    Energy generation and use are strongly linked to all elements of sustainable development such as economic, social, and environmental. The history of human development rests on the availability and use of energy, the transformation from the early use of fire and animal power that improved lives, to the present world with use of electricity and clean fuels for a multitude of purposes. Energy is the neglected issue of the development debate. The lack of access to reliable and clean energy supplies is a major barrier to improving human well-being around the globe. There are an estimated 1.6 billion people living in the rural areas of developing countries who lack access to electricity, and so dependence on fossil fuels. Combustion of fossil fuels produces large amounts of CO{sub 2}, an important greenhouse gas. In response to increasing concern about the effect of anthropogenic greenhouse gases on global climate, international action has been agreed to reduce these emissions. On the other hand, renewable energy is the great, barely tapped solution to the two great challenges of the coming century such as poverty and global warming. Not only can renewable energy provide a clean, flexible power source for homes, schools and hospitals, at the micro-to-medium scale it has huge potential to create meaningful and useful jobs.

    To foster sustainable, low-emission development, many countries are establishing ambitious renewable energy targets for their electricity supply. Because solar and wind tend to be more variable and uncertain than conventional sources, meeting these targets will involve changes to power system planning and operations. Grid integration is the practice of developing efficient ways to deliver variable renewable energy (VRE) to the grid. Good integration methods maximize the cost-effectiveness of incorporating VRE into the power system while maintaining or increasing system stability and reliability. When considering grid integration, policy makers, regulators, and system operators consider a variety of issues, which can be organized into four broad topics: New Renewable Energy Generation, New Transmission, Increased System Flexibility, Planning for a High RE Future.

    A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    Ultraviolet (UV) emissions radiated by hydroxyl (OH) is one of the fundamental elements in the prediction of radiation signature of high-altitude and high-speed vehicle. In this work, the OH A{sup 2}?{sup +}?X{sup 2}? ultraviolet emission band behind the bow shock is computed under the experimental condition of the second bow-shock ultraviolet flight (BSUV-2). Four related key issues are discussed, namely, the source of hydrogen element in the high-altitude atmosphere, the formation mechanism of OH species, efficient computational algorithm of trace species in rarefied flows, and accurate calculation of OH emission spectra. Firstly, by analyzing the typical atmospheric model, the vertical distributions of the number densities of different species containing hydrogen element are given. According to the different dominating species containing hydrogen element, the atmosphere is divided into three zones, and the formation mechanism of OH species is analyzed in the different zones. The direct simulation Monte Carlo (DSMC) method and the Navier-Stokes equations are employed to compute the number densities of the different OH electronically and vibrationally excited states. Different to the previous work, the trace species separation (TSS) algorithm is applied twice in order to accurately calculate the densities of OH species and its excited states. Using a non-equilibrium radiation model, the OH ultraviolet emission spectra and intensity at different altitudes are computed, and good agreement is obtained with the flight measured data.

    Quantum key distribution (QKD) is a secure key generation method between two distant parties by wisely exploiting properties of quantum mechanics. In QKD, experimental measurement outcomes on quantum states are transformed by the two parties to a secret key. This transformation is composed of many logical steps (as guided by security proofs), which together will ultimately determine the length of the final secret key and its security. We detail the procedure for performing such classical postprocessing taking into account practical concerns (including the finite-size effect and authentication and encryption for classical communications). This procedure is directly applicable to realistic QKD experiments and thus serves as a recipe that specifies what postprocessing operations are needed and what the security level is for certain lengths of the keys. Our result is applicable to the BB84 protocol with a single or entangled photon source.

    Mechanical and hydrological properties of rock salt provide excellent bases for geological isolation of hazardous materials. Regulatory compliance determinations for the Waste Isolation Pilot Plant (WIPP) stand as testament to the widely held conclusion that salt provides excellent isolation properties. The WIPP saga began in the 1950s when the U.S. National Academy of Sciences (NAS) recommended a salt vault as a promising solution to the national problem of nuclear waste disposal. For over 20 years, the Scientific basis for the NAS recommendation has been fortified by Sandia National Laboratories through a series of large scale field tests and laboratory investigations of salt properties. These scientific investigations helped develop a comprehensive understanding of salt's 4 reformational behavior over an applicable range of stresses and temperatures. Sophisticated constitutive modeling, validated through underground testing, provides the computational ability to model long-term behavior of repository configurations. In concert with advancement of the mechanical models, fluid flow measurements showed not only that the evaporite lithology was essentially impermeable but that the WIPP setting was hydrologically inactive. Favorable mechanical properties ensure isolation of materials placed in a salt geological setting. Key areas of the geomechanics investigations leading to the certification of WIPP are in situ experiments, laboratory tests, and shaft seal design.

    Non-invasive inspection systems based on the use of fast neutrons are being studied for the inspection of large cargo containers. A key advantage of fast neutrons is their sensitivity to low-Z elements such as carbon, nitrogen, and oxygen, which are the primary constituents of explosives and narcotics. The high energy allows penetration of relatively large containers. The pulsed fast-neutron analysis (PFNA) technique is currently the baseline system. A workshop on the PFNA technique involving industrial, government, and university participants was held at Argonne National Lab. in January 1994. The purpose of this workshop was to review the status of research on the key technical issues involved in PFNA, and to develop a list of those areas where additional modeling and/or experimentation were needed. The workshop also focused on development of a near-term experimental assessment program using existing prototypes and on development of a long-term test program at the Tacoma Testbed, where a PFNA prototype will be installed in 1995. A summary of conclusions reached at this workshop is presented. Results from analytic and Monte Carlo modeling of simplified PFNA systems are also presented.

    Inclusion of renewable energy sources in national and international energy strategies is a key component of a viable global energy future. The global energy balance is going to shift radically in the near future brought about by significant increases in population in China and India, and increases in the energy intensity of developing countries.     The basic design of a cogeneration facility implies much more than looking for a gas turbine generating set that matches the steam host heat demand, and making an economical evaluation of the project. Tractebel Energy Engineering (TEE) has designed, built and commissioned since the early nineties 350 MW of cogeneration facilities, mainly producing electricity and steam with natural gas fired gas turbines, which is the present most common option for industrial combined heat and power production. A standardized cogeneration design does not exist. Each facility has to be carefully adapted to the steam host's particular situation, and important technical issues have to be addressed at an early stage of plant design. Unexpected problems, expensive modifications, delays during execution of the project and possible long term operational limitations or drawbacks may result if these questions are left unanswered.     This document updates and expands the report with a similar title issued in October 1980. This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

    Controlling transportation energy use looms as a serious challenge for the United States in the 21st century. Demand for transportation services is steadily growing, driven by increasing population, economic activity, and incomes. Few forces presently constrain growth in travel by the energy-intensive modes of automobile, truck, and air transportation. In contrast to other sectors of the economy, transportation energy efficiency improvements are nearly stagnant. Efficiency increases are now absent in highway modes; aircraft efficiency is improving, but not enough to offset rising air travel. Transportation is also the most oil-dependent sector of the economy as well as the country`s most rapidly growing source of greenhouse gas emissions. A conservative forecast indicates US transportation energy consumption rising from 23 Quads in 1990 to roughly 36 Quads by 2030; less conservative assumptions push the total to 43 Quads by 2030. Yet opportunities exist for efficiency improvements to counter a substantial portion of this growth. The most promising options are technological, with potential long-term efficiency improvements of threefold for light vehicles, twofold for aircraft, and 65 percent for heavy trucks. Combined with system efficiency changes to help limit growth of the energy-intensive modes, transportation energy use might be cut to 19 Quads by 2030. Pursuing cost-effective strategies to move the system toward such reduced energy intensiveness would be clearly valuable for the economy and environment. This paper examines these trends and options, and offers suggestions for policies that could lead to reductions in transportation energy use and its associated problems such as greenhouse gas emissions and oil dependence risks. 24 refs., 6 figs., 3 tabs.

    This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about wind information for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to wind energy in the states.

    The Federal Energy Regulatory Commission`s (FERC) Order 888 is perhaps the most important and far reaching FERC electricity order in decades. The consequences on the structure of the industry and how the industry is regulated are significant departures from past methods and regulatory philosophy. This will undoubtedly have a dramatic impact on the manner in which state public utility commissions, which are also undergoing or considering dramatic change, regulate their jurisdictional electric utilities. This report summarizes and discusses the actions that the FERC is taking and their profound repercussions on the industry and state commissions. The report is not a comprehensive summary of the entire order. Rather, it is intended to highlight the order`s more important features and discuss what this could mean for the states. The report is organized into eight sections; the first seven address Order 888 and the last section (section 8) addresses Order 889. Section 1 through 5 summarize and discuss the main features of Order 888. Section 6 (on jurisdiction) and Section 7 (on property rights) interpret the likely consequences of the order.     Views are presented of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system, appears not to be functioning in very-important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in the author's judgment, far greater than is recognized either by the public or by experts. They feel it has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing, albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

    China has set an ambitious goal of reducing its energy use per unit of GDP by 20% between 2006 and 2010. Since the industrial sector consumes about two-thirds of China's primary energy, many of the country's efforts are focused on improving the energy efficiency of this sector. Industrial energy audits have become an important part of China's efforts to improve its energy intensity. In China, industrial energy audits have been employed to help enterprises indentify energy-efficiency improvement opportunities for achieving the energy-saving targets. These audits also serve as a mean to collect critical energy-consuming information necessary for governments at different levels to supervise enterprises energy use and evaluate their energy performance. To better understand how energy audits are carried out in China as well as their impacts on achieving China's energy-saving target, researchers at the Lawrence Berkeley National Laboratory (LBNL) conducted an in-depth study that combines a review of China's national policies and guidelines on energy auditing and a series of discussions with a variety of Chinese institutions involved in energy audits. This report consists of four parts. First, it provides a historical overview of energy auditing in China over the past decades, describing how and why energy audits have been conducted during various periods. Next, the report reviews current energy auditing practices at both the national and regional levels. It then discusses some of the key issues related to energy audits conducted in China, which underscore the need for improvement. The report concludes with policy recommendations for China that draw upon international best practices and aim to remove barriers to maximizing the potential of energy audits.

    An experimental and computational study, consisting of modeling and simulation (M&S), of key thermal-mechanical issues affecting the design and safety of pebble-bed (PB) reactors was conducted. The objective was to broaden understanding and experimentally validate thermal-mechanic phenomena of nuclear grade graphite, specifically, spheres in frictional contact as anticipated in the bed under reactor relevant pressures and temperatures. The contact generates graphite dust particulates that can subsequently be transported into the flowing gaseous coolent. Under postulated depressurization transients and with the potential for leaked fission products to be adsorbed onto graphite 'dust', there is the potential for fission products to escape from the primary volume. This is a design safety concern. Furthermore, earlier safety assessment identified the distinct possibility for the dispersed dust to combust in contact with air if sufficient conditions are met. Both of these phenomena were noted as important to design review and containing uncertainty to warrant study. The team designed and conducted two separate effects tests to study and benchmark the potential dust-generation rate, as well as study the conditions under which a dust explosion may occure in a standardized, instrumented explosion chamber.

The higher the material turnover, and the more complex and divers the materials produced, the more challenging it is for waste management to reach the goals of “protection of men and environment” and “resource conservation”. Waste incineration, introduced originally for volume reduction and hygienic reasons, went through a long and intense development. Together with prevention and recycling measures, waste to energy (WTE) facilities contribute significantly to reaching the goals of waste management. Sophisticated air pollution control (APC) devices ensure that emissions are environmentally safe. Incinerators are crucial and unique for the complete destruction of hazardous organic materials, to reduce risks due to pathogenic microorganisms and viruses, and for concentrating valuable as well as toxic metals in certain fractions. Bottom ash and APC residues have become new sources of secondary metals, hence incineration has become a materials recycling facility, too. WTE plants are supporting decisions about waste and environmental management: They can routinely and cost effectively supply information about chemical waste composition as well as about the ratio of biogenic to fossil carbon in MSW and off-gas.

    Iron and steel production consumes enormous quantities of energy, especially in developing countries where outdated, inefficient technologies are still used to produce iron and steel. Carbon dioxide emissions from steel production, which range between 5 and 15% of total country emissions in key developing countries (Brazil, China, India, Mexico, and South Africa), will continue to grow as these countries develop and as demand for steel products such as materials, automobiles, and appliances increases. In this report, we describe the key steel processes, discuss typical energy-intensity values for these processes, review historical trends in iron and steel production by process in five key developing countries, describe the steel industry in each of the five key developing countries, present international comparisons of energy use and carbon dioxide emissions among these countries, and provide our assessment of the technical potential to reduce these emissions based on best-practice benchmarking. Using a best practice benchmark, we find that significant savings, in the range of 33% to 49% of total primary energy used to produce steel, are technically possible in these countries. Similarly, we find that the technical potential for reducing intensities of carbon dioxide emissions ranges between 26% and 49% of total carbon dioxide emissions from steel production in these countries.

  7. Issues in federal preemption of state appliance energy efficiency regulations

    The findings and conclusions of the analysis of the various issues involved in the federal preemption of state regulations for the DOE no standard rule on covered appliances are summarized. The covered products are: refrigerators, refrigerator-freezers, freezers, clothes dryers, kitchen ranges and ovens, water heaters (excluding heat pump water heaters), room air conditioners, central air conditioners (excluding heat pumps), and furnaces. A detailed discussion of the rationale for the positions of groups offering comment for the record is presneted. The pertinent categories of state and local regulations and programs are explained, then detailed analysis is conducted on the covered products and regulations. Issues relating to the timing of preemption of state regulations are discussed, as well as issues relating to burden of proof, contents of petitions for exemptions from preemption, criteria for evaluating petitions, and procedural and other issues.
