  1. Reaching Grid Parity Using BP Solar Crystalline Silicon Technology: A Systems Class Application

    The primary target market for this program was the residential and commercial PV markets, drawing on BP Solar's premium product and service offerings, brand and marketing strength, and unique routes to market. These two markets were chosen because: (1) in 2005 they represented more than 50% of the overall US PV market; (2) they are the two markets that will likely meet grid parity first; and (3) they are the two market segments in which product development can lead to the added value necessary to generate market growth before reaching grid parity. Federal investment in this program resulted in substantial progress toward the DOE TPP target, providing significant advancements in the following areas: (1) Lower component costs particularly the modules and inverters. (2) Increased availability and lower cost of silicon feedstock. (3) Product specifically developed for residential and commercial applications. (4) Reducing the cost of installation through optimization of the products. (5) Increased value of electricity in mid-term to drive volume increases, via the green grid technology. (6) Large scale manufacture of PV products in the US, generating increased US employment in manufacturing and installation. To achieve these goals BP Solar assembled a team that included suppliers of critical materials, automated equipment developers/manufacturers, inverter and other BOS manufacturers, a utility company, and University research groups. The program addressed all aspects of the crystalline silicon PV business from raw materials (particularly silicon feedstock) through installation of the system on the customers site. By involving the material and equipment vendors, we ensured that supplies of silicon feedstock and other PV specific materials like encapsulation materials (EVA and cover glass) will be available in the quantities required to meet the DOE goals of 5 to 10 GW of installed US PV by 2015 and at the prices necessary for PV systems to reach grid parity in 2015

  2. Technology Advances Needed for Photovoltaics to Achieve Widespread Grid Price Parity

    To quantify the potential value of technological advances to the photovoltaics (PV) sector, this paper examines the impact of changes to key PV systems parameters on the levelized cost of energy (LCOE). The parameters selected include module manufacturing cost, efficiency, degradation rate, and service lifetime. NREL’s System Advisor Model (SAM) is used to calculate the lifecycle cost per kilowatt-hour (kWh) for residential, commercial, and utility-scale PV systems within the contiguous United States, with a focus on utility-scale. Different technological pathways to the Department of Energy’s SunShot goal of PV electricity that is at grid price parity with conventional electricity sources are illustrated. In addition, the impact of independent changes to individual parameters on 2015 baseline costs is shown. These results may be used to identify research directions with the greatest potential to impact the cost of PV electricity.

    In this report, we analyze PV break-even costs for U.S. residential customers. We evaluate some key drivers of grid parity both regionally and over time. We also examine the impact of moving from flat to time-of-use (TOU) rates, and we evaluate individual components of the break-even cost, including effect of rate structure and various incentives. Finally, we examine how PV markets might evolve on a regional basis considering the sensitivity of the break-even cost to four major drivers: technical performance, financing parameters, electricity prices and rates, and policies. We find that electricity price rather than technical parameters are in general the key drivers of the break-even cost of PV. Additionally, this analysis provides insight about the potential viability of PV markets.

    Methods and systems for rapid automatic keyword extraction for information retrieval and analysis. Embodiments can include parsing words in an individual document by delimiters, stop words, or both in order to identify candidate keywords. Word scores for each word within the candidate keywords are then calculated based on a function of co-occurrence degree, co-occurrence frequency, or both. Based on a function of the word scores for words within the candidate keyword, a keyword score is calculated for each of the candidate keywords. A portion of the candidate keywords are then extracted as keywords based, at least in part, on the candidate keywords having the highest keyword scores.

  16. Observed parity-odd CMB temperature bispectrum

    Parity-odd non-Gaussianities create a variety of temperature bispectra in the cosmic microwave background (CMB), defined in the domain: ℓ{sub 1} + ℓ{sub 2} + ℓ{sub 3} = odd. These models are yet unconstrained in the literature, that so far focused exclusively on the more common parity-even scenarios. In this work, we provide the first experimental constraints on parity-odd bispectrum signals in WMAP 9-year temperature data, using a separable modal parity-odd estimator. Comparing theoretical bispectrum templates to the observed bispectrum, we place constraints on the so-called nonlineality parameters of parity-odd tensor non-Gaussianities predicted by several Early Universe models. Our technique also generates a model-independent, smoothed reconstruction of the bispectrum of the data for parity-odd configurations.

    About thirty years ago, electron scattering from nucleons was used [1] to identify, and then measure, the properties of the weak interaction, the only force of nature known to violate the symmetry parity. The basic technique has not fundamentally changed, which is to look for a small asymmetry in count rate from scattering a polarized electron beam from an unpolarized target. Since then, parity-violating (PV) electron scattering has developed substantially, a result of significant improvements in polarized electron beams, accelerator advancements, and developments in cryogenic targets that make it possible to carry out experiments with much higher statistical precision. In the last decade PV experiments have focused on using the complementary electron-quark flavor coupling of the weak interaction to identify and place limits on contributions of strange quark-antiquark pairs to the charge and magnetism of the proton. This observable provides a unique window into the structure of the proton since strange quark contributions can arise only from the sea of quarks and gluons that are responsible for the vast majority of the nucleon's mass. This paper will report on recent results aimed at this goal, along with a brief overview of future directions.

    An entangled state prepared in a decoherence-free subspace, together with a Ramsey-type measurement, can probe parity violation in heavy alkali-metal ions such as Ba{sup +} or Ra{sup +}. Here we propose an experiment with Ba{sup +} as an example to measure the small parity-violating effect in this system. It has been shown that a measurement on a maximally correlated system will reduce the uncertainty as compared to that on a single ion measurement, and also provides a feasible solution to measure the nuclear-spin-dependent part of the total parity-violating light shift in an ionic system.

    This report describes the discipline of grid architecture and shows how it has been adapted from the combination of system architecture, network theory, and control engineering to apply to the issues of grid modernization. It shows how grid architecture aids in managing complexity, supports stakeholder communication about the grid, supplies methods to identify gaps and constraints, and provides the ability to compare architectural choices analytically. This approach views the grid as a network of structures, including electrical structure, industry, regulatory, and market structure, information systems and communications, and control and coordination structures and provides the means to understand and plan their interactions. The report then provides architectural views of the existing US power grid structures, with regional and other specializations. It illustrates how organized central wholesale markets are integrated with bulk system control, how distribution level changes related to penetration of Distributed Energy Resources impact both distribution and bulk systems operations, and how certain existing grid structures limit the ability to implement forward-looking changes to the grid. Finally the report provides selected forward looking architectural views for advanced distribution, integrated storage, and wide scale coordination via layered decomposition. The report contains a number of explicitly labeled architectural insights to aid in managing the complexity of grid modernization.

  1. Dispersion corrections to parity violating electron scattering

    We consider the dispersion correction to elastic parity violating electron-proton scattering due to {gamma}Z exchange. In a recent publication, this correction was reported to be substantially larger than the previous estimates. In this paper, we study the dispersion correction in greater detail. We confirm the size of the disperion correction to be {approx}6% for the QWEAK experiment designed to measure the proton weak charge. We enumerate parameters that have to be constrained to better than relative 30% in order to keep the theoretical uncertainty for QWEAK under control.

    Photon polarization measurements provide a model independent determination of the spin and the parity of the Higgs resonance. The test described here is based on very general principles and is completely independent of dynamical assumptions. A set of observables are identified that discriminate resonances with J{sup P} = 0{sup +}, 0{sup −}, 2{sup −} and 2{sup +}. Furthermore, the same set can be used to gain useful and important information on the magnitude of each helicity amplitude contributing to the gg → γγ process.

    The nature of new neutral-current interactions can be revealed at the low-energy precision frontier, where studies of parity-violation in electron scattering will complement the energy-frontier studies at the LHC. Measurements of the parity-violating observable APV - the cross-section asymmetry in the scattering of longitudinally polarized electrons from an unpolarized target - are sensitive to possible contact interactions from new physics at multi-TeV mass scales. The 12 GeV upgrade at JLab and a new, high-intensity beam at Mainz offer opportunities for significant improvements in measurements of electron-electron and electron-quark parity-violating interactions.

    We study the positive parity charmed strange mesons using lattice QCD, the only reliable ab initio method to study QCD at low energies. Especially the experimentally observed $D_{s0}^*(2317)$ and $D_{s1}(2460)$ have challenged theory for quite some time. The dynamical lattice QCD simulations are performed at two distinct pion masses, $m_{\\pi}$ = 266 MeV and 156 MeV, using both $\\bar{c}s$ as well as $DK$ and $D^*K$ scattering operators in the construction of the correlation matrix in order to take into the account threshold effects. While the $J^P = 0^+$ channel benefited most from the inclusion of scattering operators, it was also crucial for the case of the $D_{s1}(2460)$. Using the L\\"uscher method, which relates the finite volume spectrum to the infinite volume scattering matrix, we were able to determine the near threshold behavior of the scattering amplitude. From it we extracted the binding momenta and the masses of the below-threshold bound states $D_{s0}^*(2317)$ and $D_{s1}(2460)$ by determining the pole positions of the scattering amplitudes. Our results compare well with experiment, resolving a long standing discrepancy between theory and experiment.

    This paper discusses why it is necessary for new lower cost PV modules to be tested using a reliability test sequence that goes beyond the Qualification test sequence now utilized for modules. Today most PV modules are warranted for 25 years, but the Qualification Test Sequence does not test for 25-year life. There is no accepted test protocol to validate a 25-year lifetime. This paper recommends the use of long term accelerated testing to compare now designs directly with older designs that have achieved long lifetimes in outdoor exposure. If the new designs do as well or better than the older ones, then it is likely that they will survive an equivalent length of time in the field.

    The pricing of natural gas on a parity with crude oil has become an important issue in the international energy market. A prime example of the hostility that can arise over this issue is the ongoing argument between the US and Algeria over the price of SONATRACH's LNG exports to El Paso Co. Because LNG shipping and regasification costs add substantially to its delivered (c.i.f.) cost, price parity at the point of export (f.o.b.) would put LNG's price far above that of crude oil or natural gas. Other LNG exporters, such as Indonesia and Libya, seem to be adopting Algeria's pricing stance. Most European LNG customers believe that if f.o.b. price parity - or even some of the c.i.f. price-calculation methods - becomes the established formula, LNG will be priced out of many industrial markets. Without the big contracts from industry, existing LNG projects might not be economical.

    A determination of the spin and parity of the Λ(1405) is presented using photoproduction data from the CLAS detector at Jefferson Lab. The reaction γ+p→K++Λ(1405) is analyzed in the decay channel Lambda(1405)→Σ++π, where the decay distribution to Σ+pi- and the variation of the Σ+ polarization with respect to the Λ(1405) polarization direction determines the parity. The Λ(1405) is produced, in the energy range 2.55 c.m.K+<0.9, with polarization P=0.45±0.02(stat)±0.07(syst). The analysis shows that the decays are in S wave, with the Σ+ polarized such that the Λ(1405) has spin-parity JP=1/2-, as expected by most theories.

    The minimal flavor violation hypothesis (MFV) is extended to the R-parity violating minimal supersymmetric standard model, supplemented with a simple seesaw mechanism. The requirement of MFV is shown to suppress lepton- and baryon-number violating couplings sufficiently to pass all experimental bounds, in particular, those for proton decay, and is thus a viable alternative to R parity. The phenomenological consequences for flavor-changing neutral currents, lepton flavor violation, and colliders are briefly discussed. Typically, MFV predicts sizable baryon-number violation in some characteristic channels, like single stop resonant production.

    Convergence acceleration methods for even-parity transport were developed that have the potential to speed up transport calculations and provide a natural avenue for an implicitly coupled multiphysics code. An investigation was performed into the acceleration properties of the introduction of a nonlinear quasi-diffusion-like tensor in linear and nonlinear solution schemes. Using the tensor reduced matrix as a preconditioner for the conjugate gradients method proves highly efficient and effective. The results for the linear and nonlinear case serve as the basis for further research into the application in a full three-dimensional spherical-harmonics even-parity transport code. Once moved into the nonlinear solution scheme, the implicit coupling of the convergence accelerated transport method into codes for other physics can be done seamlessly, providing an efficient, fully implicitly coupled multiphysics code with high order transport.

    To meet the challenging requirements of next generation parity violation experiments at Jefferson Lab, the Center for Injectors and Sources is working on improving the parity-quality of the electron beam. These improvements include new electron photogun design and fast helicity reversal of the Pockels Cell. We proposed and designed a new scheme for slow helicity reversal using a Wien Filter and two Solenoids. This slow reversal complements the insertable half-wave plate reversal of the laser-light polarization by reversing the electron beam polarization at the injector while maintaining a constant accelerator configuration. For position feedback, fast air-core magnets located in the injector were commissioned and a new scheme for charge feedback is planned.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU's overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory's focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan. This project develops faculty leaders with the intellectual capacity to inspire its students to become leaders that substantially contribute to the development and maintenance of Smart Grid infrastructure through topics such as: (1) Distributed energy systems modeling and control; (2) Energy and power conversion; (3) Simulation of

    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    We describe a lattice simulation of the masses and decay constants of the lowest-lying vector and axial resonances, and the electroweak S parameter, in an SU(3) gauge theory with N{sub f} = 2 and 6 fermions in the fundamental representation. The spectrum becomes more parity doubled and the S parameter per electroweak doublet decreases when N{sub f} is increased from 2 to 6, motivating study of these trends as N{sub f} is increased further, toward the critical value for transition from confinement to infrared conformality.

    NSTAR Electric & Gas Corporation (“the Company”, or “NSTAR”) developed and implemented a Smart Grid pilot program beginning in 2010 to demonstrate the viability of leveraging existing automated meter reading (“AMR”) deployments to provide much of the Smart Grid functionality of advanced metering infrastructure (“AMI”), but without the large capital investment that AMI rollouts typically entail. In particular, a central objective of the Smart Energy Pilot was to enable residential dynamic pricing (time-of-use “TOU” and critical peak rates and rebates) and two-way direct load control (“DLC”) by continually capturing AMR meter data transmissions and communicating through customer-sited broadband connections in conjunction with a standardsbased home area network (“HAN”). The pilot was supported by the U.S. Department of Energy’s (“DOE”) through the Smart Grid Demonstration program. NSTAR was very pleased to not only receive the funding support from DOE, but the guidance and support of the DOE throughout the pilot. NSTAR is also pleased to report to the DOE that it was able to execute and deliver a successful pilot on time and on budget. NSTAR looks for future opportunities to work with the DOE and others in future smart grid projects.

    GENI Project: Cornell University is creating a new software platform for grid operators called GridControl that will utilize cloud computing to more efficiently control the grid. In a cloud computing system, there are minimal hardware and software demands on users. The user can tap into a network of computers that is housed elsewhere (the cloud) and the network runs computer applications for the user. The user only needs interface software to access all of the cloud’s data resources, which can be as simple as a web browser. Cloud computing can reduce costs, facilitate innovation through sharing, empower users, and improve the overall reliability of a dispersed system. Cornell’s GridControl will focus on 4 elements: delivering the state of the grid to users quickly and reliably; building networked, scalable grid-control software; tailoring services to emerging smart grid uses; and simulating smart grid behavior under various conditions.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies. Each of these reports has already been submitted to DOE, distributed to co-ops, and

  10. Communication: The influence of vibrational parity in chiral photoionization dynamics

    A pronounced vibrational state dependence of photoelectron angular distributions observed in chiral photoionization experiments is explored using a simple, yet realistic, theoretical model based upon the transiently chiral molecule H{sub 2}O{sub 2}. The adiabatic approximation is used to separate vibrational and electronic wavefunctions. The full ionization matrix elements are obtained as an average of the electronic dipole matrix elements over the vibrational coordinate, weighted by the product of neutral and ion state vibrational wavefunctions. It is found that the parity of the vibrational Hermite polynomials influences not just the amplitude, but also the phase of the transition matrix elements, and the latter is sufficient, even in the absence of resonant enhancements, to account for enhanced vibrational dependencies in the chiral photoionization dynamics.

    We discuss a parity-time (PT) symmetric Hamiltonian with complex eigenvalues. It is based on the dimensionless Schrdinger equation for a particle in a square box with the PT-symmetric potential V(x, y) = iaxy. Perturbation theory clearly shows that some of the eigenvalues are complex for sufficiently small values of |a|. Point-group symmetry proves useful to guess if some of the eigenvalues may already be complex for all values of the coupling constant. We confirm those conclusions by means of an accurate numerical calculation based on the diagonalization method. On the other hand, the Schrdinger equation with the potential V(x, y) = iaxy{sup 2} exhibits real eigenvalues for sufficiently small values of |a|. Point group symmetry suggests that PT-symmetry may be broken in the former case and unbroken in the latter one.

    The Accelerated Strategic Computing Initiative (ASCI) computational grid is being constructed to interconnect the high performance computing resources of the nuclear weapons complex. The grid will simplify access to the diverse computing, storage, network, and visualization resources, and will enable the coordinated use of shared resources regardless of location. To match existing hardware platforms, required security services, and current simulation practices, the Globus MetaComputing Toolkit was selected to provide core grid services. The ASCI grid extends Globus functionality by operating as an independent grid, incorporating Kerberos-based security, interfacing to Sandia's Cplant{trademark},and extending job monitoring services. To fully meet ASCI's needs, the architecture layers distributed work management and criteria-driven resource selection services on top of Globus. These services simplify the grid interface by allowing users to simply request ''run code X anywhere''. This paper describes the initial design and prototype of the ASCI grid.

    Many large and complex computational problems require multiple, structured, generically overlapped (overset) grids to obtain numerical solutions in a timely manner. BREAKUP significantly reduces required compute times by preparing overset grids for processing on massively parallel computers. BREAKUP subdivides the original grids for use on a user-specified number of parallel processors. Grid-to-grid and intragrid communications are maintained in the parallel environment via connectivity tables generated by BREAKUP. The subgrids are formed to be statically loadmore » balanced and to incur a minimum of communication between the subgrids. When the output of BREAKUP is submitted to an appropriately modified flow solver, subgrid solutions will be updated simultaneously. This contrasts to the much less efficient solution method of updating each original grid sequentially as done in the past.« less

    The combined team of GE Global Research, Federal Express, National Renewable Energy Laboratory, and Consolidated Edison has successfully achieved the established goals contained within the Department of Energy’s Smart Grid Capable Electric Vehicle Supply Equipment funding opportunity. The final program product, shown charging two vehicles in Figure 1, reduces by nearly 50% the total installed system cost of the electric vehicle supply equipment (EVSE) as well as enabling a host of new Smart Grid enabled features. These include bi-directional communications, load control, utility message exchange and transaction management information. Using the new charging system, Utilities or energy service providers will now be able to monitor transportation related electrical loads on their distribution networks, send load control commands or preferences to individual systems, and then see measured responses. Installation owners will be able to authorize usage of the stations, monitor operations, and optimally control their electricity consumption. These features and cost reductions have been developed through a total system design solution.

    An apparatus and method for reconstructing missing data using cross-parity stripes on a storage medium is provided. The apparatus and method may operate on data symbols having sizes greater than a data bit. The apparatus and method makes use of a plurality of parity stripes for reconstructing missing data stripes. The parity symbol values in the parity stripes are used as a basis for determining the value of the missing data symbol in a data stripe. A correction matrix is shifted along the data stripes, correcting missing data symbols as it is shifted. The correction is performed from the outside data stripes towards the inner data stripes to thereby use previously reconstructed data symbols to reconstruct other missing data symbols.

    The Open Science Grid (OSG) provides a distributed facility where the Consortium members provide guaranteed and opportunistic access to shared computing and storage resources. OSG provides support for and evolution of the infrastructure through activities that cover operations, security, software, troubleshooting, addition of new capabilities, and support for existing and engagement with new communities. The OSG SciDAC-2 project provides specific activities to manage and evolve the distributed infrastructure and support its use. The innovative aspects of the project are the maintenance and performance of a collaborative (shared & common) petascale national facility over tens of autonomous computing sites, for many hundreds of users, transferring terabytes of data a day, executing tens of thousands of jobs a day, and providing robust and usable resources for scientific groups of all types and sizes.     A grid integration study is an analytical framework used to evaluate a power system with high penetration levels of variable renewable energy (VRE). A grid integration study simulates the operation of the power system under different VRE scenarios, identifying reliability constraints and evaluating the cost of actions to alleviate those constraints. These VRE scenarios establish where, how much, and over what timeframe to build generation and transmission capacity, ideally capturing the spatial diversity benefits of wind and solar resources. The results help build confidence among policymakers, system operators, and investors to move forward with plans to increase the amount of VRE on the grid.

    The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US

    GridOPTICS Software System (GOSS) is a middleware that facilitates creation of new, modular and flexible operational and planning platforms that can meet the challenges of the next generation power grid. GOSS enables Department of Energy, power system utilities, and vendors to build better tools faster. GOSS makes it possible to integrate Future Power Grid Initiative software products/prototypes into existing power grid software systems, including the PNNL PowerNet and EIOC environments. GOSS is designed to allowmore » power grid applications developed for different underlying software platforms installed in different utilities to communicate with ease. This can be done in compliance with existing security and data sharing policies between the utilities. GOSS not only supports one-to-one data transfer between applications, but also publisher/subscriber scheme. To support interoperability requirements of future EMS, GOSS is designed for CIM compliance. In addition to this, it supports authentication and authorization capabilities to protect the system from cyber threats. In summary, the contributions of the GOSS middleware are as follows: • A platform to support future EMS development. • A middleware that promotes interoperability between power grid applications. • A distributed architecture that separates data sources from power grid applications. • Support for data exchange with either one-to-one or publisher/subscriber interfaces. • An authentication and authorization scheme for limiting the access to data between utilities.« less

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    The parity-violating asymmetries between a longitudinally-polarized electron beam and an unpolarized deuterium target have been measured recently. The measurement covered two kinematic points in the deep inelastic scattering region and five in the nucleon resonance region. We provide here details of the experimental setup, data analysis, and results on all asymmetry measurements including parity-violating electron asymmetries and those of inclusive pion production and beam-normal asymmetries. The parity-violating deep-inelastic asymmetries were used to extract the electron-quark weak effective couplings, and the resonance asymmetries provided the first evidence for quark-hadron duality in electroweak observables.
