    This is the AmeriFlux version of the carbon flux data for the site US-MMS Morgan Monroe State Forest. Site Description - Owned by the Indiana Department of Natural Resources (IDNR), the Morgan Monroe State Forest, the site's namesake, is operated thanks to the long-term agreement between Indiana University and IDNR. The first settlers cleared the surrounding ridges for farming, but were largely unsuccessful. The state of Indiana purchased the land in 1929, creating the Morgan Monroe State Forest. Many of the trees in the tower footprint are 60-80 years old, surviving selective logging that ended over the past 10 years. Today, the forest is a secondary successional broadleaf forest within the maple-beech to oak hickory transition zone of the eastern deciduous forest.

    The Interstate Electrification Improvement Project, publicly known as the Shorepower Truck Electrification Project (STEP), started in May 2011 and ended in March 2015. The project grant was awarded by the Department of Energy’s Vehicles Technology Office in the amount of $22.2 million. It had three overarching missions: 1. Reduce the idling of Class 8 tractors when parked at truck stops, to reduce diesel fuel consumption and thus U.S. dependence on foreign petroleum; 2. Stimulate job creation and economic activity as part of the American Reinvestment and Recovery Act of 2009; 3. Reduce greenhouse gas emissions (GHG) from diesel combustion and the carbon footprint of the truck transportation industry. The project design was straightforward. First, build fifty Truck Stop Electrification (TSE) facilities in truck stop parking lots across the country so trucks could plug-in to 110V, 220V, or 480VAC, and shut down the engine instead of idling. These facilities were strategically located at fifty truck stops along major U.S. Interstates with heavy truck traffic. Approximately 1,350 connection points were installed, including 150 high-voltage electric standby Transport Refrigeration Unit (eTRU) plugs--eTRUs are capable of plugging in to shore power1 to cool the refrigerated trailer for loads such as produce, meats and ice cream. Second, the project provided financial incentives on idle reduction equipment to 5,000 trucks in the form of rebates, to install equipment compatible with shore power. This equipment enables drivers to shut down the main engine when parked, to heat or cool their cab, charge batteries, or use other household appliances without idling—a common practice that uses approximately 1 gallon of diesel per hour. The rebate recipients were intended to be the first fleets to plug into Shorepower to save diesel fuel and ensure there is significant population of shore power capable trucks.     On May 12, 2005, EPA promulgated the Clean Air Interstate Rule, which overhauls and expands the scope of air emissions trading programs in the eastern United States. The rule imposes statewide caps on emissions of nitrogen oxides and sulfur dioxide to be introduced in two phases, beginning in 2009.     An initial series of calculations of the reactivity-worth of the OSMOSE samples in the MINERVE reactor with the R2-UO2 and MORGANE/R core configuration were completed. The calculation model was generated using the lattice physics code DRAGON. In addition, an initial comparison of calculated values to experimental measurements was performed based on preliminary results for the R1-MOX configuration.

    New Mexico State University organized an effort to perform static and dynamic damage-detection tests on the Interstate-40 bridge over the Rio Grande at Albuquerque. The opportunity was available because the 425-ft-long bridge was soon to be replaced. Sandia National Laboratories was asked to provide and operate a shaker that could exert 1000-lb peak amplitude forces for both sinusoidal and random excitations between 2 and 20 Hz. Two Sandia departments collaborated to design and build the shaker, using existing major components connected with Sandia-designed and -fabricated hardware. The shaker was installed and operated successfully for a series of five modal and sinusoidal response tests.

    Deliverability on the Interstate Natural Gas Pipeline System examines the capability of the national pipeline grid to transport natural gas to various US markets. The report quantifies the capacity levels and utilization rates of major interstate pipeline companies in 1996 and the changes since 1990, as well as changes in markets and end-use consumption patterns. It also discusses the effects of proposed capacity expansions on capacity levels. The report consists of five chapters, several appendices, and a glossary. Chapter 1 discusses some of the operational and regulatory features of the US interstate pipeline system and how they affect overall system design, system utilization, and capacity expansions. Chapter 2 looks at how the exploration, development, and production of natural gas within North America is linked to the national pipeline grid. Chapter 3 examines the capability of the interstate natural gas pipeline network to link production areas to market areas, on the basis of capacity and usage levels along 10 corridors. The chapter also examines capacity expansions that have occurred since 1990 along each corridor and the potential impact of proposed new capacity. Chapter 4 discusses the last step in the transportation chain, that is, deliverability to the ultimate end user. Flow patterns into and out of each market region are discussed, as well as the movement of natural gas between States in each region. Chapter 5 examines how shippers reserve interstate pipeline capacity in the current transportation marketplace and how pipeline companies are handling the secondary market for short-term unused capacity. Four appendices provide supporting data and additional detail on the methodology used to estimate capacity. 32 figs., 15 tabs.

    Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.

    State-level accident rates by mode of freight transport have been developed and refined for application to the US Department of Energy`s (DOE`s) environmental mitigation program, which may involve large-quantity shipments of hazardous and mixed wastes from DOE facilities. These rates reflect multi-year data for interstate-registered highway earners, American Association of Railroads member carriers, and coastal and internal waterway barge traffic. Adjustments have been made to account for the share of highway combination-truck traffic actually attributable to interstate-registered carriers and for duplicate or otherwise inaccurate entries in the public-use accident data files used. State-to-state variation in rates is discussed, as is the stability of rates over time. Computed highway rates have been verified with actual carriers of high- and low-level nuclear materials, and the most recent truck accident data have been used, to ensure that the results are of the correct order of magnitude. Study conclusions suggest that DOE use the computed rates for the three modes until (1) improved estimation techniques for highway combination-truck miles by state become available; (2) continued evolution of the railroad industry significantly increases the consolidation of interstate rail traffic onto fewer high-capacity trunk lines; or (3) a large-scale off-site waste shipment campaign is imminent.

One challenge regards conceptualizing precisely what commodity is to be managed across space and time. The US Supreme Court view is that waste disposal is the article of commerce per se. Some justices, however, have argued that while waste disposal is the article of commerce, its interstate flow could be impeded by states on the grounds that they have the authority to regulate natural resource quality within their boundaries. The argument in this paper is that adopting the economic theory view of the article of commerce as landfill space brings the majority and dissenting US Supreme Court views-and the resulting sides of the public policy dispute-into closer alignment. We discuss waste management policy tools that emerge from this closer alignment that are more likely to both withstand judicial scrutiny and achieve economic efficiency.

    FutureGen 2.0 site will be the first near-zero emission power plant with fully integrated long-term storage in a deep, non-potable saline aquifer in the United States. The proposed FutureGen 2.0 CO2 storage site is located in northeast Morgan County, Illinois, U.S.A., forty-eight kilometres from the Meredosia Energy Center where a large-scale oxy-combustion demonstration will be conducted. The demonstration will involve > 90% carbon capture, which will produce more than one million metric tons (MMT) of CO2 per year. The CO2 will be compressed at the power plant and transported via pipeline to the storage site. To examine CO2 storage potential of the site, a 1,467m characterization well (FGA#1) was completed in December 2011. The target reservoir for CO2 storage is the Mt. Simon Sandstone and Elmhurst Sandstone Member of the lower Eau Claire Formation for a combined thickness of 176 m. Confining beds of the overlying Lombard and Proviso Members (upper Eau Claire Formation) reach a thickness of 126 m. Characterization of the target injection zone and the overlying confining zone was based on wellbore data, cores, and geophysical logs, along with surface geophysical (2-D seismic profiles, magnetic and gravity), and structural data collected during the initial stage of the project . Based on this geological model, 3D simulations of CO2 injection and redistribution were conducted using STOMP-CO2, a multiphase flow and transport simulator. After this characterization stage, it appears that the injection site is a suitable geologic system for CO2 sequestration and that the injection zone is sufficient to receive up to 33 MMT of CO2 at a rate of 1.1 MMT/yr.     On December 23, 2008, the D.C. Circuit Court remanded but did not vacate the Clean Air Interstate Rule (CAIR), overriding its previous decision on February 8, 2008, to remand and vacate CAIR. The December decision, which is reflected in Annual Energy Outlook 2010 (AEO) , allows CAIR to remain in effect, providing time for the Environmental Protection Agency to modify the rule in order to address objections raised by the Court in its earlier decision. A similar rule, referred to as the Clean Air Mercury Rule (CAMR), which was to set up a cap-and-trade system for reducing mercury emissions by approximately 70%, is not represented in the AEO2010 projections, because it was vacated by the D.C. Circuit Court in February 2008.

    In the past two years, public and private efforts to promote development and deployment of innovative environmental technologies have shifted from the analysis of barriers to the implementation of a variety of initiatives aimed at surmounting those barriers. Particular attention has been directed at (1) streamlining fragmented technology acceptance processes within and among the states, and (2) alleviating disincentives, created by inadequate or unverified technology cost and performance data, for users and regulators to choose innovative technologies. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

    An article of similar title was published in the International Journal of Radioactive Materials Transport in 1999. The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    The U.S. liquid petroleum pipeline industry is large, diverse, and vital to the nation's economy. Comprised of approximately 200,000 miles of pipe in all fifty states, liquid petroleum pipelines carried more than 40 million barrels per day, or 4 trillion barrel-miles, of crude oil and refined products during 2001. That represents about 17% of all freight transported in the United States, yet the cost of doing so amounted to only 2% of the nation's freight bill. Approximately 66% of domestic petroleum transport (by ton-mile) occurs by pipeline, with marine movements accounting for 28% and rail and truck transport making up the balance. In 2004, the movement of crude petroleum by domestic federally regulated pipelines amounted to 599.6 billion tonmiles, while that of petroleum products amounted to 315.9 billion ton-miles (AOPL 2006). As an illustration of the low cost of pipeline transportation, the cost to move a barrel of gasoline from Houston, Texas, to New York Harbor is only 3 cents per gallon, which is a small fraction of the cost of gasoline to consumers. Pipelines may be small or large, up to 48 inches in diameter. Nearly all of the mainline pipe is buried, but other pipeline components such as pump stations are above ground. Some lines are as short as a mile, while others may extend 1,000 miles or more. Some are very simple, connecting a single source to a single destination, while others are very complex, having many sources, destinations, and interconnections. Many pipelines cross one or more state boundaries (interstate), while some are located within a single state (intrastate), and still others operate on the Outer Continental Shelf and may or may not extend into one or more states. U.S. pipelines are located in coastal plains, deserts, Arctic tundra, mountains, and more than a mile beneath the water's surface of the Gulf of Mexico (Rabinow 2004; AOPL 2006).     Concentrations of the heavy metals copper, lead, and zinc, and other constituents, were measured in soil and runoff before and after construction of a stormwater detention basin at the Interstate 95-State Route 656 interchange near Atlee, VA, from April 1993 through May 1997. The spatial and vertical distribution of heavy metals in soil indicate that the paved traffic lanes of the interstate highway are a source of the metals. Concentrations of the metals in soil decrease with increasing soil depth below the ground surface and with increasing distance from the highway lanes. Of the three metals for which samples were analyzed, lead was generally present at the greatest concentration, and copper was at the lowest concentration in the soil.

    US Ecology is the private contractor selected to develop and operate low-level waste disposal facilities in the Southwestern and the Central Interstate Compacts. These initiatives have been proceeding for almost a decade in somewhat different regulatory and political climates. This paper chronicles recent events in both projects. In both cases there is reason for continued optimism that low-level waste facilities to serve the needs of waste generators in these two compacts will soon be a reality. When the California Department of Health Services issued a license for the proposed Ward Valley LLRW disposal facility on September 16, 1993, it represented a significant step in implementation of a new generation of regional LLRW disposal facilities. While limited scope land transfer hearings were on the horizon, project beneficiaries were confident that the disposal site would be operational by 1995. Since then, however, political initiatives championed by Senator Barbara Boxer (D-CA) have clouded the federal land transfer process and left the commencement date of operations indeterminant. Since 1993, the biomedical community, waste generators most affected by delays, have been petitioning the current administration to emphasize the need for a timely solution. These efforts are aimed at Clinton administration officials responsible for current delays, who apparently have not recognized the importance of the Ward Valley facility to California`s economy, nor the national ramifications of their delaying actions. The current status of challenges to the Ward Valley license and California Environmental Quality Act (CEQA) documentation is also provided. The presentation also discusses the recently completed National Academy of Science evaluation of reports critical of the Ward Valley development process.

    About 11:40 a.m. central daylight saving time on July 30, 1988, Iowa Interstate Railroad Ltd. (IAIS) freight trains Extra 470 West and Extra 406 East collided head on within the yard limits of Altoona, Iowa, about 10 miles east of Des Moines, Iowa. All 5 locomotive units from both trains; 11 cars of Extra 406 East; and 3 cars, including two tank cars containing denatured alcohol, of Extra 470 West derailed. The denatured alcohol, which was released through the pressure relief valves and the manway domes of the two derailed tank cars, was ignited by the fire resulting from the collision of the locomotives. Both crew members of Extra 470 West were fatally injured; the two crew members of Extra 406 East were only slightly injured. The estimated damage (including lading) as a result of this accident exceeded $1 million. The major safety issues in the accident include operational methods employed by the IAIS, training and selection of train and engine personnel, supervisory oversight by the IAIS, design of closure fittings on hazardous materials rail tanks, and oversight of regional railroads by the Federal Railroad Administration.

    The use of hydrogen in the energy sector of the United States is projected to increase significantly in the future. Current uses are predominantly in the petroleum refining sector, with hydrogen also being used in the manufacture of chemicals and other specialized products. Growth in hydrogen consumption is likely to appear in the refining sector, where greater quantities of hydrogen will be required as the quality of the raw crude decreases, and in the mining and processing of tar sands and other energy resources that are not currently used at a significant level. Furthermore, the use of hydrogen as a transportation fuel has been proposed both by automobile manufacturers and the federal government. Assuming that the use of hydrogen will significantly increase in the future, there would be a corresponding need to transport this material. A variety of production technologies are available for making hydrogen, and there are equally varied raw materials. Potential raw materials include natural gas, coal, nuclear fuel, and renewables such as solar, wind, or wave energy. As these raw materials are not uniformly distributed throughout the United States, it would be necessary to transport either the raw materials or the hydrogen long distances to the appropriate markets. While hydrogen may be transported in a number of possible forms, pipelines currently appear to be the most economical means of moving it in large quantities over great distances. One means of controlling hydrogen pipeline costs is to use common rights-of-way (ROWs) whenever feasible. For that reason, information on hydrogen pipelines is the focus of this document. Many of the features of hydrogen pipelines are similar to those of natural gas pipelines. Furthermore, as hydrogen pipeline networks expand, many of the same construction and operating features of natural gas networks would be replicated. As a result, the description of hydrogen pipelines will be very similar to that of natural gas pipelines. The following discussion will focus on the similarities and differences between the two pipeline networks. Hydrogen production is currently concentrated in refining centers along the Gulf Coast and in the Farm Belt. These locations have ready access to natural gas, which is used in the steam methane reduction process to make bulk hydrogen in this country. Production centers could possibly change to lie along coastlines, rivers, lakes, or rail lines, should nuclear power or coal become a significant energy source for hydrogen production processes. Should electrolysis become a dominant process for hydrogen production, water availability would be an additional factor in the location of production facilities. Once produced, hydrogen must be transported to markets. A key obstacle to making hydrogen fuel widely available is the scale of expansion needed to serve additional markets. Developing a hydrogen transmission and distribution infrastructure would be one of the challenges to be faced if the United States is to move toward a hydrogen economy. Initial uses of hydrogen are likely to involve a variety of transmission and distribution methods. Smaller users would probably use truck transport, with the hydrogen being in either the liquid or gaseous form. Larger users, however, would likely consider using pipelines. This option would require specially constructed pipelines and the associated infrastructure. Pipeline transmission of hydrogen dates back to late 1930s. These pipelines have generally operated at less than 1,000 pounds per square inch (psi), with a good safety record. Estimates of the existing hydrogen transmission system in the United States range from about 450 to 800 miles. Estimates for Europe range from about 700 to 1,100 miles (Mohipour et al. 2004; Amos 1998). These seemingly large ranges result from using differing criteria in determining pipeline distances. For example, some analysts consider only pipelines above a certain diameter as transmission lines. Others count only those pipelines that transport hydrogen from a producer to a customer (e.g., those pipelines designed for in-plant transport of hydrogen for use as feedstock or fuel are not counted). Operational status and hydrogen purity levels are also factors in defining these ranges. Hydrogen pipelines in the United States are predominantly along the Gulf Coast and connect major hydrogen producers with well-established, long-term customers. These hydrogen transmission systems pall by comparison with the 180,000-mile natural gas transmission pipeline. Since 1939, Germany has had a 130-mile pipeline carrying 20,000 lb/hour of hydrogen in a 10-inch pipe at 290 psi gauge (psig). The longest hydrogen pipeline in Europe is owned by Air Liquide and extends 250 miles from Northern France to Belgium. In theory, a blend of up to 20% hydrogen in natural gas can be transported without modifying natural gas pipelines (Oney et al. 1994).

    Dear Legislators, I am writing to you to express my strong opposition to the proposed Kinder Morgan/Tennessee Gas Pipeline Northeast Energy Direct Project. Any investment in new energy infrastructure in MA should be placed in the field of alternative energy. Natural gas is, as we now know, as bad for the climate as coal is, once methane leaks are factored in. Furthermore, it is not clear that there is an actual need for this fuel, and I would hope we would make more effort in conserving and reducing consumption rather than readying ourselves for even more dependence on fossil fuels. I am also extremely concerned by the impact on local communities here in MA that such a project would have. Without a thorough study of the above mentioned issues, I can not see that this project is in the best interest for Massachusetts, my home state.     Pressure maintenance by waterflooding in some reservoirs may be considered essential for satisfactory oil recovery. The main objective of waterflooding is to place water into a rock formation at both the desired rate and pressure with minimal expense and trouble. This objective, however, cannot be achieved unless this water has certain characteristics. The water, therefore, should be treated and conditioned before injection. This study addresses the treatment phases adopted to improve seawater quality before injection, and to control problems associated with untreated seawater. Also discussed are GUPCO'S (Gulf of Suez Petroleum Co.) experience in seawaterfloods, problems encountered, and corrective actions taken to overcome these problems. The chemical treatment programs adopted are presented along with final conclusions and recommendations that can be applied to similar floods in Egypt with (Gulf of Suez) GOS. 47 refs.

    Hello, I am writing in concern about efforts by Kinder Morgan to locate in conservation lands along the Northern area of Massachusetts. These lands are the watershed for our whole state, and this infiltration by two gas investment companies: Northeast Utilities and Kinder Morgan is dangerous to our state's water, and violate the rights of our small state to a clean, safe environment. Further, these lands, and the donations that support them are our state heritage. And there are further concerns. Massachusetts is about to find out what the term "resource curse" means. At the moment, Massachusetts has abundant water. The Marcellus shale is our near neighbor. Our watersheds are now under assault. This is happening right now, in all of Massachusetts' watersheds. Northeast Utilities, now a Connecticut gas investment company, appears to be working aggressively with investment company, Texas –based, Kinder Morgan to gain control of water in Massachusetts. The proposed gas pipeline is using monopoly owned electrical grids to snake through protected aquifers and watersheds, with pipelines known to carry radioactive gas from the Marcellus, along with benzene, neurotoxins, and endocrine disrupting chemicals. Pipelines leak. They also explode. Blast zones created by high pressure, high volume gas pipelines, running adjacent to high voltage, direct current,electrical cables, are deliberately planned to run right through populated areas. This will gut rural community economies, reducing property values, making sure there is less public oversight of these regions, while placing these areas under the control of privately owned gas investment entities. The gas industry is exempt from clean air, clean water, and clean drinking water legislation. If gas is so clean and safe, why is that necessary? . The idea of "cheap gas" is a falsehood. Gas extraction comes at an exorbitant price: billions of gallons of drinking water, necessary for human life, are destroyed for each well head

    I live in Richmond, Mass., a town through which Kinder-Morgan proposes building a new pipeline to carry natural gas under high pressure to Dracut, Mass., where it can be used to generate electricity or shipped out of the United States. I object. I object both to the new pipeline and to the proposition that the United States must keep increasing its use of fossil fuels at the expense of local environments and the release of carbon into the atmosphere. Life on the planet is at greater risk than the bottom lines of the companies that seek to profit by extracting, shipping, and burning fossil fuels. We can continue to live modern lives safely if we mend existing infrastructure to close leaks, retrofit buildings for greater fuel efficiency, set standard for new construction, encourage implementation of solar and wind technologies, and use common sense about lowering discretionary demand. It is time for federal agencies to put the long-term interests of ALL the people and of the environment ahead of the short-term interests of the fossil- fuel industry.     A Massachusetts resident, I am writing to oppose the Kinder Morgan/TGP Northeast Energy Natural gas pipeline in Massachusetts. The proposed pipeline path runs through hundreds of private properties and through some of the state's most sensitive eco-systems and would be paid for through new tariffs on our electric bills. Studies conducted by Black & Veatch show that if current levels of state energy efficiency programs continue, there is no need for additional natural gas infrastructure even with economic growth taken into account, yet ISO New England and NESCOE are calling for more pipeline capacity. Natural gas has done it's "bridge" work. With renewables phasing in at an unprecedented rate, adding more natural gas would now take is in the wrong direction for achieving the state's greenhouse gas emissions goals – based on CO2 output alone. Natural gas is also primarily methane, a greenhouse gas over 80 times more powerful than CO2 in the short term, over 20 times more in the long term. When a full accounting of methane's impact is taken into account, studies show that it has no benefit over coal or oil in reducing greenhouse gas effects. We are standing at the far end, having crossed the natural gas "bridge" to a clean energy economy. It's time to step forward into that future we've been building. Thank you. Elizabeth Newton

    Dear Sir/Madam: Please oppose the Northeast Expansion of the Tennessee Gas Pipeline. For reasons having to do with climate change, which I don't need to explain to you, it is not in our interest to be enabling further carbon combustion here or anywhere else in the world. Natural gas is not needed in Mass. as a "bridge" fuel. Mass. is making good progress toward lowering CO2 emissions, and with continued declines in the cost of photovoltaic installations, changes in net meter regulations, and expansion of offshore wind power, Mass. can produce enough renewable energy to replace the electric power lost from the closure of coal-fired plants. To the extent that gas through the proposed pipeline will be exported, I see no reason for Mass. to bear the burden of providing natural gas to China and others. The pipeline would inevitably go through wetlands, conservation land, land trust land, and agriculturally restricted land, which owners, donors, and taxpayers have gone to great lengths and expense over the generations to protect. All of this would be undone and wasted, merely so Kinder Morgan could increase its bottom line. We'd be paying the price and they would be reaping the profit.     on proposed Kinder Morgan gas pipeline through MA. — The pipeline is not needed. This pipeline is being touted as filling in a "shortfall" in fuel needed for electricity generation. The "shortfall" in energy has only occurred during very cold snaps when more of the current gas supply is used for heating instead of electric generation. This occasional "shortfall" can be cut by 1/3 just by fixing the leaks in the current gas infrastructure in the state. The remaining 2/3 can easily be made up by expanding current energy efficiency programs like MassSave. — Caps on clean energy need to be removed. A further boost to fill in the occasional "shortfall" in the grid could be achieved removing the cap on the amount of independently generated clean energy (small-scale wind and solar), that can be sold back to the grid. These are systems are already in place and would allow more power into the grid without any additional infrastructure investments needed. — Gas is also intended for export. The pipeline being proposed brings in many times more gas than would be needed to fill in the "shortfall" even if it was a constant need. According to Kinder Morgan's own memo, this extra capacity is slated to go toward increased gas use along newly proposed lateral distribution lines, which works against the state's own greenhouse gas emissions goals, and for export to the Canadian Maritimes, which does not benefit the people of Massachusetts or the country and drives up the price of gas, negating any claims of the project providing cheaper energy. — Ratepayers bear the costs & risks with no benefit. Having electric rate payers fund the pipeline through the proposed tariff is unfair.     First in Massachusetts and other New England states, we need to mount a major campaign to conserve energy. That means getting people and businesses to USE LESS. There are many ways for people to do this. For example, people could use less electricity by shutting off air conditioners and helping cut back electricity use in public buildings such as schools. If we are serious about doing something about the crisis related to climate change, the electric rate system could be re-structured. People who use less pay less, and people who use more (over a certain amount) pay more. Second energy efficiency should be a top priority. We do not need new gas pipelines, such as the proposed Northeast Expansion project in the planning stages by Tennessee Gas Pipeline Co. (owned by Kinder Morgan). This proposed pipeline would cut across protected forests, farmland, and small towns in northern and western parts of Massachusetts. Massachusetts does not need this new proposed gas pipeline. We should fix the leaks in established gas pipelines (Sen. Markey's proposal) to boost efficiency and also use less energy. Continuing to extract fossil fuels such as oil and gas and build new transmission systems is not a good idea at this point in our history as we face a very serious climate change crisis.     To whom it may concern: We live in Orange, MA, which is one of the towns through which a natural gas pipeline (Kinder Morgan Co.) is proposed to go on its way to Dracut, MA. We are aware that these 30-inch pipelines have on average one leak every 8 miles or so, and we know there will be more than 8 miles of the line in our town if it is approved. Although we are not abutting property owners, we are opposed to the fracking techniques used to extract the gas that will be in this pipeline, primarily because of danger to water supplies. Additionally, we feel as though we're enabling and supporting these techniques by not speaking out about transporting the products of this process. And, just in case you think we are "not in my backyard "people, we SUPPORT both wind and solar power installations - we have both rather close to us!     To the Energy Review Task Force, I am a resident of Boston and also have property in Cummington, Mass. I am commenting specifically on a proposed gas pipeline by Kinder Morgan through the state of Massachusetts, but also generically on energy policy in New England. I am against building another gas pipeline in Massachusetts. The environmental and ecological risk of running a high pressure gas pipeline through conservation land, pristine nature, important water reservoirs, and residents farms and properties is great, and not where we as stewards of the earth should be putting our efforts. We should heed the findings that climate change is upon us and to the recommendations that we must curtail global warming emissions (like methane) and promote and support renewable energy. We should pay attention to recent independent findings that hydraulic fracturing has serious environmental problems, contributes to global warming, is harming water supplies, causes earthquakes, and is not a safe, secure, renewable method of obtaining energy. In summary, as leaders in environmental policy, we in New England should not be encouraging the production of fracked gas by building a conduit for that gas through our states. Laurel Greenberg

    I write as a concerned citizen from Ashfield, one of the rural western Massachusetts towns that would be affected by the proposed installation of a gas pipeline along the existing electrical power grid by Kinder Morgan/TGP. My property abuts easements for these high tension lines. My concerns are threefold: 1. The valuation of my property, and that of others affected by this proposed pipeline, would decrease substantially should this installation become a reality. This will negatively impact the tax basis and in aggregate, reduced tax revenues for our town will have a significant negative effect on schools, public safety, road maintenance and other services. 2. I question the ability to adequately insure my property in the event of this installation becoming a reality. The risks associated with the transport and storage of gas are frightening and real, particularly "fracked' gas with the additives - known and unknown - that become a part of its composition through the shale drilling process and through reactions with the steel pipe in which its carried. My insurance policy, a standard one, will not cover losses that could foreseeably be incurred as a result of leakage, explosion, fire, or other distinctly possible incidents along the pipeline route. 3. The salability of my property will be negatively impacted by this pipeline. In fact, the mere proposal has already had an affect. My immediate neighbor, an older woman who has been living in and maintaining an historic 200+ year old farm house for over 30 years, has recently lost the sale of her home as news of Kinder Morgan's intent has become widespread. We live in a small and rural town. Our quality of life is as precious to us as our natural and community resources - clean water, clean air, rich farmland, and neighbors who take the time to be educated about the impact of proposed large-scale energy generating and transmission projects because we care deeply about preserving all of it.     The term natural gas is deceptive: the gas increasingly available to the Northeast is unconventional gas, and is higher in radioactivity (Resnikoff, 2012), as well as chemical content from hydraulic fracturing that is deadly to biological integrity- known carcinogens, neurotoxins, poisons . . . there is no oversight of what is in these pipelines. Pipelines leak at a rate of between 8% and 11%: : The proposed pipeline(s) runs through every single aquifer that supplies drinking water to residents of Massachusetts. Marcellus gas also has a high likelihood of increasing lung cancer among gas customers in Massachusetts, as detailed in Resnikoff's 2012 executive summary. The advertising currently being played over and over again on our airwaves is chilling in the face of this known risk. The fact that unconventional gas ruins drinking water at alarming rates, and the acquisition of this gas is structured in a manner that guarantees no accountability or liability for desecration of arguably the most basic necessity for life is being falsely advertised as "better for the environment". There are not only worse emissions from this industry, but a second, concomitant ruining of water. Both Northeast Utilities and Kinder Morgan stand to make significant profit for their private investors. Meanwhile, Massachusetts are being asked to subsidize the destruction of their homes, their health, their water, and their neighborhoods to enrich a few individuals who are seeking a shipping route manipulating "eminent domain" to sell shale gas abroad. This is a destructive and extreme plan, and there are many other options that have not been adequately explored or investigated. In this instance, windmills off the coast seems a lot less immediately destructive than poisoning our drinking water. Or is the intention to euthanize a certain number of citizens?     As a resident of the town of Richmond, Massachusetts, through which a natural gas pipeline already runs, I am troubled that Kinder Morgan plans to build an additional pipeline through our town to carry fracked gas from Pennsylvania to Dracut, Massachusetts, where it will be used for electrical generation and quite possibly exported. My objections are twofold: (1) On a local level, I object to running a line that has siting problems (e.g., wetlands and ledge), would endanger the town in the event of a rupture, and might require noisy compressors all for no benefit to the area or even the Commonwealth. (2) On a national level, I object to investing further in fossil fuels and new infrastructure to carry them to market. Fracking is a particularly noxious technology, dangerous to regions in which it occurs. The United States needs immediately to begin to reduce our use of fossil fuels by as much as 80% if we are to avoid an irreversible rise of CO2 in the atmosphere to levels that will raise the average global temperature by more than 2ºC. Coal, oil, and natural gas must be phased out, not promoted. The future is with wind and solar power, the immense savings available through increased efficiency in use, and new clean technologies. I hope the Department of Energy will focus its policies on sustainable energy sources and use. Most certainly, it should protect citizens and ratepayers from policies that direct monies from taxes or tariffs toward infrastructure to further fossil fuel industries. Thank you, Katherine Keenum

    We compare simulated fuel economy and emissions for both conventional and hybrid class 8 heavy-duty diesel trucks operating over multiple urban and highway driving cycles. Both light and heavy freight loads were considered, and all simulations included full aftertreatment for NOx and particulate emissions controls. The aftertreatment components included a diesel oxidation catalyst (DOC), urea-selective catalytic NOx reduction (SCR), and a catalyzed diesel particulate filter (DPF). Our simulated hybrid powertrain was configured with a pre-transmission parallel drive, with a single electric motor between the clutch and gearbox. A conventional HD truck with equivalent diesel engine and aftertreatment was also simulated for comparison. Our results indicate that hybridization can significantly increase HD fuel economy and improve emissions control in city driving. However, there is less potential hybridization benefit for HD highway driving. A major factor behind the reduced hybridization benefit for highway driving is that there are fewer opportunities to utilize regenerative breaking. Our aftertreatment simulations indicate that opportunities for passive DPF regeneration are much greater for both hybrid and conventional trucks during highway driving due to higher sustained exhaust temperatures. When passive DPF regeneration is extensively utilized, the fuel penalty for particulate control is virtually eliminated, except for the 0.4%-0.9% fuel penalty associated with the slightly higher exhaust backpressure.
