  2. Emerging Latin American air quality regulation

    SciTech Connect (OSTI)

    Hosmer, A.W.; Vitale, E.M.; Guerrero, C.R.; Solorzano-Vincent, L.

    1998-12-31

Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

Energy Detente's latest international price survey at midyear 1982 showed the average price of premium gasoline had fallen US $0.27 in the 11-month period since their first special report in July 1981. The biggest price drop occurred in Costa Rica, where prices in local currency increased slightly but in US dollars declined US $1.91 - due to the fall of the Colon against the US dollar. The case of Costa Rica exemplifies how the rise of the US dollar influenced the survey findings. Generally, the price drops showed that in several countries fuel prices haven't kept up with inflation and this shows up when prices are expressed in dollars. However, analysis of US prices, and prices in Guatemala where currency is at par with the dollar, shows prices fell (modestly) there too. Prices in Mexico and Venezuela doubled. Ecuador listed the lowest prices in the survey. Also included in this issue are brief energy notes from Mexico and other Latin American countries.

    2004-10-04

This report compiles preliminary information that supports the premise that a repository is needed in Latin America and analyzes the nuclear situation (mainly in Argentina and Brazil) in terms of nuclear capabilities, inventories, and regional spent-fuel repositories. The report is based on several sources and summarizes (1) the nuclear capabilities in Latin America and establishes the framework for the need of a permanent repository, (2) the International Atomic Energy Agency (IAEA) approach for a regional spent-fuel repository and describes the support that international institutions are lending to this issue, (3) the current situation in Argentina in order to analyze the Argentinean willingness to find a location for a deep geological repository, and (4) the issues involved in selecting a location for the repository and identifies a potential location. This report then draws conclusions based on an analysis of this information. The focus of this report is mainly on spent fuel and does not elaborate on other radiological waste sources.

    Cabral, R.

    1986-01-01

Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

    1994-07-01

Countries in this report include Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.

  18. Regional overview of Latin American and Caribbean energy production, consumption, and future growth. Report series No. 1

    SciTech Connect (OSTI)

    Wu, K.

    1994-07-01

The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

A preliminary numerical study on the aerodynamics of a kite wing for high altitude wind power generators is proposed. Tethered kites are a key element of an innovative wind energy technology, which aims to capture energy from the wind at higher altitudes than conventional wind towers. We present the results obtained from three-dimensional finite volume numerical simulations of the steady air flow past a three-dimensional curved rectangular kite wing (aspect ratio equal to 3.2, Reynolds number equal to 3x10^6). Two angles of incidence -- a standard incidence for the flight of a tethered airfoil (6{\\deg}) and an incidence close to the stall (18{\\deg}) -- were considered. The simulations were performed by solving the Reynolds Averaged Navier-Stokes flow model using the industrial STAR-CCM+ code. The overall aerodynamic characteristics of the kite wing were determined and compared to the aerodynamic characteristics of the flat rectangular non twisted wing with an identical aspect ratio and section (Clark Y profil...

    1996-06-01

Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. This report is no more than a first step down the road.

    G. Moreno's abstract depiction of the Sedenions' normed zero-divisors, as homomorphic to the exceptional Lie group G2, is fleshed out by exploring further structures the A-D-E approach of Lie algebraic taxonomy keeps hidden. A breakdown of table equivalence among the half a trillion multiplication schemes the Sedenions allow is found; the 168 elements of PSL(2,7), defining the finite projective triangle on which the Octonions' 480 equivalent multiplication tables are frequently deployed, are shown to give the exact count of primitive unit zero-divisors in the Sedenions. (Composite zero-divisors, comprising all points of certain hyperplanes of up to 4 dimensions, are also determined.) The 168 are arranged in point-set quartets along the 42 Assessors (pairs of diagonals in planes spanned by pure imaginaries, each of which zero-divides only one such diagonal of any partner Assessor). These quartets are multiplicatively organized in systems of mutually zero-dividing trios of Assessors, a D4-suggestive 28 in number, obeying the 6-cycle crossover logic of trefoils or triple zigzags. 3 trefoils and 1 zigzag determine an octahedral vertex structure we call a box-kite -- seven of which serve to partition Sedenion space. By sequential execution of proof-driven production rules, a complete interconnected box-kite system, or Seinfeld production (German for field of being; American for 1990's television's Show About Nothing), can be unfolded from an arbitrary Octonion and any (save for two) of the Sedenions. Indications for extending the results to higher dimensions and different dynamic contexts are given in the final pages.

    2007-07-09

The effects of genetic knowledge beyond the scientific community depend on processes of social construction of risks and benefits, or perils and possibilities, which are different in different communities. In a globalized world, new developments affect societies not capable of technically replicating them and unaware of the very nature of the scientific process. Moral and legal consequences, however, diffuse rapidly and involve groups and persons with scant or no knowledge about the way scientific concepts are developed or perfected. Leading genomics researchers view their field as developing after a sharp break with that worldwide social movement of the 20´s and 30´s known as eugenics and its most radical expression in the Nazi efforts to destroy life “not worth living”. Manipulation, prejudice and mistrust, however, pervade non-expert accounts of current research. Researchers claim that the new knowledge will have a positive impact on medicine and serve as a foundation for informed social policy. Both types of applications depend on informed communities of non-scientists (physicians, policymakers), whose members may well differ on what constitutes burden and what is benefit, depending upon professional socialization and cultural bias. ELSI projects associated with genomic research are notable for the lack of minorities involved and for the absence of comparative analysis of data reception in different world communities. It may be contended also that the critical potential of philosophical or ethical analyses is reduced by their being situated within the scientific process itself and carried out by members of the expert community, thus reducing independence of judgment. The majority of those involved in such studies, by tradition, experience, and formative influences, share the same worldview about the nature of moral dilemmas or the feasibility of intended applications. The global effects of new knowledge when combined with other cultural or religious traditions are thus unknown. These effects are interesting on two accounts. First, even if underdeveloped countries cannot replicate the technical aspects of research, their influence on social practices is not kept within geographical or language barriers. The way they are handled in developed countries may become part of resistances to “ethical imperialism”. Second, these advances have economic consequences. Their full understanding and the creation of a scientific literacy essential for sound ethical analysis demand the creation of “receptive capacity” in developing countries. The morality of genomics research and its applications can be analyzed from two main vantage points. Some traditions stress the ethics of convictions (in Max Weber´s terms, Gesinnungsethik) while others rely on the ethics of responsibility (Verantwortungsethik). In different forms, the latter deals with the consequences of social action, scientific research in this case, and may or may not be related to utilitarian considerations. It may be hypothesized that convictions, mostly of a religious nature, dominate the argumentative preferences in Latin countries and continental European traditions which rely on virtues while responsibility is associated with a discourse based on rights prevalent in countries following the Anglo-Saxon pattern of thought. This finds expression in different legal systems (common law versus codes) and in the language used for deliberation and moral reasoning. Although results of US-based ELSI research may not be transferable to other cultural and economic contexts, they impact other societies and serve as models. Rarely do they apply completely in other settings. In a globalized world, both appropriate understanding of the scientific enterprise and its ethical or economic sustainability demand empirical analysis of the patterns of thought, main beliefs, and reactions toward the new knowledge and its applications. Anecdotal accounts show that expectations may be misleading and inadequate knowledge prevents appropriate appraisal of burdens and benefits in dif

The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work. The author`s intention here today is to describe things as they are, not as they might be, to tell about what is already happening in the sphere of business and growth of the economies in Latin America.

In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

    2010-04-15

Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.

Over 350 oil discoveries were made in Latin America during the 1980s. About 12% are estimated to contain reserves greater than 100 MMBO. Several of the larger finds (>500 MMBO), such as Cusiana (Colombia), Furrial/Musipan (Venezuela), Cano Lima (Colombia) and Marlim (Brazil) represent an important part of the giant field found worldwide since 1980. Most of the larger discoveries were made by national oil companies in Venezuela, Mexico and Brazil. Undiscovered oil resources of 40-80 BBO are estimated to remain in the highest potential Latin American basins, including those in Mexico, based on historical field size data and current geological knowledge. Over 150 BBO of produced oil and proven reserves has been found in the same group of basins. The probability of finding large undiscovered oil and gas fields (>100 MMBOE) in selected established and mature Latin American basins is high. The Campos (Brazil), Llanos (Colombia), Magadalena (Colombia), Maracaibo (Venezuela), Marahon-Oriente-Putomayo (Peru-Ecuador-Colombia), Maturin (Venezuela), Reforma-Campeche (Mexico) and Ucayali (Peru) basins have the best possibility for such accumulations. Another tier of frontier and emerging basins may also contain significant resources, but limited data makes it difficult to estimate their undiscovered resources. Some of the higher potential basins in this group include the Sierra de Chiapas (Mexico/Guatemala), Huallaga (Peru), Yucatan (Mexico), Sabinas, and Burgos (Mexico) basins.

The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration. The high level of regional integration in the scientific community reached thanks to this kind of major projects, has led to the recent formation of the CLES (Consorcio Latinoamericano de Experimentos Subterr\\'{a}neos). A procedure for extending the size of a Latin hypercube sample (LHS) with rank correlated variables is described and illustrated. The extension procedure starts with an LHS of size m and associated rank correlation matrix C and constructs a new LHS of size 2m that contains the elements of the original LHS and has a rank correlation matrix that is close to the original rank correlation matrix C. The procedure is intended for use in conjunction with uncertainty and sensitivity analysis of computationally demanding models in which it is important to make efficient use of a necessarily limited number of model evaluations.

The management of spent sealed sources is considered by the International Atomic Energy Agency (IAEA) one of the greatest challenges faced by nuclear authorities today, especially in developing countries. One of the Agency`s initiatives to tackle this problem is the Spent Radium Sources Conditioning Project, a worldwide project relying on the regional co-operation between countries. A team from the Brazilian nuclear research institute Centro de Desenvolvimento da Tecnologia Nuclear (CDTN) was chosen as the expert team to carry out the operations in Latin America; since December 1996 radium sources have been safely conditioned in Uruguay, Nicaragua, Guatemala, Ecuador and Paraguay. A Quality Assurance Program was established, encompassing the qualification of the capsule welding process, written operational procedures referring to all major steps of the operation, calibration of monitors and information retrievability. A 200L carbon steel drum-based packaging concept was used to condition the sources, its cavity being designed to receive the lead shield device containing stainless steel capsules with the radium sources. As a result of these operations, a total amount of 2,897 mg of needles, tubes, medical applicators, standard sources for calibration, lightning rods, secondary wastes and contaminated objects were stored in proper conditions and are now under control of the nuclear authorities of the visited countries.

  18. RECENT DEVELOPMENTS OF THE IRIS PROJECT OF INTEREST FOR LATIN AMERICA

    SciTech Connect (OSTI)

    Carelli, M.D.; Petrovic, B.

    2004-10-03

The IRIS (International Reactor Innovative and Secure) reactor design is being developed by an international consortium of 21 organizations from ten countries, including three members from Brazil and one from Mexico. This reflects the interest that Latin America has for a project which addresses the energy needs of the region. Presented here are some of the most recent developments in the IRIS project. The project's highest priority is the current pre-application licensing with the US NRC, which has required an investigation of the major accident sequences and a preliminary probabilistic risk assessment (PRA). The results of the accident analyses confirmed the outstanding inherent safety of the IRIS configuration and the PRA analyses indicated a core damage frequency due to internal events of the order of 2E-8. This not only highlights the enhanced safety characteristic of IRIS which should enhance its public acceptance, but it has also prompted IRIS to consider the possibility of being licensed without the need for off-site emergency response planning which would have a very positive economic implication. The modular IRIS, with each module rated at {approx} 335 MWe, is of course an ideal size for developing countries as it allows to easily introduce a moderate amount of power on limited electric grids. IRIS can be deployed in single modules in regions only requiring a few hundred MWs or in multiple modules deployed successively at time intervals in large urban areas requiring a larger amount of power increasing with time. IRIS is designed to operate ''hands-off'' as much as possible, with a small crew, having in mind deployment in areas with limited infrastructure. Thus IRIS has a 48-months maintenance interval, long refueling cycles in excess of three years, and is designed to increase as much as possible operational reliability. For example, the project has recently adopted internal control rod drive mechanisms to eliminate vessel head penetrations and the possibility of corrosion cracking as in Davis-Besse and other plants. Latin America, as many other regions on the earth, needs water as much as electricity. IRIS has developed a water desalination co-generation design which can employ a variety of processes as dictated by local and economic conditions. Applications to the arid Brazilian Nord-Este and Mexican Nord-Oeste are being considered.

    1980-03-01

The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    1986-07-01

During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    Busche, S.; Conrad, M.; Funk, K.; Kandt, A.; McNutt, P.

    2011-09-01

This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

  4. On the flight of an American Football

    E-Print Network [OSTI]

    Curtis Horn; Heidi Fearn

    2007-06-04

In this paper we examine the detailed theory of the American football in flight, with spin and air resistance included. We find the theory has much in common with the theory of a gyroscope and also rocket trajectory with a misaligned thruster. Unfortunately most of the air resistance data, for rocketry and ballistics, is for speeds of Mach 1 or higher, where the air resistance increases dramatically. We shall approximate a realistic air resistance, at the slower speeds of football flight, with a drag force proportional to cross sectional area and either $v$ or $v^2$, depending on speed, where $v$ is velocity of the football. We begin with a discussion of the motion, giving as much detail as possible without the use of complex analytic calculations. We point out the previous errors made with moments of inertia and make the necessary corrections for more accurate results. We show that the shape of an American football closely resembles a parabola of revolution.

This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group`s findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

  14. Technology, enterprise, and American economic growth

    SciTech Connect (OSTI)

    Lewis, J.D.

    1982-03-05

America may have once led the world in economic development based on technology, but US firms are no longer matching foreign competitors in either the domestic or world markets. Mr. Lewis feels that much of the US supremacy was a post-war phenomenon due to European refugee scientists. Economic and technological strength are more fundamental than deregulation, low expenditures for research and development, lack of capital and long-range planning, and other arguments that, if reversed, would revitalize American industry. The author reviews the relationship of technology and economic growth, pointing out that Japanese industry has faced many of the same problems with different behavior patterns. The variations in behavior due to differences in social values, priorities, and attitudes affect individual performance and response to innovation. Inflation increases the pressure for short-term gains and encourages analytical management. Mr. Lewis thinks that, for international competition to move Americans to develop a sense of common interest between labor and management and producer and consumer, industry must lead the effort to unmask the adversarial barriers to mutual trust. 52 references, 1 figure, 3 tables. 1999-04-27

This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    Rusco, E.R.

    1991-10-01

Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.
