    This report summarizes the experiences gained in a project involving faculty direct undergraduate research focused on biotechnology and its applications. The biology program at Northern New Mexico Community College has been involved in screening for mutations in human DNA and has developed the ability to perform many standard and advanced molecular biology techniques. Most of these are based around the polymerase chain reaction (PCR) and include the use of single strand conformation polymorphism analysis (SSCP), denaturing gradient gel electrophoresis (DGGE) in the screening for mutant DNA molecules, and the capability to sequence PCR generated fragments of DNA using non-isotopic imaging. At Northern, these activities have a two-fold objective: (1) to bring current molecular biology techniques to the teaching laboratory, and (2) to support the training of minority undergraduates in research areas that stimulate them to pursue advanced degrees in the sciences.

    The Navajo and Hopi GIS Project was established to assess the feasibility and impact of implementing GIS techology at Tribal institutions. Los Alamos and Lawrence Livermore National Laboratories funded the Navajo and Hopi Geographic Information System (G.I.S.) Project and assigned a mentor from LANL to help guide the project for three summer months of 1995. The six organizations involved were: LANL, LLNL, Navajo Community College, Navajo Nation Land Office, Northern Arizona University and San Juan College. The Navajo Land Office provided the system software, hardware and training. Northern Arizona University selected two students to work at Hopi Water Resource Department. Navajo Community College provided two students and two faculty members. San Juan College provided one student to work with the N.C.C. group. This made up two project teams which led to two project sites. The project sites are the Water Resource Department on the Hopi reservation and Navajo Community College in Shiprock, New Mexico.

    The intent of this project was to expand Northern Virginia Community College's capability to offer training to support the Biotechnology Industry in the northern Virginia region. The general goal of this project was to create a College Biotechnology Program; specific goals of the project were to a) design curricula/courses to prepare students to become entry-level lab technicians, b) redesign and equip lab space to better suit the needs of the program, c) develop partnerships with the local industry through outreach and the formation on an advisory board, d) recruit students into the program, and e) provide instructional support for local high school teachers. At the end of the grant period, NOVA has successfully created two new curricula in biotechnology: an Associate of Applied Science (A.A.S.) in Biotechnology (initiated in Fall 2008) and a Career Studies Certificate for Biotechnology Lab Technicians (to be initiated in Fall 2010). These curricula were designed with advice from an external advisory committee which is comprised of representatives from industry, transfer institutions and high school administrators. To date, almost all courses have been designed and piloted; the equipment needed for the courses and the initial supplies were paid for by the grant as was the re-modeling of some lab space to be used for the biotech courses. In order to market the program, the NOVA Biotech Program has also established relationships with the local high schools. Presentations were given at several local high schools and on-site workshops were held for high school students and teachers. As a result, close to 1000 students have attended program open houses, presentations within the high schools, or workshops held in the summer. Over 100 teachers have received information and/or training in biotechnology. These outreach efforts as well as high quality curricula have started to attract a number of students to the program for example, there are currently 70 students enrolled in the A.A.S. program. The first students in the biotech program are expected to graduate in Spring 2011; already, students enrolled in the biotech program/courses have obtained jobs or internships in several local companies. Our current goal continues to be to foster the formation of a regional biotech education pipeline into the local industry which includes the recruitment of individuals into the NOVA Biotech Program, the training and graduation of highly-skilled lab technicians, and the placement of graduates in local biotech industry jobs.

    The Utility-Scale Wind Energy Technology U.S. Department of Energy (DOE) grant EE0000538, provided a way ahead for Laramie County Community College (LCCC) to increase educational and training opportunities for students seeking an Associate of Applied Science (AAS) or Associate of Science (AS) degree in Wind Energy Technology. The DOE grant enabled LCCC to program, schedule, and successfully operate multiple wind energy technology cohorts of up to 20-14 students per cohort simultaneously. As of this report, LCCC currently runs four cohorts. In addition, the DOE grant allowed LCCC to procure specialized LABVOLT electronic equipment that directly supports is wind energy technology curriculum.

    Colorado Northwestern Community College (CNCC) is working collaboratively with recipient vendor Chevron Energy Solutions, an energy services company (ESCO), to develop an innovative GHP project at the new CNCC Campus constructed in 2010/2011 in Craig, Colorado. The purpose of the CNCC Craig Campus Geothermal Program scope was to utilize an energy performance contracting approach to develop a geothermal system with a shared closed-loop field providing geothermal energy to each building's GHP mechanical system. Additional benefits to the project include promoting good jobs and clean energy while reducing operating costs for the college. The project has demonstrated that GHP technology is viable for new construction using the energy performance contracting model. The project also enabled the project team to evaluate several options to give the College a best value proposition for not only the initial design and construction costs but build high performance facilities that will save the College for many years to come. The design involved comparing the economic feasibility of GHP by comparing its cost to that of traditional HVAC systems via energy model, financial life cycle cost analysis of energy savings and capital cost, and finally by evaluating the compatibility of the mechanical design for GHP compared to traditional HVAC design. The project shows that GHP system design can be incorporated into the design of new commercial buildings if the design teams, architect, contractor, and owner coordinate carefully during the early phases of design. The public also benefits because the new CNCC campus is a center of education for the much of Northwestern Colorado, and students in K-12 programs (Science Spree 2010) through the CNCC two-year degree programs are already integrating geothermal and GHP technology. One of the greatest challenges met during this program was coordination of multiple engineering and development stakeholders. The leadership of Principle Investigator Pres. John Boyd of CNCC met this challenge by showing clear leadership in setting common goals and resolving conflicts early in the program.

    Many obvious and significant concerns arise when considering the concept of small-scale biodiesel production. Does the fuel produced meet the stringent requirements set by the commercial biodiesel industry? Is the process safe? How are small-scale producers collecting and transporting waste vegetable oil? How is waste from the biodiesel production process handled by small-scale producers? These concerns and many others were the focus of the research preformed in the Messiah College Biodiesel Fuel Generation project over the last three years. This project was a unique research program in which undergraduate engineering students at Messiah College set out to research the feasibility of small-biodiesel production for application on a campus of approximately 3000 students. This Department of Energy (DOE) funded research program developed out of almost a decade of small-scale biodiesel research and development work performed by students at Messiah College. Over the course of the last three years the research team focused on four key areas related to small-scale biodiesel production: Quality Testing and Assurance, Process and Processor Research, Process and Processor Development, and Community Education. The objectives for the Messiah College Biodiesel Fuel Generation Project included the following: 1. Preparing a laboratory facility for the development and optimization of processors and processes, ASTM quality assurance, and performance testing of biodiesel fuels. 2. Developing scalable processor and process designs suitable for ASTM certifiable small-scale biodiesel production, with the goals of cost reduction and increased quality. 3. Conduct research into biodiesel process improvement and cost optimization using various biodiesel feedstocks and production ingredients.

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs. The scope of our project as it relates to the BAC and the U.S. Department of Energy- NETL combined efforts includes: Task I of the project is Phase II (Green Alley). Task I encompasses various renovation activities that will demonstrate the effectiveness of permeable paving and ground water recharge systems. It will aid in the reduction of storm water runoff into the Charles River Basin in one of its most significantly polluted sections and, will provide a green renovation mechanism for the redirected storm water of a public alley way. This activity is designed to improve the quality of water recharging the ground water and protecting the vulnerable wood pilings under many of the historic masonry buildings in Boston's Back Bay. Sustainable design research and system monitoring opportunities will also be incorporated, providing ongoing tools for public outreach and education through innovative signage and "virtual tour" technology. The monitoring will include a "building performance dash board" that reflects real time operating conditions and improvements in environmental and economic performance to be prominently displayed on the face of our 320 Newbury Street building (approximately 1.5 million people walk by annually). The project site and demonstration area is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task II of the project is Geothermal Solution. This task involves the installation of approximately seven Geothermal wells which will tap into the earth's constant underground temperatures to provide air-conditioning and heating for BAC facilities. The environmentally friendly geothermal system uses no fossil fuel, produces no emissions and runs silently, providing a sustainable model for commercial and residential buildings throughout Boston. Ultimately the combination of this project and other projects will assist in making the BAC "carbon-neutral", and could generate enough additional energy to provide free power to the Engine 33 and Ladder 15 Firehouse located at 941 Boylston Street. The project is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task III of the project is the Sustainability Design Curriculum at the BAC. The BAC is the nation’s largest independent, multi-disciplinary college of spatial design, and a leader in sustainable design education. The Sustainabiltiy Design program, in particular, focuses on energy efficiency,energy performance, energy modeling, energy and air quality principles, green building, renewable energy alternatives and much more. Additionally, the Urban Sustainability Initiative has an objective of providing courses relative to the BAC's demonstration project with DOE, the project’s period of performance activities, subsequent performance data and anticipated sustainability teaching tools. In keeping with BAC's practice based curriculum, students have been involved in the discussion and planning of this project since its inception and sustainability issues have become a part of other programs throughout the college as well. Students will continue to benefit from this hands-on learning opportunity. The project is located at 320 Newbury Street Boston, MA 02115. Task IV of the project is Program Management and Reporting. This task will involve BAC's oversight and general management of the entire project including subcontract administration, contracts administration, technical and financial reporting, design and renovation assistance, other deliverables in accordance with the Federal Assistance reporting Checklist and other contractual obligations and provisions.

    Southwestern Indian Polytechnic Institute (SIPI), was founded in 1971 and is located on 164 acres in northwest Albuquerque, New Mexico in the center of New Mexico`s agricultural and high-tech corridors. SIPI became accredited as a community college in 1993, serves Native Americans nationwide, and is governed by a nationally-tribally appointed Board of Regents (Jicarilla Apache, Joint Oklahoma Tribes, Mescalero Apache, Navajo Nation-Arizona, Navajo Nation-New Mexico, Ten Southern Pueblos, and Eight Northern Pueblos, Southern Ute, Inter-tribal Council of Arizona, and Oglala Sioux). In 1993, The US Department of Education, TRIO Programs no longer funded the Southwestern Indian Polytechnic Institute (SIPI) Summer Math and Science Enrichment Program. However, with US Department of Energy funding SIPI was able to continue service to the Native American community under the new title of College Bound American Indian Math and Science (AIMS) Enrichment Program. This new program continued the goals and objectives of the TRIO program with an expanded focus that included students from more Native American communities nationwide. The program also interfaced with a teacher enrichment program (Rural American Indian Science Education-RAISE) sponsored by the Bureau of Indian Affairs and Sandia National Labs (SNL). SIPI in collaboration with Sandia National Laboratories and Lawrence Livermore National (LLNL) Laboratory established a mathematics and science enrichment program at SIPI for students attending rural high schools serving predominantly Native American populations. The primary goal of the program was to provide 9th--12th grade students, mostly Native American, the skills and knowledge, interest and motivation, and strategies to remain in high school and pursue a college education in a math, science, or technology based field. Each year, the program included a six-week intensive residential summer program located at SIPI as well as academic year support activities at the student`s high school. A summary of the program activities during the grant period is given.

    The objectives for this project were to create the laboratory facilities to deliver recently created and amended curriculum in the areas of energy creation, storage, and delivery in the transportation and stationary power sectors. The project scope was to define the modules, courses and programs in the emerging energy sectors of the stationary power and transportation industries, and then to determine the best equipment to support instruction, and procure it and install it in the laboratories where courses will be taught. Macomb Community College had a curriculum development grant through the Department of Education that ran parallel to this one where the energy curriculum at the school was revised to better permit students to gain comprehensive education in a targeted area of the renewable energy realm, as well as enhance the breadth of jobs addressed by curriculum in the transportation sector. The curriculum development and experiment and equipment definition ran in parallel, and resulted in what we believe to be a cogent and comprehensive curriculum supported with great hands-on experiments in modern labs. The project has been completed, and this report will show how the equipment purchases under the Department of Energy Grant support the courses and programs developed and amended under the Department of Education Grant. Also completed is the tagging documentation and audit tracking process required by the DOE. All materials are tagged, and the documentation is complete as required.

    The National Community Solar Partnership aims to expand solar access to all Americans, with specific emphasis on serving low and moderate income (LMI) households. The Department of Energy (DOE) is leading the Partnership, in collaboration with the Department of Housing and Urban Development (HUD), the Environmental Protection Agency (EPA), and the Department of Agriculture (USDA), bringing together key representatives from solar companies, non-profit organizations, state and community leaders, and financial institutions. The Partnership works on topics relevant to the overarching mission including: greater utilization of existing federal and state resources, sharing of best practices at the state level, development of new financing arrangements and business models, new approaches to customer acquisition and community building, and multifamily deployment considerations.     In synthetic ecology, a nascent offshoot of synthetic biology, scientists aim to design and construct microbial communities with desirable properties. Such mixed populations of microorganisms can simultaneously perform otherwise incompatible functions. Compared with individual organisms, they can also better resist losses in function as a result of environmental perturbation or invasion by other species. Synthetic ecology may thus be a promising approach for developing robust, stable biotechnological processes, such as the conversion of cellulosic biomass to biofuels. However, achieving this will require detailed knowledge of the principles that guide the structure and function of microbial communities.

    The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

    The TDIST3 program performs an analysis of large integrated community total energy systems (TES) supplying thermal and electrical energy from one or more power stations. The program models the time-dependent energy demands of a group of representative building types, distributes the thermal demands within a thermal utility system (TUS), simulates the dynamic response of a group of power stations in meeting the TUS demands, and designs an optimal base-loaded (electrically) power plant and thermal energymore » storage reservoir combination. The capital cost of the TES is evaluated. The program was developed primarily to analyze thermal utility systems supplied with high temperature water (HTW) from more than one power plant. The TUS consists of a transmission loop and secondary loops with a heat exchanger linking each secondary loop to the transmission loop. The power stations electrical output supplies all community buildings and the HTW supplies the thermal demand of the buildings connected through the TUS, a piping network. Basic components of the TES model are one or more power stations connected to the transmission loop. These may be dual-purpose, producing electricity and HTW, or just heating plants producing HTW. A thermal storage reservoir is located at one power station. The secondary loops may have heating plants connected to them. The transmission loop delivers HTW to local districts; the secondary loops deliver the energy to the individual buildings in a district.« less

    The activities of complex communities of microbes affect biogeochemical transformations in natural, managed and engineered ecosystems. Meaningfully defining what constitutes a community of interacting microbial populations is not trivial, but is important for rigorous progress in the field. Important elements of research in microbial community ecology include the analysis of functional pathways for nutrient resource and energy flows, mechanistic understanding of interactions between microbial populations and their environment, and the emergent properties of the complex community. Some emergent properties mirror those analyzed by community ecologists who study plants and animals: biological diversity, functional redundancy and system stability. However, because microbes possess mechanisms for the horizontal transfer of genetic information, the metagenome may also be considered a community property.

    This report covers progress in the Cool Communities program and is intended to detail specific accomplishments during the year and to provide a limited amount of background information about the program and its progress over the past three years. The Cool Communities project is driven by local partnerships among business, citizens, government, and guided by a Local Advisory Committee of representatives from these organizations. A national overview of the program is given in the first section. The second section describes specific accomplishments in each of the model communities in Dade County, Atlanta, Frederick, Tucson, Springfield, Austin, and the Davis Monthan Air Force Base.

  1. Envisioning an Ecologically Sustainable Campus At New England College

    Appropriation funding for our project Ecologically Sustainable Campus - New England College (NH). 67.09. supported five environmental initiatives: (1) a wood pellet boiler for our Science Building, (2) solar hot water panels and systems for five campus buildings, (3) campus-wide energy lighting efficiency project, (4) new efficiency boiler system in Colby Residence Hall, and (5) energy efficient lighting system for the new artificial athletic turf field. (1) New England College purchased and installed a new wood pellet boiler in the Science Building. This new boiler serves as the primary heating source for this building. Our boiler was purchased through New England Wood Pellet, LLC, located in Jaffrey, New Hampshire. The boiler selected was a Swebo, P500. 300KW wood pellet boiler. The primary goals, objectives, and outcomes of this initiative include the installation of a wood pellet boiler system that is environmentally friendly, highly efficient, and represents a sustainable and renewable resource for New England College. This project was completed on December 15, 2010. (2) New England College purchased and installed solar hot water panels and systems for the Science Building, the Simon Center (student center), the H. Raymond Danforth Library, Gilmore Dining Hall, and Bridges Gymnasium. The College worked with Granite State Plumbing & Heating, LLC, located in Weare, New Hampshire on this project. The solar panels are manufactured by Heat Transfer; the product is Heat Transfer 30-tube collector panels (Evacuated Tube Type) with stainless steel hardware. The interior equipment includes Super Stor Ultra stainless steel super insulated storage tank, Taco 009 Bronze circulator pump, Solar Relay Control Pack, and a Taco Thermal Expansion Tank. The primary goals, objectives, and outcomes of this initiative will allow the College to utilize the sun as an energy resource. These solar hot water panels and systems will alleviate our dependency on fossil fuel as our primary fuel resource and provide a reliable energy source that supplies the hot water needs for sanitation, dishwashing at our dining facilities, and shower facilities for our athletes. This project initiative was completed on June 30, 2010. (3) New England College has completed energy efficiency lighting projects throughout campus, which included upgrades and new systems throughout our buildings. This project also installed efficiency controls for the Lee Clement Arena and refrigeration equipment in the Gilmore Dining Hall. The College worked with Atlantic Energy Solutions, located in Foxboro, Massachusetts on our 50/50 energy efficiency lighting project and campus-wide audit. The actual implementation of the project was completed by D. Poole Electrical Services, located in Center Barnstead, New Hampshire. The primary goals, objectives, and outcomes of this initiative were to install energy efficient lighting systems throughout our campus buildings, which ultimately will provide New England College with a more efficient way to manage and control its energy use. This project initiative was completed on February 15, 2010. (4) New England College purchased and installed a high efficiency and clean burning system for the Colby Residence Hall, which is the primary housing for our freshman. We purchased and installed two Buderus Boilers, model number G515/10 with two Riello Burners, model number RL 38/2. The College worked with Granite State Plumbing & Heating, LLS, located in Weare, New Hampshire on the installation of this high efficiency and clean burning system for the Colby Residence Hall. The primary goals, objectives, and outcomes for this initiative included the installation of a designed system of two boilers to provide redundancy for backup measures. This new system will provide New England College the flexibility to utilize just one smaller boiler to provide heat and hot water during non-peak periods thus continued reduction in energy use and our carbon footprint. This project initiative was completed on September 18, 2009. (5) New England College purchased and

    The Interstate Renewable Energy Council (IREC) has worked closely with The Vote Solar Initiative to develop model program rules for community-scale renewables that consider many of the basic issues facing community renewables programs. IREC’s model program rules address such issues as renewable system size, interconnection, eligibility for participation, allocation of the benefits flowing from participation, net metering of system production, and other essential features of a community renewables program. The goal of this effort is to provide stakeholders with program rules they can tailor to the individual circumstances and policy preferences of their state without having to reinvent the wheel at each turn.

    As directed by written work direction (CRWMS M and O 1999f), Performance Assessment (PA) developed a model for microbial communities in the engineered barrier system (EBS) as documented here. The purpose of this model is to assist Performance Assessment and its Engineered Barrier Performance Section in modeling the geochemical environment within a potential repository drift for TSPA-SR/LA, thus allowing PA to provide a more detailed and complete near-field geochemical model and to answer the key technical issues (KTI) raised in the NRC Issue Resolution Status Report (IRSR) for the Evolution of the Near Field Environment (NFE) Revision 2 (NRC 1999). This model and its predecessor (the in-drift microbial communities model as documented in Chapter 4 of the TSPA-VA Technical Basis Document, CRWMS M and O 1998a) was developed to respond to the applicable KTIs. Additionally, because of the previous development of the in-drift microbial communities model as documented in Chapter 4 of the TSPA-VA Technical Basis Document (CRWMS M and O 1998a), the M and O was effectively able to resolve a previous KTI concern regarding the effects of microbial processes on seepage and flow (NRC 1998). This document supercedes the in-drift microbial communities model as documented in Chapter 4 of the TSPA-VA Technical Basis Document (CRWMS M and O 1998a). This document provides the conceptual framework of the revised in-drift microbial communities model to be used in subsequent performance assessment (PA) analyses.

    The Community Radiation Monitoring Program is a cooperative effort between the US Department of Energy (DOE), the US Environmental Protection Agency (EPA), the Desert Research Institute (DRI), a division of the University and Community College System of Nevada, and the Nuclear Engineering Laboratory of the University of Utah (U of U). This eleventh year of the program began in the summer of 1991 and the work continues as an integral part of the DOE-sponsored long-term offsite radiological monitoring effort that has been conducted by EPA and its predecessors since the inception of nuclear testing at the Nevada Test Site (NTS). The primary objectives of this program are still to increase the understanding by the people who live in the area surrounding the NTS of the activities for which the DOE is responsible, to enhance the performance of radiological sampling and monitoring, and to inform all concerned of the results of those efforts. One of the primary methods used to improve the communication link with the potentially impacted area has been the hiring and training of local citizens as Managers and program representatives in 19 communities adjacent to and downwind from the NTS. These Managers, active science teachers wherever possible, have succeeded, through their training, experience, community standing, and effort, in becoming a very visible, able and valuable asset in this link.

    The environmental justice movement has come a long way since its birth a decade ago in rural and mostly African American Warren County, North Carolina. The selection of Warren County for a PCB landfill, they brought national attention to waste facility siting inequities and galvanized African American church and civil rights leaders` support for environmental justice. The demonstrations also put {open_quotes}environmental racism{close_quotes} on the map and challenged the myth that African Americans are not concerned about or involved in environmental issues. Grassroots groups, after decades of struggle, have grown to become the core of the multi-issue, multiracial, and multi-regional environmental justice movement. Diverse community-based groups have begun to organize and link their struggles to issues of civil and human rights, land rights and sovereignty, cultural survival , racial and social justice, and sustainable development. The impetus for getting environmental justice on the nations`s agenda has come from an alliance of grassroots activists, civil rights leaders, and a few academicians who questioned the foundation of the current environmental protection paradigm--where communities of color receive unequal protection. Whether urban ghettos and barrios, rural {open_quotes}poverty pockets,{close_quotes} Native American reservations, or communities in the Third World, grassroots groups are demanding an end to unjust and nonsustainable environmental and development policies.

    Superfund has several statutory and regulatory provisions that provide vehicles for community involvement at Superfund sites including community relations plans, information repositories, public comment periods, and technical assistance grants to community organizations. There has been considerable debate about the effectiveness of these programs. The community participation requirement of the Superfund process are in a state of transition. The proposed Superfund Reform Act of 1994 contained additional community participation provisions. EPA appears to be incorporating some of these proposed changes and improvements learned from prior experiences into its current community relations practices. This study examines the status of community relations in Superfund and the effectiveness of the community information and public participation programs in meeting legislative objectives. In addition to addressing current requirements and practices, the study looks at proposals to amend the community participation provisions as well as alternative approaches used by the EPA, potentially responsible parties, and citizens to address or resolve community concerns. While the focus will be on the overall program, a few brief selected case studies, representing a diversity of experiences, will be included. The resulting paper will discuss successes and shortcomings of community involvement in Superfund. It will address the sometimes competing goals of the various players in the Superfund process, bringing in not only the community perspective, but also concerns for decreased complexity and cost and increased efficiency. The conclusion will evaluate alternatives to improve procedures for community involvement in the Superfund program. Superfund reform, public and stakeholder involvement, and dispute resolution are addressed in this study. These are prominent, contemporary issues as the nation seeks to constructively solve its environmental problems.

    This project was a research facility construction project and did not include actual research. The new facility will benefit the public by providing training opportunities for students, as well as incubator and laboratory space for entrepreneurs in the areas of alternative and renewable energies. The 9,216 -square-foot Missouri Alternative and Renewable Energy Technology (MARET) Center was completed in late 2011. Classes in the MARET Center began in the spring 2012 semester. Crowder College takes pride in the MARET Center, a focal point of the campus, as the cutting edge in education, applied research and commercial development in the growing field of green technology.

    In 2011 the Inter-Tribal Council of Michigan, Inc. was awarded an Energy Efficiency Development and Deployment in Indian Country grant from the U.S. Department of Energy’s Tribal Energy Program. This grant aimed to study select Bay Mills Indian Community community/government buildings to determine what is required to reduce each building’s energy consumption by 30%. The Bay Mills Indian Community (BMIC) buildings with the largest expected energy use were selected for this study and included the Bay Mills Ellen Marshall Health Center building, Bay Mills Indian Community Administration Building, Bay Mills Community College main campus, Bay Mills Charter School and the Waishkey Community Center buildings. These five sites are the largest energy consuming Community buildings and comprised the study area of this project titled “Energy Efficiency Feasibility Study and Resulting Plan for the Bay Mills Indian Community”. The end objective of this study, plan and the Tribe is to reduce the energy consumption at the Community’s most energy intensive buildings that will, in turn, reduce emissions at the source of energy production, reduce energy expenditures, create long lasting energy conscious practices and positively affect the quality of the natural environment. This project’s feasibility study and resulting plan is intended to act as a guide to the Community’s first step towards planned energy management within its buildings/facilities. It aims to reduce energy consumption by 30% or greater within the subject facilities with an emphasis on energy conservation and efficiency. The energy audits and related power consumption analyses conducted for this study revealed numerous significant energy conservation and efficiency opportunities for all of the subject sites/buildings. In addition, many of the energy conservation measures require no cost and serve to help balance other measures requiring capital investment. Reoccurring deficiencies relating to heating, cooling, thermostat setting inefficiencies, powering computers, lighting, items linked to weatherization and numerous other items were encountered that can be mitigated with the energy conservation measures developed and specified during the course of this project.

    What makes some communities or organizations able to quickly bounce back from a disaster, while others take a long time to recover? This question has become very important for emergency planners in federal, state, and local government - particularly since the 9/11 attacks and Hurricane Katrina, which nearly destroyed New Orleans five years ago. These events have made people aware that we can't always prevent disasters, but might be able to improve the ability of communities and regions to respond to and bounce back from major disruptions. Social scientists have found that most communities are, in fact, quite resilient to most disasters. People tend to work together, overcome divisions, identify problems, and develop improvised solutions. This often leads to a greater sense of community and a sense of personal accomplishment. Long-term recovery can be harder, but rebuilding can create jobs and stimulate economies. Communities may even end up better than they were before. But there are some disturbing exceptions to this trend, including Hurricane Katrina. The hurricane killed many people, the federal and local emergency response was not effective, people who could not evacuate were housed in the Superdome and Convention Center in terrible conditions, crime was prevalent, and local government did not appear to have control over the situation. A significant portion of the population was eventually evacuated to other cities. Even five years later, many people have not returned, and large parts of the city have not been rebuilt. Clearly, New Orleans lacked sufficient resilience to overcome a disaster of the magnitude of Katrina. There are four factors that social scientists are beginning to agree are important for community resilience: (1) A strong, diverse economy - Stable jobs, good incomes, diversity of industries, personal savings; (2) Robust social networks - Community members know each other, help each other, and have connections outside the community; (3) Competent organizations - Government, health care, community service, and religious organizations are competent and trustworthy, and have resources to handle community needs; and (4) High-quality infrastructure - Road, power, and water systems (etc.) are in good condition and are designed to provide service even if some connections are destroyed. To explore how these factors make communities resilient, I will tell two stories of disasters. The first is the Buffalo Creek flood, which wiped out a coal mining community in West Virginia in 1972. This is a classic example of community that was not resilient in the aftermath of a disaster. The second example is the Vietnamese immigrant community in the Versailles neighborhood of New Orleans. In spite of being relatively poor and culturally isolated, this community was one of the first to fully rebound following Hurricane Katrina.

    Microbial communities are each a composite of populations whose presence and relative abundance in water or other environmental samples are a direct manifestation of environmental conditions, including the introduction of microbe-rich fecal material and factors promoting persistence of the microbes therein. As shown by culture-independent methods, different animal-host fecal microbial communities appear distinctive, suggesting that their community profiles can be used to differentiate fecal samples and to potentially reveal the presence of host fecal material in environmental waters. Cross-comparisons of microbial communities from different hosts also reveal relative abundances of genetic groups that can be used to distinguish sources. In increasing order of their information richness, several community analysis methods hold promise for MST applications: phospholipid fatty acid (PLFA) analysis, denaturing gradient gel electrophoresis (DGGE), terminal restriction fragment length polymorphism (TRFLP), cloning/sequencing, and PhyloChip. Specific case studies involving TRFLP and PhyloChip approaches demonstrate the ability of community-based analyses of contaminated waters to confirm a diagnosis of water quality based on host-specific marker(s). The success of community-based MST for comprehensively confirming fecal sources relies extensively upon using appropriate multivariate statistical approaches. While community-based MST is still under evaluation and development as a primary diagnostic tool, results presented herein demonstrate its promise. Coupled with its inherently comprehensive ability to capture an unprecedented amount of microbiological data that is relevant to water quality, the tools for microbial community analysis are increasingly accessible, and community-based approaches have unparalleled potential for translation into rapid, perhaps real-time, monitoring platforms.

    The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from November 1985 through December 1996. The six-station network provided 5-minute averaged measurements of global and diffuse horizontal solar irradiance. The data were processed at the National Renewable Energy Laboratory (NREL) to improve the assessment of the solar radiation resources in the southeastern United States. Three of the stations also measured the direct-normal solar irradiance with a pyrheliometer mounted in an automatic sun tracker. All data are archived in the Standard Broadband Format (SBF) with quality-assessment indicators. Monthly data summaries and plots are also available for each month. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network.

    Reducing health inequities and improving the health of communities require an informed public that is aware of the social determinants of health and how policies and programs have an impact on the health of their communities. People Assessing Their Health (PATH) is a process that uses community-driven health impact assessment to build the capacity of people to become active participants in the decisions that affect the well-being of their community. The PATH process is both a health promotion and a community development approach that builds people's ability to bring critical analysis to a situation and to engage in effective social action to bring about desired change. Because it increases analytical skills and provides communities with their own unique tool to assess the potential impact of projects, programs or policies on the health and well-being of their community it is an empowering process. PATH was originally used in three communities in northeastern Nova Scotia, Canada in 1996 when the Canadian health care system was being restructured to a more decentralized system. Since then it has been used in other communities in Nova Scotia and India. This paper will describe the PATH process and the use of the community health impact assessment as well as the methodology used in the PATH process. The lessons learned from PATH's experiences of building capacity among the community in Canada and India will be presented.
