    Energy generation and use are strongly linked to all elements of sustainable development such as economic, social, and environmental. The history of human development rests on the availability and use of energy, the transformation from the early use of fire and animal power that improved lives, to the present world with use of electricity and clean fuels for a multitude of purposes. Energy is the neglected issue of the development debate. The lack of access to reliable and clean energy supplies is a major barrier to improving human well-being around the globe. There are an estimated 1.6 billion people living in the rural areas of developing countries who lack access to electricity, and so dependence on fossil fuels. Combustion of fossil fuels produces large amounts of CO{sub 2}, an important greenhouse gas. In response to increasing concern about the effect of anthropogenic greenhouse gases on global climate, international action has been agreed to reduce these emissions. On the other hand, renewable energy is the great, barely tapped solution to the two great challenges of the coming century such as poverty and global warming. Not only can renewable energy provide a clean, flexible power source for homes, schools and hospitals, at the micro-to-medium scale it has huge potential to create meaningful and useful jobs.

    High-dimensional quantum key distribution (HDQKD) offers the possibility of high secure-key rate with high photon-information efficiency. We consider HDQKD based on the time-energy entanglement produced by spontaneous parametric downconversion, and show that it is secure against collective attacks. Its security rests upon visibility data -- obtained from Franson and conjugate-Franson interferometers -- that probe photon-pair frequency correlations and arrival-time correlations. From these measurements an upper bound can be established on the eavesdropper's Holevo information by translating the Gaussian-state security analysis for continuous-variable quantum key distribution so that it applies to our protocol. We show that visibility data from just the Franson interferometer provides a weaker, but nonetheless useful, secure-key rate lower bound. To handle multiple-pair emissions, we incorporate the decoy-state approach into our protocol. Our results show that over 200\\,km transmission distance in optical fiber, time-energy entanglement HDQKD could permit a 700 bit/sec secure-key rate, and a photon information efficiency of 2 secure-key bits per photon coincidence in the key-generation phase using receivers with 15% system efficiency.

    The U.S. ISO Key Project on quasar spectral energy distributions seeks to better understand the very broad-band emission features of quasars from radio to X-rays. A key element of this project is observations of 72 quasars with the ISOPHOT instrument at 8 bands, from 5 to 200 microns. The sample was chosen to span a wide range of redshifts and quasar types. This paper presents an overview of the analysis and reduction techniques, as well as general trends within the data set (comparisons with IRAS fluxes, uncertainties as a function of background sky brightness, and an analysis of vignetting corrections in chopped observing mode).     Marine wave and tidal energy technology could interact with marine resources in ways that are not well understood. As wave and tidal energy conversion projects are planned, tested, and deployed, a wide range of stakeholders will be engaged; these include developers, state and federal regulatory agencies, environmental groups, tribal governments, recreational and commercial fishermen, and local communities. Identifying stakeholders’ environmental concerns in the early stages of the industry’s development will help developers address and minimize potential environmental effects. Identifying important concerns will also assist with streamlining siting and associated permitting processes, which are considered key hurdles by the industry in the U.S. today. In September 2008, RE Vision consulting, LLC was selected by the Department of Energy (DoE) to conduct a scenario-based evaluation of emerging hydrokinetic technologies. The purpose of this evaluation is to identify and characterize environmental impacts that are likely to occur, demonstrate a process for analyzing these impacts, identify the “key” environmental concerns for each scenario, identify areas of uncertainty, and describe studies that could address that uncertainty. This process is intended to provide an objective and transparent tool to assist in decision-making for siting and selection of technology for wave and tidal energy development. RE Vision worked with H. T. Harvey & Associates, to develop a framework for identifying key environmental concerns with marine renewable technology. This report describes the results of this study. This framework was applied to varying wave and tidal power conversion technologies, scales, and locations. The following wave and tidal energy scenarios were considered: ? 4 wave energy generation technologies ? 3 tidal energy generation technologies ? 3 sites: Humboldt coast, California (wave); Makapu’u Point, Oahu, Hawaii (wave); and the Tacoma Narrows, Washington (tidal) ? 3 project sizes: pilot, small commercial, and large commercial The possible combinations total 24 wave technology scenarios and 9 tidal technology scenarios. We evaluated 3 of the 33 scenarios in detail: 1. A small commercial OPT Power Buoy project off the Humboldt County, California coast 2. A small commercial Pelamis Wave Power P-2 project off Makapu’u Point, Oahu, Hawaii 3. A pilot MCT SeaGen tidal project, sited in the Tacoma Narrows, Washington This framework document used information available from permitting documents that were written to support actual wave or tidal energy projects, but the results obtained here should not be confused with those of the permitting documents1. The main difference between this framework document and permitting documents of currently proposed pilot projects is that this framework identifies key environmental concerns and describes the next steps in addressing those concerns; permitting documents must identify effects, find or declare thresholds of significance, evaluate the effects against the thresholds, and find mitigation measures that will minimize or avoid the effects so they can be considered less-than-significant. Two methodologies, 1) an environmental effects analysis and 2) Raptools, were developed and tested to identify potential environmental effects associated with wave or tidal energy conversion projects. For the environmental effects analysis, we developed a framework based on standard risk assessment techniques. The framework was applied to the three scenarios listed above. The environmental effects analysis addressed questions such as: ? What is the temporal and spatial exposure of a species at a site? ? What are the specific potential project effects on that species? ? What measures could minimize, mitigate, or eliminate negative effects? ? Are there potential effects of the project, or species’ response to the effect, that are highly uncertain and warrant additional study?     Target-setting agreements, also known as voluntary ornegotiated agreements, have been used by a number of governments as amechanism for promoting energy efficiency within the industrial sector. Arecent survey of such target-setting agreement programs identified 23energy efficiency or GHG emissions reduction voluntary agreement programsin 18 countries. International best practice related to target-settingagreement programs calls for establishment of a coordinated set ofpolicies that provide strong economic incentives as well as technical andfinancial support to participating industries. The key program elementsof a target-setting program are the target-setting process,identification of energy-saving technologies and measures usingenergy-energy efficiency guidebooks and benchmarking as well as byconducting energy-efficiency audits, development of an energy-savingsaction plan, development and implementation of energy managementprotocols, development of incentives and supporting policies, monitoringprogress toward targets, and program evaluation. This report firstprovides a description of three key target-setting agreement programs andthen describes international experience with the key program elementsthat comprise such programs using information from the three keytarget-setting programs as well as from other international programsrelated to industrial energy efficiency or GHG emissionsreductions.

    The study was initiated to analyze and compare the major process heat trends and applications in U.S. industry at a level of detail sufficient to enable GRI to select industries and process heat technologies where potential R D efforts could have the greatest impact on the efficient use of natural gas and thus improve the competitive position of natural gas technologies. This study was conducted as an update of earlier studies from 1980 and 1985 that estimated the amount of process heat energy consumed by industry. Process heat applications were divided into fifteen major categories, which cover a wide range of applications used in over 16 major industry groups (2-digit SICs). Most of the process heat categories cover a wide variety of technologies that are capable of achieving the same result using different fuel types. In addition, many technologies are used in more than one type of process heat application (e.g., rotary kilns are used for both calcining and ore roasting).

    This document summarizes a three year Laboratory Directed Research and Development (LDRD) program effort to improve our understanding of algal flocculation with a key to overcoming harvesting as a techno-economic barrier to algal biofuels. Flocculation is limited by the concentrations of deprotonated functional groups on the algal cell surface. Favorable charged groups on the surfaces of precipitates that form in solution and the interaction of both with ions in the water can favor flocculation. Measurements of algae cell-surface functional groups are reported and related to the quantity of flocculant required. Deprotonation of surface groups and complexation of surface groups with ions from the growth media are predicted in the context of PHREEQC. The understanding of surface chemistry is linked to boundaries of effective flocculation. We show that the phase-space of effective flocculation can be expanded by more frequent alga-alga or floc-floc collisions. The collision frequency is dependent on the floc structure, described in the fractal sense. The fractal floc structure is shown to depend on the rate of shear mixing. We present both experimental measurements of the floc structure variation and simulations using LAMMPS (Large-scale Atomic/Molecular Massively Parallel Simulator). Both show a densification of the flocs with increasing shear. The LAMMPS results show a combined change in the fractal dimension and a change in the coordination number leading to stronger flocs.

    This report describes a comprehensive system of energy intensity indicators for the United States that has been developed for the Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) over the past decade. This system of indicators is hierarchical in nature, beginning with detailed indexes of energy intensity for various sectors of the economy, which are ultimately aggregated to an overall energy intensity index for the economy as a whole. The aggregation of energy intensity indexes to higher levels in the hierarchy is performed with a version of the Log Mean Divisia Index (LMDI) method. Based upon the data and methods in the system of indicators, the economy-wide energy intensity index shows a decline of about 14% in 2010 relative to a 1985 base year. Discussion of energy intensity indicators for each of the broad end-use sectors of the economy—residential, commercial, industrial, and transportation—is presented in the report. An analysis of recent changes in the efficiency of electricity generation in the U.S. is also included. A detailed appendix describes the data sources and methodology behind the energy intensity indicators for each sector.

    This report summarizes the outcome of U.S. Department of Energy (DOE) contract DE-OE0000543, requesting the design of a Cryptographic Key Management System (CKMS) for the secure management of cryptographic keys for the energy sector infrastructure. Prime contractor Sypris Electronics, in collaboration with Oak Ridge National Laboratories (ORNL), Electric Power Research Institute (EPRI), Valicore Technologies, and Purdue University's Center for Education and Research in Information Assurance and Security (CERIAS) and Smart Meter Integration Laboratory (SMIL), has designed, developed and evaluated the CKMS solution. We provide an overview of the project in Section 3, review the core contributions of all contractors in Section 4, and discuss bene#12;ts to the DOE in Section 5. In Section 6 we describe the technical construction of the CKMS solution, and review its key contributions in Section 6.9. Section 7 describes the evaluation and demonstration of the CKMS solution in different environments. We summarize the key project objectives in Section 8, list publications resulting from the project in Section 9, and conclude with a discussion on commercialization in Section 10 and future work in Section 11.

    Subaqueous deposits of aragonite, gypsum, and halite are accumulating in shallow solar salt ponds constructed in the Pekelmeer, a sea-level salina on Bonaire, Netherlands Antilles. Several halite facies are deposited in the crystallizer ponds in response to difference in water depth and wave energy. Cumulate halite, which originates as floating rafts, is present only along the protected, upwind margins of ponds where low-energy conditions foster their formation and preservation. Cornet crystals with peculiar mushroom- and mortarboard-shaped caps precipitate in centimetre-deep brine sheets within a couple of metres of the upwind or low-energy margins. Downwind from these margins, cornet and chevron halite precipitate on the pond floors in water depths ranging from a few centimetres to {approximately} 60 cm. Halite pisoids with radial-concentric structure are precipitated in the swash zone along downwind high-energy shorelines where they form pebbly beaches. This study suggests that primary halite facies are energy and/or depth dependent and that some primary features, if preserved in ancient halite deposits, can be used to infer physical energy conditions, subenvironments such as low- to high-energy shorelines, and extremely shallow water depths in ancient evaporite basins.

Black-Right-Pointing-Pointer Paper has a higher environmental benefit than recyclables found in smaller amounts. - Abstract: Recycling of materials from municipal solid waste is commonly considered to be superior to any other waste treatment alternative. For the material fractions with a significant energy content this might not be the case if the treatment alternative is a waste-to-energy plant with high energy recovery rates. The environmental impacts from recycling and from incineration of six material fractions in household waste have been compared through life cycle assessment assuming high-performance technologies for material recycling as well as for waste incineration. The results showed that there are environmental benefits when recycling paper, glass, steel and aluminium instead of incinerating it. For cardboard and plastic the results were more unclear, depending on the level of energy recovery at the incineration plant, the system boundaries chosen and which impact category was in focus. Further, the environmental impact potentials from collection, pre-treatment and transport was compared to the environmental benefit from recycling and this showed that with the right means of transport, recyclables can in most cases be transported long distances. However, the results also showed that recycling of some of the material fractions can only contribute marginally in improving the overall waste management system taking into consideration their limited content in average Danish household waste.

    A comprehensive way of deriving the Hamiltonian of the interacting boson model (IBM) is described. Based on the fact that the multi-nucleon induced surface deformation in finite nucleus is simulated by effective boson degrees of freedom, the potential energy surface calculated with self-consistent mean-field method employing a given energy density functional (EDF) is mapped onto the IBM analog, and thereby the excitation spectra and transition rates with good symmetry quantum numbers are calculated. Recent applications of the proposed approach are reported: (i) an alternative robust interpretation of the {gamma}-soft nuclei and (ii) shape coexistence in lead isotopes.
