    Ceiling fans contribute significantly to residential electricity consumption, especially in developing countries with warm climates. The paper provides analysis of costs and benefits of several options to improve the efficiency of ceiling fans to assess the global potential for electricity savings and green house gas (GHG) emission reductions. Ceiling fan efficiency can be cost-effectively improved by at least 50% using commercially available technology. If these efficiency improvements are implemented in all ceiling fans sold by 2020, 70 terawatt hours per year could be saved and 25 million metric tons of carbon dioxide equivalent (CO2-e) emissions per year could be avoided, globally. We assess how policies and programs such as standards, labels, and financial incentives can be used to accelerate the adoption of efficient ceiling fans in order to realize potential savings.

    This paper presents general guidance on designing for thermal comfort in combined chilled ceiling/displacement ventilation environments. Thermal comfort measurements involving 184 human subjects were carried out in a laboratory-based test room, constructed to resemble a normal office and equipped with a combined chilled ceiling and wall-mounted displacement ventilation system. Room characterization tests revealed that the chilled ceiling has a detrimental effect upon displacement flow, suppressing the stratified boundary layer at ceiling temperatures of 18 C--21 C and destroying displacement flow all together at low ceiling temperatures (14 C--16 C). Reduction in ceiling temperature was found to increase local air velocities at heights of 0.1 m and 1.1 m above the floor, showing further evidence of mixing, though there was an insignificant effect on local discomfort due to draft, as measured by subjective responses and by draft rating assessment. ISO Standard 7730 (1995) is shown to be valid, without modification, for predicting the thermal comfort of sedentary occupants performing office work in combined chilled ceiling/displacement ventilation environments. The vertical radiant asymmetry induced by a cooled ceiling does not significantly affect the thermal comfort of desk-seated occupants; this, together with relative humidity, is shown to require no additional comfort-related design limitations beyond those already in the literature and beyond the prevention of ceiling surface condensation.

    The National Research Council recommended the use of the ceiling principle in forensic applications of DNA testing on the grounds that the ceiling principle was believed to be [open quotes]conservative,[close quotes] giving estimates greater than or equal to the actual genotype frequencies in the appropriate reference population. The authors show here that the ceiling principle can fail to be conservative in a population with two subpopulations and two loci, each with two alleles at Hardy-Weinberg equilibrium, if there is some linkage disequilibrium between loci. They also show that the ceiling principle can fail in a population with two subpopulations and a single locus with two alleles if Hardy-Weinberg equilibrium does not hold. They given explicit analytical formulas to describe when the ceiling principle fails. By showing that the ceiling principle is not always mathematically reliable, this analysis gives users of the ceiling principle the responsibility of demonstrating that it is conservative for the particular data with which it is used. Reanalysis of VNTR data bases of the FBI provides compelling evidence of two-locus associations within three major ethnic groups (Caucasian, black, and Hispanic) in the United States, even though the loci tested are located on different chromosomes. Before the ceiling principle is implemented, more research should be done to determine whether it may be violated in practice. 19 refs., 5 tabs.

    A new initiative has been implemented at the Sunshine Hospital Radiation Therapy Centre, to provide a calming and comforting environment for patients attending radiation therapy treatment. As part of this initiative, the department's computed tomography (CT) room and radiation therapy bunkers were designed to incorporate ceiling art that replicates a number of different visual scenes. The study was undertaken to determine if ceiling art in the radiation therapy treatment CT and treatment bunkers had an effect on a patient's experience during treatment at the department. Additionally, the study aimed to identify which of the visuals in the ceiling art were most preferred by patients. Patients were requested to complete a 12-question survey. The survey solicited a patient's opinion/perception on the unit's unique ceiling display with emphasis on aesthetic appeal, patient treatment experience and the patient's engagement due to the ceiling display. The responses were dichotomised to ‘positive’ or ‘negative’. Every sixth patient who completed the survey was invited to have a general face-to-face discussion to provide further information about their thoughts on the displays. The results demonstrate that the ceiling artwork solicited a positive reaction in 89.8% of patients surveyed. This score indicates that ceiling artwork contributed positively to patients’ experiences during radiation therapy treatment. The study suggests that ceiling artwork in the department has a positive effect on patient experience during their radiation therapy treatment at the department.

    Radiant cooling systems are proving to be an energy efficient solution due to higher thermal capacity of cooling fluid especially for the buildings that require individual zone controls and where the latent loads are moderate. The Conventional air conditioners work at very low temperature i.e.5-8 c (refrigerant evaporator inlet) while the radiant cooling systems, also referred as high temperature cooling system, work at high temperatures i.e. 14-18 c. The radiant cooling systems can maintain lower MRT (Mean Radiant Temperature) as ceiling panels maintain uniform temperature gradient inside room and provide higher human comfort. The radiant cooling systems are relatively new systems and their operation and energy savings potential are not quantified for a large number of buildings and operational parameters. Moreover, there are only limited numbers of whole building simulation studies have been carried out for these systems to have a full confidence in the capability of modelling tools to simulate these systems and predict the impact of various operating parameters. Theoretically, savings achieve due to higher temperature set point of chilled water, which reduces chiller-running time. However, conventional air conditioner runs continuously to maintain requisite temperature. In this paper, experimental study for performance evaluation of radiant cooling system carried out on system installed at Malaviya National Institute of Technology Jaipur. This paper quantifies the energy savings opportunities and effective temperature by radiant cooling system at different chilled water flow rates and temperature range. The data collected/ analysed through experimental study will used for calibration and validation of system model of building prepared in building performance simulation software. This validated model used for exploring optimized combinations of key parameters for composite climate. These optimized combinations will used in formulation of radiant cooling system operations control strategy.

    Forced air distribution systems (duct systems) typically are installed out of sight for aesthetic reasons, most often in unconditioned areas such as an attic or crawlspace. Any leakage of air to or from the duct system (duct leakage) in unconditioned space not only loses energy, but impacts home and equipment durability and indoor air quality. An obvious solution to this problem is to bring the duct system into the interior of the house, either by sealing the area where the ducts are installed (sealed attic or crawlspace) or by building an interior cavity or chase above the ceiling plane (raised ceiling or fur-up chase) or below the ceiling plane (dropped ceiling or fur-down) for the duct system. This case study examines one Building America builder partner's implementation of an inexpensive, quick and effective method of building a fur-down or dropped ceiling chase.

    A history of the solar garden with the addition of the transparent water ceiling is presented, and a statement of the overall goals of the program is given. The objectives of the water ceiling grant are detailed. The rationale of the transparent water ceiling is developed and its implementation in the solar garden is described. The experimental procedures for evaluating the water ceiling as an integral part of an ongoing garden agricultural experiment are discussed and the results presented. The water ceiling has proven useful in providing extra thermal capacity to the solar garden. It provides heat at night after the water has been warmed during the day and retards overheating in the daytime by absorbing infrared energy into the water. In growing non-flowering plants, such as lettuce and Chinese cabbage, the water ceiling showed no noticeable degradation in yield or maturation rate. In flowering plants, such as tomatoes, the reduced light levels delayed yields by a couple of weeks but the total yield was only slightly diminished. In geographic areas where there is less cloud cover than in Michigan the water ceiling could be much more effective.

    A portable and temporary wireless mesh assessment kit can be used to speed up and reduce the costs of a data center energy use assessment and overcome the issues with respect to shutdowns. The assessment kit is comprised of temperature, relative humidity, and pressure sensors. Also included are power meters that can be installed on computer room air conditioners (CRACs) without intrusive interruption of data center operations. The assessment kit produces data required for a detailed energy assessment of the data center.

    A decontamination formulation and method of making that neutralizes the adverse health effects of both chemical and biological compounds, especially chemical warfare (CW) and biological warfare (BW) agents, and toxic industrial chemicals. The formulation provides solubilizing compounds that serve to effectively render the chemical and biological compounds, particularly CW and BW compounds, susceptible to attack, and at least one reactive compound that serves to attack (and detoxify or kill) the compound. The formulation includes at least one solubilizing agent, a reactive compound, a sorbent additive, and water. A highly adsorbent sorbent additive (e.g., amorphous silica, sorbitol, mannitol, etc.) is used to "dry out" one or more liquid ingredients into a dry, free-flowing powder that has an extended shelf life, and is more convenient to handle and mix in the field. The formulation can be pre-mixed and pre-packaged as a multi-part kit system, where one or more of the parts are packaged in a powdered, granulated form for ease of handling and mixing in the field.

    The U.S. Environmental Protection Agency (EPA) grants Certificates of Conformity for alternative fuel conversion systems and also offers other forms of premarket registration of conversion kits for use in vehicles more than two model years old. Use of alternative fuels such as ethanol, natural gas, and propane are encouraged by the Energy Policy Act of 1992. Several original equipment manufacturers (OEMs) produce emissions-certified vehicles capable of using alternative fuels, and several alternative fuel conversion system manufacturers produce EPA-approved conversion systems for a variety of alternative fuels and vehicle types. To date, only one manufacturer (Flex Fuel U.S.) has received EPA certifications for ethanol fuel (E85) conversion kits. This report details an independent evaluation of a vehicle with a legal installation of a Flex Fuel U.S. conversion kit. A 2006 Dodge Charger was baseline tested with ethanol-free certification gasoline (E0) and E20 (gasoline with 20 vol % ethanol), converted to flex-fuel operation via installation of a Flex Box Smart Kit from Flex Fuel U.S., and retested with E0, E20, E50, and E81. Test cycles included the Federal Test Procedure (FTP or city cycle), the highway fuel economy test (HFET), and the US06 test (aggressive driving test). Averaged test results show that the vehicle was emissions compliant on E0 in the OEM condition (before conversion) and compliant on all test fuels after conversion. Average nitrogen oxide (NOx) emissions exceeded the Tier 2/Bin 5 intermediate life NO{sub X} standard with E20 fuel in the OEM condition due to two of three test results exceeding this standard [note that E20 is not a legal fuel for non-flexible-fuel vehicles (non-FFVs)]. In addition, one E0 test result before conversion and one E20 test result after conversion exceeded the NOX standard, although the average result in these two cases was below the standard. Emissions of ethanol and acetaldehyde increased with increasing ethanol, while nonmethane organic gas and CO emissions remained relatively unchanged for all fuels and cycles. Higher fraction ethanol blends appeared to decrease NO{sub X} emissions on the FTP and HFET (after conversion). As expected, fuel economy (miles per gallon) decreased with increasing ethanol content in all cases.

    This report gives documentation for using MeshKit’s Reactor Geometry (and mesh) Generator (RGG) GUI and also briefly documents other algorithms and tools available in MeshKit. RGG is a program designed to aid in modeling and meshing of complex/large hexagonal and rectilinear reactor cores. RGG uses Argonne’s SIGMA interfaces, Qt and VTK to produce an intuitive user interface. By integrating a 3D view of the reactor with the meshing tools and combining them into one user interface, RGG streamlines the task of preparing a simulation mesh and enables real-time feedback that reduces accidental scripting mistakes that could waste hours of meshing. RGG interfaces with MeshKit tools to consolidate the meshing process, meaning that going from model to mesh is as easy as a button click. This report is designed to explain RGG v 2.0 interface and provide users with the knowledge and skills to pilot RGG successfully. Brief documentation of MeshKit source code, tools and other algorithms available are also presented for developers to extend and add new algorithms to MeshKit. RGG tools work in serial and parallel and have been used to model complex reactor core models consisting of conical pins, load pads, several thousands of axially varying material properties of instrumentation pins and other interstices meshes.

The kit consists of two tools: structure mapping and Boltzmann inversion tools. The aim of the first tool is to define a molecular mapping from high, e.g. all-atom, to low, i.e. coarse-grained, resolution. Using a graphical user interface it generates input files, which are compatible with standard coarse-graining packages, e.g. VOTCA and DL_CGMAP. Our second tool generates effective potentials for coarse-grained simulations preserving the structural properties, e.g. radial distribution functions, of the underlying higher resolution model. The required distribution functions can be provided by any simulation package. Simulations are performed on a local machine and only the distributions are uploaded to the server. The applicability of the toolkit is validated by mapping atomistic pentane and polyalanine molecules to a coarse-grained representation. Effective potentials are derived for systems of TIP3P (transferable intermolecular potential 3 point) water molecules and salt solution.     The present invention is directed toward a kit for microbial reduction of a technetium compound to form other compounds of value in medical imaging. The technetium compound is combined in a mixture with non-growing microbial cells which contain a technetium-reducing enzyme system, a stabilizing agent and an electron donor in a saline solution under anaerobic conditions. The mixture is substantially free of an inorganic technetium reducing agent and its reduction products. The resulting product is Tc of lower oxidation states, the form of which can be partially controlled by the stabilizing agent. It has been discovered that the microorganisms Shewanella alga, strain Bry and Shewanella putrifacians, strain CN-32 contain the necessary enzyme systems for technetium reduction and can form both mono nuclear and polynuclear reduced Tc species depending on the stabilizing agent.

    SwRI was contracted by NREL to evaluate three LPG conversion kits on a Chevrolet Lumina. The objective of the project was to measure the Federal Test Procedure (FTP) emissions and fuel economy of these kits, and compare their performance to gasoline-fueled operation and to each other. Varying LPG fuel blends allowed a preliminary look at the potential for fuel system disturbance. The project required kit installation and adjustment according to manufacturer`s instructions. A limited amount of trouble diagnosis was also performed on the fuel systems. A simultaneous contract from the Texas Railroad Commission, in cooperation with NREL, provided funds for additional testing with market fuels (HD5 propane and industry average gasoline) and hydrocarbon (HC) emissions speciation to determine the ozone-forming potential of LPG HC emissions. This report documents the procurement, installation, and testing of these LPG conversion kits.

    The Residential Lead-Based Paint Hazard Reduction Act (Title X) requires abatement and management of lead-based paint. The purpose of this study was to evaluate three chemical screening test kits using materials and methods from one study and subjecting the results to the statistical analysis of another. The three kits were used to predict the presence of lead in paint at ten weight concentrations from 0.04 to 3.97%. Paint was applied to four wood boards yielding a sample size of 40. Four boards were painted with lead-free paint and used as blanks. All of the boards were tested with the three test kits by an untrained individual having no knowledge of the actual lead content. Sensitivity, specificity, and false positive and negative rates were calculated for the test kit results. The manufactures` detection limits, the observed sensitivity ranged from 1.00 to 0.80, specificity ranged from 1.00 to 0.42, false positive ranged from 0 to 58%, and false negatives ranged from 0 to 20%. At the 0.5% Federal threshold level, the observed sensitivity ranged from 1.00 to 0.94, specificity ranged from 1.00 to 0.5, false positives ranged from 0 to 11.1%, and false negatives ranged from 0 to 20%. The observed false positive and false negative rates for all three kits were found to be significantly lower than those reported in a previous study. These results indicate that the kits perform very well at the Federal threshold, with two of the kits having false negative rates below 12.5% and false positive rates of 3.13%. These results indicate that these two kits would probably be acceptable screening tests for lead in paint.

    KIT-6 molecular sieve was used as a support to prepare cobalt catalyst for Fischer-Tropsch synthesis (FTS) using an incipient wetness impregnation method to produce cobalt loadings of 15 and 25 wt%. The catalysts were characterized by BET surface area, X-ray diffraction, scanning transmission election microscopy (STEM), extended X-ray absorption fine spectroscopy and X-ray absorption near edge spectroscopy. The catalytic properties for FTS were evaluated using a 1L CSTR reactor. XRD, pore size distribution, and STEM analysis indicate that the KIT-6 mesostructure remains stable during and after cobalt impregnation and tends to form smaller cobalt particles, probably located inside the mesopores. The mesoporous KIT-6 exhibited a slightly higher cobalt dispersion compared to amorphous SiO{sub 2} supported catalyst. With the higher Co loading (25 wt%) on KIT-6, partial structural collapse was observed after the FTS reaction. Compared to an amorphous SiO{sub 2} supported cobalt catalyst, KIT-6 supported cobalt catalyst displayed higher methane selectivity at a similar Co loading, likely due to diffusion effects.

    A method and sample kit for the preparation of .sup.99m Tc-labeled red blood cells in a closed, sterile system. A partially evacuated tube, containing a freeze-dried stannous citrate formulation with heparin as an anticoagulant, allows whole blood to be automatically drawn from the patient. The radioisotope is added at the end of the labeling sequence to minimize operator exposure. Consistent 97% yields in 20 minutes are obtained with small blood samples. Freeze-dried kits have remained stable after five months.

    MeshKit uses a graph-based design for coding all its meshing algorithms, which includes the Reactor Geometry (and mesh) Generation (RGG) algorithms. This report highlights the developmental updates of all the algorithms, results and future work. Parallel versions of algorithms, documentation and performance results are reported. RGG GUI design was updated to incorporate new features requested by the users; boundary layer generation and parallel RGG support were added to the GUI. Key contributions to the release, upgrade and maintenance of other SIGMA1 libraries (CGM and MOAB) were made. Several fundamental meshing algorithms for creating a robust parallel meshing pipeline in MeshKit are under development. Results and current status of automated, open-source and high quality nuclear reactor assembly mesh generation algorithms such as trimesher, quadmesher, interval matching and multi-sweeper are reported.

    A method for detecting the presence of a target nucleotide or sequence of nucleotides in a nucleic acid is disclosed. The method is comprised of forming an oligonucleotide labeled with two fluorophores on the nucleic acid target site. The doubly labeled oligonucleotide is formed by addition of a singly labeled dideoxynucleoside triphosphate to a singly labeled polynucleotide or by ligation of two singly labeled polynucleotides. Detection of fluorescence resonance energy transfer upon denaturation indicates the presence of the target. Kits are also provided. The method is particularly applicable to genotyping.

A purified rose bengal tablet is stirred into acidified ethanol at or near room temperature, until a suspension forms.     Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    Relocatable classrooms (RCs) are widely employed by California school districts to satisfy rapidly expanding space requirements due to population growth and class size reduction policies. There is public concern regarding indoor environmental quality (IEQ) in schools, particularly in RCs, but very little data to support or dispel these concerns. Several studies are investigating various aspects of IEQ in California schools. This laboratory-based study focused on evaluating the emissions of toxic and/or odorous volatile organic compounds (VOCs), including formaldehyde and acetaldehyde, from materials used to finish the interiors of new RCs. Furthermore, the study implemented a procedure for VOC source reduction by testing and selecting lower-emitting materials as substitutes for standard materials. In total, 17 standard and alternate floor coverings, wall panels and ceiling panels were quantitatively tested for emissions of VOCs using smallscale environmental chambers. Working with the largest northern California manufacturer of conventional RCs and two school districts, specifications were developed for four new RCs to be produced in early summer 2001. Two of these will be predominantly finished with standard materials. Alternate carpet systems, an alternate wall panel covering and an alternate ceiling panel were selected for the two other RCs based on the results of the laboratory study and considerations of cost and anticipated performance and maintenance. Particular emphasis was placed on reducing the concentrations of VOCs on California agency lists of toxic compounds. Indoor concentrations of toxic and odorous VOCs were estimated for the four classrooms by mass balance using the measured VOC emission factors, exposed surface areas of the materials in the RCs, and three ventilation rate scenarios. Results indicate that reductions in the concentrations of formaldehyde, acetaldehyde phenol, di(ethylene glycol) butyl ether, vinyl acetate, 1,2,4-trimethylbenzene and 1-methyl-2-pyrrolidinone should be achieved as the result of the source reduction procedure.

    As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This was one of several demonstrations of new and underutilized commercial energy efficiency technologies. The consistent year-round demand for air conditioning and dehumidification in Hawaii provides an advantageous demonstration location for advanced rooftop control (ARC) retrofit kits to packaged rooftop units (RTUs). This report summarizes the field demonstration of ARCs installed on nine RTUs serving a 70,000-ft2 exchange store (large retail) and two RTUs, each serving small office buildings located on Joint Base Pearl Harbor-Hickam (JBPHH).

    The effects of military-authorized activities on San Joaquin kit fox (Vulpes velox macrotis) were investigated at Camp Roberts Army National Guard Training Site from 1988 to 1991. Military-authorized activities included military training exercises, facilities maintenance, new construction, controlled burning, livestock grazing, and public-access hunting. Positive effects of the military included habitat preservation, preactivity surveys, and natural resources management practices designed to conserve kit foxes and their habitat. Perceived negative effects such as entrapment in dens, shootings during military exercises, and accidental poisoning were not observed. Foxes were observed in areas being used simultaneously by military units. Authorized activities were known to have caused the deaths of three of 52 radiocollared foxes recovered dead: one became entangled in concertina wire, one was believed shot by a hunter, and one was struck by a vehicle. Entanglement in communication wire may have contributed to the death of another radiocollared fox that was killed by a predator. Approximately 10% of kit fox dens encountered showed evidence of vehicle traffic, but denning sites did not appear to be a limiting factor for kit foxes.

A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample. An aspirator tube, connected to a vacuum, draws the upper layer of solution from the beaker through a filter and into another beaker. This beaker can thereafter be removed for analysis of the solution.     The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    Following the end of the Cold War, the mission of Rocky Flats Environmental Technology Site changed from production of nuclear weapons to cleanup. Authorization baseis documents for the facilities, primarily the Final Safety Analysis Reports, are being replaced with new ones in which accident scenarios are sorted into coarse bins of consequence and frequency, similar to the approach of DOE-STD-3011-94. Because this binning does not require high precision, a standardized approach for radiological dose evaluations is taken for all the facilities at the site. This is done through a standard calculation ``template`` for use by all safety analysts preparing the new documents. This report describes this template and its use.

    Purpose: In this work, we have tested the performance of new respiratory gating solutions for Elekta linacs. These solutions include the Response gating and the C-RAD Catalyst surface mapping system.Verification measurements have been performed for a series of clinical cases. We also examined the beam on latency of the system and its impact on delivery efficiency. Methods: To verify the benefits of tighter gating windows, a Quasar Respiratory Motion Platform was used. Its vertical-motion plate acted as a respiration surrogate and was tracked by the Catalyst system to generate gating signals. A MatriXX ion-chamber array was mounted on its longitudinal-moving platform. Clinical plans are delivered to a stationary and moving Matrix array at 100%, 50% and 30% gating windows and gamma scores were calculated comparing moving delivery results to the stationary result. It is important to note that as one moves to tighter gating windows, the delivery efficiency will be impacted by the linac's beam-on latency. Using a specialized software package, we generated beam-on signals of lengths of 1000ms, 600ms, 450ms, 400ms, 350ms and 300ms. As the gating windows get tighter, one can expect to reach a point where the dose rate will fall to nearly zero, indicating that the gating window is close to beam-on latency. A clinically useful gating window needs to be significantly longer than the latency for the linac. Results: As expected, the use of tighter gating windows improved delivery accuracy. However, a lower limit of the gating window, largely defined by linac beam-on latency, exists at around 300ms. Conclusion: The Response gating kit, combined with the C-RAD Catalyst, provides an effective solution for respiratorygated treatment delivery. Careful patient selection, gating window design, even visual/audio coaching may be necessary to ensure both delivery quality and efficiency. This research project is funded by Elekta.

  15. Development of a Fan-Filter Unit Test Standard, LaboratoryValidations, and its Applications across Industries

    Lawrence Berkeley National Laboratory (LBNL) is now finalizing the Phase 2 Research and Demonstration Project on characterizing 2-foot x 4-foot (61-cm x 122-cm) fan-filter units in the market using the first-ever standard laboratory test method developed at LBNL.[1][2][3] Fan-filter units deliver re-circulated air and provide particle filtration control for clean environments. Much of the energy in cleanrooms (and minienvironments) is consumed by 2-foot x 4-foot (61-cm x 122-cm) or 4-foot x 4-foot (122-cm x 122-cm) fan-filter units that are typically located in the ceiling (25-100% coverage) of cleanroom controlled environments. Thanks to funding support by the California Energy Commission's Industrial Program of the Public Interest Energy Research (PIER) Program, and significant participation from manufacturers and users of fan-filter units from around the world, LBNL has developed and performed a series of standard laboratory tests and reporting on a variety of 2-foot x 4-foot (61-cm x 122-cm) fan-filter units (FFUs). Standard laboratory testing reports have been completed and reported back to anonymous individual participants in this project. To date, such reports on standard testing of FFU performance have provided rigorous and useful data for suppliers and end users to better understand, and more importantly, to quantitatively characterize performance of FFU products under a variety of operating conditions.[1] In the course of the project, the standard laboratory method previously developed at LBNL has been under continuous evaluation and update.[2][3] Based upon the updated standard, it becomes feasible for users and suppliers to characterize and evaluate energy performance of FFUs in a consistent way.

    The present invention relates to means for the detection and characterization of nucleic acid sequences, as well as variations in nucleic acid sequences. The present invention also relates to methods for forming a nucleic acid cleavage structure on a target sequence and cleaving the nucleic acid cleavage structure in a site-specific manner. The structure-specific nuclease activity of a variety of enzymes is used to cleave the target-dependent cleavage structure, thereby indicating the presence of specific nucleic acid sequences or specific variations thereof.     A microfabricated ion frequency standard (i.e. an ion clock) is disclosed with a permanently-sealed vacuum package containing a source of ytterbium (Yb) ions and an octupole ion trap. The source of Yb ions is a micro-hotplate which generates Yb atoms which are then ionized by a ultraviolet light-emitting diode or a field-emission electron source. The octupole ion trap, which confines the Yb ions, is formed from suspended electrodes on a number of stacked-up substrates. A microwave source excites a ground-state transition frequency of the Yb ions, with a frequency-doubled vertical-external-cavity laser (VECSEL) then exciting the Yb ions up to an excited state to produce fluorescent light which is used to tune the microwave source to the ground-state transition frequency, with the microwave source providing a precise frequency output for the ion clock.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

    National standards organizations around the world are developing an environmental management standard to help organizations address significant environmental aspects of their activities. This standard, designated ISO 14000, will provide guidance for environmental management systems: environmental audits: Environmental performance evaluation: Environmental labeling and life-cycle assessment. The environmental management system specification, the lynch-pin of ISO 14000, will be published as an international standard in early 1996. Audit documents will follow shortly thereafter. Although conformance to ISO 14000 will be voluntary, US multinational companies are likely to discover that failure to participate creates trade barriers in Europe. The Environmental Commission created by NAFTA also is considering whether to make adherence to ISO 14000 a condition of trade. This presentation will provide an understanding of the ISO process to create the standard, key elements of ISO 14000, and implications for US companies. Such an understanding will enable organizations to determine whether adoption of ISO 14000 is strategically sound.

    The objective of this interagency program is to provide accurate neutron interaction verification and standardization data for the U.S. Department of Energy Division of Nuclear Physics programs which include astrophysics, radioactive beam studies, and heavy-ion reactions. The measurements made in this program are also useful to other programs that indirectly use the unique properties of the neutron for diagnostic and analytical purposes. These include homeland security, personnel health and safety, nuclear waste disposal, treaty verification, national defense, and nuclear based energy production. The work includes the verification of reference standard cross sections and related neutron data employing the unique facilities and capabilities at NIST and other laboratories as required; leadership and participation in international intercomparisons and collaborations; and the preservation of standard reference deposits. An essential element of the program is critical evaluation of neutron interaction data standards including international coordinations. Data testing of critical data for important applications is included. The program is jointly supported by the Department of Energy and the National Institute of Standards and Technology.

    Some topics in the standard model of strong and electroweak interactions are discussed, as well as how these topics are relevant for the high energy colliders which will become operational in the next few years. The radiative corrections in the Glashow-Weinberg-Salam model are discussed, stressing how these corrections may be measured at LEP and the SLC. CP violation is discussed briefly, followed by a discussion of the Higgs boson and the searches which are relevant to hadron colliders are then discussed. Some of the problems which the standard model does not solve are discussed, and the energy ranges accessible to the new colliders are indicated. (LEW)

    An overview of the main North American codes and standards associated with hydrogen safety sensors is provided. The distinction between a code and a standard is defined, and the relationship between standards and codes is clarified, especially for those circumstances where a standard or a certification requirement is explicitly referenced within a code. The report identifies three main types of standards commonly applied to hydrogen sensors (interface and controls standards, shock and hazard standards, and performance-based standards). The certification process and a list and description of the main standards and model codes associated with the use of hydrogen safety sensors in hydrogen infrastructure are presented.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    Decommissioning projects at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites are conducted under project-specific decision documents, which involve extensive preparation time, public comment periods, and regulatory approvals. Often, the decision documents must be initiated at least one year before commencing the decommissioning project, and they are expensive and time consuming to prepare. The Rocky Flats Environmental Technology Site (RFETS) is a former nuclear weapons production plant at which hazardous substances and wastes were released or disposed during operations. As a result of the releases, RFETS was placed on the National Priorities List in 1989, and is conducting cleanup activities under a federal facilities compliance agreement. Working closely with interested stakeholders and state and federal regulatory agencies, RFETS has developed and implemented an improved process for obtaining the approvals. The key to streamlining the approval process has been the development of sitewide decision documents called Rocky Flats Cleanup Agreement Standard Operating Protocols or ''RSOPs.'' RSOPs have broad applicability, and could be used instead of project-specific documents. Although no two decommissioning projects are exactly the same and they may vary widely in contamination and other hazards, the basic steps taken for cleanup are usually similar. Because of this, using RSOPs is more efficient than preparing a separate project-specific decision documents for each cleanup action. Over the Rocky Flats cleanup life cycle, using RSOPs has the potential to: (1) Save over 5 million dollars and 6 months on the site closure schedule; (2) Eliminate preparing one hundred and twenty project-specific decision documents; and (3) Eliminate writing seventy-five closure description documents for hazardous waste unit closure and corrective actions.

One goal of the program is to replace redundant site-specific standards with more universally accepted documents that have been scrutinized by experts. This replacement is discussed at the workshop along with the problems encountered and solutions found. The workshop provided an opportunity for geographically dispersed people to meet and advance their standards knowledge and efforts to support the program. Safety issues have been the driving force behind the program to date. Several companies offer products and services that support the development, processing, and retrieval of standards.     On February 24, 1992, OSHA published the final rule for its Process Safety Management Standard (PSM) mandated by the Clean Air Act Amendments of 1990. (see Federal Register 57 FR 6356-6417). In contrast to OSHA`s Hazard Communication standard which focuses on routine daily exposures to hazardous materials, the PSM Standard is concerned with processes whereby the use, storage, manufacturing, handling or on-site movement of highly hazardous chemicals which exceed threshold quantities, provides potential for a catastrophic release. The PSM Standard requires: a written program, plans, training, hazard analysis and compliance auditing. This paper outlines the provisions under this Standard pursuant to OSHA regulation 29 Code of Federal Regulation 1910.119.

    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding "Research Coordination Network" from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. Nikos Kyrpides of the DOE Joint Genome Institute discusses gene calling standards at the Genomic Standards Consortium's 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 10, 2009.

    Here, a new ANSI standard titled “Thyroid Phantom Used in Occupational Monitoring” (Health Physics Society 2014) has been published. The standard establishes the criteria for acceptable design, fabrication, or modeling of a phantom suitable for calibrating in vivo monitoring systems to measure photon-emitting radionuclides deposited in the thyroid. The current thyroid phantom standard was drafted in 1973 (ANSI N44.3-1973), last reviewed in 1984, and a revision of the standard to cover a more modern approach was deemed warranted.

    Due to the lack of suitable high level National Institute of Standards and Technology (NIST) traceable plutonium solution standards from the NIST or commercial vendors, the CST-8 Radiochemistry team at Los Alamos National Laboratory (LANL) has prepared instrument calibration standards and working standards from a well-characterized plutonium oxide. All the aliquoting steps were performed gravimetrically. When a {sup 241}Am standardized solution obtained from a commercial vendor was compared to these calibration solutions, the results agreed to within 0.04% for the total alpha activity. The aliquots of the plutonium standard solutions and dilutions were sealed in glass ampules for long term storage.

    The development of this Standard reflects the fact that national consensus standards and other design criteria do not comprehensively or, in some cases, adequately address fire protection issues at DOE facilities. This Standard provides supplemental fire protection guidance applicable to the design and construction of DOE facilities and site features (such as water distribution systems) that are also provided for fire protection. It is intended to be used in conjunction with the applicable building code, National Fire Protection Association (NFPA) Codes and Standards, and any other applicable DOE construction criteria. This Standard replaces certain mandatory fire protection requirements that were formerly in DOE 5480.7A, ``Fire Protection``, and DOE 6430.1A, ``General Design Criteria``. It also contains the fire protection guidelines from two (now canceled) draft standards: ``Glove Box Fire Protection`` and ``Filter Plenum Fire Protection``. (Note: This Standard does not supersede the requirements of DOE 5480.7A and DOE 6430.1A where these DOE Orders are currently applicable under existing contracts.) This Standard, along with the criteria delineated in Section 3, constitutes the basic criteria for satisfying DOE fire and life safety objectives for the design and construction or renovation of DOE facilities.

    The Department of Homeland Security’s Control Systems Security Program (CSSP) is working with industry to secure critical infrastructure sectors from cyber intrusions that could compromise control systems. This document describes CSSP’s current activities with industry organizations in developing cyber security standards for control systems. In addition, it summarizes the standards work being conducted by organizations within the sector and provides a brief listing of sector meetings and conferences that might be of interest for each sector. Control systems cyber security standards are part of a rapidly changing environment. The participation of CSSP in the development effort for these standards has provided consistency in the technical content of the standards while ensuring that information developed by CSSP is included.

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

    Current model building codes require attic ventilation in all US climates. Originally, these requirements were strictly based on concerns for condensation in attics during winter in cold climates, and they were based on limited technical information. Nevertheless, attic ventilation has become the uncontested strategy to minimize condensation and ice dams during winter and extreme attic temperatures during summer. However, other strategies exist that address each of these problems as well as or better than attic ventilation. This paper examines issues such as summer attic temperatures, ice dams, and shingle durability and discusses the relative merits of attic ventilation compared to alternative design approaches in various climates. The authors support current recommendations for attic ventilation in cold and mixed climates but recommend that attic ventilation be treated as a design option in warm, humid climates. The authors review the new information on attic and roof ventilation in the 1997 ASHRAE Handbook--Fundamentals and discuss the reasons for the changes.

    The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

    The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

In the joint rulemaking, the Environmental Protection Agency is enacting CO2-equivalent emissions standards under the Clean Air Act (CAA), and NHTSA is enacting companion Corporate Average Fuel Economy standards under the Energy Policy and Conservation Act, as amended by the Energy Independence and Security Act of 2007.

    The effect of a small amount of noise on the standard mapping is considered. Whenever the standard mapping possesses accelerator models (where the action increases approximately linearly with time), the diffusion coefficient contains a term proportional to the reciprocal of the variance of the noise term. At large values of the stochasticity parameter, the accelerator modes exhibit a universal behavior. As a result the dependence of the diffusion coefficient on stochasticity parameter also shows some universal behavior.

    State appliance standards have existed for decades, starting with Californias enforcement of minimum efficiency requirements for refrigerators and several other products in 1979. In 1987, recognizing that different efficiency standards for the same products in different states could create problems for manufacturers, Congress enacted the National Appliance Energy Conservation Act (NAECA), which initially covered 12 products. The Energy Policy Act of 1992 (EPACT92), EPACT2005, and EISA2007 added additional residential and commercial products to the 12 products originally specified under NAECA.

  1. An alternative to the standard model

    We present an extension of the standard model to dark sector with an unbroken local dark U(1){sub X} symmetry. Including various singlet portal interactions provided by the standard model Higgs, right-handed neutrinos and kinetic mixing, we show that the model can address most of phenomenological issues (inflation, neutrino mass and mixing, baryon number asymmetry, dark matter, direct/indirect dark matter searches, some scale scale puzzles of the standard collisionless cold dark matter, vacuum stability of the standard model Higgs potential, dark radiation) and be regarded as an alternative to the standard model. The Higgs signal strength is equal to one as in the standard model for unbroken U(1){sub X} case with a scalar dark matter, but it could be less than one independent of decay channels if the dark matter is a dark sector fermion or if U(1){sub X} is spontaneously broken, because of a mixing with a new neutral scalar boson in the models.

  2. A technique for synthesizing metal tritide standards

    Before surplus plutonium pits can be decommissioned and converted into metal oxides to be used as reactor fuels, residual tritium must be reduced to an acceptable level. We have developed two analytical methods involving melting and acid dissolution, combined with liquid scintillation counting as a quantitative and sensitive technique for measuring residual tritium in Pu metal. The detection limit, linearity, and reproducibility of these analytical methods must be validated with a series of metal tritide standards. Since there are no commercially available metal tritide standards, we have developed a technique for their synthesis. The synthesis of these low-level metal tritide standards is accomplished by charging cerium powder with a known amount of tritium to form a master cerium tritide alloy and then by aliquoting from this master alloy and diluting with pure cerium powder to form a series of standards with different tritium concentrations. The major difficulty in synthesizing these standards is that the samples contain extremely low levels of tritium, which span over three decades of concentrations. The synthesis technique and initial data obtained for cerium hydride samples will be presented. (authors)

    The Department of Energy (DOE), like other Federal agencies, is under increasing pressure to use information technology to improve efficiency in mission accomplishment as well as delivery of services to the public. Because users and systems have become interdependent, DOE has enterprise wide needs for common application architectures, communication networks, databases, security, and management capabilities. Users need open systems that provide interoperability of products and portability of people, data, and applications that are distributed throughout heterogeneous computing environments. The level of interoperability necessary requires the adoption of DOE wide standards, protocols, and best practices. The Department has developed an information architecture and a related standards adoption and retirement process to assist users in developing strategies and plans for acquiring information technology products and services based upon open systems standards that support application software interoperability, portability, and scalability. This set of Departmental Information Architecture standards represents guidance for achieving higher degrees of interoperability within the greater DOE community, business partners, and stakeholders. While these standards are not mandatory, particular and due consideration of their applications in contractual matters and use in technology implementations Department wide are goals of the Chief Information Officer.

  4. PHYSICAL PARAMETERS OF STANDARD AND BLOWOUT JETS

    The X-ray Telescope on board the Hinode mission revealed the occurrence, in polar coronal holes, of much more numerous jets than previously indicated by the Yohkoh/Soft X-ray Telescope. These plasma ejections can be of two types, depending on whether they fit the standard reconnection scenario for coronal jets or if they include a blowout-like eruption. In this work, we analyze two jets, one standard and one blowout, that have been observed by the Hinode and STEREO experiments. We aim to infer differences in the physical parameters that correspond to the different morphologies of the events. To this end, we adopt spectroscopic techniques and determine the profiles of the plasma temperature, density, and outflow speed versus time and position along the jets. The blowout jet has a higher outflow speed, a marginally higher temperature, and is rooted in a stronger magnetic field region than the standard event. Our data provide evidence for recursively occurring reconnection episodes within both the standard and the blowout jet, pointing either to bursty reconnection or to reconnection occurring at different locations over the jet lifetimes. We make a crude estimate of the energy budget of the two jets and show how energy is partitioned among different forms. Also, we show that the magnetic energy that feeds the blowout jet is a factor of 10 higher than the magnetic energy that fuels the standard event.

Metrics pertaining to the development and implementation of safety knowledge, codes, and standards are important to communicate progress and inform future R&D investments. This document describes the development and benchmarking of metrics specific to the development of hydrogen specific codes relevant for hydrogen refueling stations. These metrics will be most useful as the hydrogen fuel market transitions from pre-commercial to early-commercial phases. The target regions in California will serve as benchmarking case studies to quantify the success of past investments in research and development supporting safety codes and standards R&D.

  8. Neutron Sources for Standard-Based Testing

    The DHS TC Standards and the consensus ANSI Standards use 252Cf as the neutron source for performance testing because its energy spectrum is similar to the 235U and 239Pu fission sources used in nuclear weapons. An emission rate of 20,000 ± 20% neutrons per second is used for testing of the radiological requirements both in the ANSI standards and the TCS. Determination of the accurate neutron emission rate of the test source is important for maintaining consistency and agreement between testing results obtained at different testing facilities. Several characteristics in the manufacture and the decay of the source need to be understood and accounted for in order to make an accurate measurement of the performance of the neutron detection instrument. Additionally, neutron response characteristics of the particular instrument need to be known and taken into account as well as neutron scattering in the testing environment.
