    The China Energy Group at Lawrence Berkeley National Laboratory (LBNL) was established in 1988. Over the years the Group has gained recognition as an authoritative source of China energy statistics through the publication of its China Energy Databook (CED). The Group has published seven editions to date of the CED (http://china.lbl.gov/research/chinaenergy-databook). This handbook summarizes key statistics from the CED and is expressly modeled on the International Energy Agency’s “Key World Energy Statistics” series of publications. The handbook contains timely, clearly-presented data on the supply, transformation, and consumption of all major energy sources.

Chiral SU(3) effective field theory has progressed as the appropriate theoretical framework applied to antikaon- and hyperon-nuclear systems. Topics include antikaon-nucleon interactions and the Lambda(1405), KbarNN systems, recent developments in hyperon-nucleon interactions and strangeness in dense baryonic matter with emphasis on new constraints from neutron star observations.

    Energy generation and use are strongly linked to all elements of sustainable development such as economic, social, and environmental. The history of human development rests on the availability and use of energy, the transformation from the early use of fire and animal power that improved lives, to the present world with use of electricity and clean fuels for a multitude of purposes. Energy is the neglected issue of the development debate. The lack of access to reliable and clean energy supplies is a major barrier to improving human well-being around the globe. There are an estimated 1.6 billion people living in the rural areas of developing countries who lack access to electricity, and so dependence on fossil fuels. Combustion of fossil fuels produces large amounts of CO{sub 2}, an important greenhouse gas. In response to increasing concern about the effect of anthropogenic greenhouse gases on global climate, international action has been agreed to reduce these emissions. On the other hand, renewable energy is the great, barely tapped solution to the two great challenges of the coming century such as poverty and global warming. Not only can renewable energy provide a clean, flexible power source for homes, schools and hospitals, at the micro-to-medium scale it has huge potential to create meaningful and useful jobs.

    High-dimensional quantum key distribution (HDQKD) offers the possibility of high secure-key rate with high photon-information efficiency. We consider HDQKD based on the time-energy entanglement produced by spontaneous parametric downconversion, and show that it is secure against collective attacks. Its security rests upon visibility data -- obtained from Franson and conjugate-Franson interferometers -- that probe photon-pair frequency correlations and arrival-time correlations. From these measurements an upper bound can be established on the eavesdropper's Holevo information by translating the Gaussian-state security analysis for continuous-variable quantum key distribution so that it applies to our protocol. We show that visibility data from just the Franson interferometer provides a weaker, but nonetheless useful, secure-key rate lower bound. To handle multiple-pair emissions, we incorporate the decoy-state approach into our protocol. Our results show that over 200\\,km transmission distance in optical fiber, time-energy entanglement HDQKD could permit a 700 bit/sec secure-key rate, and a photon information efficiency of 2 secure-key bits per photon coincidence in the key-generation phase using receivers with 15% system efficiency.

    Marine wave and tidal energy technology could interact with marine resources in ways that are not well understood. As wave and tidal energy conversion projects are planned, tested, and deployed, a wide range of stakeholders will be engaged; these include developers, state and federal regulatory agencies, environmental groups, tribal governments, recreational and commercial fishermen, and local communities. Identifying stakeholders’ environmental concerns in the early stages of the industry’s development will help developers address and minimize potential environmental effects. Identifying important concerns will also assist with streamlining siting and associated permitting processes, which are considered key hurdles by the industry in the U.S. today. In September 2008, RE Vision consulting, LLC was selected by the Department of Energy (DoE) to conduct a scenario-based evaluation of emerging hydrokinetic technologies. The purpose of this evaluation is to identify and characterize environmental impacts that are likely to occur, demonstrate a process for analyzing these impacts, identify the “key” environmental concerns for each scenario, identify areas of uncertainty, and describe studies that could address that uncertainty. This process is intended to provide an objective and transparent tool to assist in decision-making for siting and selection of technology for wave and tidal energy development. RE Vision worked with H. T. Harvey & Associates, to develop a framework for identifying key environmental concerns with marine renewable technology. This report describes the results of this study. This framework was applied to varying wave and tidal power conversion technologies, scales, and locations. The following wave and tidal energy scenarios were considered: ? 4 wave energy generation technologies ? 3 tidal energy generation technologies ? 3 sites: Humboldt coast, California (wave); Makapu’u Point, Oahu, Hawaii (wave); and the Tacoma Narrows, Washington (tidal) ? 3 project sizes: pilot, small commercial, and large commercial The possible combinations total 24 wave technology scenarios and 9 tidal technology scenarios. We evaluated 3 of the 33 scenarios in detail: 1. A small commercial OPT Power Buoy project off the Humboldt County, California coast 2. A small commercial Pelamis Wave Power P-2 project off Makapu’u Point, Oahu, Hawaii 3. A pilot MCT SeaGen tidal project, sited in the Tacoma Narrows, Washington This framework document used information available from permitting documents that were written to support actual wave or tidal energy projects, but the results obtained here should not be confused with those of the permitting documents1. The main difference between this framework document and permitting documents of currently proposed pilot projects is that this framework identifies key environmental concerns and describes the next steps in addressing those concerns; permitting documents must identify effects, find or declare thresholds of significance, evaluate the effects against the thresholds, and find mitigation measures that will minimize or avoid the effects so they can be considered less-than-significant. Two methodologies, 1) an environmental effects analysis and 2) Raptools, were developed and tested to identify potential environmental effects associated with wave or tidal energy conversion projects. For the environmental effects analysis, we developed a framework based on standard risk assessment techniques. The framework was applied to the three scenarios listed above. The environmental effects analysis addressed questions such as: ? What is the temporal and spatial exposure of a species at a site? ? What are the specific potential project effects on that species? ? What measures could minimize, mitigate, or eliminate negative effects? ? Are there potential effects of the project, or species’ response to the effect, that are highly uncertain and warrant additional study?     A comprehensive way of deriving the Hamiltonian of the interacting boson model (IBM) is described. Based on the fact that the multi-nucleon induced surface deformation in finite nucleus is simulated by effective boson degrees of freedom, the potential energy surface calculated with self-consistent mean-field method employing a given energy density functional (EDF) is mapped onto the IBM analog, and thereby the excitation spectra and transition rates with good symmetry quantum numbers are calculated. Recent applications of the proposed approach are reported: (i) an alternative robust interpretation of the {gamma}-soft nuclei and (ii) shape coexistence in lead isotopes.

    In previous quantum key distribution (QKD) protocols, information is encoded on either the discrete-variable of single-photon signal or continuous-variables of multi-photon signal. Here, we propose a new QKD protocol by encoding information on continuous-variables of a single photon. In this protocol, Alice randomly encodes her information on either the central frequency of a narrow-band single photon pulse or the time-delay of a broadband single photon pulse, while Bob randomly chooses to do either frequency measurement or time measurement. The security of this protocol rests on the energy-time uncertainty relation, which prevents Eve from simultaneously determining both frequency and time information with arbitrarily high resolution. In practice, this scheme may be more robust against various channel noises, such as polarization and phase fluctuations.

    Target-setting agreements, also known as voluntary ornegotiated agreements, have been used by a number of governments as amechanism for promoting energy efficiency within the industrial sector. Arecent survey of such target-setting agreement programs identified 23energy efficiency or GHG emissions reduction voluntary agreement programsin 18 countries. International best practice related to target-settingagreement programs calls for establishment of a coordinated set ofpolicies that provide strong economic incentives as well as technical andfinancial support to participating industries. The key program elementsof a target-setting program are the target-setting process,identification of energy-saving technologies and measures usingenergy-energy efficiency guidebooks and benchmarking as well as byconducting energy-efficiency audits, development of an energy-savingsaction plan, development and implementation of energy managementprotocols, development of incentives and supporting policies, monitoringprogress toward targets, and program evaluation. This report firstprovides a description of three key target-setting agreement programs andthen describes international experience with the key program elementsthat comprise such programs using information from the three keytarget-setting programs as well as from other international programsrelated to industrial energy efficiency or GHG emissionsreductions.

    This document summarizes a three year Laboratory Directed Research and Development (LDRD) program effort to improve our understanding of algal flocculation with a key to overcoming harvesting as a techno-economic barrier to algal biofuels. Flocculation is limited by the concentrations of deprotonated functional groups on the algal cell surface. Favorable charged groups on the surfaces of precipitates that form in solution and the interaction of both with ions in the water can favor flocculation. Measurements of algae cell-surface functional groups are reported and related to the quantity of flocculant required. Deprotonation of surface groups and complexation of surface groups with ions from the growth media are predicted in the context of PHREEQC. The understanding of surface chemistry is linked to boundaries of effective flocculation. We show that the phase-space of effective flocculation can be expanded by more frequent alga-alga or floc-floc collisions. The collision frequency is dependent on the floc structure, described in the fractal sense. The fractal floc structure is shown to depend on the rate of shear mixing. We present both experimental measurements of the floc structure variation and simulations using LAMMPS (Large-scale Atomic/Molecular Massively Parallel Simulator). Both show a densification of the flocs with increasing shear. The LAMMPS results show a combined change in the fractal dimension and a change in the coordination number leading to stronger flocs.

    The goal of this project was to estimate the net benefits that cost-effective improvements in energy efficiency can bring to developing countries. The study focused on four major electrical products in the world's second largest developing country, India. These products--refrigerators, room air conditioners, electric motors, and distribution transformers--are important targets for efficiency improvement in India and in other developing countries. India is an interesting subject of study because of it's size and rapid economic growth. Implementation of efficient technologies in India would save billions in energy costs, and avoid hundreds of megatons of greenhouse gas emissions. India also serves as an example of the kinds of improvement opportunities that could be pursued in other developing countries.

    A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    This report summarizes the outcome of U.S. Department of Energy (DOE) contract DE-OE0000543, requesting the design of a Cryptographic Key Management System (CKMS) for the secure management of cryptographic keys for the energy sector infrastructure. Prime contractor Sypris Electronics, in collaboration with Oak Ridge National Laboratories (ORNL), Electric Power Research Institute (EPRI), Valicore Technologies, and Purdue University's Center for Education and Research in Information Assurance and Security (CERIAS) and Smart Meter Integration Laboratory (SMIL), has designed, developed and evaluated the CKMS solution. We provide an overview of the project in Section 3, review the core contributions of all contractors in Section 4, and discuss bene#12;ts to the DOE in Section 5.     An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

    This report describes a comprehensive system of energy intensity indicators for the United States that has been developed for the Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) over the past decade. This system of indicators is hierarchical in nature, beginning with detailed indexes of energy intensity for various sectors of the economy, which are ultimately aggregated to an overall energy intensity index for the economy as a whole. The aggregation of energy intensity indexes to higher levels in the hierarchy is performed with a version of the Log Mean Divisia Index (LMDI) method. Based upon the data and methods in the system of indicators, the economy-wide energy intensity index shows a decline of about 14% in 2010 relative to a 1985 base year. Discussion of energy intensity indicators for each of the broad end-use sectors of the economy—residential, commercial, industrial, and transportation—is presented in the report. An analysis of recent changes in the efficiency of electricity generation in the U.S. is also included. A detailed appendix describes the data sources and methodology behind the energy intensity indicators for each sector.

    As is true for current-day commercial power plants, a reliable and economic fuel supply is essential for the viability of future Inertial Fusion Energy (IFE) [Energy From Inertial Fusion, edited by W. J. Hogan (International Atomic Energy Agency, Vienna, 1995)] power plants. While IFE power plants will utilize deuterium-tritium (DT) bred in-house as the fusion fuel, the 'target' is the vehicle by which the fuel is delivered to the reaction chamber. Thus the cost of the target becomes a critical issue in regard to fuel cost. Typically six targets per second, or about 500 000/day are required for a nominal 1000 MW(e) power plant. The electricity value within a typical target is about $3, allocating 10% for fuel cost gives only 30 cents per target as-delivered to the chamber center. Complicating this economic goal, the target supply has many significant technical challenge - fabricating the precision fuel-containing capsule, filling it with DT, cooling it to cryogenic temperatures, layering the DT into a uniform layer, characterizing the finished product, accelerating it to high velocity for injection into the chamber, and tracking the target to steer the driver beams to meet it with micron-precision at the chamber center.

    The 101 nuclear plants operating in the US today are far safer than they were 20-30 years ago. For example, there's been about a 100-fold reduction in the occurrence of 'significant events' since the late 1970s. Although the youngest of currently operating US plants was designed in the 1970s, all have been significantly modified over the years. Key contributors to the safety gains are a vigilant culture, much improved equipment reliability, greatly improved training of operators and maintenance workers, worldwide sharing of experience, and the effective use of probabilistic risk assessment. Several manufacturers have submitted high quality new designs for large reactors to the U.S. Nuclear Regulatory Commission (NRC) for design approval, and several companies are vigorously working on designs for smaller, modular reactors. Although the Fukushima reactor accident in March 2011 in Japan has been an almost unmitigated disaster for the local population due to their being displaced from their homes and workplaces and also due to the land contamination, its 'lessons learned' have been important for the broader nuclear industry, and will surely result in safer nuclear plants worldwide - indeed, have already done so, with more safety improvements to come.

    The Accelerator Production of Tritium (APT) project, sponsored by Department of Energy Defense Programs (DOE/DP), involves the preconceptual design of an accelerator system to produce tritium for the nation`s stockpile of nuclear weapons. Tritium is an isotope of hydrogen used in nuclear weapons, and must be replenished because of radioactive decay (its half-life is approximately 12 years). Because the annual production requirements for tritium has greatly decreased since the end of the Cold War, an alternative approach to reactors for tritium production, based on a linear accelerator, is now being seriously considered. The annual tritium requirement at the time this study was undertaken (1992-1993) was 3/8 that of the 1988 goal, usually stated as 3/8-Goal. Continued reduction in the number of weapons in the stockpile has led to a revised (lower) production requirement today (March, 1995). The production requirement needed to maintain the reduced stockpile, as stated in the recent Nuclear Posture Review (summer 1994) is approximately 3/16-Goal, half the previous level. The Nuclear Posture Review also requires that the production plant be designed to accomodate a production increase (surge) to 3/8-Goal capability within five years, to allow recovery from a possible extended outage of the tritium plant. A multi-laboratory team, collaborating with several industrial partners, has developed a preconceptual APT design for the 3/8-Goal, operating at 75% capacity. The team has presented APT as a promising alternative to the reactor concepts proposed for Complex-21. Given the requirements of a reduced weapons stockpile, APT offers both significant safety, environmental, and production-fexibility advantages in comparison with reactor systems, and the prospect of successful development in time to meet the US defense requirements of the 21st Century.

    The flammable gas safety issue was recognized in 1990 with the declaration of an unreviewed safety question (USQ) by the U. S. Department of Energy as a result of the behavior of the Hanford Site high-level waste tank 241-SY-101. This tank exhibited episodic releases of flammable gas that on a couple of occasions exceeded the lower flammability limit of hydrogen in air. Over the past six years there has been a considerable amount of knowledge gained about the chemical and physical processes that govern the behavior of tank 241-SY-1 01 and other tanks associated with the flammable gas safety issue. This report was prepared to provide an overview of that knowledge and to provide a description of the key information still needed to resolve the issue. Items covered by this report include summaries of the understanding of gas generation, retention and release mechanisms, the composition and flammability behavior of the gas mixture, the amounts of stored gas, and estimated gas release fractions for spontaneous releases. `Me report also discusses methods being developed for evaluating the 177 tanks at the Hanford Site and the problems associated with these methods. Means for measuring the gases emitted from the waste are described along with laboratory experiments designed to gain more information regarding rates of generation, species of gases emitted and modes of gas storage and release. Finally, the process for closing the USQ is outlined as are the information requirements to understand and resolve the flammable gas issue.

    An optical key system comprises a battery-operated optical key and an isolated lock that derives both its operating power and unlock signals from the correct optical key. A light emitting diode or laser diode is included within the optical key and is connected to transmit a bit-serial password. The key user physically enters either the code-to-transmit directly, or an index to a pseudorandom number code, in the key. Such person identification numbers can be retained permanently, or ephemeral. When a send button is pressed, the key transmits a beam of light modulated with the password information. The modulated beam of light is received by a corresponding optical lock with a photovoltaic cell that produces enough power from the beam of light to operate a password-screen digital logic. In one application, an acceptable password allows a two watt power laser diode to pump ignition and timing information over a fiberoptic cable into a sealed engine compartment. The receipt of a good password allows the fuel pump, spark, and starter systems to each operate. Therefore, bypassing the lock mechanism as is now routine with automobile thieves is pointless because the engine is so thoroughly disabled.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    We propose a new Quantum Key Distribution method in which Alice sends pairs of qubits to Bob, each in one of four possible states. Bob uses one qubit to generate a secure key and the other to generate an auxiliary key. For each pair he randomly decides which qubit to use for which key. The auxiliary key has to be added to Bob's secure key in order to match Alice's secure key. This scheme provides an additional layer of security over the standard BB84 protocol.

    Priorities for basic research important to the future developments of solar energy are idenified, described, and recommended. SERI surveyed more than 120 leading scientists who were engaged in or knowledgeable of solar-related research. The result is an amalgam of national scientific opinion representing the views of key researchers in relevant disciplines and of SERI staff members. The scientific disciplines included in the report are: chemistry, biology, materials sciences, engineering and mathematics, and the social and behavioral sciences. Each discipline is subdivided into two to five topical areas-and, within each topical area, research needs are described and ranked according to the priorities suggested in the survey. Three categories of priority were established: crucial, important, and needed. A narrative accompanying the description of research needs in each topical area discusses the importance of research in the area for solar energy development and presents the bases for the priority rankings recommended.

    ADA-ES has completed an extensive sorbent screening program funded primarily through DOE NETL cooperative agreement DE-NT0005649 with support from EPRI and industry cost-share participants. Tests were completed on simulated and actual flue gas. The overall project objective is to address the viability and accelerate development of a solid-based postcombustion CO2 capture technology that can be retrofit to the existing fleet of coal-fired power plants. An important component of the viability assessment was to evaluate the state of development of sorbents and measure key performance characteristics under realistic operating conditions.

    A key objective of the Task 4 activities has been to develop simulation tools to support development, troubleshooting and optimization of pressurized entrained-flow coal gasifiers. The overall gasifier models (Subtask 4.1) combine submodels for fluid flow (Subtask 4.2) and heat transfer (Subtask 4.3) with fundamental understanding of the chemical processes (Subtask 4.4) processes that take place as coal particles are converted to synthesis gas and slag. However, it is important to be able to compare predictions from the models against data obtained from actual operating coal gasifiers, and Subtask 4.6 aims to provide an accessible, non-proprietary system, which can be operated over a wide range of conditions to provide well-characterized data for model validation. Highlights of this work include: • Verification and validation activities performed with the Arches coal gasification simulation tool on experimental data from the CANMET gasifier (Subtask 4.1). • The simulation of multiphase reacting flows with coal particles including detailed gas-phase chemistry calculations using an extension of the one-dimensional turbulence model’s capability (Subtask 4.2). • The demonstration and implementation of the Reverse Monte Carlo ray tracing (RMCRT) radiation algorithm in the ARCHES code (Subtask 4.3). • Determination of steam and CO{sub 2} gasification kinetics of bituminous coal chars at high temperature and elevated pressure under entrained-flow conditions (Subtask 4.4). In addition, attempts were made to gain insight into the chemical structure differences between young and mature coal soot, but both NMR and TEM characterization efforts were hampered by the highly reacted nature of the soot. • The development, operation, and demonstration of in-situ gas phase measurements from the University of Utah’s pilot-scale entrained-flow coal gasifier (EFG) (Subtask 4.6). This subtask aimed at acquiring predictable, consistent performance and characterizing the environment within the gasifier.
