  1. Economic and policy implications of pandemic influenza.

    Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

If one accepts the ethical proposition that it is morally wrong to impose catastrophic risks on unborn generations when reducing those risks would not noticeably diminish the quality of life of existing persons, a case can be made for concerted policy action to reduce greenhouse gas emissions.

    During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice. - Highlights: • SEA system is incomplete and stays limited to the plan EIA level in China. • EIA on economic policy is of utmost importance for all the developing countries. • Four case studies of trade policy EIA in China are reviewed for policy implications. • Departmental competition for political power impedes economic policy EIAs in China. • Legislative regulation on policy EIA is the first thing needed to overcome barrier.

    Economic trade liberalization and the restructuring of the energy industries to promote competition, two trends well underway, have not eliminated the need for thoughtful policy action, although they have significantly transformed the policymaking environment. New policy initiatives must be compatible with the growing competition within energy industries. And while governments are beginning to remove themselves from the natural gas and electricity markets, their policy choices for organizing these industries will shape energy balances and prices in these and other energy markets. The 18th Annual International Conference of the IAEE addresses these and other major policy issues and how energy industries can operate successfully in an era of acute economic, political, and scientific uncertainty. An overarching objective has been to provide the interface between new frontiers in economic and energy analysis and the application of these techniques toward further understanding of policy and industry options. The papers included in this Proceedings volume have not been peer reviewed but were selected by the conference program chairman and committee on the basis of their contribution to the overall conference themes. The conference program committee (see page iii) organized a number of the key sessions on a wide range of important issues. David L.     Natural resource damages liability is a major development in environmental law. Government authorities are increasingly seeking damage claims for injury to natural resources, invoking the natural resource damages (NRD) provisions of the federal Superfund statute and the Oil Pollution Act. The number of Claims asserted is increasing, and the amounts sought range to hundreds of millions of dollars, with some claims exceeding $1 billion. Some assert that the federal NRD program is an awakening sleeping giant that could threaten to rival the Superfund cleanup program in cost and the potential for imposing far-reaching liabilities on a wide range of businesses as well as the federal government. Lawyers, economists, and other experts on NRD have become fully engaged in comprehensive analyses of the legal, economic and policy issues presented by NRD claims, including a full review of the NRD litigating record. Many critics find that existing NRD law and practice is flawed; produces excessive liability claims, skewed incentives and economic waste; and urgently needs reform. Changes have been recommended to improve the law and refocus the NRD program on achieving cost-effective restoration of injured natural resources. These analytical endeavors are especially timely because Congress is currently considering significant changes in NRD law. This overview will provide a brief background summary of the NRD program and highlight some of the central legal and scientific issues facing government policy makers and litigants in NRD cases.

It makes fairly precise projections for the mid-1980s and cloudier ones for 1990. Hewett sees no crisis of the kind predicted by the CIA for the 1980s, but the Moscow will face hard decisions imposed by the rising cost of energy, competing economic demands, and political constraints.

  14. Regional economic activity and petroleum industry incentive policies: Utah`s Uintah Basin

    Proponents of petroleum industry subsidies often assert that such policies will have positive economic implications for rural communities. This paper examines the economic impacts of such a policy in Utah. Specifically, this paper quantifies the direct and indirect economic and fiscal impacts of a tax credit granted for oil and gas well workovers in Utah`s Uintah Basin. The analysis is made possible by an input-output model constructed specifically for Utah`s oil producing economy. The tax credit policy was found to generate a net fiscal loss for the state. However, it does generate employment in the Uintah Basin. The total per job cost to the state of generating an average of one job per year for 5 years through the tax credit policy is $24,056 (1991 dollars). However, if the public expenditure impacts are taken into account, then the cost per job could be as high as $48,423 (1991 dollars). Whether there are other ways to generate the same employment gains at a lower cost was lost in the political debate surrounding this petroleum industry tax credit. 8 refs., 2 figs., 9 tabs.

  17. An economic evaluation of waste flow control policies in municipal solid waste management

    The transport of municipal solid waste through legal means is commonly known as waste flow control. Flow control ordinances prohibit the export of locally generated solid waste to disposal sites outside of a jurisdiction, requiring delivery to a locally designated facility for disposal or processing. Local governments use flow control to support public facilities and to comply with federal and state mandates. A decision by Supreme Court in May, 1994 invalidated the use of flow control by local governments raising important policy questions concerning balances between providing low-cost service to rate-payers, the value of conserving disposal capacity be developing expensive waste management programs, and the protection of the environment from the dangers of poor solid waste management. Since Congress is currently considering passage of federal legislation which would restore flow control authority to local government, there is a need to evaluate waste flow control from economic, environmental, political and social perspectives. This analysis attempts to evaluate flow control policies within an interdisciplinary framework. It examines not only the economic consequences of flow control policies, but also the social and environmental objectives that local governments claim are achieved via use of flow control. The analysis reveals that flow control introduces economic distortions into a highly competitive market for solid waste services, a market which consistently produces lower costs than flow-controlled, publicly-sponsored facilities. Important questions are raised concerning the allocation of risk in capital investments made by municipalities that use flow control to insulate investors and themselves from financial liability. Controlling waste flow helps local governments fulfill regulatory responsibilities that may not be met by reliance on competitive market forces.

  18. Review of economic and energy sector implications of adopting global climate change policies

    This paper summarizes a number of studies examining potential economic impacts of global climate change policies. Implications for the United States as a whole, the U.S. energy sector, the U.S. economy, businesses and consumers, and world economies are considered. Impact assessments are performed of U.S. carbon emissions, carbon taxes, and carbon restrictions by comparing estimates from various organizations. The following conclusions were made from the economic studies: (1) the economic cost of carbon abatement is expensive; (2) the cost of unilateral action is very expensive with little quantifiable evidence that global emissions are reduced; (3) multilateral actions of developed countries are also very expensive, but there is quantifiable evidence of global emissions reductions; and (4) global actions have only been theoretically addressed. Paralleling these findings, the energy analyses show that the U.S. is technologically unprepared to give up fossil fuels. As a result: (1) carbon is not stabilized without a high tax, (2) stabilization of carbon is elusive, (3) technology is the only long-term answer, and (4) targeted programs may be appropriate to force technology development. 8 tabs.

    This study illuminates the fact that government petroleum regulations did not work as expected, and that they had contradictory and even destructive results. Using the methods and language of economic analysis, it also encompasses the broad social and political scope of the energy crisis, which is described as primarily a battle over the appropriate distribution of income within society, rather than the manifestation of some massive failure of markets and institutions to allocate the nation's resources effectively. One of the author's conclusions is that when policymakers address the income-transfer issue, they should use the straightforward mechanism of general income tax and welfare legislation. The book analyzes such topics as the position of the US oil industry in the international market, the Entitlements Program, and the effects of the Emergency Petroleum Allocation Act of 1973, the Energy Policy and Conservation Act of 1974, and the Crude Oil Windfall Profits Tax Act of 1980. 196 references, 30 figures, 35 tables.

  20. Economic and Non-proliferation Policy Considerations of Uranium Enrichment in Brazil and Argentina

    The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

  1. Evaluating state markets for residential wind systems: Results from an economic and policy analysis tool

    The market for small wind systems in the United States, often defined as systems less than or equal to 100 kW that produce power on the customer side of the meter, is small but growing steadily. The installed capacity of domestic small wind systems in 2002 was reportedly 15-18 MW, though the market is estimated to be growing by as much as 40 percent annually (AWEA, 2002). This growth is driven in part by recent technology advancements and cost improvements and, perhaps more importantly, by favorable policy incentives targeted at small wind systems that are offered in several states. Currently, over half of all states have incentive policies for which residential small wind installations are eligible. These incentives range from low-interest loan programs and various forms of tax advantages to cash rebates that cover as much as 60 percent of the total system cost for turbines 10 kW or smaller installed in residential applications. Most of these incentives were developed to support a ran ge of emerging renewable technologies (most notably photovoltaic systems), and were therefore not specifically designed with small wind systems in mind. As such, the question remains as to which incentive types provide the greatest benefit to small wind systems, and how states might appropriately set the level and type of incentives in the future. Furthermore, given differences in incentive types and levels across states, as well as variations in retail electricity rates and other relevant factors, it is not immediately obvious which states offer the most promising markets for small wind turbine manufacturers and installers, as well as potential residential system owners. This paper presents results from a Berkeley Lab analysis of the impact of existing and proposed state and federal incentives on the economics of grid-connected, residential small wind systems.     This paper draws heavily on the results of case studies in Bolivia, Costa Rica, and Ecuador to explain how sectoral policies have tilted land use decisions against forestry and in favor of agriculture, and to present estimates of the economic development effects of those decisions. The paper summarizes information on forests and forest industries of the three countries, and it describes the framework within which policies are designed. It presents the effects of sectoral policies on land use and forest management, and then quantifies and discusses economic costs of relevant sectoral policies. Conclusions and recommendations for policy reform are offered.

  3. Competition in the natural gas pipeline industry: An economic policy analysis

    The Federal Energy Regulatory Commission (FERC) currently regulates the price at which natural gas can be sold by regulated interstate natural gas pipelines. Whether pipelines should be deregulated depends, to an important extent, on the competitive nature of the market. The key question is whether pipelines can successfully raise price (i.e., the transport fee) and reduce output if the market is deregulated. In most natural gas pipeline markets, there are a small number of current suppliers. Opponents of deregulation argue that the unrestrained market power of pipelines in many local markets will introduce inefficiencies in the sale of natural gas. Implicit in their arguments is a narrow view of competition: the number of current suppliers. The competitive effect of potential entry is largely ignored. These commentators would argue that without potential entry, it may be true that the net social cost of deregulation exceeds the costs of maintaining present regulation. A study was conducted to determine the extent to which potential entry might constrain the exercise of market power by natural gas pipelines if price and entry regulation is removed. Potential entrants are defined in the context of antitrust markets. That is, these markets are consistent with the Department of Justice (DOJ) Merger Guidelines. The study attempts to quantify the effects of potential entry on the market power of current suppliers. The selection of potential entrants therefore considers a number of factors (such as the size of the nearby supplier and the distance to the market) that are expected to affect the likelihood of collision in a deregulated market. The policy implications of the study are reviewed.

  5. Global Economic Effects of USA Biofuel Policy and the Potential Contribution from Advanced Biofuels

    This study evaluates the global economic effects of the USA renewable fuel standards (RFS2), and the potential contribution from advanced biofuels. Our simulation results imply that these mandates lead to an increase of 0.21 percent in the global gross domestic product (GDP) in 2022, including an increase of 0.8 percent in the USA and 0.02 percent in the rest of the world (ROW); relative to our baseline, no-RFS scenario. The incremental contributions to GDP from advanced biofuels in 2022 are estimated at 0.41 percent and 0.04 percent in the USA and ROW, respectively. Although production costs of advanced biofuels are higher than for conventional biofuels in our model, their economic benefits result from reductions in oil use, and their smaller impacts on food markets compared with conventional biofuels. Thus, the USA advanced biofuels targets are expected to have positive economic benefits.

    This paper reviews energy policy and energy-economy interactions in the Philippines since 1973 and presents projections of energy development and use to the year 2000. Dependent on imported oil for over 90 percent of its commercial energy requirements in 1973, the Philippines initiated one of the most aggressive energy development and conservation programs in the developing world. Energy and oil intensities of the economy were reduced, and domestic coal, hydroelectric, geothermal and biomass resources were developed to meet nearly half of commercial energy requirements by 1985. Low world oil prices and domestic political developments combined to reverse trends in the energy sector after 1985. Imported oil dependence grew again to 70 percent by 1992, and an electric power crisis became the focus of government energy policy. An innovative private power development program has helped reduce power shortages and is expected to account for the bulk of needed capacity expansion into the next century.

    Different estimates of future Soviet oil production are examined. The Central Intelligence Agency (CIA) is generally viewed as having the most-pessimistic assessment, foreseeing a gradual decline. If the CIA is correct, Soviet-bloc countries may become net energy importers later in this decade. The added pressure on world oil prices could then increase our own inflationary problems. Reduced Soviet energy production may lessen its hold on eastern Europe and heighten its interest in Middle Eastern supplies. At the optimistic extreme, the Economic Commission of Europe foresees steady or possibly somewhat increased Soviet oil production throughout the 80s. If the Commission is correct, the US will face another set of challenges and opportunities. The Soviets would not add to existing demand on the world petroleum market, but an exportable surplus of oil and gas could give them a powerful diplomatic tool. 22 references. (DCK)

    In order to evaluate the transfer of certain Federal lands at Los Alamos National Laboratory (LANL), the US Department of Energy (DOE) determined that the proposed action had the potential to result in environmental impacts and required the preparation of an Environmental Assessment under the National Environmental Policy Act (NEPA). The specific proposed action evaluated by DOE with support from LANL was the transfer of approximately 28 contiguous acres of underutilized Federal land to the County. This tract was locally referred to as the DP Road tract. Although the land was underutilized, it functioned as part of a larger buffer area between potentially hazardous operations at LANL and the general public. The tract was covered with scrub vegetation. There were no government buildings located on the site. The tract of land had two Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) located within the tract boundary as well as a buried but active liquid radioactive waste pipeline that crossed the site. The tract of land was adjacent to several other DOE SWMUs as well as a public road. In addition, there were ownership issues pertaining to the transfer of the land to persons and agencies other than the County. This particular tract of land was being considered for transfer to the County at the same time DOE and LANL began evaluating another large Federal land tract for lease to the County to be developed as a private research park.

    In February of 1980 the Federal Energy Regulatory Commission (FERC) promulgated a set of rules that were to commence the implementation process of Section 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA). Of particular interest to economists are the pricing provisions in the rules that pertain to integrating dispersed sources of electric power generation into conventional electric utility systems. The full avoided cost pricing provision couples a utility mandate to purchase power from qualified dispersed facilities (cogenerators, wind power, small hydro facilities, etc., hereafter denoted QFs) with the requirement that the price the utility pays for such purchases be equal to the full extent of the cost it avoids by not generating the power itself. The simultaneous purchase and sale billing scheme requires a utility to purchase the gross power output of a QF at the full avoided cost rate and simultaneously sell back to the QF its power requirement on the applicable retail tariff. Theoretical investigation of these two provisions reveals that, properly defined, they are consistent with improving economic signals with respect to electricity generation.

    The paper presents the concept of shared climate policy assumptions as an important element of the new scenario framework. Shared climate policy assumptions capture key climate policy dimensions such as the type and scale of mitigation and adaptation measures. They are not specified in the socio-economic reference pathways, and therefore introduce an important third dimension to the scenario matrix architecture. Climate policy assumptions will have to be made in any climate policy scenario, and can have a significant impact on the scenario description. We conclude that a meaningful set of shared climate policy assumptions is useful for grouping individual climate policy analyses and facilitating their comparison. Shared climate policy assumptions should be designed to be policy relevant, and as a set to be broad enough to allow a comprehensive exploration of the climate change scenario space.

    The growing complexities of energy systems, environmental problems and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyse bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioural failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g. unrealistic representation of decision-making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Different areas to further advance models remain open, particularly related to modelling issues, techno-economic and environmental aspects, behavioural determinants, and policy considerations.

    In federal fiscal year 2000 (FY00), Berkeley Lab had 4,347 full- and part-time employees. In addition, at any given time of the year, there were more than 1,000 Laboratory guests. These guests, who also reside locally, have an important economic impact on the nine-county Bay Area. However, Berkeley Lab's total economic impact transcends the direct effects of payroll and purchasing. The direct dollars paid to the Lab's employees in the form of wages, salaries, and benefits, and payments made to contractors for goods and services, are respent by employees and contractors again and again in the local and greater economy. Further, while Berkeley Lab has a strong reputation for basic scientific research, many of the Lab's scientific discoveries and inventions have had direct application in industry, spawning new businesses and creating new opportunities for existing firms. This analysis updates the Economic Impact Analysis done in 1996, and its purpose is to describe the economic and geographic impact of Laboratory expenditures and to provide a qualitative understanding of how Berkeley Lab impacts and supports the local community. It is intended as a guide for state, local, and national policy makers as well as local community members.     Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

Best practices for distributed wind state policies are identified through an evaluation of their effect on improving the bottom line of project investments. The case studies and state rankings were based on incentives, power curves, and turbine pricing as of 2010, and may not match the current results from the Policy Tool. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE's '20% Wind Energy by 2030' report and helping to meet COE targets. In providing a simple and easy-to-use policy comparison tool that estimates financial performance, the Policy Tool and guidebook are expected to enhance market expansion by the small wind industry by increasing and refining the understanding of distributed wind costs, policy best practices, and key market opportunities in all 50 states. This comprehensive overview and customized software to quickly calculate and compare policy scenarios represent a fundamental step in allowing policymakers to see how their decisions impact the bottom line for distributed wind consumers, while estimating the relative advantages of different options available in their policy toolboxes. Interested stakeholders have suggested numerous ways to enhance and expand the initial effort to develop an even more user-friendly Policy Tool and guidebook, including the enhancement and expansion of the current tool, and conducting further analysis.     This report describes an architecture and implementation for doing group key management over a data communications network. The architecture describes a protocol for establishing a shared encryption key among an authenticated and authorized collection of network entities. Group access requires one or more authorization certificates. The implementation includes a simple public key and certificate infrastructure. Multicast is used for some of the key management messages. An application programming interface multiplexes key management and user application messages. An implementation using the new IP security protocols is postulated. The architecture is compared with other group key management proposals, and the performance and the limitations of the implementation are described.

    This paper proposes a protocol for quantum dense key distribution. This protocol embeds the benefits of a quantum dense coding and a quantum key distribution and is able to generate shared secret keys four times more efficiently than the Bennet-Brassard 1984 protocol. We hereinafter prove the security of this scheme against individual eavesdropping attacks, and we present preliminary experimental results, showing its feasibility.

    An optical key system comprises a battery-operated optical key and an isolated lock that derives both its operating power and unlock signals from the correct optical key. A light emitting diode or laser diode is included within the optical key and is connected to transmit a bit-serial password. The key user physically enters either the code-to-transmit directly, or an index to a pseudorandom number code, in the key. Such person identification numbers can be retained permanently, or ephemeral. When a send button is pressed, the key transmits a beam of light modulated with the password information. The modulated beam of light is received by a corresponding optical lock with a photovoltaic cell that produces enough power from the beam of light to operate a password-screen digital logic. In one application, an acceptable password allows a two watt power laser diode to pump ignition and timing information over a fiberoptic cable into a sealed engine compartment. The receipt of a good password allows the fuel pump, spark, and starter systems to each operate. Therefore, bypassing the lock mechanism as is now routine with automobile thieves is pointless because the engine is so thoroughly disabled.

    Cogeneration is a well established process for supplying heat and electricity from a single fuel source. Its feasibility and implementation in any particular case depend on technical, economic and internal and external {open_quotes}cultural{close_quotes} factors, including government policies. This paper describes the current status of small scale industrial cogeneration in Australia. A model has been developed to analyse the technical and economic aspects of retrofitting gas turbine cogeneration in the size range 3 to 30MW to industrial sites. The model demonstrates that for typical Australian energy cost data, the payback and the size of the optimized cogeneration plant depend strongly on electricity buyback prices. Also reviewed are some of the {open_quotes}cultural{close_quotes} factors which often militate against an otherwise economic installation, and government policies which may retard cogeneration by concern about local air emissions or favor it as increasing efficiency of energy use and reducing greenhouse emissions. A case study of a small gas turbine plant in Australia is outlined. 2 refs., 2 figs.

    National and international economic policy has usually ignored the environment. In areas where the environment is beginning to impinge on policy, as in the General Agreement on Tariffs and Trade (GATT) and the North American Free Trade Agreement (NAFTA), it remains a tangential concern, and the presumption is often made that economic growth and economic liberalization (including the liberalization of international trade) are, in some sense, good for the environment. This notion has meant that economy-wide policy reforms designed to promote growth and liberalization have been encouraged with little regard to their environmental consequences, presumably on the assumption that these consequences would either take care of themselves or could be dealt with separately. In this article, we discuss the relation between economic growth and environmental quality, and the link between economic activity and the carrying capacity and resilience of the environment.

    There is a growing body of qualitative and a limited body of quantitative literature supporting the common assertion that policy drives development of clean energy resources. Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

    This report summarizes the outcome of U.S. Department of Energy (DOE) contract DE-OE0000543, requesting the design of a Cryptographic Key Management System (CKMS) for the secure management of cryptographic keys for the energy sector infrastructure. Prime contractor Sypris Electronics, in collaboration with Oak Ridge National Laboratories (ORNL), Electric Power Research Institute (EPRI), Valicore Technologies, and Purdue University's Center for Education and Research in Information Assurance and Security (CERIAS) and Smart Meter Integration Laboratory (SMIL), has designed, developed and evaluated the CKMS solution. We provide an overview of the project in Section 3, review the core contributions of all contractors in Section 4, and discuss bene ts to the DOE in Section 5. In Section 6 we describe the technical construction of the CKMS solution, and review its key contributions in Section 6.9. Section 7 describes the evaluation and demonstration of the CKMS solution in different environments. We summarize the key project objectives in Section 8, list publications resulting from the project in Section 9, and conclude with a discussion on commercialization in Section 10 and future work in Section 11.

The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE’s '20% Wind Energy by 2030' report and helping to meet COE targets.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    The Organization for Economic Co-operation and Development (OECD) countries have experienced slower economic growth and periods of discontinuity in the energy market since the 1973-74 oil embargo. A review of this phenomenon examines changes in the market during the 1960s and 70s, linkages between oil prices and economic performance, and appropriate policy responses. When price elasticities are calculated over time, recent US economic behavior appears to have both historical and cross-sountry consistency. Little flexibility is seen in the available energy-using technologies for producing goods and services, while energy-using capital has been sluggish. Dr. Nordhaus advocates high oil price and high tax policies as the best way to limit demand without slowing economic growth. (DCK)

  2. ''Measuring the Costs of Climate Change Policies''

    Studies of the costs of climate change policies have utilized a variety of measures or metrics for summarizing costs. The leading economic models have utilized GNP, GDP, the ''area under a marginal cost curve,'' the discounted present value of consumption, and a welfare measure taken directly from the utility function of the model's representative agent (the ''Equivalent Variation''). Even when calculated using a single model, these metrics do not necessarily give similar magnitudes of costs or even rank policies consistently. This paper discusses in non-technical terms the economic concepts lying behind each concept, the theoretical basis for expecting each measure to provide a consistent ranking of policies, and the reasons why different measures provide different rankings. It identifies a method of calculating the ''Equivalent Variation'' as theoretically superior to the other cost metrics in ranking policies. When regulators put forward new economic or regulatory policies, there is a need to compare the costs and benefits of these new policies to existing policies and other alternatives to determine which policy is most cost-effective. For command and control policies, it is quite difficult to compute costs, but for more market-based policies, economists have had a great deal of success employing general equilibrium models to assess a policy's costs. Not all cost measures, however, arrive at the same ranking. Furthermore, cost measures can produce contradictory results for a specific policy. These problems make it difficult for a policy-maker to determine the best policy. For a cost measures to be of value, one would like to be confident of two things. First one wants to be sure whether the policy is a winner or loser. Second, one wants to be confident that a measure produces the correct policy ranking.     The Advanced Fuel Cycle Initiative (AFCI) program has both “outcome” and “process” goals because it must address both waste already accumulating as well as completing the fuel cycle in connection with advanced nuclear power plant concepts. The outcome objectives are waste geological repository capacity and cost, energy security and sustainability, proliferation resistance, fuel cycle economics, and safety. The process objectives are readiness to proceed and adaptability and robustness in the face of uncertainties. A classic decision-making approach to such a multi-attribute problem would be to weight individual quantified criteria and calculate an overall figure of merit. This is inappropriate for several reasons. First, the goals are not independent. Second, the importance of different goals varies among stakeholders. Third, the importance of different goals is likely to vary with time, especially the “energy future.” Fourth, some key considerations are not easily or meaningfully quantifiable at present. Instead, at this point, we have developed 16 questions the AFCI program should answer and suggest an approach of determining for each whether relevant options improve meeting each of the program goals. We find that it is not always clear which option is best for a specific question and specific goal; this helps identify key issues for future work. In general, we suggest attempting to create as many win-win decisions (options that are attractive or neutral to most goals) as possible. Thus, to help clarify why the program is exploring the options it is, and to set the stage for future narrowing of options, we have developed 16 questions, as follows: · What are the AFCI program goals? · Which potential waste disposition approaches do we plan for? · What are the major separations, transmutation, and fuel options? · How do we address proliferation resistance? · Which potential energy futures do we plan for? · What potential external triggers do we

  9. The US uranium industry: Regulatory and policy impediments

    The Energy Policy Act of 1992 required the DOE to develop recommendations and implement government programs to assist the domestic uranium industry in increasing export opportunities. In 1993, as part of that effort, the Office of Nuclear Energy identified several key factors that could (or have) significantly impact(ed) export opportunities for domestic uranium. This report addresses one of these factors: regulatory and policy impediments to the flow of uranium products between the US and other countries. It speaks primarily to the uranium market for civil nuclear power. Changes in the world political and economic order have changed US national security requirements, and the US uranium industry has found itself without the protected market it once enjoyed. An unlevel playing field for US uranium producers has resulted from a combination of geology, history, and a general US political philosophy of nonintervention that precludes the type of industrial policy practiced in other uranium-exporting countries. The US has also been hampered in its efforts to support the domestic uranium-producing industry by its own commitment to free and open global markets and by international agreements such as GATT and NAFTA. Several US policies, including the imposition of NRC fees and licensing costs and Harbor Maintenance fees, directly harm the competitiveness of the domestic uranium industry. Finally, requirements under US law, such as those in the 1979 Nuclear Nonproliferation Act, place very strict limits on the use of US-origin uranium, limitations not imposed by other uranium-producing countries. Export promotion and coordination are two areas in which the US can help the domestic uranium industry without violating existing trade agreements or other legal or policy constraints.

    Recent studies assessing plausible futures for agricultural markets and global food security have had contradictory outcomes. Ten global economic models that produce long-term scenarios were asked to compare a reference scenario with alternate socio-economic, climate change and bioenergy scenarios using a common set of key drivers. Results suggest that, once general assumptions are harmonized, the variability in general trends across models declines, and that several common conclusions are possible. Nonetheless, differences in basic model parameters, sometimes hidden in the way market behavior is modeled, result in significant differences in the details. This holds for both the common reference scenario and for the various shocks applied. We conclude that agro-economic modelers aiming to inform the agricultural and development policy debate require better data and analysis on both economic behavior and biophysical drivers. More interdisciplinary modeling efforts are required to cross-fertilize analyses at different scales.

    The US Congress passed the Renewable Fuels Standard (RFS) seven years ago. Since then, biofuels have gone from darling to scapegoat for many environmentalists, policy makers, and the general public. The reasons for this shift are complex and include concerns about environmental degradation, uncertainties about impact on food security, new access to fossil fuels, and overly optimistic timetables. As a result, many people have written off biofuels. However, numerous studies indicate that biofuels, if managed sustainably, can help solve pressing environmental, social and economic problems (Figure 1). The scientific and policy communities should take a closer look by reviewing the key assumptions underlying opposition to biofuels and carefully consider the probable alternatives. Liquid fuels based on fossil raw materials are likely to come at increasing environmental cost. Sustainable futures require energy conservation, increased efficiency, and alternatives to fossil fuels, including biofuels.

    This disclosure describes a distributed, fault-tolerant security system that enables the secure storage and distribution of private keys. In one implementation, the security system includes a plurality of computing resources that independently store private keys provided by publishers and encrypted using a single security system public key. To protect against malicious activity, the security system private key necessary to decrypt the publication private keys is not stored at any of the computing resources. Rather portions, or shares of the security system private key are stored at each of the computing resources within the security system and multiple security systems must communicate and share partial decryptions in order to decrypt the stored private key.

  16. Economic evaluation on CO₂-EOR of onshore oil fields in China

    Carbon dioxide enhanced oil recovery (CO₂-EOR) and sequestration in depleted oil reservoirs is a plausible option for utilizing anthropogenic CO₂ to increase oil production while storing CO₂ underground. Evaluation of the storage resources and cost of potential CO₂-EOR projects is an essential step before the commencement of large-scale deployment of such activities. In this paper, a hybrid techno-economic evaluation method, including a performance model and cost model for onshore CO₂-EOR projects, has been developed based on previous studies. Total 296 onshore oil fields, accounting for about 70% of total mature onshore oil fields in China, were evaluated by the techno-economic method. The key findings of this study are summarized as follows: (1) deterministic analysis shows there are approximately 1.1 billion tons (7.7 billion barrels) of incremental crude oil and 2.2 billion tons CO₂ storage resource for onshore CO₂-EOR at net positive revenue within the Chinese oil fields reviewed under the given operating strategy and economic assumptions. (2) Sensitivity study highlights that the cumulative oil production and cumulative CO₂ storage resource are very sensitive to crude oil price, CO₂ cost, project lifetime, discount rate and tax policy. High oil price, short project lifetime, low discount rate, low CO₂ cost, and low tax policy can greatly increase the net income of the oil enterprise, incremental oil recovery and CO₂ storage resource. (3) From this techno-economic evaluation, the major barriers to large-scale deployment of CO₂-EOR include complex geological conditions, low API of crude oil, high tax policy, and lack of incentives for the CO₂-EOR project.

  17. A Technical and Economic Optimization Approach to Exploring Offshore Renewable Energy Development in Hawaii

    This study was conducted with the support of the U.S. Department of Energy’s (DOE’s) Wind and Water Power Technologies Office (WWPTO) as part of ongoing efforts to minimize key risks and reduce the cost and time associated with permitting and deploying ocean renewable energy. The focus of the study was to discuss a possible approach to exploring scenarios for ocean renewable energy development in Hawaii that attempts to optimize future development based on technical, economic, and policy criteria. The goal of the study was not to identify potentially suitable or feasible locations for development, but to discuss how such an approach may be developed for a given offshore area. Hawaii was selected for this case study due to the complex nature of the energy climate there and DOE’s ongoing involvement to support marine spatial planning for the West Coast. Primary objectives of the study included 1) discussing the political and economic context for ocean renewable energy development in Hawaii, especially with respect to how inter-island transmission may affect the future of renewable energy development in Hawaii; 2) applying a Geographic Information System (GIS) approach that has been used to assess the technical suitability of offshore renewable energy technologies in Washington, Oregon, and California, to Hawaii’s offshore environment; and 3) formulate a mathematical model for exploring scenarios for ocean renewable energy development in Hawaii that seeks to optimize technical and economic suitability within the context of Hawaii’s existing energy policy and planning.

    The Atlantic Council has cooperated in an ongoing dialogue on energy policy issues with key Japanese organizations for the past twelve years. These Japanese organizations are the Committee for Energy Policy Promotion (CEPP) and the Institute of Energy Economics (IEE). The members of CEPP are major energy supplier and user companies. The IEE conducts sophisticated research and prepares policy papers on a range of international and Japanese energy issues. This energy dialogue is the only long-term US-Japan dialogue which engages CEPP/IEE members. Over the past twelve years the US-Japan energy dialogue has met seventeen times, with alternating meetings held in Tokyo, Hawaii, and Washington, DC. While the dialogue is a private sector activity, US and Japanese government officials are kept informed on the program and are invited to participate in the meetings in Washington and Tokyo. Major benefits of this activity have included: Establishment of close working relationships among Japanese and US private sector energy institutions and experts; exchange of papers on energy issues among participants and on a selected basis to others in the private and governmental sectors; facilitation of separate US-Japanese work on policy issues - for example a joint US-Japan cooperative policy paper on global climate change published in 1991, some government representatives participated in a May 1991 meeting on this subject. Encouragement of Japanese participation in separate Atlantic Council programs on US energy policy imperatives (1990); technology cooperation with developing countries in the field of energy supply and use for sustainable development (1992); creation of a World Energy Efficiency Association (1993); and a US-Japan-Newly Independent States project on NIS energy policy (1992--1994).

  19. Petrographic characterization of economizer fly ash

    Policies for reducing NOx emissions have led power plants to restrict O{sub 2}, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy.

    Growing concern over climate change is prompting new thinking about the technologies used to generate electricity. In the future, it is possible that new government policies on greenhouse gas emissions may favor electric generation technology options that release zero or low levels of carbon emissions. The Western U.S. has abundant wind and coal resources. In a world with carbon constraints, the future of coal for new electrical generation is likely to depend on the development and successful application of new clean coal technologies with near zero carbon emissions. This scoping study explores the economic and technical feasibility of combining wind farms with advanced coal generation facilities and operating them as a single generation complex in the Western US. The key questions examined are whether an advanced coal-wind hybrid (ACWH) facility provides sufficient advantages through improvements to the utilization of transmission lines and the capability to firm up variable wind generation for delivery to load centers to compete effectively with other supply-side alternatives in terms of project economics and emissions footprint. The study was conducted by an Analysis Team that consists of staff from the Lawrence Berkeley National Laboratory (LBNL), National Energy Technology Laboratory (NETL), National Renewable Energy Laboratory (NREL), and Western Interstate Energy Board (WIEB). We conducted a screening level analysis of the economic competitiveness and technical feasibility of ACWH generation options located in Wyoming that would supply electricity to load centers in California, Arizona or Nevada. Figure ES-1 is a simple stylized representation of the configuration of the ACWH options. The ACWH consists of a 3,000 MW coal gasification combined cycle power plant equipped with carbon capture and sequestration (G+CC+CCS plant), a fuel production or syngas storage facility, and a 1,500 MW wind plant.     Target-setting agreements, also known as voluntary ornegotiated agreements, have been used by a number of governments as amechanism for promoting energy efficiency within the industrial sector. Arecent survey of such target-setting agreement programs identified 23energy efficiency or GHG emissions reduction voluntary agreement programsin 18 countries. International best practice related to target-settingagreement programs calls for establishment of a coordinated set ofpolicies that provide strong economic incentives as well as technical andfinancial support to participating industries. The key program elementsof a target-setting program are the target-setting process,identification of energy-saving technologies and measures usingenergy-energy efficiency guidebooks and benchmarking as well as byconducting energy-efficiency audits, development of an energy-savingsaction plan, development and implementation of energy managementprotocols, development of incentives and supporting policies, monitoringprogress toward targets, and program evaluation. This report firstprovides a description of three key target-setting agreement programs andthen describes international experience with the key program elementsthat comprise such programs using information from the three keytarget-setting programs as well as from other international programsrelated to industrial energy efficiency or GHG emissionsreductions.

  18. Economic evaluation on CO₂-EOR of onshore oil fields in China

    Carbon dioxide enhanced oil recovery (CO₂-EOR) and sequestration in depleted oil reservoirs is a plausible option for utilizing anthropogenic CO₂ to increase oil production while storing CO₂ underground. Evaluation of the storage resources and cost of potential CO₂-EOR projects is an essential step before the commencement of large-scale deployment of such activities. In this paper, a hybrid techno-economic evaluation method, including a performance model and cost model for onshore CO₂-EOR projects, has been developed based on previous studies. Total 296 onshore oil fields, accounting for about 70% of total mature onshore oil fields in China, were evaluated by the techno-economicmore » method. The key findings of this study are summarized as follows: (1) deterministic analysis shows there are approximately 1.1 billion tons (7.7 billion barrels) of incremental crude oil and 2.2 billion tons CO₂ storage resource for onshore CO₂-EOR at net positive revenue within the Chinese oil fields reviewed under the given operating strategy and economic assumptions. (2) Sensitivity study highlights that the cumulative oil production and cumulative CO₂ storage resource are very sensitive to crude oil price, CO₂ cost, project lifetime, discount rate and tax policy. High oil price, short project lifetime, low discount rate, low CO₂ cost, and low tax policy can greatly increase the net income of the oil enterprise, incremental oil recovery and CO₂ storage resource. (3) From this techno-economic evaluation, the major barriers to large-scale deployment of CO₂-EOR include complex geological conditions, low API of crude oil, high tax policy, and lack of incentives for the CO₂-EOR project.« less

    Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE's '20% Wind Energy by 2030' report and helping to meet COE targets.

    The Atlantic Council has cooperated in an ongoing dialogue on energy policy issues with key Japanese organizations for the past twelve years. These Japanese organizations are the Committee for Energy Policy Promotion (CEPP) and the Institute of Energy Economics (IEE). The members of CEPP are major energy supplier and user companies. The IEE conducts sophisticated research and prepares policy papers on a range of international and Japanese energy issues. This energy dialogue is the only long-term US-Japan dialogue which engages CEPP/IEE members. Over the past twelve years the US-Japan energy dialogue has met seventeen times, with alternating meetings held in Tokyo, Hawaii, and Washington, DC. While the dialogue is a private sector activity, US and Japanese government officials are kept informed on the program and are invited to participate in the meetings in Washington and Tokyo. Major benefits of this activity have included: Establishment of close working relationships among Japanese and US private sector energy institutions and experts; exchange of papers on energy issues among participants and on a selected basis to others in the private and governmental sectors; facilitation of separate US-Japanese work on policy issues - for example a joint US-Japan cooperative policy paper on global climate change published in 1991, some government representatives participated in a May 1991 meeting on this subject. Encouragement of Japanese participation in separate Atlantic Council programs on US energy policy imperatives (1990); technology cooperation with developing countries in the field of energy supply and use for sustainable development (1992); creation of a World Energy Efficiency Association (1993); and a US-Japan-Newly Independent States project on NIS energy policy (1992--1994).

    We assess developable on-shore wind potential in India at three different hub-heights and under two sensitivity scenarios – one with no farmland included, the other with all farmland included. Under the “no farmland included” case, the total wind potential in India ranges from 748 GW at 80m hub-height to 976 GW at 120m hub-height. Under the “all farmland included” case, the potential with a minimum capacity factor of 20 percent ranges from 984 GW to 1,549 GW. High quality wind energy sites, at 80m hub-height with a minimum capacity factor of 25 percent, have a potential between 253 GW (no farmland included) and 306 GW (all farmland included). Our estimates are more than 15 times the current official estimate of wind energy potential in India (estimated at 50m hub height) and are about one tenth of the official estimate of the wind energy potential in the US.

    Cybersecurity practice lags behind cyber technology achievements. Solutions designed to address many problems may and do exist but frequently cannot be broadly deployed due to economic constraints. Whereas security economics focuses on the cost/benefit analysis and supply/demand, we believe that more sophisticated theoretical approaches, such as economic modeling, rarely utilized, would derive greater societal benefits. Unfortunately, today technologists pursuing interesting and elegant solutions have little knowledge of the feasibility for broad deployment of their results and cannot anticipate the influences of other technologies, existing infrastructure, and technology evolution, nor bring the solutions lifecycle into the equation. Additionally, potentially viable solutions are not adopted because the risk perceptions by potential providers and users far outweighs the economic incentives to support introduction/adoption of new best practices and technologies that are not well enough defined. In some cases, there is no alignment with redominant and future business models as well as regulatory and policy requirements. This paper provides an overview of the economics of security, reviewing work that helped to define economic models for the Internet economy from the 1990s. We bring forward examples of potential use of theoretical economics in defining metrics for emerging technology areas, positioning infrastructure investment, and building real-time response capability as part of software development. These diverse examples help us understand the gaps in current research. Filling these gaps will be instrumental for defining viable economic incentives, economic policies, regulations as well as early-stage technology development approaches, that can speed up commercialization and deployment of new technologies in cybersecurity.

    Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

    The objective of this study is to assess the economics of SMART (System-integrated Modular Advanced Reactor) desalination plant in Korea through DEEP (Devaluation Economic Evaluation Program). SMART is mainly designed for the dual purpose of producing water and electricity with the total capacity of 100 MWe which 10 MWe is used for water production and the remains for the electric generation. SMART desalination plant using MED (Multi-Effect Distillation) process is in the stage of the commercial development and its cost information is also being accumulated. In this circumstances, the economic assessment of nuclear desalination by SMART and the effect of water(or electric) supply price to the regional economy is meaningful to the policy maker. This study is focused on the case study analysis about the economics of SMART desalination plant and the meanings of the case study result. This study is composed of two parts. One is prepared to survey the methodology regarding cost allocation between electricity and water in DEEP and the other is for the economic assessment of SMART. The cost allocation methods that have been proposed or used can be classified into two main groups, one is the cost prorating method and the other is the credit method. The cost of an product item in the dual-purpose plant can be determined differently depending on the costing methods adopted. When it comes to applying credit method adopted in this thesis, the production cost of water depends on what kind of the power cost will be chosen in calculating the power credit. This study also analyses the changes of nuclear desalination economics according to the changes of the important factors such as fossil fuel price. I wish that this study can afford to give an insight to the policy maker about SMART desalination plant. (authors)

    Policy makers should seek to get the structure right ex ante as antitrust may not be effective ex post. It will be important to deal effectively with information asymmetries and to minimize transaction costs. The electric services industry is experiencing a period of rapid change, entrepreneurship, innovation and increased competition. The introduction of direct-access retail competition, for example, is becoming increasingly feasible because of the path-breaking activities of England, Norway, Chile and California. While the basic model of a reformed electric services industry has begun to come into a sharper focus, the techniques and methods that policy makers and regulators will need to use in evaluating electric restructuring plans are less well understood. If regulators and their staffs only use the traditional analytical tools, they could fail to analyze fully the transaction cost implications of alternative market, industry and corporate structures. An appreciation of the implications of the new institutional economics (NIE), of which transaction cost economics (TCE) is an important subset, can provide valuable insights. The new institutional economics: (1) holds that institutions matter and are susceptible to analysis..., (2) is different from but not hostile to orthodoxy, and (3) is an interdisciplinary combination of law, economics, and organization in which economics is the first among equals. This paper surveys several of the analytical tools of the new institutional economics, with an emphasis on the tools that are most relevant to the design of the market, industry and corporate structure of a restructured electric services industry. This article applies ME and TCE tools but does not attempt to provide a comprehensive survey of the issues involved in electric restructuring. Rather, it illustrates how regulators can use the tools of NIE/TCE to evaluate and solve the difficult practical problems that electric restructuring presents.

    When policy makers propose new policies, there is a need to assess the costs and benefits of the proposed policy measures, to compare them to existing and alternative policies, and to rank them according to their effectiveness. In the case of equipment energy efficiency regulations, comparing the effects of a range of alternative policy measures requires evaluating their effects on consumers budgets, on national energy consumption and economics, and on the environment. Such an approach should be able to represent in a single framework the particularities of each policy measure and provide comparable results. This report presents an integrated methodological framework to assess prospectively the energy, economic, and environmental impacts of energy efficiency policy measures. The framework builds on the premise that the comparative assessment of energy efficiency policy measures should (a) rely on a common set of primary data and parameters, (b) follow a single functional approach to estimate the energy, economic, and emissions savings resulting from each assessed measure, and (c) present results through a set of comparable indicators. This framework elaborates on models that the U.S. Department of Energy (DOE) has used in support of its rulemakings on mandatory energy efficiency standards. In addition to a rigorous analysis of the impacts of mandatory standards, DOE compares the projected results of alternative policy measures to those projected to be achieved by the standards. The framework extends such an approach to provide a broad, generic methodology, with no geographic or sectoral limitations, that is useful for evaluating any type of equipment energy efficiency market intervention. The report concludes with a demonstration of how to use the framework to compare the impacts estimated for twelve policy measures focusing on increasing the energy efficiency of gas furnaces in the United States.

    Given the range of fuel cycle goals and criteria, and the wide range of fuel cycle options, how can the set of options eventually be narrowed in a transparent and justifiable fashion? It is impractical to develop all options. We suggest an approach that starts by considering a range of goals for the Advanced Fuel Cycle Initiative (AFCI) and then posits seven questions, such as whether Cs and Sr isotopes should be separated from spent fuel and, if so, what should be done with them. For each question, we consider which of the goals may be relevant to eventually providing answers. The AFCI program has both ''outcome'' and ''process'' goals because it must address both waste already accumulating as well as completing the fuel cycle in connection with advanced nuclear power plant concepts. The outcome objectives are waste geologic repository capacity and cost, energy security and sustainability, proliferation resistance, fuel cycle economics, and safety. The process objectives are rea diness to proceed and adaptability and robustness in the face of uncertainties.

    Protection of low-income consumers remains an important public policy concern in a restructuring electricity industry. Policies are needed to ensure that low-income households have enough affordable electricity to protect their health and safety, and that they are not victimized by unscrupulous suppliers. In this paper, the author presents three broad federal roles in setting low-income electricity policy, and discuss three more specific policy areas: universal service, electricity assistance, and health and safety. He discusses the key policy issues that arise when considering these potential federal initiatives and draw upon reviews of proposed low-income policies from restructuring proposals in eight states--California, Massachusetts, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin.

    At its heart, Arab oil policy is inseparable from Arab economic and social policy. This holds whether we are talking about the Arab nations as a group or each separately. The seven Arab nations covered in this report-Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates--participate in several organizations focusing on regional cooperation regarding economic development, social programs, and Islamic unity, as well as organizations concerned with oil policies. This report focuses on the oil-related activities of the countries that may reveal the de facto oil policies of the seven Persian Gulf nations. Nevertheless it should be kept in mind that the decision makers participating in the oil policy organizations are also involved with the collaborative efforts of these other organizations. Oil policies of five of the seven Arab nations are expressed within the forums of the Organization of Petroleum Exporting Countries (OPEC) and the Organization of Arab Petroleum Exporting Countries (OAPEC). Only Oman, among the seven, is not a member of either OAPEC or OPEC; Bahrain is a member of OAPEC but not of OPEC. OPEC and OAPEC provide forums for compromise and cooperation among their members. Nevertheless, each member state maintains its own sovereignty and follows its own policies. Each country deviates from the group prescription from time to time, depending upon individual circumstances.

    For a number of years, analyses of minority household energy demand have been supported by the United States Department of Energy (DOE), Office of Economic Impact and Diversity (formerly the Office of Minority Economic Impact). The intention of these analyses has been to characterize patterns of energy demand by various demographic, regional and socioeconomic groups and to develop analytical tools to assess the distributive impact of energy prices and policy on these groups. The model supports strategic objectives outlined by the Department of Energy to explicitly recognize and promote equity in state public utility commission decisions and to assess the potential impact of federal and state energy policy on demographically diverse groups as reported in the Department`s Annual Energy Outlook and the upcoming National Energy Policy Plan. The legislation mandating the Office of Economic Impact and Diversity had been premised on the assumption that patterns of energy demand for minority households are different from the population as a whole. Determining the validity of this premise and its potential economic impact on different population groups has been a major objective of these analyses. Consequently, the recripriocal impacts of energy policy on demographic groups and energy consumption and expenditure dynamics on policy formulation and strategy is a central objective of these studies. Residential energy demand research has been substantial in the past twenty years. Insightful and useful research has been done in this area. However, none of this research has addressed the potential differences in the residential energy demand structure among various population groups. Recent work does compare energy and electricity demand elasticities for non-Latino Whites, with the demand elasticities for Latinos and Blacks. This research is particularly important for examination of questions related to the economic welfare implications of national energy policy.

    During the past decade, the U.S. has experienced a surplus gas supply. Future prospects are brightening because of increased estimates of the potential size of undiscovered gas reserves. At the same time, U.S. oil reserves and production have steadily declined, while oil imports have steadily increased. Reducing volume growth of crude oil imports was a key objective of the Energy Policy Act of 1992. Natural gas could be an important alternative energy source to liquid products derived from crude oil to help meet market demand. The purpose of this study was to (1) analyze three energy markets to determine whether greater use could be made of natural gas or its derivatives and (2) determine whether those products could be provided on an economically competitive basis. The following three markets were targeted for possible increases in gas use: transportation fuels, power generation, and chemical feedstock. Gas-derived products that could potentially compete in these three markets were identified, and the economics of the processes for producing those products were evaluated. The processes considered covered the range from commercial to those in early stages of process development. The analysis also evaluated the use of both high-quality natural gas and lower-quality gases containing CO{sub 2} and N{sub 2} levels above normal pipeline quality standards.

  18. Institutional Design for Strategic Environmental Assessment on Urban Economic and Social Development Planning in China

    The National Economic and Social Development Plans (NESDPs) of cities in China, given their comprehensive, integrated and strategic nature, have significant and profound impacts on the development of cities and their embedded ecological environments. Strategic Environmental Assessments (SEAs) on city NESDPs have the potential to improve environmental policy integration at strategic level and to safeguard the sustainable development of cities. However, these plans are normally exempted from the current SEA requirement in China. We argue that it is more feasible to apply SEAs on city NESDPs before SEAs are expanded to higher level NESDPs in China. This article attempts to propose a China-specific institutional design for SEAs on city NESDPs based on experiments in selected cities and within the current legal framework. To obtain a holistic view about the long-term development of cities, more qualitative and descriptive analysis-based assessment methods should be adopted to broaden participation, to encourage the exchange of information and to reach consensus. - Highlights: > National Economic and Social Development Plans for Cities (NESDPs) in China is a very popular and significant decision made by municipal government. > We propose a institutional framework to conduct strategic environmental assessment to NESDPs. > The key features of the institutional framework are the independent SEA approval committee and a professional consulting agency.

    National Environmental Policy Act (NEPA) regulations require environmental impact statements to assess direct and indirect effects on a number of different environmental resource categories, including economic and social effects. However, NEPA regulations do not dictate the scope of the socio-economic analyses or specify which analytical procedures must be employed. As a result, socio-economic impact analyses vary considerably across NEPA documents in both the methodology of analysis and in the models used to quantify impacts. The purpose of this paper is to provide an overview of socio-economic analyses in NEPA documents and present strategies for ensuring that the socio-economic analyses are focused on the most relevant socio-economic indicators, while still conforming to the full intent of NEPA. This paper will provide guidance on what factors should be considered when identifying the economic indicators to be assessed. The paper will also describe and discuss various types of models currently used to quantify economic impacts in NEPA documents, and the comparative advantages and disadvantages of these models. In addition, the definition of the appropriate Return On Investment in relation to the model used and the analysis performed will be discussed. The offices of the Department of Energy, the Department of Defense, and the Food and Drug Administration present real world examples of innovative approaches to socio-economic impact analysis.
