    To meet BPA`s contractual obligation to supply electrical power to its customers, BPA proposes to acquire power generated by Klickitat Cogeneration Project. BPA has prepared an environmental assessment evaluating the proposed project. Based on the EA analysis, BPA`s proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 for the following reasons: (1)it will not have a significant impact land use, upland vegetation, wetlands, water quality, geology, soils, public health and safety, visual quality, historical and cultural resources, recreation and socioeconomics, and (2) impacts to fisheries, wildlife resources, air quality, and noise will be temporary, minor, or sufficiently offset by mitigation. Therefore, the preparation of an environmental impact statement is not required and BPA is issuing this FONSI (Finding of No Significant Impact).

    The overarching goal of project 1994-049-00 is to recover a productive, healthy and biologically diverse Kootenai River ecosystem, with emphasis on native fish species rehabilitation. It is especially designed to aid the recovery of important fish stocks, i.e. white sturgeon, burbot, bull trout, kokanee and several other salmonids important to the Kootenai Tribe of Idaho and regional sport-fisheries. The objectives of the project have been to address factors limiting key fish species within an ecosystem perspective. Major objectives include: establishment of a comprehensive and thorough biomonitoring program, investigate ecosystem--level in-river productivity, test the feasibility of a large-scale Kootenai River nutrient addition experiment (completed), to evaluate and rehabilitate key Kootenai River tributaries important to the health of the lower Kootenai River ecosystem, to provide funding for Canadian implementation of nutrient addition and monitoring in the Kootenai River ecosystem (Kootenay Lake) due to lost system productivity created by construction and operation of Libby Dam, mitigate the cost of monitoring nutrient additions in Arrow Lakes due to lost system productivity created by the Libby-Arrow water swap, provide written summaries of all research and activities of the project, and, hold a yearly workshop to convene with other agencies and institutions to discuss management, research, and monitoring strategies for this project and to provide a forum to coordinate and disseminate data with other projects involved in the Kootenai River basin.

    The Kootenai River Network Inc. (KRN) was incorporated in Montana in early 1995 with a mission ''to involve stakeholders in the protection and restoration of the chemical, physical and biological integrity of the Kootenai River Basin waters''. The KRN operates with funding from donations, membership dues, private, state and federal grants, and with funding through the Bonneville Power Administration (BPA) for a Focus Watershed Coordinator Program. The Focus Watershed Program is administered to KRN as of October 2001, through a Memorandum of Understanding. Katie Randall resigned her position as Watershed Coordinator in late January 2003 and Munson Consulting was contracted to fill that position through the BPA contract period ending May 30, 2003. To improve communications with in the Kootenai River watershed, the board and staff engaged watershed stakeholders in a full day KRN watershed conference on May 15 and 16 in Bonners Ferry, Idaho. This Annual General Meeting was a tremendous success with over 75 participants representing over 40 citizen groups, tribes and state/provincial/federal agencies from throughout northern Montana and Idaho as well as British Columbia and Alberta. Membership in the KRN increased during the course of the BPA 02/03 grant period. The board of directors grew in numbers during this same time frame and an Advisory Council was formed to assist in transboundary efforts while developing two reorganized KRN committees (Habitat/Restoration/Monitoring (HRM) and Communication/Education/Outreach (CEO)). These committees will serve pivotal roles in communications, outreach, and education about watershed issues, as well as habitat restoration work being accomplished throughout the entire watershed. During this BPA grant period, the KRN has capitalized on the transboundary interest in the Kootenai River watershed. Jim and Laura Duncan of Kimberley, British Columbia, have been instrumental volunteers who have acted as Canadian liaisons to the KRN. As a

    The 2001-2002 Kootenai River Network Annual Report reflects the organization's defined set of goals and objectives, and how by accomplishing these goals, we continue to meet the needs of communities and landowners throughout the Kootenai River Basin by protecting the resource. Our completed and ongoing projects throughout the watershed reflect the cooperation and support received and needed to accomplish the rehabilitation and restoration of critical habitat. They show that our mission of facilitation through collaboration with public and private interests can lead to improved resource management, the restoration of water quality and the preservation of pristine aquatic resources. Our vision to empower local citizens and groups from two states, one province, two countries and affected tribal nations to collaborate in natural resource management within the basin is largely successful due to the engagement of the basin's residents--the landowners, town government, local interest groups, businesses and agency representatives who live and work here. We are proof that forging these types of cooperative relationships, such as those exhibited by the Kootenai River subbasin planning process, leads to a sense of entitlement--that the quality of the river and its resources enriches our quality of life. Communication is essential in maintaining these relationships. Allowing ourselves to network and receive ideas and information, as well as to produce quality, accessible research data such as KRIS, shared with like organizations and individuals, is the hallmark of this facilitative organization. We are fortunate in the ability to contribute such information, and continue to strive to meet the standards and the needs of those who seek us out as a model for watershed rehabilitative planning and restoration. As a result of these influences, flow regimes, temperature patterns, and water quality were altered, resulting in changes in primary production and aquatic insect and fish populations. Construction of Libby Dam (creation of Lake Koocanusa) and closure of Cominco`s fertilizer plant resulted in decreased phosphorus load to the Kootenai River to below historical levels. Dissolved orthophosphorus concentrations averaged 0.383 mg/L in 1970 as compared to 0.039 mg/L in 1979. Total phosphorus concentrations followed a similar pattern. Both total phosphorus and soluble reactive phosphorus concentrations remained below 0.05 mg/L from 1976 to 1994, characterizing the river as oligotrophic. Post Libby Dam primary productivity levels in the river represent an ultra-oligotrophic to mesotrophic system. Since the construction and operation of Libby Dam, invertebrate densities immediately downstream from the dam increased, but species diversity decreased. Insect diversity increased with increasing distance from the dam, but overall species diversity was lower than would be expected in a free-flowing river. Fish species composition and abundance has also changed as a result of the changes in the river and its watershed.

    This report describes a field study by PNNL for Bonneville Power Administration in fall 2001 to study the migration and energy use of adult fall chinook salmon traveling up the Klickitat River to spawn. The salmon were tagged with surgically implanted electromyogram transmitters or gastrically implanted coded transmitters. Swim speed and aerobic and anaerobic energy use were determined for the fish as they attempted to pass three waterfalls on the lower Klickitat and as they traversed free-flowing stretches between and below the falls. Of the 35 EMG-tagged fish released near the mouth of the Klickitat, 40% passed the first falls, 36% passed the second falls, and 20% reached Lyle Falls but were unable to leap over. Mean swimming speeds ranged from as low as 52.6 cm/sec between falls to as high as 158.1 cm/sec at falls passage. Fish exhibited a higher percentage of occurrences of burst swimming while passing the falls than while between falls (58.9% versus 1.7%). However, fish expended more energy swimming the stretches between the falls than during actual falls passage (52.3-236.2 kcals versus 0.3-1.1 kcals). Male-female and day-night differences in falls passage success were noted. PNNL also examined energy costs and swimming speeds for fish released above Lyle Falls as they migrated to upstream spawning areas. This journey averaged 15.93 days at a mean rate of 2.36 km/day to travel a mean maximum of 37.6 km upstream at a total energy cost of approx 4,492 kcals (32% anaerobic/68% aerobic). When the salmon have expended the estimated 968 kcals needed to get through Bonneville Dam and the three falls on the Lower Klickitat, plus this 4,492 kcals to reach the spawning grounds, they are left with approximately 8 to 12% (480 to 742 kcals) of their energy reserves for spawning. A delay of 4 to 7 days along the lower Klickitat River could deplete their remaining energy reserves (at a rate of about 103 kcals/day), resulting in death before spawning would occur.

    This report describes a study conducted by Pacific Northwest National Laboratory for the Bonneville Power Administration's Columbia Basin Fish and Wildlife Program during the fall of 2001. The objective was to study the migration and energy use of adult fall chinook salmon (Oncorhynchus tshawytscha) traveling up the Klickitat River to spawn. The salmon were tagged with either surgically implanted electromyogram (EMG) transmitters or gastrically implanted coded transmitters and were monitored with mobile and stationary receivers. Swim speed and aerobic and anaerobic energy use were determined for the fish as they attempted passage of three waterfalls on the lower Klickitat River and as they traversed free-flowing stretches between, below, and above the falls. Of the 35 EMG-tagged fish released near the mouth of the Klickitat River, 40% passed the first falls, 24% passed the second falls, and 20% made it to Lyle Falls. None of the EMG-tagged fish were able to pass Lyle Falls, either over the falls or via a fishway at Lyle Falls. Mean swimming speeds ranged from as low as 52.6 centimeters per second (cm s{sup -1}) between falls to as high as 189 (cm s{sup -1}) at falls passage. Fish swam above critical swimming speeds while passing the falls more often than while swimming between the falls (58.9% versus 1.7% of the transmitter signals). However, fish expended more energy swimming the stretches between the falls than during actual falls passage (100.7 to 128.2 kilocalories [kcals] to traverse areas between or below falls versus 0.3 to 1.0 kcals to pass falls). Relationships between sex, length, and time of day on the success of falls passage were also examined. Average swimming speeds were highest during the day in all areas except at some waterfalls. There was no apparent relationship between either fish condition or length and successful passage of waterfalls in the lower Klickitat River.     Regulated rivers such as the Kootenai River below Libby Dam often exhibit hydrographs and water fluctuation levels that are atypical when compared to non-regulated rivers. These flow regimes are often different conditions than those which native fish species evolved with, and can be important limiting factors in some systems. Fluctuating discharge levels can change the quantity and quality of aquatic habitat for fish. The instream flow incremental methodology (IFIM) is a tool that can help water managers evaluate different discharges in terms of their effects on available habitat for a particular fish species. The U.S. Fish and Wildlife Service developed the IFIM (Bovee 1982) to quantify changes in aquatic habitat with changes in instream flow (Waite and Barnhart 1992; Baldridge and Amos 1981; Gore and Judy 1981; Irvine et al. 1987). IFIM modeling uses hydraulic computer models to relate changes in discharge to changes in the physical parameters such as water depth, current velocity and substrate particle size, within the aquatic environment. Habitat utilization curves are developed to describe the physical habitat most needed, preferred or tolerated for a selected species at various life stages (Bovee and Cochnauer 1977; Raleigh et al. 1984). Through the use of physical habitat simulation computer models, hydraulic and physical variables are simulated for differing flows, and the amount of usable habitat is predicted for the selected species and life stages. The Kootenai River IFIM project was first initiated in 1990, with the collection of habitat utilization and physical hydraulic data through 1996. The physical habitat simulation computer modeling was completed from 1996 through 2000 with the assistance from Thomas Payne and Associates. This report summarizes the results of these efforts.

    The overarching goals of the 'Kootenai River Floodplain Ecosystem Operational Loss Assessment, Protection, Mitigation and Rehabilitation' Project (BPA Project No.2002-011-00) are to: (1) assess abiotic and biotic factors (i.e., geomorphologic, hydrological, aquatic and riparian/floodplain communities) in determining a definitive composition of ecological integrity, (2) develop strategies to assess and mitigate losses of ecosystem functions, and (3) produce a regional operational loss assessment framework. To produce a scientifically defensible, repeatable, and complete assessment tool, KTOI assembled a team of top scientists in the fields of hydrology, hydraulics, ornithology, entomology, statistics, and river ecology, among other expertise. This advisory team is known as the Research Design and Review Team (RDRT). The RDRT scientists drive the review, selection, and adaptive management of the research designs to evaluate the ecologic functions lost due to the operation of federal hydropower facilities. The unique nature of this project (scientific team, newest/best science, adaptive management, assessment of ecological functions, etc.) has been to work in a dynamic RDRT process. In addition to being multidisciplinary, this model KTOI project provides a stark contrast to the sometimes inflexible process (review, re-review, budgets, etc.) of the Columbia River Basin Fish and Wildlife Program. The project RDRT is assembled annually, with subgroups meeting as needed throughout the year to address project issues, analyses, review, and interpretation. Activities of RDRT coordinated and directed the selection of research and assessment methodologies appropriate for the Kootenai River Watershed and potential for regional application in the Columbia River Basin. The entire RDRT continues to meet annually to update and discuss project progress. RDRT Subcontractors work in smaller groups throughout the year to meet project objectives.     Subsurface data is being collected, organized, and a digital database is being prepared for the project. An ACCESS database and PC-Arcview will be used to manage and interpret the data. All of the four 30 X 60 geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Writing of the map explanations has begun. Field investigations were nearly completed during this quarter; only minor field checks remain. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent.

    The Kootenai River ecosystem (spelled Kootenay in Canada) has experienced numerous ecological changes since the early 1900s. Some of the largest impacts to habitat, biological communities, and ecological function resulted from levee construction along the 120 km of river upstream from Kootenay Lake, completed by the 1950s, and the construction and operation of Libby Dam on the river near Libby Montana, completed in 1972. Levee construction isolated tens of thousands of hectares of historic functioning floodplain habitat from the river channel downstream in Idaho and British Columbia (B.C.) severely reducing natural biological productivity and habitat diversity crucial to large river-floodplain ecosystem function. Libby Dam greatly reduces sediment and nutrient transport to downstream river reaches, and dam operations cause large changes in the timing, duration, and magnitude of river flows. These and other changes have contributed to the ecological collapse of the post-development Kootenai River ecosystem and its native biological communities. In response to large scale loss of nutrients, experimental nutrient addition was initiated in the North Arm of Kootenay Lake in 1992, in the South Arm of Kootenay Lake in 2004, and in the Kootenai River at the Idaho-Montana border during 2005. This report characterizes baseline chlorophyll concentration and accrual (primary productivity) rates and diatom and algal community composition and ecological metrics in the Kootenai River for four years, one (2004) before, and three (2005 through 2007) after nutrient addition. The study area encompassed a 325 km river reach from the upper Kootenay River at Wardner, B.C. (river kilometer (rkm) 445) downstream through Montana and Idaho to Kootenay Lake in B.C. (rkm 120). The objectives of the YKFP are: (1) to test the hypothesis that new supplementation techniques can be used in the Yakima River Basin to increase natural production and to improve harvest opportunities while maintaining the long-term genetic fitness of the wild and native salmonid populations and keeping adverse ecological interactions within acceptable limits (Yakima Fisheries Project Final Environment Impact Statement, 1996); (2) provide knowledge about the use of supplementation, so that it may be used to mitigate effects on anadromous fisheries throughout the Columbia River Basin; (3) to maintain and improve the quantity and productivity of salmon and steelhead habitat, including those areas made accessible by habitat improvements; (4) to ensure that Project implementation remains consistent with the Council's Fish and Wildlife Program; and (5) to implement the Project in a prudent and environmentally sound manner. Current YKFP operations have been designed to test the principles of supplementation (Busack et al. 1997). The Project's experimental design has focused on the following critical uncertainties affecting supplementation: (1) The survival and reproductive success of hatchery fish after release from the hatchery; (2) The impacts of hatchery fish as they interact with non-target species and stocks; and, (3) The effects of supplementation on the long-term genetic fitness of fish stocks. Formal technical review prior to publication has been completed for all the quadrangles; Billings, Bridger; Hardin, and Lodge Grass. Final GIS edits are being made before being forwarded to the Bureau?s Publications Department. Field investigations were completed during the third quarter, 1997. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent. One channel has bee traced over a distance of about 60 miles and exhibits definite paleostructural control. An abstract describing this channel has been submitted and accepted for presentation at the Williston Basin Symposium in October, 1998.

    The Yakima-Klickitat Fisheries Project (YKFP) is a joint project of the Yakama Nation (lead entity) and the Washington State Department of Fish and Wildlife (WDFW) and is sponsored in large part by the Bonneville Power Administration (BPA) with oversight and guidance from the Northwest Power and Conservation Council (NPCC). It is among the largest and most complex fisheries management projects in the Columbia Basin in terms of data collection and management, physical facilities, habitat enhancement and management, and experimental design and research on fisheries resources. Using principles of adaptive management, the YKFP is attempting to evaluate all stocks historically present in the Yakima subbasin and apply a combination of habitat restoration and hatchery supplementation or reintroduction, to restore the Yakima Subbasin ecosystem with sustainable and harvestable populations of salmon, steelhead and other at-risk species. The original impetus for the YKFP resulted from the landmark fishing disputes of the 1970s, the ensuing legal decisions in United States versus Washington and United States versus Oregon, and the region's realization that lost natural production needed to be mitigated in upriver areas where these losses primarily occurred. The YKFP was first identified in the NPCC's 1982 Fish and Wildlife Program (FWP) and supported in the U.S. v Oregon 1988 Columbia River Fish Management Plan (CRFMP). A draft Master Plan was presented to the NPCC in 1987 and the Preliminary Design Report was presented in 1990. In both circumstances, the NPCC instructed the Yakama Nation, WDFW and BPA to carry out planning functions that addressed uncertainties in regard to the adequacy of hatchery supplementation for meeting production objectives and limiting adverse ecological and genetic impacts. At the same time, the NPCC underscored the importance of using adaptive management principles to manage the direction of the Project. The 1994 FWP reiterated the importance of

    Field investigation of the Kootenai valley-fill sandstones was begun in the first quarter. About one half of the outcrop belt was inventoried for occurrences of channel sandstone before heavy snows came to the area. Five exposures of valley-fill sandstone have been located, of these two are 15 meters (50 feet) or greater in thickness and have excellent porosity and permeability. These will be measured and studied in detail during the next field season (1997). No further field work was possible during the second and third quarters because of snow cover. Subsurface data is being collected, organized, and a digital database is being prepared for the project. Geographix petroleum software will probably be used to manage and manipulate the data. Regional subsurface cross sections are being constructed for correlation purposes. All of the four 30 X 60 geologic quadrangles, the Billings, Bridger, Hardin, and Lodge Grass, have been scanned to produce a digital surface geologic data base for the Crow Reservation. These maps are currently being proofed and edited for accuracy. A four-day oil and gas training seminar for Crow Tribal members was completed and was quite successful. The purpose was to enable tribal members and employees to understand and evaluate potential exploration prospects and offers that may result from the completion of this research project.

This is the twelfth of a series of progress reports that address species interactions research and supplementation monitoring of fishes in response to supplementation of salmon and steelhead in the upper Yakima River basin (Hindman et al. 1991; McMichael et al. 1992; Pearsons et al. 1993; Pearsons et al. 1994; Pearsons et al. 1996; Pearsons et al. 1998, Pearsons et al. 1999, Pearsons et al. 2001a, Pearsons et al. 2001b, Pearsons et al. 2002, Pearsons et al. 2003). Journal articles and book chapters have also been published from our work (McMichael 1993; Martin et al. 1995; McMichael et al. 1997; McMichael and Pearsons 1998; McMichael et al. 1998; Pearsons and Fritts 1999; McMichael et al. 1999; McMichael et al. 1999; Pearsons and Hopley 1999; Ham and Pearsons 2000; Ham and Pearsons 2001; Amaral et al. 2001; McMichael and Pearsons 2001; Pearsons 2002, Fritts and Pearsons 2004, Pearsons et al. in press, Major et al. in press). This progress report summarizes data collected between January 1, 2003 and December 31, 2003. These data were compared to findings from previous years to identify general trends and make preliminary comparisons. Interactions between fish produced as part of the YKFP, termed target species or stocks, and other species or stocks (non-target taxa) may alter the population status of non-target species or stocks. This may occur through a variety of mechanisms, such as competition, predation, and interbreeding (Pearsons et al. 1994; Busack et al. 1997; Pearsons and Hopley 1999).     CARES proposes to construct and operate the 25 megawatt Columbia Wind Farm No. 1 (Project) in the Columbia Hills area of Klickitat County, Washington known as Juniper Point. Wind is not a constant resource and based on the site wind measurement data, it is estimated that the Project would generate approximately 7 average annual MWs of electricity. BPA proposes to purchase the electricity generated by the Project. CARES would execute a contractual agreement with a wind developer, to install approximately 91 wind turbines and associated facilities to generate electricity. The Project`s construction and operation would include: install concrete pier foundations for each wind turbine; install 91 model AWT-26 wind turbines using 43 m high guyed tubular towers on the pier foundations; construct a new 115/24-kv substation; construct a 149 m{sup 2} steel operations and maintenance building; install 25 pad mount transformers along the turbine access roads; install 4.0 km of underground 24 kv power collection lines to collect power from individual turbines to the end of turbine strings; install 1.2 km of underground communication and transmission lines from each turbine to a pad mount transformer; install 5.6 km of 24 kv wood pole transmission lines to deliver electricity from the pad mount transformers to the Project substation; install 3.2 km of 115 kv wood pole transmission lines to deliver electricity from the Project substation to the Public Utility District No. 1 of Klickitat County(PUD)115 kv Goldendale line; interconnect with the BPA transmission system through the Goldendale line and Goldendale substation owned by the PUD; reconstruct, upgrade, and maintain 8.0 km of existing roads; construct and maintain 6.4 km of new graveled roads along the turbine strings and to individual turbines; and install meteorological towers guyed with rebar anchors on the Project site.

    In early 2006 we designed and built low energy consumption, pump-operated system, for dosing of the liquid nutrient in the summer 2006 season. This operated successfully, and the system was used again during the 2007 and 2008 seasons for dosing. During the early winter period, 2008, laboratory tests were made of the liquid nutrient pump system, and it was noted that small amounts of air were being entrained on the suction side of the pump, during conditions when the inlet pressure was low. It was believed that this was the cause of diurnal fluctuations in the flow supplied, characteristic of the 2007 year flow data. Replacement of '0' rings on the inlet side of the pumps was the solution to this problem, and when tested in the field during the summer season, the flow supplied was found to be stable. A decision was made by the IKERT committee at the meeting of 20th to 21st May 2008 (held in Coeur d'Alene, Idaho) to use an injection flow rate of liquid fertilizer (polyammonium phosphate 10-34-0) to achieve a target phosphorus concentration of 3.0 {micro}g/L, after complete mixing in the river. This target concentration was the same as that used in 2006 and 2007. The proposed starting date was as early as possible in June 2008. Plans were made to measure the dosing flow in three ways. Two of the three methods of flow measurement (1 and 2 below) are inter-dependent. These were: (1) Direct measurement of flow rate by diverting dosing flow into a 1000 mL volume standard flask. The flow rate was computed by dividing the flask volume by the time required to fill the flask. This was done a few times only during the summer period. (2) Adjusting the flow rate reading of the Gamma dosing pump using the 'calibration' function to achieve agreement with the flow rate computed by method 1 above. (3) Direct measurement by electrical signal from conductive fluid passing through a magnetic field (Seametrics meter, as used in previous years). Values were recorded every 4 minutes by a data-logger. This instrument has been shown to be reliable, and in agreement with method 1 to within the expected uncertainty (within 2%). Liquid nutrients were delivered to the site in late May, and system testing was done the same day. High concentrations of suspended sediment in the water column, as indicated by shallow Secchi depth readings, were present in the river in the last part of May, into June. A plan was made to delay the start up of nutrient addition to a date later than 1st June, because the aquatic productivity was almost certainly to be compromised by insufficient light availability. Daily monitoring of Secchi depths was done, showing declining turbidity in early June. A decision was made to start the system on 15th June, by which time conditions were good.

    Riparian vegetation and especially cottonwood and willow plant communities are dependent on normative flows and especially, spring freshette, to provide conditions for recruitment. These plant communities therefore share much in common with a range of fish species that require natural flow conditions to stimulate reproduction. We applied tools and techniques developed in other areas to assess riparian vegetation in two very different sub-basins within the Columbia Basin. Our objectives were to: Document the historic impact of human activity on alluvial floodplain areas in both sub-basins; Provide an analysis of the impacts of flow regulation on riparian vegetation in two systems with very different flow regulation systems; Demonstrate that altered spring flows will, in fact, result in recruitment to cottonwood stands, given other land uses impacts on each river and the limitations imposed by other flow requirements; and Assess the applicability of remote sensing tools for documenting the distribution and health of cottonwood stands and riparian vegetation that can be used in other sub-basins.

    This report covers the results of the western pond turtle head-starting and reintroduction project for the period of October 2005-September 2006. Wild hatchling western pond turtles from the Columbia River Gorge were reared at the Woodland Park and Oregon zoos in 2005 and 2006 as part of the recovery effort for this Washington State endangered species. The objective of the program is to reduce losses to introduced predators like bullfrogs and largemouth bass by raising the hatchlings to a size where they are too large to be eaten by most of these predators. Twenty-six turtles were placed at the Woodland Park Zoo and 62 at the Oregon Zoo in fall 2005. These turtles joined two that were held back from release in summer 2005 due to their small size. All 90 juvenile turtles were released at three sites in the Columbia Gorge in 2006. Twenty-eight juvenile turtles were released at the Klickitat ponds, 22 at the Klickitat lake, 21 at the Skamania site, and 19 at Pierce National Wildlife Refuge (NWR). This brought the total number of head-start turtles released since 1991 to 944; 285 for the Klickitat ponds, 158 for the Klickitat lake, 227 for the Skamania pond complex, and 274 at Pierce NWR. In 2006, 20 females from the Klickitat population were equipped with transmitters and monitored for nesting activity. Fifteen nests were located and protected; these produced 55 hatchlings. The hatchlings were collected in September and transported to the Oregon and Woodland Park zoos for rearing in the head-start program. One wild hatchling captured in spring 2006 was placed in the head-start program to attain more growth in captivity. During the 2006 field season trapping effort, 414 western pond turtles were captured in the Columbia Gorge, including 374 previously head-started turtles. These recaptures, together with confirmed nesting by head-start females and visual resightings, indicate the program is succeeding in boosting juvenile recruitment to increase the populations

    A new project began in 2005 to monitor the biological and physical effects of improved operations of Hungry Horse and Libby Dams, Montana, called for by the Northwest Power and Conservation Council (NPCC) Mainstem Amendment. This operating strategy was designed to benefit resident fish impacted by hydropower and flood control operations. Under the new operating guidelines, July through September reservoir drafts will be limited to 10 feet from full pool during the highest 80% of water supply years and 20 feet from full pool during the lowest 20% of water supply (drought) years. Limits were also established on how rapidly discharge from the dams can be increased or decreased depending on the season. The NPCC also directed the federal agencies that operate Libby and Hungry Horse Dams to implement a new flood control strategy (VARQ) and directed Montana Fish, Wildlife & Parks to evaluate biological responses to this operating strategy. The Mainstem Amendment operating strategy has not been fully implemented at the Montana dams as of June 2008 but the strategy will be implemented in 2009. This report highlights the monitoring methods used to monitor the effects of the Mainstem Amendment operations on fishes, habitat, and aquatic invertebrates upstream and downstream of Libby Dam. We also present initial assessments of data and the effects of various operating strategies on physical and biological components of the systems upstream and downstream of Libby Dam. Annual electrofishing surveys in the Kootenai River and selected tributaries, along with gill net surveys in the reservoir, are being used to quantify the impacts of dam operations on fish populations upstream and downstream of Libby Dam. Scales and otoliths are being used to determine the age structure and growth of focal species. Annual population estimates and tagging experiments provide estimates of survival and growth in the mainstem Kootenai River and selected tributaries. Radio telemetry will be used to

    The geographic area of the genetics study broadly covered the distribution range of sturgeon in the Columbia from below Bonneville Dam at Ilwaco at Lake Roosevelt, the Upper Snake River, and the Kootenai River. The two remote river sections provided data important for enhancement considerations. There was little electrophoretic variation seen among individuals from the Kootenai River. Upper Snake river sturgeon showed a higher percentage of polymorphic loci than the Kootenai fish, but lower than the other areas in the Columbia River we sampled. Sample size was increased in both Lake Roosevelt and at Electrophoretic variation was specific to an individual sampling area in several cases and this shaped our conclusions. The 1987 early life history studies concentrated on the feeding behavior of juvenile sturgeon. The chemostimulant components in prey attractive to sturgeon were examined, and the sensory systems utilized by foraging sturgeon were determined under different environmental conditions. These results were discussed with regard to the environmental changes that have occurred in the Columbia River. Under present river conditions, the feeding mechanism of sturgeon is more restricted to certain prey types, and their feeding range may be limited. In these situations, enhancement measures cannot be undertaken without consideration given to the introduction of food resources that will be readily available under present conditions. 89 refs., 7 figs., 11 tabs.

    This Draft Environmental Impact Statement (DEIS) addresses the Columbia Wind Farm {number_sign}1 (Project) proposal for construction and operation of a 25 megawatt (MW) wind power project in the Columbia Hills area southeast of Goldendale in Klickitat County, Washington. The Project would be constructed on private land by Conservation and Renewable Energy System (CARES) (the Applicant). An Environmental Impact Statement is required under both NEPA and SEPA guidelines and is issued under Section 102 (2) (C) of the National Environmental Policy Act (NEPA) at 42 U.S.C. 4321 et seq and under the Washington State Environmental Policy Act (SEPA) as provided by RCW 43.21C.030 (2) (c). Bonneville Power Administration is the NEPA lead agency; Klickitat County is the nominal SEPA lead agency and CARES is the SEPA co-lead agency for this DEIS. The Project site is approximately 395 hectares (975 acres) in size. The Proposed Action would include approximately 91 model AWT-26 wind turbines.     The Bonneville Power Administration (BPA) has decided to offer contract terms for interconnection of 250 megawatts (MW) of power to be generated by the proposed Windy Point Wind Energy Project (Wind Project) into the Federal Columbia River Transmission System (FCRTS). Windy Point Partners, LLC (WPP) propose to construct and operate the proposed Wind Project and has requested interconnection to the FCRTS. The Wind Project will be interconnected at BPA's Rock Creek Substation, which is under construction in Klickitat County, Washington. The Rock Creek Substation will provide transmission access for the Wind Project to BPA's Wautoma-John Day No.1 500-kilovolt (kV) transmission line. BPA's decision to offer terms to interconnect the Wind Project is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 15, 1995).     The Albeni Falls Interagency Work Group (AFIWG) was actively involved in implementing wildlife mitigation activities in late 2007, but due to internal conflicts, the AFIWG members has fractionated into a smaller group. Implementation of the monitoring and evaluation program continued across protected lands. As of 2008, The Albeni Falls Interagency Work Group (Work Group) is a coalition comprised of wildlife managers from three tribal entities (Kalispel Tribe, Kootenai Tribe, Coeur d Alene Tribe) and the US Army Corps of Engineers. The Work Group directs where wildlife mitigation implementation occurs in the Kootenai, Pend Oreille and Coeur d Alene subbasins. The Work Group is unique in the Columbia Basin. The Columbia Basin Fish and Wildlife Authority (CBFWA) wildlife managers in 1995, approved what was one of the first two project proposals to implement mitigation on a programmatic basis. The maintenance of this kind of approach through time has allowed the Work Group to implement an effective and responsive habitat protection program by reducing administrative costs associated with site-specific project proposals. The core mitigation entities maintain approximately 9,335 acres of wetland/riparian habitats in 2008.

    In 2000 and 2001, the Kalispel Natural Resource Department (KNRD) continued to mitigate the wildlife habitat losses as part of the Albeni Falls Wildlife Mitigation Project. Utilizing Bonneville Power Administration (BPA) funds, the Kalispel Tribe of Indians (Tribe) purchased three projects totaling nearly 1,200 acres. The Tacoma/Trimble Wildlife Management Area is a conglomeration of properties now estimated at 1,700 acres. It is the Tribe's intent to manage these properties in cooperation and collaboration with the Pend Oreille County Public Utility District (PUD) No. 1 and the U.S. Fish and Wildlife Service (USFWS) to benefit wildlife habitats and associated species, populations, and guilds.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    A novel reaction pathway for production of 240Am is reported. Models of reaction cross-sections in EMPIRE II suggests that deuteron-induced activation of a 240Pu target produces maximum yields of 240Am from 11.5 MeV incident deuterons. This activation had not been previously reported in the literature. A 240Pu target was activated under the modeled optimum conditions to produce 240Am. The modeled cross-section for the 240Pu(d, 2n)240Am reaction is on the order of 20-30 mbarn, but the experimentally estimated value is 5.3 0.2 mbarn. We discuss reasons for the discrepancy as well as production of other Am isotopes that contaminate the final product.

  9. Use of an Autonomous Sensor to Evaluate the Biological Performance of the Advanced Turbine at Wanapum Dam

    Hydropower is the largest renewable energy resource in the world and the United States. However, Hydropower dams have adverse ecological impacts because migrating fish may be injured or killed when they pass through hydro turbines. In the Columbia and Snake River basins, dam operators and engineers are required to make these hydroelectric facilities more fish-friendly through changes in hydro-turbine design and operation after fish population declines and the subsequent listing of several species of Pacific salmon in the Endangered Species Act of 1973. Grant County Public Utility District (Grant PUD) requested authorization from the Federal Energy Regulatory Commission to replace the 10 turbines at Wanapum Dam with advanced hydropower turbines that are designed to improve survival for fish passing through the turbines while improving operation efficiency and increasing power generation. The U.S. Department of Energy Office of Energy Efficiency and Renewable Energy provided co-funding to Grant PUD for aspects of performance testing that supported the application. As an additional measure to the primary evaluation measure of direct injury and mortality rates of juvenile Chinook salmon using balloon tag-recapture methodology, this study used an autonomous sensor device to provide insight into the specific hydraulic conditions or physical stresses that the fish experienced or the specific causes of the biological response. We found that the new blade shape and the corresponding reduction of turbulence in the advanced hydropower turbine were effective. The frequency of severe events based on Sensor Fish pressure and acceleration measurements showed trends similar to those of fish survival determined by balloon tag-recapture tests. In addition, the new turbine provided a better pressure and rate of change environment for fish passage. Overall, the Sensor Fish data indicated that the advanced hydro turbine design met the desired fish passage goals for Wanapum Dam.

  10. Assessment of Fluctuating Reservoir Elevations Using Hydraulic Models and Impacts to Larval Pacific Lamprey Rearing Habitat in the Bonneville Pool

    This report presents the results of a modeling assessment of likely lamprey larval habitat that may be impacted by dewatering of the major tributary delta regions in the Bonneville Pool of the Columbia River. This assessment was conducted by the Pacific Northwest National Laboratory (PNNL) for the U.S. Army Corps of Engineers Portland District (CENWP). The goal of the study was to provide baseline data about how the regions of interest would potentially be impacted at three river flows (10, 50, and 90 percent exceedance flow) for four different forebay elevations at Bonneville Dam. Impacts of unsteady flows at The Dalles Dam and changing forebay elevation at Bonneville Dam for a 2-week period were also assessed. The area of dewatered regions was calculated by importing modeled data outputs into a GIS and then calculating the change in inundated area near tributary deltas for the four Bonneville forebay surface elevations. From the modeled output we determined that the overall change in area is less sensitive to elevations changes during higher river discharges. Changing the forebay elevation at Bonneville and the resulting impact to total dewatered regions was greater at the lowest modeled river flow (97 kcfs) and showed the greatest variation at the White Salmon/Hood River delta regions followed by the Wind, Klickitat and the Little White Salmon rivers. To understand how inundation might change on a daily and hourly basis. Unsteady flow models were run for a 2-week period in 2002 and compared to 2014. The water surface elevation in the upstream pool closely follows that of the Bonneville Dam forebay with rapid changes of 1 to 2-ft possible. The data shows that 2.5-ft variation in water surface elevation occurred during this period in 2002 and a 3.7-ft change occurred in 2014. The duration of these changes were highly variable and generally did not stay constant for more than a 5-hr period.

  11. McNary-John Day Transmission Line Project Draft Environmental Impact Statement

    Bonneville is proposing to construct, operate, and maintain a 79-mile-long 500-kilovolt-transmission line in Benton and Klickitat Counties, Washington, and Umatilla and Sherman counties, Oregon. The new line would start at Bonneville's McNary Substation in Oregon and would cross the Columbia River just north of the substation into Washington. The line would then proceed west for about 70 miles along the Columbia River. At the John Day Dam, the line would again cross the Columbia River into Oregon and terminate at Bonneville's John Day Substation. The new line would parallel existing transmission lines for the entire length; mostly within existing available right-of-way. Presently, the existing transmission lines in the area are operating at capacity. These lines help move power from the east side of the Cascades to the west side, where there is a high need for electricity (cities along the I-5 corridor). Because the Northwest has only recently recovered from a shortfall in electric energy supply and a volatile wholesale power market in which prices reached record highs, there are many new proposals for facilities to generate new power. Some of these facilities are in the vicinity of the McNary-John Day project; the proposed line would help insure that existing and newly generated power could move through the system. Bonneville is also considering the No Action Alternative and several short-line routing alternatives. The short routing alternatives include three half-mile-long routes for getting from the McNary Substation to the Columbia River crossing; three two-mile-long routes where the Hanford-John Day transmission line joins the existing corridor; two 1,000-foot-long routes at corridor mile 32; and two 500-foot-long routes at corridor mile 35.

  12. Analytical Tools to Predict Distribution Outage Restoration Load. Final Project Report.

    The main activity of this project has been twofold: (1) development of a computer model to predict CLPU(Cold Load Pickup) and (2) development of a field measurement and analysis method to obtain the input parameters of the CLPU model. The field measurement and analysis method is called the Step-Voltage-Test (STEPV). The Kootenai Electric Cooperative Appleway 51 feeder in Coeur d`Alene was selected for analysis in this project and STEPV tests were performed in winters of 92 and 93. The STEPV data was analyzed (method and results presented within this report) to obtain the Appleway 51 feeder parameters for prediction by the CLPU model. One only CLPU record was obtained in winter 1994. Unfortunately, the actual CLPU was not dramatic (short outage and moderate temperature) and did not display cyclic restoration current. A predicted Appleway 51 feeder CLPU was generated using the parameters obtained via the STEPV measurement/analysis/algorithm method at the same ambient temperature and outage duration as the measured actual CLPU. The predicted CLPU corresponds reasonably well with the single actual CLPU data obtained in winter 1994 on the Appleway 51 feeder.

  13. Evaluation of Possible Surrogates for Validation of the Oxidation Furnace for the Plutonium Disposition Project

    The Plutonium Disposition project (PuD) is considering an alternative furnace design for direct metal oxidation (DMO) of plutonium metal to use as a feed for potential disposition routes. The proposed design will use a retort to oxidize the feed at temperatures up to 500 C. The atmosphere will be controlled using a metered mixture of oxygen, helium and argon to control the oxidation at approximately 400 torr. Since plutonium melts at 664 C, and may potentially react with retort material to form a lower melting point eutectic, the oxidation process will be controlled by metering the flow of oxygen to ensure that the bulk temperature of the material does not exceed this temperature. A batch processing time of <24 hours is desirable to meet anticipated furnace throughput requirements. The design project includes demonstration of concept in a small-scale demonstration test (i.e., small scale) and validation of design in a full-scale test. These tests are recommended to be performed using Pu surrogates due to challenges in consideration of the nature of plutonium and operational constraints required when handling large quantities of accountable material. The potential for spreading contamination and exposing workers to harmful levels of cumulative radioactive dose are motivation to utilize non-radioactive surrogates. Once the design is demonstrated and optimized, implementation would take place in a facility designed to accommodate these constraints. Until then, the use of surrogates would be a safer, less expensive option for the validation phase of the project. This report examines the potential for use of surrogates in the demonstration and validation of the DMO furnace for PuD.     This paper, the second part of a 2 part paper, discusses the use of Computational Fluid Dynamics (CFD) to gain further insight into the results of fish release testing conducted to evaluate the modifications made to upgrade Unit 8 at Wanapum Dam. Part 1 discusses the testing procedures and fish passage survival. Grant PUD is working with Voith Siemens Hydro (VSH) and the Pacific Northwest National Laboratory (PNNL) of DOE and Normandeau Associates in this evaluation. VSH has prepared the geometry for the CFD analysis corresponding to the four operating conditions tested with Unit 9, and the 5 operating conditions tested with Unit 8. Both VSH and PNNL have conducting CFD simulations of the turbine intakes, stay vanes, wicket gates, turbine blades and draft tube of the units. Primary objectives of the analyses were: determine estimates of where the inserted fish passed the turbine components determine the characteristics of the flow field along the paths calculated for pressure, velocity gradients and acceleration associated with fish sized bodies determine the velocity gradients at the structures where fish to structure interaction is predicted. correlate the estimated fish location of passage with observed injuries correlate the calculated pressure and acceleration with the information recorded with the sensor fish utilize the results of the analysis to further interpret the results of the testing. This paper discusses the results of the CFD analyses made to assist the interpretation of the fish test results.

    Libby Reservoir was created under an International Columbia River Treaty between the United States and Canada for cooperative water development of the Columbia River Basin (Columbia River Treaty 1964). Libby Reservoir inundated 109 stream miles of the mainstem Kootenai River in the United States and Canada, and 40 miles of tributary streams in the U.S. that provided habitat for spawning, juvenile rearing, and migratory passage (Figure 1). The authorized purpose of the dam is to provide power (91.5%), flood control (8.3%), and navigation and other benefits (0.2%; Storm et al. 1982). The Pacific Northwest Power Act of 1980 recognized possible conflicts stemming from hydroelectric projects in the northwest and directed Bonneville Power Administration to 'protect, mitigate, and enhance fish and wildlife to the extent affected by the development and operation of any hydroelectric project of the Columbia River and its tributaries' (4(h)(10)(A)). Under the Act, the Northwest Power Planning Council was created and recommendations for a comprehensive fish and wildlife program were solicited from the region's federal, state, and tribal fish and wildlife agencies.     Bonneville is proposing to construct, operate, and maintain a 79-mile-long 500-kilovolt-transmission line in Benton and Klickitat Counties, Washington, and Umatilla and Sherman Counties, Oregon. The new line would start at Bonneville's McNary Substation in Oregon and would cross the Columbia River just north of the substation into Washington. The line would then proceed west for about 70 miles along the Columbia River. At the John Day Dam, the line would again cross the Columbia River into Oregon and terminate at Bonneville's John Day Substation. The new line would parallel existing transmission lines for the entire length; mostly within existing available right-of-way. Presently, the existing transmission lines in the area are operating at capacity. These lines help move power from the east side of the Cascades to the west side, where there is a high need for electricity (cities along the I-5 corridor). Because the Northwest has only recently recovered from a shortfall in electric energy supply and a volatile wholesale power market in which prices reached record highs, there are many new proposals for facilities to generate new power. Some of these facilities are in the vicinity of the McNary-John Day project; the proposed line would help insure that existing and newly generated power could move through the system. Bonneville is also considering the No Action Alternative and several short-line routing alternatives. The short routing alternatives include three half-mile-long routes for getting from the McNary Substation to the Columbia River crossing; three two-mile-long routes where the Hanford-John Day transmission line joins the existing corridor; two 1,000-foot-long routes at corridor mile 32; and two 500-foot-long routes at corridor mile 35.     The Big Sky Carbon Sequestration Partnership, led by Montana State University, is comprised of research institutions, public entities and private sectors organizations, and the Confederated Salish and Kootenai Tribes and the Nez Perce Tribe. Efforts under this Partnership in Phase I fall into four areas: evaluation of sources and carbon sequestration sinks that will be used to determine the location of pilot demonstrations in Phase II; development of GIS-based reporting framework that links with national networks; designing an integrated suite of monitoring, measuring, and verification technologies and assessment frameworks; and initiating a comprehensive education and outreach program. The groundwork is in place to provide an assessment of storage capabilities for CO{sub 2} utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that would complement the ongoing DOE research. Efforts are underway to showcase the architecture of the GIS framework and initial results for sources and sinks. The region has a diverse array of geological formations that could provide storage options for carbon in one or more of its three states. Likewise, initial estimates of terrestrial sinks indicate a vast potential for increasing and maintaining soil C on forested, agricultural, and reclaimed lands. Both options include the potential for offsetting economic benefits to industry and society. Steps have been taken to assure that the GIS-based framework is consistent among types of sinks within the Big Sky Partnership area and with the efforts of other western DOE partnerships. The Partnership recognizes the critical importance of measurement, monitoring, and verification technologies to support not only carbon trading but all policies and programs that DOE and other agencies may want to pursue in support of GHG mitigation. The efforts in developing and implementing MMV technologies for geological sequestration reflect this concern. Research is

  1. Stocking of Offsite Waters for Hungry Horse Dam Mitigation Creston National Fish Hatchery, FY 2006 Annual Report.

    through June. The stocking locations on the Flathead Reservation and State managed waters were identified by Confederated Salish and Kootenai Tribe (CSKT) and MFWP fishery biologists. Post release survival and angler success is monitored routinely by CSKT and MFWP fishery technicians. Stocking numbers and locations vary annually based on the results of biological monitoring, creel evaluations and adaptive management decisions. A total of 99,126 WCT were stocked during nine distribution trips in management approved waters (see Table 1). The average size of WCT at stocking was 3.91-inches. A total of 101,600, Arlee strain, rainbow trout (RBT) eggs were received from the Ennis National Fish Hatchery, Ennis, Montana, in December of 2005 and 35,000 Kamloops strain eggs were received from Murray Springs SFH, Eureka, Montana, in March of 2006 to accomplish this fishery management objective. The RBT were reared using approved fish culture techniques as recommended in the USFWS Fish Hatchery Management Handbook. There was no fish health related problems associated with this lot of fish. Survival from swim up fry stage to stocking was 93% for the Arlee's and 79% for the Kamloops. The hatchery achieved a 0.68 feed fed to pounds gained conversion ratio for the Arlee and 0.97 for the Kamloops RBT. The excellent feed conversion ratio can be attributed to refined feeding techniques and the use of an extruded high performance fry feed made with premium fish meal and marine fish oil. The Arlee strain of rainbow trout is requested for this fishery mitigation objective because the chosen stocking locations are terminal basin reservoirs or lakes, habitat conditions prevent natural spawning runs and returns to the creel are more favorable then for native westslope cutthroat trout. MFWP also requested a fall plant of Kamloops strain RBT and they will be evaluated for performance and future fall stockings in Echo Lake.   2. Power Sales to Electric Utilities

    The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities

    Snohomish Public Utility District No.1 plans to deploy two 6 meter OpenHydro tidal turbines in Admiralty Inlet in Puget Sound, under a FERC pilot permitting process. Regulators and stakeholders have raised questions about the potential effect of noise from the turbines on marine life. Noise in the aquatic environment is known to be a stressor to many types of aquatic life, including marine mammals, fish and birds. Marine mammals and birds are exceptionally difficult to work with for technical and regulatory reasons. Fish have been used as surrogates for other aquatic organisms as they have similar auditory structures. This project was funded under the FY09 Funding Opportunity Announcement (FOA) to Snohomish PUD, in partnership with the University of Washington - Northwest National Marine Renewable Energy Center, the Sea Mammal Research Unit, and Pacific Northwest National Laboratory. The results of this study will inform the larger research project outcomes. Proposed tidal turbine deployments in coastal waters are likely to propagate noise into nearby waters, potentially causing stress to native organisms. For this set of experiments, juvenile Chinook salmon (Oncorhynchus tshawytscha) were used as the experimental model. Plans exist for prototype tidal turbines to be deployed into their habitat. Noise is known to affect fish in many ways, such as causing a threshold shift in auditory sensitivity or tissue damage. The characteristics of noise, its spectra and level, are important factors that influence the potential for the noise to injure fish. For example, the frequency range of the tidal turbine noise includes the audiogram (frequency range of hearing) of most fish. This study was performed during FY 2011 to determine if noise generated by a 6-m diameter OpenHydro turbine might affect juvenile Chinook salmon hearing or cause barotrauma.   4. Lower Flathead System Fisheries Study, 1984 Annual Report.

    This study was undertaken to assess the effects of Kerr Dam operations on the fisheries of the Lower Flathead System. Supported by Bonneville Power Administration funding, and conducted by the Confederated Salish and Kootenai Tribes, the study began in December of 1982 and is scheduled for completion in December of 1987. This report covers the 1983-84 field season and includes the status of target fish species populations in the Flathead River and tributaries, and initial work in South Bay of Flathead Lake. Additionally it addresses how Kerr operations may effect the reproduction of salmonids and northern pike. Combined trout population estimates for rainbow, brown, brook, and bull trout, averaged 13 fish/km of the lower Flathead River. The number of bull trout and cutthroat trout captured was so low that estimation of their individual populations was not possible. An interim closure to trout harvest on the lower Flathead River was recommended and approved by the Tribal Council until study results can be further analyzed and management options reviewed. Population estimates for northern pike ranged from six/kilometer in poorer habitat, to one hundred three/km in the best habitat in the main Flathead River. Seven pike were radio tagged and their movements monitored. Movements of over 89 km were recorded. One fish left the Flathead River and moved down the Clark Fork to the Plains area. Fish weirs were constructed on the Jocko River and Mission Creek to assess spawning runs of trout from the main river. Thirty-two adult rainbow passed the Jocko weir and twenty-eight passed the Mission weir during the spring spawning season. Twenty adult brown trout were captured at the Jocko weir and five at Mission weir in the fall. The Jocko weir suffered minor damage due to bed load movement during high flows of spring runoff. During the third quarter, planning efforts are underway for the next Partnership meeting which will showcase the architecture of the GIS framework and initial results for sources and sinks, discuss the methods and analysis underway for assessing geological and terrestrial sequestration potentials. The meeting will conclude with an ASME workshop (see attached agenda). The region has a diverse array of geological formations that could provide storage options for carbon in one or more of its three states. Likewise, initial estimates of terrestrial sinks indicate a vast potential for increasing and maintaining soil C on forested, agricultural, and reclaimed lands.     The Confederated Salish and Kootenai Tribes (CSKT) and Montana Fish Wildlife and Parks (MFWP) wrote the ''Fisheries Mitigation Plan for Losses Attributable to the Construction and Operation of Hungry Horse Dam'' in March 1991 to define the fisheries losses, mitigation alternatives and recommendations to protect, mitigate and enhance resident fish and aquatic habitat affected by Hungry Horse Dam. On November 12, 1991, the Northwest Power Planning Council (NPPC) approved the mitigation plan with minor modifications, called for a detailed implementation plan, and amended measures 903(h)(1) through (7). A long-term mitigation plan was submitted in August 1992, was approved by the Council in 1993, and the first contract for this project was signed on November 11, 1993. The problem this project addresses is the loss of habitat, both in quality and quantity, in the Flathead Lake and River basin resulting from the construction and operation of Hungry Horse Dam. The purpose of the project is to both implement mitigation measures and monitor the biological responses to those measures including those implemented by Project Numbers 9101903 and 9101904. Goals and objectives of the 1994 Fish and Wildlife Program (Section 10.1) addressed by this project are the rebuilding to sustainable levels weak, but recoverable, native populations injured by the hydropower system. The project mitigates the blockage of spawning runs by Hungry Horse Dam by restoring and even creating spawning habitats within direct drainages to Flathead Lake. The project also addresses the altered habitat within Flathead Lake resulting from species shifts and consequent dominance of new species that restricts the potential success of mitigation measures. Specific goals of this project are to create and restore habitat and quantitatively monitor changes in fish populations to verify the efficacy of our mitigation measures. The PNCA defines the planning and operation of seventeen U.S. Pacific Northwest utilities and other parties with generating facilities within the region's hydroelectric (hydro) system. The hydroregulation study used for the 2003 White Book incorporates measures from the National Oceanographic and Atmospheric Administration Fisheries (NOAA Fisheries) Biological Opinion dated December 2000, and the U.S. Fish and Wildlife Service's 2000 Biological Opinion (2000 FCRPS BiOps) for the Snake River and Columbia River projects. These measures include: (1) Increased flow augmentation for juvenile fish migrations in the Snake and Columbia rivers in the spring and summer; (2) Mandatory spill requirements at the Lower Snake and Columbia dams to provide for non-turbine passage routes for juvenile fish migrants; and (3) Additional flows for Kootenai River white sturgeon in the spring. The hydroregulation criteria for this analysis includes: an updated Detailed Operation Plan for Treaty reservoirs for Operating Year (OY) 2004, updated PNCA planning criteria for OY 2003, and revised juvenile fish bypass spill levels for 2000 FCRPS BiOps implementation. The 2003 White Book is presented in two documents: (1) this summary document of Federal system and PNW region loads and resources, and (2) a technical appendix which presents regional loads, grouped by major PNW utility categories, and detailed contract and resource information.     Potential environmental effects of marine and hydrokinetic (MHK) energy development are not well understood, yet regulatory agencies are required to make decisions in spite of substantial uncertainty about environmental impacts and their long-term consequences. An understanding of risks associated with interactions between MHK installations and aquatic receptors, including animals, habitats, and ecosystems, can help define key uncertainties and focus regulatory actions and scientific studies on interactions of most concern. During FY 2012, Pacific Northwest National Laboratory (PNNL) continued to follow project developments on the two marine and hydrokinetic projects reviewed for Environmental Risk Evaluation System (ERES) screening analysis in FY 2011: a tidal project in the Gulf of Maine using Ocean Renewable Power Company TidGenTM turbines and a wave project planned for the coast of Oregon using Aquamarine Oyster surge devices. The ERES project in FY 2012 also examined two stressor–receptor interactions previously identified through the screening process as being of high importance: 1) the toxicity effects of antifouling coatings on MHK devices on aquatic resources and 2) the risk of a physical strike encounter between an adult killer whale and an OpenHydro turbine blade. The screening-level assessment of antifouling paints and coatings was conducted for two case studies: the Snohomish County Public Utility District No. 1 (SnoPUD) tidal turbine energy project in Admiralty Inlet, Puget Sound, Washington, and the Ocean Power Technologies (OPT) wave buoy project in Reedsport, Oregon. Results suggest minimal risk to aquatic biota from antifouling coatings used on MHK devices deployed in large estuaries or open ocean environments. Efforts under this Partnership in Phase I are organized into four areas: (1) Evaluation of sources and carbon sequestration sinks that will be used to determine the location of pilot demonstrations in Phase II; (2) Development of GIS-based reporting framework that links with national networks; (3) Design of an integrated suite of monitoring, measuring, and verification technologies, market-based opportunities for carbon management, and an economic/risk assessment framework (referred to below as the Advanced Concepts component of the Phase I efforts); and (4) Initiation of a comprehensive education and outreach program. As a result of the Phase I activities, the groundwork is in place to provide an assessment of storage capabilities for CO{sub 2} utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that complements the ongoing DOE research agenda in Carbon Sequestration. The geology of the Big Sky Carbon Sequestration Partnership Region is favorable for the potential sequestration of enormous volume of CO{sub 2}. The United States Geological Survey (USGS 1995) identified 10 geologic provinces and 111 plays in the region. These provinces and plays include both sedimentary rock types characteristic of oil, gas, and coal productions as well as large areas of mafic volcanic rocks. Of the 10 provinces and 111 plays, 1 province and 4 plays are located within Idaho. The remaining 9 provinces and 107 plays are dominated by sedimentary rocks and located in the states of Montana and Wyoming. The potential sequestration capacity of the 9 sedimentary provinces within the region ranges from 25,000 to almost 900,000 million metric tons of CO{sub 2}.     The construction of Hungry Horse Dam inundated 125 km of adfluvial trout habitat in the South Fork of the Flathead River and its tributaries, impacting natural fish reproduction and rearing. Rapid residential and commercial growth in the Flathead Watershed now threaten the best remaining habitats and restrict our opportunities to offset natural resource losses. Hydropower development and other land disturbances caused severe declines in the range and abundance of our focal resident fish species, bull trout and westslope cutthroat trout. Bull trout were listed as threatened in 1998 under the Endangered Species Act and westslope cutthroat were petitioned for listing under ESA. Westslope cutthroat are a species of special concern in Montana and a species of special consideration by the Confederated Salish and Kootenai Tribes. The Secure & Protect Fisheries Habitat project follows the logical progression towards habitat restoration outlined in the Hungry Horse Dam Fisheries Mitigation Implementation Plan approved by the NWPPC in 1993. This project is also consistent with the 2000 Fish and Wildlife Program and the Flathead River Subbasin Plan that identifies the protection of habitats for these populations as one of the most critical needs in the subbasin and directs actions to offset habitat losses. The Flathead basin is one of the fastest growing human population centers in Montana. Riparian habitats are being rapidly developed and subdivided, causing habitat degradation and altering ecosystem functions. Remaining critical habitats in the Flathead Watershed need to be purchased or protected with conservation easements if westslope cutthroat and bull trout are to persist and expand within the subbasin. In addition, habitats degraded by past land uses need to be restored to maximize the value of remaining habitats and offset losses caused by the construction of Hungry Horse Dam. Steps have been taken to assure that the GIS-based framework is consistent among types of sinks within the Big Sky Partnership area and with the efforts of other DOE regional partnerships. The Partnership recognizes the critical importance of measurement, monitoring, and verification technologies to support not only carbon trading but all policies and programs that DOE and other agencies may want to pursue in support of GHG mitigation. At the first two Partnership meetings the groundwork was put in place to provide an assessment of capture and storage capabilities for CO{sub 2} utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that would complement the ongoing DOE research. During the third quarter, planning efforts are underway for the next Partnership meeting which will showcase the architecture of the GIS framework and initial results for sources and sinks, discuss the methods and analysis underway for assessing geological and terrestrial sequestration potentials. The meeting will conclude with an ASME workshop. The region has a diverse array of geological formations that could provide storage options for carbon in one or more of its three states. Likewise, initial estimates of terrestrial sinks indicate a vast potential for increasing and maintaining soil C on forested, agricultural, and reclaimed lands.   18. Comprehensive Renewable Energy Feasibility Study for the Makah Indian Tribe

    The purpose of this project was to determine the technical feasibility, economic viability, and potential impacts of installing and operating a wind power station and/or small hydroelectric generation plants on the Makah reservation. The long-term objective is to supply all or a portion of Tribe's electricity from local, renewable energy sources in order to reduce costs, provide local employment, and reduce power outages. An additional objective was for the Tribe to gain an understanding of the requirements, costs, and benefits of developing and operating such plants on the reservation. The Makah Indian Reservation, with a total land area of forty-seven square miles, is located on the northwestern tip of the Olympic Peninsula in Washington State. Four major watersheds drain the main Reservation areas and the average rainfall is over one hundred inches per year. The reservation's west side borders the Pacific Ocean, but mostly consists of rugged mountainous terrain between 500 and 1,900 feet in elevation. Approximately 1,200 tribal members live on the Reservation and there is an additional non-Indian residential population of about 300. Electric power is provided by the Clallam County PUD. The annual usage on the reservation is approximately 16,700 mWh. Project Work Wind Energy--Two anemometer suites of equipment were installed on the reservation and operated for a more than a year. An off-site reference station was identified and used to project long-term wind resource characteristics at the two stations. Transmission resources were identified and analyzed. A preliminary financial analysis of a hypothetical wind power station was prepared and used to gauge the economic viability of installation of a multi-megawatt wind power station. Small Hydroelectric--Two potential sites for micro/small-hydro were identified by analysis of previous water resource studies, topographical maps, and conversations with knowledgeable Makah personnel.
