a downstream portion. The upstream portion extends from the inlet between an inlet end and an aft end. The downstream portion extends from the outlet between an outlet end and a head end. The turbine system further includes a joint coupling the aft end of the upstream portion and the head end of the downstream portion together. The joint is configured to allow movement of the upstream portion and the downstream portion relative to each other about or along at least one axis.

    The laser induced fluorescence spectrum of palladium dimer (Pd{sub 2}) in the visible region between 480 and 700 nm has been observed and analyzed. The gas-phase Pd{sub 2} molecule was produced by laser ablation of palladium metal rod. Eleven vibrational bands were observed and assigned to the [17.1] {sup 3}II{sub g} - X{sup 3}?{sub u}{sup +} transition system. The bond length (r{sub o}) and vibrational frequency (?G{sub 1/2}) of the ground X{sup 3}?{sub u}{sup +} state were determined to be 2.47(4) and 211.4(5) cm{sup ?1}, respectively. A molecular orbital energy level diagram was used to understand the observed ground and excited electronic states. This is the first gas-phase experimental investigation of the electronic transitions of Pd{sub 2}.

    This Resource Load Schedule (RLS) addresses two missions. The Advanced Reactors Transition (ART) mission, funded by DOE-EM, is to transition assigned, surplus facilities to a safe and compliant, low-cost, stable, deactivated condition (requiring minimal surveillance and maintenance) pending eventual reuse or D&D. Facilities to be transitioned include the 309 Building Plutonium Recycle Test Reactor (PRTR) and Nuclear Energy Legacy facilities. This mission is funded through the Environmental Management (EM) Project Baseline Summary (PBS) RL-TP11, ''Advanced Reactors Transition.'' The second mission, the Fast Flux Test Facility (FFTF) Project, is funded through budget requests submitted to the Office of Nuclear Energy, Science and Technology (DOE-NE). The FFTF Project mission is maintaining the FFTF, the Fuels and Materials Examination Facility (FMEF), and affiliated 400 Area buildings in a safe and compliant standby condition. This mission is to preserve the condition of the plant hardware, software, and personnel in a manner not to preclude a plant restart. This revision of the Resource Loaded Schedule (RLS) is based upon the technical scope in the latest revision of the following project and management plans: Fast Flux Test Facility Standby Plan (Reference 1); Hanford Site Sodium Management Plan (Reference 2); and 309 Building Transition Plan (Reference 4).     This building characterization plan was developed as an addendum to the existing site characterization work plan documents, which are in Appendix B of the David Witherspoon, Inc., (DWI) preliminary remedial investigation (RI)/feasibility study (FS). All building characterization activities will be conducted in accordance with the rules of the Hazardous Substance Remedial Action Program under the direction of the Tennessee Department of Environment and Conservation, Division of Superfund (TN Rules 1200-1-3) and its implementing regulations. Additional rules of the state of Tennessee, Comprehensive Environmental Response, Compensation, and Liability Act of 1980, and the U.S. Environmental Protection Agency guidance were consulted during development of this plan. Activities at the DWI site were concerned with scrap metal processing and scrap metal resale.

    This research is a detailed examination of the travel behaviors and patterns of transit users within New York State (NYS), primarily based on travel data provided by the National Household Travel Survey (NHTS) in 2009 and the associated Add-on sample households purchased by the New York State Department of Transportation (NYSDOT). Other data sources analyzed in this study include: NYS General Transit Feed Specification (GTFS) to assist in analyzing spatial relationships for access to transit and the creation of Transit Shed geographic areas of 1, 2.5, and 5 miles from transit stop locations, LandScan population database to understand transit coverage, and Census Bureau s American Community Survey (ACS) data to examine general transit patterns and trends in NYS over time. The majority of analyses performed in this research aimed at identifying transit trip locations, understanding differences in transit usage by traveler demographics, as well as producing trip/mode-specific summary statistics including travel distance, trip duration, time of trip, and travel purpose of transit trips made by NYS residents, while also analyzing regional differences and unique travel characteristics and patterns. The analysis was divided into two aggregated geographic regions: New York Metropolitan Transportation Council (NYMTC) and NYS minus NYMTC (Rest of NYS). The inclusion of NYMTC in all analysis would likely produce misleading conclusions for other regions in NYS. TRANSIT COVERAGE The NYS transit network has significant coverage in terms of transit stop locations across the state s population. Out of the 19.3 million NYS population in 2011, about 15.3 million (or 79%) resided within the 1-mile transit shed. This NYS population transit coverage increased to 16.9 million (or 88%) when a 2.5-mile transit shed was considered; and raised to 17.7 million (or 92%) when the 5-mile transit shed was applied.     We report on tuning the electronic and magnetic properties of metallic transition metal dichalcogenides (mTMDCs) by 2D to 1D size confinement. The stability of the mTMDC monolayers and nanoribbons is demonstrated by the larger binding energy compared to the experimentally available semiconducting TMDCs. The 2D MX{sub 2} (M?=?Nb, Ta; X?=?S, Se) monolayers are non-ferromagnetic metals and mechanically softer compared to their semiconducting TMDCs counterparts. Interestingly, mTMDCs undergo metal-to-semiconductor transition when the ribbon width approaches to ?13? and ?7? for zigzag and armchair edge terminations, respectively; then these ribbons convert back to metal when the ribbon widths further decrease. Zigzag terminated nanoribbons are ferromagnetic semiconductors, and their magnetic properties can also be tuned by hydrogen edge passivation, whereas the armchair nanoribbons are non-ferromagnetic semiconductors. Our results display that the mTMDCs offer a broad range of physical properties spanning from metallic to semiconducting and non-ferromagnetic to ferromagnetic that is ideal for applications where stable narrow bandgap semiconductors with different magnetic properties are desired.

Each OLED panel comprising a plurality of OLED devices. A power supply unit capable of delivering varying levels of voltage simultaneously to the first and second electrodes of each of the individual OLED panels is also provided.     By 1995, the Bureau of Reclamation's hydropower plant near Hungry Horse, Montana, will be remotely operated from Grand Coulee dam (about 300 miles away) in Washington State. Automation at Hungry Horse will eliminate the need for four full-time power plant operators. Between now and then, a transition plan that offers employees choices for retraining, transferring, or taking early retirement will smooth the transition in reducing from five operators to one. The transition plan also includes the use of temporary employees to offset risks of reducing staff too soon. When completed in 1953, the Hungry Horse structure was the world's fourth largest and fourth highest concrete dam. The arch-gravity structure has a crest length of 2,115 feet; it is 3,565 feet above sea level. The four turbine-generator units in the powerhouse total 284 MW, and supply approximately 1 billion kilowatt-hours of electricity annually to the federal power grid managed by the Bonneville Power Administration. In 1988, Reclamation began to automate operations at many of its hydro plants, and to establish centralized control points. The control center concept will increase efficiency. It also will coordinate water movements and power supply throughout the West. In the Pacific Northwest, the Grand Coulee and Black Canyon plants are automated control centers. Several Reclamation-owned facilities in the Columbia River Basin, including Hungry Horse, will be connected to these centers via microwave and telephone lines. When automation is complete, constant monitoring by computer will replace hourly manual readings and equipment checks. Computers also are expected to increase water use efficiency by 1 to 2 percent by ensuring operation for maximum turbine efficiency. Unit efficiency curves for various heads will be programmed into the system.

The shim includes a circumferential member that includes a first lateral flange and a second lateral flange. Further, the first and second lateral flanges each comprise a tab configured to mate to a first surface plane and the first and second lateral flanges are configured to mate to a second surface plane, wherein the first and second surface planes are substantially parallel. In addition, the shim includes a first flange extending substantially perpendicular from the circumferential member.

The inventive frame includes a stiff roof panel and a stiff floor panel. A plurality of generally vertical pillars extend between the roof and floor panels. A unique bracket arrangement is disclosed for connecting the pillars to the panels. Side panels are secured to the pillars and carry the shear stresses on the frame. A unique seating assembly that can be advantageously incorporated into the vehicle taking advantage of the load distributing features of the inventive frame is also disclosed.

  1. Investigation of coal char-slag transition during oxidation: effect of temperature and residual carbon

    The transition of coal char to molten slag at high conversion was studied for a bituminous coal using a laminar entrained-flow reactor under oxidizing conditions. Post-oxidized char particles were analyzed by various techniques including loss-on-ignition, gas adsorption analysis, and scanning electron microscopy to determine carbon content, internal surface area and pore size distribution, and char morphology, respectively. These analyses provide information concerning the effect of temperature and residual carbon on the transition from porous char to molten slag. Results showed that, at temperatures above the ash flow temperature, the transition from porous char to molten slag occurred at about 90% conversion for the coal used in this study. No transition occurred at temperatures below the ash flow temperature. This finding explains previous observations that there is a coal-dependent critical carbon conversion at which the ash stickiness increases dramatically. This result also indicates that surface area can be used as a criterion for determining the critical conversion of the transition. In addition, it was found that the randomly overlapping pore model cannot be directly applied to predict the surface area evolution of char particles during the transition without considering the reopening of closed micropores during the initial reaction and the ash fusion effect. 33 refs., 9 figs., 2 tabs.

    To ensure research and development programs focus on the most pressing environmental restoration and waste management problems at the U.S. Department of Energy (DOE), the Assistant Secretary for the Office of Environmental Management (EM) established a working group in August 1993 to implement a new approach to research and technology development. As part of this new approach, EM developed a management structure and principles that led to the creation of specific Focus Areas. These organizations were designed to focus the scientific and technical talent throughout DOE and the national scientific community on the major environmental restoration and waste management problems facing DOE. The Focus Area approach provides the framework for intersite cooperation and leveraging of resources on common problems. After the original establishment of five major Focus Areas within the Office of Technology Development (EM-50, now called the Office of Science and Technology), the Nuclear Materials Stabilization Task Group (EM-66) followed the structure already in place in EM-50 and chartered the Plutonium Focus Area (PFA). The following information outlines the scope and mission of the EM, EM-60, and EM-66 organizations as related to the PFA organizational structure.

    The US Department of Enregy (DOE) Subsurface Contaminants Focus Area is developing technologies to address environmental problems associated with hazardous and radioactive contaminants in soil and groundwater that exist throughout the DOE complex, including radionuclides, heavy metals; and dense non-aqueous phase liquids (DNAPLs). More than 5,700 known DOE groundwater plumes have contaminated over 600 billion gallons of water and 200 million cubic meters of soil. Migration of these plumes threatens local and regional water sources, and in some cases has already adversely impacted off-site rsources. In addition, the Subsurface Contaminants Focus Area is responsible for supplying technologies for the remediation of numerous landfills at DOE facilities. These landfills are estimated to contain over 3 million cubic meters of radioactive and hazardous buried Technology developed within this specialty area will provide efective methods to contain contaminant plumes and new or alternative technologies for development of in situ technologies to minimize waste disposal costs and potential worker exposure by treating plumes in place. While addressing contaminant plumes emanating from DOE landfills, the Subsurface Contaminants Focus Area is also working to develop new or alternative technologies for the in situ stabilization, and nonintrusive characterization of these disposal sites.

  6. Buckling transition in long ?-helices

    The treatment of bending and buckling of stiff biopolymer filaments by the popular worm-like chain model does not provide adequate understanding of these processes at the microscopic level. Thus, we have used the atomistic molecular-dynamic simulations and the Amber03 force field to examine the compression buckling of ?-helix (AH) filaments at room temperature. It was found that the buckling instability occurs in AHs at the critical force f{sub c} in the range of tens of pN depending on the AH length. The decrease of the force f{sub c} with the contour length follows the prediction of the classic thin rod theory. At the force f{sub c} the helical filament undergoes the swift and irreversible transition from the smoothly bent structure to the buckled one. A sharp kink in the AH contour arises at the transition, accompanied by the disruption of the hydrogen bonds in its vicinity. The kink defect brings in an effective softening of the AH molecule at buckling. Nonbonded interactions between helical branches drive the rearrangement of a kinked AH into the ultimate buckled structure of a compact helical hairpin described earlier in the literature.

    Long-term stewardship consists of those actions necessary to maintain and demonstrate continued protection of human health and the environment after facility cleanup is complete. As the Department of Energys (DOE) lead laboratory for environmental management programs, the Idaho National Engineering and Environmental Laboratory (INEEL) administers DOEs long-term stewardship science and technology efforts. The INEEL provides DOE with technical, and scientific expertise needed to oversee its long-term environmental management obligations complexwide. Long-term stewardship is administered and overseen by the Environmental Management Office of Science and Technology. The INEEL Long-Term Stewardship Program is currently developing the management structures and plans to complete INEEL-specific, long-term stewardship obligations. This guidance document (1) assists in ensuring that the program leads transition planning for the INEEL with respect to facility and site areas and (2) describes the classes and types of criteria and data required to initiate transition for areas and sites where the facility mission has ended and cleanup is complete. Additionally, this document summarizes current information on INEEL facilities, structures, and release sites likely to enter long-term stewardship at the completion of DOEs cleanup mission. This document is not intended to function as a discrete checklist or local procedure to determine readiness to transition. It is an overarching document meant as guidance in implementing specific transition procedures. Several documents formed the foundation upon which this guidance was developed. Principal among these documents was the Long-Term Stewardship Draft Technical Baseline; A Report to Congress on Long-Term Stewardship, Volumes I and II; Infrastructure Long-Range Plan; Comprehensive Facility Land Use Plan; INEEL End-State Plan; and INEEL Institutional Plan.

    Transition metal carbonitrides (in particular, titanium carbonitride, TiC.sub.0.5 N.sub.0.5) are synthesized by a self-propagating reaction between the metal (e.g., titanium) and carbon in a nitrogen atmosphere. Complete conversion to the carbonitride phase is achieved with the addition of TiN as diluent and with a nitrogen pressure .gtoreq.0.6 MPa. Thermodynamic phase-stability calculations and experimental characterizations of quenched samples provided revealed that the mechanism of formation of the carbonitride is a two-step process. The first step involves the formation of the nonstoichiometric carbide, TiC.sub.0.5, and is followed by the formation of the product by the incorporation of nitrogen in the defect-structure carbide.

    A microscopic analysis, based on nuclear energy density functionals, is presented for shape phase transitions in Nd isotopes. Low-lying excitation spectra and transition probabilities are calculated starting from a five-dimensional Hamiltonian, with parameters determined by constrained relativistic mean-field calculations for triaxial shapes. The results reproduce available data, and show that there is an abrupt change of structure at N = 90, that corresponds to a first-order quantum phase transition between spherical and axially deformed shapes.

    The non-zonal transition, a process which can bring about very large heat fluxes in gyrokinetic simulations, occurs once a certain threshold plasma ? is reached. This threshold is parameterized via a simulation database, yielding an expression estimating at what ? a given system may approach the transition. Furthermore, the diffusive outward transport of a heat blob in a temperature profile marginally stable with respect to the non-zonal transition is discussed: the resulting transport timescale combines the underlying turbulent transport timescale and the linear instability growth time, thus demonstrating that the non-zonal transition provides a mechanism for very fast heat dissipation.

    We present six new transits of the system WASP-4. Together with 28 light curves published in the literature, we perform a homogeneous study of its parameters and search for variations in the transits' central times. The final values agree with those previously reported, except for a slightly lower inclination. We find no significant long-term variations in i or R{sub P} /R {sub *}. The O-C mid-transit times do not show signs of transit timing variations greater than 54s.

  11. Surface area considerations for corroding N reactor fuel

    The N Reactor fuel is corroding at sites where the Zircaloy cladding was damaged when the fuel was discharged from the reactor. Corroding areas are clearly visible on the fuel stored in open cans in the K East Basin. There is a need to estimate the area of the corroding uranium to analyze aspects of fuel behavior as it is transitioned. from current wet storage to dry storage. In this report, the factors that contribute to {open_quotes}true{close_quotes} surface area are analyzed in terms of what is currently known about the N Reactor fuel. Using observations from a visual examinations of the fuel in the K East wet storage facility, a value for the corroding geometric area is estimated. Based on observations of corroding uranium and surface roughness values for other metals, a surface roughness factor is also estimated and applied to the corroding K East fuel to provide an estimated {open_quotes}true{close_quotes} surface area. While the estimated area may be modified as additional data become available from fuel characterization studies, the estimate provides a basis to assess effects of exposed uranium metal surfaces on fuel behavior in operations involved in transitioning from wet to dry storage, during shipment and staging, conditioning, and dry interim storage.

    Hundreds of aging nuclear materials processing facilities within the Department of Energy`s (DOE) Weapons Complex are now being shut down and deactivated. These facilities, situated throughout the United States, will require a monumental effort to clean up safely and with minimal environmental insult. Current cleanup technologies tend to be labor intensive and expensive, they produce an unacceptably large volume of waste, and they expose workers to radioactive and other hazardous substances. This document describes an emerging program designed to develop and demonstrate new technical approaches to the decontamination and decommissioning (D&D) program for DOE`s nuclear materials processing facilities. Sponsored by the DOE Office of Technology Development within the Office of Environmental Restoration and Waste Management (EM), the program seeks to integrate the strengths of DOE`s technical, managerial, and systems engineering capabilities with those of industry, universities, and other government agencies. Once developed, these technologies will help to provide US industry with a competitive edge in the worldwide market that exists for improved environmental restoration and D&D services.

    Another valuable homeland security asset at the NNSS is the T-1 training area, which covers more than 10 acres and includes more than 20 separate training venues. Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

  18. The Economics of Big Area Addtiive Manufacturing

    Case studies on the economics of Additive Manufacturing (AM) suggest that processing time is the dominant cost in manufacturing. Most additive processes have similar performance metrics: small part sizes, low production rates and expensive feedstocks. Big Area Additive Manufacturing is based on transitioning polymer extrusion technology from a wire to a pellet feedstock. Utilizing pellets significantly increases deposition speed and lowers material cost by utilizing low cost injection molding feedstock. The use of carbon fiber reinforced polymers eliminates the need for a heated chamber, significantly reducing machine power requirements and size constraints. We hypothesize that the increase in productivity coupled with decrease in feedstock and energy costs will enable AM to become more competitive with conventional manufacturing processes for many applications. As a test case, we compare the cost of using traditional fused deposition modeling (FDM) with BAAM for additively manufacturing composite tooling.

    A method for dry etching of transition metals is disclosed. The method for dry etching of a transition metal (or a transition metal alloy such as a silicide) on a substrate comprises providing at least one nitrogen- or phosphorus-containing {pi}-acceptor ligand in proximity to the transition metal, and etching the transition metal to form a volatile transition metal/{pi}-acceptor ligand complex. The dry etching may be performed in a plasma etching system such as a reactive ion etching (RIE) system, a downstream plasma etching system (i.e. a plasma afterglow), a chemically-assisted ion beam etching (CAIBE) system or the like. The dry etching may also be performed by generating the {pi}-acceptor ligands directly from a ligand source gas (e.g. nitrosyl ligands generated from nitric oxide), or from contact with energized particles such as photons, electrons, ions, atoms, or molecules. In some preferred embodiments of the present invention, an intermediary reactant species such as carbonyl or a halide ligand is used for an initial chemical reaction with the transition metal, with the intermediary reactant species being replaced at least in part by the {pi}-acceptor ligand for forming the volatile transition metal/{pi}-acceptor ligand complex.

    We have measured the superconducting transition temperature of anodized aluminum films of grain sizes ranging from less than 100 to 3000 A. The transition temperature is 1.8 K for films of grain size 100 A and decreases monotonically with increasing grain size to 1.2 K for 3000-A grains. The effect depends only on the volume of the grains.

    The title of the workshop, ''The QCD Phase Transitions'', in fact happened to be too narrow for its real contents. It would be more accurate to say that it was devoted to different phases of QCD and QCD-related gauge theories, with strong emphasis on discussion of the underlying non-perturbative mechanisms which manifest themselves as all those phases. Before we go to specifics, let us emphasize one important aspect of the present status of non-perturbative Quantum Field Theory in general. It remains true that its studies do not get attention proportional to the intellectual challenge they deserve, and that the theorists working on it remain very fragmented. The efforts to create Theory of Everything including Quantum Gravity have attracted the lion share of attention and young talent. Nevertheless, in the last few years there was also a tremendous progress and even some shift of attention toward emphasis on the unity of non-perturbative phenomena. For example, we have seen some efforts to connect the lessons from recent progress in Supersymmetric theories with that in QCD, as derived from phenomenology and lattice. Another example is Maldacena conjecture and related development, which connect three things together, string theory, super-gravity and the (N=4) supersymmetric gauge theory. Although the progress mentioned is remarkable by itself, if we would listen to each other more we may have chance to strengthen the field and reach better understanding of the spectacular non-perturbative physics.

  4. Stainless Steel to Titanium Bimetallic Transitions

    In order to use stainless steel piping in an LCLS-II (Linac Coherent Light Source Upgrade) cryomodule, stainless steel to titanium bimetallic transitions are needed to connect the stainless steel piping to the titanium cavity helium vessel. Explosion bonded stainless steel to titanium transition pieces and bimetallic transition material samples have been tested. A sample transition tube was subjected to tests and x-ray examinations between tests. Samples of the bonded joint material were impact and tensile tested at room temperature as well as liquid helium temperature. The joint has been used successfully in horizontal tests of LCLS-II cavity helium vessels and is planned to be used in LCLS-II cryomodules. Results of material sample and transition tube tests will be presented.

    S>An improved area radiation dose monitor is designed which is adapted to compensate continuously for background radiation below a threshold dose rate and to give warning when the dose integral of the dose rate of an above-threshold radiation excursion exceeds a selected value. This is accomplished by providing means for continuously charging an ionization chamber. The chamber provides a first current proportional to the incident radiation dose rate. Means are provided for generating a second current including means for nulling out the first current with the second current at all values of the first current corresponding to dose rates below a selected threshold dose rate value. The second current has a maximum value corresponding to that of the first current at the threshold dose rate. The excess of the first current over the second current, which occurs above the threshold, is integrated and an alarm is given at a selected integrated value of the excess corresponding to a selected radiation dose.     This report presents results of a demonstration of fuel cell electric buses (FCEB) operating in Oakland, California. Alameda-Contra Costa Transit District (AC Transit) leads the Zero Emission Bay Area (ZEBA) demonstration, which includes 12 advanced-design fuel cell buses and two hydrogen fueling stations. The FCEBs in service at AC Transit are 40-foot, low-floor buses built by Van Hool with a hybrid electric propulsion system that includes a US Hybrid fuel cell power system and EnerDel lithium-based energy storage system. The buses began revenue service in May 2010.
